Dola Sen makes a Special Mention about ameliorating situation in Jessop and Dunlop companies

Thank you Deputy Chairman Sir, for giving me permission.
According to the assent of the Jessop & Company and Dunlop India Limited Acquisition and Transfer of Undertaking Bill, 2016, by the Hon’ble President of India, Jessop & Company Limited, a closed and sick company, was engaged in production of railway wagons, EMU coaches etc. The Government of India disinvested 74 per cent stake in the company in favor of Ruhia group in 2003. The Hon’ble High Court of Kolkata issued order dated March 6th 2017 (6.3.17) for winding up of the company and the company is now under the possession of Official Liquidator.
The issue of Dunlop India Limited also likewise.
In order to ameliorate the sufferings of its workmen and employees and to address the public interest by reviving the company, the Government of West Bengal passed the Jessop & Company Limited Acquisition and Transfer of Undertaking Bill, 2016. The Governor of West Bengal forwarded the Bill to the Government of India in March 2016 for assent of the Hon’ble President of India.
In order to save the employees from going into destitution and starvation of their families, the Government of West Bengal decided to pay a special ex-gratia and ESI contribution to these employees since February 2016. Government of India has been seeking clarifications from the State Government over the last three and a half years and the State Government has been providing all such clarifications. Unfortunately and unexpectedly, even after three years of discussion with Government of India, the President’s assent has not been granted for Jessop and Company till date and has refused to give grant for Dunlop India Limited.
The Government of India must reconsider for Dunlop India Limited and may start an open dialogue with the State Government of West Bengal for revival of Dunlop India Limited and Government of India must facilitate Hon. President’s assent for the sake of the huge number of workers and revival of Jessop Company Limited.
