FULL TRANSCRIPT

Sir, today on International Disability Day, I would like to take the opportunity and talk about the disabled, and enactment of proper law for the disabled. As per the census of 2011 in India, out of 121 crore people in India, 2.68 crore are disabled. That is 2.21 per cent of people in India are suffering from one or more kinds of disabilities.

Among the 21 types of disabilities, the top 5 are the sight disability, which is 4.8 per cent and others are the disability of speech, hearing, mental health, which is like 69 per cent.   They are disabled not only by their bodies, Sir, but also by the society.

Duchenne muscular dystrophy is a genetic muscular disease, which is also a cause of disability; one out of 2,000 people in the country suffering from such disorder. The facts are a strike on the face at a time when 33 per cent of people with disability are in the age group of 10 to 29.

We have The Rights of Person with Disability Act, 2016, to protect them from any discrimination, give them equal employment and enhance their social participation but keeping in view the seriousness of the day and the concern over the issue the disability, the rights movement requires much more care, proper management and periodical treatment plan to secure a life of dignity for the disabled.

Thank you, Sir.
