Sir, I have a Point of Order. I am saying that what the Home Minister said is not right. A person may oppose the Bill per say. He must give some reasons for opposing the Bill. Only a substantive question of law is involved when the jurisdiction of the House is called into question the discussion will be called for. But I can oppose a Bill per say without any details so what the Home Minister is saying is not right. He is giving a wrong interpretation of the rules of the House. He is giving a wrong interpretation, may be because he is a new member
