Saugata Roy opposes the withdrawal of Jammu and Kashmir Reservation (Second Amendment) Bill, 2019

Sir, under Rule 111 in the Rules of Procedure, I oppose the withdrawal of the Jammu and Kashmir Reservation (Second Amendment) Bill, 2019. Sir, as you know there is a provision for withdrawal of a Bill under Rule 110 of the Rules of Procedure. The three conditions under which this Bill may be withdrawn is – either the Government must state the legislative proposal contained in the Bill list to be dropped, or the Bill is to be subsequently replaced by a new Bill. The Bill is to be subsequently replaced by another Bill, which includes all or any of its provisions in addition to other provisions etc.
This Bill was giving reservation to economically backward sections. Today the Minister has come forward to withdraw the Bill. But, today with the order paper, we have not got any of the reasons for the Bill’s withdrawal. There is nothing wrong with the Bill; it gives reservation for the economically backward sections. So, the Minister should state under Rule 110, what are the reasons for which he is withdrawing the Bill which grants reservation for economically weaker sections.
Jammu and Kashmir is a sensitive issue. So, the Minister must be clear and elaborate and be transparent in the matter.
