Saugata Roy asks a Question on improving the quality of research in CSIR laboratories

Sir, the Minister has given a very detailed reply to the question. But it is mainly descriptive giving list of projects undertaken, list of papers undertaken but if you really look at the output of the CSIR laboratories, which was a very good idea set up by Pandit Jawaharlal Nehru, you will see that quality wise the output of the national laboratories have been poor.
Our papers published have not been recognised in internationally acknowledged periodical journals. The transfer to the industry has been very minimal. So you have a huge network, it is said that the whole CSIR has too much bureaucracy and stagnation.
What is the minister doing to improve the quality of research in CSIR laboratories so that they are of world standard to match the rest of the world?
