Kalyan Banerjee asks a Supplementary Question on contractual labourers

I want to point out that in the reply it has been stated that in case of administrative experiences of work and others, and efficiency and economy of operations, due to unavoidable circumstances, outsourcings are made. Now so far these Government posts are concerned, which fall under Article 311 of the Constitution, the outsourcings are not permissible under law. Now this phrase ‘administrative experiences of work and others’, are extremely vague words. Sir, it has been stated here that the contractual employees are being engaged for the contractual jobs.

Sir, the new law is this, if a post, if the nature of work is perennial in character, in that case, contractual labour cannot be engaged for years together. Now I have the question, through you, Sir, my supplementary question to the Honourable Minister is, would you kindly let us know how many contractual labourers have been engaged till now and in which types of  jobs? Kindly intimate to us so that we can understand the entire issue in question.
