Sukhendu Sekhar Roy makes Point of Order over sending RTI Bill to Select Committee

Sir, I read out with your kind permission Rule 134: ‘When any of the following motions moved in the Council with reference to a Bill originating in the House and transmitted to the Council is negatived by the Council, the Bill shall be deemed to have been rejected by the Council’.
What are the motions? That the Bill should be referred to the Select Committee of the Council, so the motion which has to be referred to the Select Committee has been negatived. The motion for referring the Bill to the Select Committee has been negatived by votes and as per provision of Rule 134, the Bill should be rejected.
