A three-member Trinamool parliamentary delegation will visit Rajkot and Una on Saturday July 23.

After raising the issue in Parliament and participating in the debate, now it is time to further assess the situation on the ground and meet those affected. The delegation comprises Derek O’Brien (Parliamentary party leader in Rajya Sabha) and Lok Sabha MPs Dr Kakoli Ghosh Dastidar and Ms Pratima Mandal.

Earlier in the week Mamata Banerjee had called the Una incident ‘organised crime’ and had said, “The incident in Una is organised crime against Dalits. I urge the Central government to treat Dalits with care and give full protection. This is unacceptable”.

তৃণমূলের তিন সাংসদের প্রতিনিধি দল আগামী ২৩শে জুলাই (শনিবার) রাজকোট ও উনা পরিদর্শনে যাবেন।

সংসদে বিষয়টি নিয়ে বিস্তারিত আলোচনায় অংশগ্রহণ করার পর এবার তাঁরা পরিস্থিতি মূল্যায়নে গুজরাত যাবেন। প্রতিনিধিদলে থাকছেন ডেরেক ও ব্রায়েন (রাজ্যসভায় সংসদীয় দলের নেতা), লোকসভার সাংসদ ডঃ কাকলি ঘোষ দস্তিদার এবং প্রতিমা মণ্ডল।

Trinamool dominates Parliament on Day 2 of Monsoon Session

Trinamool dominated the Parliamentary proceedings on the second day of Monsoon Session in both the Lok Sabha and Rajya Sabha.

Playing a responsible Opposition, Trinamool MPs spoke on matters of national importance and took part in debates on important Bills.

The day started with the leader of the party in Rajya Sabha, Derek O’Brien raising the issue of the site of Dr APJ Abdul Kalam’s resting place lying in utter neglect and slow progress of the work of building a memorial for the late President of India.

In Lok Sabha, leader of the party Sudip Bandyopadhyay demanded answers from the government on low conviction rate in case of cyber crimes. During Question Hour in Rajya Sabha, Nadimul Haque asked the government about its plans to tackle the menace of spitting.

During a Calling Attention Motion in the Upper House of the Parliament, MP Ahmed Hassan Imran grilled the government on its flood management programmes and demanded that the compensation criteria for States be revisited.

Vivek Gupta participated on behalf of the party in a discussion on the Child Labour (Prohibition and Regulation) Amendment Bill, 2012 in Rajya Sabha while Dr Kakoli Ghosh Dastidar and Dr Ratna De Nag participated in discussions on The Indian Medical Council (Amendment) Bill, 2016 and The Dentists (Amendment) Bill, 2016 respectively in Lok Sabha.

D Bandyopadhyay’s remarks on the Regional Centre for Biotechnology Bill, 2016

Sir, as already stated in the Bill, India had entered into an agreement in 2006 with UNESCO regarding the establishment of the Regional Centre for Biotechnology Training and Education in India to serve the member countries of UNESCO. In the light of the agreement, the Central Government set up the Regional Centre for Biotechnology Training and Education in Faridabad, Haryana, through an executive order in 2009.

Now, this Bill seeks to provide legislative backing to the Regional Centre. It also confers upon it the status of an institution of national importance. Once it gets the recognition through this Bill as an institute of national importance, it would be empowered to impart scientific and technical education and also to grant degrees. It would also be able to facilitate transfer of technology and knowledge in the SAARC region and in Asia, and create a hub of biotechnology expertise and promote cooperation at the international level. I, on behalf of my Party, support this Bill.

All rural homes in Bengal to have toilets by March 2018

The West Bengal Panchayat and Rural Development department has set March 2018 as the deadline when all rural houses in the state will have toilets.

A high level meeting in this regard was held in the office of the Panchayat and Rural development office on Tuesday. The District Magistrates of Hooghly, East Midnapore and North 24 Parganas were present at the meeting. Senior officials of Public Health Engineering department and UNICEF attended the meeting. The State Commissioner of Panchayat and Rural development department was present at the meeting.

It has been decided that Hooghly will be an open defecation free (ODF) district by August and East Midnapore will be an ODF district by September end. It may be mentioned here that Nadia has become the first to achieve ODF status in the country. Two districts, Burdwan and South 24 Parganas will be open defecation free by March 31, 2017.

The department has taken up massive awareness campaign.

Also, the baseline survey was not flawless and some households got omitted. Attempts have been made to incorporate them in the list.

২০১৮-র মার্চ মাসের মধ্যে বাংলার সব ঘরে শৌচাগার তৈরি হয়ে যাবে

আগামী ২০১৮ সালের মার্চ মাসের মধ্যে বাংলার সব ঘরে শৌচাগার তৈরি করার পরিকল্পনা নিয়েছে পশ্চিমবঙ্গ পঞ্চায়েত ও গ্রামোন্নয়ন বিভাগ।

এই নিয়ে গত মঙ্গলবার পঞ্চায়েত ও গ্রামোন্নয়ন বিভাগ একটি উচ্চ পর্যায়ের বৈঠক করে। হুগলি, পূর্ব মেদিনীপুর এবং উত্তর ২৪ পরগনার জেলা শাসকরা এই বৈঠকে উপস্থিত ছিলেন। জনস্বাস্থ্য কারিগরি বিভাগ ও ইউনিসেফের সিনিয়র অফিসাররাও উপস্থিত ছিলেন এই বৈঠকে। পঞ্চায়েত ও গ্রামোন্নয়ন বিভাগের রাজ্য কমিশনারও উপস্থিত ছিলেন এই বৈঠকে।

আগামী আগস্ট মাসের মধ্যে হুগলি জেলাকে এবং আগামী সেপ্টেম্বরের শেষে পূর্ব মেদিনীপুর জেলাকে জীবাণুমুক্ত করার সিদ্ধান্ত নেওয়া হয়েছে। নদিয়া দেশের মধ্যে প্রথম ODF status অর্জন করেছে। বর্ধমান এবং দক্ষিণ ২৪ পরগণা এই দুই জেলাকে ২০১৭ সালের ৩১ মার্চের মধ্যে জীবাণুমুক্ত করা হবে।

তাছাড়া এই বিভাগ একটি গণসচেতনতা মূলক প্রচারও শুরু করেছে।

Bengal Govt to distribute 15 lakh bicycles before Puja

The distribution of 15 lakh bicycles under Sabuj Sathi project among students studying in class IX in state run, sponsored and aided schools will start before the Pujas. The project was conceptualised by Chief Minister Mamata Banerjee who also named it and Rs 800 crore was kept for the project in 2015-16 budget. She also sketched the logo of the project. So far the state Backward Classes Welfare department has distributed 25 lakh bicycles among the students of classes X, XI and XII studying in state run, aided and sponsored schools.

The distribution had to be stopped for the time being once the dates of Assembly election were announced. The move once again began after the new government was formed on May 27. The Backward Class Welfare Department has already floated tender and the firms will be selected in July. The department would issue work order in early August.

The spare parts of the bicycles will start arriving from August end. They will be assembled and then distributed among the students from October. The department plans to distribute all the bicycles by December.

The BCW has names of all the 25 lakh students who have received bicycles so far and the names of their fathers, the classes in which they are studying along with the makers of the bicycle and the date of delivery.

The vehicles along with the fitters were sent to the districts. There is absolute transparency in the whole process, from floating of the tender to distribution of bicycles. The project has become immensely popular among the students.

The BCW will carry out a study on the impact of the project. Students of the rural areas and economically challenged background never thought even in their dreams that they would go to school on a bicycle.

পুজোর আগে সবুজ সাথী প্রকল্পের আওতায় নবম শ্রেণীর ছাত্রছাত্রীদের মধ্যে ১৫ লক্ষ সাইকেল প্রদান করবে রাজ্য সরকার। এই প্রকল্পটি মাননীয়া মুখ্যমন্ত্রীর পরিকল্পিত এবং তার নামাঙ্কিত। ২০১৫-১৬ বাজেটে এই প্রকল্পের জন্য ৮০০ কোটি টাকা বরাদ্দ করা হয়েছিল। প্রকল্পের লোগোও মুখ্যমন্ত্রীর আঁকা। এ পর্যন্ত রাজ্য অনগ্রসর শ্রেণী কল্যাণ বিভাগ দশম, একাদশ ও দ্বাদশ শ্রেণীর ছাত্রছাত্রীদের মধ্যে ২৫ লাখ সাইকেল বিতরণ করেছে।

নির্বাচনের দিন ঘোষণার পর থেকে এই বাই সাইকেল বিতরণ বন্ধ হয়ে গেছিল। ২৭মে নতুন সরকার গঠনের পর আবার এই প্রক্রিয়া শুরু হয়েছে। অনগ্রসর উন্নয়ন দপ্তর ইতিমধ্যেই টেন্ডার জমা করেছে এবং জুলাই মাসে সংস্থাগুলির নাম নির্দিষ্ট হবে। আগস্ট মাসে দপ্তর অর্ডার দেবে।

যে ২৫ লক্ষ ছাত্রছাত্রী সাইকেল পেয়েছে তাদের সকলের নাম, বাবার নাম এবং ক্লাস নথিভুক্ত করা আছে অনগ্রসর শ্রেণী কল্যাণ বিভাগের কাছে।

টেন্ডার জমা থেকে শুরু করে, বাইসাইকেল বিতরণ এই পুরো প্রক্রিয়াটি খুবই স্বচ্ছ। ‘সবুজ সাথী’ প্রকল্পটি নিঃসন্দেহে ছাত্রছাত্রীদের মধ্যে সাড়া ফেলেছে।

ইতিমধ্যেই অনগ্রসর কল্যাণ বিভাগ এই প্রজেক্টকে আরও উন্নত করার ওপর জোর দিচ্ছে। প্রত্যন্ত অঞ্চল ও অনগ্রসর শ্রেণীর ছাত্রছাত্রীরা এর আগে স্বপ্নেও কখনো ভাবতে পারেনি সাইকেলে করে স্কুলে যাওয়ার কথা।

WB Transport Minister proposes ‘no helmet, no petrol’ policy

The state transport minister Suvendu Adhikari has proposed to initiate the state-wide drive “no helmet, no petrol” to bring down the rate of accidents.

He said that he would propose to introduce a system following discussion with petroleum dealers that they will not give petrol if a person comes to refill his or her two-wheeler without putting on a helmet. He placed his proposal before the Chief Minister.

He said that the awareness of people is necessary to bring a change in the scenario and make the attempts of the government, a successful one.

In a bid to bring down the rash driving among public buses, the minister said rationalisation of routes would be undertaken and racing between the buses to get more passengers will be curbed once the rationalisation process is over.

He said that the Chief Minister has already completed the main task to ensure better traffic movement in the past five years by constructing smooth roads. “Now our next task is to make the “Safe Drive Save Life” campaign successful to ensure that road accidents come down,” he added.

NREGA: West Bengal surpasses target of person-days

West Bengal has created more than six crore person-days of work over and above the target set for the financial year 2015-16, under MGNREGS.

This was revealed in the performance report for the project, titled ‘Performance, Initiatives and Strategies FY 2015-16 and FY 2016-17,’ released recently by the Union Ministry of Rural Development.

The State created 28,65,000 person-days of work under MGNREGS, also known as the 100 Days Work Scheme, during the last financial year, which was almost six crore above the target of 22,19,000.

The scheme is meant to create permanent infrastructure in rural regions, including the building and maintenance of roads, irrigation dams and water canals, planting of trees, building of permanent toilets, anganwadi centres, etc.

একশো দিনের কাজে শ্রমদিবস সৃষ্টির লক্ষ্যমাত্রা ছাপিয়ে গেল বাংলা

২০১৫-১৬ আর্থিক বছরে পশ্চিমবঙ্গে একশো দিনের কাজের প্রকল্পে (এমএনআরইজিএস) লক্ষ্যমাত্রার থেকে ছ’কোটিরও বেশি শ্রমদিবস সৃষ্টি হয়েছে। কেন্দ্রীয় গ্রামোন্নয়ন মন্ত্রকের পক্ষ থেকে জারি পারফরম্যান্স রিপোর্ট থেকে এই তথ্য জানা যাচ্ছে।

পারফরম্যান্স রিপোর্টে গ্রামোন্নয়ন মন্ত্রক জানিয়েছে, লেবার বাজেটের তুলনায় অতিরিক্ত শ্রমদিবস সৃষ্টি করেছে রাজ্য সরকার।

২০১৫-১৬ আর্থিক বছরে পশ্চিমবঙ্গের জন্য একশো দিনের প্রকল্পে ২২ কোটি ১৯ লক্ষ শ্রমদিবস মঞ্জুর করেছিল কেন্দ্র। এই আর্থিক বছরে পশ্চিমবঙ্গের একশো দিনের প্রকল্পে শ্রমদিবস সৃষ্টি হয়েছে ২৮ কোটি ৬৫ লক্ষ। এটা লেবার বাজেটের ১২৯ শতাংশ। ২০১৪-২০১৫ আর্থিক বছরে ১৬ কোটি ৯৬ লক্ষ শ্রমদিবস একশো দিনের প্রকল্পে সৃষ্টি হয়েছিল। অর্থাৎ এক বছরের মধ্যে রাজ্য প্রায় ১২ কোটির বেশি শ্রমদিবস সৃষ্টি করতে পেরেছে।

২০১৫-২০১৬ আর্থিক বছরের বাজেটে এই প্রকল্পের জন্য রাজ্য সরকার দেড়শো কোটি টাকা বরাদ্দ করা হয়েছিল।

এই প্রকল্পের আওতায় গড়ে প্রতি পরিবার কাজ পেয়েছে ৪৬ দিন। প্রত্যেকের মজুরি ১৬৯ টাকা।

এই প্রকল্পের মাধ্যমে গ্রামে স্থায়ী সম্পদ সৃষ্টির উপর জোর দেওয়া হচ্ছে। সড়ক ও সেচ বাঁধ নির্মাণ, জলাশয় সৃষ্টি ও সংস্কার, বনসৃজন প্রভৃতির পাশাপাশি গ্রামের বাড়িতে শৌচাগার তৈরি, অঙ্গনওয়াড়ি কেন্দ্র নির্মাণ প্রভৃতি প্রকল্প এর আওতায় আসার পরিকল্পনা রয়েছে।

State-level Hool Utsav to begin in Jhargram today

For the first time, the state level Hool Utsav will be organised at Jhargram in West Midnapore, giving the people of Jangalmahal an opportunity to witness the programme on a large scale. Around 22 teams of different tribal art forms will be participating in the programme.

Hool Utsav is organised every year to commemorate the fight of the tribal people against the British Raj in 1885. The three-day-long Hool Utsav will begin on June 30 at the ground of Kumud Kumari Institution at Jhargram in West Midnapore.

There will be programmes in all districts, including Kolkata on the same day.

The programmes in the districts other than West Midnapore will last two day s. On the other hand, the state level programme at Jhargram will be three-days long.

Tribal dances, including Pata and Karam, will be performed in the Hul Utsav. Artists from four districts – Purulia, Burdwan, Murshidabad and Nadia – will be performing in the state level programme. The programme will be inaugurated at 4 pm on June 30. State tribal Development Minister James Kujur and Backward Classes Welfare Minister Churamoni Mahata will be present in the programme.

Besides cultural programmes, camps of different departments of the West Bengal government – including MSME, Panchayat and Rural Development, Agriculture Marketing and Fisheries – will be set up in the premises of Hul Utsav. Awareness will be spread among people about the different facilities and schemes taken up the departments for their benefits in the camps.

Women from different self help groups will also be participating in the programme. Goods and other products prepared by them will be exhibited and available for sale.

The State Government will also showcase its achievements in bringing an overall development of Jangalmahal in the past five years. In other districts, two-day long programmes will be held, in which folk and tribal artists will be performing to celebrate the occasion.

আজ ঝাড়গ্রামে শুরু হবে হুল দিবস অনুষ্ঠান

এই প্রথমবার রাজ্যস্তরের হুল দিবসের অনুষ্ঠান হবে পশ্চিম মেদিনীপুরের ঝাড়গ্রামে। ১৮৮৫ সালে ব্রিটিশ রাজের বিরুদ্ধে উপজাতীয়দের যুদ্ধ স্মৃতিরক্ষার্থে প্রতি বছর হূল উৎসবের আয়োজন করা হয়। তিন দিনব্যাপী এই উৎসব হবে পশ্চিম মেদিনীপুরের ঝাড়গ্রাম এ কুমুদ কুমারীর ইনস্টিটিউশনের মাঠে।

কলকাতা সহ বিভিন্ন জেলায় ওই দিনেই এই উৎসব পালিত হবে। পশ্চিম মেদিনীপুরসহ অন্যান্য জেলায় দু-দিন ধরে এই অনুষ্ঠান চলবে এবং ঝাড়গ্রামে তিন দিন ব্যাপী এই অনুষ্ঠান চলবে।

প্রতি বছরই রাজ্যস্তরের হুল উৎসব পালিত হয় কলকাতায়। এ বার রাজ্যস্তরের হুল দিবসের অনুষ্ঠান হবে পশ্চিম মেদিনীপুরের ঝাড়গ্রামে। এর ফলে জঙ্গলমহলের মানুষজন এই উৎসবে অংশগ্রহণ করতে পারবেন। বিভিন্ন উপজাতী শিল্পীদের ২২ টি দল এই প্রোগ্রামে অংশগ্রহণ করবে।

পাতা, করম এইসব আদিবাসী নাচ হবে হুল উতসবে। রাজ্যস্তরের এই অনুষ্ঠানে পুরুলিয়া, বর্ধমান, মুর্শিদাবাদ এবং নদিয়ার শিল্পীরা এই অনুষ্ঠানে অংশগ্রহণ করবে।। ৩০ জুন বিকালে উদ্বোধনী অনুষ্ঠানে উপস্থিত থাকবেন আদিবাসী উন্নয়ন মন্ত্রী জেমস কুজুর, অনগ্রসর শ্রেণিকল্যাণ মন্ত্রী চূড়ামণি মাহাতো প্রমুখ।উৎসব চলবে ৩০ জুন-২ জুলাই পর্যন্ত।

বিভিন্ন স্ব-নির্ভর গোষ্ঠীর মহিলারাও অংশগ্রহণ করবে এই প্রোগ্রামে। স্বনির্ভর গোষ্ঠীর সদস্যাদের তৈরি হস্তশিল্পের প্রদর্শনী ও বিক্রয়-সহ অন্য অনুষ্ঠানেরও আয়োজন করা হয়েছে। গত পাঁচ বছরে জঙ্গলমহলের সামগ্রিক উন্নয়ন করেছে রাজ্য সরকার।

উল্লেখ্য, ক্ষমতায় আসার পর মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় একটি পৃথক আদিবাসী উন্নয়ন পর্ষদ গঠন করেছে। এই পর্ষদ গঠনের পর আদিবাসী বিভাগের অভূতপূর্ব উন্নয়ন হয়েছে, তাঁরা অনেক উপকৃত হয়েছেন। গত হূল উৎসবে মুখ্যমন্ত্রী শিল্পীদের বাদ্যযন্ত্র বিতরণ করেছেন। রাজ্য সরকারের এই পদক্ষেপ এইসব শিল্পীদের উৎসাহ দিয়েছে।

রাজ্য সরকারের সহযোগিতায়, শিল্পী, খুব, এখন তাদের সেরা দিচ্ছেন উচ্চ মাত্রার শিল্প ফর্ম নিতে তাছাড়া, বর্তমান রাজ্য সরকারের উদ্যোগে হূল উৎসব রাজ্য স্তরের একটি জনপ্রিয় অনুষ্ঠানে পরিণত হয়েছে।

Schools, colleges and universities to get virtual classrooms

The state government has decided to introduce “virtual classrooms” in universities, colleges and schools. State Finance Minister Dr Amit Mitra said in the Assembly that the initiative has been taken to let students, even from the remotest part of the state, access information related to education and developments taking place in this sector across the globe.

They will be provided high speed internet connectivity capable of handling live streaming of videos. There will also be facility for projection and audio system for better viewing of the facts. The project will come up at a cost of Rs 100 crore. “This is one of the dream projects of the Chief Minister Mamata Banerjee,” said Dr Mitra.

Explaining the usefulness of the project, Dr Mitra said that a student in a village does not get the opportunity to interact with an expert in a particular subject from the city. However, with the introduction of the e-classrooms, he or she can even interact with educationists and experts from educational institutions abroad.

Partha Chatterjee, the state education minister, said that e-classrooms will be set up in 732 state-aided universities and government colleges and 2000 secondary schools in the first phase. There will be two e-classes in every institution.

West Bengal Govt hospitals to get patient grievance redressal cells

The West Bengal Government has directed state-run hospitals to improve their services and set up patient grievance redressal cells. Effective patient grievance redressal mechanism will be put in place in medical college hospitals and district hospitals within a month so that patients and their representatives can ventilate their grievances, the Principal Secretary of Health and Family Welfare department, said on Wednesday.

Chief Minister Mamata Banerjee, who also holds the Health portfolio had earlier in the day conducted a review meeting of the Health department. During the meeting the Chief Minister directed that quality and range of healthcare services should be improved. The Chief Minister had also issued instructions for closer monitoring and supervision at all levels by various means including surprise visits at hospitals.

Patient amenities like drinking water, waiting area, proper signage etc would be improved along with cleanliness and a facelift of the hospital buildings and surrounding areas.

An appeal is also made to the patient and patient parties to cooperate with hospital authorities in provision of patient care services.

সরকারী হাসপাতালে রোগীদের জন্য গ্রিভ্যান্স রিড্রেসাল সেল তৈরি করছে রাজ্য সরকার

হাসপাতালে রোগী পরিষেবা উন্নত করার জন্য সুষ্ঠু ‘গ্রিভ্যান্স রিড্রেসাল’ পরিকাঠামো তৈরি করতে হবে। সমস্ত মেডিক্যাল কলেজ ও জেলা হাসপাতালে রোগীদের অভিযোগ শোনার জন্য তৈরি হবে একটি বিশেষ অভিযোগ কেন্দ্র। ২৪ ঘণ্টার জন্য জরুরি বিভাগে এই বিশেষ অভিযোগ কেন্দ্র থাকবে। এর মাধ্যমে রোগী ও তার পরিবার পরিজনেরা তাদের সবরকম অভিযোগ জানাতে পারবেন। রাতের দিকে কোনও রোগী এসে অসুবিধায় পড়ে অভিযোগ জানালে দ্রুত যেন সমাধান হয়, সেদিকে লক্ষ্য রাখতে হবে।

বুধবার নবান্নে স্বাস্থ্যকর্তাদের সঙ্গে বৈঠকে স্বাস্থ্যক্ষেত্রে পরিষেবা বৃদ্ধির জন্য একগুচ্ছ নির্দেশ দেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। বৈঠকে তিনি জানান স্বাস্থ্য পরিষেবা আরও উন্নত করতে হবে। স্বাস্থ্যকর্তাদের সারপ্রাইজ ভিসিটেরও নির্দেশ দেন মুখ্যমন্ত্রী।

রোগীর আত্মীয়দের জন্য পর্যাপ্ত পানীয় জল, জলের এ টি এম, বসার জায়গার ব্যবস্থা করতে হবে। হাসপাতালগুলিকে পরিষ্কার-পরিচ্ছন্ন রাখতে হবে।

রোগীদের ও তাদের পরিবার পরিজনদের সঙ্গে যাতে সবরকম সহযোগিতা করা হয় এবং তাদের যাতে সঠিক যত্ন নেওয়া হয় তারও নির্দেশ দেন মুখ্যমন্ত্রী।
