SS Roy speaks on Constitution Day and 125th birth anniversary on Dr Ambedkar

Sir, at the outset i would like to convey the greetings of our leader Ms Mamata Banerjee, hon’ble chief minister of West Bengal to the hon’ble members of parliament on the occasion of the Constitution Day celebrations and her deepest homage to the architect of Indian constitution and champion for the emancipation of backward classes and the downtrodden Dr Bhimrao Ramji Ambedkar on his 125th birth anniversary.

Sir, when i look back through the eyes of my mind at the great hall just behind this august house, i can visualize the day, i.e, 26th November 1949 when Dr Ambedkar was presenting the most sacred book of our country, the constitution of India to Dr Rajendra Prasad, the chairman of the constituent assembly.

It took 2 years,11 months and 17 days to finalize the constitution containing 395 articles and 8 schedules  after disposing of 2473 amendments to the constitution that were moved.  Since then the constitution is being amended from time to time to keep pace with the demands of the time.

All of us know that four guiding principles of governance were embodied in the preamble to the constitution, viz, justice, liberty, equality and fraternity assuring the dignity of the individual and the unity and integrity of the nation. After 66 years of adoption of the constitution, we as parliamentarians must introspect-how much the nation has achieved while implementing the constitutional mandates, in the matters of social justice, economic justice and political justice- in the matter of liberty of thought, expression, belief, faith and worship- in the matter of equality of status and of oppurtunity.

On the 25th November 1949 Dr BR Ambedkar while presenting the draft constitution for adoption interalia commented and i (quote) “…….. Principles of liberty, equality and fraternity are not to be treated as separate items in trinity, because these are the principles of life.” (unquote). Hence,dr ambedkar taught us that denial of liberty, equality and fraternity leads to denial of life.  If we want to preach or practice some agenda against the principles of liberty, equality and fraternity for the sake of politics or for any reasons whatsoever,  there would be end of the road built up by our ancestors after hundreds of years of subjugation, deprivation, intolerance and exploitation for ushering into a dignified nation qualified to enjoy liberty, acquire equality and maintain fraternity amongst ourselves irrespective of caste, creed, religion, sex language or territorial boundaries. Looking at the bewildered situation prevailing today, i am sorry to say that we are still at the cross roads of ‘one step forward and two steps backward’.

Because when article 51a (e)(f) and (h) demand from every citizen  “ to promote harmony and the spirit of common brotherhood amongst all the people of India transcending religious, linguistic and regional or sectional diversities; to develop the scientific temper , humanism and the spirit of inquiry and reform,” these articles,no doubt, are not mere synthesis of words but require devoted action by citizens towards that goal.

Sir,  the hon’ble leader of the house in his eloquent speech has mentioned about federalism and separation of powers. It is no doubt that certain pillars of our democracy are triving for more and more authority. Authority has been given by our constitution framers to perform certain duties effectively, not to enjoy for themselves, nor to misutilize such authority endangering the very existance of its independent, neutral and constitutional character. Conflicts among the constitutional institutions must br avoided to desist all forms of authoritarianism.

So far the centre –state relations are concerned, we know that two commissions were set up- Sarkaria  and Punchi commissions. While some recommendations of sarkaria commission were implemented, government is sitting idle on the punchi commission report submitted to the government in march 2010 . If government is serious about co operative federalism, it must accept the Punchi Commission report and implement its recommendations in letter and spirit.

Sir, recently, the first citizen of India, being the constitutional head of the state was first amongst us who expressed his deep concern and anguish over certain untoward incidents culminating into a sordid state of affairs which no citizen or the functionaries of the government can ignore. I am only referring to the statements which are in public domain. On 8th October 2015, a press communique was released from the Rastrapati Bhawan which referred   hon’ble president interalia saying,(quote) “…….tolerance and co-existence are basic tenets of our civilization. We hold them very dear to our hearts…….we should not permit religion to be used  as a mask to satisfy hunger for power and control of some individuals……….” (unquote)

Then again on 13th October 2015 ,while addressing a gathering in his native place, the hon’ble president said referring to teachings of lord Ramakrishna Paramanhansa said (quote) “…….jato mat ,tato path…” meaning ‘as there are number of beliefs, there are a number of ways’.

Indian civilization has survived for 5000 years because of its tolerance.it has always accepted dissent and differences.a large number of languages,1600 dialects and 7 religions co-exit in India .we have a constitution that accommodates all these differences” (unquote).are we listening to the first citizen of India? Have we thought as to what prompted the first citizen to advise all to be tolerant? Let us introspect.

Sir, in 1924, Mahatma Gandhiji appealed to all those Indians who had received awards and titles from the British rulers to give up.they numbered about 4500 Indians out of them only a few responded to the clarion call of Gandhiji.

Today we don’t have bapuji.no call or request from any quarter  ,yet more or less 450 intellectuals comprising of scientists, writers, acamedicians, social activists, film personalities, journalists  who had the credentials  of receiving national awards have relinquished all those to protest in principle the growing incidence of intolerance. Should we ingnore these intellectuals and hurl abuses to them? If an actor expresses the fear and helplessness of his wife, should he become a victim of rue or hate campaign of any political outfit? Isnt it a complete madness suddenly encompassing our conscience, our culture, our legacy, our civilization?should we debate on food habits of ourselves when we are growing matured in 21st century?  If we want to respect our constitutional ideals, if we would seriously like to pay homage to baba sahib, we must introspect, as otherwise everything said   shall only be expression of words meaning nothing.

Sir,this is the solemn occasion when we must recall and recapitulate the debates of eminent Indians who manned the constituent assembly( and compared to whom we are pigmies) particularly Baba Saheb Ambedkar,of thoughts and expressions they perceived to arrive at a consensus in presenting the constitution of India which is unique and unparalleled to all other contemporary constitutions of the world.

We must also remember the word of caution of Dr Ambedkar and i quote, “….. In india, bhakti or what may be called the path of devotion or hero-worship,plays a part in its politics unequalled in magnitude by the part it plays in the politics of any other country in the world. Bhakti in religion may be a road to the salvation of the soul. But in politics, bhakti or hero-worship is sure road to degradation and to eventual dictatorship.”

Times are fast changing.people are getting tired of government by the people. They are prepared to have governments for the people and are indifferent whether it is government of the people and by the people.

If we wish to preserve the constitution in which we have sought to enshrine the government of the people, for the people and by the people, let us resolve not to be tardy in the recognition of the evils that lie across our path and which induce people to prefer government for the people to government by the people, nor to be weak in our initiative to remove them. That is the only way to serve the country. I know of no better.” (unquote)

Now the question is –are we serving the country in the constitutional way that Baba Saheb desired? Whenever i put this question to myself, pat comes the reply-“no”. Because we are still pursuing a cause to divide. We are encouraging the divisive forces in one form or the other, knowing it fully well that forces of destabilization can never contribute in any manner to the task of nation building.

This is pathetic to note that some of the responsible people have also forgotten to act responsibly and reasonably, as otherwise we would not have heard after 40 years of incorporation of the word “secularism” in the preamble through 42nd amendment of the Constitution that a very responsible person holding a high and important position is saying—– secularism was not within the scheme of constitution at the beginning.everyone knows it. Then he says babasaheb did not want to include ‘securlarism’ in the preamble. What is new about this? What he has not said is that Babasaheb while explaining the ‘freedom of religion’ in our Constitution said and i quote,”the  state “ is neither religious, nor anti religious, nor irreligious.it is totally detached from religious dogmas.” Unquote.

Sir,on this solemn occasion, my party ,the All India Trinamool Congress led by Ms Mamata Banerjee once againresolves to rededicate ourselves for the cause of the Nation and to help strengthen all constitutional schemes, mechanism and institutions in achieving the cherished goals of Indian constitution.

Sir, While saying so i would like to refer a few line from tagore’s nobel prize  famed “song offerings’ or geetanjali—- quote

Where the mind is without fear and the head is held high;

Where knowledge is free;

Where the world has not been broken up into fragments by narrow domestic walls;

Where tireless striving streches its arms towards perfection;

Where the clear stream of reason has not lost its way into the deary desert sand of dead habit;

Where the mind is led forward by thee into ever –widening thought and action-

Into that heaven of freedom, my father, let my country awake.

TMC dubs CPI-M processions as effort to bring back terror days

Trinamool Congress described the processions organised by the CPI(M) in rural areas as a bid to bring back the “days of terror” in the state.

The TMC leadership accused the Marxists of trying to unleash terror and capture villages ahead of the Assembly polls in the state in the name of organising ‘jathas’ (processions).

“They are trying to create a reign of terror ahead of Assembly polls and trying to capture villages. But people will give them a befitting reply,” TMC Secretary-General and state Parliamentary Affairs Minister Partha Chatterjee said.

Replica of Eiffel Tower coming up at Eco Park, Rajarhat

West Bengal government is now constructing a scale model of the Eiffel Tower at Eco Park in Rajarhat.

Though at 55-metres, the replica will be about six times smaller than the iconic 324-metre structure in Paris, it will still be about as tall as an 18-storey building. The foundation stone for the project, to be built by the Housing Infrastructure Development Corporation (HIDCO), was laid by West Bengal Chief Minister at Eco Park today.

The Eiffel Tower replica is going to be a part of the “Seven Wonders of the World” theme-park at the Eco Park in Rajarhat.

Like the original monument, the replica tower will also have two tiers where tourists can climb up to the observation room, at a height of 25 meters from the ground, and get a panoramic view of the city. Apart from two elevators, the building plan also includes a coffee shop and a souvenir shop.

Kolkata already boasts of a Big Ben, a scaled down version of the clock tower by the same name at London’s Westminster.

Republic Day like Puja procession from next year, proposes CM

How about watching Durga Puja processions from Red Road, on the same lines of the Republic Day parade? This is exactly what Chief Minister Mamata Banerjee has in mind.

She shared the idea with the audience at Nazrul Mancha on Thursday . The occasion: the Biswa Bangla Sharad Samman awards ceremony .

“Next year onwards, we shall have all winners of the Sharad Samman have their idol immersion on the same day. They will line up in processions along Red Road, and we could have everyone watching from the stands like they watch the Republic Day programme,” the Chief Minister said while giving out the awards at Nazrul Mancha.

The idea struck the Chief Minister while watching the Jagadhhatri puja immersions at Chandernagore.

Mamata Banerjee said plans had already been discussed and would be executed next year. Since last year, after creating Bengal’s very own brand ‘Biswa Bangla’, the state government christened the awards as Biswa Bangla Sharad Samman, expanding the ambit of the accolades to foreign shores.

This year, the Houston Durgastav Society , USA, Bong Connection, Dubai, and the Mahamaya Durgapuja Ujjapan Parishad, Bangladesh, won from this category .

The Chief Minister said a data bank of the winners will be created and the puja organisers from other states and countries will be invited to participate in key events in the state, like the film festival and the book fair.

Mamata Banerjee also made the government’s intentions of hardselling Bengal’s handloom and handicrafts across the world. “Just wait and see where we take Biswa Bangla to. It will be one of the best brands on the world forum,” she said.

Sudip Bandyopadhyay speaks in Lok Sabha on the commemoration of 125th birth anniversary of Dr BR Ambedkar

The subject of the day was initiated by the Hon’ble Speaker in a very dignified manner: The Constitution Day and Dr Bhimrao Ramji Ambedkar, who was the Father of the Constitution making Committee.

Our Constitution, Sir, which was adopted on 26th November, 1949, was a combination of hard work, foresightedness of great minds of the time like Pt Jawaharlal Nehru, Sardar Patel, Shri A K Ayer, Sri B N Rao, Janab Sayed Mohd Sadullah, Sri N Madhabrao Rao, Sri D P Khaitan, Dr Rajendra Prashad and Sri T N Gopalaswami.

Sir, however it is accepted and acknowledged by peers that Dr Ambedkar, as Chairman of the Drafting Committee had contributed the most in shaping the final Constitution of India.

In the words of Dr Rajendra Prasad, the President of the Constituent Assembly and later the first President of India, “I have carefully watched the day-to-day activities of the presidential seat. Therefore I appreciate more than others, with how much dedication and vitality, this task has been carried out by the Drafting Committee and by its Chairman Dr Ambedkar in particular. We never did a better thing than having Dr. Ambedkar on the Drafting Committee and selecting him as its Chairman.”

Sir, I would better mention here, that in the council which was set up, Dr Ambedkar represented West Bengal. He was born in Madhya Pradesh. He was ultimately in the Constituent Assembly. Along with him, there were Sarat Chandra Bose, father of Dr Sugata Bose, who is present over here, belonging to Netaji Subhas Chandra Bose’s family, Mr Gurung, Shyama Prasad Mukherjee, Prafulla Chandra Sen, our former Chief Minister, Prafulla Chadra Ghosh, our former Chief Minister.

Babasaheb Ambedkar was elected from West Bengal as Mahatma Gandhiji wanted him to be inducted in the Committee but Maharashtra or Madhya Pradesh did not recommend him.

Among the diverse facets and talents of Dr Ambedkar, the one that stands out extremely tall is his unequivocal championing of social equality for all Indian citizens, especially the Dalit community. He was of the opinion, before Independence, that Dalits should be treated distinctly from the Hindus.

Dr Ambedkar’s stamp is reflected in some provisions of Part 3 and many parts of Part 4 dealing with the Constitutional mandates to ameliorate the condition of the schedule castes and scheduled tribes and other backward classes. Article 3 deals with the protection of the minorities. It is to be kept in mind that Article 15 prohibits untouchability. Sadly, we have not yet been able to eradicate the menace of the society till date. Probably, it will be a befitting tribute to Dr Ambedkar if we pledge to eradicate this discriminatory attitude as it will also help our nation to progress both socially and economically.

Dr Ambedkar was, Sir, was totally in favour of the Parliamentary form of the Government. We are the firm believers of the Parliamentary democratic system. Since the inception of the Government of India Act, 1935, he firmly believed that the Parliamentary system of the Government can only usher in an egalitarian society through the application of the principle of social democracy. He was also a strong advocate of the federal structure of Union and the States. He believed that due to diversity in region, culture, language, religion and food habits, it is best that States should enact its own variation based on the Constitution. Accordingly, Article I of the Constitution states India as Union of States.

Sir, there were so many national leaders at that time when the Constitution was set up. But amongst the leaders Dr Ambedkar was the most educated. He was MA, MSc, PhD, DSc, Bar at Law, with vast experience as educationist, parliamentarian and administrator. And Sir, after Independence, Jawaharlal Nehru inducted him as the Law and Judicial Minister.

Sir, how do we remember Dr B R Ambedkar? Dr B R Ambedkar could not take part in the freedom struggle of the country. But, he is no doubt, the hero who built an independent India’s Constitution. Babashaheb Ambedkar was an Indian nationalist, jurist, Dalit political leader, activist, philosopher, thinker, anthropologist, historian, orator, prolific writer, economist, scholar, editor, revolutionary and the revivalist of Buddhism in India.

Sir, he spent his whole life for the betterment of the poor, exploited and the troubled classes. We here have to reaffirm our commitments to the holy Constitution, Sir.

Sir, this is a country where we sing the song:

“Nana Bhasa Nana Mat, Nana Paridhan

Bibidher majhe dekho milon mahan”

There are many languages, many opinions, many dresses. In spite of that we are the firm believers of unity in diversity. This is the ethos and we are also the firm believers of the secularism, communal harmony and the unity of the country.

We think that nobody should oppose the term secular’. Being the Home Minister of the country, Rajnath Singh ji should not criticise the existing Constitution as it stands now.

Sir we sing “Hindu, Bouddha, Sikh, Jain, Parsi, Musalman, Christian”. This is the character, ethos of the country. Sir, this is the country where the great poet Iqbal sang “Sare Jahan Se Accha, Hindstan Hamara”. We should not forget this.

Sir, Indian Constitution reflects these principles.

Sir, we salute and want to remain committed towards this Constitution. We will remain dedicated to protect this Constitution. We will keep it upheld with the last drop of our blood. I saw the Twitter message today issued by the Prime Minister. I believe it is the correct feeling which should have been reflected on the floor of the House and that could been the actual line of the first speaker of the Government side.

Sir, attempts have been made to burn the Constitution in different programmes. We represent Bengal. There is a place in Bengal named Naxalbari in Darjeeling district where Maoist movement started. This party, in a public meeting at Shahid Minar in Kolkata publicly burnt the Constitution. Many political parties, few in the north-eastern regions, in the name of their movements, disobeyed and lit fire to the Constitution. In the name of the Khalistan movement, they disobeyed the Indian Constitution. It was burnt. But the efforts of these forces have never been successful. They could not reach their target.

Sir, there may be differences with the present Constitution. I do not differ with that. But, there are scopes for that amendment. One hundred amendments have been made to the Constitution till today. The opportunities are open, all scopes are there.

Sir, now I want to give some stress on federalism and federal structure of Government about which you were also a little vocal today, at the beginning.

Article one of the constitution says India is a union of states. But in reality there are attempts of harming the federal structure of the country. How will the Centre be strengthened if states become weak?

Sir a Government comes to power after 34 years a loan burden of Rs 2,36000 crore. And if this loan burden is to be carried by the new government how can they function? This is the case with my State. Present Chief Minister is carrying a burden of Rs 2,36000 crorse on her shoulder. In spite of that this state government is functioning.

I do not know that what constitution says here. If any state is asks for special assistance, the normal reply is that if such assistance is given to one state, the entire country will claim them. But such assistance is sometimes given. Jammu & Kashmir, Bihar, Tamil Nadu and even Punjab received special assistance. Let them get more assistance. We have no objection to that. But Bengal should not be neglected and deprived, Sir.

Dr Ambedkar was a strong advocate of the federal structure based on the principle of a strong centre and independent states.

Now I will come to the issue of tolerance. This issue was raised by Hon’ble President  of India himself. He expressed his views on intolerance when he was visiting his village during Durga Puja.

Few incidents of intolerance have happened. India is a country of tolerance. And whole world has a respect for us, for that season. But few incidents are sending negative messages to the world.

Sir, every citizen, every religion certainly have their own right to observe their customs. They can practice them in their own ways and style. But now a days we are witnessing a sense of intolerance in many cases. Responsibility in such instances automatically comes on the shoulder of the government running the country.

We should make a firm commitment that such incidents will not be tolerated in the country. It will be the best respect shown to be Hon’rble Dr B. R. Ambedkar if we are firmly united while protesting against these issues.  And in this case Hon’ble Prime Minister will have to rise to the occasion.

When such incidents happen he must criticise them in the country, not when he is travelling abroad. If he tackles issues remaining present on the floor of the House it will give a very positive signal to the nation and to all of us. I would appeal to him to consider this issue.

Sir, I am also concerned that intolerance also gives the birth of terrorism. It should be a matter of great concern to us that Shahrukh Khan, Aamir Khan, AR Rahman, Mithun Chakrabarty are feeling uneasy in our own country. We need to find out why they are saying so. They are all responsible and respectful artists of the country. Why they are facing this?

India showed the world how freedom struggle can be fought without. We saw how India fought against the British rulers with patience, with tolerance. Intolerance must be condemned from every corner.

Sir, this is the country of Sri Sri Ramakrishna Paramhansa Deb and Swami Vivekananda. This is the country where why we should not show intolerance. Sri Sri Ramakrishna Paramhansa said ‘Joto Mot, Toto Poth’ (As Many Opinions, That Many Ways).

Sir, I would say in conclusion that Dr Ambedkar deserves to be called the chief architect of the Indian Constitution. We must be united and ensure that Parliamentary democratic system be protected. The contribution of Dr Ambedkar in Indian democracy must not to be forgotten. His name will be written in golden letters in the history of India as a creator of social justice. We salute Gandhiji, Netaji Subhash Chandra Bose, Pandit Jawaharlal Nehru, Sardar Ballav Vai Patel and Dr. B. R. Ambedkar.

Sir, we should not hesitate to raise our voice in the House. We will request Hon’ble Prime Minister to look into these issues with top most priority. We commend the decision to celebrate the 125th birth anniversary of Dr Ambedkar. We are committed to protect this constitution with the last drop of our blood.

Thank you, Sir.

Sudip Bandyopadhyay bats for tolerance in Lok Sabha

Speaking in Lok Sabha during a special sitting to commemorate the 125th birth anniversary of Dr BR Ambedkar, the leader of the party in Lok Sabha, Sudip Bandyopadhyay today asked the Prime Minister to rise to the occasion and act against the incidents of intolerance in the country.

“Every citizen have the right to practice their own religion. Few incidents are sending out a negative image of the country,” he said.

The Kolkata Uttar MP added, “People like Shahrukh Khan, Aamir Khan, A R Rahman, Mithun Chakraborty are feeling unsafe in their own country. We must find the cause.”

“This is the country of Sri Sri Ramakrishna Paramhansa Deb and Swami Vivekananda. We must show tolerance. Sri Sri Ramakrishna Paramhansa said ‘Joto Mot, Toto Poth’ (As Many Opinions, That Many Ways). We must respect this spirit,” said Sudip Banerjee.

He also showered praises on Dr BR Ambedkar, the chief architect of our Constitution who was elected to the Constituent Assembly from Bengal. He said Ambedkar was a revivor of Buddhism in India and a social engineer.

We should unequivocally lodge our protests from the Parliament against the incidents of intolerance, Sudip Bandyopadhyay advised the Prime Minister while concluding his speech.

No one can dictate to people what to wear or eat: Mamata Banerjee

West Bengal Chief Minister and Trinamool Congress Chairperson Ms Mamata Banerjee today expressed her concern over the rising incidents of intolerance in the country. She demanded to know from the party in power at the Centre how they can dictate to people what they can wear or eat.

Slamming her detractors who were questioning why she was attending this event, she said that questions are not raised when attends functions of Ramakrishna Mission or Bharat Sevasram Sangha.

“I visit church on Christmas and also functions of Bharat Sevasram Sangha. I attend Guru Nanak’s birthday celebrations. Why cannot I attend a Muslim event?,” she remarked.

“Aamir Khan has said what he felt as an Indian. Who are you to tell him to leave the country? It belongs to everyone,” she added.

Mamata Banerjee said the Centre may unleash the CBI against her for attacking them, but her fight will continue as she does not fear death.
