Sir, the Police Modernisation Scheme has been taken out from the list of Centrally-funded Schemes but West Bengal will suffer a lot because in respect of Jangalmahal area.

West Bengal was also a LWE affected State for a long time. Moreover, Darjeeling is very much sensitive and there are three countries in the border region of West Bengal.

So my question is: Why is the Central Government asking certain State Governments to fund schemes which are essentially national in nature and to do with our national security of our country?

That is why West Bengal should be included in Category ‘A’, at least.

Sir, thank you for giving me this opportunity to speak on this Bill. Our Chief Minister, Ms. Mamata Bandyopadhyay, who is a champion of the MSME sector, has inspired me to stand here and speak on these amendments which appear to be technical in nature. But, in fact, I feel it is a half-hearted attempt.

Sir, I have a few suggestions to make. These amendments may be good, and these must have been debated. But, through you, I want to raise some practical points which the hon. Finance Minister can consider because I feel a second round of amendments will be necessary and he would be very shortly bringing them before the House.

Sir, a number of partners per audit is allowed. On the basis of a simple mathematical calculation of the number of companies that are there in India and the number of auditors that are available to audit them, the figure does not come down to 20 that is prescribed in this Bill. On the one hand, we talk about promoting entrepreneurship but, on the other, we have weakened all avenues for an entrepreneur to raise funds, from friends, families or related parties, under section 185.

Sir, for filing, the fee has been increased tremendously and for every small document, it has been increased to Rs. 500/-. Sir, this will affect the poor entrepreneurs who want to start their businesses.

Sir, another anomaly that this Act fails to address is the difference of depreciation that has been computed under the Income Tax Act and the Companies Act. Sir, 40 per cent of the Act is yet to be enforced. We do not know as to what is the fate of the 40 per cent of the Act. The most frequent word used throughout the Act is ‘as may be prescribed’ throwing it open for wide interpretation and litigation.

Sir, entrepreneurs and businessmen come together to do business by floating companies because they are all threatened with imprisonment. Again this has also not been addressed properly. The major deterrents should be addressed only in most serious cases and, that too, when it is proven beyond reasonable doubt.

WB CM interacts with kids at Garh Panchkot school

The humanitarian face of West Bengal Chief Minister Ms Mamata Banerjee was once more evident to the people when the teachers and students of Rangadahar Suilibari Junior High School in at Garh Panchakot in Purulia experienced a surprise visit by Didi.

The Chief Minister, who was staying the Government guest house in Garh Panchakot decided to take a walk and mingle with the locals as usual. Her first stop was the junior school. She entered the schools and spent time with the students,, asked them how the food provided for mid-day meal  was, if they were provided with eggs and if they are getting the text books and study materials provided under the Sarba Sikhsha Aviyan.

She then held conversation with the teaching staffs on availability of the required materials. When the Chief Minister came to know that one of the main needs of the locality was the upgradation of the school to a high school, she immediately called up the education minister to implement the request.

On last Sunday, the West Bengal Chief Minister, while on a walk near the Panchet dam had held conversation with the local people of the Maheshnadi village. She had listened to their plight regarding shortage of water and had given instruction to the district administration to take immediate adequate measures.

Hon’ble Deputy Speaker Sir,

I rise to oppose the Right to Fair Compensation & Transparency in Land Acquisition, Rehabilitation & Resettlement (Amendment) Bill, 2015. Sir, a land bill was brought by UPA Government in 2013. It was debated on the August 28, 2013 and both Congress and BJP supported the Bill. There was voting. The voting result was: 268 Ayes & 19 Noes. The 19 noes were from Trinamool Congress only; this voting was on my amendment and the motion was lost.

Who was the main Speaker in Lok Sabha on behalf of BJP? Rajnath Sigh ji was the main speaker who spoke on behalf of the Bill. Who was the main Speaker in Rajya Sabha on behalf of BJP? Mr Katiyar was the main speaker on behalf of BJP in Rajya Sabha. What is the necessity of introduction of another Bill when one Bill is already passed on the floor of the House with division of votes? Everybody has now come to know that what is the role of which party.

Trinamool Congress is of the opinion that farmers are to be given more free hand so far the Land Acquisition is concerned. We are totally against at the forceful occupancy of the land. I believe that every one of us should protest the forceful occupancy of the land on the farmers. We had our own fight in our State under the leadership of Mamata Banerjee when Singur land was occupied by a very big corporate house. We have seen the struggle of hungry farmers, how they maintain their livelihood.

Sir, land is not elastic that if you stretch it, it will increase. Land is the same but the population is increasing.  If the land is grabbed forcefully and all the decisions are taken in favour of the captains of industries or by the corporate houses, then gradually size of the land will be decrease and very soon there will be food scarcity in the country.

The Standing Committee made 13 recommendations when UPA brought a land bill. UPA Government accepted 11 recommendations but did not accept 2 recommendations. Trinamool Congress is in favour of all 13 recommendations made by the Standing Committee.

What were the two recommendations discarded by the then Rural Development Minister Hon’ble Jayram Ramesh Ji? Mainly it was that the private investor is expected to buy at least 80 per cent of the required land directly from the people. The government can acquire the remaining 20 per cent, according the draft. In case of social sectors it would be up to 70 percent other is to be acquired by the Government in whatever manner they deem fit.

What we raised objection at that time? That investor and the farmer should discuss among themselves and settle the price. It is totally to be left on the discretion of the farmers that whether he is interested or keen to sale his land or not. The government should not play the role of the mediator. It is not the duty and responsibility of the government to play a role of a mediator. Normally a farmer feels in such negotiations the attitude of the government is automatically favourable towards corporate houses.

We are against forceful acquisition of land. We believe 100% acquisition must be done by those who want to set up industry.

We also believe that only two types of land can be acquired -barren land and mono-crop land. We are against acquisition of multi-crop land.

Sir, Trinamool Congress has been at the forefront of land movement from the very beginning; we opposed the land bill even at the time of UPA Government. We still stick to our stand.

We believe this Bill will not serve the interest of common farmers. It will be certainly projected as anti-farmer and Trinamool Congress thoroughly opposes the Bill.

Will the Minister of Health and Family Welfare be pleased to state:

(a) the number of tobacco related deaths in the country over the last three years;

(b) the country’s global ranking on the issue of pictorial warnings on tobacco products; and

(c) the measures being taken by Government to discourage the sale and use of tobacco and tobacco products?

TMC opposes anti-farmer Land Bill in Lok Sabha

Trinamool Congress today strongly opposed the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Amendment) Ordinance, 2015 – Land Bill in common parlance – in Lok Sabha.

Speaking on behalf of the party, the leader of AITC Parliamentary Party in Lok Sabha, Sudip Bandyopadhyay questioned the need for another Bill when one was already existing.

“In 2013, a Bill was passed in Parliament which was supported by both Congress and BJP. Trinamool was the only party to vote against the Land Bill of UPA,” he said.

Making a strong case for 100% consent for acquisition, he maintained that the government must not play the mediator in such cases.

“We should concentrate on barren land and mono-crop land. We are against acquisition of multi-crop land. Our stand is the same as that of 2013,” he added.

WB Govt opens control room for earthquake relief

West Bengal Government today started a round-the-clock control room at Nabanna after another earthquake jolted parts of Bengal.

The helpline numbers launched by West Bengal Government are: 1070 and (033) 22143526.

 

WB CM wrote on Facebook:

“Earthquake has once again struck many parts of our State and other parts of the country and abroad. We are with all our brothers & sisters. I appeal to our people to maintain calm. Our Government will provide all support.”

Jogen Chowdhury speaks on the reduction of funds for art institutions | Full Transcript

Sir, I am really surprised to find the allocation of funds made by the Government in this year’s Budget for various existing major national art and cultural institutions.

In comparison to earlier allocations, it is ridiculously low. We are frustrated to find that the Government has slashed the allocation by 50 per cent or even 100 per cent. It is fantastic! How can a progressive Government do it?

I have listed the name of 33 art and cultural bodies. I give few examples here for your information –

  • Lalit Kala Academy: Allocation has come down from Rs 20 crore to Rs 11 crore
  • Sangeet Natak Academy: Allocation has come down from Rs 59 crore to Rs 12 crore
  • Sahitya Academy: Allocation has come down from Rs 21 crore to Rs 9 crore
  • Zonal cultural centres: Allocation has come down from Rs 87 crore to Rs 55 crore
  • National School of Drama: Allocation has come down from Rs 43 crore to Rs 13 crore
  • National Gallery of Modern Art: Allocation has come down from Rs 22 crore to Rs 5 crore
  • National Museum: Allocation has come down from Rs 30 crore to Rs 11 crore

Such allocations have come, is unimaginable. It has no vision. It is a backward movement for us if we want to be a progressive nation. Traditionally, since thousands of years, India is a country with rich cultural heritage.

Great personalities like Abul Kalam Azad, Pundit Jawaharlal Nehru knew the importance of the art and culture of India and had vision to create various institutions after India’s independence. But the present Government seems totally insensitive to the cause of art and culture and they drastically reduced the allocations in various art and cultural institutions.

Such low allocations of funds will not only discourage the institutions but will make them crippled and inactive.

If we look towards the western countries, even China, we find that they are vigourously encouraging art and culture. Most of the western cities have famous art and cultural institutions. China has planned to revive their traditional art and culture. They have made a large Art District in Beijing and they have plans to make hundreds of museums all over the country.

Besides, art and culture also attract tourists. Tourism brings money to the exchequer. So, we need to have a very thoughtful visionary plan to rejuvenate our art and culture of this country even for the development of our nation.

WB CM inaugurates numerous developmental projects at Bankura

West Bengal Chief Minister Ms Mamata Banerjee, on the third day of her three-day visit to Bardhaman, Purulia and Bankura, addressed a public meeting at Raipiur.

She inaugurated several important projects like the Patrasayer-Danna Eco Tourism Park, a Karma Tirtha at Bishnupur, a blood Bank at Khatra, new administrative buildings, 59 roads, bridges, a motel (Patha Sathi) at Barjora, irrigation projects, solar energy powered tube wells among others.

The Chief Minister also laid the foundation stones of numerous projects like new bridges, roads, administrative buildings, water supply projects, tourism projects, grain godowns, hostels and a common facility centre for Dokra craftsmen at Bikna.

The Chief Minister distributed from the stage benefits and grants like Kanyashree, forest and land pattas, scholarships, sports equipment and agricultural machinery.

The West Bengal Chief Minister had stopped for the night at Garh Panchakot in Purulia. After today’s programme she will visit Jhargram.

WB CM conducts administrative review meeting in Purulia

West Bengal Chief Minister Mamata Banerjee Monday held a meeting with the top district administration officials and legislators to review the progress of the development works carried out by different departments of Purulia district, an official said.

The meeting was attended by District Magistrate Tanmay Chakraborty, Superintendent of Police Rupesh Kumar, all the sub-divisional officers, block development officers, MP Mriganka Mahto and all the legislators of the district, the official said.

The Chief Minister laid special stress on the working of various departments like agriculture and health. She also distributed cheques to some farmers who suffered crop losses in unseasonal rains and nor’wester.

WB CM directed the officials to speed up the development works. She laid stress on the drinking water problem faced by local people. She also said that Raghunathpur would be developed as an industrial hub.
