Bengal writes off ‘khajna’ tax on agricultural land
At an administrative review meeting few months ago, Chief Minister Mamata Banerjee had announced her to write off ‘khajna’ tax on agricultural land. The move was aimed at giving relief to farmers affected by demonetisation.
True to her word, the Bengal Government on August 17 brought an amendment to The West Bengal Land and Land Reforms Act of 1956 in order to do accomplish that, as well as write off all cess and surcharges.
The Bill says that in order to provide relief to farmers, all tax, cess and surcharge on agricultural land, which were to be paid by the rayats or landowners, would be written off, and absorbed by the State Government.
Through this Bill, Chief Minister Mamata Banerjee has proved once again that her Maa, Mati, Manush Government is, as she frequently reiterates, of the people, by the people and for the people.
কৃষকদের খাজনা মুকুবের বিল পাশ হল বাংলায়
আগেই কৃষকদের খাজনা মুকুবের প্রতিশ্রুতি দিয়েছিলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। এবার সেই লক্ষ্যে আনুষ্ঠানিক ভাবে বিল পাশ হল বিধানসভায়।
বৃহস্পতিবার বিধানসভায় পাশ হয় দ্য ওয়েস্ট বেঙ্গল ল্যান্ড রিফর্মস বিল, ২০১৭। এই বিলের আওতায় কৃষকদের খাজনা ও সেস ও সারচার্জ মুকুবের কথা বলা হয়েছে।
এদিন বিধানসভায় পার্থ চট্টোপাধ্যায় জানান, জমি যে কৃষকের হাতে রয়েছে এই প্রমাণপত্র থাকলেই আর দখলিসত্ত্ব নিয়ে সংশয় হবে না। এই প্রমাণপত্র কি হবে তা ঠিক করতে শীঘ্রই বিধি প্রণয়ন হবে। কৃষকরা যাতে নিজের জমি নিয়ে সমস্যায় না পড়ে সরকার তা গুরুত্ব দিয়ে দেখবে।
নিঃসন্দেহে এটি একটি ঐতিহাসিক উদ্যোগ। এই বিলের মাধ্যমে মুখ্যমন্ত্রী আরও একবার প্রমাণ করলেন তৃণমূল সরকার মা-মাটি-মানুষের সরকার।
