West Bengal State Handicrafts Fair begins at Milan Mela

West Bengal State Handicrafts Fair, 2015 – one of the largest handicraft fairs in India – was inaugurated by the Minister for Industry, Finance and Commerce, Dr Amit Mitra today at Milan Mela grounds.

Minister for Small and Medium Enterprises, Mr Swapan Debnath was also present on the occasion.

The fair grounds will be open to the public from 1 PM – 8:30 PM daily.

More than 3500 handicraft artists are participating in this annual fair organised by the Department of Small and Medium Enterprises, West Bengal Government. The fair will be held till December 13.

West Bengal Government has instituted credit cards, modelled after Kisan Credit Cards, for handicraft artisans in the State. Skill development training will also be provided to them by the Federation of India Export Organization so that the manufactured products may be of export quality.

Through the credit cards, the artisans can take a maximum loan of Rs 50,000 and once they repay the loan, more amounts will be approved.

Toilets for all: Bengal shows the way

Today being the World Toilet Day, the West Bengal Government is committed towards Open Defecation Free status for the State by October 2019. Within 2015-16, districts like  Uttar 24 Parganas, Purba Medinipur will be free from open defecation. Hoogly and Bardhaman will be free from open defecation by 2016-17.

Nadia, Bardhaman, Hoogly feature among the top four districts in the nation, in terms of toilets constructed in the last 2 years.

In the last 2 years, 11.92 lakh toilets have been constructed in West Bengal. In Nadia more than 2.42 lakh toilets have been constructed, in Bardhaman more than 1.5 lakh toilets have been constructed and in Hoogly more than 1.1 lakh toilets have been constructed. Nadia district was shortlisted for the United Nations global award for public service. Currently toilets have been constructed for 100% of the houses in Nadia district.

In the last 2 years, 11.92 lakh toilets have been constructed in West Bengal.

“The state has registered the highest progress in the country with 8.47 lakh new household toilets in 2014-15. In record time, Nadia district could reach out to all the households and construct more than 3.47 lakh toilets to ensure that everyone in the district has got access to sanitation,” the West Bengal Chief Minister Mamata Banerjee said.

The allocation has been proposed to be increased to Rs 8500 Crore in 2015-16 Budget, from the existing Rs 7460 Crore of 2014-15.

Bengal Govt seeks support from World Bank to provide vocational training for Kanyashrees

Rejuvenated by the success of the Kanyashree Prakalpa, on being shortlisted among the best projects in public administration by the United Nations (2014-15), the West Bengal Government is taking a step forward to empower girls beyond the ambit of formal education.T he scheme envisages providing basic education through open schooling, skill development and livelihood support to school drop outs.

The Government is seeking technical and fund support from World Bank for introducing what it calls Kanyashree Plus from 2016-17. Women and Child development and Social Welfare department officials have already had discussions with the World Bank authorities. The five-year scheme ending in 2019-20 aims at including another 1.3 million girls in the list of beneficiaries, over and above the existing 2.5 million girls covered under the existing Kanyashree project.

While the existing project offers annual scholarship to unmarried school girls between Class VIII and Class XII followed by a one-time grant of Rs 18,000 soon after they attain 18 years, the Kanyashree Plus scheme eyes on those who are not enrolled in schools. The purpose is to include them in the education system through open schooling and vocational training, deliver life skills and also facilitate economic empowerment.

The state government also wants to introduce merit-based scholarship for Kanyashree beneficiaries opting for higher education. It also proposes tie-ups with industrial training institutes to offer vocational courses to school pass outs.

The government wants the World Bank fund support to bear the additional financial liability apart from the budgetary allocations for the existing Kanyasharee project.

The women and child development and social welfare department is looking up to the Bank for leveraging resources in terms of training and entering into contracts with nationally acclaimed placement agencies for cementing the future of the girls.

The state government wants the Kanyashree Plus scheme to improve the status of women in Bengal.

After checking the number of school dropouts among girls and restricting child marriage through Kanyashree prakalpo, now it is the time to equip the girls for life. Hence Kanyashree Plus prakalpo will be soon announced.

Through the project the state government will try to ensure onward study of the girls after they attain 18 years of age. They will be imparted skill development courses, will undergo counseling and will be given placement opportunities. At the moment there is no plan to offer scholarships. The financial details are being worked out.

West Bengal’s land policy followed now by others: Dr Amit Mitra

The land policy of the Trinamool Congress government in West Bengal of no forcible acquisition of land from farmers is now being followed by some other states, WB Finance and IT Minister Dr Amit Mitra said on Wednesday. The State Finance Minister will meet a Japanese Business delegation today and extend invitation from the State Government to attend the Bengal Global Business Summit 2016.

“The land policy of the present government under Mamata Banerjee clearly states that there will be no forcible land acquisition from farmers. This is now being followed elsewhere,” he said at the FICCI national executive meet.

Citing recent protests by farmers at Noida, Dr Mitra said that some states like Uttar Pradesh were now toeing the line which West Bengal had set. He said the state was having one lakh acres of land under various government departments which was readily available for setting up industries.

Highlighting the progress of the state in various fields during the last four years of Trinamool Congress rule, he said all macro-parameters like per capita income, plan expenditure, capital expenditure had improved while e-governance measures had pushed the state’s domestic product growth.

“When we came to office, there were many festering projects from 2006. One by one we solved them,” he said, giving the example of Shapoorji & Pallonji’s mass housing project at Rajarhat for which the Left Front had allocated 150 acres. The 20,000-unit mini township was stuck in bureaucratic tangle, which was resolved by chief minister Mamata Banerjee.

Dr Mitra focused his hour-long speech on e-governance initiatives such as e-bantan, e-pradan, e-billing, electronic file tracking and e-tendering and said the system would become more interconnected from December. “From December 1, we expect the whole lifecycle to be complete,” Dr Mitra said. Faster disbursement by electronic modes of payment, the minister said, helped the Government to spend more on development. “Bengal’s capital expenditure was Rs 2,225 crore in 2010-11. In 2014-15, it has grown to Rs 13,375 crore. Why wasn’t it happening before? Part of the reason is the lack of electronic payment.”

Dr Mitra also said that the state had bagged the “highest award” for e-governance among other states this year. “These awards indicate that through electronic methodology, we are cutting back time, reducing rent seeking and introducing transparency,” Dr Mitra said. Seamless implementation of e-governance across departments had helped in reducing time, decreasing rent seeking and increased transparency, he pointed out.

Solar dome to come up in Kolkata: Power Minister

To push its solar programme forward, the West Bengal government will install a 110-foot-high solar dome in Kolkata for catching maximum daylight, a minister said on Tuesday.

“It will be 110-120 foot high and we have developed the design and have dealt with associated technological challenges to install the solar dome,” said Minister for Power Manish Gupta.

He said the solar dome will be different from geodesic greenhouses. “There is no such solar dome anywhere in India and nowhere in the world,” Gupta claimed.

Clad in solar panels, the dome will be installed at Eco Park in Rajarhat in the city fringes and “not only provide power to the entire park but also stand as our symbol to the commitment to develop solar energy”.

WB CM felicitates self help groups run by women at Anandadhara Sammelan

West Bengal Chief Minister Ms Mamata Banerjee today felicitated self help groups (SHG) run by women at the Anandadhara Sammelan 2015 organised at Netaji Indoor Stadium. The programme was organised by the State Panchayat & Rural Development Department.

The Chief Minister said that the government was providing subsidy of 30% to the SHGs. She called upon all banks to provide financial assistance to these SHGs as they were the future of the country.

Taking pride in the achievements of the SHGs she said that of late a lot of scope for selling their products have come up with so many festivals and events organised by the government. The Chief Minister said that in future the products of SHGs will go global with Biswa Bangla.

Mamata Banerjee slammed the Centre for stopping the funding of several social sector projects like mid-day meal, ICDS, police modernisation among others. She rued the fact that she had to pay for the sins of the Left Front Government.

“The Prime Minister should immediately call a meeting of CMs. Earlier we voiced our concern at Planning Commission. It has been disbanded. Niti Ayog is na idhar ka na udhar ka. If I don’t get funds how will I carry on with developmental projects,” she added.

Around 1000 active SHGs were provided with onetime financial assistance at today’s programme. Fifty one cooperatives were also felicitated and one-time financial assistance was provided to them.

The Government also felicitated the cooperatives who have met with success post the RSETI training.

Today, three districts were awarded for their successful initiatives in providing assistance to the SHGs run by women. A documentary made on SHGs was also be screened today.

 

Bengal bags first prize at CSI-Nihilent e-governance awards

The Integrated Financial Management System (IFMS) of West Bengal Government’s Finance Department was awarded Award of Excellence (1st Prize) by Computer Society of India-Nihilent at e-governance awards, 2015.

Out of about 250 nominations from different states, 53 qualified for the Final Round. IFMS, West Bengal was finally selected for 1st Prize.

Bengal believes in ‘unity in diversity’ – WB CM

West Bengal Chief Minister Mamata Banerjee on Monday said that the state believes in unity in diversity and was against promoting violence. Speaking at the inauguration of the Jagatdhatri Puja at Posta Bazaar in north Kolkata, she said, “Shedding blood is easy, but keeping peace is difficult.”

On this occasion North Kolkata MP and senior AITC leader Sudip Bandyopadhyay accompanied the Chief Minister. The dates for Jagaddhatri Puja 2015 are from November 18 to November 21.

The West Bengal Chief Minister said that she wanted to work for the people of Bengal and was fulfilling their dreams one by one. She said people of different communities and religion live here and “we should work together for peace.” She said in her state no communal violence would be tolerated.

WB Govt to distribute free text books and test papers to Madhyamik students

The state government has decided to distribute test papers for 11.58 lakh Madhyamik candidates for free. Easy availability of test papers will do a world of good to the board examinees.

And what’s more: The state is also contemplating making the higher secondary (HS) test papers available for free.

“Chief Minister Mamata Banerjee herself decided that the Madhaymik test papers should be available for free to each and every student. The students will be able to collect the test papers for free from their schools,” said education minister Partha Chatterjee.

“From the coming academic session, all the books published by the Madhaymik board will be available for free for the class 10 students. We are also contemplating offering higher secondary (HS) test papers for free,” he added.

The free text books for class 10 will be given to the students from the 2016-2017 academic session for Bengali, English and Mathematics.

The state government has already started distributing bicycles to students for free. “We are ensuring that the students can avail free transport while going to school. Hence, the work of distribution of free bicycles has already started. Now, after making test papers available for free we are also aiming at helping the class 10 students to get free textbooks. Our aim is to ensure that every student is encouraged to go to school by fighting all impediments,” Partha Chatterjee said.
