IT sector in Bangla: Improving in leaps and bounds

The information technology sector in Bangla has progressed in leaps and bounds under the leadership of Chief Minister Mamata Banerjee. The Trinamool Congress Government has created a favourable environment for the growth of the sector and its related industries in Bangla.

This is evident from a comparison of the achievements of the Information Technology & Electronics Department in 2010-11, which was the last year of the Left Front rule, and 2017-18:

· Plan Budget of the department: More than doubled, from Rs 93.7 crore to Rs 201.53 crore, signifying an increased focus on the information technology and electronics sector;
· Software export turnover: Grew by almost 2.5 times, from Rs 8,500 crore to Rs 21,000 crore. Bangla is thus gradually turning into a hotbed of cutting-edge technology;
· Employment in IT sector: Significant rise from 90,000 to 1.5 lakh, ushering in a tech-savvy generation
· Investment for creation of IT hardware clusters: Nil earlier to Rs 14.86 crore; thus, the State Government, for the first time, under the direction of Trinamool Congress, is focussing on the creation of hardware clusters
· Investment for creation of IT parks: Grew by more than 16 times, from Rs 37.18 crore to Rs 612.11 crore, thus bringing about an unprecedented focus on infrastructure creation – 15 IT parks have been completed and 10 more are under construction.

Under the direction of Mamata Banerjee, the department is bringing about an all-round development, opening numerous employment opportunities, both in software and hardware.

Chief Minister Mamata Banerjee laid the foundation stone of Bangla Silicon Valley hub today. It will be located in Newtown.

This information technology (IT) industry hub has been conceived on the lines of the famous Silicon Valley in USA, and hence the name.

The hub commands a huge 100-acre vista, where national and international IT and IT-enabled service companies are expected to create numerous jobs for people from Bangla. It will also act as a centre of excellence for the IT industry, and will attract some of the biggest names of the world.

Highlights of the Chief Minister’s speech:

The GDP growth rate of Bangla is 9.15%. We are very much ahead. Even if you see the GVA growth rate – India is 6.5% and Bengal is 9.59%.

Industry sector – India 5.54% and Bengal 16.29% (3 times more). Service sector growth for India is 8.30% and Bengal is growing at 15.61%. In the agriculture sector, India’s growth rate is 2.10% and for Bengal it is 2.28%

Unemployment is a big problem in India. You will be happy to know, as per a report of the Union Ministry of Labour, Bengal’s unemployment has reduced by 40%. The credit must go to my industry friends, small industries, unorganised sector as well as the IT industry.

Sometimes I feel bad that the IT industry is mainly based in Bangalore and Hyderabad. Of course the infrastructure was better there. At that time we were not in power.

We do not believe in coming to power for the love of chair. We believe in power to take care.

Bangalore and Hyderabad have become congested. I urge you to come to Bengal. You will get more talented people. If you invest in Bengal, those who are currently working elsewhere will also come back here.

Our young generation is working across the world. They are very dedicated, devoted, determined and sincere. They need respect, not money. I believe they can deliver any job, better than anybody else.

It was my challenge that we have to conquer the world. That’s why we have started the Silicon Valley hub today. If America has a Silicon Valley, Bangla also will have a second Silicon Valley.

We have 100 acres of land available. Set up your IT industry here. If you require more, I will ask the authorities to keep another 100 acres ready. Whatever we can, we will try our best.

Bangla is the gateway to north east India. You can set up your industry in Darjeeling also. Bangla is also the gateway to Bhutan, Nepal and Bangladesh. Bihar, Jharkhand, Odisha are our adjacent states. We are only 3 hours away from Singapore. Bangkok is also 2 hours away.

If you invest here, you can tap into the potential of young students. We can give you more productivity, talent, researchers. I am proud to say, everywhere in the world, you will find a Bengali.

This is your State also. Treat this as your home. Nurture this as your baby. The asset is your working capital. I assure all cooperation from State Government. Consider us as your sweet family.

অমিত শাহ, ক্ষমা চান, নয়তো আইনি প্রক্রিয়া শুরু করা হবেঃ তৃণমূল কংগ্রেস

আজ কলকাতায় বিজেপির সভাপতি অমিত শাহ এক জনসভা করেন। সেই সভায় অমিত শাহ রাজ্য সরকারের ওপর ভিত্তিহীন অভিযোগ আনেন। তার প্রতিবাদে তৃণমূল কংগ্রেসের পক্ষ থেকে সাংবাদিকদের মুখোমুখি হন, তৃণমূল কংগ্রেসের সর্বভারতীয় মুখপাত্র ডেরেক ও’ব্রায়েন।

তিনি বলেন, “অমিত শাহ আজকে বাংলাকে অপমান করেছেন, বাংলাকে অসম্মান করেছেন। বাংলার সভ্যতা, বাংলার শুদ্ধ সূচী, সুস্থ রুচি উনি বোঝেন না। এসব ওনাকে কি বোঝাব? বাংলার যে একটা সংস্কৃতি আছে, উনি সেটাকে অপমান করেছেন। তিনি ডাহা মিথ্যে দুর্নীতির কথা বলেছেন। উনি যদি ৭২ ঘণ্টার মধ্যে ক্ষমা না চান, অবশ্যই আমরা আইনি ব্যবস্থা নেব। সভ্যতার একটা সীমা থাকে, সম্মানের একটা সীমা থাকে। সেই সীমা অমিত শাহ আজ অতিক্রম করেছেন। অমিত শাহ, আপনি আগে নিজের ইতিহাস দেখুন, হলফনামা দেখুন।”

ডেরেক ও’ব্রায়েন অমিত শাহের বিষয়ে আরও বলেন, “উনি দুর্নীতির ডাকাত, দাঙ্গার ডাকাত। এইসব ধরনের রাজনীতি আগে যেখানেই করে থাকুন না কেন, এই রাজনীতি বাংলায় চলবে না। একদিনের জন্য আসবেন, বাংলাকে অপমান করে পালিয়ে যাবেন। আমাদের কাছে যথেষ্ট প্রমাণ আছে। সোজা ভাবে তৃণমূলের পক্ষ থেকে বলা হচ্ছে, হয় ক্ষমা চান, আর যদি না চান, আমরা আইনি ব্যবস্থা নেব। ”

সাংবাদিকদের প্রশ্নের উত্তরে তিনি বলেন, “এটি একটি ফ্লপ শো ছিল। মমতা বন্দ্যোপাধ্যায়ের নামে বাংলায় কোনও দুর্নীতির অভিযোগ আনলে, বাংলার মানুষ তা মেনে নেবে না। মমতা বন্দ্যোপাধ্যায়ের বিশ্বাসযোগ্যতা, মমতা বন্দ্যোপাধ্যায়ের প্রতি মানুষের আস্থা-ভরসা প্রশ্নাতীত। সেই মমতা বন্দ্যোপাধ্যায়ের ওপর দুর্নীতির কাদা ছোঁড়ার চেষ্টা করা হয়েছে।”

রাষ্ট্রীয় নাগরিক পঞ্জীর (National Register of Citizens or, NRC) বিষয়ে সাংবাদিকদের প্রশ্নের উত্তরে তিনি বলেন, “এটা শুধু বাংলার বিষয় নয়, এটা পুরো দেশের নাগরিকদের নিরাপত্তার বিষয়। আমাদের রাষ্ট্রীয় নাগরিক পঞ্জীর বিষয়ে বক্তব্য পরিষ্কার, এটা বাংলার একার ব্যাপার না, এটা রাজস্থান, পাঞ্জাব, বিহার, আসামেরও বিষয়। গোর্খা, গরীব, প্রান্তিক মানুষ, বীর সেনা, জনপ্রতিনিধিদের, এমনকি প্রাক্তন রাষ্ট্রপতির পরিবারের মানুষদেরও ঐ তালিকা থেকে বাদ দেওয়া হয়েছে। ভারতীয় নাগরিক বাঁচাও, এটাই আমাদের স্লোগান। এটা কোনও সস্তার দাঙ্গা লাগানোর স্লোগান না। কোনও দাঙ্গার রাজনীতি বাংলায় চলবে না। আমরা আমাদের সীমার মধ্যে থেকে, শান্ত-নম্র ভাবে বলেছি, আমাদের বাংলার পারম্পরিক সংস্কৃতি আমরা ধর্ম-বর্ণ নির্বিশেষে মেনে চলি। আজ অমিত শাহ তাঁর সীমা ছাড়িয়েছেন।”

Bangla Govt announces funding for Light Hub in Chandannagar

The Bengal Government has announced funding to the tune of Rs 11.5 crore for the proposed Light Hub in Chandannagar in Hooghly district. The hub is a brainchild of Chief Minister Mamata Banerjee, who had announced its creation last year during an administrative review meeting in Tarakeswar.

Chandannagar is famous for its lighting displays. During Jagaddhatri Puja in Chandannagar and during Durga Puja in Kolkata and elsewhere, the expertise of the lighting technicians is on ample display. It has been like this for as long time. A few have spread their wings to Durga Pujas outside Bengal too.

Now the government has decided to give a structured boost to this industry by creating a special zone. The government would have a comprehensive role in the hub. From training lighting technicians and helping them market their products to enable them to bag contracts for different Pujas, everything would be overseen by the government.

This would naturally lead to more and better employment opportunities, including opportunities for the experts to spread their wings to other places in India, especially where Durga Pujas take place, and even abroad.

After Mishti Hub, Muslin Hub and similar clusters comes the Light Hub. These hubs have given a huge boost to traditional small-scale industries. They provide a steady source of income for the families involved and also help in preserving the crafts.

স্যার, আদিবাসীদের স্বার্থে বিরসা মুন্ডার নামে একটা বিশ্ববিদ্যালয় গড়ার দাবি আমি জানাচ্ছি। দ্বিতীয়, আদিবাসীদের জন্য ট্রাইবাল রিসার্চ ইনস্টিটিউট করার ডিমান্ড। ওয়াকফ প্রপার্টি, যেগুলি কেন্দ্রের অধীনে আছে, যেগুলি ডিসপোস হয়ে গেছে, সেগুলি যারা এন্টিটলেড টু এনজয়, তাদের ফিরিয়ে দেওয়া হোক।

স্যার, আমার লোকসভা কেন্দ্র বসিরহাটে অনেক আদিবাসী থাকেন। অনেক চাষিরা থাকেন। বিজেপি সরকার বলছে যে আমরা চাষিদের বন্ধু। আমার বিনীত অনুরোধ যে চাষিদের ঋণ মকুব করা হোক। আর তাদের যেন চাষের বীজ দেওয়া হয়।

Mumtaz Sanghamita speaks on The Representation of the People (Amendment) Bill, 2017

Thank you, Sir, for allowing me. I am very surprised that honourable minister has said that this is a very simple thing. But it cannot be a simple thing, it is a question of people’s identity. It is a question of people’s rights. How can proxy vote do the thing?

First of all, when we are trying to abolish all sorts of irregularities from everywhere, we are creating another irregularity by allowing proxy vote. How can we be sure the person who will give the proxy vote will do so exactly as per the original voter’s wishes? One person, who is a genuine voter, probably he or she will be the proxy voter; so one person can give the vote twice? To make it a very foolproof thing is very difficult.

The Government is trying to show that it is thinking about the NRIs. We understand where the vote goes. But they are shedding crocodile tears for the vast migrants in the different states; they will not able to give a proxy votes. So this is irregular and not fool proof at all. Electronic voting system is also not foolproof. Government should think twice or thrice before implementing. Though we are passing the Bill, I think it is irregular and unnatural thing.

Aparupa Poddar speaks on The Goods and Services Tax (Amendment) Bill, 2018

Deputy Speaker Sir, thank you, for allowing me to speak on this Bill.

Sir, the Bill that has been moved by the hon Minister Piyush Goyal and I’m sure the Government will address all the problems that are experienced by the common people of this country and particularly the consumers.

Sir, I would like to bring to the notice of the Union Government that even now many restaurants are charging service charges from the consumers over and above GST. What action has the government has taken to check the control of these offenders? Everyone will agree that the way it has been framed and implemented GST has proved to be great disaster and has affected the normal transactions, trade and commerce throughout the country.

Sir, earlier VAT was introduced throughout India. If there is a shortfall in the collection of GST in comparison to VAT, then central government has taken policy for supplementary of compensation. It was a policy decision taken by the central government that at the time of introduction of GST that different States can demand the compensation if the revenue coming on the account of GST is less than the earlier period. My State Government is not getting the adequate compensation as yet, as was declared by the central government during the introduction of GST. Whether the Government is providing adequate compensation to the states and if they have provided, how much they have given to all the states throughout the country?

The central government should continue to work in close coordination with the States and come out with a clear laid-out road map. With these words I finish my speech.

Idris Ali speaks on the Supplementary Demands for Grants

Hon Speaker Madam, I am deeply grateful to you because you have given me the opportunity to speak. At the same time, আমি কৃতজ্ঞতা জানাই সেই মহান দেশপ্রেমিক, মহান নেত্রী, জাতীয়তাবাদী নেত্রী মমতা ব্যানার্জিকে যিনি পশ্চিমবঙ্গের মুখ্যমন্ত্রী, যার আশির্ব্বাদ ছাড়া আমি এখানে আসতে পারতাম না।

Madam, every third person in an Indian city today will be a youth in about next seven years. The median individual in India will be 29 years making it youngest country in the world. The unemployment rate in India, hon Madam, is estimated at 3.52 per cent, which is about 35 million; people are jobless. Hon Speaker Madam, Central Government during its tenure of four years never tried to balance the ongoing mismatch between the efforts of a cultivator (a farmer) and their income.

Madam, pensioners of EPS ’95 scheme till today are getting minimum pension of Rs 1000 per month. The government has not reviewed pension as per the present market. Then, where is the commitment of social security of senior citizens?

Hon Madam, in the Railway Budget, আমি আপনার মাধ্যমে কেন্দ্রীয় সরকার ও মন্ত্রীকে জানাতে চাই যে, ২০১৬-১৭ বাজেটে আমার কেন্দ্র বসিরহাটের জন্য পাঁচ লক্ষ টাকা অনুমোদন করা হয়েছিল। বসিরহাটে রেলওয়ে গেট, ভ্যাবলা হল্ট স্টেশন তৈরীর জন্য, কিন্তু দুই বছর পার হয়ে গেছে, কোনও কাজ হয়নি। একই জিনিস ঘটেছে আমার কেন্দ্রের লেবুতলায়; সেখানেও হয়নি।

আমি আরেকটা অনুরোধ জানাবো কেন্দ্রীয় সরকারের কাছে। যখন মমতা বন্দোপাধ্যায় রেলমন্ত্রী ছিলেন তখন গরিব মানুষদের জন্য ‘ইজ্জত টিকিট’ আর ‘ইজ্জত পাস’-এর ব্যবস্থা করা হয়েছিল। কিন্তু তথাকথিত ‘গরীবের বন্ধু’ কেন্দ্রীয় সরকার যা চালু ছিল তা পুনরায় চালু করা যায় না? এই জন্য মাননীয় রেলমন্ত্রীকে, ম্যাডাম, আপনার মাধ্যমে আমি আবেদন জানাচ্ছি।

In case of scholarship to minority students of the country, it has been noticed that during the last four years the release of funds is constantly lower than the previous years. Hon Madam Speaker, it is very unfortunate that as on June 2018, the Centre has released only Rs 5.52 crore to different scholarships to meritorious students, against the budget estimate of Rs 74 crores; in maximum cases the state governments are still waiting for the scholarship amount for years.

Hon Madam, before I conclude I urge the House to confirm the actual care of women and children, real employment, protection of senior citizens and to come forward with practical development of the society with time-bound commandment.

Saugata Roy speaks on the Supplementary Demands for Grants

Sir, I rise to speak on the Supplementary Demands for Grants and Demands for excess grants moved by Shri Piyush Goyal, currently holding charge of finance, corporate affairs, railways and coal. (He is ) the most burdened minister in the history of independent India.

Sir, the supplementary demands are to the extent of Rs 11,697 crore, but of this the budget outgo is only about Rs 5,951 crore, and rest are made by savings of the department, to the tune of Rs 5,745 crore.

Sir, before going into the main subject there are some points that need to be mentioned. Mr Venugopal has spoken about the Rafale deal. It is one of the biggest scandals of independent India. The country is going to lose Rs 2,500 crore in the the Rafale deal and the Reliance Aero which is going to make Rs 25,000 crore, which is already in debt. Mr junior Ambani’s company is set to gain Rs 25,000 crore. I think a full fledged investigation should be done on the Rafale deal.

Sir, Mr Nishant was speaking about a certain aspect of the economy. I want to remind Mr Goyal that last month GST collection was less by Rs 40,000 crore and this is not a good state of the economy. I also want to mention Nirav Modi and Mehul Choksi. As we know, Mehul Choksi has taken shelter in Antigua and Nirav Modi is God knows where. Till now, I don’t know where is Lalit Modi. I had spoken about the ‘Modi syndicate’ earlier and I hope the government clears the air regarding this.

Sir, Mr Nishant trying to said that the economy is in a very bad position. Let me remind the Government that inflation has touched 5.8% in the highest length. Sir, I may also mention that NPAs have risen to 11.6% of their advances. Many banks have stopped giving advances at all, which speaks very badly about economy.

Sir, the actual number of employees fell to 406 million from 2016 to 2017-18. The government which had promised to provide 20 million employments per year, is actually faced with falling employment.

Sir, the current account deficit is now going to cross 2% in 2018-19. The investment ratio has steeply declined from 31.3% of GDP in 2013-14 and has remained stagnant at about 28.5%. All is not well in the state of Modi (not of Denmark).

Sir, so the government tries to cover it up with polarising stands as they have done in Assam with the NRC, as they will attempt to do maybe in Ayodhya, I shall not deal with that.

Sir, the other thing I want to mention is that Mr Nishant was talking about how India has progressed. May I mention one thing, what is India’s share in the world exports? It is currently 1.8% of the world exports. They say India is the fifth largest economy, Modi Ji ko sab log khatir karte hain, but exports remain at 1.8% and also bank credit growth hit a 20-year low at the present moment. Situation is not very conducive.

Sir, I also want to mention that the government’s announcement of MSP falls far short of Swaminathan Commission report and desire. So how will we give the farmer his due? How shall we prevent farmers’ suicide? These are not very clear.

With this state of the economy Sir, Mr Goyal has come forward with his demands for supplementary grants.

I may mention that the biggest grants in the Supplementary Budget is being given to Air India, to the tune of Rs 980 crore. Sir, what is the state of Air India? Air India is our national carrier. The government had announced that it would disinvest Air India. They could not find a global buyer, global partner in this effort.

Now what is the state of Air India? The pilots are not getting their salaries regularly. When we travel by aircrafts, the air hostesses complain that they are not being paid their incentives. Now, if a pilot has mental unrest, how do I expect him to fly a modern dreamliner? This is putting the lives of the people at risk; these pilots are the best pilots in the world. This is what the Government has done talking about disinvestment in Air India for two years.

Sir, I may also mention in this regard other things about Air India. They have a financial restructuring plan, this was approved by previous UPA regime. But that financial restructuring plan has not come through. The Turn Around Plan (TAP) includes budgetary support amounting to Rs 30,231 crore spread over 10 years ie. up to FY 2020-21 and also equity support for the payment of principal/ interest of the non-convertible debentures. The national carrier has a debt of Rs 48,000 crore. I would like to know from the hon Minister, since he has proposed this (amount of) Rs 980 crore for Air India, what is the Turn Around Plan for Air India and how does he hope to write off the debts or deal with the debts?

Sir, the other thing is the rest of the supplementary demands are not very controversial and are all of small amounts so I am not dealing with them at length, Sir. But they have give a supplementary demand of Rs 1057 crore for defence. It is defence which is in peril with regards to Rafael jets. So, defence which has a budget of more than Rs 2 lakh crore, is really in jeopardy, I can mention that, Sir.

The total supplementary grants that has been given, is Rs 1 lakh each to various subjects. At this stage when the Minister has come with this first batch of supplementary demands, there will be more supplementary demands for the current year, I want to ask him that why doesn’t he enlighten the House about the state of the economy? He has spoken a lot about the ‘Ujjwala Yojana’, the ‘Pradhan Mantri Jan Dhan Yojana’, the ‘Mudra Yojana’. I want to know what is the cumulative effect of all these schemes?

Mr Goyal has held several meetings with bankers but he has not been able to show a way out of the present morass in the banks, with the total Non-Performing Assets amounting to Rs 9 lakh crores, and banks like Dena Bank asked to stop lending altogether. How will the economy develop, how will capital formation take place if the banks, the principle engine of growth in economy, are in such a horrible position?

Sir, one interesting thing I would like to say is that Rs 280 crore, small amount, has been sanctioned for providing grants for creating capital assets for developing modern freight village at Varanasi. Why Varanasi? You have so many places in Bangla on the banks of the Ganges. Why no freight terminal in Bangla? That’s a matter I would like to know.

The other is Ministry of Textiles has been given Rs 1,500 crore. I want to know what the condition of the textile weavers is today. The government subsidies and grants are not reaching them.

All in all we are living in a difficult situation. After demonetisation, the GDP growth had fallen to 6.1%. The Ministry says that ‘green shoots’ are showing, GDP growth may increase this year but the way farmers are committing suicide speaks another tale.

Sir, we have to support supplementary demands for grants because we have to let the government run. But I have to say that all is not well in the state of Mr Modi. The Modis are all escaping from the country; Nirav and Lalit and their friend Mehul Choksi and we don’t know which Modi will escape from the country next.

Sundarban’s Chowringhee cooperative – A model for eastern India

Sundarban Cooperative Milk & Livestock Producers Union Limited’s brand, Sundarini Naturals has been awarded by the National Dairy Development Board (NDDB) for its superior quality dairy products. Sundarini has set a benchmark in terms of using organic fertilizers for producing its products.

The group of cooperatives, based in villages of the Sundarbans in South 24 Parganas district, is run by women. More than 3,000 women, across 65 cooperative societies, have earned their much-awaited financial independence through Sundarini. The State Government (Animal Husbandry Department) is directly depositing the money earned by selling the products through cooperatives, in the account of these women.

Now, Chowringhee, a cooperative under Sundarban Cooperative Milk & Livestock Producers Union, and thus a producer of Sundarini Naturals products, has been selected a model for eastern India by NDDB. It is located in Basanti. A training hub would be located in Basanti where people from across eastern India would be trained in superior environment-friendly ways of manufacturing products.

An integrated organic approach has been adopted by the Chowringhee cooperative. Each family raises cows for milk, and their dung is used to produce biogas in a mini-plant. That biogas is used cook meals for the entire family, and the waste product from the plant, in the form of slurry, is used as organic fertilizer in farming. The fertilizer helps in producing grass for the cows as well as rice and pulses. Again, the leftover stalks after cutting the paddy and pulse crops are used as feed for the cows, hens and ducks being raised by the family. Hence, the eggs also become organic products.
