The Trinamool Congress Government has always tried to give the people of the state a safe and secure life. One of the ingredients for this is sustainable income.

With development in various fields, most people in the state have some sort of sustainable income. The government is trying its best to bring the fruits of development to every corner of the state.

During financial year (FY) 2017-18, despite the cruel effects of demonetisation and GST, Bengal has been able to create employment opportunities for 8.92 lakh people; and most of the job creation has been the result of the positive policies of the State Government rather than due to any help from the Centre.

Also, according to State Government data, during the first six-and-a-half years of Trinamool Congress, 81 lakh jobs were created. The jobs include not only direct government jobs but also those created through the setting up of micro, small and medium enterprises (MSME). In fact, as acknowledged by the Central Government itself, Bengal is the leading state in terms of generating income and employment through MSMEs.

According to official records, more than 27,700 MSMEs have been able to provide employment to 1.7 lakh people. Keeping on the subject of small scale industries, the state has provided training in handloom to 16,940 people, which included both weavers and their assistants. A result of these activities has been the creation of 60 lakh person-days.
Due to the Gatidhara Scheme, which provides loans to youths to buy vehicles for commercial use, be it taxis or mini trucks or anything else, another approximately 10,000 people have got employment.

Another important fact to remember is that, if there was no debt that the state had to repay the Centre (a result of the 34-year-rule of the Left Front) and the Central Government contributed more funds for the jointly-implementable schemes instead of reducing its shares, the State Government would have been able to spare more money for more number of jobs and for creating employment opportunities.

Another laudable move in this respect was the creation, on July 26, 2012, of an Employment Bank, and where job-seekers can notify their names online too. The exchange serves as a bridge between employment seekers and employment providers. More than 10 lakh people across the state have found employment in this way.
It is from this list that people have been selected, on need basis, for the Yuvashree Scheme, wherein sustenance stipend is paid to those not yet employed.

Now, the government has decided to recruit 13,000 people in the police force and related jobs, and it is actively pursuing its implementation. This decision was approved by the State Cabinet on March 23.

সারা বছর ধরেই বেকারদের কর্মসংস্থানের লক্ষ্যে নিয়োগ প্রক্রিয়া চালু রেখে চলেছে রাজ্য সরকার। এই কারণে বছরের বিভিন্ন সময় সরকারি চাকরির বিজ্ঞপ্তি জারি করা হচ্ছে। এই সমস্ত কর্মকাণ্ডের কাণ্ডারী মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। তার নেতৃত্বে বছরভর উন্নয়নজজ্ঞের ফলেই এতো কর্মসংস্থান।

২০১৭-১৮ আর্থিক বছরে জিএসটি এবং নোটবাতিলের ধাক্কা সত্ত্বেও রাজ্যে ৮ লক্ষ ৯২ হাজার কর্মসংস্থান হয়েছিল। এবছর এই কর্মসংস্থান কয়েকগুন বাড়বে বলে আশা করা যায়। গত সাড়ে ছয় বছরে রাজ্য সরকার প্রায় ৮১ লক্ষ কর্মসংস্থানের ব্যবস্থা করেছে। শিক্ষাক্ষেত্রে প্রাথমিক ও মাধ্যমিক শিক্ষকদের চাকরি ছাড়াও বড় অংশ আছে চতুর্থ শ্রেণী। পুলিশ, বিচারবিভাগ, স্বরাষ্ট্র, ই-গভর্ন্যান্স, পঞ্চায়েত ও গ্রামোন্নয়নে ১৩ হাজার চাকরি নিয়োগের সিদ্ধান্ত হয়েছে।

বেসরকারি ক্ষেত্রেও লক্ষ লক্ষ কর্মসংস্থানের নজির গড়েছে রাজ্যে। পাশাপাশি চাকরি থেকে ক্ষুদ্র ব্যবসা, সব ক্ষেত্রেই কাজ পেয়েছেন মানুষ। কেন্দ্রের ঋণের বোঝা না থাকলে, কেন্দ্র বিভিন্ন প্রকল্পের টাকা বন্ধ না করলে, আরও বহুগুন কর্মসংস্থান করতে সক্ষম হত সরকার।

২০১২ সালের ২৬ জুলাই ‘এমপ্লয়মেন্ট ব্যাঙ্ক’-এর সৃষ্টি হয়েছে, যা চাকরিপ্রার্থী ও নিয়োগকর্তার মধ্যে অনলাইন ব্যবস্থায় সেতুর কাজ করছে। ১০ লক্ষেরও বেশী চাকরি প্রার্থী এই ব্যবস্থার মাধ্যমে কাজ পেয়েছে। এই এমপ্লয়মেন্ট ব্যাঙ্ক থেকেই বাছাই করা হয়েছে ‘যুবশ্রী’। এছাড়া ২৭৭০০টিরও বেশী ক্ষুদ্র ও মাঝারি শিল্প ইউনিট ১৭০০০০ লোক নিয়োগ করে উদ্যোগ আধার মেমোরেন্ডাম দাখিল করেছে।

অন্যদিকে, ১৬৯৪০জন তাঁত শিল্পী ও সহকারীকে দক্ষতা বৃদ্ধির প্রশিক্ষণ দেওয়া হয়েছে। এর ফলে ৬০ লক্ষ কর্মদিবস তৈরী হয়েছে। ১০০০০ জন যুবক যুবতী ‘গতিধারা’ প্রকল্পের আওতায় এসেছে।

The State Youth Services and Sports Department will initiate the enrolment of retired sports personalities under the Swasthya Sathi scheme from April 1. Already more than 2.5 crore people are deriving its benefits.

Chief Minister Mamata Banerjee had made the announcement regarding this while addressing the Khelashree programme at Netaji Indoor Stadium last January. The initiative has been taken to ensure that veteran sports personalities do not face any problem in getting any sort of treatment.

According to a senior official of the Youth Services and Sports Department, the retired sports personalities can collect application forms from April 1 and from the same day the filled-up forms may be submitted.

The forms will be available at the office of the department at the New Secretariat Building and its offices in the districts, and also from the offices of the various sports associations. The forms will also be available online. The filled-up application forms will be sent to the State Health and Family Welfare Department as it is the implementing authority.

It may be mentioned that retired sports personalities will get a medical benefit of up to Rs 5 lakh per annum under the Swasthya Sathi scheme. The beneficiaries can avail treatment in more than 500 hospitals and nursing homes in the state, which are graded under three categories on the basis of services available. There is also an information support system through which related details may be obtained over phone.

১লা এপ্রিল থেকে অবসরপ্রাপ্ত খেলোয়াড়রাও আসবেন স্বাস্থ্য সাথীর আওতায়

১লা এপ্রিল থেকে অবসরপ্রাপ্ত খেলোয়াড়দের স্বাস্থ্য সাথীর আওতায় নাম নথিভুক্তিকরণ শুরু করবে রাজ্য ক্রীড়া ও যুব কল্যাণ দপ্তর। প্রাক্তন খেলোয়াড়দের স্বাস্থ্য সাথী প্রকল্পের আওতায় আনার কথা জানুয়ারি মাসে নেতাজী ইন্ডোর স্টেডিয়ামে অনুষ্ঠিত খেলাশ্রী অনুষ্ঠানে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় ঘোষণা করেছিলেন। এই প্রকল্পের আওতায় ইতিমধ্যেই ২.৫ কোটি মানুষ উপকৃত হচ্ছেন। প্রবীণ খেলোয়াড়রা চিকিৎসার জন্য কোনও অসুবিধার সম্মুখীন যাতে না হন, তাই তাদেরও অন্তর্ভুক্ত করা হল এই প্রকল্পে।

১লা এপ্রিল থেকে ফর্ম বিতরণের পাশাপাশি পূরণ করা আবেদনপত্র জমাও নেওয়া হবে।। এই ফর্ম পাওয়া যাবে নিউ সেক্রেটারিয়েট বিল্ডিঙে রাজ্য ক্রীড়া ও যুব কল্যাণ দপ্তরের কার্যালয়, জেলায় এই দপ্তরের অফিস ও অন্যান্য ক্রীড়া সংস্থার কার্যালয় থেকে। পরবর্তীকালে এই ফর্ম যাতে অনলাইনেও পাওয়া যায়, তার ব্যবস্থা নেওয়া হচ্ছে। ফর্ম জমা নেওয়ার শেষ তারিখ ৩০শে এপ্রিল।

আবেদনপত্রগুলি স্বাস্থ্য ও পরিবার কল্যাণ দপ্তরে পাঠাতে হবে, যেহেতু এই দপ্তর প্রকল্পটি বাস্তবায়িত করছে। এই পরিষেবায় প্রাক্তন খেলোয়াড়রা বার্ষিক ৫ লক্ষ টাকা পর্যন্ত চিকিৎসার সুবিধা পাবেন বিনামূল্যে। এই চিকিৎসা তারা ৫০০-রও বেশী হাসপাতাল ও নার্সিং হোমে পেতে পারবেন। এই চিকিৎসাকেন্দ্রগুলিকে তিন শ্রেণীতে ভাগ করা হয়েছে, কোথায় কিরকম পরিষেবা পাওয়া যায়, সেই নিরিখে। এই চিকিৎসাকেন্দ্রগুলিতে ইনফরমেশন সাপোর্ট সিস্টেম আছে, যেখানে ফোনের মাধ্যমে তথ্য পাওয়া যায়।

West Bengal Transport Corporation (WBTC) has now taken another initiative to popularise trams, a heritage transport system, to be found only in Kolkata in the country.

People would soon be able to take trams on lease to set up restaurants and organise weddings. WBTC expects the romantic charm of trams to make these ventures popular.

Expressions of interest have been invited by the corporation. Some basic rules have been framed. Non-AC trams would be given on lease. Fitting ACs and the cost thereof would have to be borne by the lessee. Also, no cooking would be allowed inside the trams.

Two similar projects by WBTC have already been successful, according to WBTC officials. A tram has been converted into a museum and kept at the Esplanade terminus. While one bogey houses the museum, depicting the storied history of trams in Kolkata, the other houses a cafeteria. It has become quite popular. Another AC trams is being given on lease for birthdays and other events.

WBTC, seeing the popularity of its AC buses, plans to introduce more and more AC trams in the city.

There are currently 269 trams with the WBTC. Of these, only 45 to 46 are being used daily because of route optimisation. Hence, these extra trams are now being used for non-transport purposes.

 

ট্রামেই খোলা যাবে রেস্তরাঁ, বসানো যাবে বিয়ের আসর

শহরে এবার চলন্ত রেস্তরাঁ। থাকবে আমেজ করে বসে খাওয়ার ব্যবস্থা। পছন্দসই খাবারের স্বাদ চাখতে চাখতেই শহর ভ্রমণ। না, সাধারণ কোনও গাড়িতে, ‘হেরিটেজ’ ট্রামেই গড়ে উঠবে সেই রেস্তরাঁ। তার জন্য এবার ট্রাম ভাড়া দেওয়ার সিদ্ধান্ত নিয়েছে পশ্চিমবঙ্গ পরিবহণ নিগম। এইনিয়ে ইতিমধ্যেই আগ্রহপত্র চাওয়া হয়েছে বলে খবর। তবে শুধু রেস্তরাঁই নয়, নিগম অধিকর্তারা বলছেন, ভাড়া নিয়ে ঐতিহ্যের ওই ট্রামে কেউ বিয়ের আসরও বসাতে পারে। অনেকে বিয়ের মুহূর্তকে স্মরণীয় করে রাখতে আসর বসান জলযান, এমনকী বিমানেও। এবার পারবেন ট্রামেও।

রেস্তরাঁর জন্য ট্রাম ভাড়া দেওয়ার ব্যাপারে কয়েকদিন আগেই আগ্রহপত্র চাওয়া হয়েছে। আগ্রহপত্র জমা পড়ার পর তা পর্যালোচনা করে দেখা হবে, ইচ্ছুকরা ঠিক কী চাইছেন। আপাতত ঠিক হয়েছে, নির্দিষ্ট সময়ের জন্য নন-এসি ট্রাম ভাড়ায় দেওয়া হবে। তাতে এসি বসানো সহ যাবতীয় পরিকাঠামো তৈরি করে নিতে হবে বরাতপ্রাপ্ত সংস্থাকে। তবে কোনওভাবেই ট্রামের মধ্যে রান্না করা যাবে না। খাবার অন্যত্র তৈরি করে ট্রামে তুলতে হবে।

শহরে বিভিন্ন উন্নয়নমূলক কাজ চলছে। নিগমের হাতে ট্রাম রয়েছে কমবেশি ২৬৯টি। বর্তমানে দৈনিক গড়ে ৪৫ থেকে ৪৬টির বেশি ট্রামকে রাস্তায় নামে। তাই বাকি বহু ট্রামকে কীভাবে ব্যবহার করা যায়, তা নিয়ে পরিকল্পনা চলছিল কিছুদিন ধরেই। সেই সূত্রেই রেস্তরাঁর জন্য ট্রাম ভাড়া দেওয়ার সিদ্ধান্ত হয়েছে।

চলমান রেস্তরাঁর এই পরিকল্পনা সফল হবে বলেই আশায় রয়েছেন অধিকর্তারা। এর আগে শহরে ট্রাম-মিউজিয়ামের পরিকল্পনা ‘সফল’ হয়েছে। ধর্মতলা চত্বরে শহরের ঐতিহ্যবাহী ট্রামের ইতিহাস তুলে ধরতে একটি আস্ত ট্রামকে মিউজিয়ামে রূপান্তরিত করা হয়েছে। তার একটি বগিতে রয়েছে ক্যাফেটেরিয়া। সেখানে থাকছে চা-কফির সঙ্গে বিস্কুট, স্ন্যাকসের মতো খাবার। নিত্যদিন অনেকেই সেখানেই ভিড় জমান। দ্বিতীয়ত, বর্তমানে এক বগির এসি ট্রাম প্রমোদ ভ্রমণের জন্য চালানো হচ্ছে। জন্মদিন সহ অন্যান্য ‘ইভেন্ট’-এ তা ভাড়া দেওয়া হয়। এই প্রকল্পও অনেকটা জনপ্রিয় হয়েছে যাত্রী মহলে। বর্তমানে যাত্রী মহলে এসি বাস বেশ জনপ্রিয় হয়েছে। এবার ট্রামকেও জনপ্রিয় করতে শহরে আরও বেশি করে এসি ট্রাম চালানোর পরিকল্পনা করা হয়েছে।

After its huge success in rural Bengal, the State Government is going to introduce the benefits of self-help groups (SHGs) in urban areas.

The Self-Help Group and Self-Employment Department, through urban cooperative banks and urban credit societies, has decided to form SHGs of seven youths each in urban areas and give them loans to start business ventures at low interest rates. A few thousand youths would benefit from this scheme.

Loans would be given at 9 per cent rate of interest. Not just that, after the entire loan is repaid to the bank, the person would be given back 7 per cent of the amount of interest paid. Hence, the effective rate of interest would be just 2 per cent.

 

 

বেকার যুবকদের ব্যবসার জন্যে লোন দেবে রাজ্য সরকার

 

এবার শহরের বেকার যুবকদের কর্মসংস্থানের ব্যবস্থা করতে আরও এক নতুন প্রকল্প হাতে নিল রাজ্য সরকার। শহর এলাকার সাতজন করে যুবককে নিয়ে স্বনির্ভর গোষ্ঠী তৈরী করে তাঁদের ব্যবসার জন্য খুব অল্প সুদে ঋণ দেবে সমবায় ব্যাঙ্ক ও আরবান ক্রেডিট সোসাইটি। এর জন্য প্রায় এক হাজার কোটি টাকা বরাদ্দ করা হয়েছে।

চলতি আর্থিক বছর থেকেই এই প্রকল্পের কাজ শুরু করবে বলে ইতিমধ্যে সরকারি আধিকারিকদের নির্দেশ দিয়েছেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। নয়া এই প্রকল্পের ফলে রাজ্যে কয়েক হাজার বেকার উপকৃত হবে বলে মনে করা হচ্ছে।

রাজ্যের সমবায়মন্ত্রী বলেন, গোটা রাজ্যে আরবান সমবায় ব্যাঙ্ক ও আরবান ক্রেডিট সোসাইটি থেকে খুব অল্প সুদে ঋণ দেওয়া হবে। প্রথমে তাঁরা যখন ঋণ নেবেন, তখন তাঁদের ৯ শতাংশ হারে সুদ দিতে হবে। তাঁরা সম্পূর্ণ ঋণ ফেরত দেওয়ার পর তাঁদের ৭ শতাংশ সুদের টাকা ফেরত দিয়ে দেওয়া হবে। অর্থাৎ তাঁদের মাত্র ২ শতাংশ হারে সুদ দিতে হচ্ছে।

এতদিন শহরাঞ্চলে বেকার যুবকরা সেভাবে স্বনির্ভর গোষ্ঠী করতেন না। কিন্তু, এবার তাঁদের উৎসাহিত করে সমবায় ব্যাঙ্কের মাধ্যমে ঋণ দিয়ে ব্যবসার সুযোগ করে দেব। এতে প্রচুর বেকার যুবকের কর্মসংস্থানের ব্যবস্থা হবে।

The distribution of forms for Bengal Government’s Ruposhree Scheme started on March 28, 2018. Under the scheme, families whose annual income is Rs 1.5 lakh or less would receive financial assistance of Rs 25,000 from the State Government for the wedding of their daughters. Close to six lakh poor families will benefit from the scheme.

This is an idea conceived by Chief Minister Mamata Banerjee and was announced by the Finance Minister, Dr Amit Mitra, during the presentation of the State Budget.

The Trinamool Congress Government had started the Kanyashree Scheme in Bengal, another brainchild of Mamata Banerjee, in 2011 to enable girls to complete their education. This was later extended to the university level. The scheme has been a huge success and has been awarded by as high an international organisation as the United Nations.

Now, the Government has decided to help facilitate the marriage of poor girls too. Rs 1,500 crore has been allocated for the project.

Given below are the important details for availing the scheme:

Eligibility

  • Residents of Bengal
  • Annual income of bride’s family has to be Rs 1.5 lakh or less
  • The minimum age of the bride has to be 18 years, and of the groom, 21 years
  • Beneficiaries of Kanyashree can apply for Rupashree too

 

Availability of form

The form for the Ruposhree Scheme would be available at the offices of block development officers (BDO), sub-divisional magistrates (SDM) and commissioners of municipal corporations.According to government sources, later on, forms would be available online too.

  • Documents to be submitted along with the form
  • Photocopy of birth certificate
  • Details of the groom
  • Wedding card or any other proof of the wedding to be held
  • A signed undertaking saying that the bride is marrying of her own will
  • Electoral Photo Identity Card (EPIC), that is, Voter’s Card
  • Details of the bride’s bank account

 

How to obtain the grant

After all the documents along with the form are submitted, State Government officials will scrutinise them. If everything is found in order, Rs 25,000 would be deposited in the account of the bride.

 

 

রুপশ্রী প্রকল্পের জন্য এবার আবেদন করা যাবে

শুরু হল রূপশ্রী প্রকল্পের ফর্ম বিতরণ। যে সব পরিবারের বার্ষিক আয় ১.৫ লক্ষ টাকা বা তার কম, এমন পরিবারের প্রাপ্তবয়স্ক তরুণীরা বিয়ে করলে এই প্রকল্পের অধীনে এককালীন ২৫ হাজার টাকা করে পাবেন। আর পাত্রের ন্যুনতম বয়স হতে হবে ২১ বছর।

২০১৮-১৯ অর্থবর্ষের রাজ্য বাজেট পেশ করার সময় মুখ্যমন্ত্রীর স্বপ্নের এই প্রকল্প ঘোষণা করেন অর্থমন্ত্রী অমিত মিত্র।

২০১১ সালে ক্ষমতায় এসে রাজ্যে নারীকল্যানের জন্য তৎপর হয় রাজ্য সরকার। ২০১৩ সালে কন্যাশ্রী প্রকল্প চালু করেছিলেন মমতা বন্দ্যোপাধ্যায়। বাল্যবিবাহ রুখতে ও কন্যা সন্তানদের স্কুলে পাঠাতে বিশেষ সহায়ক হয়েছে এই প্রকল্প। সাফল্যের নিরিখে বিশ্বের দরবারে স্বীকৃতিও পেয়েছে কন্যাশ্রী। এবার দুঃস্থ পরিবারের মেয়েদের বিয়েতে প্রত্যক্ষ সাহায্যের হাত বাড়িয়ে দিল রাজ্য সরকার। এই প্রকল্পের জন্য ১৫০০ কোটি টাকা বরাদ্দ করেছে সরকার।

রূপশ্রী প্রকল্পের অধীনে বিয়ের দিন ঠিক হওয়ার পর ফর্ম পূরণ করতে হবে পাত্রীকে। সেই ফর্ম যাচাই করে বিয়ের ৫ দিন আগে ব্যাঙ্ক অ্যাকাউন্টে জমা পড়বে প্রাপ্য টাকা।এই প্রকল্পের জন্য আবেদনের ফর্ম মিলবে বিভিন্ন সরকারি দপ্তরে। যেমন,

১. বিডিও অফিস
২. মহকুমা শাসকের দফতর
৩. পুর নিগমের কমিশনারের দফতর রূপশ্রী প্রকল্পের ফর্মের সঙ্গে জমা দিতে হবে বেশ কিছু নথি।
১. জন্ম প্রমাণপত্র বা বার্থ সার্টিফিকেটের প্রত্যয়িত প্রতিলিপি।
২. জমা দিতে হবে পাত্রের বিস্তারিত তথ্য
৩. বিয়ের কার্ড বা অন্য কোনও প্রমাণ
৪. আবেদনকারী স্বেচ্ছায় বিয়ে করছেন বলে স্বীকারোক্তি দিতে হবে
৫. ভোটার আইডি কার্ড ও আধার কার্ড
৬. ব্যাঙ্ক অ্যাকাউন্টের বিস্তারিত

আবেদনপত্র ভর্তি করে ও সঙ্গে সমস্ত নথিসহ আবেদনপত্র জমা দিলে তা খতিয়ে দেখবেন সরকারি আধিকারিক। সব তথ্য নির্ভুল হলে বিয়ের ঠিক ৫ দিন আগে পাত্রীর ব্যাঙ্ক অ্যাকাউন্টে জমা পড়বে টাকা।আপাতত শুধুমাত্র সরকারি অফিসে ফর্ম মিললেও কিছুদিনের মধ্যে অনলাইনেও মিলবে রূপশ্রী প্রকল্পের ফর্ম।

In terms of exports, Bengal is ahead of the rest of the states, as per the Union Commerce and Industry Minister. This is another confirmation of the fact that the policies on industry and investment being followed by the Chief Minister Mamata Banerjee-led Bengal Government are on the right track.

Following the initiatives of the Chief Minister, the variety and amount of exports that take place from Bengal have showed a direction to many states. Bengal has been able to leverage its traditional strengths, be it natural resources, industrial resources, food resources or anything else, for the export market and has been reaping the benefits. As a result, the income of Kolkata Port (including its subsidiary, Haldia Port) has also increased handsomely.

It must be mentioned that 14 per cent of Indian tea is exported through Kolkata. Haldia Petrochemicals exports 4 per cent of the country’s petro-products. Bengal exports a huge 61 per cent of the total leather goods from India. In food, 11 per cent of prawns and lobsters exported from India are from Bengal.

With so much activity happening, Bengal is now the sixth largest economic market in India.

 

 

বিশ্ববাজারে রপ্তানিতে দেশের সেরা বাংলা

ভারতবর্ষের মধ্যে রপ্তানি বানিজ্যে সবচেয়ে বেশী এগিয়ে এসেছে বাংলা। এমন দাবি করলেন, কেন্দ্রীয় শিল্প ও বাণিজ্য মন্ত্রী। মমতা বন্দ্যোপাধ্যায় মুখ্যমন্ত্রী হওয়ার পর একের পর এক অভিনব উদ্যোগের মাধ্যমে বিশ্বের দরবারে বাংলাকে তুলে ধরেছেন এবং প্রায় সারা পৃথিবীর শিল্পপতিদের আহ্বান করে বাংলাতে বিনিয়োগের জোয়ার এনেছেন, তার জেরে একদিকে যেমন বেড়েছে কলকাতা বিমানবন্দরে যাত্রী পরিবহনের সংস্থা, তেমনই দ্বিগুনেরও বেশী পণ্য পরিবহন করে কএকগুন বেশী আয় বাড়াতে সক্ষম হয়েছে কলকাতা ও হলদিয়া বন্দরও।

এছাড়াও বাংলা থেকে সারা দেশের ১৪ শতাংশ চা রপ্তানি হয়। হলদিয়া পেট্রোকেমিক্যাল দেশের মত পেট্রোলিয়ামজাত উৎপাদনের ৪ শতাংশ উৎপাদন করে। চামড়াজাত পণ্য যা রপ্তানি হয়, তার ৬১ শতাংশ বাংলাই করে। চিংড়ি রপ্তানি করে ১১ শতাংশ।

এই মুহূর্তে যে গতিতে বাংলার অর্থনীতি ও শিল্প বৃদ্ধি পাচ্ছে, তাতে ভারতের ষষ্ঠ বৃহত্তম অর্থনীতির বাজার হিসেবে উঠে এসেছে পশ্চিমবঙ্গ।

The Bengal Tourism Department has chalked out an elaborate plan to develop the ‘Bhorer Aalo’ tourism hub at Gajoldoba in North Bengal. The new tourist facilities that the hub entails would possibly be introduced before Durga Puja this year.

As a part of the initiative, visitors can take part in boating along the River Teesta. Another attraction would be hot air balloon rides. People visiting the area can also take a stroll inside the Saraswatipur tea garden. There would also be facilities like a jungle safari by car.

These announcements were made recently by the State Tourism Minister, after he held a high-level meeting to accelerate the process with representatives from 12 Departments.

The Minister also said there are plans to introduce houseboats in Gajoldoba and Mirik. Watching birds while riding on a boat can be a favourite pastime of the tourists. Plans are also afoot to start an elephant safari.

It may be mentioned that around 52 overseas delegates from 30 countries have already visited Bhorer Alo, the dream tourism hotspot being developed by the State Government in Gajoldoba, in January to get a first-hand experience of the unique eco-tourism project.

 

 

গাজলডোবায় সেজে উঠছে ‘ভোরের আলো’ পর্যটন কেন্দ্র

গাজলডোবায় ‘ভোরের আলো’ সেজে উঠছে জোরকদমে। তৈরী হয়েছে ৬টি সরকারি কটেজ। আরও ২০টির কাজ চলছে। কিছুদিনের মধ্যে ওই কটেজগুলিও থাকার জন্য খুলে দেওয়া হবে।

এরই মধ্যে আবার নেওয়া হয়েছে বেশ কিছু পরিকল্পনা। তিস্তা থেকে মংপো পর্যন্ত রাফটিংয়ের কথা ভাবা হচ্ছে। তিস্তা সেচখালে প্যাডেলিং বোট নামানো হবে। তিস্তার কোলে এখন স্থানীয় স্তরে নৌকাবিহারের ব্যবস্থা রয়েছে। সেই নৌকাগুলি পর্যটন দপ্তর সাজিয়ে দেবে। রঙিন ছাউনি দিয়ে আরও আকর্ষণীয় করে তোলা হবে। প্রকল্প এলাকার পাশে দেড় একর জায়গায় করা হবে ১০ শয্যার আপৎকালীন হাসপাতাল।

এ ছাড়া হচ্ছে হেলিপ্যাড। রয়েছে আরও বহু বিনোদনের আয়োজন। যেমন হট এয়ার বেলুন। গাজলডোবা থেকে সরস্বতীপুর চা–বাগান পর্যন্ত জঙ্গলের ভেতর দিয়ে জঙ্গল সাফারি, হাতি সাফারির পথ করবে বন দপ্তর। গাজলডোবায় তিস্তার ওপর হচ্ছে আরেকটি সেতু। ১০০ কোটি টাকায় তৈরী হবে ওই সেতুটি। সেচ দপ্তর এই সেতুটি তৈরী করবে। এপ্রিলেই এই সেতুর কাজ শুরু হবে বলে আশা করা হচ্ছে।

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের স্বপ্নের প্রকল্প হল গাজলডোবার এই পর্যটন হাব। তিনি এর নাম দিয়েছেন ‘ভোরের আলো’। একদিকে বৈকুণ্ঠপুর জঙ্গল, একদিকে তিস্তা সেচখাল, তিস্তায় বিশাল বাঁধ এবং জলাধার। উত্তরে তাকালেই হিমালয়, কাঞ্চনজঙ্ঘা।

স্থায়ী থানা হচ্ছে গাজলডোবায়। প্রকল্প এলাকায় অর্কিড পার্ক করা হবে। দুটি হাউসবোট আনা হবে। একটি রাখা হবে মিরিকের লেকে। গাজলডোবায় ফুড অ্যান্ড ক্রাফ্ট ইনস্টিটিউট খোলা হচ্ছে। ভবিষ্যতে এখানে হোটেল ম্যানেজমেন্টের ধাঁচে কোর্স চালু হবে।

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় চাইছেন এখানে ভারতের সেরা পর্যটন হাব করতে। তারই রূপায়ণ হচ্ছে।

In a bid to increase the storage capacity of food grains in Bengal, the state Co-operation department has decided to develop 23 modern storage facilities in the districts.

The step has been taken following directions and vision of Chief Minister Mamata Banerjee to strengthen the cooperative infrastructure that will ensure increase in storage capacity of food grains.

The 23 store houses will be developed at a cost of Rs 240 crore and each of the store houses will be of a capacity of 10,000 metric tonne. So with construction of the store houses by the cooperation department, there will be an increase in the storage capacity by 2.30 lakh metric tonne.

The store houses will be developed on the land owned by the department and there would be requirement of around three acres to set up each of the store houses. The land will also be identified soon.

The state co-operation department has also set a target of procuring 30 lakh metric tonne paddy through co-operative societies in the current procurement year and a seminar was recently held at Netaji Indoor Stadium in this regard in which the Chief Minister had directed to take measures to create the necessary infrastructure.

At the same time, as many as 17 more store houses will be set up by the state Food and Supplies department. NABARD is giving the amount to the state government as loan to set up the store houses under the Warehousing Infrastructure Fund of the Rural Infrastructure Development Fund (RIDF).

It may be mentioned that the storage capacity of food grains is 62,000 metric tonne in 2010-11. At present, it has increased to around 6.10 lakh metric tonne with several steps being taken by the state government in the past six years that will further increase with the setting up of the upcoming store houses.

 

রাজ্যে তৈরী হবে আরও ২৩টি গুদামঘর

জেলায় জেলায় ২৩টি অত্যাধুনিক গুদাম তৈরীর সিদ্ধান্ত নিয়েছে রাজ্য সমবায় দপ্তর। রাজ্যে খাদ্যশস্য ঘাটতি মেটানোর যে প্রচেষ্টা শুরু করেছেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়, সেই উদ্দেশ্যে এই সিদ্ধান্ত নেওয়া হয়েছে।

প্রতিটি গুদামের ধারন ক্ষমতা হবে ১০০০০ মেট্রিক টন। সুতরাং ২৩টি গুদামঘর নির্মাণ সম্পন্ন হলে, রাজ্যে গুদামের ক্ষমতা আরও ২.৩ লক্ষ মেট্রিক টন বাড়বে।
রাজ্য সমবায় দপ্তরের লক্ষ্য চলতি বছরে সমবায়ের মাধ্যমে ৩০ লক্ষ মেট্রিক টন চাল উৎপাদনের। সম্প্রতি এই উদ্দেশ্যে নেতাজী ইনডোর স্টেডিয়ামে একটি সেমিনার অনুষ্ঠিত হয়, যেখানে মুখ্যমন্ত্রী প্রয়োজনীয় পদক্ষেপ নিতে নির্দেশ দেন। এর পাশাপাশি আরও ১৭টি গুদাম নির্মাণ করবে খাদ্য ও সরবরাহ দপ্তর।

প্রসঙ্গত, ২০১০-১১ সালে রাজ্যের গুদামে খাদ্যশস্য রাখার ক্ষমতা ছিল ৬২০০০ মেট্রিক টন। বর্তমানে সেই ক্ষমতা বেড়ে ৬.১০ লক্ষ মেট্রিক টনে পৌঁছেছে। ভবিষ্যতে এই ক্ষমতা আরও বাড়ানো হবে রাজ্য সরকারের সহায়তায়।

In a bid to encourage more youths to take interest in mountaineering and adventure sports, the Mamata Banerjee Government has decided to provide scholarships to more candidates for training at the Himalayan Mountaineering Institute (HMI) from this year.

This move complements the fact that as many as 20 mountaineers from Bengal have managed to reach the summit of Mount Everest after the new regime took over in the State. Only two mountaineers had achieved this during the 34-year rule of the erstwhile Left Front Government.

The State Youth Services and Sports Department has also increased the financial assistance granted for expeditions to mountains more than 8,000 metres high from Rs 5 lakh to Rs 7.5 lakh. From 2018 onwards, 150 candidates will be selected through trials for full State Government scholarships for undergoing basic and advanced training in mountaineering at the HMI.

The Youth Services and Sports Department has noted that, in the past six and a half years, the number of candidates aged between 18 and 35 years appearing for the trials and seeking selection for mountaineering training has increased.

The trial camps are mainly held at Durgapur, Siliguri and Kolkata. Last year, more than 500 aspirants had turned up for the trials, and this is expected to go up in the coming year. The process of selection of candidates for scholarships will start in November.

Both men and women candidates need to pass a set of tests to get selected for the scholarship and be eligible for the basic and advanced training at HMI. The selected youths are sent in batches for training, which continues round-the-year.

 

পর্বতারোহণ ও অ্যাডভেঞ্চার স্পোর্টসে জোর রাজ্যের

পর্বতারোহণ ও অ্যাডভেঞ্চার স্পোর্টসে মানুষকে উৎসাহিত করতে মমতা বন্দ্যোপাধ্যায়ের নেতৃত্বাধীন রাজ্য সরকার সিদ্ধান্ত নিয়েছে ২০১৮ সাল থেকে হিমালয়ান মাউন্টেনিয়ারিং ইন্সটিটিউটে প্রশিক্ষণের জন্য আরও বেশী সংখ্যক মানুষকে বৃত্তি দেওয়া হবে।

বাম আমলে যেখানে রাজ্য থেকে মাত্র ২ জন পর্বতারোহী এভারেস্ট শৃঙ্গ জয় করেছিল, রাজ্যে পালাবদলের পর সরকারের তরফে বিভিন্ন সাহায্য পাওয়ার ফলে এই ক’বছরে ২০ জন পর্বতারোহী এভারেস্ট শৃঙ্গ জয় করেছে।

পাশাপাশি, রাজ্যের যুব কল্যাণ ও ক্রীড়া দপ্তর ৮০০০ মিটারের বেশী উচ্চতার পর্বতারোহণে আর্থিক অনুদান ৫ লক্ষ টাকা থেকে বাড়িয়ে ৭.৫ লক্ষ টাকা করেছে।

২০১৮ সাল থেকে পরীক্ষার মাধ্যমে ১৫০ জনকে নির্বাচিত করা হবে যারা রাজ্য সরকারের তরফ থেকে বৃত্তি পাবে যাতে তারা বেসিক ও অ্যাডভান্সড ট্রেনিং নিতে পারে। ২০১১ সালে মমতা বন্দ্যোপাধ্যায় মুখ্যমন্ত্রী হওয়ার পর, ৭০ থেকে ৮০ জন পর্বতারোহীকে বৃত্তি দেওয়া হয়েছে, যার মধ্যে ১৮ থেকে ৩৫ বছর বয়সী মানুষের সংখ্যাই অধিক।

দুর্গাপুর, শিলিগুড়ি ও কোলকাতাতে ট্রায়াল ক্যাম্প করা হবে। গত বছর ৫০০ জন উৎসাহী ট্রায়াল ক্যাম্পে যান; এবছর এই সংখ্যা বাড়বে বলে আশা করা হচ্ছে। বাছাইয়ের প্রক্রিয়া শুরু হবে আগামী নভেম্বর মাসে। এই বেসিক ও অ্যাডভান্সড ট্রেনিং-এর জন্য নির্বাচিত হতে গেলে সবাইকেই ( পুরুষ ও মহিলা) কয়েকটি পরীক্ষায় উত্তীর্ণ হতে হবে ।

এই বাছাই করা উৎসাহীদের ব্যাচে ব্যাচে ভাগ করে সারা বছর ধরে প্রশিক্ষণের জন্য পাঠানো হবে।

The Bengal Government plans to create around one lakh new jobs in the field of cyber security annually.
Based on the instructions of Chief Minister Mamata Banerjee, the Government will introduce a course on cyber security at the undergraduate level so that students get an edge in getting jobs, not only in the Information Technology (IT) sector but also in the police force.

Bengal would be the first State in the country which will ensure a supply pool of cyber security specialists for various Government departments to counter cyber threats, which are a major cause of concern for the Government and the public. With the rapid digitisation that has been going on, cyber security has become of utmost importance.

The State Information Technology (IT) and Electronics Department will assist the Higher Education Department in framing the syllabus. The IT Department, according to its additional chief secretary, is working closely with the Indian Institute of Information Technology (IIIT) in Kalyani, whose experts will decide the course content.

According to the initial plans, the course will commence at IIIT and in all the colleges under Calcutta University. Students would be provided with basic knowledge on networking and operating systems.

The IT Department is also working in coordination with the police, academics and industry, to see that unscrupulous persons with vested interests cannot tamper Government documents.

The Government has already set up the West Bengal Cyber Security Centre of Excellence (WBCS-CoE) in New Town to deal with the increasing number of cyber offences in the State. A workshop was also held on cyber security at the Biswa Bangla Convention Centre in New Town on March 16.

 

সাইবার নিরাপত্তা: বছরে ১ লক্ষ কর্মসংস্থান করবে রাজ্য

বাংলায় সাইবার নিরাপত্তার ক্ষেত্রে এক নতুন অধ্যায়ের সূচনা হবে, যার ফলে বার্ষিক এক লক্ষ কর্মসংস্থান হবে।

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের নির্দেশ মেনে, রাজ্য সরকার খুব শীঘ্রই স্নাতক স্তরে সাইবার নিরাপত্তার ওপর একটি পাঠ্যক্রম চালু করতে চলেছে। এর ফলে এই বিষয়ে স্নাতকরা তথ্যপ্রযুক্তি ক্ষেত্র ছাড়াও পুলিশেৱ চাকরিও পেতে পারেন।

এই পাঠ্যসূচী তৈরী করতে রাজ্য তথ্য প্রযুক্তি ও ইলেক্ট্রনিকস দপ্তর উচ্চ শিক্ষা দপ্তরকে সাহায্য করবে। কল্যাণীর আইআইআইটির বিশেষজ্ঞদের সাহায্যও নেওয়া হচ্ছে এই পাঠ্যসুচী তৈরী করতে।

প্রাথমিক পরিকল্পনা অনুসারে, এই পাঠ্যক্রম আইআইআইটি ও কলকাতা বিশ্ববিদ্যালয়ের সমস্ত কলেজে শুরু হবে। পড়ুয়াদের নেটওয়ার্কিং এবং অপারেটিং সিস্টেমের সম্বন্ধে প্রশিক্ষণ দেওয়া হবে।

এই উদ্যোগের ফলে আগামী দিনে সাইবার নিরাপত্তার ক্ষেত্রে বাংলা দেশে অগ্রণী ভূমিকা নেবে এবং বিভিন্ন সরকারি দপ্তরের সাইবার নিরাপত্তা নিশ্চিত করতে পেশাদারদের যোগানও দিতে পারবে। সাইবার হানা এই মুহূর্তে দেশের অন্যতম চিন্তার বিষয় হয়ে দাঁড়িয়েছে। রাজ্য সরকার ইতিমধ্যেই সাইবার হানা রুখতে নিউটাউনে ‘ওয়েস্ট বেঙ্গল সাইবার সিকিউরিটি সেন্টার অফ এক্সসেলেন্স’তৈরী করেছে। নিউ টাউনের বিশ্ব বাংলা কনভেনশন সেন্টারে ১৬ই মার্চ এই বিষয়ে এক কর্মশালাও আয়োজিত হয়েছে।
