WB CM holds meeting with members of 14th Finance Commission for overall development
West Bengal government demanded Rs 2.55 lakh crore from the 14th Finance Commission for creation and improvement of infrastructure and overall development work to be done by 41 departments of the state government.
Chief Minister Ms. Mamata Banerjee, State Finance Minister Mr. Amit Mitra and other ministers held a 75-minute meeting with the members of the 14th Finance Commission at Rabindra Tirtha Bhavan at New Town. The commission`s team was led by chairman and former RBI governor Y.V. Reddy.
State Finance Minister Dr. Amit Mitra said after the meeting: “Our chief minister elaborately discussed the financial ills Bengal is plagued with and the debt burden from which it is reeling. She told the commission members how Bengal was starved of funds and faced with a crisis.
We, particularly our Chief Minister, demanded that the commission give us Rs 1 lakh crore for creation and improvement of physical and social infrastructure in our state and also Rs 1.55 lakh crore for development work to be undertaken by 41 government departments.
We requested the finance commission to consider our demand against the backdrop of our poor financial condition and the debt burden of around Rs 2 lakh crore that we inherited,“ Dr. Mitra said.
Explaining to the commission the `grave` financial condition of Bengal, West Bengal Chief Minister said that of the Rs 40,000 crore the state would earn in revenues by the end of this fiscal, it would have to spend Rs 28,000 crore to pay interest on previous loans and repay the principal.
Our Chief Minister told the commission members: how can we run the state if Rs 28,000 crore goes out of the Rs 40,000 crore that we will collect as revenue? Can a state be run with Rs 12,000 crore, she asked. The commission appreciated her views and her stand and lauded her commitment and conviction in running the state. They said Bengal was (in) a unique situation.“
“This is not the last meeting we held with the commission. There will be 10 more meetings,“ the Finance Minister added.
The Trinamool government has been demanding a three-year moratorium on the payment of interest on past loans and repayment of principal. The West Bengal government maintains that the state, like Punjab and Kerala, is “debt-stressed“ and so, should be given the aid.
At today`s meeting, the West Bengal Chief Minister raised the moratorium issue, saying the current government was carrying the “onerous“ legacy of the Left dispensation. “Our Chief Minister raised the moratorium issue at today`s meeting too and the commission said it would look into it,“ Dr. Mitra said.
The government also demanded that central loans worth Rs 14,338 crore that would accumulate on March 31, 2015, be written off. It has also sought a special purpose grant of Rs 51,000 crore for servicing small savings loans as on March 31, 2013.
Additionally, the Bengal government today proposed to the commission that it should seek the intervention of the Centre for rescheduling the state`s 10-year market borrowings to 15 or 20 years with a three-year moratorium on interest payments.
The government also demanded that the devolution of central taxes collected from the state be pegged at 50 per cent instead of the prevailing 32 per cent.
“We have asked the finance commission to compensate us (for) the revenue loss that we will suffer in the initial years if the goods and services tax is introduced,“ Dr. Mitra said.
The package the Bengal government has demanded
• A special purpose vehicle with a corpus of Rs 1 lakh crore for infrastructure.
• Grants of Rs 155,041.49 crore between 2015 and 2020
• 50 per cent sharing of central taxes with states; additional 4 per cent with local bodies.
• Write off central loans of Rs 14,338.84 crore outstanding on March 31, 2015.
• Intervention of the Centre for rescheduling 10-year market borrowings to 15 to 20 years with a 3-year interest moratorium.
• Grant of Rs 51,000 crore for servicing small savings loans outstanding on March 31, 2013.
• Consolidation of small savings loans accumulating on April 1, 2014
• Same principle of royalty fixation for all states. Bengal is not given royalty as it collects cess.

চতুর্দশ অর্থ কমিশনের কাছে ২ লক্ষ ৫৫ হাজার কোটি টাকা দাবি করল রাজ্য সরকার
চতুর্দশ অর্থ কমিশনের কাছে পরিকাঠামো উন্নয়ন এবং দফতর ভিত্তিক অনুদান বাবদ প্রায় ২ লক্ষ ৫৫ হাজার কোটি টাকা দাবি করল রাজ্য সরকার৷ একইসঙ্গে কেন্দ্রীয় ঋণ মকুব এবং ঋণ কাঠামে পুনর্বিন্যাসের আবেদনও জানানো হল৷ বৈঠক শেষে অর্থমন্ত্রী অমিত মিত্র জানালেন, রাজ্যের দাবি বিবেচনা করা হবে বলে সরকার আশাবাদী৷ বৃহস্পতিবার দুপুরে নিউটাউনে হিডকো দফতরে চতুর্দশ অর্থ কমিশনের চেয়ারম্যান ওয়াই ভি রেড্ডির সঙ্গে বৈঠক করেন মুখ্যমন্ত্রী৷ বৈঠকে কমিশনের চার সদস্য সুষমা নাথ, গোবিন্দ রাও, অভিজিত্ সেন ও সুদীপ্ত মুন্ডলও উপস্থিত ছিলেন৷
অন্যদিকে, অর্থমন্ত্রী অমিত মিত্র ছাড়াও রাজ্যের তরফে উপস্থিত ছিলেন পুরমন্ত্রী, বিদ্যুত্মন্ত্রী এবং স্বাস্থ্য প্রতিমন্ত্রী৷ এদিন কমিশনের সামনে নিজেদের বক্তব্য যুক্তিসহ তুলে ধরেন মুখ্যমন্ত্রী ও অন্যান্য মন্ত্রীরা৷ রাজ্যের দাবি, আগের থেকে রাজস্ব আদায় বেড়েছে প্রায় ৩১ শতাংশ৷ তার সঙ্গে সামঞ্জস্য রেখেই অনুদান বাড়াক কেন্দ্র৷ এছাড়াও কমিশনের সামনে একাধিক দাবি তুলে ধরা হয়৷ রাজ্যের পরিকাঠামো উন্নয়নে বিপুল খরচের ঘাটতি মেটাতে ২০১৫–২০ পর্যন্ত বছরে ২০ হাজার কোটি টাকা করে ১ লক্ষ কোটি টাকা দেওয়ার দাবি করা হয়৷ ৪১টি দফতরের উন্নয়নমূলক কাজের জন্য ১ লক্ষ ৫৫ হাজার কোটি টাকা অনুদানেরও দাবি জানানো হয়৷ পাশাপাশি ১৪ হাজার ৩৩৮ কোটি টাকার কেন্দ্রীয় ঋণ মকুব ও তিন বছরের জন্য কেন্দ্রীয় ঋণে সুদ স্থগিত রাখার দাবিও জানায় রাজ্য৷ এছাড়াও, বাজার থেকে নেওয়া ঋণ পরিশোধের সময়সীমা ১০ বছর থেকে বাড়িয়ে ১৫ থেকে ২০ বছর করা এবং ক্ষুদ্র সঞ্চয় প্রকল্প থেকে নেওয়া বাধ্যতামূলক ঋণ পরিশোধের জন্য ৫১ হাজার কোটি টাকা অনুদানের দাবিও জানানো হয়৷ বৈঠক শেষে অর্থমন্ত্রী দাবি করেন, রাজ্যের দাবিদাওয়া যথেষ্ট গুরুত্ব দিয়েই শুনেছেন কমিশনের চেয়ারম্যান ও সদস্যরা৷ তাঁরা বুঝেছেন মুখ্যমন্ত্রী ইতিমধ্যেই পশ্চিমবঙ্গের অর্থনৈতিক উন্নতির জন্য দৃঢ় অবস্থান নিয়েছেন৷
রাজ্যের তরফে বৈঠকে আরও বেশ কয়েকটি দাবি করা হয়৷ যেমন, রাজ্যগুলি থেকে কেন্দ্র যে করের টাকা নিয়ে যায়, এখন তার ৩২% ফিরিয়ে দেওয়া হয়৷ রাজ্যের দাবি, তা বাড়িয়ে ৫০% করুক কেন্দ্র৷ পাশাপাশি পুরসভা ও পঞ্চায়েতের জন্য আরও ৪ % ফেরত দেওয়া হোক৷ পণ্যপরিষেবা কর চালু হলে রাজ্যের যে আর্থিক ক্ষতি হবে, তার দায় নিতে হবে কেন্দ্রকে৷ খাদ্য সুরক্ষা আইন বা শিক্ষার অধিকার আইনের জন্য রাজ্যের ঘাড়ে যে বাড়তি খরচের বোঝা চেপেছে তা কেন্দ্রকেই বহন করার দাবি জানায় রাজ্য৷ দাবিগুলি গুরুত্ব দিয়ে বিবেচনা করা হবে বলে আশাবাদী রাজ্য৷
