New Town, the satellite township adjacent to Kolkata, is all set to get app-enabled bike taxis. Like app-enabled taxis, which are very popular, these bike taxis are also expected to become popular.

The State Traffic Department has brought out a notification regarding the introduction of these vehicles. Licenses would be issued by the Regional Transport Authority (RTA) of North 24 Parganas district.

The bike taxis would be GPS-enabled in order to communicate with the app. They would be white in colour, while the words ‘Bike Taxi’ would be written in blue. More than one pillion rider will not be allowed on the vehicles, and no minors too.

Also, in the light of the recent crackdown on helmet-less rides by the State Government, for the sake of security, the driver will have to provide helmet to the pillion rider before starting the vehicle. Pillion riders will not be allowed to carry any luggage on the bike taxis, except for minimal baggage or a briefcase.

Though they would cover the whole of New Town, these bikes would not be allowed to ply on Major Arterial Road, except the crossing. They would be most useful to access the service roads and interiors to assist the bystanders.

To get the project running, West Bengal Housing Infrastructure Development Corporation (WBHIDCO) has contacted cab aggregator company Ola and another firm in the same domain, which are currently operating bike taxis in Gurgaon.

রাজ্য সরকারের উদ্যোগে পশ্চিমবঙ্গে প্রথম চালু হতে চলেছে বাইক ট্যাক্সি। নিউ টাউনে চালু হতে চলেছে বাইক ট্যাক্সি। এ রাজ্যে  পাইলট প্রজেক্ট হিসেবে নিউ টাউনে চালানো হবে এই বাইক ট্যাক্সি।

নিউ টাউন কলকাতা উন্নয়ন পর্ষদ সূত্রে জানা গেছে, বাইক ট্যাক্সিতে ভাড়ায় চড়া যাবে। পরিবহণ দপ্তরের নির্দেশিকা মেনে এগুলির রঙ রাখা হবে সাদা। যার গায়ে নীল রঙ দিয়ে লেখা থাকবে বাইক ট্যাক্সি।

মোটর ভেহিকেল্‌স আইনের ২(‌৭)‌ধারা অনুযায়ী কনট্রাক্ট ক্যারেজ হিসেবে এগুলিকে ব্যবহারের অনুমতি দেওয়া হবে। যে সব সংস্থা এই পরিষেবা দিতে আগ্রহী হবে, তাদের কমপক্ষে ১৫টি বাইক থাকতে হবে এবং স্থানীয় আর টি এ অনুমোদন নিতে হবে।

নিউ টাউন এলাকা ঘুরে দেখার জন্য মোটরবাইক বা সাইকেল যথার্থ। তাই নিউ টাউন কলকাতা উন্নয়ন পর্ষদের এই উদ্যোগ। এর জন্য একটি অ্যাপও তৈরি করা হবে। যার মাধ্যমে বুকিং করা যাবে।‌

Sir, as already stated in the Bill, India had entered into an agreement in 2006 with UNESCO regarding the establishment of the Regional Centre for Biotechnology Training and Education in India to serve the member countries of UNESCO. In the light of the agreement, the Central Government set up the Regional Centre for Biotechnology Training and Education in Faridabad, Haryana, through an executive order in 2009.

Now, this Bill seeks to provide legislative backing to the Regional Centre. It also confers upon it the status of an institution of national importance. Once it gets the recognition through this Bill as an institute of national importance, it would be empowered to impart scientific and technical education and also to grant degrees. It would also be able to facilitate transfer of technology and knowledge in the SAARC region and in Asia, and create a hub of biotechnology expertise and promote cooperation at the international level. I, on behalf of my Party, support this Bill.

Celebrate democracy. Deliberate democracy

On the floor of this house we get a chance to both celebrate democracy and sometimes deliberate democracy. Two months ago, we had a famous win in Bengal, and that was a great chance to celebrate democracy. Incidents in J&K over the last two weeks bring us here today to deliberate democracy.

Mishandled the situation in J&K

Sir, first let me tell you what I and my party have been thinking after studying the situation these past two weeks. We can use many expressions – bungled the situation, mishandled the situation, or mismanaged the situation. But I think the most appropriate expression we want to use is the Union Government mishandled the situation and they have to realise that they mishandled the situation. Because ordinary have lost their lives; not all of them, but ordinary people have, which is sad. We must extend help to all these families belonging to these ordinary citizens. There was an incident about a class X student, which I read in the Indian Express. It could have been any one of our sons and daughters.

Digital India, not Divisive India

Sir the irony of this is how our people there are expressing themselves. The Home Minister is here Sir. They are expressing themselves through the social media; and who are the champions of the social media? Those people who came to power riding the social media in 2014. Now what are they using the social media for? To wish each other happy birthday – one minister is wishing the other minister happy birthday. Wish each other happy birthday, we don’t mind, if it’s a happy occasion. But if you want a Digital India then make sure you understand the Digital medium otherwise Digital India can very well become a Divisive India. And no preachers there. From whatever we have read, this is all being done on the internet. So my appeal to the Home Minister through you, Sir, is, understand the power of these media. Young people are on these media. You have to harness the power of the media correctly and not only for PR.

The Jangalmahal model of development and healing for J&K

Sir, my second point: security arrangements and hard policing, Yes, very good. Please continue with security arrangements and hard policing if you want. But along with that there needs to be a political process. There needs to be a dialogue. It is disappointing when the Leader of the House here stands up and talks to us about numbers; that he was put in that position. I don’t care whether you are put in the position or you want to be put in the position. Now you please handle the situation as we expect you to handle the situation – so political process and dialogue, along with security arrangements and hard policing must go together.

If I could give an example from admittedly a very different situation, in Jangalmahal, West Bengal, where our government inherited a Maoist insurgency but also poor developmental conditions and genuine political grievances. Through you, I want to ask the Home Minister to you look at Jangalmahal. We used tough policing measures, without compromise, but also showed the sagacity to usher in an honest political and developmental conversation. Today, Jangalmahal is healing appreciably.

It’s not only about Soil, it’s about Soul

What is this situation in Kashmir about? Land? Soil? No, it is about the people of Kashmir. It is not about the soil, it is about the soul of Kashmir. That’s what we have to focus on – the soul, and bring these people together and make them feel that they are part of us. Kashmiris have a stake in India and Indians have a stake in Kashmiris. There can be no other way. When you see a Kashmiri boy or girl working in Goa in a call centre or working in Bengaluru or in Kolkata, you feel a little extra special. We don’t ask them, are you from Kashmir, or are you not from Kashmir. So it’s about the soul. And I urge this Government, along with the hard policing, the strict measures, to please keep that soul of Kashmir in mind.

Sir, Atal Bihari Vajpayee said, “We will talk within the framework of insaniyat (humanity and humaneness).” Sir, I would urge this Government to begin the dialogue process with our own people, our young people. Please, it is very important for the Government to accept that they have mismanaged the situation. Please don’t shy away from this. And yes, everyone has been magnanimous to get behind you this time. Accept that Sir.

UN Secretary General statement wipes out PMs frequent flyer miles

All the Prime Minister’s frequent flyer miles, accumulated during the last two years, and that’s a lot of frequent flyer miles, all got washed out by one statement on the 11th of July by the United Nations Secretary General. This is what he said: he called on all parties to “exercise maximum restraint to avoid the violence and I hope that all concerns would be addressed through peaceful means.” This is a very telling statement.

I want to end with the issue of pellets. Sir, it makes for a sad story that in this day of technology, when it is common knowledge that the same kind of pellets were used in Tunisia in 2010 or in 2014 in Egypt, and got heavily criticized by the international community, here again they go and use the same pellets.

Yes Sir, it is not only the land, not only the soil, not only the grass, it is about the soul of Kashmir. I urge this Government to protect that soul. Kashmir’s soul, India’s soul

Trinamool Congress members of Parliament (MP) today staged a demonstration in front of the entrance to the Parliament building against the issue of rising prices of edible commodities all over the country.

The party also gave notice to discuss the issue in Parliament.

Later, speaking to the press on the issue, MP and Leader of the Party in Lok Sabha, Sudip Bandopadhyay said,”All over the country, there is no control over the rising prices,” adding that “during this Monsoon Session, Trinamool Congress would play the role of a responsible Opposition in Parliament.”

Sukanyashree, a project to make girls economically independent has been launched in the state under the guidance of Chief Minister Mamata Banerjee.

The pilot project has been launched in Nadia district and the model will be replicated in other districts in course of time. It may be mentioned that the Kanyashree project has earned great success and has been appreciated both in the country and abroad.

A girl child between 0 days to 5 years has been brought under the project. The girl will get Rs 6 lakh when she turns 18 years of age. Along with this, she will get Rs 25,000 under the Kanyashree project.

Under Sukanyashree project, the district administration will hand over 101 samplings to the parents whose daughters are between 0 days and 5 years. Those who have 1 bigha of land will be given first priority. They will plant the saplings under the financial assistance of the state government which is Rs 18,340. In addition to this, to grow the saplings, they will get Rs 26,752 which is the wage of 158 labourers.

The families will get around Rs 60,000 per annum from the third year. Out of this if Rs 30,000 is kept for the girl, she will get Rs 3 lakh when she turn 14 and this amount will become Rs 6 lakh when she turns 18 years of age.

Those who do not have land will be given right of the tree (brikkha patta). Senior officials of the Panchayat and Rural Development department said if successful, the project would be replicated throughout the state and would make the girls living in the rural areas self reliant.

En route to Bagdogra Airport from Darjeeling today, in Sonada in Darjeeling district, one of the cars in the Hon’ble President Pranab Mukherjee’s convoy, a convoy which included West Bengal Chief Mamata Banerjee, skidded off a hilly highway into a gorge. Six among the President’s security team were travelling in that car.

The Hon’ble President and the Chief Minister were thankfully unharmed.

The Chief Minister, ever the helping hand, immediately got into the act of overseeing the rescue operation. Wielding a mike, she walked around the accident site and passed about instructions to ensure a coordinated response to the accident. All the six people inside the car were rescued and taken to hospital. There were no serious injuries – a few cuts and bruises, and a fractured arm.

This incident has once again highlighted the humanistic side of Mamata Banerjee. She has time and again got into such selfless acts, of helping people needing attention, a recent incident being ensuring a man injured in an accident near the Akashvani Bhawan in Kolkata got proper medical attention.

 

আরও একবার মমতার মমতাময়ী রূপ

আজ দার্জিলিং থেকে বাগডোগরা বিমানবন্দর ফেরার সময়ে দুর্ঘটনার কবলে পড়ল রাষ্ট্রপতি প্রণব মুখোপাধ্যায়ের কনভয়ের এসকর্ট কার। পিছনেই ছিল মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের কনভয়। সোনাদার কাছে মুখ্যমন্ত্রীর গাড়ির ঠিক আগে থাকা একটি গাড়ি খাদে পড়ে যায়। এই ঘটনায় আহত হয়েছেন ওই গাড়িতে থাকা রাষ্ট্রপতির নিরাপত্তার দায়িত্বে থাকা ছয় নিরাপত্তাকর্মী।

সৌভাগ্যক্রমে রাষ্ট্রপতি ও মুখ্যমন্ত্রী অক্ষত রয়েছেন।

দুর্ঘটনার পর মুখ্যমন্ত্রী নিজেই গাড়ি থেকে নেমে সঙ্গে সঙ্গে উদ্ধারকাজের তদারকি করেন। একটি মাইক নিয়ে পুরো উদ্ধারকাজ পরিচালনা করেন এবং দুর্ঘটনাস্থল থেকে প্রয়োজনীয় নির্দেশ দেন উদ্ধারকারী দলকে। যে ছয়জন আহত হয়েছেন তাদের সকলকে উদ্ধার করা হয়েছে এবং সকলকে হাসপাতালে পাঠানো হয়েছে। কোনরকম গুরুতর আঘাতের খবর পাওয়া যায়নি।

এই ঘটনা আবারও মমতা বন্দ্যোপাধ্যায়ের মানবিক দিককে তুলে ধরেছে। সাধারণ মানুষের জন্য তার উদ্বেগ চিন্তা ও সচেতনতা এই ঘটনা আরও একবার প্রমাণ করে দিল। কয়েকদিন আগেই কলকাতার আকাশবাণী ভবনের কাছে একটি দুর্ঘটনায় আহত ব্যক্তিকে তিনি এসএসকেএমে নিয়ে গিয়ে তার যথাযথ চিকিৎসা করান।

In order to make women living in the far-flung regions of West Bengal self-sufficient, the State Fisheries Department has thought up an innovative programme – rearing of coloured fishes. The women would set up the culturing of such fish through self-help groups that they would form. According to the Fisheries Minister, there is a huge demand for such fishes for aquariums in both national and international markets.

The well-thought out plan by the Department includes the setting up of two well-equipped marketplaces for the selling of such fishes by the women – in Amtala in South 24 Parganas district and in Dasnagar in Howrah district, with financial help from the National Fisheries Development Board (NFDB) and the National Co-operative Development Corporation (NCDC), respectively.

It is sincerely hoped by the State Government that this project would be another step towards empowering the women of the State.

রঙ্গিন মাছ প্রতিপালনের মাধ্যমে মহিলাদের স্বনির্ভর করার প্রচেষ্টা রাজ্যের

পশ্চিমবঙ্গের প্রত্যন্ত অঞ্চলে বসবাসরত মহিলাদের স্বনির্ভর করার জন্য রাজ্য মৎস্য দপ্তর একটি উদ্ভাবনী পদক্ষেপ নিয়েছে তা হল রঙ্গিন মাছ প্রতিপালন। মহিলারা একটি স্বনির্ভর গ্রুপ গঠন করে এই ধরনের মাছ চাষ করবে। মৎস্য মন্ত্রীর মতে, জাতীয় ও আন্তর্জাতিক বাজারে অ্যাকোরিয়ামের রঙিন মাছের ব্যাপক চাহিদা রয়েছে।

রঙিন মাছ বিক্রির জন্য হাওড়া জেলার দাসনগর ও দক্ষিণ ২৪ পরগনা জেলার আমতলায় দুটি সুসজ্জিত বিপণন কেন্দ্র গঠন করা হবে যেখানে মহিলারা এই সব মাছ বিক্রি করতে পারবেন। ন্যাশনাল ফিশারিজ ডেভেলপমেন্ট বোর্ড (NFDB) এবং ন্যাশনাল কো-অপারেটিভ ডেভেলপমেন্ট কর্পোরেশন (NCDC) এদের আর্থিক সহায়তা প্রদান করবে।

এটা আশা করা যায় যে রাজ্য সরকারের এই প্রকল্প নিঃসন্দেহে রাজ্যের নারীর ক্ষমতায়নে এক গুরুত্বপূর্ণ পদক্ষেপ।

The West Bengal Government has reached a milestone by taking the state’s flood management system to a new high. Now, flood updates will be a mouse click away from the minister, officials and district administrations – with more accurate data on a real time basis.

The state Irrigation and Waterways department has developed a system – Software Requirement Specification (SRS) – which enables the administration to instantly take stock of flood situations in various districts.

At least 500 executive engineers, who are presently in charge of River Gauge Station and Rain Gauge Station, will update the data immediately from the spot of flood occurrence.

“This system software is a pioneering effort, done by our department. The Chief Minister will name this project soon” said state Irrigation and Waterways Minister Rajib Banerjee.

“The earlier system of flood data collection was a bit lengthy and took almost a day to update. The executive engineers used to collect data and send it to the headquarters to be updated on the website.

“This is an unparalleled project in the history of the irrigation and waterways department. The Chief Minister has guided us throughout to make it possible,” the Minister said.

Clicking the home page of the department’s website and choosing the option of Daily Flood Report will take web surfers to the page with the updated flood related data.

 

 

বন্যা সংক্রান্ত সব খবরাখবর এখন মাত্র একটি ক্লিকেই, নিশ্চিত করল রাজ্য সরকার

রাজ্যের মুকুটে এবার জুড়ল নতুন পালক। বন্যা প্রতিরোধের জন্য রাজ্যের উদ্যোগে চালু হচ্ছে বন্যা নিয়ন্ত্রণ ব্যবস্থা। এখন মাউসের একটা কিল্কেই জানা যাবে বন্যা সংক্রান্ত সব খবরাখবর।

রাজ্য সেচ ও জলপথ বিভাগের সিস্টেম উন্নত করা হয়েছে – Software Requirement Specification (SRS)- এর মাধ্যমে প্রশাসন বিভিন্ন জেলার বন্যা পরিস্থিতি নিয়ে অবিলম্বে পদক্ষেপ নিতে সক্ষম হবে।

৫০০ জন ইঞ্জিনিয়ার এখন River Gauge Station এবং Rain Gauge Station এর ইন চার্জ। তাঁরা সঙ্গে সঙ্গে বন্যায় ক্ষতিগ্রস্ত এলাকাগুলি থেকে আপডেট জানাবেন।

রাজ্য সেচ ও জলপথ মন্ত্রী রাজীব বন্দ্যোপাধ্যায় জানান, “মাননীয়া মুখ্যমন্ত্রী শীঘ্রই এই প্রকল্পের একটি নাম দেবেন”।

আগে এই বন্যা সংক্রান্ত সব খবর সংগ্রহ পদ্ধতিটি বেশ দীর্ঘ ছিল এবং এটি করতে প্রায় ১ দিন সময় লেগে যেত। এক্সিকিউটিভ ইঞ্জিনিয়ার সব খবর সংগ্রহ করতেন এবং তারপর তা হেড কোয়ার্টারে প[আথাতেন এবং তারপর তারপর সেই খবর ওয়েবসাইটে আপডেট করা হত।

মন্ত্রী জানান, “এই সেচ ও জলপথ বিভাগের ইতিহাসে এটি একটি অদ্বিতীয় প্রকল্প। মুখ্যমন্ত্রী এই প্রকল্পের পথ প্রদর্শক তার সবসরকম সহায়তায় এটা করা সম্ভব হয়েছে”।

West Bengal Chief Mamata Banerjee wants to make use of traditional handicrafts to conserve the forests of Jangalmahal. In an effort towards that, the West Bengal Khadi and Village Industries Board (WBKVIB), under the Department of Micro, Small and Medium Enterprises (MSME), is setting up a centre of excellence for manufacturing, providing training for making, and researching on, products from sal leaves, including cups and plates.
 The Jangalmahal region has huge forests of sal trees, and this centre would help in the protecting of these forests by making the earning of a sustainable livelihood from them a viable option. The centre is to be located in Jhargram. The decision was taken by the Chief Minister at the first administrative review meeting, held in Jhargram, post her massive victory in the Assembly election.
 A lot of individuals and self-help groups in Jhargram, Nayagram, Gopiballavpur, Sankrail, Binpur, Lalgarh and other places are already engaged in making things out of sal leaves for a living. Just in Jhargram, 8,000 self-help groups (SHG) and 39 units under WBKVIB, all manned by Adivasi and other disadvantaged groups, produce sal produts.
 The idea behind this centre is to encourage more people to engage in this eco-friendly activity, through training and through finding out more innovative uses through research for the leaves. The products being made from sal leaves now include plates, cups and bowls, and a type of raincoat, called ‘pekho’ locally. Earlier such products were made by attaching the leaves with small sticks. Now the leaves are stitched (in the case of plates) and moulded (in the cases of bowls and glasses) in machines.

জঙ্গলমহলে শালপাতার উ९কর্ষ কেন্দ্র তৈরি করতে উদ্যোগী রাজ্য

জঙ্গলমহলে বনানী রক্ষায় ঐতিহ্যপূর্ণ কারুশিল্পকে হাতিয়ার করতে চান মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। সেই লক্ষ্যে ঝাড়গ্রামে শালপাতার উ९কর্ষ কেন্দ্র গড়ে তোলার অভিনব উদ্যোগ নিয়েছে রাজ্য সরকার।

পশ্চিমবঙ্গ গ্রামীণ খাদি উন্নয়ন পর্ষদ এই উ९কর্ষ কেন্দ্রটি গড়ে তুলবে।  থালা-বাটি তৈরি ছাড়াও শালের বহুমুখী ব্যবহার সংক্রান্ত প্রশিক্ষণ ও গবেষণার কাজ হবে এই উ९কর্ষ কেন্দ্রে।

জঙ্গলমহলে নিত্যদিনই শাল গাছের সংখ্যা কমছে। শাল গাছ নিধন থামাতে ঝাড়গ্রাম শহরে প্রথম প্রশাসনিক বৈঠকেই এই উৎকর্ষ কেন্দ্র গড়ে তোলার সিদ্ধান্ত জানান মুখ্যমন্ত্রী।

ঝাড়গ্রাম, নয়াগ্রাম, গোপীবল্লভপুর, সাঁকরাইল, বিনপুর, লালগড়ের বহু মানুষ এবং স্বনির্ভর গোষ্ঠীর লোকেরা জীবনধারণের জন্য শালপাতা নিয়ে কাজ করছে।এই মুহূর্তে ঝাড়গ্রাম জুড়ে ৮০০০ স্বনির্ভর গোষ্ঠী শাল্পাতা নিয়ে কাজ করছে। খাদি গ্রামোদ্যোগের সাহাজ্যেও আদিবাসী পরিচালিত ৩৯টি গোষ্ঠী এখানে শালপাতা নিয়ে কাজ করছে।

আধুনিক প্রযুক্তি ব্যবহার করে পরিবেশবান্ধব এই শিল্পকে এক নতুন মাত্রা দেওয়া এবং এই ব্যাপারে মানুষকে আরও উ९সাহ দেওয়া এই কেন্দ্রের লক্ষ্য। থালাবাটি তৈরি ছাড়াও শালের বহুমুখী ব্যবহার সংক্রান্ত প্রশিক্ষণ, গবেষণার কাজ হবে এই উ९কর্ষ কেন্দ্রে। বাটি-গ্লাস তৈরির জন্য মোল্ডিং মেশিন ব্যবহার করা হচ্ছে। বর্ষায় পরিবেশ বান্ধব রেইনকোট, গ্রাম্য ভাষায় ‘পেখো’-ও তৈরি হচ্ছে।  আগে কাঠি দিয়ে পাতা জুড়ে থালা তৈরি হত। এখন পাতা সেলাই করে ও মেশিনে মোল্ড করে তৈরি হয়।

West Bengal Chief Minister Mamata Banerjee received a rousing welcome in the Hills during her first visit to Darjeeling as Chief Minister for the second term.

The Chief Minister reached Darjeeling on Monday afternoon. Thousands of people gathered outside Bagdogra Airport to receive her. Representatives of the development boards in the hills felicitated her with khadi and bouquet of flowers at the airport.

There was not enough space for the Chief Minister’s car to move out of the airport as the area was crowded with people waiting to get a glimpse of the Chief Minister.

They even formed a human chain from Simulbari in Siliguri. People were seen standing on both sides of the road when the Chief Minister’s car was heading towards Darjeeling. Hundreds of people were shouting slogans to congratulate Didi as she waved at them.

On her way to Darjeeling, she had to take several stoppages as people felicitated her with khadi uttarios.

দ্বিতীয়বার ক্ষমতায় আসার পর প্রথমবার দার্জিলিং সফরে গিয়ে অভ্যর্থনায় ভাসলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

মমতা বন্দ্যোপাধ্যায়কে বরণ করে নিল পাহাড়৷ পাহাড়জুড়ে রীতিমতো উৎসবের মেজাজ৷ পাহাড়ি পথের বাঁকে তোরণ, মুখ্যমন্ত্রীকে পাহাড়ে স্বাগত জানাতে ৬০ কিলোমিটার রাস্তাজুড়ে ছিল মানব-বন্ধন৷ রোহিণী বাজার থেকে দার্জিলিং পর্যন্ত পাহাড়ি রাস্তায় দিদিকে ঘিরে মানুষের উন্মাদনা ছিল দেখার মত৷

তৃণমূলের তরফেও দার্জিলিংয়ের পথে মুখ্যমন্ত্রীকে বিপুল অভ্যর্থনা জানানোর প্রস্তুতি নেওয়া হয়েছিল৷ মমতা বন্দ্যোপাধ্যায়কে স্বাগত জানাতে হাজির ছিলেন  পাহাড়ের বিভিন্ন উন্নয়ন বোর্ডের সদস্যরাও৷

আজ, ১২ জুলাই, দার্জিলিং-এর চৌরাস্তায় রাষ্ট্রপতি শ্রী প্রণব মুখার্জিকে সংবর্ধনা দেবে পশ্চিমবঙ্গ সরকার।
