Healthcare is one of the major factors that determine the progress of a State and its people. From the time Trinamool Congress came to power, the state of healthcare in Bengal has progressed by leaps and bounds. The best matrix to judge this would be to look at some of the targets set by the National Health Policy 2017 for the country and comparing it to West Bengal.

The Central Government target for Life Expectancy at Birth is to achieve 70 by the year 2025. The Life Expectancy at Birth in Bengal in 2014 was 70.2.

The total Fertility Rate the Central Government hopes to attain by 2025 is 2.1, whereas in Bengal it was 1.6 as early as 2013. The lower the Total Fertility Rate, the better it is.

It is the same if we look at Infant Mortality Rate, where the Centre hopes to reduce the rate to 28 by 2019. In Bengal we had already lowered it to 26 in 2016.

In the last six years, Institutional Delivery in health centres and hospitals has increased from 65% to 90%.

The State Government has also taken the path-breaking decision of withdrawing all user charges from all Government hospitals, including medical college hospitals. These user charges include those of drugs, surgical implants and usage of costly devices.

Under Mamata Banerjee, the Health Department has been one of the best-performing departments over the last five years in West Bengal. People all over the State are very happy with the overall developments in Healthcare.

 

স্বাস্থ্যে মমতার ছোঁয়া মা-মাটি-মানুষ সরকারের

মমতা বন্দোপাধ্যায়-এর নেতৃত্বে পশ্চিমবঙ্গ স্বাস্থ্য দপ্তর বিগত পাঁচ বছরে ব্যাপক সাফল্য অর্জন করেছে। নায্যমূল্যের ওষুধের দোকান, নায্যমূল্যের ডায়াগনস্টিক কেন্দ্র এবং মাল্টি -সুপার স্পেশালিটি হাসপাতাল স্বাস্থ্য ক্ষেত্রে অসাধারণ পরিবর্তন এনেছে। আর তার সবচেয়ে বড় উদাহরণ হল জাতীয় স্বাস্থ্য নীতি, ২০১৭-র রিপোর্ট।

শিশু মৃত্যুর হারঃ

২০২৫ সালের মধ্যে ভারতবর্ষের টার্গেট ২৮। ২০১৬ সালে রিপোর্ট অনুযায়ী পশ্চিমবঙ্গে শিশু মৃত্যুর সংখ্যা কমে হয়েছে ২৬।

ইন্সটিটিউশন ডেলিভারিঃ

বিভিন্ন স্বাস্থ্য কেন্দ্র ও হাসপাতালে ইন্সটিটিউশন ডেলিভারির হার ৬৫ শতাংশ(২০১১) থেকে বৃদ্ধি পেয়ে ৯০ হয়েছে।

 

বর্তমানে রাজ্যের সব সরকারী হাসপাতালে বিনামূল্যে চিকিৎসা পাওয়া যায়। এর পাশাপাশি, রাজ্যে সরকারী হাসপাতালগুলিতে ভর্তি সকল রোগীদের বিনমূল্যে ওষুধপত্র ও অনান্য সুযোগ সুবিধেও দেওয়া হচ্ছে। সরকারী হাসপাতালের শয্যা সংখ্যা বেড়ে হয়েছে ২৭,০০০। সব মিলিয়ে সার্বিক উন্নয়নে রাজ্যের সমস্ত মানুষ খুব খুশি।

Bengal Chief Minister Mamata Banerjee chaired an administrative review meeting in Howrah today. She reveiewed the work done by the district administration so far and inaugurated several projects including Uluberia Stadium and two Krishak Bazars.

For the first time, a delegation of students from Rabindra Bharati University attended this meeting. At the end of the meeting, the CM interacted with the students. They were elated to have been made a part of such a historic meeting and thanked the CM for inviting them.

During the meeting the CM reiterated that healthcare is not a commercial service. She urged upon private hospitals to serve people with humane touch. “Service cannot be sold. There is no alternative to service,” she said.

She also asked the police to be alert. “Few goondas from outside are trying to spread communal discord. The police must maintain law and order.”

Regarding the Dhulagarh incident, she said: “State Government is reconstructing the houses/shops affected in Dhulagarh. Compensation of Rs 2.5 crore has been paid. Few channels from Delhi showed one-sided report about Dhulagarh. They did not say any word on action taken by the Government.”

The Mamata Banerjee-led State Government was the first one to start district-wise administrative review meetings, in order to get a first-hand account of the latest developmental work.

 

 

হাওড়ায় প্রশাসনিক বৈঠকে আমন্ত্রিত হয়ে উৎফুল্ল রবীন্দ্রভারতী বিশ্ববিদ্যালয়ের ছাত্রছাত্রীরা

 

আজ হাওড়ার শরৎ সদনে প্রশাসনিক বৈঠক করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।মুখ্যসচিব, স্বরাষ্ট্র সচিব, রাজ্য পুলিশের ডিজি সহ জেলা প্রশাশনের অধিকর্তারা উপস্থিত ছিলেন এই বৈঠকে। প্রশাসনিক কাজকর্ম নিয়ে পর্যালোচনা করেন মুখ্যমন্ত্রী।

বৈঠক চলাকালীন মুখ্যমন্ত্রী স্বাস্থ্য নিয়ে আলোচনার সময় বলেন, “সেবা কখনো বিক্রি হয় না। সেবার কোন বিকল্প হয় না”।

তিনি আরও বলেন, “বাইরে থেকে কিছু গুন্ডা এসে সাম্প্রদায়িকতার নামে গণ্ডগোল করছে”। তাই এই বিষয়ে পুলিশকে নজর রাখতে নির্দেশ দেন মুখ্যমন্ত্রী।

ধুলাগড় প্রসঙ্গে মুখ্যমন্ত্রী বলেন, “ধুলাগড়ে ক্ষতিগ্রস্ত বাড়ি/দোকান-গুলি পুনর্নির্মাণ করে দিচ্ছে রাজ্য সরকার। ২.৫ কোটি টাকা ক্ষতিপূরণ দেওয়া হয়েছে। দিল্লির একটা চ্যানেল ধুলাগড়ের ঘটনা নিয়ে যা ইচ্ছে তাই করে গেছে। সরকারের এই কাজগুলোর কথা তো তারা লেখেনি”।

ক্ষমতায় আসার পর মমতা বন্দ্যোপাধ্যায় পরিচালিত সরকারই প্রথম জেলায় জেলায় ব্লক স্তরে এই প্রশাসনিক বৈঠক চালু করেন। হাওড়ায় প্রশাসনিক বৈঠকে আমন্ত্রিত হয়ে উৎফুল্ল রবীন্দ্রভারতী বিশ্ববিদ্যালয়ের ছাত্রছাত্রীরা।

West Bengal Industrial Development Corporation (WBIDC) is now going to visit other countries to meet potential investors. The schedule till next November has already been decided.

In this endeavour, industry associations like Federation of Indian Chambers of Commerce and Industry (FICCI) and Associated Chambers of Commerce of India (ASSOCHAM) are lending their expertise to WBIDS too.

The WBIDC is going to write monthly reports on the progress made and present it to Chief Minister Mamata Banerjee. The reports would contain the progress made in drawing in investments to Bengal, including the amount of investments made.

Every month, State Government representatives would hold meetings with industry bodies and potential investors of three countries to impress on them the industry-friendly climate of Bengal and the presence of all manner of infrastructural facilities.

The schedule from May to November is as follows:

MAY: Australia (Melbourne), Portugal (Lisbon), Germany (Munich)
JUNE: Japan, Switzerland, South Africa
JULY: Bangladesh, Italy
AUGUST: Russia (Moscow), USA (Florida)
SEPTEMBER: Singapore, the Philippines, Thailand
OCTOBER: Taiwan, Ethiopia, Dubai
NOVEMBER: China (Hong Kong), Mozambique, Indonesia

It must be mentioned in this regard that trade representatives from 29 countries participated at the 2017 Bengal Global Business Summit (BGBS). They have promised investments in transnational waterways, coastal zonal infrastructure, civil defence, transport, sports, heavy industry, electricity generation, non-renewable energy, food processing, health, education, information technology, urban infrastructure, hospitality, tourism and some other sectors. A total investment of Rs 2.35 lakh crore was committed.

At BGBS 2017, Chief Minister Mamata Banerjee, whose brainchild the annual trade summit is, told business representatives from around the world, “If you invest in Bengal, you would get access to north-eastern India too. Not just that, you would be able to link up to markets in neighbouring countries like Bangladesh, Nepal, Bhutan, China, Thailand, Singapore, Malaysia, and other Asian countries. We have 6 lakh acres of land in industrial parks. You would also be able to tap a skilled and trained labour force; you would be able to access the best brains of Bengal”.

The industrial development that the State is seeing in recent times is the result of untiring efforts led by Mamata Banerjee over the last six years. Last year, she and her team visited Germany and met leading industrialists. Prior to that, she had visited London and Singapore. More such business visits are being lined up. Bengal is on its way to becoming one of the leading industrial states of the country.

বিনিয়োগ আনতে এবার বিদেশে প্রচার করবে বাংলা

পশ্চিমবঙ্গ শিল্প উন্নয়ন নিগম এবার বিদেশি বিনিয়োগ আনতে দেশের বাইরে প্রচারে নামতে চলেছে। বিশ্বের বাজার থেকে লগ্নি টানতে চলতি মাস থেকেই প্রচার কর্মসূচিতে নামছে। আপাতত আগামী নভেম্বর মাস পর্যন্ত কর্মসূচি ঠিক করা হয়ে গেছে শিল্পোন্নয়ন নিগমের। তবে এই কাজে শিল্পোন্নয়ন নিগম পাশে পেয়েছে একাধিক বণিক সংগঠনগুলোকে। বিদেশি লগ্নি আনতে যৌথভাবেই তারা বিশ্বের বাজারে দরবার করবে বলে দপ্তর সূত্রে খবর। এই প্রচারে ফিকি ও অ্যাসোচেমের মতো বণিক সংগঠনগুলোও রাজ্য সরকারের সঙ্গে হাত মিলিয়েছে। এই মর্মে শিল্পোন্নয়ন নিগম প্রতি মাসেই একটি রিপোর্ট তৈরি করবে। সেই রিপোর্ট জমা করবে মুখ্যমন্ত্রীর কাছে। প্রত্যেক মাসের সাফল্য ও প্রস্তাবিত বিনিয়োগের পরিমাণ মূল্যায়ন করা হবে এই রিপোর্ট থেকে। এ প্রসঙ্গে ক্ষুদ্র ও মাঝারি শিল্প, টেক্সটাইল ও বৃহৎ শিল্প দপ্তরের অতিরিক্ত প্রধান সচিব রাজীভা সিনহা বলেন, ‘প্রত্যেক মাসে আমরা অন্তত তিনটি করে দেশের বণিক সংগঠন ও শিল্প উদ্যোগীদের সঙ্গে বৈঠক করব। সেই দেশের শিল্পপতিদের বোঝানোর চেষ্টা করব, বাংলার শিল্পবান্ধব পরিবেশ ও বিনিয়োগের সবধরনের পরিকাঠামোর বিষয়গুলো।’ শিল্পোন্নয়ন দপ্তর সূত্রে খবর, চলতি মাসেই তিনটি দেশে বিনিয়োগের বার্তা নিয়ে যাওয়া হচ্ছে।

প্রসঙ্গত, ২০১৭ বিশ্ববঙ্গ শিল্প সম্মেলনে যোগ দিয়েছিল বিশ্বের ২৯টি দেশের প্রতিনিধি ও শিল্পপতিরা। অন্তর্দেশীয় জলপথ, উপকূলবর্তী এলাকায় বিনিয়োগ, অসামরিক প্রতিরক্ষা, পরিবহণ পরিকাঠামো, ক্রীড়া, ভারী শিল্প, বিদ্যুৎ শক্তি উৎপাদন, অপ্রচলিত শক্তি, খাদ্য প্রক্রিয়াকরণ, স্বাস্থ্য, শিক্ষা, তথ্যপ্রযুক্তি, নগরোন্নয়ন পরিকাঠামো, আতিথেয়তা পরিকাঠামো, পর্যটন সহ একাধিক ক্ষেত্রে বিনিয়োগ নিয়ে আলোচনা হয় বাংলার শিল্প সম্মেলনে। ভারী শিল্প থেকে ক্ষুদ্র, ছোট ও মাঝারি শিল্পে বাংলার নতুন শিল্পবান্ধব পরিবেশে ইতিমধ্যে আগ্রহ প্রকাশ করে বিনিয়োগে এগিয়ে এসেছে দেশ-বিদেশের বিভিন্ন সংস্থা। সম্প্রতি মার্কিন রাষ্ট্রদূত রিচার্ড ভার্মা নবান্নে এসে মুখ্যমন্ত্রীর সঙ্গে বৈঠক করেন। শিক্ষা, স্কিল ডেভেলপমেন্ট, অচিরাচরিত শক্তি সহ একাধিক ক্ষেত্রে বিনিয়োগে আগ্রহ প্রকাশ করেছে আমেরিকা।

সর্বোপরি গত বছর মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের জার্মানি সফরের ফলে বাংলায় বিনিয়োগের পথ আরও প্রশস্ত হয়েছে। বিশ্ববঙ্গ বাণিজ্য সম্মেলন থেকে মুখ্যমন্ত্রী বিদেশি বিনিয়োগকারীদের উদ্দেশ্যে বলেছিলেন, ‘যদি আপনারা বাংলায় বিনিয়োগ করেন তা হলে উত্তর-পূর্ব রাজ্যগুলির সঙ্গে আপনাদের যোগাযোগ আরও বেড়ে যাবে। বাংলাদেশ, নেপাল, ভুটান, চিন, থাইল্যান্ড, সিঙ্গাপুর, কুয়ালালামপুর সহ এশিয়ার একাধিক দেশের সঙ্গে আপনাদের যোগাযোগ আরও সুদৃঢ় হবে। ইন্ডাস্ট্রিয়াল পার্কে আমাদের ৬ হাজার একর জমি আছে। অল্প খরচে ভালো প্রশিক্ষিত শ্রমিক পাবেন। বাংলার শিক্ষিত মস্তিষ্ক পাবেন।’ মুখ্যমন্ত্রীর আবেদনে সাড়া দিয়ে চলতি বছরের বাণিজ্য সম্মেলনেই প্রস্তাবিত বিনিয়োগ এসেছে ২ লক্ষ ৩৫ হাজার কোটি টাকা। এবার আরও বেশি বিনিয়োগ আনতে বিশ্ব বাজারে লগ্নি প্রচারে নামছে পশ্চিমবঙ্গ শিল্পোন্নয়ন নিগম।

Bengal Chief Minister Mamata Banerjee graced the Buddha Jayanti celebration on Rani Rashmani Avenue, Kolkata as chief guest today.

A good news for all State Government employees is that this year onwards, the occasion has become a gazetted holiday.

Bengal is known for its secular society, where people of every religion celebrate their festivals with equal fervour. The Chief Minister expressed as much through her speech at the function.

 

Salient points of the Chief Minister’s speech:

  • The Buddha had spoken of right vision, right work, right memory and the right way to die
  • It is evident from the Eight-fold Path of the Buddha that he is not only a religious preacher but a philosopher as well
  • Everyone has to be involved for establishing peace
  • Today, it is crucial that we understand the essence behind the path of the Buddha
  • Following a religion does not confer the right to do bad deeds through politics or to butcher people
  • Religion implies love, belief, humanity and keeping away from jealousy and violence
  • What is important is what the people want
  • Religion is not determined by who eats what, wears what, sees what or participates in what events, or by skin colour
  • Those who follow these rules follow fake religion
  • Those who disrespect religion by preaching in the name of fake religions are the fake faces of religion
  • The basic tenets of every religion are the same
  • Like I worship Durga, I participate in Ramzan and Eid
  • Who better than me to maintain religious unity? I have been taught to do that from my childhood

  • Religion implies keeping God in one’s heart and not throwing him to the ground
  • Following one’s religion does not imply carrying swords to scare people
  • Following a religion does not imply disrespecting another religion
  • People are questioning my personal details, my gender, my religion from the anonymity of fake accounts
  • I want justice from the people
  • I may be a very bad person, but I still have the right to lead a respectable life
    Who has given them the right to be so arrogant?
  • Those who are indulging in politics of intolerance and of violence, are not of our religion
  • God resides within every one of us, so there is no better philosopher than human beings
  • The essence of India is of tolerance and rebirth
  • In the future, it is Bengal which will show the way
  • The other States may keep quiet, but Bengal simply cannot
  • We only care for Maa-Mati-Manush

সারা দেশে যে ধর্মের নামে যে অসহিষ্ণুতা চলছে তা একমাত্র নিয়ন্ত্রণ করতে পারে বাংলা: মমতা বন্দ্যোপাধ্যায়

আজ কলকাতার রাসমণি রোডে বুদ্ধ পূর্ণিমার অনুষ্ঠানে উপস্থিত ছিলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

এবছর থেকে রাজ্য সরকারের কর্মচারীদের বুদ্ধ পূর্ণিমায় ছুটি থাকবে।

বাংলা সব ধর্মের সমন্বয়ের স্থান। এখানে সব ধর্মের উৎসব সমান সমারোহে পালন করা হয়। এদিনও এই বার্তাই দিলেন মুখ্যমন্ত্রী।
তাঁর বক্তব্যের কিছু বিষয়ঃ

  • সম্যক দৃষ্টি, সঠিক কর্ম, সঠিক স্মৃতি ও সঠিক সমাধির কথা বলেছিলেন বুদ্ধদেব
  • বুদ্ধদেবের অষ্টাঙ্গিক মার্গ থেকে বোঝা যায় তিনি শুধু ধর্ম প্রচারক নয় তিনি ছিলেন দার্শনিক
  • সব মানুষকে নিয়ে একত্রে শান্তি প্রতিষ্ঠা করতে হবে
  • বৌদ্ধ সত্ত্বার যে পরম জ্ঞান তা আজকের দিনে খুব প্রয়োজন
  • ধর্ম মানে রাজনীতির নামে কুকর্ম করা নয়, মানুষ মারার কসাইখানা নয়
  • ধর্ম মানে ভালবাসা, বিশ্বাস, মানবতা, ধর্ম মানে হিংসা-দ্বেষ দূর করা
  • মানুষ যেটা গ্রহণ করবে সেটাই বড় কথা
  • কোন মানুষ কি খাবে, কি পরবে, কি দেখবে, কে কোথায় জন্মগ্রহণ করবে, কার কি গায়ের রঙ এটা দেখে ধর্ম দেখে হয় না
  • ওগুলো নকল ধর্ম
  • ছদ্মবেশী ধর্মের নামে যারা ধর্মকে অশ্রদ্ধা করেন তারা ধর্মের কলঙ্কিত রূপ
  • আমার ধর্মের সাথে অন্য ধর্মের কোন পার্থক্য নেই
  • আমি যেমন দুর্গা পুজোয় যাই, রমজানেও যাই, ঈদেও যাই
  • সবার সাথে সমন্বয় রক্ষা করা আমার থেকে বেশি আর কে করে?ছোটবেলা থেকে এই শিক্ষাই পেয়েছি
  • সারা দেশে যে ধর্মের নামে যে অসহিষ্ণুতা চলছে তা একমাত্র নিয়ন্ত্রণ করতে পারে বাংলা
  • ধর্ম মানে হৃদয়ের উপলব্ধি, দেবতাকে হৃদয়ের রাখা, তাঁকে মাটিতে ফেলে দেওয়া নয়
  • ধর্ম মানে রাস্তায় তরোয়াল নাচিয়ে লোককে ভয় দেখানো নয়
  • ধর্ম মানে অন্য ধর্মকে অশ্রদ্ধা করা নয়
  • Fake account এর নাম কতগুলো গ্রুপ তৈরী করে বলা হচ্ছে জন্ম বৃত্তান্ত কি, বাবা-মা কে, আমি হিন্দু না মহিলা না পুরুষ
  • এমনকি আমাকে হিজরা পর্যন্ত বলেছে। আমি মানুষের কাছে বিচার চাই
  • হয়তো আমি সবচেয়ে খারাপ মানুষ কিন্তু একজন সাধারণ মানুষ হয়ে বাঁচার জন্য প্রয়োজনীয় সম্মান আমি নিশ্চয়ই পেতে পারি

Besides setting up more stalls of Sufal Bangla in the districts, the state agriculture marketing department has taken measures to let more people in the city avail the facility with six more stalls coming up at Tollygunj, Shyambazar and Ultadanga respectively.

Tapan Dasgupta, the state Agriculture Marketing minister, said: “More Sufal Bangla stalls are coming up in the city. Some including the one in Alipore and Tollygunge has already started operations. Two more in Bankura and Bishnupur are ready to let the people in the area avail the facility.” In Kolkata, total four Sufal Bangla stalls will come up at Tollygunge and its adjoining areas. One each will be set up at Shyambazar and Ultadanga. It may be mentioned that already there is one stall at Salt Lake and another one at Alipore. The Alipore stall is the first one where the facility of home delivery has been initiated.

The state Agriculture Marketing department has also introduced the service in Sufal Bangla stall at Santiniketan. The work to make the facility available in other places soon has also started. At present, one needs to call at a phone number to place the order after going through rates of different vegetables provided in the website of Sufal Bangla. In a bid to make the process easier, the state Agriculture Marketing department has taken an initiative to launch a cell phone app using the one that can easily locate a Sufal Bangla shop and place orders for home delivery. The department is having plans to set up Sufal Bangla stalls in all districts and letters were also being written to District Magistrates seeking assistance to identify lands where such stalls can be set up.

At present there are total 33 Sufal Bangla stalls including 14 mobile ones which move around in different places to let people buy fresh vegetables at the right price. With setting up of more stalls in Kolkata, the urban populace can easily buy fresh vegetables at the right price. Moreover, the home delivery system would be immensely beneficial for the urban populace as they do not have to go to market places to buy the vegetables and at present fish, eggs and different varieties of rice are also made available in Sufal Bangla stalls.

 

আরও ৬ টি সুফল বাংলা স্টল চালু করছে রাজ্য কৃষি দপ্তর

জেলায় জেলায় সুফল বাংলা স্টল তৈরীর পাশাপাশি শহরেও আরও সুফল বাংলা স্টল চালু করবে রাজ্য কৃষি দপ্তর। এই জায়গাগুলি হল কলকাতার টালিগঞ্জ, শ্যামবাজার, উল্টোডাঙ্গা। বাঁকুড়া ও বিষ্ণুপুর জেলায় ২ টি স্টল তৈরী হয়ে গেছে, সেগুলিও শীঘ্রই চালু হবে।

এর আগে আলিপুর ও সল্টলেকে সুফল বাংলা স্টল চালু হয়ে গেছে। আলিপুর স্টলটিতে প্রথম হোম ডেলিভারির সুবিধা চালু করা হয়েছে।রাজ্য কৃষি বিপণন দপ্তর শান্তিনিকেতনেও সুফল বাংলা স্টল চালু করেছে।

সুফল বাংলার ওয়েবসাইটে দেওয়া বিভিন্ন শাক সবজির মুল্য দেখে মানুষ একটি নির্দিষ্ট ফোন নম্বরের মাধ্যমে তাদের প্রয়োজনীয় জিনিস অর্ডার করতে পারবেন। প্রক্রিয়াটি সহজ করার জন্য রাজ্য কৃষি বিপণন বিভাগ একটি মোবাইল অ্যাপ চালু করেছে। এর মাধ্যমে কোথায় কোথায় স্টল আছে এবং সেখান থেকে কততা দুরত্ব পর্যন্ত হোম ডেলিভারি পাওয়া যাবে সেই সংক্রান্ত সব তথ্য পাওয়া যাবে। বর্তমানে রাজ্যের প্রায় ৩৩ টি সুফল বাংলা স্টল রয়েছে।

এই স্টল গুলিতে শাক সবজি ছাড়াও মাছ, ডিম ও বিভিন্ন রকমের চাল পাওয়া যায়। বাজারে না গিয়ে বাড়িতে বসে মানুষ যাতে সহজেই টাটকা মাছ, ডিম শাকসবজি কিনতে পারে সেইজন্যই এই উদ্যোগ।

As a part of its modernisation process, the state Fire and Emergency department is planning to use drones to detect the sources of fire. Apart from identifying the source of a fire, the drones will also be used to determine if humans are stranded in a building that has caught fire.

Firefighters can expand their ability to assess a fire or rescue operations with the help of drones which will be able to provide a clearer picture of what is happening inside the building. Equipped with cameras, the unmanned devices would not be restricted by the city traffic and will also be able to fly over high rise buildings. Fire fighters often fail to determine the source of a fire in buildings situated in congested areas.

In cases of major fires, drones will help officials to get a glimpse of the scene inside the affected buildings, which will enable them to determine the number of fire tenders needed to douse the flames. In case of a fire in a high-rise building, a drone can easily be used to determine the origin of the flames.

Senior officials of the state Fire and Emergency department will decide what types of drones and camera technology can be used for this purpose. The department is planning to take the help of drones as the process of identifying and extinguishing a fire often gets delayed due to the inability of firefighters to properly assess the situation without the required technology. The fire engines also face difficulties in reaching some spots situated in congested areas. It was learnt that senior officials of the department will soon hold a meeting for the implementation of the new scheme.

আধুনিক প্রযুক্তি ব্যবহারে বাংলা পথ দেখাবে সারা দেশ কে। রাজ্য দমকল দপ্তর পরিকল্পনা করছে আগুনের উৎস খোঁজার জন্য ড্রোন ব্যাবহার করবে। কোথাও আগুন লাগলে সেখানে কেউ আটকে পড়লে তাদের হদিসও দেবে এই ড্রোন।

ড্রোনের সাহায্যে অগ্নিনির্বাপনের কাজ অনেক সহজ হবে দমকল বাহিনীর। ক্যামেরা যুক্ত স্বয়ংক্রিয় এই যন্ত্র ট্র্যাফিক জ্যামে আটকাবে না, বহুতল বাড়ির ওপর সহজেই পৌঁছে যাবে। খুব ঘিঞ্জি অঞ্চলে অনেক সময় আগুন লাগলে আগুনের উৎস খুঁজতে সাধারণত খুব সমস্যা হয়। এর ফলে তাঁরা বুঝতে পারবেন কটি দমকলের প্রয়োজন। বহুতল বাড়ির ক্ষেত্রেও সুবিধে হবে।

দমকল বিভাগের উচ্চপদস্থ আধিকারিকরা বিচার করবেন কোন ধরনের ড্রোন ও ক্যামেরা প্রযুক্তি ব্যাবহার করলে তাদের কাজে সুবিধা হবে। খুব শীঘ্রই এই নতুন প্রকল্প প্রনয়নের জন্য একটি বৈঠক করা হবে।

The Bengal Government’s landmark Kanyashree Scheme is soon going to achieve the ‘elite target’ of 40 lakh enrollments. According to the State Government, there are currently 39,22,655 girls enrolled in the scheme.

In concurrence with the ‘elite target’ of 40 lakh, the number of applicants to the scheme would also reach 90 lakh.

The Kanyashree Scheme is the brainchild of Chief Minister Mamata Banerjee. She inaugurated it on October 1, 2013. From 2014 onwards, August 14 has been celebrated as Kanyashree Dibas.

This year, though, it’s going to be celebrated on August 11. On that day, beneficiaries of the scheme are going to be felicitated.

Kanyashree Scheme is a novel idea from Mamata Banerjee to encourage girls to go to school and also to stop them from marrying early. Girl children from the ages of 13 to 18 get Rs 750 per month to enable them to continue with their studies. Moreover, after crossing 18 and before reaching 19, Rs 25,000 is deposited into the accounts of girl children, to be used for further studies or as expenses towards their marriage.

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের স্বপ্নের প্রকল্প কন্যাশ্রী এখন চল্লিশ লক্ষের ঘরে –  স্বপ্নপূরণের পথে কন্যাশ্রী।

মে মাসের প্রথম সপ্তাহেই কন্যাশ্র্রী – তে উপকৃত কন্যাদের সংখ্যা ৩৯ লক্ষ ছাড়িয়েছে।আগামী কন্যাশ্রী দিবসের আগেই তা চল্লিশ লক্ষের ” এলিট টার্গেট ‘ – এর ঘরে পোঁছে যাবে।প্রকল্পের জন্য অবেদনকারীর সংখ্যা ও  রেকর্ড ৯০ লক্ষের ঘরে চলে আসবে।

যদিও প্রশাসন সূত্রে খবর ,এখন ও ৮০লক্ষ আবেদন অনুমোদিত হয়েছে।  ৫ মে পর্যন্ত এই সংখ্যা ৮০ লক্ষ ৮৮ হাজার ৮৭০। আবেদনকারী  প্রায় ৮৯ লক্ষ।২০১৩ সালের ১ অক্টোবর মুখ্যমন্ত্রী মমতা বন্দোপাধ্যায়কে প্রথম এই প্রকল্পের ও সংবর্ধণা জানানো হবে।   ব্লকে ব্লকে কন্যারত্নদের সন্মান ও পুরস্কৃত করা হবে। উৎসাহিত করা হবে।

১১ তারিখ অবশ্য মূল অনুষ্ঠানে উপস্থিত থাকবেন  মুখ্যমন্ত্রী। ২০১৫ সালের প্রথমদিকে মুখ্যমন্ত্রী ঘোষণা করেছিলেন ,আগামী দু বছরের মধ্যে ৩৯ লক্ষের বেশি কন্যা এই প্রকল্পের উপকৃত হয়েছেন।  বাল্যবিবাহ রোধে প্রকল্পের ভূমিকা ও গুরুত্বপূর্ণ। কন্যাশ্রীর মাধ্যমে বেড়েছে নারী শিক্ষা ও নারী ক্ষমতায়ন।

পরিসংখ্যান অনুযায়ী, এখন পর্যন্ত ৩৯ লক্ষ ২২ হাজার ৬৫৫ জন কে অর্থ দেওয়া হয়েছে।

দুটি ধাপে এই প্রলল্পের সুবিধা দেওয়া হয়। ১৩ থেকে ১৮ বছরের মেয়েরা পড়াশোনা চালিয়ে গেলে বার্ষিক ৭৫০ টাকা করে পায়। সেক্ষেত্রে অবশ্য বাবা -মায়ের বার্ষিক আয় এক লক্ষ ২০হাজার টাকার নিচে হতে হবে। প্রথমে বার্ষিক অনুদানের পরিমান ছিল ৫০০ টাকা। দ্বিতীয় ক্ষেত্রে আঠারো বছর পেরিয়ে গেলেও উনিশের কম বয়স হলে পড়াশোনা চালানোর জন্য বা বিবাহের খরচ বাবদ একসাথে ২৫ হাজার টাকা তার ব্যাঙ্ক অ্যাকাউন্টে জমা পড়ে।

The Birth Anniversary of Kobiguru Rabindranath Tagore was celebrated with due respect in every part of Bengal on the auspicious Pochishe Boisakh.

Like every year the State Information & Cultural Affairs department held a function at Cathedral Road to mark Kobiguru’s birth anniversary. The function was graced by the Chief Minister along with artistes, singers, intellectuals, dignitaries from various embassies.

The CM said: “People of Bengal consider Rabindra Jayanti as a special day in the year. Our life is incomplete without it. Tagore is evergreen, timeless. He is bishwa kobi. He is bishwa sera.”

The Chief Minister also said, “Our day starts with Rabindranath. His lines stay with us through our daily work. Our day ends with his words. As long as we exist, Rabindranath will continue to live in our hearts. This life is meaningless without him.”

The celebration of Rabindranath’s birth anniversary will continue for 15 days (Kobi Pokkho) from May 10-24, 2017. Cultural programmes will be held at Rabindra Sadan auditorium and complex, Sishir Mancha and Bangla Academy. An exhibition on ‘Tagore and his thoughts on nationalism’ will be held at Gaganendra Pradarshanshahla.

The Wildlife Division of the Forest Department has initiated ‘Forest Bathing’ on the occasion of Rabindra Jayanti. Forest bathing describes the practice of paying a short, leisurely visit to a forest for health benefits. Rabindra Sangeet will be played in the forest during the Forest Bathing programme.

আজ ২৫ শে বৈশাখ। কবিগুরু রবীন্দ্রনাথ ঠাকুরের জন্মদিন। এই উপলক্ষে সারা বাংলা জুড়ে আজ পালিত হচ্ছে রবীন্দ্রজয়ন্তী।

প্রতি বছরের মত এবছরও রবীন্দ্র সদন সংলগ্ন ক্যাথিড্রাল রোড মঞ্চে বিকেল ৫টায় একটি অনুষ্ঠানের আয়োজন করে পশ্চিমবঙ্গ সরকারের তথ্য ও সংস্কৃতি উৎসব। মুখ্যমন্ত্রী সহ বিভিন্ন শিল্পীরা, গায়ক-গায়িকা, বুদ্ধিজীবী সহ অনেকে উপস্থিত ছিলেন অনুষ্ঠানে।

মুখ্যমন্ত্রী বলেন, “সাধারণ নাগরিক রবীন্দ্র জয়ন্তী দিনটিকে একটি বিশেষ দিন হিসেবে চিহ্নিত করেন। এটা ছাড়া আমাদের জীবন পূর্ণ হয় না। রবীন্দ্রনাথ ঠাকুর চিরকালের, চিরদিনের। তিনি বিশ্ব কবি, তিনি বিশ্বসেরা”।

তিনি আরও বলেন, “রবীন্দ্রনাথ ঠাকুর বিশ্বকবি, আমাদের প্রাণের কবি, আমরা যতদিন বাঁচব এই নাম আমাদের হৃদয়ে লেখা থাকবে”।

আগামী ১০-২৪ মে ১৫ দিন ধরে কবিপক্ষের অনুষ্ঠান হবে রবীন্দ্রসদন প্রেক্ষাগৃহ, রবীন্দ্রসদন মুক্তমঞ্চ, শিশির মঞ্চ ও বাংলা অ্যাকাডেমির সভাঘরে।

রবীন্দ্রনাথের স্বদেশভাবনার ওপর একটি প্রদর্শনীও হবে। আগামী ৯-১৫ মে গগনেন্দ্র প্রদর্শশালায় হবে এই অনুষ্ঠান।

Today afternoon, Patha Chatterjee, the State Education Minister addressed a press conference at Nabanna.

In it, he criticised the Centre over the difference in the standard of questions set for Bengali-medium students, vis-à-vis the English questions.

“The manner in which the Centre is attacking Bengal and its talents, and acting against the interests of the students of the State, is condemnable”.

He said, “They (the Centre) said there will be one exam but the Bengali question paper is much more difficult than the English paper”.

So, “students of ICSE and CBSE boards are at a position of advantage over Bengali boards” since the “exam is conducted in English”.

He further said, “The Centre tried to do the same thing for the engineering entrance exam but we opposed the move. In the name of one exam, how could they have two different question papers for different languages?”

“This is the Centre’s tactic to deprive Bengal and neglect the talent of the State. Bengal cannot be deprived like this”.

He stated, “We will not bow down to this. We are writing to the CBSE on this issue. We will lodge a strong protest”.

NEET ইস্যুতে কেন্দ্রের কড়া সমালোচনা রাজ্য সরকারের। আজ দুপুরে রাজ্যের শিক্ষামন্ত্রী পার্থ চট্টোপাধ্যায় নবান্নে এক সাংবাদিক সম্মেলন করে বলেন বাংলার মেধাকে আটকে দিতেই কেন্দ্র এই কৌশল নিয়েছে।

তিনি বলেন, “কেন্দ্র যেভাবে বাংলার মেধা ও বাংলার ছাত্রছাত্রীদের ওপর আক্রমণ করছে এককথায় তা নিয়ে নিন্দার কোন ভাষা নেই। বলা হল অভিন্ন পরীক্ষা হবে কিন্তু দুরকম প্রশ্নপত্র হল” তিনি আরও বলেন, “ইংলিশের চেয়ে বাংলার প্রশ্নপত্র অনেক বেশি কঠিন”।

“ICSE/CBSE বোর্ডের ছাত্রছাত্রীরা অনেক বেশি সুবিধা পাবে বঞ্চিত হবে বাংলা বোর্ডের ছাত্রছাত্রীরা। একই কায়দায় ইঞ্জিনিয়ারিং করারও চেষ্টা করেছিল, আমরা চিঠি দিয়ে বলেছিলাম এই সিদ্ধান্ত ভুল, আমরা মানব না। অভিন্ন প্রশ্নপত্রের নামে দু ধরনের প্রশ্নপত্র করে তা যে কাজ করলেন তা নিঃসন্দেহে বাংলাকে বঞ্চিত করার কৌশল,” বলেন শিক্ষামন্ত্রী।

“বাংলাকে বঞ্চিত করার কৌশল ঠিক করেছে কেন্দ্রীয় সরকার। এভাবে বাংলার মেধাকে আটকে রাখা যাবে না। বাংলাকে বঞ্চিত করা যাবে না। আমরা এই কৌশলের কাছে মাথা নত করব না। আমরা CBSE বোর্ডকে চিঠি দেব। এর তীব্র প্রতিবাদ জানাচ্ছি।”

This is news to rejoice for food lovers: ‘Pochishe Boishakh’ (Baisakh 25, or May 9) onwards – which is Rabindranath Tagore’s birth anniversary – for three days, West Bengal Fisheries Development Corporation, under the State Fisheries Department, has laid out a veritable feast for all and sundry.

On these three days, Rabindranath Tagore’s favourite foods would be available for savouring at Nalban Food Park in Kolkata, and considering the food connoisseur that he was, it’s going to be something to remember.

The festival has been named ‘Janmadiner Khaowadawa’ (Birthday Feast). The price of each dish ranges from Rs 60 to Rs 100. The plates and bowls to be served in would also be similar to those used during Tagore’s time, but they would be of clay.

Most of the delicacies have been selected from the book, Amish O Niramish Randhan (Non-vegetarian and Vegetarian Food) by Prajnasundari Devi, a niece of Rabindranath Tagore, published in 1900. Other sources for the foods include old recipes from Thakurbari.

Tagore had a particular habit which has made Thakurbari cuisine what it is: wherever he went for a feast, he would carry back the menu with him; then he would instruct his home chefs to rustle up the same dishes, with additions of his own, thus creating new dishes.

Since fish was a particular favourite of Rabindranath Tagore, the cuisine at Thakurbari had a larger proportion of fish dishes, and hence, so would the feast at Nalban. Different types of kebabs were another of his favourites. The Nobel laureate was also fond of cuisines from Spain, England and Turkey.

Some of the food items are as follows: jackfruit fish (catla fish with jackfruit), spicy boal fish, pulao sprinkled with fish cubes, soured mourola fish and pnuti fish, shoal fish with unripe mango, potoler dolma (stuffed potol) with ardh or boal fish, fried chapila fish, prawns in poppy seed-and-onion paste, prawns in methi leaves and home-made curd.

রবির প্রিয় পদ নিয়ে কবিপ্রণাম

খাদ্যপ্রেমীদের জন্য নতুন আকর্ষণ – রবি ঠাকুরের পছন্দের খাবারে এবার আম-বাঙালিও কবজি ডোবানোর সুযোগ পাবে। ২৫শে বৈশাখ থেকে পরপর তিনদিন রবীন্দ্রনাথ ঠাকুরের জন্মদিন উপলক্ষে রাজ্য মৎস্য দপ্তরের অধীন ফিশারিজ ডেভেলপমেন্ট কর্পোরেশন এই উৎসবের আয়োজন করছে।

কলকাতার নলবন ফুড পার্কে আইয়োজিত হবে এই উৎসব। উৎসবের নাম দেওয়া হয়েছে ‘জন্মদিনের খাওয়াদাওয়া’। তিনদিন ব্যাপী এই উৎসবে গানবাজনা সহ থাকছে এলাহি আসর, ঠিক যেমন ঠাকুরবাড়িতে হত।

শুধু ঠাকুরবাড়ির রান্নাই নয়, সেখানে যে পাত্রে এইসব খাবার পরিবেশন করা হত সেইসব পাত্রও থাকছে এখানে। তবে সেগুলি মাটির। প্রতিটি ডিশের মূল্য ৬০ টাকা থেকে ১০০ টাকা।

বেশিরভাগ রান্নাই নেওয়া হয়েছে কবির ভাইজি প্রজ্ঞাসুন্দরীদেবীর বই ‘আমিষ ও নিরামিষ রন্ধন’ থেকে। বাকি রান্নার পদগুলি ঠাকুরবাড়ির পুরনো রেসিপি থেকে নেওয়া।

রবি ঠাকুরের পছন্দের খাবার ছিল জ্যাকফ্রুট ফিশ, বোয়াল মাছের ঝোল, মাছের কিউব দেওয়া পোলাও, মৌরলা কিংবা পুঁটি মাছের টক, আম দিয়ে তৈরী শোল মাছের পদ, পটলের দোলমায় আড় বা বোয়াল মাছের পুর। আমপোড়া শরবতও তাঁর খুব প্রিয় ছিল। গরমের দুপুরে জমিদারির কাজ দেখভালের ফাঁকে ফাঁকে এই শরবত ছিল কবির এনার্জি বুস্টার।

কাবাব তো বটেই, টার্কি, লন্ডন বা স্পেনের বিভিন্ন খাবারও ভালবাসতেন রবীন্দ্রনাথ। তবে তাঁর সবচেয়ে পছন্দের পদ ছিল মাছ।
