Chief Minister Mamata Banerjee today surveyed the flood-affected districts of North Bengal, even wading through some of the submerged areas in a bid to feel the suffering of the people. She spoke to some affected villagers and prioritised relief measures. Later, she spoke to the media at the Malda Municipality headquarters.

The floods have taken place due to the release of water by the DVC and Farakka Barrage. The state of the reservoirs and river beds has become such that people are getting hit more by the release of water rather than by rains.

 
Necessary steps

I have discussed the situation with the district officials. They as well as the State Government are monitoring the situation. These measures have to be followed:

  • It is necessary to stand by the people in their hour of need – to shelter them, to look after their needs.
  • After the flood waters recede, primary healthcare centres, hospitals, tube-wells and schools need to be cleaned on a priority basis.
  • Authorities have to be alert to combat water-borne diseases.
  • The State Government will reconstruct affected schools, colleges, bridges, agricultural land and betel leaf plantations.

 

The floods have occurred due to the abnormal rise in water levels. The Centre should see to it that dredging is done properly. Bengal has become like a boat. Neither the Farakka Barrage nor the reservoirs under the DVC are dredged.

There is no water during the summer and during the monsoon it is the opposite – an excess of water. I am not in favour of submerging people by building dams and releasing water when they cannot hold it. But then everyone should be careful. We want to maintain good relations with everyone. Let everyone be happy. It is everyone’s duty to stand by the affected people.

 
About the destruction due to floods

Till date, 152 people have died due to floods in the State this year. This is not a small number; it is a very unfortunate situation. Almost 1.5 crore people have been affected all across the State. The State Government does not delay in conveying aid, it is trying its best. About four lakh tents have been distributed; more are being provisioned for distribution. There is enough aid material. We are not stingy about distributing them. Many speed boats are also operating in the flooded areas for distributing relief. The floods have caused losses totalling almost Rs 14,000 crore in 11 districts of the State.

 
On Central Government aid

The Central Government has provided aid packages worth Rs 2,000 crore each to Gujarat and Assam. All states must get Central aid. Bengal has been less affected by floods than Gujarat and Assam. We would send a detailed report and expect the help which is needed. I have also written to the Prime Minister a few times regarding the erosion of the Ganga’s banks but no actions have been taken.

আজ উত্তরবঙ্গের বন্যা পরিস্থিতি পরিদর্শনে যান মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। এদিন জলে নেমে বন্যা পরিস্থিতি খতিয়ে দেখেন মুখ্যমন্ত্রী। দুর্গতদের সঙ্গে কথাও বলেন। এরপর মালদার পৌরভবনে সাংবাদিকদের মুখোমুখি হন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

মুখ্যমন্ত্রীর বক্তব্যের কিছু অংশ:

বন্যা হচ্ছে নদীর জল ছাড়ার কারণে। দক্ষিণবঙ্গে যখন বর্ষা হয়েছিল তখন ডিভিসির ছাড়া জলে অধিকাংশ লোক বন্যায় ক্ষতিগ্রস্ত হয়েছিল। ভারতের নদীর গতিপথ এমন হয়েছে যে এখানেও প্রাকৃতিক দুর্যোগের জলের থেকেও নদীর জল বেড়ে গিয়ে বন্যা হয়েছে। কারণ নদীর নীচ থেকে জল ওঠে।

এই অবস্থায় আমাদের করনীয়ঃ

এই সব জেলার আধিকারিকদের সঙ্গে আলোচনা করেছি। ওনারাও মনিটারিং করছেন।  ওখান থেকেও আমরা অনবরত মনিটারিং করছি।

  • মানুষের বিপদে তাদের পাশে দাঁড়াতে হবে। মানুষকে আশ্রয় দেওয়া, তাদের সুবিধা-অসুবিধা দেখা
  • বন্যার পর প্রাথমিক চিকিৎসা কেন্দ্র, হাসপাতাল, নলকূপ, স্কুল পরিষ্কার-পরিচ্ছন্ন করতে হবে।
  • বন্যার পর জল বাহিত রোগের প্রাদুর্ভাব বেড়ে যায়। সেসব দিকে নজর রাখতে হবে।
  • বাড়িঘর, স্কুল-কলেজ, রাস্তা, সেতু, চাষের জমি, পানের বরজ নষ্ট হয়েছে সেগুলো সরকার দায়িত্ব নিয়ে করে দেবে।

 

নদীর জল বেড়ে গিয়ে বন্যা হয়েছে, এগুলি প্রাকৃতিক ব্যাপার। কেন্দ্রের দেখা উচিত, ভালো করে ড্রেজিং করা উচিত। বাংলা একটা নৌকার মত। ফরাক্কা, DVC কিছুরই ড্রেজিং হয় না।

গরমকালে জল পাওয়া যায় না আর বর্ষাকালে বাঁধ ভেঙে দিয়ে ডুবিয়ে দেওয়া হয়। বাঁধ কেটে অন্য কাউকে ডুবিয়ে দেওয়ার পক্ষে নই আমি। তেমন বাকিদেরও খেয়াল রাখতে হবে তাদের সবার একটা সীমানা আছে। আমরা সকলের সঙ্গে ভালো সম্পর্ক maintain করে চলি। সবাই ভালো থাকুক। সকলেরই কর্তব্য মানুষের পাশে থাকা।

বন্যায় ক্ষয়ক্ষতি প্রসঙ্গেঃ

বন্যায় এখনও পর্যন্ত ১৫২ জন মারা গেছেন। সংখ্যাটা কম নয় – এটা খুবই দুঃখজনক। সব জেলা মিলিয়ে প্রায় দেড় কোটি মানুষ ক্ষতিগ্রস্ত। সরকার ত্রাণ নিয়ে অবহেলা করে না, সরকার তাদের সাধ্যমতো সাহায্য করছে। প্রায় ৪ লক্ষ ত্রিপল দেওয়া হয়েছে। আরও মজুত করা আছে। ত্রাণ পর্যাপ্ত আছে। ত্রাণ দিতে আমরা কার্পণ্য করি না। বন্যায় প্রায় ১৪ হাজার কোটি টাকার ক্ষতি হয়েছে, প্রায় ১১ টি জেলা ক্ষতিগ্রস্ত। অনেকগুলি স্পিড বোট দেওয়া হয়েছে।

কেন্দ্রের সাহায্য প্রসঙ্গেঃ

কেন্দ্রীয় সরকার আসাম, গুজরাতকে ২০০০ কোটি টাকা করে প্যাকেজ দিয়েছে, আমি চাই সব রাজ্যই পাক। গুজরাট, আসামের চেয়ে বাংলা বন্যায় কম ক্ষতিগ্রস্ত নয়। আমরা আমাদের সম্পূর্ণ রিপোর্ট পাঠাবো এবং আশা করব আমরা আমাদের ন্যায্য পাওনা পাব। গঙ্গার ভাঙন নিয়েও কয়েকবার প্রধানমন্ত্রীকে চিঠি দিয়েছি, কিন্তু এখনও কোন ব্যবস্থা নেওয়া হয়নি।

Chief Minister Mamata Banerjee held a question-and-answer session at the Rising Bengal summit on August 18 in Kolkata. Presented below are excerpts from that session.
QUESTION (by moderator Bhupendra Choubey): What were the primary challenges during the last six years?

ANSWER: The work culture had eroded. The last government had accumulated a debt of Rs 2 lakh crore. In this state of things, it is difficult to run a government. In spite of that we have done so, and given stress on the social development of the state.

We have started a scheme whereby rice is gives at Rs 2 per kg. Health care is provided for free. There has been development of all sections of people through schemes like Kanyashree and Yuvashree. Bicycles are distributed for free through Sabuj Sathi, making it easier for students to attend school. Hospital beds for newborns have been increased. The State Government provides special ambulances that are available for transporting pregnant mothers to hospitals.

QUESTION (by Rabindra Bharati V-C): Can arrangements be made for creating more awareness about Bengal’s art and culture?

ANSWER: We give importance to rural culture; 1 lakh 82,000 folk artistes have got work and are spreading awareness about the various State Government schemes and programmes.

We have created jobs. We have started out on the path of social development.

Isn’t Bengal a part of the country too? In a democracy, one has to take everyone along.

We organise meetings on the progress of work with block-level officers. We regularly evaluate the work of important sectors like agriculture, fishery, etc. through departmental meetings. We are from the grassroots and we keep in touch with the grassroots. There is no other state that nurtures its grassroots like the way we do.

Though industry and culture/education are two separate categories, there are relations between education and industry. We have set up more than 300 polytechnic colleges and industrial training institutes (ITIs), and 46 colleges, and enabled the setting up of eight private universities. Companies have their CSR…it would have been good if their was one common kitty, then several areas would have benefitted. If we get suggestions from industrialists, we will surely look to strengthening the education-industry bond.

QUESTION: What is your USP of development?

ANSWER: There is development of certain sectors through the schemes and programmes implemented under the Biswa Bangla brand, there is progress on the industry front. I discovered Tajpur, and it is being developed into a resort town. A lot of investment is being made on Biswa Bangla brand-related work.

QUESTION: What are you thinking about the next Lok Sabha election?

ANSWER: There’s still one-and-a-half years left. The picture will become clear gradually.

QUESTION: Would you help open more private medical colleges?

ANSWER: We need more doctors. I also want more medical colleges to be opened.

COMMENT by Mamata Banerjee: There was criticism about the Gorakhpur hospital deaths and the way the (UP) government handled it. Children are dying due to lack of oxygen. Yet he (CM Yogi) is not accepting that fact. He is deviating to other issues like asking how can he stop police stations from celebrating Janmasthami.

QUESTION (by a Kolkata-based industrialist): There are no bandhs in Bengal now, manpower has gone up. But we need skilled people, we need a brain bank in Bengal. Also, ancillary industries are required – we need to get bottle caps from other states. Can’t such units be set up here?

ANSWER: Kolkata is the Human Capital of the world. There have been some problems, but things will turn around soon. We are giving all facilities for the IT sector. We will overtake Bengaluru. People have to come forward with proposals for ancillary industries. Investors have to come forward. We have a land bank. Our government will provide all sorts of help.

A Reliance representative has announced that the company has committed an investment of Rs 20,000 crore in Bengal.

QUESTION (by JU V-C): There has been a decrease in funding for education. The UGC has suddenly said it would not be able to fund several schemes beyond September 2018. In addition to the students being hit, several people will lose their jobs. I request the State government to help.

ANSWER: JU performance has been very good. But in this situation, the central government is stopping funds in several other schemes like ICDS as well. We have started NET scholarships. For this case as well, we will do something.

QUESTION: You took part in a meeting with Opposition leaders in Delhi, but Nitish Kumar didn’t attend?

ANSWER: It doesn’t matter. I want a hundred more Lalu Prasads, a hundred more Akhilesh Yadavs.

COMMENT by Mamata Banerjee: There is saffronisation of education.

SUGGESTION by Jhulan Goswami: Please see to it that Gitanjali Stadium is renovated.

SUGGESTION by footballer Gautam Sarkar: It would be nice if sports is made compulsory in the school curriculum.

QUESTION by Bhupen Chaubey: Why are you the Centre’s target number one?

ANSWER: I am happy to be the target number one. I am not zero, I am hero.

COMMENT by Mamata Banerjee: Suddenly the Centre thought that Independence Day is not celebrated in Bengal and so they sent a notice for every school to follow. They are instructing whose picture to put up in schools. Is this the job of the Centre? And whenever this is protested, they are sending their agencies to hound us. They sent Sudip Bandyopadhyay to jail. Why? They sent him to jail by filing a case involving an amount of Rs 5 lakh.

Why should a national channel attack West Bengal? It tells lies unnecessarily. I don’t want publicity from the media. I want it that they remain neutral. A national channel says that Mamata means Muslim. Yet, in many places, BJP people walk around with swords and get away with it. The media promotes the Central Government. I do not want any favour from the media. The Centre is setting its agencies on us. It is my democratic right to express myself. Democracy has been destroyed.

Whenever I say that demonetisation has destroyed the climate of investment, the Centre sets its agencies on us. I won’t just accuse the Prime Minister; his whole party is responsible.

We love all states – be it Gujarat, Uttar Pradesh, Punjab or any other states.

ভুপেন্দ্র চৌবে’র প্রশ্ন: ৬ বছরের প্রধান চ্যালেঞ্জ কী ছিল?

রবীন্দ্র ভারতীর সহ-উপাচার্যের প্রশ্ন: শিল্প সংস্কৃতির প্রশিক্ষণ প্রসারের ব্যবস্থা করা যায়?

উত্তর: আমরা গ্রামের সংস্কৃতিকে গুরুত্ব দিই। ১ লক্ষ ৮২ হাজার শিল্পী সরকারি বিজ্ঞাপনে কাজ করেন।৩০০-র বেশি পলিটেকনিক ও আইটিআই করেছি, ৪৬ টি কলেজ তৈরি করেছি। আমরা কর্মসংস্থান করেছি, আমরা সেজন্যই সামাজিক উন্নয়নে যোগ দিয়েছি।

বাংলা কি দেশের থেকে আলাদা? গণতন্ত্রে সবাইকে নিয়ে চলতে হবে, আমরা ব্লক স্তরের অফিসারদের সঙ্গে বৈঠক করি, আমরা কৃষি, মৎস্য চাষ সব কিছুর জন্য আলাদা অনুষ্ঠান করি। শিক্ষা ও শিল্প দুটি পৃথক হলেও সম্পর্ক আছে, ৮টি বেসরকারি বিশ্ববিদ্যালয় হয়েছে। শিল্পদ্যোগীরা প্রস্তাব দিলে, শিক্ষার সঙ্গে শিল্পের যোগসূত্র তৈরির বিষয়ে নিশ্চয়ই ভাবব।

উত্তর: বিশ্ববাংলা প্রকল্পে উন্নয়ন হচ্ছে, শিল্পেও উন্নতি হচ্ছে, গতিতেই উন্নয়ন হচ্ছে, আরও সময় লাগবে। তাজপুর আমি আবিষ্কার করি, বিশ্ব বাংলা প্রকল্পে অনেক বিনিয়োগ হচ্ছে।

প্রশ্ন: দেশের পরবর্তী লোকসভা ভোট নিয়ে কী ভাবছেন?

উত্তর: এখনও দেড় বছর বাকি আছে,যত দিন যাবে তত স্পষ্ট হবে।

প্রশ্ন: আপনি কি বেসরকারি মেডিক্যাল কলেজ খুলতে সাহায্য করবেন?

উত্তর: আমার আরও ডাক্তার চাই, আমি চাই আরও মেডিক্যাল কলেজ খোলা হোক, মেডিক্যাল কলেজ হোক, আমিও চাই।

মুখ্যমন্ত্রীর মন্তব্যঃ উত্তর প্রদেশে অক্সিজেনের অভাবে শিশু মরেছে, মানছেন না। বলছেন থানায় জন্মাষ্টমী কী করে বন্ধ করব, রাস্তায় নমাজ তো বন্ধ করতে পারছি না।

কলকাতার এক শিল্পপতি প্রশ্ন করেন, এখন বাংলায় বন্ধ নেই, কর্মী বেড়েছে। কিন্তু, আমাদের প্রশিক্ষিত কর্মী চাই, ব্রেন ব্যাঙ্ক-ও চাই। আমাদের অ্যানসিলিয়ারি শিল্প চাই, আমাদের বোতলের ছিপি বাইরে থেকে আনাতে হয়, সেগুলো কি এখানে তৈরি করা যায় না?

উত্তর: কলকাতা হল হিউম্যান ক্যাপিটাল অফ দ্য ওয়ার্ল্ড, কিছু সমস্যা ছিল, কিন্তু ছবি পালটাবে, আমরা বেঙ্গালুরুকে ছাপিয়ে যাব, অনুসারি শিল্পের জন্য এগিয়ে আসতে হবে, উদ্যোগপতিদের এগিয়ে আসতে হবে, আমাদের ল্যান্ড ব্যাঙ্কআছে, সবরকম সাহায্য করবে সরকার।

২০ হাজার কোটি টাকা বিনিয়োগের সম্ভাবনা, ঘোষণা রিলায়েন্স সংস্থার।

যাদবপুর বিশ্ববিদ্যালয়ের সহ-উপাচার্যের প্রশ্নঃ শিক্ষাক্ষেত্রে টাকা কমানো হচ্ছে, ইউজিসি হথাত করে জানিয়েছে তারা ২০১৮ সালের সেপ্টেম্বরের পর কিছু ক্ষেত্রে আর অনুদান দেবেন না। এর ফলে ছাত্রদের পাশাপাশি অনেক কর্মচারীও কাজ হারাবেন। আমি রাজ্য সরকারের সাহায্য চাই।

উত্তর: কেন্দ্র সব টাকা বন্ধ করে দিয়েছে, আমরা এর ব্যবস্থা করব।

প্রশ্ন: আপনি বিরোধীদের নিয়ে দিল্লিতে সভা করলেন অথচ নীতীশ কুমার চলে গেল?

উত্তর: আমি ১০০ লালুপ্রসাদ চাই, ১০০ অখিলেশ যাদব চাই।

মুখ্যমন্ত্রীর মন্তব্যঃ শিক্ষার গৈরিকীকরণ করা হচ্ছে।

ক্রিকেটার ঝুলন গোস্বামীর পরামর্শঃ গীতাঞ্জলী স্টেডিয়ামের সংস্কার করা হোক ও স্টেডিয়ামে খেলোয়াড়দের জন্য একটি সুরক্ষিত আবাসন বানানো হোক।

মুখ্যমন্ত্রী’র কাছে স্কুল সিলেবাসে খেলাধুলোকে অগ্রাধিকার দেওয়া হোক প্রস্তাব প্রাক্তন ফুটবলার গৌতম সরকারের।

বাংলায় স্বাধীনতা দিবস পালন হয় না বলে হঠাৎ কেন্দ্রের এমন মনে হল, যে স্কুলে নির্দেশ পাঠাল। কার ছবি লাগানো হবে সেটাও বলে দিচ্ছে, এটা সরকারের কাজ? এসবের প্রতিবাদ করলেই এজেন্সি পাঠাচ্ছে সুদীপ বন্দ্যোপাধ্যায়কে জেলে পাঠাল, কেন পাঠাল জেলে? ৫ লক্ষ টাকার মামলা দিয়ে জেলে পাঠাল।

ন্যাশনাল চ্যানেল পঃবঙ্গ সরকারকে কেন আক্রমণ করে? ন্যাশনাল চ্যানেল অযথা বাজে বলে,মিডিয়ার প্রচারচাই না,নিরপেক্ষ থাকুক, ন্যাশনাল প্রচার করে মমতা মানে মুসলিম, অন্য জায়গায় বিজেপি কেবল তলোয়ার নিয়েঘোরে, মিডিয়া সরকারের প্রচার করে। আমি মিডিয়ার ফেবার চাই না-এটা বললেই এজেন্সি লাগিয়ে দিচ্ছে। গণতন্ত্র শেষ হয়ে গিয়েছে।

নোট বাতিলে কত বিনিয়োগ চলে গেছে, বললেই এজেন্সি লাগিয়ে দিচ্ছে। কেবল প্রধানমন্ত্রীকে দোষ দেব না, ওঁর দল দায়ী।

আমরা গুজরাত, উত্তরপ্রদেশ, পঞ্জাব সবাইকে ভালবাসি।

‘Rising Bengal’ is a very interesting concept. When I was told the name of the event, I felt ‘rising’ means ‘let us stand on our own feet and fight our battle’.

When I was the Railway Minister, I was asked why I do not raise the railway fares. I always maintained I have to take all sections of the society along – all castes, creeds, communities. So, as the Chief Minister, I have to do a ‘balancing act’. I have to balance industry with agriculture. I have to take care of the poor as well as industry. I have to take care of everyone

After 34 years of Left Front rule, we inherited a huge debt burden of Rs 1.78 lakh crore. Currently, we are reeling under the effects of demonetisation and GST.

The GDP of the country has come down from 8% (2015-16) to 7.8 % (2016-17). The GVA growth of the country came down from 8.7% in 2015-16 to 5.6%, during the last quarter of 2016-17. The GVA growth of industry during the fourth quarter of 2015-16 was 10.3% while that during the corresponding period of 2016-17 came down to 3.1%. Employment generation during 2011-13 was 12.8 lakh while during 2014-16 it came down to 6.4 lakh. Bank credit growth during 2015-16 was 10.3% while during 2016-17 it was only 5.1%.

If you compare the figures for India and West Bengal, the GVA growth for India was 7.3% while for Bengal it was 12.12%, the corresponding figures for growth in agriculture were 1.1% and 5.55%, in industry were 7.3% and 10.59%, and in the service sector were 9.2% and 13.99%, respectively. The growth for Index of Industrial Production (IIP) during 2011-12 was 0.94% while during 2016-17 it was 5.59%. The growth of Index of Industrial Production (IIP) general for Bengal in 2011-12 was 2.14% while during 2016-17 was 7.27%.

Despite the huge financial burden, we have excelled in the parameters of development, in the social parameters. Kanyashree is not like Beti Bachao, Beti Padhao, for which you have budgetary allocation of only Rs 100 crore for 29 States and 7 UTs, while for Kanyashree we have spent over Rs 5,000 crore. That is why we have received the UN Public Service Award. It is a real grassroots programme. As a result, institutional delivery in Bengal has increased hugely, the girl child dropout rate has been reduced and child marriage has been stopped.

The physical infrastructure growth in Bengal is 5.5% more than that in India, agriculture and allied sector growth is 3.5% more, even service sector growth is more than that of India’s. The per capita income of Bengal has doubled from approximately Rs 69,000 to approximately Rs 1.3 lakh in six years.

We have the advantage of social development, of land bank and land map, and of human capital. We have various social development projects. We have a roadmap for development.

We have to work for socially and economically-backward classes, the poor, the downtrodden and the minorities.

Investments in social and human capital are very important – they will give you adequate returns in the future, they will be the growth of the future. For example, the girl child will participate in the small and medium-scale industry.

Let us nurture our young generation and our girl children, and the weaker sections as well. The young are the future of the country, they are the assets of the country. Our asset is our human capital. Bengal is number one in human capital. We have got the first prize in skill development for four years. With respect to small scale industry and bank lending, Bengal is first. For five years continuously, we have got the first prize in agriculture. We have got awards for e-governance, e-tendering, e-processing and digitisation. We don’t speak much but work silently, and we have got the results. “রাইজিং বেঙ্গল” অনুষ্ঠানে বক্তব্য রাখলেন মুখ্যমন্ত্রী

“রাইজিং বেঙ্গল” একটি অভিনব ও আকর্ষণীয় বিষয়। যখন এই অনুষ্ঠানের শীর্ষক’টি আমি শুনি, আমার মনে হয়েছিল, “নিজের পায়ে দাঁড়াই ও নিজের লড়াই নিজে লড়ি।”

আমি যখন রেলমন্ত্রী ছিলাম, আমায় জিজ্ঞ্যস করা হত কেন আমি রেলের ভাড়া বাড়াই না? আমি সবসময় সব ধর্ম, সব জাতি, সব স্তরের মানুষকে সঙ্গে নিয়ে চলেছি। মুখ্যমন্ত্রী হিসেবেও আমাকে সবসময় “ব্যালেন্সিং অ্যাক্ট” করতে হয়। আমায় শিল্প ও কৃষি’র ভারসাম্য বজায় রাখতে হয়, গরিবের পাশাপাশি শিল্পের ওপরেও নজর দিতে হয়। আমাকে সবকিছুর খেয়াল রাখতে হয়।

৩৪ বছরের বাম শাসনের পর আমাদের মাথায় ১.৭৮ লক্ষ কোটি টাকার অর্থনৈতিক বোঝা এসে পড়ে। আমরা এখন নোটবাতিল ও জিএসটি’র প্রকোপের মধ্যে রয়েছি।

২০১৫-১৬ সালের দেশের জিডিপি ছিল ৮ শতাংশ যা ২০১৬-১৭ সালে নেমে ৭.৮ শতাংশ হয়েছে। জিভিএ গ্রোথ ২০১৫-১৬ সালের ৮.৭ শতাংশের তুলনায় ২০১৬-১৭ তে ৫.৬ শতাংশতে নেমেছে। বছরের শেষ চতুর্থাংশে ২০১৫-১৬ সালে জিভিএ ছিল ১০.৩% যা ২০১৬-১৭ সালে হয় ৩.১%। কর্মসংস্থান ২০১১-১৩ সালে ছিল ১২.৮ লক্ষ যা ২০১৪-১৬ সালে কমে হয় ৬.৪ লক্ষ। ব্যাঙ্ক ক্রেডিট গ্রোথ ২০১৫-১৬ সালে ছিল ১০.৩% যা ২০১৬-১৭ তে কমে হয় ৫.১%।

সারা ভারতের সঙ্গে বাংলার জিভিএ তুলনা করলে দেখা যাবে ভারতের জিভিএ গ্রোথ ছিল ৭.৩% সেখানে বাংলার ১২.২%। কৃষিতে ভারতের গ্রোথ ১.১% সেখানে বাংলার ৫.১%। শিল্পতে গ্রোথ ভারতের ৭.৩% ও বাংলার ১০.৫৯%। আইআইপি-তে বাংলার ২০১১-১২ সালে ছিল ২.১৪% যা ২০১৬-১৭ তে বেড়ে হয়েছে ৭.২৭%।

এই অর্থনৈতিক বোঝা নিয়েও আমরা সকল মাপকাঠিতে এগিয়ে চলেছি। কন্যাশ্রী বেটি বাঁচাও বেটি পড়াও প্রকল্পের মত না। বেটি বাঁচাও বেটি পড়াও প্রকল্পে ২৯ টি রাজ্য ও ৭ টি কেন্দ্র শাসিত অঞ্চলের জন্য বরাদ্দ করা হয়েছে ১০০ কোটি টাকা। যেখানে কন্যাশ্রী প্রকল্পে আমরা ব্যয় করেছি ৫০০০ কোটি টাকা। সেই জন্য আমরা রাষ্ট্রসংঘের থেকে পুরস্কৃত হয়েছি। ইন্সটিটউস্যনাল ডেলিভারি বেড়েছে রাজ্যে। স্কুলছুটের হার ও বাল্য বিবাহ কমেছে উল্লেখযোগ্য ভাবে।

পরিকাঠামো উন্নয়নে রাজ্য ৫.৫% এগিয়ে দেশের তুলনায়। কৃষি ও সংলগ্ন ক্ষেত্রে ৩.৫% এগিয়ে, সার্ভিস সেক্টরেও অনেক এগিয়ে। মাথা পিছু আয় গত ৬ বছরে বেড়ে প্রায় দ্বিগুন হয়েছে ৬৯,০০০ টাকা থেকে ১ লক্ষ ৩০ হাজার টাকা।
আমাদের জমি’র ব্যাঙ্ক আছে, জমি’র ম্যাপ আছে। সামাজিক উন্নয়ণের অনেক প্রকল্প আছে। আমাদের উন্নয়নের একটি সঠিক দিশা আছে।

সমাজের পিছিয়ে পড়া ও সংখ্যালঘু মানুষদের জন্য আমাদের কাজ করতে হবে। সমাজের কন্যা সন্তান, আগামী প্রজন্মকে রক্ষা করতে হবে। সমাজের দুর্বল অংশকে শক্তিশালী করতে হবে। মানুষই আমাদের সম্পদ। স্কিল ডেভেলপমেন্টে আমরা পরপর ৪বছর পুরস্কার পেয়েছি। ই-গভেরনেন্সে, ই-টেন্ডারিং, ই-প্রসেসিং,ডিজিটালাইজেসন এও আমরা পুরস্কৃত হয়েছি। কৃষিতে আমরা পর পর পাঁচ বছর পুরস্কার পেয়েছি। কথা কম কাজ বেশী-এটাই আমাদের মন্ত্র।

The Bengal Government, in an effort to provide a transparent policy in the housing sector, thereby protecting the interest of the buyers, has passed The West Bengal Housing Industry Regulation Bill, 2017. It was passed on Wednesday, August 17. The step was taken after considering the need for quality and affordable housing in the real estate sector.

It must be mentioned that Chief Minister Mamata Banerjee has given a clear instruction to ensure that the interests of buyers are given the highest priority, and the law has been framed keeping this in mind.

Within a period of one year after the Bill turns into an Act, the State Government will establish the West Bengal Housing Industry Regulatory Authority (WBHIRA) to exercise the powers conferred on it. The State Government will also set up an Appellate Tribunal known as West Bengal Housing Industry Appellate Tribunal where an aggrieved person can make an appeal.

The main purpose of the legislation is to keep the interest of the buyers at a higher ground. The new rules will also create an atmosphere to encourage private investment in the sector, with an emphasis on ‘housing for all’.

All promoters have to register their projects with the WBHIRA, furnishing all necessary details, including the stipulated time within which they plan to hand over the flats to the consumers. There are allegations that some promoters do not hand over flats to consumers within the promised period of time.

Through this new law, if any promoter fails to provide a flat to a customer within the stipulated time, there will be a provision to slap a fine on him, as well as a provision for the promoter to be prosecuted.

No promoter would be allowed to advertise, market, book, sell or offer for sale or invite persons to purchase any plot, apartment or building in any real estate project or part of it without registering the projects with the regulatory authority.

The new legislation will ensure that the whole procedure of the buying and selling of plots, apartments or buildings is done in a transparent manner so that it protects the interests of the consumers, and will also establish a mechanism for speedy redressal of disputes.

It sometimes been alleged that many people claim themselves to be real estate developers and dupe customers of huge amounts of money. The new legislation will also be able to check such incidents.

Another important feature of the new law passed is that no construction will be allowed through the filling up of water bodies.

It was assured during the discussion on the Bill in the Assembly that the new laws are going to be strictly implemented. No housing complex will be allowed in Bengal without the WBHIRA going through the necessary clearances issued by the departments.

 

রক্ষাকবচ ফ্ল্যাট মালিকদের, অসাধু প্রোমোটারদের কারসাজি রুখতে বিল পাশ

বুধবার রাজ্য বিধানসভায় গৃহীত হল দি ওয়েস্টবেঙ্গল হাউজিং ইন্ডাস্ট্রি রেগুলেশন বিল, ২০১৭। এই বিলের জেরে যে আইন আসছে, সেই অনুযায়ী এবার থেকে প্রোমোটারদের নিয়ন্ত্রক সংস্থা হিসাবে কাজ করবে দি হাউজিং ইন্ডাস্ট্রি রেগুলেশন অথরিটি।

এই বিল অনুযায়ী ৫০০ বর্গমিটার জমিতে নির্মাণ করছেন বা আটটি ফ্ল্যাট বানাচ্ছেন, এমন প্রোমোটারকে তাঁর নিজের সংস্থা এবং প্রকল্পের রেজিস্ট্রেশন করতে হবে অথরিটির কাছে। তা না করে ব্যাবসা করলে, দৈনিক ১০ হাজার টাকা পর্যন্ত জরিমানা ধার্য করার সংস্থান থাকছে নতুন আইনে।

নিজের প্রকল্প সম্পর্কে যাবতীয় তথ্য অর্থাৎ কোন প্রকল্পে ক্রেতার জন্য কী কী সুবিধা রয়েছে, কী কী মিলবে, কতটাই বা মিলবে, তার পুঙ্খানুপুঙ্খ বিবরণ সংশ্লিষ্ট প্রোমোটারকে রেগুলেশন অথরিটির ওয়েবপেজে জানিয়ে দিতে হবে। রেগুলেশন অথরিটির অনুমোদন ছাড়া কোনও প্রোমোটার বা ডেভেলপার আবাসন প্রকল্প সংক্রান্ত কোনও বিজ্ঞাপন দিতে পারবেন না।

প্রস্তাবিত এই আইনানুযায়ী, সংশ্লিষ্ট বিজ্ঞাপনের কোনও তথ্য কিংবা ক্রেতার কাছে ফ্ল্যাট হস্তান্তরের কোনও তথ্য মিথ্যা প্রমাণিত হলে কিংবা সময়মতো ফ্ল্যাট না মিললে সংশ্লিষ্ট প্রোমোটারকে জরিমানা করার পাশাপাশি জেলও খাটতে হতে পারে। কোনও প্রোমোটারই সংশ্লিষ্ট ফ্ল্যাটের দামের ১০ শতাংশের বেশি অগ্রিম বাবদ ক্রেতার কাছ থেকে নিতে পারবেন না।

নতুন এই আইনে রেগুলেটরি অথরিটির পাশাপাশি তৈরি করা হয়েছে স্টেট অ্যাডভাইজারি কাউন্সিল। এক্সঅফিসিও চেয়ারপার্সন হিসাবে যার মাথায় থাকবেন আবাসনমন্ত্রী নিজে। অর্থ, শিল্প-বাণিজ্য, পুর ও নগরোন্নয়ন, ক্রেতা সুরক্ষা এবং আইন দপ্তরের প্রতিনিধিদের সঙ্গেই কাউন্সিলে থাকবেন রেগুলেটরি অথিরিটির পাঁচজন সদস্য। প্রস্তাবিত এই আইনে থাকছে দি হাউজিং ইন্ডাস্ট্রি অ্যাপিলেট ট্রাইব্যুনালও। ফ্ল্যাট কেনা-বেচা সংক্রান্ত যে কোনও বিবাদ নিষ্পত্তির অধিকার থাকছে ট্রাইব্যুনালের। চুক্তি ভঙ্গের যে কোনও বিষয় দু’পক্ষের শুনানি করে ৬০ দিনের মধ্যে নিষ্পত্তি করবে ট্রাইব্যুনাল।

Bengal Chief Minister today inaugurated the renovated complex of the West Bengal Police at Bhabani Bhavan. Later she discussed various important issues with the State Police DG and other police officials.

She asked the State Traffic Police to follow the example of the Kolkata Police and be the face of the State. She lauded the State police for their various roles besides curbing down crime.

The State Police have been providing relief those who are affected by flood in north Bengal besides helping them to get to safer places. They have been constantly managing vehicles on broken down roads controlling smooth flow of traffic in the flooded areas.

She said that the State Police is taking steps against the criminals on cyberspace who are instigating communal disharmony.

নব রূপে সজ্জিত ভবানী ভবনের উদ্বোধন করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়৷ গোটা ভবনটি নতুন করে সাজানো শুরু হয়েছে৷ সেইসঙ্গে নিরাপত্তা জোরদার করতে মূল প্রবেশদ্বারটিও নতুন করে সাজানো হয়৷ উদ্বোধনের পর পুলিশ আধিকারিকদের সঙ্গে বিভিন্ন গুরুত্বপূর্ণ বিষয় নিয়েও আলোচনা করেন।

কলকাতা ট্রাফিক পুলিশ এখন কলকাতার মুখ হয়ে উঠেছে। রাজ্যের ট্রাফিক পুলিশও যাতে অনুরূপ হয়ে ওঠে সেই নির্দেশই দেন মুখ্যমন্ত্রী। রাজ্য পুলিশের কাজের প্রশংসাও করেন মুখ্যমন্ত্রী।

অপরাধ দমন করা ছাড়াও আরও অনেক কাজ করতে হয় পুলিশকে। উত্তরবঙ্গে বন্যা দুর্গতদের সাহায্য করছে পুলিশ। জল জমে যাওয়া সত্ত্বেও যাতে যান চলাচলের অসুবিধা না হয় সেজন্য ব্যবস্থা নিয়েছে পুলিশ।

সাইবার অপরাধীরা গুজব ছড়িয়ে সম্প্রীতি নষ্ট করার চেষ্টা করছে তাদের বিরুদ্ধেও যথাযথ ব্যবস্থা নিচ্ছে পুলিশ।

The Bengal Government’s Safe Drive Save Life programme has enabled in significantly bringing down the number of accidents in the state.

The State’s Road Safety Council a few days back presented to the State Transport Department, Kolkata and Howrah Police, and PWD Department officials a detailed report on the state of road safety in Bengal.

During the last six years, that is, from the time the Chief Minister Mamata Banerjee-led Trinamool Congress Government came to power, the number of road accidents in the state has reduced by 19.52 per cent. Naturally, the number of deaths and injury cases have also reduced, by 11.5 per cent and 14 per cent, respectively.

Another aspect of the programme has been the police insisting on the use of helmets both by drivers and pillion riders. This significantly lessens the chances of serious injuries. Then, CCTV cameras have been set up at important traffic junctures across the city. This has helped in catching people who are not following safety rules; this has also helped in improving significantly the traffic safety regime of the city.

During the presentation of the report, an app to be launched by the Transport Department was also discussed. When in danger, people would be able to send messages from this app directly to police stations, fire services, hospitals and pre-designated relatives and friends, and to the Transport Department as well, via the GPS of the mobile phone.

সেফ ড্রাইভে কমছে দুর্ঘটনার হার, মৃত্যুও

সরকারের সচেতনতা বৃদ্ধিতে রাজ্যে কমছে দুর্ঘটনার সংখ্যা। কমছে দুর্ঘটনায় মৃত্যুর হারও। নবান্নে রোড সেফটি কাউন্সিলের বৈঠকে এই নিরাপত্তা সংক্রান্ত বিস্তারিত রিপোর্টে দেখা গিয়েছে, গত ছ’মাসে রাজ্যে পথ দুর্ঘটনার হার কমেছে ১৯.৫২ শতাংশ। দুর্ঘটনার মৃত্যুর হার কমেছে ১১.৫ শতাংশ এবং জখমের হার কমেছে ১৪ শতাংশ।

বাইক চালানোর সময় মাথায় হেলমেট বাধ্যতামূলক হওয়ায় দুর্ঘটনায় মৃত্যুর হার অনেক কমেছে। পাশাপাশি সিসিটিভি-র নজরদারিতে সাধারণ মানুষও গাড়ির গতি তোলার আগে দু’বার ভাবছেন। যার ফলে এড়ানো গেছে দুর্ঘটনা।

কয়েকদিন আগেই নবান্নে এই বিষয়ে এই বৈঠক হয়, বৈঠকে রোড সেফটি অ্যাপ নিয়েও আলোচনা হয়। ঠিক হয়েছে, যে কোনও দুর্ঘটনা ঘটলেই পুলিশ এবং পরিবহণ দপ্তরের কর্তাদের কাছে কর্তাদের কাছে বার্তা পৌঁছে দেবে এই অ্যাপ। এই অ্যাপটি চালু হয়ে গেলে কোথাও কোনও দুর্ঘটনা ঘটলেই দ্রুত পুলিশ ও প্রশাসনের কর্তারা পৌঁছে যেতে পারবেন ঘটনাস্থলে।

প্রথমে এই অ্যাপটি হাওড়া পুলিশ কমিশনারেটে চালু করা হবে। পরে হবে গোটা কলকাতায়। পরিবহণ দপ্তরের এক কর্তা জানান, দুর্ঘটনা কমাতে বেশ কয়েকটি অ্যাপ চালু করা হচ্ছে। এর ফলে দুর্ঘটনা ঘটলে দ্রুত ঘটনাস্থলে অ্যাম্বুলেন্স, পুলিশ পৌঁছে যাওয়ায় মৃত্যুর হার অনেকটাই কমানো যাবে। অ্যাপের আওতায় আনা হবে অ্যাম্বুলেন্সকেও।

The Chief Minister Mamata Banerjee-led Bengal Government has decided to sanction paid maternity leave for all categories of female contractual employees engaged directly by the State Government.

A notification has been issued in this regard. It has declared that all categories of female contractual employees, including software personnel engaged directly by the State Government departments and directorates, will get maternity leave for a maximum period of 180 days.

Not just that, according to the notification, these employees will also get 42 days’ leave in case of abortion or miscarriage.

The contractual employees will get remuneration as per the terms and conditions of their contracts during the leave period.

প্রসূতিদের জন্য উপহার, বাড়ছে মাতৃত্বকালীন ছুটি

রাজ্যের মহিলা সরকারী কর্মচারীদের জন্য সুখবর। তাদের জন্য মাতৃত্বকালীন ছুটি বাড়ানোর নয়া নির্দেশিকা জারি করল রাজ্যের অর্থদপ্তর। শুধু স্থায়ী মহিলা কর্মচারীদের জন্য নয়, চুক্তিভিত্তিক মহিলা কর্মচারীদের কথা ভেবেও এই নয়া নির্দেশিকা জারি করল সরকার৷

মাতৃত্বকালীন ছুটির মেয়াদ বাড়িয়ে ১৮০ দিন অর্থাৎ ছ’মাস করা হয়েছে। অর্থদপ্তরের নতুন নির্দেশিকা অনুযায়ী, ছ’মাসের সবেতন মাতৃত্বকালীন ছুটি পাবেন সরকারের চুক্তি ভিত্তিক মহিলা কর্মীরাও৷ এতদিন তাঁরা মাতৃত্বের কারণে ১৩৫ দিন ছুটি পেতেন৷ ১ জুলাই থেকে কার্যকর হচ্ছে এই নিয়ম। গর্ভপাতের ক্ষেত্রে ছুটির মেয়াদ হবে ৪২ দিন। মাতৃকালীন ছুটির সুবিধা হল শিশুমৃত্যু ও মায়ের মৃত্যুর হার কমা। মায়ের কাছে থাকার ফলে শিশুর বিকাশও সম্পূর্ণ ভাবে হতে পারে।

এছাড়াও গর্ভবতী অবস্থায় মেডিক্যাল চেক আপের জন্য ছুটি পাবেন মহিলা কর্মীরা ছুটির মেয়াদ বৃদ্ধির ফলে পারিবারিক জীবনে ও কাজের ক্ষেত্রে সামঞ্জস্য বজায় রাখতে সুবিধা হবে মহিলাদের৷ এই নয়া নির্দেশিকার ফলে লাভবান হবেন বহু মহিলা সিভিক কর্মচারি, আশা কর্মীদের মতো চুক্তিভিত্তিকভাবে নিযুক্ত রাজ্য সরকারি মহিলা কর্মচারীরা ।

The Kanyashree Scheme, which recently won the United Nations Public Service Award for its huge success in promoting education and empowerment for girl children and preventing child marriage, has inspired Durga Puja organisers across the State to adopt it as their themes for lighting and decorations at the pandals this year.

This will enable the further spread of the knowledge of and benefits from the scheme, and expansion of the various collateral social advantages that are helping in overcoming ills, many of which have become woven into the social and cultural fabric of the country, not just the State.

While searching for positive themes, many Puja organisers in Kolkata and the districts chose the Kanyashree Scheme. It will be used in various ways, both in the lighting and decoration that adorn the pandals during the Puja, which is a major attraction for visitors from outside the State as well. Thousands of people will now get to know the different aspects of the scheme, leading to its replication in other areas.

Not just Kanyashree, but other schemes and programmes like Sabuj Sathi, Shishu Sathi and Safe Drive Save Life are also being planned as themes for decorations and lighting during Durga Puja this year.

This is being actively encouraged by the State Government. It wants to spread information about its award-winning schemes and programmes to the farthest corners of the State and beyond.

For the famous lighting artistes from Chandannagar, and the pandal decorators from other places, these new themes are a welcome challenge. According to some, the organisers of Sreebhumi Sporting Club, Baranagar Lowland, Budge Budge DN Ghosh Road and a club from Howrah have already decided on the Kanyashree Scheme as a theme. Ten more clubs from Kolkata have shown interest, they said.

A sample of the lighting skills is likely to be on display during the Kanyashree Utsav programme at Netaji Indoor Stadium on July 28, the lighting artistes added.

রাষ্ট্রসংঘের অনুষ্ঠানে যোগ দিয়ে মুখ্যমন্ত্রীর পুরস্কার নেওয়ার মুহূর্তকে প্রায় ২০ হাজার এলইডি দিয়ে ৮ ফুট বাই ১২ ফুটের একটি নীল-সাদা ও সবুজ আলোর মাধ্যমে ফুটিয়ে তুলেছেন চন্দননগরের বিখ্যাত আলোকশিল্পী বাবু পাল।

বাবু বাবু বলেন, প্রতি বছর দুর্গাপুজোয় চন্দননগরের আলো মানেই নতুন চমক। যা দেখার জন্য পুজোর কয়েকটা দিন দেশ-বিদেশের বিভিন্ন প্রান্তের মানুষ কলকাতায় হাজির হন। তাই মুখ্যমন্ত্রীর ‘কন্যাশ্রী’ নিয়ে এই সাফল্যকে আলোর মাধ্যমে ফুটিয়ে তোলার জন্য খবরটা শোনার পর থেকেই চিন্তাভাবনা শুরু করেছিলাম। মমতা বন্দ্যোপাধ্যায় দি হেগ শহরে পুরস্কার নিতে যাওয়ার আগেই আমরা এলইডির মাধ্যমে তাঁর ছবি আলোর বোর্ডে মকশো করে রেখেছিলাম। পুরস্কার নেওয়ার দৃশ্য দেখার পর থেকেই আমরা তা বোর্ডে ফুটিয়ে তোলার কাজ শুরু করি। ইতিমধ্যেই আমরা একটি বোর্ড সাজিয়ে তোলার কাজ শেষ করেছি। সামনে বিশ্ববাংলার প্রতীক গোলকটিকে রেখে মুখ্যমন্ত্রীর কন্যাশ্রীর জন্য রাষ্ট্রসংঘের অনুষ্ঠানে পুরস্কার প্রদানের দৃশ্যটি আলোর মাধ্যমে ফুটিয়ে তুলেছি।

আলোকশিল্পী আরও বলেন, ২৫ জুলাই নেতাজি ইনডোর স্টেডিয়ামে কন্যাশ্রী উৎসবেও কন্যাশ্রীদের স্কুলে যাওয়া, প্রতিবেশীদের স্কুলে যেতে উৎসাহদানসহ আরও কিছু কর্মসূচি আলোর মাধ্যমে তুলে ধরা হবে।

Trinamool Congress Chairperson and West Bengal Chief Minister Mamata Banerjee speaks on the challenges she faces and the achievements of her government. Excerpts:

Q: You are heading into a meeting of the Opposition (on August 11). Your slogan BJP Bharat Choro was based on a united Opposition nationwide. Hasn’t Nitish Kumar’s exit dented that?

MB: No, I don’t think so. Because somebody will go, somebody will come. You have Left, Right, some left out. So, it is part and parcel of your politics…In politics, no one is permanent enemy and no one is permanent friend. Sometimes they go out, it is their prerogative, I don’t mind…I don’t think there is any debacle.

Q) Three years into the NDA, there is a perception that the government is popular; the BJP, with its electoral successes, is stronger. And the Opposition more fragmented, weaker.

MB: This government uses Twitter, Facebook, social media, internet like anything…They are spending a lot of money, they have a lot of money for that. These are sponsored projects…If you see from that angle, they are stronger. In my government, I do Twitter on my own. I have no sponsorship, nothing. Even I could use it, but I didn’t…
If you see from the grassroots angle, then people have started saying that (the NDA government) are very arrogant.

The people are scared, they are very much afraid. The businessmen are scared, they are scared. Even you, the press people, I am not saying about you individually…At the end of the day, I don’t think this ‘scare politics’, this ‘agency politics’ will be a success. Because this government has become a government of the (investigative) agencies: agencies of the government, by the government, for the government. The problem is this, if you talk to them quietly, personally, they will say something. But not in public…They will say please don’t allow us to say all this, otherwise I will be raided by the income tax, otherwise CBI will chase me. Otherwise, ED will chase us. So this is the phenomenon nowadays. Look at all the politicians fighting…You tell me…one person you show me, who has been left out? Only those who flatter them are left out…We know we have to face this battle every day. Sometimes, when democracy has to fight with autocracy, what can be done? We have to fight, somebody has to.

Q) You called this a government of the agencies.

MB: I said, people are saying that it is a government of the agencies, by the agencies for the agencies. Because people are scared and afraid. Why will I be afraid, you tell me? If I am in politics, if I am in a democratic movement, I shouldn’t be scared, no? It is my birthright, it is my political right, it is my democratic right, it is my constitutional right…that I must open my mouth…my voice…I can raise my voice. But why, if someone raises their voice, their voice will just be curbed through agencies — this is not proper. Because today someone maybe in government, tomorrow they may not be. This creates a new precedent.

Q) The BJP’s argument is that the government is pursuing the corrupt and there are allegations of corruption against many Opposition leaders. So it’s a battle between the corrupt and the not-corrupt.

MB: This is a mockery of democracy. We have a proverb: Chorer maer boro gola…it’s the mother of the thief who is the loudest…Now those who are really corrupt, they are the ones raising their voice…In Bengali, there is a word, ‘pocket maar’. They pick pockets and they have a gang…this may sound crude but I am just illustrating something. So when they pick someone’s pocket, their gang will shout, ‘pickpocket, pickpocket, pickpocket’. Ultimately, their intention is that the pickpocket should get away…So the BJP’s intention is (to say that) everyone is corrupt except them…But from demonetisation to GST, if you see, it is a case of big, big, big corruption. If you see the defence deals, there is corruption. How do you give all defence deals to a few (firms) from a one particular place…

Q) The BJP accuses you of Muslim appeasement.

MB: I can accuse the BJP of torturing Dalits, Muslims. I am a Hindu, they say she is not a real Hindu. So they are dividing Hindus and Hindus, Muslims and Muslims, they are dividing Dalits and Dalits, they are dividing Christians and Christians. They want to divide India, Bharat bhaag karo, Bharat bhaag banao. We don’t support this. Why will India be divided like this? Ours is a vast country, many languages, many castes, creeds, religions. When I am in the chair, I have only one religion, that is humanity. I have only one religion, that is I have to work for the people and that’s my Constitutional obligation. And I can’t say that when I am in the chair, I have to see only my caste, not see the other caste. I have to give more importance to those who are minorities also. That is our constitutional provision because it is a secular country…
The BJP wants that people should not ask about employment, people shouldn’t ask for bread and butter. People should not ask for relief, people should not ask for social justice. So the only one medicine is there, what medicine? Danga, danga, danga — only communal tension you create…Everyone knows that Abraham Lincoln’s quote: ‘You can fool some of the people, some of the time. You can fool all the people some of the time. But you can’t fool all the people all the time.”

Q) But the BJP is making inroads in West Bengal.

MB: Sometimes, you know, the press has to say something. The CPI(M) is lost. Who will be second, third or fourth? That is not my business…The CPI(M) has a good hobnobbing relationship with the BJP. So a few of their cadres have joined with the BJP. But I don’t think that matters…We are No.1. So who will be two, three or four — that is not my business. Opposition will be there — that is the people’s choice and it is the party’s choice. If I want to divide my vote to another party, what to do? That’s what the CPI(M) is doing, the Congress is also doing that sometimes, in my state.

Q) At the national level, however, the Congress looks very weak. What does that mean for you?

MB: I don’t want to say anything about their internal matters because it won’t look nice…But, of course, when Rajivji, was murdered – since then, Congress has been weakened, no doubt. But Soniaji tried her best and Soniaji is doing her best for the survival of the Congress…She can mix with people, she can stay with all. She is hope for the Congress party, that I believe. That she can lead the Congress…The party is running the government in Karnataka, Punjab, Puducherry…They have some organisation, maybe weak, maybe strong. They have lost but they have a party organisation…from Assam to Manipur, Manipur to UP, UP to Rajasthan, Rajasthan to Bihar, Bihar to MP, they are there. You can’t ignore.

Q) So a strong Congress helps the TMC?

MB: No, I think that TMC will help all regional parties and Congress, also, at the national level because we want that all the regional parties must be together and work as a collective family.

Q) Will there be one leader for the entire Opposition?

MB: Yes, leader means, somebody has to call the meeting, somebody has to coordinate the meeting, somebody has to mix with the people. There must be a grand alliance, there must be a chairman. There must be a convener.
What I said was Congress is a national party, we are also a national party. But they are running three or four governments. What is practical? I have differences in Bengal politics. Congress is fighting a battle along with CPI(M) against me. At times, they are with the BJP, too. So I have to battle with them, but at the national level for the greater interest, I do support them…Even Arvind Kejriwal, why he will be out (of this alliance)? He should be in. For the greater interest, everyone must be together. If CPI(M) is there and I don’t quarrel with them at the national level, because of the greater interest then, maybe, Arvind Kejriwal (can be in too). There may be differences between the Congress (and Kejriwal). But for the greater interest, they can work together.

Q) You mentioned Sonia Gandhi, how’s your rapport with Rahul Gandhi?

MB: I don’t have any problem with Rahul. He is a young boy. He is trying his best, sometimes some people may accept him, some may not. It depends on timing. If you say that under Rahul’s leadership, so many seats were lost…given the situation, I don’t think it’s good that we only blame him for that. I think it is the Congress party’s choice who will be its leader, it is not our choice.

Q) You don’t mind the CPI(M) being a part of the national opposition?

MB: I have no problem. Because I want that for the greater interest, the BJP must go.

Q) This willingness to work with the CPI(M) is a shift from your earlier stand.

MB: No, the CPI(M) is now a very small party. In Bengal, they are totally lost. Kerala and Tripura, they are there. But Kerala also, you know the problem — every day, it is going on. They can’t run the government smoothly. Even Kerala, in the Parliament election, I think Congress will do better. In Kerala, they change every five years…Like DMK and AIADMK. DMK will do just the reverse to that, this is my political analysis. And Tripura also, they are losing, I think so.

Q) Is there a chance for Mamata Banerjee as PM candidate for the Opposition in 2019?

MB: I am nobody. I don’t want anything also. Let me continue as a commoner. But I want that Opposition must be strong. This isn’t about who will be the PM or not. First, let us win the battle, then this matter will come. Let us decide this collectively. The regional parties, let us take them into confidence and we have to lead the regional parties. Regional parties must lead their region and the Congress party, from the Centre, must help the regional party also. Where the Congress is strong, we must help them. Where the regional party is strong, then Congress should help them. That should be the policy. I believe if we can do that, then in 2019, the BJP can get a farewell.

Q) But the BJP, too, has been reaching out to the regional parties.

MB: That’s OK because they are in power. They are breaking the party…They are spending lots of money for that purpose. This is not good for anybody. I am not saying just for BJP, let me be very frank. It is bad for every political party, when I am in power, I want to break the party. The BJP is in power and tomorrow they are not in power, who are supporting them today, they will change their colour within a second…What I can say? They started so many cases against Lalu Prasad, National Herald cases. Arrey bhai, this is also a paper, maybe. Sometimes the political party, a tradition is going on, a political party you don’t touch. Even the BJP wasn’t touched at the time of the Congress rule. Now you are disturbing everyone.
My income tax party? Every year they are doing this, in the name of scrutiny. Every year, it is not scrutiny, they want to threaten us like this, so that we should stop our voice. Now against Lalu Prasad, against P Chidambaram, against Sonia Gandhi, against Rahul Gandhi, against this DMK leadership, this AIADMK leadership, against BJD people, against those who are not supporting them…If you don’t support them, tomorrow there will be an agency. But we, too, must not be hypocrites. A political party can’t change its ideology just like we change saris or clothes.
With the Central government, I am very positive. I am not negative or destructive. I am telling you because I have been in politics for years, if the Central government asks me for any cooperation, in the Central government, I will fully cooperate. But for politics, my ideology is different. Politically, I will criticise. But government to government, I cooperate. Provided they don’t interfere in my federal structure. Now the federal structure is disturbed like anything.

Q) Why do you think Nitish Kumar switched?

MB: Why are you asking, only Nitish, Nitish? Let him do…(his) is a very small party. Now the seats will be divided three ways. BJP will get some seats, Lalu will get some seats, Congress will get some seats and he will get some seats. The chair will be divided.

Q) Are you going to Lalu Prasad’s rally in Patna later this month?

MB: Yes, because Laluji told me three months ago and I have decided to go. Yes, I will go.

Q) Will you request Mayawati to join the rally?

MB: That is Laluji’s rally, he will invite all of them. If all the parties join, I will be very happy. I am going to Ranchi, to attend a tribals’ meeting on August 31.

Q) What do you make of the Gujarat Rajya Sabha election results?

MB: This is like a suspense film. Really horrible, people saw this film live, until late night, till 2 am. It is a big victory for Ahmed Patelji and a big victory against autocracy and a victory of democracy. A defeat of arrogance and, I think, this is also a turning point. Let the Opposition parties and the parties supporting BJP also think twice. I want that everyone should come together. I am not basically against BJP, they are a political party, if they do the good thing, then we will support. They have some good leaders also, I respect. Individually, I have no vendetta or agenda for that.

Q) You have worked with the BJP, what are some of the key differences now?

MB: Atalji was very nice. Atalji was a very sensible man. Even Advaniji also…there were some problems between Atalji and Advaniji, but we never faced any problems. Because that time we worked with Rajnath Singhji, Arun Jaitleyji, Sushma Swarajji and other people also, Venkaiah Naiduji and others. They are very fond of us and we never quarrelled with them. Now I don’t know…Narendra Modiji has not behaved rudely with us, but when we talk…they behave nicely. But the party has too much arrogance.
Q) You have issues with Narendra Modi or the BJP?

MB: He is also from the BJP. I would say it’s (with) the BJP. I don’t have any personal vendetta against anyone.

Q) Have you ever interacted with BJP president Amit Shah?

MB: I don’t know him. I never met him. But I have seen his photograph.

Q) Tea?

MB: Why don’t you, from The Indian Express, arrange for us to have tea. (She laughs)

Q) Now he is coming to Rajya Sabha as MP.

MB: Then Derek (O’Brien) and other people can meet him every day…

Q) Switching subjects, how are your talks with the Centre on the Darjeeling hills agitation?

MB: I have talked to Home Minister Rajnath (Singh)ji many times on the issue and he is always positive. And we discuss the matter because there are so many other angles also. Darjeeling, luckily and fortunately, is one part of my state but it is not the whole of state, it is just one portion. They (the Gorkha Janmukti Morcha) were in power for about five years (as part of the Gorkhaland Territorial Administration) and now when there is an election knocking on the door, they have become very unpopular. Even in the last municipal election, they lost in many seats. So it’s nothing new. If you see Darjeeling history, every 10 years or 15 years or 20 years, they will do this.

Q) So what is the solution?

MB: Solution is peace, solution is development. Solution is let peace be restored, there may be talks, no problem.

Q) Who will you talk to?

MB: If they want to talk, I have no problem. I am not prejudiced, options are always open. We can talk to all the people, no problem. All political parties of Darjeeling, we can talk. We have called for many meetings, they didn’t join. But I don’t support hooliganism or the vandalism. How have they stopped education of children, students? They don’t allow the ration system. My one driver has been burnt, there is torture, burning, looting, arson…They have killed so many people from Panchayat office, to electricity office, to railway station, to bank, they have burnt.
They are getting some encouragement from outside. That the Central government also knows.

Q) What about their ethnic demand for a new state?

MB: It is not an ethnic demand, it is a design…through this design, they collect money and everything. They use arms, they are now using the national flag, they are using the Army dress that they are wearing. They are using foreign communication devices. If they don’t get anything from outside, how are they getting all this?

Q) Are you pointing fingers at China?
MB: I am not referring to China or Nepal or anything. It is for the government of India to find out but, of course, border countries are involved. Because we have documents — some people were caught red-handed and we have the foreign country’s currency, then the foreign communication devices, the mobile connections and also people, who are injured, are just sent to Nepal. Why?

Q) You have flagged this to the Centre?

MB: They know everything. We have already given all information.

Q) There’s a deterioration of relationship with China, tension in Bhutan. West Bengal is surrounded by all the states.

MB: We maintain good relationship with Bhutan and Bangladesh. Foreign policy is something we always support the Central government on…we don’t interfere. But we want that the government of India must keep in touch through all diplomatic channels. Whatever the Government of India feels is good for the country, they will do. We don’t say anything about that.
But in my state, if any problem is there, we have to face the problem. Because if you see Nathu la, if you see Arunachal, Nepal, Bhutan, all these are adjacent to my state and Bangladesh. Siliguri is the Chicken’s neck and that is our problem. That’s why the Central government must be strong to combat the situation. We are ready to extend our cooperation. Here I am, we are very much patriotic and we love our country like anything. It is our motherland. We are not going to compromise on anything.

Q) You spoke about jobs, bread and butter issues. As Chief Minister, what’s the biggest governance challenge in Bengal?

MB: This is the only state, I am proud to say, where we give, full medical treatment to people. Tell me, which other state gives from heart transplantation to kidney transplantation? Full medicine free…Full bed, free treatment, health for all…Of the 90.3 million people in the state, over 8 crore get rice at Rs 2 per kg and atta at Rs 3 per kg…free food, free health, free education. Even for higher education, my Kanyashree project has received the highest UN Public Award. There are 41 lakh girl children in the state. We give them Rs 750 scholarship every month, we give Rs 25,000 when they become 18 years old, if they don’t marry. And we have started for university also. For SC, STs, we have Shikshashree scholarship. For tribals, OBC and minorities, we give scholarships. For minorities also, within the OBC reservation, we gave 97% Muslims the reservation. So they are getting quite good education facilities.
Overall, in 2016-17, the state’s GSDP at constant prices grew by 9.27% in comparison to India’s 7.1%. Industry grew at 7.24% compared to India’s 5.2%; service sector grew at 11.19% against India’s 8.8% as count of GVA.
I am proud to say that 97% families in my total population have been covered by one, two, three even four schemes in Bengal. And this when we have Rs 40,000 crore as debt.

Q) How do you manage the debt with this increased expenditure?

MB: It is the only state where I have already done 300 meetings at the grassroots level. With the state secretariat, we go to the districts, we meet all block-level officers, panchayat samity chairmen, zilla parishad members, local MLAs, MPs…it is true that there is an increase in expenditure for welfare activities. In these meetings, we convey that while development is needed, so is austerity. Today, tax collection is up, growth is up.

Q) There is a common complaint, across cities and towns, even villages, of The Syndicate. Of young unemployed men, TMC supporters, running extortion rackets, harassing citizens. It was there during the CPI(M) time, too, but now it’s full of Trinamool men. When influential people complain, action is taken but not many have the clout to complain.

MB: In the press, media, there is also a syndicate. If one TV channel picks up a news story, irrespective of whether it’s correct or wrong, it will spread like anything. So some section of the press started this rumour.

Q) Do you think it’s an issue?

MB: It was an issue, during the CPI(M) time. Even in our time, some CPI(M) boys, they changed their (affiliation) and they started. But whenever a complaint comes to us, within five minutes, the matter is settled. There are some people, unemployed…it’s not like that in Bengal…but when it comes to 100 days work also, we are No.1…we are trying our best.

Q) You have told your MLAs (to keep a watch on this)?

MB: No, no, our MLAs are not doing that. But if you have a complaint for only 0.1 per cent, it is very minor. But we have sent a message that we are not going to tolerate this and if anything is violated, we immediately arrest them…my TMC MLA, I arrested, even my MPs I arrested and even my local corporation councillor, my panchayat. If there’s any wrongdoing by anybody, I might not take action against the opposition, but I have taken action against my people. So that the message should go, that they should be very disciplined. Charity begins at home, I maintain that.

 

দিল্লিতে মুখ্যমন্ত্রী তো – চোরের মায়ের বড় গলাঃ মমতা বন্দ্যোপাধ্যায়

‘দেশের বিজেপি বিরোধী আঞ্চলিক শক্তিগুলি একত্রিত হয়ে এককাট্টা আন্দোলনে নামলে ২০১৯সালে বিজেপিকে কেন্দ্রের ক্ষমতা থেকে বিদায় নিতে হবে।’ তার জন্য যদি প্রয়োজন হয়, তা হলে জাতীয় স্তরে বাংলার রাজনীতিতে তাঁর প্রধান শত্রু দুই দল কংগ্রেস ও সিপিএমের সঙ্গেও হাত মিলিয়ে লড়াই করতে আপত্তি নেই তাঁর ।

শুক্রবার দিল্লিতে সোনিয়া গান্ধীর ডাকে সাড়া দিয়ে ১৬টি অবিজেপি রাজনৈতিক দলের বৈঠক থেকে বেরনোর পরে একটি সর্বভারতীয় ইংরেজি দৈনিকে একান্ত সাক্ষাৎকারে এমনই স্পষ্ট ভাষায় নিজের মত জানিয়েছেন বাংলার মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় । শুধু তাই নয়, তিনি যেভাবে বাংলার রাজনীতিতে কংগ্রেস ও সিপিএমের সঙ্গে শত্রুতাকে একপাশে সরিয়ে রেখে সর্বভারতীয় স্বার্থে লড়াইয়ে রাজি, একইভাবে কংগ্রেসকেও আম আদমি পার্টির সঙ্গে তাদের দন্দ্বকে সরিয়ে রেখে একসঙ্গে লড়ার আহ্বান জানিয়েছেন ।

এরপরেই আরও স্পষ্ট ভাষায় গোটা দেশে বিজেপি বিরোধী এই ‘গ্র্যান্ড অ্যালায়েন্স’ সম্পর্কে তাঁর সহজ ব্লু-প্রিন্ট জনান, ‘সমস্ত আঞ্চলিক দলগুলিকেই তাদের নিজের নিজের রাজ্যে শক্তি বাড়াতে হবে । কংগ্রেসকেও কেন্দ্র থেকে সকলের পাশে দাঁড়াতে হবে । যেখানে কংগ্রেস শক্তিশালী সেখানে আমরা তাদের পাশে দাঁড়াব, আবার যেখানে আঞ্চলিক দলগুলি শক্তিশালী তাদেরকে সাহয্য করতে এগিয়ে আসতে হবে কংগ্রেসকে। তা হলেই আগামী ২০১৯ সালের লোকসভা নির্বাচন হবে বিজেপির ফেয়ারওয়েল।’ তাঁর সঙ্গেই তিনি বলেন, ‘আমাদের রাজ্যে কংগ্রেস তো সিপিএমের সঙ্গে হাত মিলিয়ে আমাদের বিরুদ্ধে লড়াই করছে । কোথাও কোথাও বিজেপি’র সঙ্গেও আমাদের বিরোধিতা করছে । কংগ্রেস যেমন জাতীয় দল, আমরাও জাতীয় দল । তবে ওরা এখনও গোটা কয়েক রাজ্যে সরকার চালাচ্ছে। তাই বাস্তবটাও ভাবতে হবে । জাতীয় রাজনীতিতে একসঙ্গে লড়তে তো কোন সমস্যা নেই। সিপিএমের সঙ্গে আমার এতকালের লড়াই। কিন্তু জাতীয় রাজনীতিতে বৃহত্তর স্বার্থে একসঙ্গে লড়া সম্ভব ।’

তবে এর পাশাপাশিই দশের সমস্ত বিজেপি বিরোধী দলগুলির মধ্যে সবার আগে পারস্পরিক বিশ্বাস, মতের আদানপ্রদানের জন্যে এই প্রস্তাবিত ‘গ্র্যান্ড অ্যালায়েন্স’ বা মহাজোটের একটা ‘স্ট্রাকচারাল মেকানিজম’ ঠিক করা প্রয়োজন । এর সঙ্গেই প্রয়োজন একজন কোনও নেতা বা নেত্রীর। কাউকে না কাউকে তো এই জোটের চেয়ারম্যান হতেই হবে । কাউকে তো বৈঠক ডাকতে হবে ।’ সোনিয়া গান্ধিই এই মহাজোটের নেতা কি না, এই ধরনের কোনও উত্তর সরাসরি না দিলেও, সোনিয়া গান্ধীর নেতৃত্বের ভূয়সী প্রশংসা করেন মমতা। তাঁর সম্পর্কে মমতা বন্দ্যোপাধ্যায় বলেন, ‘রাজীব গান্ধীর হত্যার পরে কংগ্রেস অনেকটাই দুর্বল হয়ে পড়েছিল । একমাত্র উনিই দলটাকে ফের আজকের জায়গায় ফিরিয়ে এনেছেন। কংগ্রেস দলের সবচেয়ে বড় আশার জায়গায় উনিই। নীতিশ কুমার দেশের বিজেপি বিরোধী এই জোট ছেড়ে বেরিয়ে গিয়ে ফের এনডিএ তে ফিরে যাওয়া সম্পর্কে তাঁর মন্তব্য, ‘এটা তো রাজনীতির অঙ্গ। কেউ আসবে আবার কেউ কেউ যাবে। তাতে আমাদের সম্মিলিত আন্দোলনে কোন প্রভাব পড়বে না’।

সবচেয়ে বেশি তিনি সরব হয়েছেন বিজেপি এবং বর্তমানে কেন্দ্রে ক্ষমতাসীন এনডিএ সরকারের দুর্নীতি নিয়েও। বিভিন্ন আঞ্চলিক দলগুলির প্রথম সারির নেতাদের নানা ধরনের দুর্নীতিতে জড়িয়ে পড়ার যে সমস্ত কেন্দ্রীয় বিভিন্ন তদন্তকারী এজেন্সিগুলো করছে এবং বিজেপির তরফেও তোলা হচ্ছে, তা নিয়ে রীতিমতো আক্রমণাত্মক প্রতিক্রিয়া দেন তিনি। তাঁর বক্তব্য, ‘ওরা তো এমন খেলা শুরু করেছে যে ওদেরকে সমর্থন করলে খুব ভালো। ওরা ছাড়া বাকি সকলেই দুর্নীতিগ্রস্ত। ওদেরকে সমর্থন না করলেই কাল দেখবেন আপনার কাছে কোনও না কোন কেন্দ্রীয় এজেন্সি হাজির হয়ে গেছে। আসলে জানেন তো বাংলায় একটা প্রবাদ রয়েছে ‘চোরের মায়ের বড় গলা’। পকেটমারেরা পকেট কাটার পরেই তাদের দলের লোকজন ‘পকেটমারপকেটমার’ বল্র চেঁচাতে শুরু করে। তাতে সকলেই অন্য কোনও লোককে খুঁজতে শুরু করে আর আসল চোর সেই সুযোগে পালিয়ে যায়। বিজেপিও সেইরকমই, বাকি সকলেই চোর, ওরা ছাড়া’।

An app for emergency services has been created under the aegis of the Bengal Transport Department, aimed at helping commuters in distress. The app would link the public with police departments, which in turn would connect with ambulance and hospital services.

During the first phase to commence next month, four police commissionerates are going to be part of the project – Kolkata, Bidhannagar, Barrackpore and Howrah. The app would be of help during accidents, criminal attacks, attacks on women and similar situations.

When in danger, people can send messages directly to police stations, the Transport Department, fire services, hospitals and pre-designated relatives and friends via the GPS of the mobile phone, which has to be kept on. Only a button needs to be clicked.

The app has a two-way system. Hence messages from the police and others would also reach the mobile phone. An SMS would reach the pre-designated relative or friend’s number with the location of the person marked on a screenshot of Google Maps.

Through the usage of the app, the police would also be able to map areas where particular types of crimes occur more frequently, and therefore arrange adequate precautionary measures.

পথে বিপদ থেকে উদ্ধার পেতে অ্যাপ চালু আগামী মাসে

রাজ্য পরিবহণ দপ্তরের উদ্যোগে তৈরি পথ-সুরক্ষা সংক্রান্ত অ্যাপ চালু হতে চলেছে আগামী মাসেই। প্রথম ধাপে কলকাতা,বিধাননগর, ব্যারাকপুর এবং হাওড়া কমিশনারেট এলাকায় চালু হতে চলেছে অ্যাপ। এ নিয়ে সংশ্লিষ্ট দপ্তরগুলির মধ্যে সমন্বয়ের কাজ চলছে বলে পরিবহণ দপ্তর সূত্রের খবর।

পথ দুর্ঘটনা, দুষ্কৃতী আক্রমণ কিংবা মহিলাদের বিরুদ্ধে সংঘটিত অপরাধ-সহ রাস্তায় যে কোনও রকম বিপদে বিশেষ কার্যকরী হতে পারে এই অ্যাপ।

জিপিএস নির্ভর ওই অ্যাপ থেকে মোবাইলের মাধ্যমে পাঠানো বার্তা পৌঁছবে পুলিশ, পরিবহণ দপ্তর, দমকল, হাসপাতাল এবং বিপন্ন ব্যাক্তির আত্মীয়-পরিজনদের কাছে। নির্দিষ্ট অপশনে ক্লিক করলেই পুলিশ কন্ট্রোলরুমে ‘অ্যালার্ম’ বাজবে। সেখান থেকে যিনি সাহায্য চাইছেন তার নাম, পরিচয়, ফোন নম্বর এবং প্রকৃত অবস্থান জানতে পারবে পুলিশ। বার্তাও ভেসে উঠবে সংশ্লিষ্ট ব্যাক্তির মোবাইলে।
