Derek O’Brien asks a question on electrification during Question Hour in Rajya Sabha

Will the Minister of POWER be pleased to state:

(a) the number and proportion of households, rural and urban, that have a working electricity connection since 2013, State-wise and year-wise;

(b) the number and proportion of these households that have 24-hour supply of electricity; and

(c) the details of steps taken by Government to provide 24-hour electricity to all households?

Supplementary Questions

  1. According to a recent report by the Central Electricity Authority, the country is expected to become ‘power surplus’ in 2016-17. As per the report, Odisha, Mizoram and Tripura, which are expected to be power surplus in 2016-17. But as of May 2016, the percentage of un-electrified rural households varied 22 and 52 per cent.

Almost every village (100%) in West Bengal is electrified with 93% households having access to electricity. It is the best performing State in terms of access to power.

What steps are being taken to assess the real demand for electricity, especially in rural households and how is this real demand going to met?

  1. For the last two or three years, West Bengal has been a power surplus state, and continues to be power surplus even with rising industrial and domestic demand.

Will the Centre replicate the successful model implemented in Bengal and will the efforts of the State Government to transfer power to other States (and also neighbouring countries such as Bhutan) be supplemented by the Centre?

Trinamool’s Derek O’Brien’s Supplementary Question on MGNREGA

Sir, through you I want to remind the Minister that the Prime Minister had called the MGNREGA programme a waste of time because it was only used to give jobs to people to dig holes. Sir, I welcome the fact that at least in the last few months there has been a change of heart or a beginning to change heart; in the supplementary demands for grants there has been a slight increase in the outlay.

My question to the Minister is, can he give a commitment on the floor of this House that the government has changed its policy for MGNREGA and that they do not believe that it is a programme only to dig holes. Let them withdraw that statement and recommit to the programme.

My state Bengal, whichever way you look at the numbers, is number one in MGNREGA. So, let him give a firm commitment that they are serious about MGNREGA and will put they money where their mouth is.

Thank you.

All blocks in Bengal to get automatic weather stations

The West Bengal Government led by Mamata Banerjee has gone a step ahead of the Centre to help farmers in getting constant weather forecasts, by setting up automatic weather stations (AWS) in 300 agricultural blocks across the state.

Purnendu Basu, the state Agriculture Minister, said setting up AWSs would help the farmers get timely updates on the weather forecast and specifically of their own block. Hence, they can plan accordingly for a better yield and it will also help avoid damage to crops as the weather will no more remain unpredictable for farmers in any part of the state. The weather frequently keeps changing on a regular basis, which is why AWSs have become essential in all blocks.

The Agriculture Minister said that AWSs in 145 blocks were set up around two and a half years ago. Now the target is to ensure the availability of the same in all the blocks and at the same time the task of upgrading the existing AWSs will also be taken up shortly. New software would be introduced for better monitoring of the changes in climate and dissemination of the information on weather forecast.

There are around 1700 employees of the state agriculture department who maintain regular interaction with farmers to advice them about modern techniques to get a better yield instead of using harmful fertilisers. All of them carry a tablet PC which they use to spread awareness among farmers about the updates and scientific measures which could be taken up for better yield and to check damage of crops.

With introduction of the new software in the AWSs, these employees will start getting the weather updates in their tablets and can disseminate information among farmers in the area.

The move of the state agriculture department in setting up AWSs in all the blocks will help farmers get weather updates even while working in their fields. The AWSs will also help farmers to decide when to take their produce to market after getting the forecast on rainfall.

Dr Amit Mitra slams the Centre, says it is doing nothing about debt-ridden States

“The state is debt-ridden and heading towards a fiscal crisis. But Parliament is doing nothing about it.” He added that the Centre’s denial of help was “sad and shocking”, reacting to Arun Jaitley’s comment, West Bengal Finance Minister Dr Mitra said.  “The comment was made in such a light manner that we and the people of Bengal are shocked. As we cannot take any loan without the permission of the Central government, the Centre cannot avoid its responsibility as far as repayment of the loan is concerned”, he said.

“You will be surprised to know that in the last five years between 2011-2016 the Centre has deducted Rs 1,41,00 crore,” Dr Mitra said.

Dr Mitra was criticising Union finance minister Jaitley’s comment at Lok Sabha who said one should take as much loan as one can repay. Jaitley was replying to AITC MP Abhishek Banerjee’s speech who insisted on the restructuring of the loan taken by West Bengal. “The burden of loan that we are carrying has been done by the previous Left Front government. These loans taken during the Left Front reign have started to mature and between 2011/12- 2015/16 financial year we had to pay 42312 crore as repayment of principal and interest. In the next five years between 2017-22 we will have to pay nearly only one lakh crore as interest and if we consider loan plus principal then it will reach 253910 crore,” Dr Mitra added

Referring that the state is going to take another Rs 1000 crore in August Dr Mitra told the media at state headquarters that the Government in the last five years have taken little more than Rs 113000 crore as loan from the market and out of that Rs 94000 crore has gone only for the repayment of loans. We could only take Rs 18000 crore for the development of the state. We are going into a debt trap. The Centre can give 10 lakh dollars to IMF for restructuring of loans for Greece but they won’t do anything for debt-ridden states. This is really unfortunate. If we have used our full potential then our GDP would have been four times and we could do a lot more for the development of the state,” Dr Mitra added.

Idrish Ali speaks during a short duration discussion on sustainable development goals

I am really grateful to our Hon’ble Deputy Speaker Sir. At the same I am deeply grateful to our Hon’ble Chief Minister Mamata Banerjee.

I have two points. First point is regarding fertilizers. In my constituency, Basirhat in west Bengal, and another area Ashoknagar, farmers are facing a lot of trouble; they are not getting the fertilizers. Our Hon’ble Minister knows that this is the time of harvesting. So, my humble prayer, through you, before the Hon’ble Minister is that fertilizers should be given immediately to farmers in my constituency.

I have another request about central schools. In my constituency, Basirhat, there are seven assemblies. Not a single central school is there. So my humble prayer is that central school be set up in Basirhat parliamentary constituency in West Bengal.

Thank you.

Tapas Pal speaks during Question Hour on the need for doctors in rural health centres

There are not enough doctors at health centres in India. Whenever I visit my constituency, I meet patients with fatal diseases who tell me there are not enough doctors, please arrange doctors for us. I think this is the situation everywhere, not just my constituency. I would request the Hon. Health Minister to make arrangements for doctors; send the doctors to rural areas after they complete their studies.

Pratima Mandal speaks during Zero Hour about beneficiaries for rural development scheme

Thank you Madam for giving me the opportunity to speak on Zero hour.

Madam the government has drawn up a list of beneficiaries based on ACPC 2011 data. As per data, 13 percent or 2.37 crore houses have only kutcha walls, one room and kutcha roof. But Madam there are large number of cases pending those who have the same category, belong to same category but their name has not been entered in this list.

And on the other hand Madam, for instances when one beneficiary whose name was entered the list, dies before getting the benefit, details of his/ her legal dependence have not been entered. There is no provision in this case to include their name.

So, I would like to request the Hon’ble Minister of rural development to consider the cases of beneficiaries whose names have not been entered into the list and also consider the case for legal aids in case of death of beneficiaries.

Arpita Ghosh speaks during Zero Hour about the harassment of local people in border areas by the BSF

Thank You Madam for giving me the opportunity to speak on this very important issue.

My parliamentary constituency is a border area; the Bangladesh border. As you may know, the BSF is stationed there.

Madam, I keep receiving complaints from local people about the harassment by the BSF on them. School-going girls often complain of harassment.

Recently, a student studying in Class IX committed suicide and in her suicide note she mentioned she was harassed on the way to school.

Problems like this are heard of in many border areas where BSF is present. I would request the government to look into this matter and give us feedback.

Thank you very much.

Sunil Mandal speaks on National Centre for Disease Control during Question Hour

I express my sincere gratitude to you for allowing me, a new Parliamentarian, to ask the first question. Respected Madam, I want to know from concerned Minister, through you, that several diseases are mentioned by the him in his reply to the question of National Centre of Disease Control.

It is a matter of severe anxiety as several times the doctors do not know the proper treatment of unknown diseases and hence patients die due to lack of proper treatment. Actually it is a matter of regret that NCDC has not made any awareness programme in Panchayat or block level through knowledgeable doctors and experts. The respected Minister must be aware that Asha and Anganwadi workers in Panchayat and block level detect those persons and bring them of the hospitals and arrange their treatment thus saving their lives. It is a matter of regret that those workers are under NGOs and their salary is very poor. Please help Asha and Anganwadi workers.

These diseases are not controlled in primary level. Respected Speaker Madam, I want to know from the Hon’ble Minister, through you, whether the government has any plan regarding awareness programames for these diseases? What are their plans for health care of sick new-born babies? Do they have any plans for offering free surgery to children with cardiac ailments?

Diseases like Kala-azar, dengue and various other unknown diseases spread all over the country. There are few genetic diseases, AIDS, filariasis, pox, chikunguniya, influenza, thalassemia, meningitis and other diseases which make the patient sick  during the whole year; every state government has to make arrangements for the treatment of those diseases.

Madam Speaker, it is a matter of regret that often after the detection of those diseases, central government sends observer teams to the affected area and only after that the central government approves a certain fund for use of the state government. The whole process takes much time.

For that reason it is important to increase awareness among people for which funds are necessary to made available to the state governments.

Hon’ble Minister in his reply stated that 8 states have NCDC and assured another 13 institutes. Bengal has made huge progress in the field of health care but does not have any NCDC yet. I want to know from the Hon’ble Minister, through you, whether there is any plan to open NCDC in West Bengal. If yes, then in which financial year and on what basis?

Thank you.
