The historic West Bengal Clinical Establishments (Registration, Regulation and Transparency) Bill, 2017 was passed at the West Bengal Assembly today.

The Bill aims to regulate the private hospitals and bring in transparency in the manner in which they operate.

Bengal Chief Minister Mamata Banerjee spoke at length on the Bill during a discussion in the Assembly. She called the Bill ‘historic’ and “a model for the entire country”.

Highlights of Mamata Banerjee’s speech at the State Assembly:

  • Opposition for the sake of it had become a norm in Bengal. No more. We work for the people.
  • Those who are giving lectures today did not do any work for 34 years. Despite the huge debt burden, we are working for the people
  • We have increased number of beds by 27000. We provide healthcare for free in govt hospitals in Bengal
  • People from Bihar, Jharkhand, Odisha, North East, Bhutan, Nepal, Bangladesh come to Bengal for treatment
  • Procedures like MRI, Scan, X-Ray, blood tests and even dialysis are provided at much lower cost
  • 112 fair price medicine shops providing up to 70% discount have been set up
  • 16 Mother and Child Hubs, 70 SNCUs, 303 SNSUs have been set up
  • Institutional delivery has increased from 65% to 90% in last five years. Infant Mortality Rate (IMR) has been reduced from 32 to 26
  • Fair Price Diagnostic Centers and Dialysis Services have been set up at 46 State Run Facilities
  • We have set up 7 new health districts and 7 new medical colleges
  • Children receive free cardiac surgeries under Sishu Sathi scheme. We have started breast milk bank. We have initiated Swasthya Sathi scheme.
  • Seats have been increased at medical colleges
  • Health department conducted a survey for one year before bringing this Bill
  • Some hospitals are taking PAN cards and FD papers of patients. We never heard of things like this
  • Some hospitals are overcharging patients, making exaggerated bills. The greed is crossing all limits
  • This Bill aims at bringing transparency, ending harassment of patients and taking steps to stop medical negligence
  • This Bill makes provisions for proper compensation in case of negligence by hospitals
  • Hospitals have to start e-prescriptions and keep online medical records
  • Hospitals cannot charge more than the package for treatment. They must provide an estimate for additional cost
  • Hospitals must start ‘Public Grievance Cell’
  • Hospitals with more than 100 beds must start fair price medicine shops and diagnostic centres
  • Hospitals getting land from Govt must provide free treatment to 10% people
  • Hospitals must provide primary treatment to accident victims
  • Hospitals not following this law may lose license
  • 13-member West Bengal Clinical Establishment Regulatory Commission to be set up, headed by a former judge of the High Court
  • The regulatory commission can impose penalty up to Rs 50 lakh on hospitals
  • Life saving treatment and medicines cannot be stopped even if patient cannot give money
  • Deadbodies of patients cannot be held back due to non-payment of dues
  • We must provide service with a smile

 

ঐতিহাসিক স্বাস্থ্য বিলকে সারা দেশের জন্য মডেল বললেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়

আজ বিধানসভায় ঐতিহাসিক ওয়েস্ট বেঙ্গল ক্লিনিক্যাল এস্টাব্লিশমেন্টস (রেজিস্ট্রেশন, রেগুলেশন অ্যান্ড ট্রান্সপেরেন্সি) বিল ২০১৭ পাশ হল।

স্বাস্থ্য পরিষেবায় স্বচ্ছতা আনতে, রোগীদের হয়রানি বন্ধ করতে ও  চিকিৎসায় গাফিলতি রুখতে এই বিল আনা হয়েছে।

বিধানসভায় এই বিল নিয়ে আলোচনার শেষে বক্তব্য রাখেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। এই বিলকে ঐতিহাসিক আখ্যা দিয়ে তিনি বলেন সারা দেশের কাছে এটি একটি মডেল।

বিধানসভায় মুখ্যমন্ত্রীর বক্তব্যের কিছু অংশঃ

  • যারা আজ বড় বড় ভাষণ দিচ্ছেন ৩৪ বছরে তারা কোন কাজ করেনি
  • আমরা হাসপাতালে বেডের সংখ্যা ২৭০০০ বাড়িয়েছি। সরকারি হাসপাতালে বিনামূল্যে চিকিৎসা দেওয়া হয়
  • বিহার, ঝাড়খণ্ড, ওড়িশা, NE ভারত, ভুটান, নেপাল, বাংলাদেশ থেকে মানুষ বাংলায় আসে চিকিৎসার জন্য
  • এম আর আই, স্ক্যান, এক্স-রে, রক্ত পরীক্ষা এমনকি ডায়ালিসিসও কম খরচে করা হয়
  • ১১২ টি ন্যায্য মূল্যের ওষুধের দোকানে ৭০ শতাংশ ছাড়ে ওষুধ পাওয়া যায়
  • ১৬টি মাদার চাইল্ড হাব, ৭০ টি এস এন সি ইউ, ৩০৩টি এস এন এস ইউ তৈরী করা হয়েছে
  • গত ৫ বছরে ইন্সটিটিউশন ডেলিভারি ৬৫% থেকে বেড়ে হয়েছে ৯০%
  • ৪৬ টি সরকারি স্বাস্থ্যকেন্দ্রে ন্যায্যমূল্যের ডায়াগনস্টিক সেন্টার ও ডায়ালিসিস পরিষেবা দেওয়া হয়
  • শিশু মৃত্যুর হার ৩২ থেকে কমে ২৬ হয়েছে
  • ৭ টি নতুন স্বাস্থ্য জেলা ও ৭টি নতুন মেডিকেল কলেজ তৈরী করেছি আমরা
  • শিশু সাথীর আওতায় শিশুদের বিনামূল্যে হার্ট অপারেশন করা হয়। আমরা মাতৃ দুগ্ধ ব্যাঙ্ক চালু করেছি
  • স্বাস্থ্য সাথী প্রকল্প চালু করেছি

  • এই বিলটি আনার আগে স্বাস্থ্য দপ্তর এক বছর ধরে একটি সমীক্ষা করে
  • কিছু হাসপাতাল রোগীদের থেকে এফ ডি পেপার ও প্যান কার্ড নিচ্ছে। এরকম ঘটনা আগে কখনো শুনিনি
  • কিছু কিছু হাসপাতালে বিল লাফিয়ে লাফিয়ে বাড়ছে, লোভের সীমা ছাড়িয়ে যাচ্ছে
  • ধৈর্যের বাঁধ ভাঙলে কড়া পদক্ষেপ নিতেই হয়
  • স্বাস্থ্য পরিষেবায় স্বচ্ছতা আনতে, রোগীদের হয়রানি বন্ধ করতে ও  চিকিৎসায় গাফিলতি রুখতে এই বিল
  • হাসপাতালের গাফিলতিতে রোগীর মৃত্যু হলে হাসপাতালকে তার ক্ষতিপূরণ দিতে হবে
  • ই-প্রেসক্রিপশন ও সব মেডিক্যাল রেকর্ডসের ই-কপি সব রোগীকে সরবরাহ করতে হবে
  • হাসপাতাল চিকিৎসার প্যাকেজের বাইরে অতিরিক্ত টাকা চার্জ করতে পারে না
  • অতিরিক্ত খরচের হিসেব আগেই দিতে হবে
  • হাসপাতালগুলিকে পাবলিক গ্রিভেন্স সেল চালু করতে হবে
  • ১০০ র বেশি বেড যে হাসপাতালে আছে সেখানে ন্যায্যমূল্যের ওষুধের দোকান ও ডায়াগনসটিক সেন্টার থাকতে হবে
  • ১০% মানুষকে বিনামূল্যে চিকিৎসা দেওয়ার জন্য হাসপাতালগুলিকে জমি দেবে রাজ্য সরকার
  • দুর্ঘটনাগ্রস্ত কোন রোগীকে অবশ্যই প্রাথমিক চিকিৎসা দিতে হবে
  • এই আইন মেনে না চললে হাসপাতালের  লাইসেন্স বাতিল হতে পারে
  • ১৩ জন সদস্য নিয়ে ওয়েস্ট বেঙ্গল ক্লিনিক্যাল এস্টাব্লিশমেন্টস রেগুলেটরি কমিশন তৈরী করা হবে
  • রেগুলেটরি কমিশনের প্রধান হবেন হাই কোর্টের প্রাক্তন বিচারপতি
  • হাসপাতালের ওপর ৫০ লক্ষ টাকা পর্যন্ত জরিমানা চাপাতে পারে রেগুলেটরি কমিশন
  • জীবনদায়ী ওষুধ ও পরিষেবা বন্ধ করা যাবে না, টাকা না থাকলেও চালাতে হবে
  • টাকা না থাকলেও দেহ আটকে রাখা যাবে না
  • অনেক বেসরকারি স্কুল চড়া ডোনেশন চায়। বোর্ড পরীক্ষার পর আমরা এই বিষয়টি দেখব
  • হাসি মুখে আমাদের পরিষেবা দিতে হবে
  • আমরা আবারও বাংলার মা-মাটি-মানুষকে প্রণাম জানাই। আমরা মানুষের জন্য কাজ করে যাব

Mamata Banerjee led Government has ushered in sweeping reforms in healthcare system in the State with the new West Bengal Clinical Establishments (Registration, Regulation and Transparency) Bill, 2017.

The bill aims to regulate the private hospitals and bring in transparency in the manner in which they operate.

It may be mentioned that on 22 February, the Chief Minister had conducted a meeting with representatives of various private hospitals and nursing homes in Kolkata. In the meeting she had announced the formation of a regulatory commission for private hospitals.

Highlights of the bill:

  • From bed charge to cost of surgery or ICU charges, all packages must have a specific charge. Patients must not be charged more than what is mentioned in the rate chart.
  • Additional costs, if any, during the course of treatment, cannot exceed a certain percentage of the package. The additional cost must be clearly specified in the bill.
  • Every hospital must display the fixed rate chart.
  • e-prescriptions and all medical records must be given to patients.
  • Help desks must be set up to assist families of patients regarding any information about the bill or treatment.
  • Hospitals cannot withhold the bodies of deceased patients if bill is pending.
  • Primary treatment must be provided to accident victims before informing the police.
  • Hospitals with more than 100 beds must start fair price medicine shops.
  • If any hospital violates the new law, they will be fined Rs 10 lakh or more. Government also has the right to cancel their license.

 

মমতা বন্দ্যোপাধ্যায়ের হাত ধরে স্বাস্থ্যক্ষেত্রে বিরাট সংস্কার

এবার হাসপাতালের লাগাম ছাড়া বিলে রাশ টানতে কড়া আইন আনলেন মুখ্যমন্ত্রী। নতুন যে আইন মুখ্যমন্ত্রী তৈরি করছেন, তাতে কী থাকছে?

• নতুন বিলের নাম ওয়েস্ট বেঙ্গল ক্লিনিক্যাল এস্টাব্লিশমেন্টস (রেজিস্ট্রেশন, রেগুলেশন অ্যান্ড ট্রান্সপেরেন্সি) বিল ২০১৭।

• অপারেশন থেকে শুরু করে বেডের চার্জ, আইসিইউ থেকে যেকোনও প্যাকেজের দর নির্দিষ্ট করে রাখতে হবে। তার থেকে বেশি টাকা কোনও অবস্থাতেই নেওয়া যাবে না।

• চিকিৎসা চলাকালীন আরও কোনও খরচ বাড়লেও সেই রেট বা চার্জের বাইরে একটি নির্দিষ্ট শতাংশ টাকাই অতিরিক্ত হিসেবে বিলে সংযোজন করা যাবে। অতিরিক্ত খরচের সবটা বিলে স্পষ্ট করে উল্লেখ করতে হবে।

• ফিক্সড রেট চার্ট টাঙিয়ে দিতে হবে প্রত্যেকটি হাসপাতালে।

• ই-প্রেসক্রিপশন ও সব মেডিক্যাল রেকর্ডসের ই-কপি সব রোগীকে সরবরাহ করতে হবে।

• বিল ও চিকিৎসা সংক্রান্ত সমস্ত তথ্য রোগীর পরিবারকে জানানোর জন্য হাসপাতালে হেল্প ডেস্ক স্থাপন করতে হবে।

• বিল বাকি থাকলেও মৃতদেহ কোনও ভাবে আটকে রাখা যাবে না।

• দুর্ঘটনায় আহত ব্যক্তিকে হাসপাতালে নিয়ে গেলে আগে প্রাথমিক চিকিৎসা করে তার পর পুলিশকে জানাতে হবে।

• ১০০ বা তার বেশি শয্যাবিশিষ্ট হাসপাতালে ফেয়ার প্রাইস মেডিসিন শপ চালু করতে হবে।

• নতুন আইনের কোনও ধারা অমান্য করলে বেসরকারি হাসাপাতালের ১০ লাখ টাকার বেশি জরিমানা এবং লাইসেন্স বাতিলের ক্ষমতা থাকছে রাজ্য সরকারের হাতে।

The Wildlife Wing of Forest Department manages 4692 sq km of protected area network, i.e., 5.28% of geographical area of state (as of 2015), up from 4.56% prior to 2013. The Bengal Government is committed to the conservation and protection of wildlife in the State and has taken several initiatives for the same.

The Wildlife Wing has achieved great success in the conservation of Rhino and Elephant habitat. The population of Rhinos touched 236 and Elephants touched 647 in 2015, the highest in the last few decades. Recent ‘Camera Trap’ technology showed healthy population of tigers in the wild and for the first time, a census of crocodiles was done in 2012 in state.

The most notable initiatives of West Bengal Zoo Authority are starting of works of Sunderban Wild Animal Park at Jharkhali and North Bengal wild Animal Park at Siliguri. Padmaza Naidu Himalayan Zoological Park, Darjeeling now acquired the status of best zoological park in the country.

A new wildlife sanctuary, Pakhi Bitan, was notified at Gajoldoba in North Bengal for conserving the habitat and protecting populations of migratory birds.

Bengal Safari Park, spread over 297 hectares of natural forest land consisting of sal and other trees, was inaugurated by the Chief Minister in January, 2016. The park has a mixed herbivore and a tiger safari was recently inaugurated. Lesser cats, fresh water crocodile and gharial and representative birds of North Bengal are displayed in large enclosures in the park.

 

বন্যপ্রাণী সংরক্ষণে দৃঢ়প্রতিজ্ঞ রাজ্য সরকার

বন্যপ্রাণী সংরক্ষন ও নিরাপত্তায় বদ্ধপরিকর রাজ্য সরকার; এই উদ্দেশ্যে অনেক পদক্ষেপ গ্রহণ করা হয়েছে।

রাজ্য বনদপ্তরের অন্তর্গত বন্যপ্রাণী বিভাগ রাজ্যের ৪৬৯২ বর্গ কিঃ মিঃ অঞ্চলকে নিয়ন্ত্রন করে। এই অঞ্চলটির আয়তন গোটা রাজ্যের আয়তনের ৫.২৮ শতাংশ (২০১৫ সাল পর্যন্ত), যা ২০১৩ সাল অবধি ৪.৫৬ শতাংশ ছিল।

গণ্ডার ও হাতি’র সংরক্ষনে ইতিমধ্যেই সাফল্য অর্জন করেছে বন্যপ্রাণী বিভাগ। গণ্ডারের সংখ্যা ২৩৬ ও হাতির সংখ্যা ৬৪৭ হয়েছে ২০১৫ সালের গণনা অনুযায়ী। অত্যাধুনিক “ক্যামেরা ট্র্যাপ” প্রযুক্তিতে দেখা গেছে বাঘেদের জনসংখ্যাও বেশ ভাল। ২০১২ সালে রাজ্যে প্রথমবার কুমিরের গণনা করা হয়।

West Bengal Zoo Authority-র উল্লেখযোগ্য পদক্ষেপ হিসেবে বলা যেতে পারে, ঝড়খালিতে ‘সুন্দরবন ওয়াইল্ডলাইফ পার্ক ও শিলিগুড়িতে ‘উত্তরবঙ্গ বন্য প্রাণী পার্ক তৈরী। দার্জিলিঙের ‘পদ্মজা নাইডু হিমালয়ান জুলজিকাল পার্ক’ দেশের সেরা চিড়িয়াখানা হিসেবে স্বীকৃত।

পরিযায়ী পাখিদের সংরক্ষন ও নিরাপত্তা প্রদানের উদ্দেশ্যে নির্মিত উত্তরবঙ্গের গাজলডোবার “পাখি বিতান” হল একটি নতুন উদ্যোগ।

২৯৭ হেক্টর জমিতে তৈরী বেঙ্গল সাফারি পার্ক উদ্বোধন করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় ২০১৬ সালের জানুয়ারি মাসে। ওই পার্কে কিছুদিন আগেই টাইগার সাফারির উদ্বোধন করা হয়। কুমির ও ঘড়িয়ালের পাশাপাশি উত্তরবঙ্গের কিছু পরিচিত পাখিও প্রচুর সংখ্যায় দেখা যাবে এখানে।

More than 360 poets and elocutionists will participate in the three-day ‘Kobita Utsab’, organised by the Paschimbanga Kobita Academy. The festival will begin on Friday with a rally in which eminent poets and elocutionist would voice their views. The rally would start around 4 pm from near the statue of Rabindranath Tagore and will end at Nandan after passing through the Kolkata Information Centre.

It may be mentioned that the setting up of the Kobita Academy – a first-of-its-kind institution in the country which promotes poetry and acts as a forum for poets all over the state – was the brainchild of Chief Minister Mamata Banerjee. ‘Kobita Utsab’ will be held at Rabindra Sadan, Sisir Mancha and auditorium of Bangla Academy. This is the first time that such a major endeavour has been taken to organise a festival exclusively for poets and elocutionists.

Poet Nirendranath Chakraborty will inaugurate the Kobita Utsab on Friday at Rabidndra Sadan. Fellow poet Monindra Gupta will be felicitated with ‘Jibanananda Samman” and elocutionist Pradip Ghosh will be awarded the ‘Kazi Sabyasachi Samman’. Besides recitation of poems, there will be seminars on poetry which will be held at the festival.

 

আজ উদ্বোধন হবে কবিতা উ९সবের

আজ থেকে রবীন্দ্রসদনে শুরু হচ্ছে কবিতা উ९সব। পশ্চিমবঙ্গ কবিতা অ্যাকাডেমি আয়োজিত তিন দিনের এই কবিতা উ९সবে ৩৬০ জনেরও বেশি শিল্পী অংশগ্রহণ করবে।

আজ বিকেল চারটেয় রবীন্দ্র সদন চত্বরে রবীন্দ্রনাথের মূর্তির সামনে থেকে কবি শিল্পীদের একটি মিছিল শুরু হবে শেষ হবে নন্দনে। মিছিলের ব্যানারে থাকবে সুভাষ মুখোপাধ্যায়ের কবিতার পঙক্তি– একটু পা চালিয়ে ভাই।

উল্লেখ্য, কবিতা অ্যাকাডেমি গঠন করার অভিনব চিন্তাধারা মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের। কবিতার প্রসারে এমন এক অ্যাকাডেমি বানানোর উদ্যোগ দেশে নজিরবিহীন।

রবীন্দ্র সদন ছাড়াও শিশির মঞ্চ ও বাংলা অ্যাকাডেমি অডিটোরিয়ামে হবে এই ‘কবিতা উ९সব’। তিনদিন ব্যাপী এই উ९সবের উদ্বোধন করবেন নীরেন্দ্রনাথ চক্রবর্তী। আজ এই উ९সবসন্ধ্যায় ‘জীবনানন্দ সম্মান’ পাবেন কবি মণীন্দ্র গুপ্ত, ‘কাজি সব্যসাচী সম্মান’ পাবেন আবৃত্তিকার প্রদীপ ঘোষ।

Chinese Ambassador to India Luo Zhaohu on Thursday extended an invitation to West Bengal Chief Minister Mamata Banerjee to visit his country for exploring business possibilities in manufacturing and other key sectors of the two countries.

The Ambassador, heading a five-member delegation including Chinese Consul-Genral in Kolkata Ma Zhanwu, called on Banerjee at the state secretariat Nabanna.

“Ambassador of the People’s Republic of China to India and the Consul-General of China in Kolkata had a meeting with me at the state secretariat today (Thursday).

“He extended an invitation to us to visit China to explore Bengal-China business possibilities in manufacturing and other key sectors,” Banerjee said in a Facebook post.

Zhaohu and Banerjee had elaborate discussions about the business possibilities in many areas.

 

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের সাথে দেখা করলেন চীনের রাষ্ট্রদূত

বৃহস্পতিবার নবান্নে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের সঙ্গে দেখা করলেন চীনের রাষ্ট্রদূত লিও জং হুই। পাঁচ সদস্যের এক চীনা প্রতিনিধি দল এদিন মুখ্যমন্ত্রীর সঙ্গে বৈঠক করেন। এ রাজ্যে বিনিয়োগ করতে আগ্রহী চীন।

মুখ্যমন্ত্রী তাঁর ফেসবুক পেজে লেখেন, “আজ (বৃহস্পতিবার) নবান্নে চীনের রাষ্ট্রদূত লিও জং হুই আমার সঙ্গে দেখা করেন। বাংলা-চীনের বাণিজ্য সম্পর্ক আরও দৃঢ় করার জন্য উনি আমায় চীন সফরে যাওয়ার আমন্ত্রণ জানান”।

বিভিন্ন জায়গায় বিনিয়োগের সম্ভাবনা নিয়ে এদিন বিস্তারিত আলোচনা হয় তাদের মধ্যে।

The Bengal Government is bringing in a single window service in agricultural marketing by providing a common license for the wholesale buyers to buy any farm produce. Thus, the farmers with their excess produce will not have to run door to door to sell their crops.

In order to do so The West Bengal Agricultural Produce Marketing (Regulation) Bill with amendments will tabled at the State Assembly.

After the Act is passed, wholesale buyers, after paying a fixed fee,  can buy whatever agricultural products they wishes to sell, from all over Bengal. Earlier, there were separate licenses for each agricultural products.

The new law will also be helpful for Bengal farmers who wish to export their products in other states or countries. Now, even if there are excess yield in farming, the excess may now be sold in a much easier manner, the number of wholesale buyers being increased.

 

 

রাজ্যে কৃষকদের জন্য বিশ্বের বাজার খুলে দিচ্ছে রাজ্য সরকার

বিভিন্ন কৃষিজ পণ্যের বাড়তি উ९পাদনেও বিক্রির জন্য আর সমস্যায় পড়তে হবে না বাংলার কৃষকদের। রাজ্যে কৃষকদের জন্য বিশ্বের বাজার খুলে দিচ্ছে রাজ্য সরকার। এক জানলা নীতি এবার কৃষিতেও।

বিধানসভায় পেশ হবে ‘দি ওয়েস্ট বেঙ্গল এগ্রিকালচার প্রোডিউস মার্কেটিং (রেগুলেশন)’ সংশোধনী বিল।

এই বিল পাশ হলে রাজ্যের সব বাজারে একটিমাত্র লাইসেন্স থাকলেই কোনও ব্যবসায়ী রাজ্যের কৃষকদের উ९পাদিত সামগ্রী কিনতে পারবেন। কেবল একটিমাত্র জায়গায় নির্দিষ্ট ফি দিলেই বাংলার যেকোনো জায়গায় তারা জিনিস বিক্রি করতে পারবেন। এর আগে প্রত্যেকটি কৃষিজ পণ্যের জন্য আলাদা লাইসেন্স দরকার হত।

অনলাইনে জিনিস বিক্রির সুযোগ পাবেন কৃষকরা। রাজ্যের বিভিন্ন জেলার কেন্দ্রীয় বাজারে অনলাইন বিপণনের সুবিধা দেবে রাজ্য সরকার। অন্যান্য রাজ্যেও দ্রব্য রপ্তানি করতে পারবেন কৃষকরা। অর্থা९ বাংলার কৃষকরা অনেক বড় বাজারে তাদের সামগ্রী বিক্রি করতে পারবেন।

Just like rating app-cab drivers ensures better services from the aggregator, Kolkata Police’s ‘Karma-Meter’ app promises better public transport services based on commuter ratings. Launched on Wednesday, the app allows users to rate auto or bus drivers based on their performance, behaviour and compliance to traffic rules.

Additionally, the Karma app allows sergeants to rate drivers and any offences registered against them will be visible on it. A unique ID displayed behind the driver’s seat will grant users access to his details. The drivers, in turn, will be ranked according to the scores. While those at the top will get rewards, those lagging behind will have to undergo training at traffic guards. This, in turn, will allow traffic police a reckoner of driver behaviour and driving in the city.

Attending the Kolkata Jaaago Safe Drive Save Life function at the police training school on Wednesday, state transport minister Subhendu Adhikari said: “We are going to make the process of issuing fitness certificates and driving licences transparent. In Howrah, we are launching a programme to bring the process under CCTV surveillance. Other districts will follow suit”.

The Minister promised to provide all help to the city police in installing more CCTV cameras. “I had kept my last promise and sanctioned funds for the last round of CCTV installation. I am willing to do so again once a proper plan is received on behalf of Kolkata Police.“ The Minister also announced the launch of a new driving syllabus that will come into effect from April 1.

Kolkata traffic police said it has plans to bring about 1.5 lakh drivers under the Karma app programme and reach out to about 2.5 lakh school students to inculcate safe driving practices.

 

পরিবহন পরিষেবা সুগম করতে কলকাতা পুলিশের নতুন অ্যাপ ‘কর্ম মিটার’

সাধারণ মানুষকে আরও ভালো পরিষেবা দিতে ‘কর্ম মিটার’ অ্যাপ চালু করল কলকাতা পুলিশ। বুধবার আলিপুরে ‘জাগো কলকাতা’ নামের পথ নিরাপত্তা নিয়ে সচেতনতামূলক একটি প্রচারের অনুষ্ঠানে চালু হয় অ্যাপটি।

এই কর্ম-মিটার অ্যাপে বিভিন্ন চালক নিয়ম মেনে গাড়ি চালাচ্ছেন কিনা সেই সম্পর্কে ওই অ্যাপে ট্রাফিক সার্জেন্টরাও তাদের মতামত জানাতে পারবেন। ড্রাইভারের সিটের পিছনে একটি ইউনিক আইডি প্রদর্শিত থাকবে সেখানে তার সমস্ত বিবরণ দেওয়া থাকবে। এই অ্যাপের মাধ্যমে চালক সম্পর্কে ভালো-মন্দ মতামত দিতে পারবেন যাত্রীরা। যাত্রীদের দেওয়া রেটিংয়ের ওপর নির্ভর করবে তাদের স্কোর।

কলকাতা পুলিশ জানিয়েছে প্রায় ১.৫ লক্ষ ড্রাইভারকে এই অ্যাপের আওতায় আনার এবং প্রায় ২.৫ লক্ষ স্কুল পড়ুয়াকে পথ নিরাপত্তা সংক্রান্ত এই সচেতনতা প্রচারের আওতায় আনার পরিকল্পনা রয়েছে।

After Chief Minister Mamata Banerjee’s special emphasis on increasing the green cover across the cities in the state, the Urban Development department has decided to spend Rs 650 crore to ensure the same. The schemes taken up under the Green City Mission include conservation of waterbodies, illumination through LED lights, installation of high mast lights, landscaping along historic buildings, development of parks and green spaces. Emphasis has also been given to improve IT-enabled citizen services and safe transportation system.

Firhad Hakim, the state Urban Development minister said: “Plans have been taken for comprehensive development of the areas. The areas should look nice and this is possible only if infrastructure is improved.”  On February 23, the Minister met the Mayors and Chairpersons of the urban local bodies at the Unnayan Bhavan and urged them to make schemes to increase the green cover.

Under Mission Nirmal Bangla, ten integrated solid waste management projects at an estimated cost of Rs 421.69 crore have been approved for 14 Urban Local Bodies (ULBs).  The department has allocated Rs 4.52  crore for all the 125 ULBs to create awareness against malaria and dengue. It has also taken the initiative to provide safe drinking water in all the ULBs. Safe Drinking Water Project has been commissioned in 34 ULBs and the work is in progress in 51 ULBs.

Bengal Chief Minister Mamata Banerjee on Tuesday inaugurated an archive of Mahasweta Debi’s great works, personal collections and prestigious awards, made in her home by the government.

“Mahasweta Debi devoted her entire life in the service of the poor and the needy. We are indeed very proud of her,” the Chief Minister said during the inauguration function.

A stalwart of civil rights movement for the tribal people, after the 2006 Singur movement lead by Mamata Banerjee, Mahasweta Debi, over 80 years of age at the time, was always beside the Trinamool Chairperson, who turned to her regularly for guidance.

The writer was the prime face on the dais during the yearly July 21 Martyr’s Day programme organised by the Trinamool Congress.

Mahasweta Debi has won both the Sahitya Akademi and Jnanpith awards for literary excellence. She is also a recipient of the Ramon Magsaysay award and the Padma Vibhushan, the country’s second-highest civilian honour. On 2011, she was conferred with the State’s highest civilian honor, Banga Bibhushan.

 

মহাশ্বেতা দেবী স্মরণে একটি সংগ্রহশালার উদ্বোধন করলেন মুখ্যমন্ত্রী

মহাশ্বেতা দেবীর অসাধারন রচনা, ব্যাক্তিগত সংগ্রহ ও তাঁর প্রাপ্ত পুরষ্কারগুলি নিয়ে নির্মিত হল একটি সংগ্রহশালা। মঙ্গলবার মহাশ্বেতা দেবীর বাসস্থানে নির্মিত এই সংগ্রহশালার উদ্বোধন করলেন মুখ্যমন্ত্রী।

মুখ্যমন্ত্রী বলেন, “মহাশ্বেতা দেবী তাঁর সারা জীবন দরিদ্র মানুষের সেবায় উৎসর্গ করেছিলেন। আমরা ওনার জন্য খুব গর্ব অনুভব করি।”

আদিবাসীদের জন্য নাগরিক অধিকারের আন্দোলন, পরবর্তীকালে সিঙ্গুরের জমি আন্দোলন সহ বিভিন্ন জনআন্দোলনে অগ্রণী ভূমিকায় ছিলেন। সবসময় তিনি মমতা বন্দ্যোপাধ্যায়ের পাশে থেকেছেন। ২১শে জুলাই তৃণমূল কংগ্রেসের শহীদ দিবসের মঞ্চে তিনিই হতেন প্রধান বক্তা।

সাহিত্যের জন্য মহাশ্বেতা দেবী অ্যাকাদেমী ও জ্ঞ্যানপীঠ পুরষ্কার পেয়েছিলেন। তিনি রামন ম্যাগসেসে ও পদ্মবিভূষণ পুরষ্কারেও ভূষিত হন। ২০১১ সালে তাঁকে রাজ্যের সর্বোচ্চ নাগরিক সম্মান বঙ্গবিভূষণ পুরস্কার প্রদান করা হয়।

Sangraha, a collection of handicrafts curated from award-winning Durga Puja pandals last year was inaugurated at Newtown’s Eco Park. Located at Visitors’ Plaza in Gate 4 of Eco Park, this was opened to public by Bengal CM Mamata Banerjee yesterday.

The Chief Minister had also initiated the Biswa Bangla Sharod Samman in 2014 to honour the best Durga Pujas not just in Bengal but across the world. She also started a grand ‘Bisarjan procession’ featuring award-winning Durga Puja committees at Red Road last year.

The CM has always maintained that the artwork of the Durga Puja pandals warranted preservation and had asked HIDCO to set up a museum of sorts at Newtown. Thus was born ‘Sangraha’.

 

সেরা দুর্গাপুজো প্যান্ডেলগুলির হস্তশিল্প নিয়ে তৈরী হল ‘সংগ্রহ’

গত বছরের সেরা দুর্গাপুজো প্যান্ডেলগুলির হস্তশিল্প নিয়ে তৈরী হল একটি সংগ্রহশালা। নিউটাউনে ইকোপার্কের ৪ নং গেটের কাছে গতকাল এই সংগ্রহশালাটির উদ্বোধন করা হয়।

উল্লেখ্য, ২০১৪ সাল থেকে বিশ্ব বাংলা শারদ সম্মান পুরস্কার দেওয়া শুরু করেন মুখ্যমন্ত্রী। গত বছর রেড রোডে প্রথমবার ‘বিসর্জন শোভাযাত্রা’র আয়োজন করা হয় মুখ্যমন্ত্রীর উদ্যোগে।

সেরা দুর্গাপুজো প্যান্ডেলগুলির হস্তশিল্প সংরক্ষণ করার জন্য হিডকোকে নিউটাউনে একটি মিউজিয়াম তৈরীর কথা বলেছিলেন মুখ্যমন্ত্রী। সেইজন্যই তৈরী হল ‘সংগ্রহ’।
