Bengal Chief Minister Mamata Banerjee today attended the Indian History Congress being held at Kolkata. Speaking on the occasion she asserted the importance of taking lessons from history for a better future.

The CM also slammed the current trends of distorting and rewriting history by certain sections. She called it a crime. She expressed dismay at the attempts to portray Godse as a patriot while questioning the patriotism of Mahatma Gandhi.

Mamata Banerjee also announced the formation of West Bengal State Records Commission, on the lines of Indian History Records Commission.

  • The Indian History Congress is a remarkable platform for exchanging ideas.
  • We must never forget our history. History is our guiding light for the future. If we are aware of our past, we can work for the betterment of our future.
  • History is truth. Reality and truth are the inspirations for history. Truth cannot be misguided. Once history is recorded after research, it should not be distorted.
  • History is nothing but examples of good practice that we must follow and bad practice that we must avoid.
  • I am aware that many historians are unhappy about the current situation prevailing in the country. I may or may not be in power, but I must abide by my Constitutional obligations.
  • There is a growing tendency to rewrite history. What will researchers do? What are historians there for?
  • Distorting historical facts is a big crime. Sometimes there is a calculated motive. Some sections are raising questions about the patriotism of Mahatma Gandhi and calling Godse a patriot.
  • Bengal has a rich heritage. Every aspect of our national, social and political history was born in Bengal. Our history cannot be completed without Bengal’s contribution – from social reforms to freedom movement.
  • From Rabindranath to Raja Rammohan Roy to Ishwar Chandra Vidyasagar – so many icons were born in Bengal. Several renowned historians were also born in Bengal.
  • Our main strengths are unity in diversity, our federal structure and the multi-party democracy.
  • A certain political party has started rewriting the history of India. Historians must speak the truth. Distorting history for political vendetta is endangering the future of the country.
  • I feel ashamed when I see my country bleeding due to caste war or religious strife.

 

ইতিহাস বিকৃত করা একটি অপরাধ, ইতিহাস কংগ্রেসে মন্তব্য মুখ্যমন্ত্রীর

কলকাতায় অনুষ্ঠিত ভারতীয় ইতিহাস কংগ্রেসে আজ উপস্থিত ছিলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। ইতিহাস থেকে শিক্ষা নিয়ে ভবিষ্যৎ গড়ার কথা বলেন তিনি।

এক শ্রেণীর মানুষ যেভাবে ইতিহাস বিকৃত করার চেষ্টা করছে, তার বিরুদ্ধেও সোচ্চার হন তিনি। ইতিহাস বিকৃত করার প্রবণতাকে অপরাধ আখ্যা দেন তিনি। কিছু মানুষ যে ভাবে গান্ধীজীর দেশপ্রেম নিয়ে সন্দেহ করে গডসেকে দেশপ্রেমীর আখ্যা দিচ্ছে, সে বিষয়েও তিনি উদ্বেগ প্রকাশ করেন।

এর পাশাপাশি, ইন্ডিয়ান হিস্ট্রি রেকর্ড কমিশনের আদলে তিনি ওয়েস্ট বেঙ্গল রেকর্ডস কমিশন গঠনের কথা ঘোষণা করেন।

মুখ্যমন্ত্রীর বক্তব্যের কিছু অংশঃ-

  • ভারতীয় ইতিহাস কংগ্রেস ঐতিহ্যময়। চিন্তা ভাবনা আদানপ্রদানের জন্য এক অসাধারন মঞ্চ।
  • আমাদের নিজেদের ইতিহাস ভোলা উচিত না, ইতিহাস আমাদের ভবিষ্যতের পাথেয়। আমরা যদি নিজেদের ইতিহাস জানি, তবেই আমরা উন্নত ভবিষ্যৎ তৈরী করতে পারব।
  • ইতিহাসই একমাত্র সত্যি। সত্য এবং বাস্তবই ইতিহাসের প্রেরণা। সত্যকে বিকৃত করা উচিত না। গবেষণা করে যে ইতিহাস নথিভুক্ত হয়, তাকে বিকৃত করা ঠিক না।
  • ইতিহাস থেকে আমাদের শিক্ষা নেওয়া উচিত। যেটা ভালো সেটা গ্রহণ করুন, খারাপতাকে বর্জন করুন।
  • আমি জানি বেশিরভাগ ইতিহাসবিদরাই দেশের বর্তমান পরিস্থিতি নিয়ে উদ্বিগ্ন। আমি ক্ষমতায় থাকি বা না থাকি, আমার কর্তব্য সংবিধানকে সম্মান করা।
  • ইতিহাসকে নতুন করে লেখার এক প্রবণতা দেখা যাচ্ছে। তারাই যদি ইতিহাস লিখবেন তো গবেষণার দরকার কি? ইতিহাসবিদরা কি জন্য আছেন?
  • পরিকল্পনামাফিক ভাবে ইতিহাস বিকৃত করা হচ্ছে। কিছু মানুষ গান্ধীজীর দেশপ্রেম নিয়ে সন্দেহ করে আর গডসেকে দেশপ্রেমী আখ্যা দিচ্ছে।
  • বাংলার ঐতিহ্য গৌরবময়। দেশের জাতীয়, সামাজিক ও রাজনৈতিক ইতিহাসের জন্ম এখানেই। সমাজ সংস্কার হোক বা স্বাধীনতা সংগ্রাম, বাংলার অবদান ছাড়া ইতিহাস অসম্পূর্ণ।
  • আমাদের প্রধান শক্তি হল, বৈচিত্রের মধ্যে একতা, যুক্তরাষ্ট্রীয় পরিকাঠামো ও বহুদলীয় গনতন্ত্র।
  • একটি রাজনৈতিক দল ইতিহাসকে নতুন করে লেখা শুরু করেছে। ইতিহাসবিদরা চুপ করে থাকবেন না, যা সত্যি তাই বলুন। রাজনৈতিক প্রতিহিংসার কারণে ইতিহাস বিকৃত করলে দেশের ভবিষ্যৎ বিপন্ন হবে।
  • জাতি ও ধর্ম বিদ্বেষের কারণে যখন আমার দেশে আগুন জ্বলে, আমি লজ্জিত বোধ করি।

The cyber wing of Kolkata Police (KP) has received the NASSCOM-Data Security Council of India (DSCI) Excellence Award this year for ‘Capacity Building of Law Enforcement’. The award was handed over during an all-India seminar on cyber security in which police personnel from different districts were present.

As part of the application for the award, KP had put forward the cases it has handled covering different forms of cyber crime, and the equipment and technology used.

Kolkata Police also creates awareness among school students about the effect of different social networking sites and online activities on them.

বিরল সম্মান পেল কলকাতা পুলিশের সাইবার সেল। গুড়গাঁওয়ে অনুষ্ঠিত একটি সেমিনারে ন্যাসকম-এর ডেটা সিকিউরিটি কাউন্সিল অফ ইন্ডিয়া এক্সিলেন্স পুরস্কার তুলে দেওয়া হল কলকাতা সাইবার সেলের হাতে।

সর্বভারতীয় ক্ষেত্রে সব রাজ্যের সাইবার সেলের প্রতিনিধিদের নিয়ে একটি সেমিনার আয়োজন করা হয় গুড়গাঁওয়ে। ক্যাপাসিটি বিল্ডিং অফ ল এনফোর্সমেন্ট বিভাগে সেরা হয় কলকাতা পুলিশের সাইবার সেল।

খবরটি কলকাতা পুলিশ নিজেদের ফেসবুক পেজে শেয়ার করে জানায়। সেখানে পুলিশের পক্ষ থেকে লেখা হয়: ‘সাইবার সেল আমাদের গর্বিত করেছে। কলকাতা পুলিশের সাইবার পুলিশ সেল এ বছরের ন্যাসকম-ডিএসসিআই এক্সিলেন্স অ্যাওয়ার্ড পেয়েছে ক্যাপাসিটি অফ ল এনফোর্সমেন্ট বিভাগে। গুড়গাঁওয়ে অনুষ্ঠিত একটি সেমিনারে এই পুরস্কার আমাদের হাতে তুলে দেওয়া হয়। সেখানে দেশের সব রাজ্যের সাইবার সেলের প্রতিনিধিরা উপস্থিত ছিলেন। এই জাতীয় স্বীকৃতি আমাদের আরও কঠোর পরিশ্রম করতে অনুপ্রেরণা জোগাবে।’

Bengal is now on an overdrive to register a sturdy growth in terms of turnover. The state has registered a turnover of Rs 53,649 crore during 2016-17 from Rs 47,857 crore during 2015-16. Therefore, the state’s economy is growing at the rate of 10.49 per cent and, by the 2019-20 fiscal, will soon touch the 40 per cent.

These facts were stated by the state’s Finance Minister, Dr Amit Mitra at a recent function organised by the Federations of Indian Export Organisations (FIEO) in Kolkata.

He also said that the state’s exports would touch Rs 75,000 to 80,000 crore during that period.

Close on the heels of the ever-increasing growth rate, the minister said, employment generation too saw a sharp rise as MSME sectors alone generated 1,40,000 jobs in textiles only. Gems and jewellery generated 1 lakh, leather, 15 lakh and foundry, 30,000 jobs. Therefore, the total volume of job opportunities created in the state taking into account all the above four sectors, which comprise micro, small and medium enterprises (MSME), is 17,70,000.

বাংলার অর্থনৈতিক উন্নয়নের হার ১০.৪৯%ঃ অমিত মিত্র

 

অর্থনৈতিক উন্নয়নের নিরিখে বাংলা খুব দ্রুত উন্নতি করছে। ২০১৬-১৭ অর্থবর্ষে বাংলার অর্থনৈতিক টার্নওভার হয়েছে ৫৩৬৪৯ কোটি টাকা যা ২০১৫-১৬ সালে ছিল ৪৭৮৫৭ কোটি টাকা। মানে এরাজ্যের অর্থনীতি ১০.৪৯% হারে উন্নতি করেছে। অনুমান করা হচ্ছে ২০১৯-২০ অর্থবর্ষের শেষে এই হার ৪০% হয়ে যাবে।

ফেডারেশন্স অফ ইন্ডিয়ান এক্সপোর্ট অরগানাইজেশন্স আয়োজিত এক সম্মেলনে এই তথ্যগুলি দেন রাজ্যের অর্থমন্ত্রী অমিত মিত্র। পাশাপাশি তিনি এও বলেন, ততদিনে বাংলার রপ্তানির পরিমাণ ৭৫০০০ থেকে ৮০০০০ কোটি টাকা ছুয়ে যাবে।

এর পাশাপাশি তিনি বলেন, ক্ষুদ্র ও মাঝারি শিল্পে কর্মসংস্থান বেড়েছে উল্লেখযোগ্য ভাবে। শুধুমাত্র বস্ত্রশিল্পে ১৪০০০০ জনের কর্মসংস্থান হয়েছে। জেমস ও জুয়েলারির ক্ষেত্রে হয়েছে ১ লক্ষ, ঢালাই শিল্পে ৩০০০০ কর্মসংস্থান হয়েছে। ক্ষুদ্র ও মাঝারি শিল্পের সমস্ত শিল্পগুলিতে মোট কর্মসংস্থান হয়েছে প্রায় ১৭৭০০০০।

To strengthen the cooperative movement in Bengal, Chief Minister Mamata Banerjee, at a meeting held on December 6, has decided to take a series of steps for the betterment of the cooperative banks, and to make them more competitive with respect to other government and private banks.

This is the first meeting of its kind presided over by the Chief Minister, where all the district cooperative bank chairpersons of Bengal were present. Among the others present were the Finance, Panchayats and Rural Development, Cooperation and Agriculture Ministers, and the chief secretary and finance secretary.

One of the most important steps to be taken to make the cooperative banking system more professional in its approach is the creation of an auditing system for the banks, just like other banks. Another important step is increasing the number of depositors (currently, the total deposits in these banks amount to Rs 38,000 crore), and so is making the whole cooperative banking system IT-based.

Among the other steps to be taken include increasing the financial assistance extended to self-help groups (SHGs) and opening more branches.

A monitoring committee has been created under the chief secretary to oversee the proper implementation of these measures by all the banks and to maintain a general oversight over the system.

In this connection, it needs mention that on December 25, Chief Minister Mamata Banerjee has called a conference with all cooperative societies in Bengal at Netaji Indoor Stadium.

সমবায় ব্যাঙ্কগুলিকে তথ্যপ্রযুক্তি নির্ভর করে তুলতে হবে, নির্দেশ মুখ্যমন্ত্রীর

রাজ্যের সমবায় ব্যাঙ্কের কাজকর্ম নিয়ে নবান্নে এক উচ্চপর্যায়ের বৈঠক করেন মুখ্যমন্ত্রী। সেই বৈঠকে সব জেলার সমবায় ব্যাঙ্কের কর্তারা উপস্থিত ছিলেন। তাঁদের উদ্দেশে মুখ্যমন্ত্রী বলেন, সব সমবায় ব্যাঙ্ককেই তথ্যপ্রযুক্তি নির্ভর করে তুলতে হবে। যাতে অন্য ব্যাঙ্কের সঙ্গে পাল্লা দিয়ে চলতে পারে। গ্রাহক পরিষেবার মান আরও উন্নত করতে হবে। গ্রাহকদের চাহিদা অনুযায়ী পরিষেবা দিতে হবে।

বাম আমলে অনেক সমবায় ব্যাঙ্কের দুর্নীতি নিয়ে নানা অভিযোগ উঠেছে। ভবিষ্যতে যাতে স্বচ্ছতা ও সততা নিয়ে কোনও প্রশ্ন না ওঠে, তার জন্য নিয়মিত অডিট করার নির্দেশ দিলেন মুখ্যমন্ত্রী।

মমতা বন্দ্যোপাধ্যায় পরিষ্কার নির্দেশ দিয়েছেন, সমবায় আন্দোলনকে আরও জোরদার করতে হবে। সমবায়কে মানুষের কাছে নিয়ে যেতে হবে। মানুষের কাছে স্বচ্ছতার ক্ষেত্রে যেন কোনও প্রশ্ন না থাকে। ব্যাঙ্কে গ্রাহকের সংখ্যা বাড়াতে হবে। অন্যান্য ব্যাঙ্কের মতো এইব্যাঙ্কগুলিতেও সমস্ত কাজ করতে হবে ‘আইটি বেসড’। স্বনির্ভর গোষ্ঠীগুলিকে নিজের পায়ে দাঁড়ানোর জন্য আরও আর্থিক সাহায্য করতে হবে। আরও বেশি পরিমাণে ব্যাঙ্কের শাখা খুলতে হবে। যাতে মানুষ এই ব্যাঙ্কে আরও ভরসার সঙ্গে টাকা রাখতে পারেন। তার জন্য উদ্যোগী হতে হবে।

সমবায় ব্যাঙ্কগুলি যাতে পেশাদারিত্বের সঙ্গে ভালোভাবে চলে, তার জন্য মুখ্যসচিব’কে মাথায় রেখে একটি মনিটরিং কমিটি তৈরি করলেন মুখ্যমন্ত্রী। সেই কমিটিতে জেলার সমবায় ব্যাঙ্কগুলির কর্তাব্যক্তিরা উপস্থিত থাকবেন। মুখ্যসচিব তাঁদের সঙ্গে আলোচনা করে ব্যাঙ্কগুলি যাতে ভালোভাবে চলে, তার ব্যবস্থা করবেন। সাম্প্রতিককালে এইভাবেসমবায় ব্যাঙ্কের কর্তাব্যক্তিদের নিয়ে এই ধরনের বৈঠক হয়নি। এই প্রথম মুখ্যমন্ত্রী জেলার সমবায় ব্যাঙ্কের চেয়ারম্যানদের সঙ্গে বৈঠক করলেন। সমবায় ব্যাঙ্কের সঙ্গে যুক্ত সংশ্লিষ্ট দপ্তরের প্রধান সচিবদের সবরকম সহযোগিতা করার নির্দেশ দিয়েছেন মুখ্যমন্ত্রী।

The State Government, on the instructions of Chief Minister Mamata Banerjee, has decided to take the help of technology to determine the exact amount of water in the dams across the state.

The current system is manual. Now that will become easier with the help of technology. Through satellite images, CCTV system at dams and barrages, sensor systems and radio frequencies, it will be possible to determine the detailed data related to water flow in rivers and levels of water in reservoirs, which will be conveyed to a joint control room.

From this control room, accurate data will be communicated to officials of the Irrigation Department and other departments wherever required in the state, so that adequate relief measures can be taken in advance. Data on how much water has been released by dams in neighbouring states into rivers, which flow into Bengal, will also be shown on the giant monitors in the control room.

 

বাঁধে কত জল, বলবে প্রযুক্তিই

 

যথাসময়ে নদী ও বাঁধের জলস্তরের হালহকিকত জানতে আধুনিক প্রযুক্তির সাহায্য নিচ্ছে রাজ্যের সেচ দপ্তর। এখন কাজ হয় মনুষ্যচালিত ব্যবস্থায়। এ বার স্বয়ংক্রিয় পদ্ধতি চালু করছে ওই দপ্তর।

কী ভাবে তথ্য দেবে নতুন প্রযুক্তি? এই ব্যবস্থায় উপগ্রহ-চিত্র, সিসিটিভি, সেন্সর সিস্টেম, রেডিও ফ্রিকোয়েন্সির মাধ্যমে বিভিন্ন নদীতে জলপ্রবাহের গতিপ্রকৃতি, ব্যারাজে জল ওঠানামার ছবি ও তথ্য উঠে আসবে কন্ট্রোল রুমের জায়ান্ট স্ক্রিনে। পড়শি রাজ্য কোনও বাঁধ থেকে জল ছাড়লে কোন নদ বা নদীর জলস্তর কতটা বাড়ছে, কোথায় লাল, কোথায় হলুদ সঙ্কেত দেওয়া হয়েছে— তা-ও দেখা যাবে ওই জায়ান্ট স্ক্রিনে। আবার নদীর পাড় কোথায় কতটা ভাঙছে, সেই ছবিও দেখা যাবে কন্ট্রোল রুমে বসে।

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের নির্দেশে আধুনিক প্রযুক্তিকে কাজে লাগিয়ে সব ব্যারাজ ও বাঁধ সংস্কারের কাজ শুরু হয়েছে, বলেন সেচমন্ত্রী। স্বয়ংক্রিয় ব্যবস্থা চালু করার জন্য প্রথম পর্যায়ে প্রায় ৩৫ বছরের পুরনো তিস্তা ব্যারাজে কাজ শুরু হয়েছে। এ বার তিস্তার পাশাপাশি দুর্গাপুর ও তিলপাড়া ব্যারাজ এবং কংসাবতী, তিলপাড়া বাঁধেও পর্যায়ক্রমে নতুন প্রযুক্তির মাধ্যমে যথাসময়ে যাবতীয় তথ্য সংগ্রহের বন্দোবস্ত হচ্ছে।

Trinamool MPs of both Houses today protested near the Gandhi statue in Parliament premises against the attacks on migrant labourers in various States. The MPs raised slogans, demanding that the Centre breaks its silence on the issue.

The party also filed a Notice under Rule 267 to suspend all business and take up an immediate discussion on the rising incidents of violence against the migrant labourers. Chief Whip of the party in Rajya Sabha, Sukhendu Sekhar Roy urged the Chair to suspend all business. Party MPs descended the well, too.

Also, Sukhendu Sekhar Roy also raised a Point of Order on the disparaging remarks of a Union Minister against the Constitution of India. He said, “Whether a person holding the rank of Cabinet Minister in the Government of India can denounce the Preamble of the Constitution? Can he be allowed to continue as a Minister?”

MPs of other parties like Samajwadi Party and Bahujan Samaj party also joined in the protests.

 

ভিনরাজ্যে বাঙালি শ্রমিকদের ওপর আক্রমণ ও কেন্দ্রীয় মন্ত্রীর সংবিধান-বিরোধী মন্তব্য – সংসদে সরব তৃণমূল

ভিনরাজ্যে কাজ করতে যাওয়া বাঙালি শ্রমিকদের ওপর আক্রমণের বিভিন্ন ঘটনার প্রতিবাদে আজ তৃণমূল সাংসদরা সংসদ চত্ত্বরে গান্ধী মূর্তির নিকটে ধর্ণা দেন। এই ইস্যুতে কেন্দ্রীয় সরকারচুপ কেন তা নিয়েও সরব হন তারা। প্রধানমন্ত্রীর বিবৃতিও দাবি করেন সাংসদরা।

রাজ্যসভায় দলের মুখ্যসচেতক সুখেন্দু শেখর রায় ২৬৭ ধারায় নোটিশ দেন যাতে সংসদের অধিবেশন মুলতুবি করে এই বিষয়ে আলোচনা করা যায়। তৃণমূল সাংসদরা ওয়েলে নেমে প্রতিবাদ করেন।

পাশাপাশি, সুখেন্দু শেখর রায় এক কেন্দ্রীয় মন্ত্রীর সংবিধান-বিরোধী মন্তব্যের তীব্র নিন্দা করেন। তিনি বলেন, একজন কেন্দ্রীয় মন্ত্রী কি করে সংবিধানকে অশ্রদ্ধা করতে পারেন। তাকে কি মন্ত্রী হিসেবে কাজ চালিয়ে যেতে দেওয়া উচিত?

সমাজবাদী পার্টি ও বহুজন সমাজ পার্টির সাংসদরাও তৃণমূলের সাথে প্রতিবাদে অংশ নেন।

During the first week of the Winter Session of Parliament, Trinamool Congress played the responsible Opposition by participating in debates, as well as cornering the government on issues of public importance.

The week began with MPs staging a dharna inside the Parliament complex against the proposed Financial Resolution and Deposit Insurance (FRDI) Bill. Another dharna was organised on December 21 against linking of Aadhaar to various social sector schemes.

Inside the Parliament, the party MPs spoke on important issues like delaying of the introduction of the anti-people FRDI Bill, leakage of sensitive data related to Aadhaar, stubble burning in north India, renewable energy and supplementary demands for grants.

Music in all its forms is the unifying force, a means by which peace and harmony can prevail in diversity. Music has been behind many successful movements in the world. It awakens, unifies, and carries forward all struggles. It is the very breath, the very life of the people.

It was with these words that Bengal Chief Minister Mamata Banerjee set the mood of the eight-day Bangla Sangeet Mela and the Biswa Bangla Loksanskriti Utsav during their inaugurations today at Uttirno, the new open-air theatre in Alipore.

“The very name Uttirno means exemplary, as the many artists who will be awarded today and who will participate during the festival are in their skills. Rabindrasangeet, Nazrulgeeti, Bhawali, Bhatiyali, Kirtan … there are so many forms. All have their own types of songs and music, and all are good in their own respective fields,” she said. Musicians too play different types of instruments. “But all subscribe to melody and harmony,” she pointed out.

About 1,500 artists from all over Bengal will be performing at five venues – Rabindra Sadan, Madhusudan Mancha, Sisir Mancha, Fanibhushan Mancha and Rabindra Okakura Bhavan – during the festival. The State government has decided that this year, more people should be involved and enjoy the various forms of music. For three days (December 25, 29 and 30), the performances will begin at 9am, while on the other days, it will begin at 5 pm.

After the advent of the Trinamool Congress government, a large number of folk-singers and musicians and even those who make musical instruments have been given assistance in various ways, including monthly stipends and awards so that there songs continue to be in the mainstream. “We have increased the number of artists receiving assistance from 1 lakh to 1.94 lakh this year. These singers and musicians will get an opportunity to perform and be utilized by the Government in advertisements and other work where the message is through music,” she said.

“If music and culture grows, civility and society grows. Many instruments are needed for a successful song, for an artist to be created. And many people from different walks of life are needed for improvement and progress,” she pointed out.

But it is unfortunate that the harmony and unity that we wanted to portray in the Republic Day parade tableau was not accepted by the Central government. They did not approve of the harmony that we wanted to show through culture, she said.

প্রতি বছরের মত এবছরেও রাজ্য সরকার আয়োজন করেছে বার্ষিক সঙ্গীত মেলার। আজ থেকে শুরু হল এ’বছরের সঙ্গীত মেলা, চলবেআগামী ৩০শে ডিসেম্বর পর্যন্ত। এই বার্ষিক গানের উৎসবের অনুপ্রেরণা মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

অন্যান্য বছরের তুলনায় আরও বেশী মানুষকে এই উৎসবের মাধ্যমে আনন্দ দিতে রাজ্য সরকার সিদ্ধান্ত নিয়েছে ৩ দিন (২৫, ২৯ ও ৩০শেডিসেম্বর) এই উৎসব শুরু করা হবে সকাল ৯টা থেকে। অন্যান্য দিন এই অনুষ্ঠান শুরু হবে বিকেল ৫টায়।

শিল্পীরা পাঁচটি প্রেক্ষাগৃহে সঙ্গীত পরিবেশন করবেন: রবীন্দ্র সদন, মধুসূদন মঞ্চ, শিশির মঞ্চ, ফণীভূষণ মঞ্চ এবং রবীন্দ্র ওকাকুরা ভবন।সারা রাজ্যের সঙ্গীত শিল্পীরা এই উৎসবে সঙ্গীত পরিবেশন করবেন। এই আটদিন ব্যাপী অনুষ্ঠানে রাজ্যের প্রায় ১৫০০ শিল্পী অংশ নেবেন।
এছাড়া শহরের কোনায় কোনায় সঙ্গীতকে পৌঁছে দিতে থাকছে বিশেষ আকর্ষণ ‘পাড়ায় পাড়ায় সঙ্গীত মেলা’।

তৃণমূল কংগ্রেস ক্ষমতায় আসার পর থেকেই বাংলার লোকশিল্পীদের সাহায্য করার জন্য নিয়েছে নানা পদক্ষেপ। লোকপ্রসার প্রকল্পের মাধ্যমে২ লক্ষ শিল্পীকে দেওয়া হয় মাসিক ভাতা। সম্মানের সাথে গান গেয়ে এই শিল্পীরা এখন সমাজের মূলস্রোতে বিরাজমান।

এবার সঙ্গীত মহাসম্মান পেলেন, অভিজিৎ ভট্টাচার্য ও জিৎ গাঙ্গুলি। এছাড়া যারা সম্মান পেলেন, তারা হলেন, শুভঙ্কর ব্যানার্জি (তবলা), তরুন ভট্টাচার্য (সন্তুর), দেবাশিস ভট্টাচার্য (গিটার), স্বপন বসু (লোকগীতি), রেজওানা চৌধুরী (রবীন্দ্র সঙ্গীত), বিমলা দেবী (ঝুমুর), স্বর্ণ চিত্রকর (পটগান), খাইবার ফকীর (ফকীরি গান)।

সঙ্গীত সম্মানে ভূষিত হলেন, পরিমল ভট্টাচার্য, গৌতম মিত্র (রবীন্দ্র সঙ্গীত), অমিত চৌধুরী (ক্ল্যাসিকাল শিল্পী), স্বপন সেন (গিটার), ইমন চক্রবর্তী (আধুনিক গান), বাকুয়া লোধ (পারকিন্সন), অমিত ব্যানার্জি (সঙ্গীত পরিচালক), দুর্বাদল চ্যাটার্জি (ভায়োলিন), গৌতম দাস বাউল (বাউল গান), ক্ষুদিরাম দাস (কাঠি ঢোল), মায়ারানী পোদ্দার (কীর্তন), সুলেখা রায় (ভায় গান), নিমাই সোরেন (সাঁওতালি গান)।

উদ্বোধনী অনুষ্ঠানে মুখ্যমন্ত্রীর বক্তব্যের বিশেষ কিছু অংশঃ-

  • সঙ্গীত আমাদের প্রাণ, সঙ্গীত ছাড়া জীবন সাধনা সম্পূর্ণ হয় না, সঙ্গীত অফুরন্ত প্রাণের স্পন্দন, সঙ্গীত জীবনের উন্মাদনা, সব সঙ্গীতকে একজায়গায় তুলে নিয়ে এসে যে সঙ্গীত হয়, তাঁর নাম একতাই সম্প্রীতি।
  • মানুষের মধ্যে যেমন হিন্দু, মুসলিম, বৌদ্ধ, শিখ, সঙ্গীতেও তেমন রবীন্দ্র সঙ্গীত, দ্বিজেন্দ্র সঙ্গীত, অতুলপ্রসাদী গান, রজনীকান্তের গান, লোকগান, ভাটিয়ালি গান। সমস্ত প্রাণ যদি একজায়গায় তৈরী হয়, তাকেই বলা হয় গান, এটাই সংস্কৃতি, সম্প্রীতি।
  • সঙ্গীতের মধ্যে দিয়ে আপনারা আগামীদিনে বিপ্লব আনুন। সঙ্গীতের মধ্যে দিয়ে পৃথিবীর অনেক বিপ্লব, ভালো কাজ, জাগরন, আন্দোলন, সংস্কৃতি চেতনা হয়েছে। সঙ্গীত যত তাড়াতাড়ি মানুষের কাছে পৌঁছায়, অন্য কিছু পৌঁছায় না। সঙ্গীত, কথা, সুর তৈরী করার মধ্যে দিয়ে তৈরী হয় স্রষ্টা। সঙ্গীত সাধনা সবচেয়ে বড় মুক্তির, জুক্তির, তর্ক-বিতর্কের পথ। সঙ্গীত পারে পুরো দেশকে, সারা বিশ্বকে ঐক্যবদ্ধ করতে।
  • নতুন শিল্পীরা খুব খুশি হন যদি স্বর্ণযুগের শিল্পীরা তাদের পাশে দাঁড়িয়ে একটু কথা বলেন। নতুন পুরাতনের মেল্বন্ধনে সংহতি ফিরে আসে বাংলা মায়ের কাছে, বাংলা তীর্থে।
  • প্রায় ১লক্ষ লোকশিল্পী আছেন, লোকপ্রসার প্রকল্পের মাধ্যমে যাদের আমরা মাসে ১হাজার টাকা করে ভাতা দিয়ি। গভর্নমেন্টের বিজ্ঞাপনে কাজ করাই, যাতে তারা আরও রোজগার করতে পারে। আমি তাদের কাছে কৃতজ্ঞ। আরও ৯৪ হাজার লোকশিল্পী আমরা নতুন করে যুক্ত করেছি। শুধু খবরের কাজে বা টিভি বিজ্ঞাপন না, এই শিল্পীরা গান বেঁধে বিভিন্ন গ্রামে গ্রামে চলে যান, সরকারি প্রোগ্রামগুলো গানের মাধ্যমে মানুষের সামনে তুলে ধরেন। এটা খুব বড় কাজ।
  • একতাই সম্প্রীতি, কেন্দ্রীয় সরকার আমাদের ট্যাবোলোতা বারন করে দিলেন, আমি কিন্তু, সংস্কৃতির মধ্যে সম্প্রীতি দেখাতে চেয়েছিলাম। সেটা তাদের পছন্দ হয়নি।

Thank you, Madam for allowing me to speak.

Is the government aware that many times non-utilisation of central funds is partly due to delayed release of the allotted fund to the States? Many times it comes in December and then it becomes very difficult to finish the job by next March.

So, what is the reason behind it and what measures can be taken on your part so that funds are released quickly? They have reduced the share of the Central funds to make the ratio of the Central and State funds to 60:40.

Kindly release the funds for the States a bit faster so that work can be done quickly.

2The State Cooperation Minister has announced recently that cooperative banks are going to be set up in 250 more villages across Bengal. Now there are 710 gram panchayats without any banks.

Cooperative banks are the primary banking institutions in rural regions, as bigger government and private banks cannot afford to serve such small populations. Hence it is crucial that more such banks are set up.

On December 6, a first-of-its-kind meeting was chaired by Chief Minister Mamata Banerjee where all the district cooperative bank chairpersons were present, as well as some of the senior ministers and State Government officials. This decision is an outcome of that meeting.

The 250 villages selected are those which are isolated, and hence most in need. People from these villages will have easy accessibility to loans from these banks, and interest rates of cooperative banks are not that high.

Currently, there are 29,000 cooperative banks in Bengal.

২৫০টি গ্রামে সমবায় ব্যাঙ্ক গড়বে রাজ্য

রাজ্যের ৭১০টি গ্রামে কোনও ব্যাঙ্ক নেই। কয়েক কিলোমিটার দূরে যেতে হয় টাকা জমাতে। গরিব মানুষের সঞ্চয়ের ইচ্ছায় বাধ সেধছে দূরত্ব। তাই এবার গ্রামে গ্রামে সমবায় ব্যাঙ্ক গড়বে রাজ্য। আপাতত ২৫০টি গ্রামে এই সমবায় গড়ার সিদ্ধান্ত হয়েছে। এ কথা জানিয়েছেন সমবায় মন্ত্রী।

তিনি বলেন, সরকারি বা বেসরকারি ব্যাঙ্ক করা রাজ্য সরকারের পক্ষে সম্ভব নয়। আমরা পারি সমবায় ব্যাঙ্ক করতে। এ কারণেই রাজ্যের বিভিন্ন গ্রামে সমবায় ব্যাঙ্ক গড়ার চিন্তা ভাবনা। যে সব গ্রাম একেবারে পিছিয়ে সেগুলিকে চিহ্নিত করে তালিকা করা হয়েছে। সেখান থেকে ২৫০ গ্রামকে বেছে নেওয়া হচ্ছে।

এই সমবায় ব্যাঙ্ক থেকে গ্রামের মানুষ সহজে ঋণ নিতে পারবেন। সুদও কম। ফলে সরকারি বড় ব্যাঙ্কের ঝামেলা থাকবে না। রাজ্যে ২৯ হাজার সমবায় ব্যাঙ্ক রয়েছে।
