West Bengal Chief Minister Mamata Banerjee addressed a press conference today at Nabanna in which she announced a host of steps taken by the State Government for the benefit of the people – State Government employees, including all teachers, and journalists.
The bill for creating the Sanskrit University announced earlier was passed in the State Cabinet today. A Sanskrit college-cum-research centre is coming up in Nabadwip, Nadia district.
A new police station is being set up at Rabindra Sarovar, as the lake and the surrounding area is frequented by a lot of people.
In the West Bengal Public Service Commission (WBPSC) examination, Nepali has been included as one of the languages for answering questions, for the benefit of the Gorkhas and others (the Chief Minister mentioned the fact that Ol Chiki had been included earlier for the benefit of the Santhals).
A health insurance scheme called Swasthya Sathi has been started for the benefit of civic police volunteers, green police volunteers, civil defence volunteers, disaster management workers, ASHA social health workers, self-help groups, national volunteers, Home Guards, ICDS workers, and contractual and casual workers, together numbering about 80 lakh.
This group insurance scheme would entail a coverage of Rs 1.5 lakh to 5 lakh, and there no cap on family size. The full premiums would be paid by the State Government. Swasthya Sathi Scheme would cost the Government Rs 1,000 crore.
Next, Chief Minister Mamata Banerjee announced a scheme for all West Bengal Government-accredited journalists till the age of 65, including those who have retired. She has named it Mabhoi, the formal name being West Bengal Health Scheme for Journalists, 2016. Like rhe Swasthya Sathi Scheme, this scheme would also cover all family members. Those covered under this scheme would be able to get admitted to all State Government hospitals and health centres, and all hospitals accredited under West Bengal Health Scheme.
Both the above schemes would run from April 1, 2016.
After enhancing the maternity-cum-child care leave to 731 days from 180 days, the State Government has now created a new leave scheme, paternity-cum-child care leave, comprising 30 days. These are applicable for all State Government employees and teachers of state and state-aided schools, colleges and universities.
Chief Minister Mamata Banerjee also announced measures to make the lives of contractual and casual daily-rated workers of all State Government departments, agencies and institutions easier. The services of all such workers would not be terminated till 60 years of age. The salary of all such workers of Group D has been increased, from a minimum of Rs 10,000 per month to those who’ve been working for less than five years, to a minimum of Rs 20,000 to those who’ve worked more than 20 years. The salaries of casual and contractual Group C workers have been almost doubled; their salaries would be revised upward by 3% every year. Also, after crossing 60 years, they would get a one-time retirement benefit of Rs 2 lakh.
Other benefits announced for contractual and casual workers include insurance coverage of up to Rs 5 lakh and leave benefit of 40 days (increased from the earlier 30 days). Besides, a high-powered committee comprising the chief secretary, finance secretary and others would be formed to look into what other benefits could be extended to the contractual and casual workers. It would submit its report by August 30.
The final measure announced by the Chief Minister at the press conference was the reservation of 10% of recruitment of constables for Home Guards for civic volunteers and green police.

রাজ্যে একটি নতুন সংস্কৃত বিশ্ববিদ্যালয় হচ্ছে। রবীন্দ্র সরোবর একটি নতুন থানা হচ্ছে।
পিএসসি পরীক্ষায় আলচিকি ভাষার সাথে সাথে নেপালি ভাষাকেও স্থান দেওয়া হল। হকারদের জন্য হকার সাথী প্রকল্প নিয়ে চিন্তা ভাবনা করছে রাজ্য সরকার।
ভলেনটিয়ারদের জন্য নতুন স্বাস্থ্য বীমা – এর নাম ‘স্বাস্থ্য সাথী’। সিভিক পুলিশ ভলেনটিয়ার,গ্রিন পুলিশ, বিপর্যয় মোকাবিলা বাহিনী, হোমগার্ড, আশা কর্মী এদের জন্যও চালু হচ্ছে এই নতুন স্বাস্থ্য বীমা। এর জন্য সরকারের খরচ হয়েছে ১০০০ কোটি টাকা।
সাংবাদিকদের জন্য রাজ্য সরকারের নতুন স্বাস্থ্য বিমা ‘মাভৈ’। ৬৫ বছর বয়স পর্যন্ত এবং অবসরপ্রাপ্ত সাংবাদিকরাও এই সুযোগ পাবে।
উপরোক্ত ২ টি প্রকল্পই শুরু হবে ১লা এপ্রিল ২০১৬ থেকে।
ছেলেদের জন্যও ৩০ দিনের পিতৃত্বকালীন ছুটি ঘোষণা করলেন মুখ্যমন্ত্রী, ১লা এপ্রিল থেকে এটি কার্যকর হবে।
ক্যাসুয়াল ও কনট্র্যাকচুয়ালদের জন্য একটি প্রকল্প শুরু করছে রাজ্য সরকার। ৬০ বছর পর্যন্ত তাদের চাকরির নিওরাপত্তা দেবে রাজ্য সরকার। এর মাধ্যমে তাদের জীবন জীবিকা সুরক্ষিত করা হল, এটি নিঃসন্দেহে একটি বৈপ্লবিক সিদ্ধান্ত।
আমরা গ্রুপ ডি কর্মীদের মাইনে আগে ৫০০০ থেকে বাড়িয়ে ৭০০০ করা হয়েছিল। যারা ৫ বছরের কম সময় চাকরি করছে তাদের মাইনে ৭০০০ থেকে বেড়ে ১০০০০ করা হল। যারা ৫-১০ বছরের মধ্যে আছে তাদের মাইনে ১০০০০ থেকে বেড়ে ১২০০০ করা হল। এখন থেকে প্রতি বছর এদের ৩% করে মাইনে বৃদ্ধি পাবে। ৬০ বছর পর তারা ২ লাখ টাকা পাবেন। এখন থেকে এইসব ভলেনটিয়াররা ৩০ দিনের বদলে ৪০ দিন ছুটি পাবে।
সব শেষে তিনি জানান সিভিক পুলিশ ভলেনটিয়ার ও গ্রিন পুলিশ থেকে ১০% শতাংশ কনস্টেবল নেওয়া হবে।
