The second leg of the 2017 Budget Session of Parliament began with the Members of Parliament (MP) of the Trinamool Congress staging a protest near the statue of Mahatma Gandhi inside the Parliament complex on the issue of the killing of two Indians in America.

Inside Parliament also, the party played the role of a responsible Opposition by raising important issues, speaking on key legislations and opposing the Government where required.

On March 10, it staged a walkout in protest against the inadequate discussion before the passing of The Enemy (Amendment & Validation) Bill, 2016. The party’s MPs also raised various issues of local as well as regional and national importance through during the Question Hours and Zero Hours.

Sir, through you I would like to know from the Hon’ble Minister that, if you look at the stations as part of the reply, in the northern part of the country, the central part of the country, the southern part of the country, even the western part of the country – there are more than 15 stations in each part of the country, but when it comes to the east, there are only two or three stations.

I would like to know from him, Sir, when does he plan to remove this discrimination and ensure that the eastern part of the country also enjoys Wi-Fi as the other parts of the country do.

Sir, I want to know is RailTel Corporation outside the Government of India? I thought it was a subsidiary of the Government, because in the answer to my question on the details of funds allocated and spent, that it is done by RailTel Corporation without any fund allocation from the Government? Sir, I want to know whether RailTel Corporation is a 100 per cent subsidiary, because the figures are not mentioned.

About the Wi-Fi being given free, we want to know from the Minister till when would it be given free? When do they plan to charge?

After proposing a regulatory body to keep tabs on private health facilities, Bengal Chief Minister Mamata Banerjee on Wednesday turned the focus on the government healthcare system, raising the plan budget from Rs 2,999.22 crore in 201617 to Rs 3,299 crore, as a first step to augment the infrastructure. The Rs 300-crore raise seems to be in sync with the steady increase in budgetary allocation since 2011-12, when the plan budget was merely Rs 871.87 crore.

A total of 42 multi and super-speciality hospitals, each with 300-500 beds, are being built in 15 districts at a cost of Rs 2,714 crore. Besides, 33 critical care units (CCU) and 21 high-dependency units (HDU) are already functional in tertiary and secondary hospitals. Fourteen more such CCUs and HDUs will operate by 2017-’18.

Eight health districts have been created at Nandigram, Jhargram, Bishnupur, Rampurhat, Diamond Harbour, Bashirhat, Asansol and Kalimpong to streamline the functioning of the district health administration. 27,000 beds have been added in the new and existing government hospitals together. To cater to the pressure, 4,544 doctors, 6,535 nurses, 833 pharmacist and 1,001 technicians have been added to the existing medical and paramedical force of the state.

At present, 113 Fair Price Medicine Shops offer discount up to 72%. 52 Fair Price Diagnostic Centres offer CT scan, MRI and Digital X-ray at low rate. Four State-run and three private Medical colleges offer 3150 MBBS seats, 133 PG seats and 31 post-doctorate seats. At present there are nine nursing training schools and five more are coming up. The Milk Bank at SSKM and the cord blood bank at Calcutta School of Tropical Medicine are now functioning. The number of sick newborn stabilization unit now stands at 370 while there are 70 sick newborn care units.

 

স্বাস্থ্য খাতে ৩৩০০ কোটি টাকা বরাদ্দ করলো রাজ্য সরকার

বেসরকারি হাসপাতালের গতিবিধির ওপর নজর রাখতে রেগুলেটরি কমিশন তৈরীর পর বুধবার বিধানসভায় পেশ হল স্বাস্থ্য বাজেট। ২০১৬-১৭ আর্থিক বছরে এই বাজেটে বরাদ্দ অর্থের পরিমাণ ২,৯৯৯.২২ কোটি টাকা থেকে বৃদ্ধি করে ৩২৯৯ কোটি টাকা করা হয়েছে। ২০১১-১২ সালে যেখানে স্বাস্থ্য বাজেটে বরাদ্দ টাকার তুলনায় এবারের বাজেটে বরাদ্দ টাকার পরিমাণ ৩০০ কোটি টাকা বৃদ্ধি করা হয়েছে যখন পরিকল্পনা খাতে বরাদ্দ টাকার পরিমাণ ৮৭১,৮১ কোটি টাকা।

১৫টি জেলায় ২,৭১৪ কোটি টাকা খরচে মোট ৪২টি মাল্টি সুপার স্পেশালিটি হসপিটাল তৈরী হয়েছে। এগুলির প্রত্যেকটিতে ৩০০-৫০০টি বেড রয়েছে। এর পাশাপাশি ৩৩টি সিসিইউ, ২১টি এইচ ডি ইউ চালু হয়ে গেছে।২০১৭-১৮ সালে এই রকম আরও ১৪টি সিসিইউ, ২১টি এইচ ডি ইউ চালু হবে।

নন্দীগ্রাম, ঝাড়গ্রাম, বিষ্ণুপুর, রামপুরহাট, ডায়মন্ড হারবার, বসিরহাট, আসানসোল ও কালিম্পং সহ ৮টি স্বাস্থ্য জেলা তৈরী হয়েছে। নতুন ও পুরনো সরকারী হাসপাতালগুলিতে বেডের সংখ্যা ২৭০০০ বৃদ্ধি করা হয়েছে। রাজ্যের বিভিন্ন মেডিকেল ও প্যারামেডিকেল সেন্টারগুলিতে ৪৫৪৪ জন ডাক্তার, ৬৫৩৫ জন নার্স, ৮৩৩ ফার্মাসিস্ট এবং ১০০১ জন টেকনিশিয়ানকে নিযুক্ত করা হয়েছে।

বর্তমানে ১১৩ টি ন্যায্য মূল্যের ওষুধের দোকান রয়েছে যেখানে প্রায় ৭০% ছাড়ে ওষুধ পাওয়া যায়। ৫২ টি ন্যায্য মূল্যের ডায়াগনস্টিক সেন্টার রয়েছে যেখানে কম খরচে সিটি স্ক্যান, এম আর আই এবং ডিজিটাল এক্স-রে করা হয়। ৪টি সরকারী ও ৩টি বেসরকারী মেডিকেল কলেজ রয়েছে যেখানে এম বি বি এস এর আসন সংখ্যা ৩১৫০, পিজি-র আসনসংখ্যা ১৩৩ এবং পোস্ট ডক্টরেটের আসন সংখ্যা ৩১। বর্তমানে ৯টি নার্সিং ট্রেনিং স্কুল রয়েছে আরও ৫টি স্কুল তৈরী হচ্ছে। এস এস কে এমে মাতৃদুগ্ধ ব্যাঙ্ক, ক্যালকাটা স্কুল অফ ট্রপিক্যাল মেডিসিনে কর্ড ব্লাড ব্যাঙ্ক পরিষেবা চালু হয়ে গেছে। ৩৭০টি এসএনএসইউ তৈরী হয়েছে আগে এই সংখ্যা ছিল ৭০।

The gram panchayat system of Bengal has been able to deliver the highest standards of services in terms of e-governance, general working and financial management even in areas outside the purview of regular work.

This has been acknowledge by none other than the World Bank, which has said in a recent letter from its vice-president, South Asia, Annette Dixon addressed to the State Government that in terms of efficiency, ease of doing things and transparency, the State’s panchayat system can be easily compared to the best-governed institutions in the world, and that this has been maintained for the last six years.

 

At the beginning of this financial year, 23 per cent of the targets set were accomplished by the panchayats. During the first three months of this year, the thousand gram panchayats achieved 80 per cent of their targets.

To bring transparency to the working of gram panchayats, the Panchayats Department of the State brought out an app. Details of all developmental work carried out by the gram panchayats, including the costs incurred as well as photographic evidence, are logged into the app, which are then verified by the Department. In the interest of transparency, too, it has been made mandatory by the Bengal Government that all tenders published by zilla parishads have to be published online, in the form of e-tenders.

According to data from this World Bank report, if the target is considered 100 per cent, the gram panchayats of Bengal have accomplished work equivalent to 235 per cent, such is their efficiency.

Under the able leadership of Chief Minister Mamata Banerjee, the gram panchayat system of Bengal has become the best in the country. In terms of all major parameters, and as attested by the World Bank itself, the gram panchayats of the State are the most transparent and efficient, bringing prosperity to all corners of rural Bengal.

রোজকার রুটিন কাজের বাইরে গিয়েও ই-গভর্ন্যান্স, পরিচালনা ও আর্থিক ব্যাবস্থাপনায় উৎকর্ষের নিরিখে বিশ্বসেরার শিরোপা পেল পশ্চিমবঙ্গ। বিশ্ব ব্যাঙ্কের অভিমত, সক্ষমতা, সাবলীলতা ও স্বচ্ছতায় বিশ্বের যে কোনও প্রতিষ্ঠানের শীর্ষে রয়েছে এরাজ্যের পঞ্ছায়েতগুলি এবং গত ছয় বছর ধরে এই ধারাবাহিকতা বজায় রয়েছে।

সামগ্রিকভাবে এক্ষেত্রে বিশ্বের শ্রেষ্ঠ প্রতিষ্ঠানের মর্যাদা দেওয়া হয়েছে বাংলার পঞ্ছায়েতকে। বিশ্ব ব্যাঙ্কের ভাইস প্রেসিডেন্ট অ্যানিটি ডিক্সন সম্প্রতি রাজ্য সরকারকে চিঠি দিয়ে নিজেদের অভিমত স্পষ্ট করেছেন।

রাজ্যের অন্তত এক হাজার গ্রাম পঞ্চায়েতের উপর লাগাতার সমীক্ষা চালানো হয়েছিল। দৈনন্দিন কাজের বাইরে গিয়ে গ্রামবাসীদের অর্থনৈতিক মানোন্নয়ন, মহিলাদের আর্থিক উন্নতি, ই-গভর্ন্যান্স, পঞ্চায়েত পরিচালনায় স্বচ্ছতাকে অগ্রাধিকার দেওয়া হয়েছিল। গত অর্থবর্ষের গোড়ায় শুরুতে ধার্য লক্ষ্যমাত্রার ২৩ শতাংশ ছাড়িয়ে গিয়েছিল। চলতি বছরের প্রথম তিন মাসেই এই এক হাজার গ্রাম পঞ্চায়েত ৮০ শতাংশের বেশি লক্ষ্যমাত্রা অর্জন করেছে।

গ্রামে রাস্তা, পানীয় জল সরবরাহ, নিকাশির কাজ যেমন চলছে তা গ্রামবাসীদের জানানোর জন্য মোবাইল অ্যাপ চালু করেছিল পঞ্চায়েত দপ্তর। এরই পাশাপাশি কর্মচারীদের বেতনও নির্দিষ্ট সময়ের মধ্যে দেওয়া নিশ্চিত করা হয়েছে। সেইসব কাজের বিস্তারিত তথ্য ও ছবি মোবাইলবন্দি করে পঞ্চায়েত দপ্তরে পাঠানোর পাশাপাশি কম্পিউটার করা হয়েছে। প্রকল্পর খরচও মোবাইলে জানিয়ে দেওয়া হয়।

বস্তুত আর্থিক স্বচ্ছতা বজায় রাখতেই এই উদ্যোগ। জেলা পরিষদ থেকে যেসব বড় প্রকল্প নেওয়া হয় সেগুলির ই-টেন্ডার বাধ্যতামূলক করা হয়েছে। এরই পাশাপাশি কেন্দ্র বা বিশ্ব ব্যাঙ্ক থেকে বিভিন্ন প্রকল্প খাতে বরাদ্দ অর্থ নির্দিষ্ট সময়ের মধ্যে খরচও করা হচ্ছে। গত ছয় বছর ধরে এই ধারাবাহিকতা বজায় রয়েছে।
বিশ্ব ব্যাঙ্কের তথ্য বলছে, লক্ষ্যমাত্রা যদি একশো শতাংশ ধরা হয় তাহলে পশ্চিমবঙ্গের গ্রাম পঞ্চায়েতগুলি ২৩৫ শতাংশ কাজ করেছে। যা কার্যত রেকর্ড।

Thank you, Chairman Sir. I stand here on behalf of All India Trinamool Congress and I would like to congratulate the Hon’ble Labour Minister for having given such a wonderful thought for ladies. Kal hi hum Antarjatik Mahila Divas manaye hain aur aaj hum charcha kar rahe hain mahila ke liye, aadhi abadi ke liye. Kehte hain ‘Der aaye, durast aaye’. After 55 years, we are bringing the amendment. But after all we are bringing in the amendment, that is one thing to rejoice and I congratulate you, Sir. We support this Bill.

But as I will slowly elaborate, I completely support Supriya Sule ji, that we need other ministries on board, and I am happy that our Hon’ble Minister for Women and Child Welfare is here. We should have a joint supervisory body, which should have members from, along with the Labour Ministry, the Women and Child Ministry and the Health Ministry, because this subject entails all of them – this is not something only to be dealt with by the Labour Ministry alone.

Childbirth is such a beautiful experience and all of us women have gone through the experience. At the moment, whatever the amendments that have been brought, there has been definitely much improvement on what we had – 26 weeks is good enough because the World Health Organisation gives us a suggestion for 24 weeks of breastfeeding which enhances the resistance of the child towards respiratory tract diseases and diarrhoeal diseases, and therefore brings down the mortality thereof.

We have the example of the Bengal Government, the second time elected government led by the CM Mamata Banerjee. she started this thing of ‘Mother & Child Hub’ in which from the last trimester, the pregnant women are been brought and have been kept there. They have been given nutritious diet and specialised doctors are looking after them. So, the reports of the stories that we read in the past – that while reaching the hospital the women has given birth on the road or died on the road – does not happen. For that we have improved statistics as far as infant mortality and maternal mortality is concerned in the State.

Also in the country we are doing well but we should do much better; we want to go and touch the Millennium Development Goal 5 which we as a country have not yet touched so we should also give our thought to this. How do we point out as to which of the women need care? If we can universalise institutional delivery then only we can get to know which of the women need more care because we cannot have same sort of leave benefits for all women.

Certain women suffer from medical diseases like hypertension; then they have pre-eclamptic toxaemia. They may have diabetes while some might have cancer, some might have APLA syndrome, polycystic ovaries, some might have other diseases like systemic lupus erythematosus, in which cases the mothers needs more care. In those cases 26 weeks is not enough. That is why I said that the Health Ministry should also be taken on board.

Today we have many more girls coming into our services. There are girls who are patrolling our borders ,we have women working in the BSF, we have women working in the SSB, we have women in the ITBP, we have women in the CISF, in the defence forces and in the CRPF. They should be given little more benefits because their life is more active than a normal woman who is at home. Right after childbirth they should not be sent to the remote areas. We must universalise antenatal care.

Hoardings, billboards and flexes must be put up in rural areas in the regional language and the vernacular so the women going to the market or on the road can read what is written there. Tetanus toxoid shots are required to prevent tetanus or antenatal check up, folic acid and RN tablets are required. So, these also should be included and monitored so that the women who are in the villages, who are in the rural areas they know exactly what to do.

In spite of this being a very nice Amendment Bill, I would like to demand and draw the attention of the Hon. Minister that universal help for all BPL family women should be brought. Unorganised sector & organised sector should be brought under the purview of this Bill; even domestic helps, agriculture workers, site workers, mine workers and the farm hands – everybody should be included because it is a pain of all ladies throughout the pregnancy and they should be taken care of.

It is of great pleasure that you have put in the issue of commissioning mothers here but they would require a little more benefit that what you have mentioned for them and also I would draw your attention to the fact these days girls are studying more, they are getting married at a later age and when they try for pregnancy then most times they are unable to conceive because of their raised age they have to take help of donors (after consultation and informed consent). These girls are doing social work by donating their eggs so they should also be given some kind of benefit.

The surrogate mother should be given some kind of benefit because she is the one who is holding the baby for so many months (when it is not done commercially it is done only through good will). I have delivered babies where the mother of the patient has delivered, where the sister-in-law of the patient has delivered. So we must also take them into cognizance when we are making this Bill.

And, as has been done in Bengal, I would also like to reiterate that we want paternity leave for the menfolk because having a child is a joint effort, it is a joint venture of the mother and the father. The Hon’ble Supreme court has also given all rights to single mothers, so single mothers should also be specially included for the benefits and mentions.

Bengal Chief Minister Mamata Banerjee during the Assembly session on Wednesday lashed out at CPI(M) for not doing anything in past 34 years. In reply to the question in the Assembly, the Chief Minister said that her government has increased allowances of 14,000 people.

Various social schemes have been started for the Self Help Groups, school students and various others. She slammed the erstwhile Left Front government for not doing any development works during their regime. She also blamed the previous government for the loan burden of crores of rupees. The state government has decided to increase the allowances of the MLAs by Rs 5,000 for which a Bill will be passed in the Assembly on Thursday.

The Bengal Chief Minister once again reiterated that the previous Left Front government failed to do any development works which would benefit the people and improve the economic condition of the people in the villages. Instead of this, they left a huge debt burden on the present government. Fighting all odds, the Mamata Banerjee government has successfully implemented various schemes for the benefit of the people in the state.

Chief Minister Mamata Banerjee also extended good wishes to the women on the occasion of International Women’s Day. She said that her government has provided 50 per cent reservation for women at all levels of the three-tier panchayat system in the state. In College Service Commission, 38 per cent seats have been reserved for women.

After coming to power, the present government has introduced various schemes to improve the socio-economic condition of women in various sectors. The school students have been brought under Kanyashree scheme.

 

৩৪ বছর কোনও উন্নয়ন না হওয়ায় বামেদের বিঁধলেন মুখ্যমন্ত্রী

বিধানসভার অধিবেশন চলাকালীন বুধবার সিপিএমকে কড়া ভাষায় আক্রমণ করে বলেন ৩৪ বছরে তারা কোন কাজ করেনি। এদিন তিনি বলেন, তাঁর আমলে ১৪ হাজার মানুষের ভাতা বৃদ্ধি হয়েছে।

স্বনির্ভর গোষ্ঠী, ছাত্রছাত্রী ও অন্যান্যদের জন্য বিভিন্ন উন্নয়নমূলক প্রকল্প চালু করা হয়েছে। বিধায়কদের ভাতা ৫০০০ টাকা বৃদ্ধির সিদ্ধান্ত নিয়েছে রাজ্য সরকার, বুধবার এই সংক্রান্ত বিল পাশ হয় বিধানসভায়।

গ্রামের মানুষের আর্থ-সামাজিক ব্যবস্থার উন্নয়নের জন্য পূর্বতন বাম সরকার ৩৪ বছর ধরে কোন উন্নয়ন করেনি। তার পরিবর্তে আমাদের ওপর বিপুল ঋণের বোঝা চাপিয়ে দিয়েছে। এত কিছুর পরেও মমতা বন্দ্যোপাধ্যায় পরিচালিত সরকার সাধারণ মানুষের জন্য বিভিন্ন উন্নয়নমূলক প্রকল্প চালু করছে এবং সেগুলি সফলভাবে বাস্তবায়িতও করছে।

আন্তর্জাতিক নারী দিবসে মুখ্যমন্ত্রী সকল নারীদের শুভেচ্ছা জানিয়েছেন। তিনি বলেন, তাঁর সরকার রাজ্যের ত্রিস্তর পঞ্চায়েত ব্যবস্থার সব স্তরে নারীদের জন্য ৫০ শতাংশ সংরক্ষণ রেখেছেন। কলেজ সার্ভিস কমিশনে নারীদের জন্য ৩৮ শতাংশ স্থান সংরক্ষিত করা হয়েছে।

ক্ষমতায় আসার পর, বর্তমান সরকার নারীদের আর্থ-সামাজিক অবস্থার উন্নয়নের জন্য বিভিন্ন প্রকল্প চালু করেছে। স্কুল ছাত্রীদের কন্যাশ্রী প্রকল্পের আওতায় আনা হয়েছে।

Around 40 per cent of the total investment proposals in Bengal Global Business Summits (BGBS) in 2015 and 2016 were being implemented through various projects, state Finance Minister Dr Amit Mitra said in the Assembly on Tuesday. In reply to the questions of the MLAs of the Opposition parties, Dr Mitra on Tuesday told the House that nearly Rs 1.87 lakh crore worth of proposals have been implemented in the state during the two BGBS.

The State Government had received investment proposals of Rs 4.5 lakh crore. In terms of investment Bengal emerged to be the most of accepting destination, Dr Mitra said. The implementation rate of Bengal is 40 per cent while in the state like Gujarat, the implementation rate is 1 per cent. The Finance Minister has proposed planned expenditure of Rs 905 crore and non-planned expenditure of Rs 87.23 crore for the financial year 2017-18.

Dr Mitra also said that state government has already drafted a maritime policy which is going to be finalised soon. A land for setting up a port near Tajpur in West Midnapore has already been identified. The proposed site has a draft of 12 metre plus with tidal support of 3.9 channel length of 18 km which can harbour ships having capacity of Rs 1 lakh Dead Weight Tonnage (DWT). He also said that the state government has also given land of around 2,650 acre land for setting up industrial corridor which has already got approval from the Central government.

The Excise department has invested Rs 700 crore at Haldia. The minister also said that government has decided to simplify procedure for setting up industries in the state. Amongst all the states, West Bengal has been recognized for the introducing online solutions for registrations, payments and returns for VAT, CST, PT, Entertainment Tax, Entry Tax, Single window (Shilpa Sathi) for large industries and MSME Facilitation Centre (MFC) to monitor the progress and expedite clearance.

A Garment Park is being developed on 9.5 acres of land in Budge Budge. The State Government is also setting up a new Industrial Park in Goaltore in West Midnapore over an approximate are of 950 acres of land.

২০১৫ এবং ২০১৬ বিশ্ব বঙ্গ বাণিজ্য সম্মেলনে প্রস্তাবিত মোট বিনিয়োগের ৪০ শতাংশ বাস্তবায়িত হয়েছে। বিরোধী দলের বিধায়কদের প্রশ্নের উত্তরে মঙ্গলবার অর্থমন্ত্রী অমিত মিত্র জানান, ২০১৫ থেকে ২০১৭-য় এ রাজ্যে যে বিনিয়োগ প্রস্তাব এসেছে তার মধ্যে ১ লক্ষ ৮৭ হাজার কোটি টাকার লগ্নি বাস্তবায়িত হওয়ার পথে।

রাজ্য সরকার ৪.৫ লক্ষ কোটি টাকার বিনিয়োগ প্রস্তাব পেয়েছে। বিনিয়োগ বাস্তবায়নের নিরিখে পশ্চিমবঙ্গ এগিয়ে আছে। ডঃ মিত্র বলেন গুজরাতে শিল্প সম্মেলনে আসা লগ্নি-প্রস্তাবের মধ্যে ১% বাস্তবায়িত হয়েছে। কিন্তু পশ্চিমবঙ্গে সেই হার প্রায় ৪০%। ২০১৭-১৮ আর্থিক বছরে পরিকল্পনা খাতে ব্যয়ের জন্য ৯০৫ কোটি টাকা এবং ‘নন-প্ল্যান’ খাতে ৮৭.২৩ কোটি টাকা বরাদ্দ করা হয়েছে।

অর্থমন্ত্রী আরও জানান, রাজ্য সরকার ইতিমধ্যেই সামুদ্রিক নীতির খসড়া তৈরী করেছে যা শীঘ্রই চূড়ান্ত হবে। পশ্চিম মেদিনীপুরের তাজপুরে একটি বন্দর স্থাপনের জন্য ইতিমধ্যেই জমি চিহ্নিত করা হয়েছে। শিল্প করিডোর তৈরীর জন্য রাজ্য সরকার প্রায় ২,৬৫০ একর জমি দিয়েছে, কেন্দ্রীয় সরকার এ ব্যাপারে অনুমোদনও দিয়ে দিয়েছে।

আবগারি বিভাগ হলদিয়ায় ৭০০ কোটি টাকা বিনিয়োগ করেছে। মন্ত্রী আরও বলেন, রাজ্যের শিল্প কারখানা স্থাপনের জন্য পদ্ধতি সহজতর করার সিদ্ধান্ত নিয়েছে সরকার। VAT, CST, PT ও অন্যান্য ট্যাক্স এর ক্ষেত্রে অনলাইন রেজিস্ট্রেশন ব্যবস্থা চালুর জন্য পশ্চিমবঙ্গ সবজায়গায় সমাদৃত হয়েছে। বৃহৎ,ক্ষুদ্র ও মাঝারি শিল্পে সিঙ্গল উইন্ডো সিস্টেম ও শিল্পা সাথীর মাধ্যমে অতি সহজেই শিল্পে লগ্নির ছাড়পত্র হচ্ছে।

বজবজে ৯.৫ একর জমির ওপর একটি বস্ত্র পার্ক তৈরী হচ্ছে। এছাড়া পশ্চিম মেদিনীপুরের গোয়ালতোড়ে ৯৫০ একর জমির ওপর একটি ইন্ডাস্ট্রিয়াল পার্ক তৈরী করছে রাজ্য সরকার।

Kanyashree Scheme is a peerless initiative by the West Bengal Government. It is the State’s flagship project for the girl child. More than 37 lakh girls have been brought under this scheme. The scheme was introduced to arrest the drop-out rate in schools and prevent early marriage among girl students.

The scheme is end-to-end IT-enabled and completely transparent, and hence easily accessible to beneficiaries. The popularity of the scheme has grown manifold since its inception due to this ease of access and focus on empowering young girl and building their confidence and self-esteem.

The scheme has garnered recognitions at major international and national forums. The scheme was represented as one of the ‘best practices’ at the Girl Summit 2014, organised by Department for International Development, UK and UNICEF in London in July 2014.

It has also received the Manthan Award 2014 for e-governance in the category of ‘Women and Empowerment’ covering South Asia and Asia Pacific region. At the national level, it won a silver in the National Award for e-Governance 2014-15 under the category of ‘Outstanding Performance in Citizen-Centric Service.’

August 14 is celebrated as Kanyashree Divas throughout the State through grand ceremonies.

 

মেয়েদের উন্নয়নে পশ্চিমবঙ্গ সরকারের যুগান্তকারী প্রকল্প ‘কন্যাশ্রী’

পশ্চিমবঙ্গ সরকারের একটি যুগান্তকারী প্রকল্প হল ‘কন্যাশ্রী’ প্রকল্প। প্রায় ৩৭ লক্ষ মেয়েদের এই প্রকল্পের আওতায় আনা হয়েছে। এর ফলে কমেছে স্কুলছুটের সংখ্যা, কমানো গেছে অল্প বয়সে মেয়েদের বিয়ে দেওয়ার প্রবণতাও।

শুধু স্বনির্ভর করাই লক্ষ্য নয়। সবদিক থেকেই পারদর্শী হবে কন্যাশ্রীর কন্যারা। পিছিয়ে থাকবে না খেলাধূলা থেকেও।

কন্যাশ্রীর সাফল্যের জন্য ইউকে এবং ইউনিসেফের আন্তর্জাতিক উন্নয়ন দফতর আয়োজিত ‘গার্ল সামিট’-এ সেরা নির্বাচিত হয়েছে কন্যাশ্রী। মন্থন পুরস্কারও পেয়েছে এই প্রকল্প।

১৪ই আগস্ট রাজ্য সরকার কন্যাশ্রী দিবস হিসেবে পালন করে। প্রতি বছর এই দিনটি পালন করে রাজ্য সরকার।

In its first five-year term, the Trinamool Congress Government has brought about many major initiatives for women in West Bengal.

As a result, women all over the State have benefitted immensely.

 

Here are ten major initiatives for women:

KANYASHREE SCHEME: Kanyashree is the State’s flagship project for the girl child. More than 30 lakh girls have been enrolled under the scheme, whcih has garnered international as well as national recognitions.

EDUCATION: For the first time, under the Trinamool Congress administration, a university for women has been set in Diamond Harbour. A state women’s college for minorities is coming up in Ekbalpore, Kolkata. Twenty-one hostels for women have been constructed in various polytechnics across the State. Through the State Government’s Sabuj Sathi Scheme, wherein bicycles are given to school children in rural areas, thousands of girls, too have benefitted. Besides, over 8,000 girl students studying in Class IX in the Sundarbans region have been given bicycles over the last five years. Around 40 Womens’ Corners have been opened in different Government and Government-sponsored libraries to increase access to women readers.

SWABALAMBAN SCHEME: Through the Swabalamban Scheme, training is given on a wide range of livelihood activities, e.g., zari craft, handloom weaving, beautician courses, community health, readymade garment-making, wood carving, etc. Recently, as a part of this scheme, the State Government has launched an acting project for sex workers, meant to make them self-sufficient by giving them acting lessons and making them employable in the entertainment industry.

MUKTIR ALO: Muktir Alo is a comprehensive scheme for the rehabilitation of sex workers. It provides them with opportunities for leading a life with dignity by providing them alternative career opportunities, and also gives protection to victims of sex trafficking.

MATERNITY LEAVE: For the benefit of women, maternity leave for State Government employees has been extended. ‘Maternity and Child Care Leave,’ as it is called, can now be taken for a total period of two years, in stages.

KOLKATA SAFEST CITY FOR WOMEN: Kolkata is one of the safest metros in India for women. According to the latest report of the National Crime Records Bureau (NCRB), Kolkata is the safest city in India in terms of crimes against women. The India Today Best City Awards 2014 awarded Kolkata the award for the best city in the category of crime and safety. Kolkata Police offers martial arts training to schoolgirls, under Project Sukanya, to make them self-reliant when it comes to defending themselves.

POLICE STATIONS RUN BY WOMEN: The West Bengal Government has adopted a ‘zero tolerance’ approach towards crime against women. The Government is setting up police stations run exclusively by women police officers. As of now, the Government has set up 30 Women Police Stations.

ANTI-TRAFFICKING UNITS: The State Government has set up dedicated Anti-Human Trafficking Units and Special Juvenile Police units in each district.

EMPLOYMENT: More than 27,000 self-help groups have been formed over the last five years, which have over 16 lakh women members. Financial assistance to the tune of Rs 200.07 lakh has been sanctioned for development of women’s cooperative societies. The State has also created employment opportunities, including many for women, through skill development in various sectors. The Biswa Bangla initiative by Chief Minister Mamata Banerjee has also opened up a lot of employment opportunities for women. A lot of the handicraft workers in the rural areas are women, who are earning a decent livelihood. Women’s participation in MGNREGS, in which the State has achieved unique milestones, has increased to 41%, which is all-time high in the State.

HOSTELS FOR WORKING WOMEN: To sort out the accommodation issues of working women, hostels have been constructed. A 40-bedded hostel, Ananya, has been at up in Durgapur and another 44-bedded one, named Swayangsiddha, in Salt Lake, Kolkata. Seven more are in different phases of construction all over the State.

 

গত পাঁচ বছরে নারী ক্ষমতায়নে পশ্চিমবঙ্গের সেরা ১০ উদ্যোগ

গত পাঁচ বছরে তৃণমূল পরিচালিত সরকার মেয়েদের জন্য বিভিন্ন রকম উদ্যোগ নিয়েছে। এর ফলে রাজ্য জুড়ে মহিলাদের অনেক উন্নতিসাধন হয়েছে।

মহিলাদের জন্য নেওয়া প্রধান উদ্যোগগুলি হলঃ

‘কন্যাশ্রী’ প্রকল্প – মেয়েদের জন্য রাজ্য সরকারের যুগান্তকারী প্রকল্প ‘কন্যাশ্রী’। প্রায় ৩৭ লক্ষেরও বেশি মেয়েরা রয়েছে এই প্রকল্পের আওতায়। এই প্রকল্পটি জাতীয় ও আন্তর্জাতিক স্তরে যথেষ্ট প্রশংসা পেয়েছে।

শিক্ষা – তৃণমূল সরকারের আমলে এই প্রথম বার রাজ্যে প্রথম মহিলাদের জন্যও একটি বিশ্ববিদ্যালয় স্থাপন করেছে। ডায়মন্ড হারবারে তৈরি হয়েছে ডায়মন্ড হারবার মহিলা বিশ্ববিদ্যালয়। সারা রাজ্যে সব মিলিয়ে প্রায় ২১ টি মহিলা হোস্টেল তৈরির পরিকাঠামো চলছে। এরমধ্যে ৪টি তৈরি হয়ে গেছে। কলকাতার একবালপুরে মহিলাদের জন্য একটি সরকারী জেনারেল ডিগ্রী কলেজ চালু হয়েছে ও জলপাইগুড়িতে (বানারহাটে) রাজ্যের প্রথম হিন্দী মিডিয়াম জেনারেল ডিগ্রী কলেজ স্থাপিত হয়েছে। এছাড়া সবুজ সাথী প্রকল্পের মাধ্যমে মেয়েদের সাইকেল দেওয়া হচ্ছে, এছাড়া আরও অনেক সুবিধা দেওয়া হয়েছে যাতে তারা পড়াশোনা করতে পারে।

স্বাবলম্বন প্রকল্প – রাজ্যের মহিলাদের স্বনির্ভর করতে মমতা বন্দ্যোপাধ্যায় চালু করেছেন ‘স্বাবলম্বন প্রকল্প’। এর মাধ্যমে বিভিন্ন ক্ষেত্রে প্রশিক্ষণ দেওয়া হবে মহিলাদের।

মুক্তির আলো – যৌন কর্মীদের জন্য শুরু হয়েছে প্রকল্প ‘মুক্তির আলো’।

কলকাতা সুরক্ষিত নগর – NCRB-রিপোর্ট অনুযায়ী নারী সুরক্ষার ক্ষেত্রে দেশের মধ্যে কলকাতাই সবচেয়ে সুরক্ষিত নগরী। নারী সুরক্ষার ক্ষেত্রে রাজ্য সরকার কোনরকম অন্যায়কে বরদাস্ত করে না। বিভিন্ন সরকারী বাস স্ট্যান্ডগুলিতে মহিলাদের সুরক্ষার জন্যও CCTV বসানো হয়েছে।

মহিলা পুলিশ স্টেশন –  নারী সুরক্ষার ক্ষেত্রে আরও কিছু পদক্ষেপ নিয়েছে রাজ্য সরকার। রাজ্য সরকার ৬৫টি মহিলা থানা তৈরি করার সিদ্ধান্ত নিয়েছে। ইতিমধ্যে ৩০টি পুলিশ স্টেশন তৈরি হয়ে গেছে।এছাড়া বিচার ব্যবস্থায় গতি আনতে মহিলাদের জন্যও ৫১টি ফার্স্ট ট্র্যাক কোর্ট তৈরি করা হয়েছে।

অ্যাণ্টি ট্রাফিকিং ইউনিট – পাচার রুখতে প্রতিটি জেলায় রাজ্য সরকার অ্যাণ্টি হিউম্যান ট্রাফিকিং ইউনিট এবং স্পেশাল জুভেনহাইল পুলিশ ইউনিট তৈরি করেছে।

স্বনির্ভর গোষ্ঠী – সমাজের দুর্বলতর শ্রেণীর মহিলা স্বনির্ভর গোষ্ঠীগুলিকে আর্থিকভাবে স্বনির্ভর করা এবং পারিবারিক আয় বৃদ্ধি ও জীবনযাত্রার মান উন্নত করার জন্য বিভিন্ন প্রকল্প চালু করেছে রাজ্য সরকার। এছাড়া বিভিন্ন ক্ষেত্রে প্রশিক্ষণও দেওয়া হচ্ছে মহিলাদের। বিশ্ব বাংলা দোকানগুলিতে মহিলাদের তৈরি বিভিন্ন হাতের কাজ বিক্রির ব্যবস্থা করেছে রাজ্য সরকার।

১০০ দিনের কাজ – ১০০ দিনের কাজে অভূতপূর্ব সাফল্য পেয়েছে পশ্চিমবঙ্গ। এই কাজে মহিলাদের অংশগ্রহন ৪১ শতাংশ বৃদ্ধি পেয়েছে যা অন্যান্য রাজ্যের তুলনায় বেশি।

All India Trinamool Congress will organise rallies in every block of Bengal as well as in other States to mark International Women’s Day.

Every year Trinamool marks International Women’s Day every year with rallies and various activities. Mamata Banerjee has led rallies in the past too, in Kolkata.

It may be mentioned that while the Parliament is yet to enact the Women’s Reservation Bill, Trinamool already has 34% women MPs in Lok Sabha. The Bengal Govt has taken several initiatives for women’s empowerment, including the internationally acclaimed Kanyashree scheme.

রাজ্যজুড়ে পদযাত্রার মাধ্যমে আন্তর্জাতিক নারী দিবস পালন করবে তৃণমূল

আন্তর্জাতিক নারী দিবস উপলক্ষে সারা রাজ্যে ব্লকে ব্লকে পদযাত্রার আয়োজন করেছে তৃণমূল। এই বিশেষ দিনে সারা বিশ্বের সকল মা ও বোনেদের শুভেচ্ছা বার্তা দেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

সরকারে আসার পর থেকেই এ’রাজ্যে নারী বিকাশের ক্ষেত্রে তাঁর চিন্তাধারা ও কর্মসূচী সারা বিশ্বের নজর কেড়েছে। কন্যাশ্রী প্রকল্প মেয়েদের শিক্ষার প্রসারের ক্ষেত্রে এক বিশাল ভুমিকা পালন করছে। তাঁদের স্বাবলম্বী করে তোলার লক্ষ্যে কর্মসংস্থানের বন্দোবস্ত করার পাশাপাশি বিভিন্ন স্বনির্ভর গোষ্ঠী তৈরি করে তিনি মহিলাদের পাশে দাঁড়িয়েছেন। এমনকি এই স্বনির্ভর গোষ্ঠীর তৈরি অনেক জিনিসপত্রের বিপণনের দায়িত্বও নিয়েছেন রাজ্য সরকার।

যদিও সংসদ এখনো ওমেন্স রেজারভেশন বিল পাশ করতে পারেনি, তৃণমূল লোকসভায় ৩৪% মহিলা সাংসদ নিয়ে নজির গড়েছে।
