Trinamool opposes Insurance Bill in Rajya Sabha

Leader of Trinamool Congress in Rajya Sabha, Derek O’Brien, today opposed the Insurance Bill which seeks to increase the cap on FDI in insurance sector from 26% to 49%.

He said, “In the last five years, the insurance penetration has dropped by 1%. FDI in insurance, has given you Rs 7,800 crore and LIC Dividend has given you Rs 12,000 to 14,000 crore in the last 10 years.”

He raised the point that average annual premium that an individual has to pay, for the private insurance companies is Rs 60,000 whereas for LIC is it only Rs 9,000.

Regarding claim settlement, Derek O’Brien said, “LIC’s settlement figure is at 99.86 % whereas private sector is at 79%. These are IRDA figures. Lapse ratio for LIC is 5% as compared to 47% in private sector insurance.”

He warned the Government of the dangers of exposure to global recession and reminded the Government of how AIG had to be bailed out with $ 200 billion.

A complete overhaul of railways is needed: Ratna De Nag |Transcript

Deputy Speaker Sir, I would like to start with a word of appreciation to the Railway Minister for not hiking the fares.

However that BJP Government after taking over the reins of the Government, BJP led NDA Government increased the burden on the common people by raising the passenger fares and there is no surety that they would not hike the fares of the passengers in time.

Ours is a vast railway network. In 1947, we had railway network of nearly 50,000 km, whereas China had 27,000 km. Now China has about 1,10,000 kms whereas India has only 65,000 kms of railway network. We have to make great strides, if we have to cater to the ever growing population of India.

No new trains have been announced. At least the Railway Minister should have come with the projects that he is planning to complete during the year. By doing so, it seems that he himself is apprehensive about the capabilities of the Railways in executing the pending projects.

Sir, the Government is focusing on infrastructure. It may be of some help in the long run.

The matters of prime importance are safety of women and safety of passengers on train. As per an estimate, more than 2000 persons died in nearly 800 railway accidents in the past year.

There is no indication of customer friendly approach i.e. putting the passenger first. The focus should be on ensuring safety and accessibility to the amenities of railways by opening up more and more railway reservation offices and more counters should be opened in existing railways booking centres. Let us hope, that some passenger related amenities will be included in Vision Document 2030, which he intends bring out in near future.

I think the cleanliness drive should start from the Railways as crores of people use railways every day. But there is no cleanliness. I doubt, whether Minister’s expansion programme will go in the right directs with so many problems in it.

There is a need to reduce fare of the tatkal charges and cancellation charges too, should be reduced considerably. More companies of women RPF personnel and another eight companies should be formed with a view to strengthen the security of women passengers.

Effort should be ensured that freedom fighters are taken care of. When they approach the Railway authorities, they should be helped, going out of the way.

Number of sleeper classes in the train should be increased considerably as common man travels in this category, to be precise, 90% of the people travel in this category. More and more toilets, waiting room and benches, both in major stations and small stations should be constructed for the convenience of the railway passengers.

The Railway Minister vowed to give birth to the railway network in four years. Only time will tell about this exalted wish or claim.

There has been a hike by 10% on freight. I am in the opinion that this freight hike would have repercussions on prices of essential commodities. Another plan for elimination 3,438 level crossings in a financial year is a welcome measure, but is it attainable? Is Rs 6581 Crore sanctioned for the same, enough?

Sir, West Bengal has been neglected in this Budget. I would like to draw attention of the Hon’ble Minister regarding the Dankuni factory, which produces parts of the Railway electric engines. This is located on the Howrah – Bardhaman cord in Hooghly district which is my district. This will go a long way in catering to the needs of the Railways in and around areas.

Unfortunately, Rs 265.95 Crore what was only sanctioned for 2013-14, but till March 2014 only Rs 188.02 Crore has been spent. In 2014-15 Railway Budget only Rs 33.92 Crore was allocated. In 2015-16 Budget a meagre sum of Rs 2.51 Crore is allocated. This defies logic.

How can we complete this project with such a meagre allocation and that too in a piecemeal method?

In the last budget a sum of Rs 184.70 Crore was sanctioned for coach rehabilitation factory in Anara but till March 2014 only Rs 8.29 Crore has been spent. Now in the current Railway Budget very little fund has been sanctioned. I strongly urge the Railway Minister to allocate more funds and utilise the sanctioned fund.

I will request the Hon’ble Minister, to give utmost importance and priority to the pending projects in West Bengal and ensure its completion as early as possible.

There is a need for executing better delivery mechanism. It is a herculean task for putting Railways on the track. There is a need to improve the sleeper class coaches in the trains. There rakes given to the passengers of sleeper classes and second AC and third AC, should be covered properly.

There is an urgent necessity to increase the speed of the train wherever necessary, as it will not only reduce the journey time but also save the energy.

Hygiene in the trains and in the railway stations needs special and constant attention. Pantry served food item are of lower grade and served in mostly unhygienic condition. This needs immediate attention.

A complete overhaul of railways, in every sense of the word is needed.

WB CM seeks debt waiver from Prime Minister

West Bengal Chief Minister Ms Mamata Banerjee today had a meeting with the Prime Minister at the Parliament House. The issues relating to the deplorable condition of West Bengal due to the debt burden left on the State by the earlier Government was discussed.

 

 

The Chief Minister shared the details of the meeting on her Facebook Page:  

“Today I met the Prime Minister with a 40-member delegation of our MPs.We discussed about the state of finances in West Bengal. We informed him how the huge debt burden left on us, as a legacy of the previous Government, has made West Bengal No.1 debt-stressed State in the country.

More than rupees 1 lakh Crore has been deducted by the Centre towards repayment of loan and payment of interest from the State exchequer over the last 3 years.

This huge fund could have been utilized for our development activities and serving the poor. We also shared with him our passing of FRBM Act and our efforts to double the revenue collection in the last three years, despite our huge debt overburden.

He appreciated our performance towards development of the State and maintenance of fiscal discipline.We urged the Prime Minister to waive the debts in the interest of further growth and development of West Bengal”, said the WB CM.

West Bengal Chief Minister Ms Mamata Banerjee yesterday inaugurated the much awaited flyover connecting VIP Road, Kestopur and Joramandir. This flyover will ease the traffic towards the Airport and the travelling time will cut down considerably.  The four lane flyover is 2 km long, 200 mtr broad and built with a cost of Rs 313 crore.  For the convenience of the people four subways have also been built under the flyover.

Speaking on the inauguration ceremony, the Chief Minister pointed out the development and beautification work done Government all around the state. These projects are generating work for the people here.

West Bengal Govt proposes to reduce Stamp Duty on properties

The West Bengal Government has proposed to reduce Stamp Duty on properties. At present 1% additional Stamp Duty is charged on properties whose market value exceeds Rs. 30 lakhs. It has been proposed to raise the threshold from Rs. 30 lakhs to Rs. 40 lakhs with immediate effect. As a result, the property owners will have to pay reduced Stamp Duty of 6% instead of 7% on properties with market value up to Rs. 40 lakhs.

Dr Amit Mitra spoke at the Assembly after laying the West Bengal Finance Bill 2015 for next year.

The Finance Minister further said that Budget had allocated total outlay to the social sector like health and education. Replying to a member’s question on whether the Government was tweaking the sales tax on gold, Dr Mitra replied in negative. The Government, he said, plans to make the State a future destination for gold and jewellery industry for which it had created 2.5 lakh square feet of vertical space at Domjur in Howrah.

The West Bengal Appropriation Bill 2015 was also passed on the last day of the Budget Session 2015-16.

United Opposition leaves the Govt red-faced in RS

The government on Tuesday faced an embarrassment in the Rajya Sabha when an amendment moved by the Opposition to the President’s address over corruption and black money was passed.

Sukenddu Sekhar Roy had moved amendment no. 357 in the RS to the motion of thanks, saying there was no mention in the address on the failure of government to bring back black money. Another MP from the Opposition moved a similar amendment no. 233.

The united Opposition – Congress, Samajwadi Party, JD(U), TMC, BSP, BJD, DMK, CPI, Kerala Manila Congress and other parties – came together to pass the amendment through division.

There were 118 votes in favour of the amendment while 57 against it.

Reacting to the show of Opposition unity in the Upper House, National Spokesperson and Leader of Trinamool Congress in Rajya Sabha, Derek O’Brien said, “This wondrous parliamentary democracy of ours has a mechanism to deliver strong messages to the government. Today the united Opposition did just that.”

This is the fourth time in Rajya Sabha’s history that an amendment moved by the opposition to the motion of thanks to the President’s Address has been passed.

Special Assistance to Bengal a ‘bluff’: Mamata Banerjee

West Bengal Chief Minister Ms Mamata Banerjee on Monday dismissed as a “bluff” the special assistance proposed by the Central Government for West Bengal and demanded the Centre stop taking away funds towards repayment of loans.

Finance Minister Arun Jaitley had proposed assistance for Bihar and West Bengal in the 2015 Union Budget.

“Developmental projects need money. Money is being taken away by the Central Government. We are not asking the Centre to give money, we are asking to stop taking away money from us,” Ms Banerjee said after inaugurating a state-run burial ground at Topsia in East Kolkata.

“The so called ‘package’ is a bluff. We used to get 61.8 percent. That is being raised to 62 percent,” the West Bengal Chief Minister said.

State Finance Minister Dr Amit Mitra had earlier said the total grant to Bengal in 2014 was Rs 4,05,582 Crore and in 2015, it is Rs 3,28,277 Crore, a reduction of 20 percent.

“The truth is, if all the grants are calculated together, in 2014, 61.88 percent was given, in 2015, the share is 62 percent,” Dr Mitra had said on Saturday.

TMC supports Citizenship (Amendment) Bill in LS but slams Centre for Ordinance route

Trinamool MPs today slammed the Centre in Lok Sabha for taking the ordinance route to the Citizenship (Amendment) Bill, 2015. Although they support the Bill, they reject the approach to the amendment.

 

 

“This Government has brought six Ordinances and trying to run the country through an Ordinance Raj” said Saugata Roy in Lok Sabha.

Ratna De Nag also raised a concern about the same issue stating the “specific Amendment is expected to replace in Sec 5 of the Citizenship Act, instead of words ‘has been residing in India for one year’ with ‘is ordinarily resident in India for 12 months’. Likewise overseas citizen of India is substituted with overseas citizen of India card-holder. But I would like to put my objection to the way in which it was brought to the House through Ordinance. I object the Ordinance.”

Sir, through you I would like to request for some clarifications from the Hon’ble Minister. I would like to mention what my friend Naresh Agarwal has asked, when the first case was reported, because in your clarification regarding the vaccine you stated that it takes three to four weeks to have an effect. So when was the first case detected and when did you start administering the first vaccine? And what research and development has taken place? Because you have mentioned in your statement, the vaccine stays effective only for a year. Cannot this vaccination be brought under the immunisation programme? Or some research and development be done to make the vaccine more effective?

Sir, you have written here that you have brought out tenders for 60,000 units of vaccine. Sir, is there any logic or reason for this number? Why only 60,000, neither more nor less, when we have such a huge population and when this can spread to so many states and affect many more? So why is this figure 60,000?

At the end, I would only like to say that in our state, West Bengal, we have had five deaths, which is still a huge number. The reason for this low number though, is that an isolated ward has been set up for the exclusive treatment of this disease at BC Roy Hospital. If you want, this model can be shared with other states and good models that are there in other states can be shared with us, so every single patient can be saved.

Rajarhat to get education hub

An education hub is coming up at Rajarhat New Town. At least 30 different educational institutes have been allotted land in the township, covering more than 150 acres, to set up their campuses in different parts of the township.

While Presidency University , St Xavier’s College and Rabindra Bharati University are developing their second campuses here, institutes like Aliah University and Techno India have already set up their campuses and started operations.

Officials said that talks are on with several other institutes and more land could be allotted for their campuses. Campuses of several government and private institutes like Netaji Subhas Open University , Ganguly Educational Society , Bhawanipor Gujrati Education Society, IILM Foundation, WBSEDCL Staff Training Centre, State Government Vocational Institute, State Social Welfare School and others are also coming up in the township.

Authorities have been allotting land -from two acres to 10 acres -to different institutes through e-tenders.

Besides, the authorities have also earmarked a 20-acre plot to set up a government medical college and hospital. Tenders will be floated again. Cities across the world like Boston and Cambridge revolve around a big education hub where worldclass universities along with schools and colleges are located.
