KD Singh asks Supplementary Questions on the clearance of environmental projects in West Bengal

Sir, the Ministry of Environment is a very important Ministry. Sir, my State of West Bengal has been getting step-motherly treatment from all governments. Jab purani government thi tab ajeeb ajeeb naam ke taxes the. Ab vali sarkar mein jitne bhi centrally-aided projects hain, un mein roz koi na koi tabdili karke, state contribution ko bada diya jata hain jisse projects mein delay ho jati hain.

Sir, mera sawal tha ki kitne projects hain Ministry of Environment mein jo held-up hain from the State of West Bengal. Jo reply mujhe mila hain usme bahut sara procedure diya gaya hain ki kis procedure se hota hain. Joh Annexure hain, usme agar aap dekhenge toh malum parega ki shayad koi projects mein kuch delay hain hi nahin.

Mananiya Mantri Ji yeh achhi tarah se janti hain ki bahut si projects hain, aisi projects yaad kara sakti hoon. Mamata Didi jab Railway Minister thi, unke inaugurate kiya hua projects abhi tak held up hain. Mananiya Mantri Ji, agar aap chahe toh main bol sakti hain, lekin Chairman Sa’ab do supplementary allow karenge.

Ek hi detail main jaan na chahta hoon ki hamari State West Bengal ke saath yeh step-motherly treatment kab tak chalti rahegi? Aap ke paas jo hamare projects held up hain woh kab tak karenge aap poore?

Sir, aap ke madhyam se main Mananiya Mantri Ji se yeh janna chahunga ki woh writing mein mujhe de de ke kaun se projects inke paas hain jo 190 din ke purane hain. Nahin toh main bhi purane details padh kar suna sakta hoon.

Main aap ko ek particular kissa batata hoon. Purulia to Ranchi 400 kW ki transmission line hain, Sir. Yeh mere question ke baad last Friday listed huyi, Sir. Mera yeh maan na hain yeh shayad mere question ke baad hi huyi.

Sir, uske bare mein bata dijiye ki uska status kiya hain. Us list ka received date koi nahin di isme aapne, ki kab woh received huyi. Haan, iss Friday ko aapne woh take up ki, uski fate iya huyi yeh bataiye.  

 

Sudip Bandyopadhyay speaks on secularism and communal harmony during Zero hour

Hon’ble Speaker Madam, I want to say that we Indians are firm believers of secularism and communal harmony. We are also believers that unity and diversity should be our integral national philosophy. But of late we are witnessing that Dalits and Muslims are being tortured in different places of the country.

We should rise to the occasion. India as a country must ensure that every section of the society has the the right to live with prestige and dignity. We also demand that the people who are carrying out violence in the name of gau raksha must be dealt with harshly as per the laws.

Only by giving advertisements in different newspapers government’s success cannot be projected. The government must demonstrate that it is serious about maintenance of secularism and communal harmony in the country.

Parliament: Trinamool raises the issue of growing religious fundamentalism in the country

Trinamool Congress Monday raised the issue of growing religious fundamentalism in the country and demanded that the Prime Minister must assure the country that “we can live in the India we know – unity in diversity.”

Speaking during the Zero Hour, the leader of the party in Rajya Sabha, Derek O’Brien said, “the first time it happens; we can call it a mistake. Second time it happens, we can call it a bigger mistake. Third time it happens, we can call it a blunder, but if it happens time and again, I have to say Sir, it is a decision.”

“This is not the country we are used to living in. I have said this once and will keep saying again that the smaller you are in this country, the smaller your caste, the smaller the minority, the more oppressed you are, the more this country gives you the opportunity to express,” he added.

Trinamool’s Derek O’Brien speaks in RS on the widespread religious fundamentalism prevailing in the country | Full Transcript

Sir, it is impossible to speak on the subject in three minutes but I will because it is zero hour, thank you.

There is an urgent need to curb religious fundamentalism Sir, this has been a dangerous situation over the last one week, the last few days, the last few months and months; two years in fact. Sir, the first time it happens; we can call it a mistake. Second time it happens, we can call it a bigger mistake. Third time it happens, we can call it a blunder, but if it happens time and again, I have to say Sir, it is a decision.

I believe this is not happening because of a mistake, this is a decision of this Government, Sir. Otherwise, the Defense Minister of the country would not have said what he said yesterday. The Dalits are suffering; so many of us went and saw what happened there. Sir, for just 15 rupees people are killed, just because they are Dalits. In Haryana, Sir, people are being forced to eat cow dung. There are people dying in different parts of the country, Sir. This is not just an aberration, this is a decision of this government.

Sir, let me tell you. I am a gau sevak, we are all gau sevaks but in the name of gau sevaks don’t cross the line and become gau rakshaks, Sir. This is a situation which has gone beyond the borders of the country. And the government must be aware because this is not a fluke or an aberration. Sir, they must listen to what the United Nations Human Rights Council Special Report on Minority Rights had to say about our country. They have called this “caste-affected discrimination happening in India with minority like characteristics.” The government must listen to the US Commission on International Freedom.

Yesterday an MP from the ruling party goes and calls someone ‘an idiot’. Why? Just because I disagreed with you. So what if we disagree with you? Be open hearted, I would say you read Article 48 of the Constitution. Sir, this is not the country we are used to living in. I have said this once and will keep saying again that the smaller you are in this country, the smaller your caste, the smaller the minority, the more oppressed you are, the more this country gives you the opportunity to express.

But this government, the ministers in the government, the people associated with the ruling party, are shooting their mouths off every day. I want to challenge this government and say that the Prime Minister needs to come and say that these are not mistakes, this is not the thinking of the government.

The Prime Minister must come here and assure us that we can live in the India we know – ‘unity in diversity’.

Sugata Bose speaks in LS during Question Hour on Project Mausam

Thank you Madam Speaker. India has played a very major role historically in creating a shared cultural universe across the Indian ocean arena. In fact when our poet Rabindranath embarked on his Indian Ocean voyage, he described his journey as a pilgrimage to retrace India’s entry into the universe. This is a worthy initiative. However, this is not just an academic project, it is very much projecting India’s soft power in the entire Indian Ocean world.

I would like to ask the minister if his ministry faced any obstacles from any other country in pursuing this project and whether the Ministry of Culture is coordinating with the Ministry of External Affairs to ensure that we can successfully implement project Mausam.

State Government laying emphasis on biofertilizers

In order to increase productivity and to protect people from the ill-effects of chemical fertilizers, the State Biotechnology Department has taken up a host of new initiatives, emphasising more on the use of biofertilizers.

Chief Minister Mamata Banerjee has laid a lot of stress on improving the standards of life for farmers. She has announced lots of new projects in this regard.

The Biotechnology Department has already formed various committees for the smooth implementation of various projects. One of the main purposes of the department is to increase the productivity of various plants by administering biofertilizers and others environment-friendly manures.

There will be scientists and research fellows who will carry out various researches on how biofertilizers can be used to increase the productivity of various plants and vegetables. For example, a banana tree gives fruits once a year; the department would carry out research on how that particular plant can give fruits three times a year. The scientists will also conduct tissue culture to increase productivity. According to the Biotechnology Minister, the Department’s new initiatives will also provide employment to many youth.

The department will also carry out research on how to increase the productivity of cattle. The State Government will provide assistance to those who rear cattle. The research will be conducted on how to increase the productivity of milk in cows.

The Biotechnology Department plans to open a unit in all the districts to provide technical assistance to farmers on how to increase productivity. The department is committed to ensure that the people can get vegetables, fruits and food grains free from toxic substances at the markets. A special emphasis of the department would be on how to increase the productivity in the comparatively unfertile districts of Bankura, Birbhum and Purulia.

The Biotechnology department is also providing assistance to other departments like Agriculture and Pisciculture to augment production.

It may be mentioned here that the State Government is going to set up four biotechnology hubs – in Bardhaman, Bankura, Haldia and Kalimpong. This will prove immensely beneficial to those involved in farming.

 

জৈব সারের ওপর গুরুত্ব আরোপ করছে রাজ্য সরকার

উৎপাদনশীলতা বৃদ্ধি করতে এবং রাসায়নিক সারের মন্দ প্রভাব থেকে সাধারণ মানুষকে রক্ষা করার জন্য  রাজ্য বায়োটেকনোলজি বিভাগ নতুন একটি উদ্যোগ গ্রহণ করেছে, তা হল জৈব সার ব্যবহারের ওপর গুরুত্ব আরোপ করেছে।

মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় ক্ষমতায় আসার পর কৃষকদের জীবনযাত্রার মান উন্নত করার ওপর যথেষ্ট জোর দিয়েছেন। এই মর্মে বেশ কিছু প্রকল্পও ঘোষণা করেছেন তিনি।

বায়োটেকনোলজি বিভাগের ইতিমধ্যে বিভিন্ন প্রকল্প বাস্তবায়নের জন্য বিভিন্ন কমিটি গঠন করেছে। বিভাগের প্রধান উদ্দেশ্য হল জৈব ও পরিবেশবান্ধব সার ব্যবহারের মাধ্যমে ফসলের উৎপাদনশীলতা বৃদ্ধি।

উৎপাদনশীলতা কিভাবে বাড়ানো যায় তার ওপর একটি গবেষণাও করবে এই বিভাগ। গরু দুধ উৎপাদনশীলতা কিভাবে বাড়ানো সম্ভব তার ওপরও গবেষণা করা হবে। উৎপাদনশীলতা বৃদ্ধির জন্য বিজ্ঞানীরা টিস্যু কালচার করবেন। জৈবপ্রযুক্তি মন্ত্রীর মতে দপ্তরের এই নতুন উদ্যোগের মাধ্যমে অনেক জুবকের কর্মসংস্থান হবে।

ফসলের উৎপাদন কিভাবে বৃদ্ধি করা সম্ভব সেই সংক্রান্ত কিছু কারিগরি শিক্ষা কৃষকদের প্রদান করার জন্য একটি ইউনিট খোলার পরিকল্পনা করছে বায়োটেকনোলজি বিভাগ। মানুষ যাতে টাটকা ও টক্সিক ফ্রি শাক-সবজি, ফল পেতে পারেন সে ব্যাপারও নিশ্চিত করেছে এই দপ্তর। বাঁকুড়া, বীরভূম, পুরুলিয়া এইসব অনুর্বর জেলাগুলির উৎপাদনশীলতা বৃদ্ধির ক্ষেত্রে বিশেষ জোর দিচ্ছে এই বিভাগ।

এছাড়াও বায়োটেকনোলজি বিভাগ উৎপাদন বৃদ্ধি করার জন্য কৃষি, মত্স্য ও অন্যান্য বিভাগকেও সাহায্য করছে।

উল্লেখ্য, রাজ্য সরকার চারটি জৈবপ্রযুক্তি হাব তৈরি করছে – বর্ধমান, বাঁকুড়া, হলদিয়া এবং কালিম্পং-এ। এই হাবগুলি চাষবাসের সঙ্গে যারা জড়িত তাদের কাজে অত্যন্ত সাহায্য করবে।

West Bengal now no. 1 in small savings

In terms of small savings, after four years, the State of West Bengal has left Uttar Pradesh behind to become number one in the country.

This is a significant achievement for the State, the result of the economic policies of the Mamata Banerjee Government. As a consequence of this, the State is going to get several advantages, like the ability to borrow more money from the market for developmental purposes, and to get more foreign investment.

As per the latest data from the Ministry of Finance, after remaining second behind Uttar Pradesh for four consecutive financial years from 2011-12, in 2015-16, West Bengal toppled Uttar Pradesh to occupy the top position, with the total small savings amounting to Rs 8,362.78 crore. This amount is almost Rs 2,500 crore more than that of the second-placed Uttar Pradesh.

Over the last few years, encouraged by the people-centric policies and facilities brought in by the Trinamool Congress Government, the people of the State have been steadily increasing their investments in small savings instruments like national savings certificate (NSC), recurring deposit, Kisan Vikas Patra (KVP), etc.

According to West Bengal Small Savings Agents’ Association, the State is likely to keep up this trend in 2016-17. Already, in April and May combined, the State has accumulated Rs 200 core in small savings.

স্বল্প সঞ্চয়ে শীর্ষস্থানে পশ্চিম বাংলা

স্বল্প সঞ্চয়ে উত্তরপ্রদেশকে পিছনে ফেলে শীর্ষস্থান দখল করল পশ্চিম বাংলা। প্রায় চার বছর পর এই সাফল্য অর্জন করল রাজ্য।

মমতা বন্দ্যোপাধ্যায়ের সরকারের অর্থনৈতিক নীতির এই সাফল্য নিশ্চিত ভাবেই রাজ্যের পক্ষে ইতিবাচক। ফলস্বরূপ, এই সঞ্চয়ের ওপর নির্ভর করেই রাজ্য বাজার থেকে উন্নয়নের কাজ করার জন্য ঋণ নিতে পারে। আরো কিছু বিদেশি বিনিয়োগও আসছে।

কেন্দ্রীয় সরকারের অর্থমন্ত্রকের পক্ষ থেকে সর্বশেষ প্রকাশিত তথ্য অনুযায়ী ২০১১-’১২ অর্থবর্ষ থেকে ধারাবাহিক ভাবে স্বল্প সঞ্চয় ক্ষেত্রে প্রতিবার উত্তরপ্রদেশের পিছনে থাকলেও ২০১৫-’১৬ অর্থবর্ষে তাকে টপকে দেশের মধ্যে শীর্ষস্থান দখল করেছে রাজ্য। ২০১৫-’১৬ অর্থবর্ষে রাজ্যের কশেত্রে এই সঞ্চয়ের পরিমান বেড়ে দাঁড়িয়েছে ৮,৩৬২,৮৬ কোটি টাকা। অর্থাৎ এই বছর রাজ্যে ২,৫০০ কোটি টাকা বেশি জমা পড়েছে।

গত কয়েক বছর ধরে, তৃণমূল কংগ্রেস পরিচালিত সরকারের আনা বিভিন্ন নীতি ও সুযোগ-সুবিধা দ্বারা উৎসাহিত হয়ে জাতীয় সঞ্চয়পত্র (এনএসসি), আবর্তক আমানত, কিষাণ বিকাশ পত্রের(KVP) মত ক্ষুদ্র সঞ্চয় ক্ষেত্রে তাদের বিনিয়োগের পরিমান বৃদ্ধি করেছে।

ওয়েস্ট বেঙ্গল স্মল সেভিংস এজেন্ট অ্যাসোসিয়েশনের মতে ২০১৬-’১৭ অর্থবর্ষেঅ রাজ্য স্বল্প সঞ্চয়ের ক্ষেত্রে এই প্রবণতা বজায় থাকবে। ইতিমধ্যেই এপ্রিল ও মে মাস মিলিয়ে রাজ্যে প্রায় ২০০ কোটি টাকা স্বল্প সঞ্চয় খাতে জমা পড়েছে।

 

SS Roy’s Point of Order on the powers of the NITI Aayog

Article 280 has been referred to regarding the Finance Commission, and its expiry at the end of every five years. We know all the modalities. Previously, the other things were being done by the Planning Commission, now it is being done by another extra-Constitutional authority, that is, NITI Aayog. Most of the financial powers have been usurped by the Finance Ministry, and they are allocating the funds to the States at their whims and fancies. I want to ask whether this system should continue.

West Bengal Youth Affairs dept to introduce online assessment system

In an attempt to ensure the qualitative improvement of youth, based on the need of the industry at the present time, the state Youth Affairs department is all set to introduce centrally online assessment system for computer trainees in all the Youth Computer Training Centres across the state.

The state Youth Affairs Department runs 1,000 Youth Computer Training Centres (YCTC) in collaboration with different private organisations. The main motive behind running the centres is to provide equal opportunity to the youth from both urban and rural parts to commence computer training and to make them ready to get a job in different fields mainly in the IT sector.

At present 1.20 lakh youth gets trained every year in the YCTCs, many of which had come up in the past five years after the change of government in the state.

In the state Youth Affairs department, the examination will be conducted centrally and online. As a result, all trainees appearing for a particular examination will have to log on to a website and type in their user id and password to get the set of questions. Everyone will get question papers at the same time and date.

They have to key in their answers within the sanctioned time. Since the system of assessment is completely online, there would not be any scope for the time extension.

If some other candidate appears for examination in place of the genuine candidate, they would easily be identified as there would be a system of digital signature and other security codes. The process of examination will become more transparent with the introduction of the online-based assessment as there are many centres situated far from the headquarters of the districts.

The trainees will also get their results and certificates online. They can get their results just by logging into a particular website using their respective user ids and passwords.

After the change of the guard in the state, the Youth Affairs department had taken steps to set up YCTCs in every nook and corner so that a student does not need to travel much to reach his or her training centres.

At present, there are eight centres in Darjeeling, 79 in West Midnapore, 73 in East Midnapore, 45 in Bankura, 22 in Purulia, 91 in South 24-Parganas and 51 in Kolkata.
