Bengal’s State Commission for Protection of Child Rights is now going to get involved with the care and protection of children of prisoners.

Soon, it will start enquiring after the condition of children of prisoners who are growing up with their mothers inside the prisons. They have already asked for reports from correctional home authorities in Bengal.

The job of the commission is to look after the rights of children, and whether these are being violated in any way. Now it has added prisoners’ children to its list of duties, which is a welcome step.

It would ensure that though these children lead a life unlike most children, they do not suffer from any major disadvantages with regard to education, physical and mental health, diet, etc. it would also try to see whether these children, wherever possible, could be sent to children’s homes.

 

এবার থেকে জেলবন্দীদের সন্তানদেরও দেখভাল করবে বেঙ্গল চিলড্রেন কমিশন

বেঙ্গলস স্টেট কমিশন ফর প্রোটেকশন অফ চাইল্ড রাইটস এবার থেকে জেলবন্দীদের সন্তানদেরও দেখভাল করবে। জেলের ভিতর যে যে শিশু তাদের মা’দের সঙ্গে বড় হচ্ছে তাদের দেখাশোনা করবে কমিশন। তারা ইতিমধ্যেই সংশোধনাগারে এই বিষয়ে রিপোর্ট দাবি করেছে।

কমিশনের কাজ শিশুদের অধিকার রক্ষা করা। তারা এবার জেলের বন্দীদের শিশুদের অধিকারও রক্ষা করবে।

যদিও এই শিশুরা আর পাঁচটা শিশুর মতো জীবন পায়নি, তাও কমিশন চেষ্টা করবে এই শিশুরা যেন শিক্ষা, শারীরিক, মানসিক ভাবে কোনও বাধার সম্মুখীন না হয়। পরে সম্ভব হলে, এই শিশুদের হোম-এ পাঠাবার চেষ্টাও করা হবে।

Bengal Chief Minister Mamata Banerjee held a meeting with the heads of private schools, colleges and other educational institutions and discussed fee disparity with their representatives.

The Bengal Government has taken a stand to see that poor and meritorious students get opportunity to study in the institutions of their choice.

Recently the Bengal Government mooted on the three-language forumla and have suggested that Bengali should be one of the three languages in school curriculum.

আজ বেসরকারী স্কুল, কলেজগুলির সঙ্গে বৈঠক করেন মুখ্যমন্ত্রী

বেসরকারী স্কুল, কলেজ ও অন্যান্য শিক্ষা প্রতিষ্ঠানগুলির কর্তৃপক্ষের সঙ্গে বৈঠক করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। বৈঠকে ভর্তির ফি সহ অন্যান্য বিষয় নিয়ে আলোচনা হয়।

দরিদ্র ও মেধাবী ছাত্রছাত্রীদের জন্য ইতিমধ্যেই রাজ্য সরকার বিভিন্ন রকম পদক্ষেপ নিয়েছে। এবার বেসরকারী কলেজ ও বিশ্ববিদ্যালয়গুলিতেও যেন তাদের জন্য আসন সংরক্ষিত থাকে সেই আবেদন করে রাজ্য সরকার।

সম্প্রতি বাংলা সরকার ত্রিভাষা নীতি চালু করেছে এবং সিদ্ধান্ত হয়েছে সব স্কুলের পাঠ্যক্রমে এই তিনটি ভাষার মধ্যে বাংলা ভাষাকে বাধ্যতামূলক করতে হবে।

The rapid improvement in the infrastructure for pisciculture that Bengal is witnessing, courtesy the Chief Minister Mamata Banerjee-led Trinamool Congress Government, fish traders of the State are projected to do business worth Rs 700 crore by 2020. By 2019, 1.2 lakh tonnes of fish would be cultivated in the State. These data were recently revealed by industry body, ASSOCHAM (Associated Chambers of Commerce of India) in a report.

Thus, the fish exporters of the State are looking at a bright future. However, according to the ASSOCHAM report, if the unused water bodies are used to their full potential, the State has the capacity to produce 31 lakh tonnes of fish. Another fact highlighted in the report is that every year, there is a 10 per cent increase in fish production in the State; however, during the last financial year, it was a 20 per cent jump.

The policies adopted by the Bengal Government to improve the potential of fish production and exports are indeed laudable. The Government is ensuring that all international food safety standards are being followed by the fish cultivators, processors and exporters. The latest technologies are being used by the food processors. As a result, a big demand for fish and processed fish from the State is being created in foreign markets.

The way things are progressing in the State, Bengal is going to earn a huge revenue from fish production in the future.

 

মাছ রপ্তানিতে ৭০০কোটির ব্যবসা করবে বাংলা

রাজ্যের মাছ চাষের যেভাবে পরিকাঠামোগত উন্নয়ন ঘটানো হয়েছে তাতে আগামী ২০২০ সালে এই রাজ্যের মাছ রপ্তানির সঙ্গে যুক্ত ব্যাবসায়ীর প্রায় ৭০০ কোটি টাকার ব্যবসা করতে পারবেন।২০১৯ এর মধ্যে ,মাছের উৎপাদন ১.২ লক্ষ টনে পৌঁছে নিয়ে যাওয়া যাবে  এমটাই দাবি করা হলো বণিক সভা ASSOCHAM এর পক্ষ থেকে।

তবে রাজ্যের যে অব্যবহৃত  জল জায়গা আছে তাকে সঠিকভাবে কাজেই লাগাতে পারা  গেলে আগামী দিনে ৩১ লক্ষ টন মাছ উৎপাদন করা সম্ভব হবে বলে ASSOCHAM এর পক্ষ থেকে দাবি করা হয়েছে। প্ৰত্যেক বছর মাছ চাষে ১০% উৎপাদন বৃদ্ধি  পায়  কিন্ত গত বছর সেই বৃদ্ধির পরিমান ২০% হয়েছে।

রাজ্য সরকার যেভাবে নতুন নীতি নির্ধারিত করেছেন মাছ চাষের ক্ষেত্রে তার ফলে আগামী দিনে রাজ্যের মাছ সারা বিশ্বের মাছ ক্রেতাদের কাছে বড় চাহিদা গড়ে তুলছে। বিশ্বের ফুড সেফটি নির্ধারণকারী সংস্থার দেওয়া মাপকাঠিতে যে কয়টি নিয়মাবলি দেওয়া হয়েছে তার সব কয়টিকেই  রাজ্যের মাছ চাষের ক্ষেত্রে ব্যবহার করা হচ্ছে খাদ্য প্রক্রিয়াকরণের ক্ষেত্রে। সেই মাছ বিদেশের বাজারে আগের তুলনায় অনেক বেশি পরিমাণে চাহিদা বাড়িয়ে তুলেছে।

এই হারেই যদি রাজ্যের মাছের উৎপাদন বৃদ্ধি করা যায় তা হলে আগামী দিনে সারা বিশ্বে বাংলা মাছ রপ্তানি ব্যবসা থেকে বিপুল পরিমানে রাজস্ব আদায় করতে পারবে।

Bengal Finance Minister Dr Amit Mitra today held a press conference in Kolkata regarding Goods and Services Tax (GST). During the interaction with the press, he underlined the fact that Bengal is not ready to accept GST in its current form.

Dr Mitra is the chairman of the Empowered Committee on GST, comprising all the 29 States was. It had met in Kolkata on June 14, 2016 in a historic meeting.

The constitutional amendment said that Parliament may, on the recommendation of the GST Council, compensate States for loss of revenue arising out of implementation of GST, upto five yrs. Secondly, for a State, if the income from tax decreases at any time during these five years, the State can decide to not to give its share of the tax to the Centre.

However, Dr Mitra said, “it was decided at this meeting that it should be ‘shall’, not ‘may’, and secondly, not ‘upto 5 years’ but ’period of 5 years’ “.

Other major decisions were taken during the historic meeting in Kolkata.

“It was decided at the meeting that if a business is worth less than Rs 1.5 crore, it would only attract State tax”.

Then, “in the cases 90 per cent of small businesses below Rs 1.5 crore, there would not be any dual control”.

At the 4th GST summit (November 3 and 4), the States had proposed that food grains have to be kept out of GST. “After everyone consented to it, food grains are now tax-free. This is a major victory for the common man”.

The Bengal Finance Minister said, “Daily essentials like raw vegetables and flowers are now tax-free”.

“We have fought to make cottage cheese, puffed rice, flattened rice, betel leaves, popped rice, green tea, vermilion, aalta, organic fertilizers, poultry and khadi clothing tax-free, health services, doctors’ fees, newspapers, textbooks and human hair.”.

Another victory for the States is that “on processed tea, instead of a 12-18 per cent tax, 5 per cent tax has been imposed”.

“The Empowered Committee has given a letter to also make news printing tax-free”, Dr Mitra said.

Some other major victories for the States, as stated by the Finance Minister, are:

He further said, “A 12% tax was proposed on cashew nuts; the fight on that is still going on”.

“They had said that shoes would be taxed at 12%; we have proposed that shoes costing up to Rs 500 should be tax-free”

On films, Dr Mitra said, “In West Bengal, films are taxed at 2% while the Centre is thinking of imposing a 28% tax. We will fight this. If regional films are taxed at 28%, won’t they bite the dust?”

He said, “Though my own powers are limited, I have fought for Maa-Mati-Manush under the inspiration of the Chief Minister and I will continue my fight”.

The Bengal Finance Minister said that GST is not fully prepared and ready, and that rules and forms not completed, so July 1 must not be finalised as the date for the roll-out of GST.

“Until and unless a solution is reached on GST, it will not be introduced in the Bengal assembly”

He questioned whether small and medium-scale industries are equipped to handle the new tax regime.

“The fight is still on,” Dr Amit Mitra said, pointing out that he is likely to attend the June 3 GST Council meeting. “Majority of the country is still not ready to roll out GST,” he added.

 

 

১লা জুলাই থেকে জিএসটি চালু হবে কিনা তা নিয়ে সংশয় প্রকাশ করলেনঃ অর্থমন্ত্রী

জিএসটি নিয়ে নবান্নে সাংবাদিক বৈঠক করেন অর্থমন্ত্রী অমিত মিত্র। তিনি বলেন, ২৯ টি রাজ্য ও ২ টি ইউনিয়ন টেরিটরি নিয়ে জিএসটি’র এমপাওয়ার্ড কমিটি গঠন হয়েছে, সেখানে আমাকে চেয়ারম্যান নির্বাচিত করে। ১৪ জুন ২০১৬ কলকাতায় এমপাওয়ার্ড কমিটি’র ঐতিহাসিক বৈঠক হয়। সংসদে বিল পাস হওয়ার পর চালু হল জিএসটি কাউন্সিল যা হল সর্বোচ্চ উপদেষ্টা মণ্ডলী, যার চেয়ারম্যান হলেন কেন্দ্রীয় অর্থমন্ত্রী।

তিনি বলেন, সাংবিধানিক সংশোধনীর বক্তব্য অনুযায়ী রাজ্যের রাজস্ব কমে গেলে তাহলে তারা ক্ষতিপূরণ দিতে পারে, কোন নিশ্চয়তা নেই। দ্বিতীয়ত, ৫ বছরের যে কোন সময় যদি রাজস্ব কমে যায় কেন্দ্রীয় সরকার ঠিক করতে পারে যে তারা রাজস্ব দেবে না। ওই কলকাতার বৈঠকে ঠিক হয় “it should be ‘shall’, not ‘may’, and secondly, not ‘upto 5 years’ but ’period of 5 years।”

ওই বৈঠকে আরও সিদ্ধান্ত নেওয়া হয়, রাজ্যে ১.৫ কোটির নিচে ব্যবসা হলে তাদের ক্ষেত্রে শুধু রাজ্যের কন্ট্রোল থাকবে। জিএসটি কাউন্সিল তৈরি হলে অবশেষে সিদ্ধান্ত হল ১.৫ কোটির নিচে ৯০ শতাংশ ছোট ব্যবসায় দ্বৈত নিয়ন্ত্রণ থাকবে না।
চতুর্থ জিএসটি বৈঠকে (৩ ও ৪ নভেম্বর) আমরা প্রস্তাব দিয়েছিলাম খাদ্যশস্য জি এস টির বাইরে রাখতে হবে, সকলে সম্মতি দেওয়ায় এখন খাদ্যশস্য করমুক্ত। এটা সাধারন মানুষের একটা বড় পাওনা।

কাঁচা সবজি, ফল, স্বাস্থ্য পরিষেবা, ডাক্তারের ফি, নিউজ পেপার এগুলো করমুক্ত হয়েছে, যা সাধারন মানুষের প্রয়োজনীয়। ছানা, মুড়ি, চিড়ে, পানের পাতা, খই, সবুজ চা, সিঁদুর, আলতা, পোল্ট্রি, জৈব সার, খাদির জামাকাপড় ওপর ট্যাক্স বসাচ্ছিল, লড়াই করে এগুলো করমুক্ত করেছি আমরা।

তিনি আরও বলেন, জুতোর অপর ১২ ট্যাক্স বসাবে বলেছিল, আমরা প্রস্তাব দিয়েছি ৫০০ টাকা পর্যন্ত কোন কর ছাড় দিতে হবে।নিউজ প্রিন্টিং করমুক্ত করার জন্য আমরা চিঠি দিয়েছি, কাজুর ওপর ১২ ট্যাক্স বসাবে বলেছিল, সেই নিয়ে লড়াই এখনো বাকি।

বর্তমানে পশ্চিমবঙ্গে সিনেমার ওপর ট্যাক্স ২ শতাংশ, আজ কেন্দ্রীয় সরকার ২৮ শতাংশ ট্যাক্স বসানোর চিন্তা করছে, আমাদের লড়াই জারি রয়েছে, আঞ্চলিক ভাষার ছবিতে যদি ২৮% ট্যাক্স বসানো হয় তাহলে তা ধুলিস্মাত হয়ে যাবে।সবশেষে তিনি বলেন, আমার একার ক্ষমতা সীমাবদ্ধ তবুও মুখ্যমন্ত্রীর অনুপ্রেরণায় মা-মাটি-মানুষের জন্য লড়াই করেছি এবং এই লড়াই চালিয়ে যাব। জিএসটি পুরোপুরি তৈরী নয়। ১লা জুলাই এটি চূড়ান্ত হবে কিনা তা নিয়ে সংশয় প্রকাশ করেন অর্থমন্ত্রী বলেন যতক্ষণ না জিএসটি সমাধান হয় ততক্ষণ এটি বিধানসভাতেও পেশ করা হবে না।

Chief Minister Mamata Banerjee today held a press conference at Nabanna after a cabinet meeting.

During the press meet, Mamata Banerjee attacked the Central Government for its one-sided decision on banning the sale of cows for slaughter. She termed it an attempt to encroach into State powers, and that it was undemocratic and unethical.

She said that such decisions are destroying the federal structure of the country, and that they are attempts to pare down the powers of the States.

She said, “The Central Government runs according to its own laws and the State Government, according to it’s own”.

She also mocked the decision to have Aadhaar cards for cows as a highly impractical one.

She said that the decision has spiked the relationship between the Centre and the States, because “the Centre is acting according to its whims and fancies”.

She asked rhetorically, “Are they to decide who eats what, who wears what?” and warned the Centre to not to interfere in the federal structure laid down by the Constitution of India, because such interferences would be challenged in court.

She said that like the Central Government, the State Government is also brought into power by the people. “Governments may come, Governments may go, but democracy will live on for ever”.

“Federal structure is the pillar of our democracy; if you destroy it, you destroy the heritage”.

On these decisions mocking the federal structure, she said, “All the secular political parties are united”.

The ban on cow meat also discriminates on religion: “All religions are one and the same for me – the law cannot discriminate”. “Now there is interference by the Centre in people’s day-to-day matters”

She also said that the Centre is stopping money for schemes which are due to Bengal.

 

গবাদি পশু আইন নিয়ে কেন্দ্রকে তোপ মমতা বন্দ্যোপাধ্যায়ের

আজ মন্ত্রীসভার বৈঠকের পর নবান্নে সাংবাদিকদের মুখোমুখি হন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। কেন্দ্রীয় সরকারকে আক্রমন করে তিনি  বলেন, গরু নিয়ে কেন্দ্রের সিদ্ধান্ত একতরফা, এটা অসাংবিধানিক।

তিনি বলেন, কেন্দ্রের এই একতরফা  সিদ্ধান্তে দেশের যুক্তরাষ্ট্রীয় পরিকাঠামো ধ্বংস হচ্ছে ও এই প্রক্রিয়ার মাধ্যমে রাজ্যের ক্ষমতা খর্ব করার চেষ্টা করা হচ্ছে।

কেন্দ্রীয় সরকার তাদের নিয়ম অনুযায়ী চলে, রাজ্য সরকার তার নিজের নিয়ম অনুযায়ী চলবে। এদিন তিনি কেন্দ্রের অযৌক্তিক গরুর আধার কার্ডের সিদ্ধান্তকেও কটাক্ষ করেন। তিনি বলেন, এই সিদ্ধান্তের ফলে কেন্দ্র ও রাজ্যের সম্পর্ক নষ্ট হচ্ছে, আইন খুব পরিষ্কার তাও আমাদের ওপর জোর করে সিদ্ধান্ত চাপিয়ে দেওয়ার চেষ্টা করছে।

“যুক্তরাষ্ট্রীয় কাঠামো আমাদের গণতন্ত্রের স্তম্ভ। এটাকে ধ্বংস করলে হেরিটেজকে ধ্বংস করা হবে।” যুক্তরাষ্ট্রীয় পরিকাঠামোর পরিপন্থী এই সব কেন্দ্রের সিদ্ধান্তের ব্যাপারে তিনি বলেন, সব ধর্মনিরপেক্ষ পার্টি একত্রিত হয়েছে।

তিনি বলেন, “আমার কাছে সব ধর্ম সমান। কে কি খাবে, কি পরবে সেসব কি ওনারা ঠিক করবেন?” বিভিন্ন প্রকল্পের জন্য এরাজ্যের পাওনা টাকা কেন্দ্রীয় সরকার দিচ্ছে না।

The Trinamool Congress-led Bengal Government has set up a new rehabilitation scheme named ‘Banglar Bari’, under which slum-dwelling families of Kolkata and other municipalities in the State would be given a flat each.

The pilot project for the scheme has already been completed – a multi-storied flat for the families from Dattabad in Salt Lake, which had to give away their homes and land to make way for the East-West Metro Railway.

In the second stage of the project, such apartment complexes would be constructed in Chetla, Khidderpore and Howrah.

Each floor of a six-storied complex would have four flats, with each 1BHK flat being of approximately 300 square feet.

This is the second housing scheme by the Bengal Government, after the hugely successful Gitanjali Scheme. Chief Minister Mamata Banerjee has been a messiah for the people of Bengal, after the 34-year misrule of the Left Front.

 

পুনর্বাসনে রাজ্যের নয়া প্রকল্প ‘বাংলার বাড়ি’

পুনর্বাসনের জন্যও আরও একটি প্রকল্প নিল রাজ্য সরকার যার নাম – ‘বাংলার বাড়ি’। এই প্রকল্পে কলকাতা মিউনিসিপালিটি ও অন্যান্য মিউনিসিপালিটির অন্তর্গত গৃহহীন বস্তিবাসীরা একটি করে ফ্ল্যাট পাবেন।

এই প্রকল্পের পাইলট প্রজেক্ট ইতিমধ্যেই সম্পন্ন হয়েছে সল্টলেকের দত্তাবাদে। যেখানে ইস্ট-ওয়েস্ট মেট্রো প্রকল্পের জন্য যে সকল বস্তিবাসীরা তাদের বাড়ি হারিয়েছেন তারা সকলেই পেয়েছে বহুতল বাড়িতে একটি করে ফ্ল্যাট।

চেতলা, খিদিরপুর ও হাওড়া অঞ্চলেও এই রকম বাড়ি তৈরী হবে। এই বাড়ি গুলিতে থাকবে ৬টি তলা, প্রতি তলায় থাকবে ৪টি করে ফ্ল্যাট। ১টি শোবার ঘর সম্বলিত প্রতিটি ফ্ল্যাটের আয়তন হবে ৩০০ বর্গ ফুট।

গীতাঞ্জলী প্রকল্পের পর এটি রাজ্য সরকারের দ্বিতীয় সফল আবাসন প্রকল্প।

Four Mini Mother and Child Hubs are being set up in three districts of Bengal – in Silanpur and Sujapur in Malda district, at Anupnagar in Murshidabad district and in Jalpaiguri.

These 50-bedded facilities would be built at Rs 12 crore each.

Six full-fledged Mother and Child Hubs have recently been started at the Uluberia, Murshidabad and Nadia District Hospitals, and at the Calcutta, Bankura Sammilani and Malda Medical College Hospitals.

Three more are going to come up within this year at Jalpaiguri District Hospital, Midnapore Medical College Hospital and Cooch Behar Medical College Hospital.

Mother and Child Hubs are facilities, mostly set up in district hospitals and medical college hospitals, where infants and their mothers get full care in the first few days after delivery. It is a concept of Chief Minister Mamata Banerjee, who also heads the State Health Department.

 

 

‘মিনি চাইল্ড অ্যান্ড মাদার হাব’ তৈরী করবে রাজ্য সরকার 

 

আমাদের রাজ্যে আগের তুলনায় শিশু এবং প্রসূতির মৃত্যুর হার অনেক কমে গিয়েছে। মু্খ্যমন্ত্রীর এই উদ্যোগের ফলে  প্রসবের পর প্রসূতি ও শিশু, উভয়ই সুস্থ থাকছে। এই কাজের অঙ্গ হিসাবেই চারটি ‘মিনি চাইল্ড অ্যান্ড মাদার হাব’ তৈরী করা হবে।

মালদহের সিলানপুর ও সুজাপুর, মুর্শিদাবাদের অনুপনগরে এবং জলপাইগুড়িতে এই ‘মিনি চাইল্ড অ্যান্ড মাদার হাব’ তৈরী হবে। প্রত্যেকটি হাবে ৫০টি করে শয্যা থাকবে। ১২ কোটি টাকা ব্যয়ে তৈরী হচ্ছে এগুলি।

এছাড়াও ন’টি জায়গায় পূর্ণ চাইল্ড অ্যান্ড মাদার হাবও গড়া হচ্ছে। যার মধ্যে ছ’টি ইতিমধ্যেই চালু হয়ে গিয়েছে। উলুবেড়িয়া জেলা হাসপাতাল, মুর্শিদাবাদ জেলা হাসপাতাল, নদীয়া জেলা হাসপাতাল, কলকাতা মেডিকেল কলেজ হাসপাতাল, বাঁকুড়া সম্মিলনী মেডিকেল কলেজ হাসপাতাল, মালদহ মেডিকেল কলেজ হাসপাতালে এই পূর্ণ চাইল্ড অ্যান্ড মাদার হাব চালু হয়েছে।

জলপাইগুড়ি জেলা হাসপাতালে, মেদিনীপুর মেডিকেল কলেজ হাসপাতাল এবং কোচবিহার জেলা হাসপাতাল চলতি বছরের মধ্যে চালু হয়ে যাবে।

A book, Let’s Unite to Grow Together was published on the occasion of the sixth anniversary of the Trinamool Congress Government in Bengal.

On May 27, 2016, after a historic mandate by the people of Bengal, Mamata Banerjee took oath as the Chief Minister of the State for the second term.

The book details the State Government’s achievements during the six years from 2011 to 2017.

On May 27, 2016, after a historic mandate by the people of Bengal, Mamata Banerjee took oath as the Chief Minister of the State for the second term.

Here are a few of the achievements of the Trinamool Government in the first year of the second term:

 

Administration and Finance and e-Governance

The West Bengal Assembly August 29 passed a resolution to change the name of the State to Bangla in Bengali, Bangal in Hindi and Bengal in English.

On August 31, 2016, the Supreme Court of India set aside the land acquisition by West Bengal Government in 2006 to facilitate Tata Motors to set up its Nano plant. On Nomber 8, physical possession of 846 acres of land were given to farmers as par the Supreme court order,

For better administration, the Government created the Kalimpong district. Later Bardhaman has been divided to form Paschim and Purba Bardhaman and Jhargram district has been carved out of Paschim Medinipur. Mirik has been created as a separate subdivision in Darjeeling district

The Department of Information Technology & Electronics, Govt. of Bengal has launched Digital Bangla Outreach Campaign. The objective of this campaign is to create awareness about Digital Bangla program, Core Infrastructure, various e-services of Govt. of West Bengal and their major initiatives through a Van based mobile display or exhibition unit with Audio Visual, IEC materials which will travel across the entire State of West Bengal.

The State Urban Development Department has set up Bakreswar Development Authority (BKDA) for comprehensive development of the area. The jurisdiction of the authority covers 42 moujas, spread over 58 square kilometres across Dubrajpur block (and including Dubrajpur municipality) in Birbhum district.

To successfully confront cyber threats, the Government has decided to set up a centre of excellence in cyber security. The State Cabinet has already given its approval.

In terms of small savings, after four years, the State of West Bengal has left Uttar Pradesh behind to become number one in the country. As per the latest data from the Ministry of Finance, after remaining second behind Uttar Pradesh for four consecutive financial years from 2011-12, in 2015-16, West Bengal toppled Uttar Pradesh to occupy the top position, with the total small savings amounting to Rs 8,362.78 crore. This amount is almost Rs 2,500 crore more than that of the second-placed Uttar Pradesh.

The West Bengal Government is deciding to set up a Start-Up Incubation Centre to support the educated youth to start its own businesses. Powered by the State Information & Technology Department and WEBEL, the centre will come up a WEBEL premises in Saltlake Sector V.

In a new initiative aimed to bring more industrial investment in West Bengal, an Industrial Investment Promotion Board (IIPB), which will be an umbrella organization of all industry-related corporations and other bodies of the state Government, has been formed.

The West Bengal Information Technology (IT) Department is constructing Electronics Manufacturing Clusters (EMC) in Falta and Naihati, at a cost of Rs 12,000 crore. These would lead to the generation of around 37,000 jobs, and also give a boost to the electronics sector of the State.

The Bengal Government decided upon setting up three more ‘police districts’ after Jhargram.  All the new police districts will be set up in South 24 Parganas, in Kakdwip, Diamond Harbour and Baruipur.

 

Health and Women and Child

On March 3, the Bengal Government ushered in sweeping reforms in healthcare system in the State with the new West Bengal Clinical Establishments (Registration, Regulation and Transparency) Bill, 2017. The bill aims to regulate the private hospitals and bring in transparency in the manner in which they operate. Later, an 11-member West Bengal Health Regulatory Commission that will arbitrate complaints of medical negligence filed under The West Bengal Clinical Establishment (Registration, Regulation and Transparency) Act, was set up.

The Bengal Government on October announced setting up of five new medical colleges and seven nursing institutes. At present, Bengal has 16 medical colleges, including 12 Government-run, three private-run and one central-run institute. With this additional five medical colleges the number will reach 21 and thus fulfilling the MCI criterion.

To provide the better health care facilities in the remote villages of the State, the Government has set up a waiting hut for pregnant women.

The country’s first state government-owned stem cell preservation centre started its formal functioning at the School of Tropical Medicine in Kolkata.

 

Industry and MSME

Speaking at the Plenary Session of the Day 2 of Bengal Global Business Summit, Bengal Chief Minister Mamata Banerjee announced that the Summit has received an investment proposal to the tune of Rs 2 lakh 35,200 crore (US$ 36 billion).

Tantuja, a West Bengal Government undertaking that sells handloom and handicraft products, has won a national award from the Central Government. The award of Rs 1.5 lakh was given in Varanasi on the occasion of National Handloom Day on August 7, 2016.

Chief Minister Mamata Banerjee left for an eight-day tour of Italy and Germany on September 2. This was her first foreign trip after coming to power for the second time. She stayed in Italy from September 2 to 5 and attended the canonisation ceremony of Mother Teresa at Vatican City. From Italy, she flew to Munich to meet some German industrialists leading major manufacturing businesses. The Chief Minister was being accompanied by a 12-member of official delegation and 29 industrialists.

The state government allocated a fund of Rs 300 crore to provide financial assistance to those who have lost their jobs due to demonetisation in other states and have come back home. The scheme to provide financial assistance has been named “Samarthan”.

 

Agriculture and Irrigation

West Bengal was selected for the All India Coordinated Rice Improvement Project Award 2015. This was the first time when the state would be received the award.

In a unique step to help people buy fresh vegetables without visiting the market, the state Agricultural Marketing department has introduced home delivery of green vegetables through its Sufal Bangla project.

In a bid to spread awareness among farmers in every district about the various welfare schemes and projects taken up by the state government, the Agriculture department has come up with the unique idea of introducing mobile vans in the districts to carry out a campaign in the rural areas. Experts travelling in a mobile van will impart knowledge and special training to the farmers to help increase their production.

 

Transport

An integrated board for Calcutta State Transport Corporation (CSTC), Calcutta Tramways Company (CTC) and West Bengal Surface Transport Corporation (WBSTC) has been constituted to ensure better transport facility to commuters by reducing the loss incurred by the corporations.

‘Safe Drive, Save Life’ initiative was launched on August 17. The programme was observed in all 341 blocks, 117 municipalities, 6 municipal corporations, 144 wards of Kolkata Municipal Corporation, 19 district headquarters and GTA area to enhance awareness about traffic rules.

Bengal Government launched ‘e-Vahan’ service for online payment of taxes and registration of vehicles for the Kolkata Metropolitan Area (KMA) on February.

Pathadisha’ – an app was launched through which one can track bus from home and plan the journey accordingly.

Bengal government has introduced the Jaladhara scheme to provide financial assistance to convert semi-mechanised boats to mechanised ones to avert accidents. At the same time, standard operational procedure (SOP) would be followed to improve the safety of jetties across the state.

 

Panchayat and Rural Development, Labour and SHGs

The state government has introduced Muktidhara, a project to make rural unemployed youth self-reliant. The pilot project has earned remarkable success. Under the scheme every gram panchayat will have five groups each having 10 members. They will get bank loan at the rate of 2% while the state government will provide another 9 per cent. The scheme will provide support to the Self Help Groups by creating infrastructure.

Credit linkage of Women Self-Help Groups (SHG) with banks in West Bengal has been doubled in the 2015-16.

The daily wage of workers engaged in 100-days work under Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) scheme has been increased to Rs 180 from Rs 176.

The Bengal Government introduced Social Security Yojana by converging five separate beneficiary schemes for workers in the unorganised sectors and for self-employed people. Around 5 crore people will benefit from the Yojana, with around 1 crore getting direct benefits.

 

Education, Women and Child development

The number of girls registered under Kanyashree has crossed 40 lakhs. In a bid to help girl students obtain benefits under the Kanyashree scheme within the shortest possible time after submitting their application, the state government introduced internet-based platforms on the third Kanyashree Divas on August 16.

Sukanyashree, a project to make girls economically independent has been launched in the state under the guidance of Chief Minister Mamata Banerjee. The pilot project has been launched in Nadia district and the model will be replicated in other districts in course of time.

 

Power, Tourism and Forestry

Sabujshree: West Bengal has created another milestone by introducing a scheme in which a sapling will be named after a new born girl child. The State Government has decided to plant a sapling with the birth of every girl child in the State. The Forest department has already talked to the chief medical officers of health in the districts for the smooth implementation of the project. Saplings would be given to the family of a new born girl child during their release from the hospitals. The baby’s parents would be urged to name the sapling on the name of the newly born girl. Initially, the saplings would be distributed to girl child but later they would also be given to the mothers of a boy child as well.

The West Bengal government has set 2017-18 as the deadline to install grid-connected rooftop solar photo-voltaic system at all public buildings. The project has been christened as `Aaloshree’.

India’s first 10 MW Canal Bank Solar PV Plant was inaugurated at Chopra, North Dinajpur. The project, which has been successfully implemented by WBSEDCL, incurred a cost of Rs 65.88 lakh.

To boost the presence of Bengal on the traveler’s itinerary, the tourism department of the state has launched a mobile app based on the theme of ‘Experience Bengal’. Alongside information on places of tourist interest, the app would be loaded with other facilities like maps and directions.

The ‘tiger safari’ at Bengal Safari Park at Sukna was launched on January 22 by the CM.

Bengal Government is going to celebrate the birth anniversary of Kazi Nazrul Islam with full honours today. A cultural function will be held at Nazrul Tirtha in Newtown at 5 PM.

The function, which is being held as per the guidance and planning of Hon. Chief Minister Mamata Banerjee, will also see the felicitation and award presentation by various academies.

The function is going to be attended by several ministers of the State Government. Dignitaries and artistes will perform on the occasion. Cultural events will be held at Rabindra Sadan, Sisir Mancha and Fani Bhushan Jatra Mancha between 27-29 May to mark Nazrul’s birth anniversary.

 

আজ নজরুল জয়ন্তী পালন করবে রাজ্য সরকার

আজ বিদ্রোহী কবি কাজী নজরুল ইসলামের জন্মজয়ন্তী পালন করবে রাজ্য সরকার। মাননীয়া মুখ্যমন্ত্রীর পরিকল্পনায় বিদ্রোহী কবির জন্মদিবসে শ্রদ্ধাজ্ঞাপন এবং বিভিন্ন অ্যাকাডেমির পুরস্কার প্রদান করা হবে।

নিউটাউনের নজরুল তীর্থে আজ বিকেল ৫ টায় আয়োজন করা হয়েছে এই অনুষ্ঠানের। অনুষ্ঠানে উপস্থিত থাকবেন রাজ্যের বিভিন্ন মন্ত্রীরা। সাংস্কৃতিক অনুষ্ঠান মঞ্চস্থ বিভিন্ন শিল্পীবৃন্দ।

এছাড়া নজরুল জয়ন্তী উপলক্ষে আগামী ২৭-২৯ মে প্রতিদিন বিকেল ৫ টায় রবীন্দ্রসদন, রবীন্দ্রসদন মুক্ত মঞ্চ, শিশির মঞ্চ ও ফণিভূষণ যাত্রা মঞ্চে বিভিন্ন অনুষ্ঠান হবে।
