There is some good news for Bengal. The Central Government has, in an answer to a question asked in the Lok Sabha, presented data that paints a promising picture on the rate of employment in the State.

According to the Employment and Unemployment (E&U) Surveys conducted by the Labour Bureau, the rate of unemployment in Bengal has been decreasing significantly over the last few years.

During financial year (FY) 2012-13, the rate of unemployment was 5.9 per cent (of the population). It dropped to 4.2 per cent during FY 13-14, and further reduced to 3.6 per cent during FY 15-16. The survey was conducted for persons aged 15 years and above.

This steady reduction in unemployment rate over three financial years can be seen in only seven States, according to the data, of which the most dramatic reduction has been in Bengal. In all the other States, there has either been a gradual increase or an increase after a decrease.

In Bengal, from FY 12-13 to FY 13-14, the reduction was by almost 29 per cent and from FY 13-14 to FY 15-16, it was by about 14 per cent. The percentage reduction over four FYs – 2012-13 to 2015-16 – was almost 39.

গত তিন বছরে পশ্চিমবঙ্গে বেকারত্বের হার লক্ষ্যণীয়ভাবে কমেছে। লোকসভায় কেন্দ্রীয় শ্রমমন্ত্রীর পেশ করা তথ্যে প্রকাশ পেল এই তথ্যই।

সেই রিপোর্ট অনুসারে, ২০১২-১৩ সালে পশ্চিমবঙ্গে বেকারত্বের হার ছিল ৫.৯ শতাংশ। ২০১৩-১৪ সালে তা কমে দাঁড়ায় ৪.২ শতাংশে। এবং ২০১৫-১৬ আর্থিক বছরে রাজ্যে বেকারত্বের হার আরও কমে দাঁড়িয়েছে ৩.৬ শতাংশে।

অথচ লোকসভায় পেশ করা সংশ্লিষ্ট তথ্যেই স্পষ্ট, দেশের অন্যান্য রাজ্য এবং কেন্দ্রশাসিত অঞ্চলের অনেকগুলিতেই উল্লিখিত সময়ে বেকারত্বের হার ক্রমশ ঊর্ধ্বমুখী। যেমন বামশাসিত কেরলে ২০১৩-১৪ সালে যা ছিল ৯.৩ শতাংশ, তার পরের বছর ২০১৫-১৬ সালে বেকারত্বের সেই হার বৃদ্ধি পেয়ে হয়েছে ১০.৬ শতাংশ। উত্তরপ্রদেশে ২০১৩-১৪ সালের ৪ শতাংশ থেকে পরের বছর বেড়ে হয়েছে ৫.৮ শতাংশ।

দেশের প্রায় সব রাজ্যই যেখানে কর্মসংস্থানের সুযোগ তৈরী করতে না পারার অভিযোগে জেরবার হয়ে যাচ্ছে, সেখানে বেকারত্ব ইস্যুতে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের নেতৃত্বাধীন পশ্চিমবঙ্গ সরকারের এই উলটপুরাণ যথেষ্ট তাৎপর্যপূর্ণ।

At the initiative of Chief Minister Mamata Banerjee, the State Tourism Department has been providing rooms at hotels and lodges owned by the Department at half the price to cancer patients. They only have to furnish a few documents regarding the treatment he or she is undergoing.

The Tourism Department controls almost 40 hotels and lodges across Bengal. The Department also provides a discount of 20 per cent for the elderly.

It may be mentioned that when Mamata Banerjee was the Rail Minister, she had launched the facility of rebates in rail fare for cancer patients travelling for treatment. She had been applauded from all quarters at that time for such an initiative.

Bengal is the only State in India to offer such special prices at tourist lodges for cancer patients.

 

 

লজের ভাড়া অর্ধেক কমিয়ে হাজারেরও বেশী ক্যান্সার রোগীকে মমতার স্পর্শ রাজ্যের

উদ্যোগ শুরু হয়েছিল বছর দেড়েক আগে। ক্যান্সার রোগীদের জন্য সরকারি হোটেলের ঘরভাড়া অর্ধেক করে দিয়েছিল রাজ্য সরকার। হাজারেরও বেশি রোগীকে এই ছাড় দিয়ে আশীর্বাদ কুড়িয়েছে মমতা বন্দ্যোপাধ্যায়ের সরকার। আর্থিক ছাড়কে সেবা হিসেবেই দেখছেন পর্যটন দপ্তরের কর্তারা।

পশ্চিমবঙ্গ পর্যটন নিগমের আওতায় রাজ্যে প্রায় ৪০টি সরকারি লজ বা হোটেল আছে। পাহাড় থেকে সাগর— পর্যটনকেন্দ্রগুলির ‘প্রাইম’ বা সেরা জায়গাতেই রয়েছে লজগুলি। কিছুটা সেই কারণেই তার ঘরভাড়াও নেহাত কম নয়। সেখানেই রাজ্য সরকার ক্যান্সার রোগীদের জন্য এই ছাড় দিচ্ছে।

দপ্তরের কর্তারা বলছেন, এমনিতে তাঁরা প্রবীণ নাগরিকদের জন্য ২০ শতাংশ ছাড় দিয়ে থাকেন। যদি কোনও প্রবীণ নাগরিক ঘর বুকিং করেন, তাহলে শুধু তাঁর ঘরটির ক্ষেত্রে দামের ২০ শতাংশ ছাড় পান। ক্যান্সার রোগী যদি এই লজগুলিতে থাকেন, তাহলে তাঁর ঘরটির ভাড়াতেও ৫০ শতাংশ ছাড় দেওয়া হয়। এর জন্য চিকিৎসা সংক্রান্ত ন্যূনতম কিছু কাগজপত্র লজ কর্তৃপক্ষকে দেখাতে হয়।

রেলমন্ত্রী থাকাকালীন মমতা বন্দ্যোপাধ্যায় ক্যান্সার রোগীদের চিকিৎসার জন্য রেল ভ্রমণে আর্থিক ছাড়ের ব্যবস্থা করেছিলেন। দেশজুড়ে সমাদর পেয়েছিল রেলমন্ত্রী মমতার সেই উদ্যোগ। মুখ্যমন্ত্রী হওয়ার পর পর্যটন দপ্তরকে ক্যান্সার রোগীদের জন্য কিছু করার সুযোগ করে দেওয়ায় খুশি দপ্তরের কর্তারাও।

অন্যান্য রাজ্যগুলির মধ্যে কয়েকটিতে পর্যটন দপ্তরের আওতায় থাকা হোটেল বা গেস্ট হাউসগুলিতে প্রবীণ নাগরিকদের জন্য আর্থিক ছাড় বা সুবিধা দেওয়ার ব্যবস্থা আছে। কিন্তু ক্যান্সার রোগীর জন্য এত বড় ছাড় ঘোষণা আর কোথাও নেই। এমনকী পর্যটনকে কেন্দ্র করে আলাদা কোনও ছাড়ের কথাও কোনও রাজ্যে শোনা যায়নি।

In a significant stride towards facilitating procurement of jobs for youths, the Bengal Government has decided to come up with Model Career Centres (MCC) across the State. The first such centre will be inaugurated in Salt Lake by the State Labour Minister today.

The main job of the MCCs will be to keep in constant touch with the people who have registered their names with the employment bank of the State Government and counsel them about pursuing the right career path. This will increase the employability of jobless youths. Depending on their areas of interest, the youths will also be guided on the vocational and skill development training facilities that are offered by the State Government.

The Minister added that such MCCs will be gradually set up at all places in the State that have employment exchanges. There are 66 such employment exchanges.

The generation of jobs has been an area of prime focus for Chief Minister Mamata Banerjee. The State has been able to generate 8.92 lakh jobs, comprising the Government and private sectors, since 2011, after the Trinamool Congress took over.

Under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Bengal has become the best performing state, both in terms of the number of person-days generated and consequently, in terms of the total expenditure for the scheme.

According to statistics from the Ministry of Rural Development, recently provided in the Rajya Sabha in answer to a question, Bengal has generated 2,821.72 crore person-days during financial year (FY) 2017-18 (till February 24) and incurred an expenditure of Rs 7,35,231.98 crore (towards payments for the work done under the scheme).

In terms of reduction in unemployment rate too for persons aged 15 and above, Bengal is among the best-placed states, according to statistics from the Ministry of Labour and Employment presented in the Lok Sabha. From 2012-13 to ’15-’16, the rate reduced from 5.9 per cent of the population to 3.6 per cent.

 

 

রাজ্য জুড়ে মডেল কেরিয়ার সেন্টার তৈরী করবে রাজ্য সরকার

রাজ্যের যুব সম্প্রদায়ের কর্মসংস্থানের উদ্দেশ্যে এক অভিনব পদক্ষেপ নিল রাজ্য সরকার। রাজ্য জুড়ে মডেল কেরিয়ার সেন্টার তৈরী করবে রাজ্য সরকার। আজ বিধাননগরে এই ধরনের প্রথম কেন্দ্রের উদ্বোধন করবেন শ্রমমন্ত্রী।

যেসকল যুবারা রাজ্য সরকারের এমপ্লয়মেন্ট ব্যাঙ্কে নাম লিখিয়েছে, কাউন্সেলিং এর মাধ্যমে তাদের সঠিক জীবিকার সুলুক সন্ধান করে দেওয়াই এই কেন্দ্রের মূল কাজ হবে। চাকরিপ্রার্থীর কোন বিষয়ে আগ্রহ আছে তার ভিত্তিতে তাকে সঠিক দিশা দেখানো হবে। দেওয়া হবে দক্ষতা উন্নয়নের জন্য প্রশিক্ষণ।

ধীরে ধীরে রাজ্যের প্রত্যেকটি এমপ্লয়মেন্ট কেন্দ্রে এই কেরিয়ার সেন্টার তৈরী করবে সরকার।

প্রসঙ্গত, ৩৪ বছরের বাম অপসাসনের পর ২০১১ সালে ক্ষমতা বদল হওয়ার পর মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের অনুপ্রেরণায় রাজ্যে গত ৬ বছরে কর্মসংস্থান হয়েছে ৮১ লক্ষ। ১০০ দিনের কাজে দেশের সেরা হয়েছে বাংলা। রাজ্যসভায় পেশ করা কেন্দ্রীয় সরকারের এক রিপোর্ট অনুযায়ী, ২০১৭-১৮ আর্থিক বর্ষে, এখনও পর্যন্ত বাংলা ২৮.২১ কোটির বেশী কর্ম দিবস তৈরী করেছে। এই খাতে ব্যয় হয়েছে ৭৩৩৫.৩১ কোটি টাকা।

The Bengal Tourism Department has chalked out an elaborate plan to develop the ‘Bhorer Aalo’ tourism hub at Gajoldoba in North Bengal. The new tourist facilities that the hub entails would possibly be introduced before Durga Puja this year.

As a part of the initiative, visitors can take part in boating along the River Teesta. Another attraction would be hot air balloon rides. People visiting the area can also take a stroll inside the Saraswatipur tea garden. There would also be facilities like a jungle safari by car.

These announcements were made recently by the State Tourism Minister, after he held a high-level meeting to accelerate the process with representatives from 12 Departments.

The Minister also said there are plans to introduce houseboats in Gajoldoba and Mirik. Watching birds while riding on a boat can be a favourite pastime of the tourists. Plans are also afoot to start an elephant safari.

It may be mentioned that around 52 overseas delegates from 30 countries have already visited Bhorer Alo, the dream tourism hotspot being developed by the State Government in Gajoldoba, in January to get a first-hand experience of the unique eco-tourism project.

 

 

গাজলডোবায় সেজে উঠছে ‘ভোরের আলো’ পর্যটন কেন্দ্র

গাজলডোবায় ‘ভোরের আলো’ সেজে উঠছে জোরকদমে। তৈরী হয়েছে ৬টি সরকারি কটেজ। আরও ২০টির কাজ চলছে। কিছুদিনের মধ্যে ওই কটেজগুলিও থাকার জন্য খুলে দেওয়া হবে।

এরই মধ্যে আবার নেওয়া হয়েছে বেশ কিছু পরিকল্পনা। তিস্তা থেকে মংপো পর্যন্ত রাফটিংয়ের কথা ভাবা হচ্ছে। তিস্তা সেচখালে প্যাডেলিং বোট নামানো হবে। তিস্তার কোলে এখন স্থানীয় স্তরে নৌকাবিহারের ব্যবস্থা রয়েছে। সেই নৌকাগুলি পর্যটন দপ্তর সাজিয়ে দেবে। রঙিন ছাউনি দিয়ে আরও আকর্ষণীয় করে তোলা হবে। প্রকল্প এলাকার পাশে দেড় একর জায়গায় করা হবে ১০ শয্যার আপৎকালীন হাসপাতাল।

এ ছাড়া হচ্ছে হেলিপ্যাড। রয়েছে আরও বহু বিনোদনের আয়োজন। যেমন হট এয়ার বেলুন। গাজলডোবা থেকে সরস্বতীপুর চা–বাগান পর্যন্ত জঙ্গলের ভেতর দিয়ে জঙ্গল সাফারি, হাতি সাফারির পথ করবে বন দপ্তর। গাজলডোবায় তিস্তার ওপর হচ্ছে আরেকটি সেতু। ১০০ কোটি টাকায় তৈরী হবে ওই সেতুটি। সেচ দপ্তর এই সেতুটি তৈরী করবে। এপ্রিলেই এই সেতুর কাজ শুরু হবে বলে আশা করা হচ্ছে।

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের স্বপ্নের প্রকল্প হল গাজলডোবার এই পর্যটন হাব। তিনি এর নাম দিয়েছেন ‘ভোরের আলো’। একদিকে বৈকুণ্ঠপুর জঙ্গল, একদিকে তিস্তা সেচখাল, তিস্তায় বিশাল বাঁধ এবং জলাধার। উত্তরে তাকালেই হিমালয়, কাঞ্চনজঙ্ঘা।

স্থায়ী থানা হচ্ছে গাজলডোবায়। প্রকল্প এলাকায় অর্কিড পার্ক করা হবে। দুটি হাউসবোট আনা হবে। একটি রাখা হবে মিরিকের লেকে। গাজলডোবায় ফুড অ্যান্ড ক্রাফ্ট ইনস্টিটিউট খোলা হচ্ছে। ভবিষ্যতে এখানে হোটেল ম্যানেজমেন্টের ধাঁচে কোর্স চালু হবে।

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় চাইছেন এখানে ভারতের সেরা পর্যটন হাব করতে। তারই রূপায়ণ হচ্ছে।

The Lok Prasar Prakalpa, a brainchild of Chief Minister Mamata Banerjee, has helped immensely in reviving folk culture in Bengal. One of the project’s beneficiaries is the folk art of Howrah district, known as Kalikapatari.

This folk theatre is indigenous to Howrah district, specially Shyampur, where it has received a fresh lease of life, thanks to the State Government scheme. A mixture of acting and dancing, this art form tells stories from the Puranas and the epics.

Currently there are three groups, comprising a total of 50 artistes, that perform Kalikapatari in Shyampur, and they are thriving. Each of the three groups consists of 15 to 20 people. The artistes receive regular stipends and also get invited to perform in various places.

It may be mentioned that, at present, 1.94 lakh folk artistes are registered under the Lok Prasar Prakalpa, and receive monthly stipends from the Government. They also perform at various Government functions.

 

কালিকাপাতাড়ি শিল্পীদের পাশে দাঁড়াচ্ছে রাজ্য

রাজ্য সরকারের উদ্যোগে লোকপ্রসার শিল্পের মাধ্যমে লোকশিল্পীদের পুনরুজ্জীবনের ফলে রাজ্যের হারিয়ে যাওয়া বহুপ্রাচীন লোকশিল্প প্রাণ ফিরে পাচ্ছে। যেমন হাওড়া জেলার প্রাচীন লোকশিল্প ‘কালিকাপাতাড়ি’।

এই লোকশিল্পের মাধ্যমে প্রাচীন পৌরাণিক কাহিনীকে যেভাবে জীবন্ত করে তোলা হয়, তা স্বচক্ষে না দেখলে বিশ্বাস করা যাবে না। হাওড়া জেলার এই প্রাচীন শিল্প জনপ্রিয় হলেও বাম সরকারের অবহেলায় এই শিল্প ক্রমে হারিয়ে যেতে বসেছিল। এমনকি এই পেশায় জড়িত শিল্পীরা এই পেশা থেকে মুখ ঘুরিয়েছিল।

রাজ্যের পালাবদলের ফলে, মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের উদ্যোগে লোকপ্রসার শিল্পের সঙ্গে যুক্ত শিল্পীদের মাসিক ভাতা দেওয়ার সিদ্ধান্ত নেওয়ার ফলে নতুন করে প্রাণ ফিরে পেয়েছেন শিল্পীরা। জেলার এই প্রাচীন লোকশিল্পে একমাত্র শ্যামপুরের শিল্পীরাই যুক্ত আছে।

বর্তমানে শ্যামপুরে ৩টি দলে ৫০ জন শিল্পী আছে। এক একটি দোলে ১৫ থেকে ২০ জন করে শিল্পী প্রাচীন এই শিল্পে অভিনয় করেন। রাজ্য সরকারের এই উদ্যোগে কালিকাপাতাড়ি শিল্পীরা নতুন উৎসাহে অনুষ্ঠান করছে এবং আর্থিকভাবে লাভবান হচ্ছে।

Over the last two years, Bengal has achieved a lot in terms of manufacturing and investment under the leadership of Chief Minister Mamata Banerjee.

According to data supplied by all the industry-related departments of the State Government, during financial year (FY) 2016-17, production has increased by 9.27 per cent, in contrast to the all-India growth of 7.91 per cent. Recently, a Central Government report put Bengal in the top position in terms of ‘Ease of Doing Business’.

Another area where Bengal is number one in the country is the number of man-days created as a result of employment generation through NREGA, popularly known as the 100 Days’ Work Scheme. The State created 144 crore man-days.

To make it easier for investors, the State Government brought about the Silpa Sathi Scheme. This scheme has created a single-window entry for investors. It has also brought about G2B, that is, Government-to-business, services.

In 2017, the State Government spent Rs 123 crore in creating and upgrading industrial parks and growth centres.
A deep-sea port is coming up in Tajpur. For a shipbuilding-cum-repairing yard in Kulpi, 5,603 acres have been allotted.

In Purulia, for a cement grinding plant and a 20 megawatt (MW) power plant of Shree Cement, 9,823 acres have been allotted. A plot of 89 acres has been granted to Gagan Ferrotech in Bardhaman for a 12 MW and an 8 MW power plant.

In the 2018-19 Budget, the Government has allotted Rs 98,657 crore towards industry, commerce and investment.

 

অভ্যন্তরীণ শিল্পে উৎপাদন বৃদ্ধি ৯.২৭%, সৃষ্টি হয়েছে ১৪৪ কোটি কর্মদিবস

বিগত দুবছরে পশ্চিমবঙ্গে শিল্প উৎপাদন ও বিনিয়োগের ক্ষেত্রে ব্যাপক সাফল্য মিলেছে। রাজ্য সরকারের শিল্প সংক্রান্ত দপ্তরগুলির পরিসঙ্খ্যানে দেখা যাচ্ছে, অভ্যন্তরীণ শিল্প উৎপাদন ২০১৬-১৭তে বৃদ্ধি পেয়েছে ৯.২৭ শতাংশ। গোটা দেশে এই বৃদ্ধির হার ৭.৯১ শতাংশ।

বাণিজ্যের অনুকূল পরিবেশ সৃষ্টি করার জন্য রাজ্য প্রথম স্থান অর্জনের স্বীকৃতি পেয়েছে কেন্দ্রীয় সরকারের কাছে থেকে। শ্রম দপ্তরের পরিসংখ্যানের দাবি, একশো দিনের কর্মনিশ্চয়তা প্রকল্পে রাজ্যে ১৪৪ কোটি শ্রমদিবস সৃষ্টি হয়েছে। যা দ্বারা দেশের মধ্যে সর্বাধিক।

বন্ধ কলকারখানার শ্রমিকদের জন্য কর্মনিজুক্তিতে সুযোগ বৃদ্ধিতে উদ্দেশ্যে তাঁদের দক্ষতা বিকাশ সংক্রান্ত প্রশিক্ষণের জন্য প্রত্যেককে ১২ হাজার টাকা করে প্রদান করার সিদ্ধান্ত নিয়েছে রাজ্য সরকার। এর পাশাপাশি পাঠক্রমের জন্য বেতন ও প্রশিক্ষণ ব্যয়ও সরকার বহন করছে।

গত বছর থেকেই রাজ্যে শিল্পে বিনিয়োগের পথকে সহজ করতে শিল্পসাথী প্রকল্পে এক জানালা পোর্টাল শুরু করা হয়েছে। যা ব্যবসা, শিল্প সরলীকরণ ও সম্প্রসারণের কাজে সাহায্য করবে। এর পাশাপাশি শুরু হয়েছে জিটুবি পরিষেবা।

২০১৭-তে রাজ্যে ১২৩ কোটি টাকা ব্যয়ে শিল্প পার্ক উন্নয়ন ও গ্রোথ সেন্টার গড়ে তোলা হয়েছে। তাজপুরে তৈরী হচ্ছে গভীর সমুদ্রবন্দর। কুলপিতে জাহাজ নির্মাণ ও মেরামতির কারখানা এবং বন্দরে পণ্য পরিবহনের জন্য ৫৬০৩ একর জমি দেওয়া হয়েছে। পুরুলিয়ার রঘুনাথপুরে সিমেন্ট গ্রাইন্ডিং কারখানা ও ২০ মেগাওয়াটের বিদ্যুৎ প্রকল্পের জন্য ৯৮৩২ একর জমি বরাদ্দ করা হয়েছে। বর্ধমানে ১২ মেগা ওয়াট ছাড়াও আরও ৮ মেগাওয়াট বিদ্যুৎ কেন্দ্রের জন্য ৮৯ একর জমি দেওয়া হয়েছে।

২০১৮-১৯ রাজ্য বাজেটে শিল্প, বাণিজ্য ও উদ্যোগ সংস্থা বিভাগের জন্য অর্থমন্ত্রী বরাদ্দ করেছেন ৯৮৬৫৭ কোটি টাকা।

The State Forest Department is coming up with a comprehensive guide containing information on, and pictures of, birds in the Sundarbans. This is the first time that such a book is being brought out by the Government.

The Sundarbans is famous for its wildlife, especially tigers and crocodiles. But it also has a huge treasure of avian life. The book would help to bring that into focus.

Through this venture, the Government hopes to increase awareness about the various types of birds that inhabit the forests of the delta, which is a UNESCO World Heritage Site referred to by the name Sundarbans Biosphere Reserve (SBR). This guide would in turn help attract more tourists to the region, especially bird-watchers.

Dominant In the region are osprey, brahminy kite and white-bellied sea eagle, while the rose-ringed parakeet, flycatcher and warbler are found in the middle and the lower tiers of the forested areas. The water-loving kingfisher abounds too.

Officials and experts working in the SBR believe that the bird variety in the mangroves consists of over 500 species, at least 55 of which are migratory ones.

 

সুন্দরবনের পাখিদের নিয়ে বই প্রকাশ করবে বন দপ্তর

সুন্দরবন অঞ্চলের সমস্ত পাখিদের সচিত্র বিবরণ সংকলিত একটি বই প্রকাশ করতে চলেছে রাজ্য বন দপ্তর। রাজ্য সরকারের তরফে এই রকম উদ্যোগ এই প্রথম।

রয়্যাল বেঙ্গল টাইগারের জন্য বিশ্ব বিখ্যাত সুন্দরবন। কিন্তু এই ম্যানগ্রোভ বনে যে লুকিয়ে আছে নানা প্রজাতির পাখির সম্ভার, তা দেশী ও বিদেশী পর্যটকের কাছে তুলে ধরতেই এই বই প্রকাশিত করা হচ্ছে। এই উদ্যোগের ফলে সুন্দরবন সম্বন্ধে পর্যটকদের অনেকটাই ধারণা বদলাবে।

বন দপ্তরের আধিকারিকরা এক স্বেচ্ছাসেবী সংস্থার সাথে যৌথ উদ্যোগে এই কাজ করছে। কোন অঞ্চলে কোন পাখিরা আসে তা চিনিয়ে দিতে সাহায্য করছেন স্থানীয় মানুষরা। সুমিত সেন, দেশের অন্যতম সেরা পক্ষিবিদ, পাখিদের ছবি তুলেছেন বইটির জন্য।

খুব শীঘ্রই এই বইটি প্রকাশিত হতে চলেছে। সুন্দরবনে অনুষ্ঠিত হতে চলা বনবান্ধব মেলায় বনমন্ত্রীর হাতে এই বইটির প্রকাশ হবে।

The State Panchayat and Fisheries Departments have come together to develop a training programme for empowering rural women.

The women would be trained on how to cut fish and pack it in a ready-to-cook form by the Fisheries Department. The Panchayat Department would help in getting access and selecting the women.

For a start, 700 women from three districts – Hooghly, North 24 Parganas and Purba Medinipur – would be given the training.

In Dhanekhali in Hooghly, 126 women are being trained already. Another 126 women are being trained to cultivate fish. In North 24 Parganas, 63 women are being trained in fish processing, 73 in preparation of fish-based food and 99 in fish cultivation.

In the next phase, training programmes would be taken up in ten more districts of Uttar Dinajpur, Dakshin Dinajpur, Birbhum, Malda, Murshidabad, Cooch Behar, Jalpaiguri, Alipurduar, Nadia and South 24 Parganas.

To enable the women and self-help groups to take up the work on a commercial scale after training, the State Government would provide them help through the Anandadhara Scheme.

 

গ্রামের মহিলাদের স্বনির্ভর করতে গাঁটছড়া বাঁধল পঞ্চায়েত-মৎস্য দপ্তর

গ্রামের মহিলাদের স্বনির্ভরতার লক্ষ্যে এবার হাত মেলালো পঞ্চায়েত ও মৎস্য দপ্তর। মাছ কাটা থেকে শুরু করে তাকে প্যাকেটজাত করা এবং ‘রেডি টু কুক’ কীভাবে করবেন সে বিষয়ে শীঘ্র প্রশিক্ষণ দেবে মৎস্য দপ্তর। পরের ধাপে কীভাবে সেই কাজের মাধ্যমে গ্রামের মহিলারা স্বনির্ভর হয়ে উঠবেন, ‘আনন্দধারা’ প্রকল্পের আওতায় সেই দিশা দেবে পঞ্চায়েত দপ্তর। আপাতত তিন জেলায় এই প্রশিক্ষণ শুরু হচ্ছে। পড়ে সব জেলাতেই এই প্রশিক্ষণ দেওয়া হবে। মোট ৭০০ জনকে এই প্রকল্পের আওতায় আনা হবে।

এর ফলে মৎস্য দপ্তরের মাছের ফিলের চাহিদাও যেমন খানিকটা পূরণ হবে, পাশাপাশি তারা স্বনির্ভর হতে পারবেন। ধনেখালিতে এই প্রকল্পের কাজ ইতিমধ্যেই শুরু হয়ে গেছে। হুগলী জেলায় ১২৬ জনকে প্রশিক্ষণ দেওয়া হচ্ছে। এছাড়া আরও ১২৬ জনকে মাছ চাষের বিভিন্ন পদ্ধতি শেখানো হবে। হুগলী ছাড়া উত্তর ২৪ পরগনা ও পূর্ব মেদিনীপুরে এই প্রশিক্ষণ দেওয়া হবে।

উত্তর ২৪ পরগনায় মোট ৬৩ জনকে ফিশ প্রসেসিং ইউনিটে, ৭৩ জনকে প্রিপারেশন অফ ফিশ বেসড ফুড তৈরীতে ও ৯৯ জনকে মৎস্য চাষের প্রশিক্ষণ দেওয়া হবে।

এর পরের পর্যায়ে দুই দিনাজপুর, বীরভূম, মালদহ, মুর্শিদাবাদ, কোচবিহার, জলপাইগুড়ি, আলিপুরদুয়ার, নদীয়া ও দক্ষিণ ২৪ পরগনায় অন্তত পাঁচ হাজার মহিলাকে প্রশিক্ষণ দেওয়া হবে। এই কাজের জন্য মহিলাদের বা স্বনির্ভর গোষ্ঠীকে বিভিন্ন আর্থিক সহায়তা করা হবে আনন্দধারা প্রকল্পে। আপাতত ধনেখালিতে প্রশিক্ষণ শেষ হওয়ার পর ১৫ দিন অন্তর ৫০ টন করে মাছ পাঠানো হবে। এর ফলে তাঁদের দৈনিক ৫০০ টাকা আয়ের সুযোগ তৈরী হবে।

Bengal is number one not just in the 100 Days’ Work Scheme, not just in ‘Ease of Doing Business’, but in the number of hospital beds in Government hospitals as well. A new survey by the Central Government has put the State on top in terms of the number of beds available in Government-run hospitals. Bengal currently has 78,566 beds in such hospitals.

According to the survey, Bengal occupies the third spot among states in terms of the number of allopathic doctors available in Government hospitals, with 8,829 such doctors.

The report also states that for dental care and primary healthcare, the State has adequate infrastructure. There are 647 dental surgeons, 721 doctors manning the primary health centres (PHC).

The comprehensive report has been prepared by the Central Bureau of Health Intelligence (CBHI).

Overall, the total number of beds in the 14,379 Government-run hospitals in the country is 6,34,879. The number of allopathic doctors working in these hospitals is 11,03,328.

সরকারি হাসপাতালে রোগীর শয্যা সংখ্যার নিরিখে দেশের মধ্যে পশ্চিমবঙ্গই সবার ওপরে

কেবল ১০০ দিনের কাজেই নয়। সরকারি হাসপাতালে স্বাস্থ্য পরিষেবায় রোগীর শয্যা (বেড) ব্যবস্থার নিরিখে গোটা দেশের মধ্যে পশ্চিমবঙ্গ সবার ওপরে। একথা জানিয়ে দিল কেন্দ্রীয় সরকার।

পশ্চিমবঙ্গে সরকারি হাসপাতালে ৭৮ হাজার ৫৬৬ টি শয্যার ব্যবস্থা রয়েছে। গোটা দেশে সব মিলিয়ে সরকারি হাসপাতালে শয্যার সংখ্যা ৬ লক্ষ ৩৪ হাজার ৮৭৯।

কেন্দ্রীয় স্বাস্থ্যমন্ত্রকের রাষ্ট্রমন্ত্রী জানিয়েছেন, সেন্ট্রাল ব্যুরো অব হেলথ ইন্টেলিজেন্সের তথ্য অনুযায়ী গোটা দেশের ১৪ হাজার ৩৭৯ টি সরকারি হাসপাতালে ৬ লক্ষ ৩৪ হাজার ৮৭৯ টি শয্যা রয়েছে। তার মধ্যে পশ্চিমবঙ্গে সবচেয়ে বেশী। সরকারি হাসপাতালে চিকিৎসকের ক্ষেত্রে অ্যালোপ্যাথের সংখ্যা ৮ হাজার ৮২৯ জন। ডেন্টাল সার্জেন রয়েছেন ৬৪৭। প্রাথমিক স্বাস্থ্যকেন্দ্রে চিকিৎসক রয়েছেন ৭২১ জন। গোটা দেশে সরকারি হাসপাতালে মোট ১১ লক্ষ ৩ হাজার ৩২৮ জন অ্যালোপ্যাথ চিকিৎসক রয়েছেন। এর মধ্যে তৃতীয়স্থানে পশ্চিমবঙ্গ।

Bengal Chief Minister Mamata Banerjee today addressed a public meeting at Debra in Paschim Medinipur district. She inaugurated and laid the foundations stones for a series of schemes and projects.

The projects that were inaugurated include, primary health centres, Anganwadi centres, irrigation projects, new roads, bridges etc. She also laid the foundations stones for hostels, water supply projects, upgradation of central nursery among others.

She also distributed benefits of various schemes like Kanyashree, Sabuj Shree, Siksha Shree, Anandadhara, Sabuj Sathi etc.

Highlights of her speech:

We must protect our farmers. We must love them. Earlier they were neglected, even after devastating floods. We have compensated nearly 30 lakh farmer families. Compensation worth Rs 1200 crore have been paid.

Centre does not give us funds. They take away the revenue collected by us. They are supposed to pay us 60% but we get only 40%. That too, is often not paid. We don’t want their alms. We want the money they owe us. Why should Bengal be neglected?

We are paying off the installments for the debt incurred by the previous government. We have paid Rs 48,000 crore as installments this year. No other State runs so many welfare schemes, despite such financial constraints.

Bengal is the only State which waived off tax on agricultural land and mutation fee on agricultural land. Farmers’ income has doubled in Bengal. We have received Krishi Karman award five years in a row.

We are No. 1 in 100 Days’ work, rural employment, Bangla Abas Yojana, Skill Development, MSME.

Jadavpur University is No. 1 among 21 State universities. This is a new feather in Bengal’s cap.

We have set up 43 multi super speciality hospitals in six years. Centre is planning to launch health insurance scheme now. We already have free healthcare at government hospitals. We are running the ‘Swasthya Sathi’ scheme successfully. ICDS, Asha, civic volunteers, home guards, contractual workers, green police, panchayat and municipal workers have been brought under this scheme.

We provide rice at Rs 2/kg to 8.5 crore people. Adivasis in Jangalmahal receive 35 kg rice, tea garden workers get rice at 47 paise per kg.

We have set up critical care units, trauma care units, mother and child hubs. 80 SNCUs and 300 SNSUs have been set up. We have launched Matri Jaan and Nischay Jaan for pregnant women, new mothers and neonates. 1000 Matri Jaans have been launched across Bengal.

We have launched the social security scheme for construction workers, housemaids, auto drivers, workers in the unorganised sector. They will have to pay Rs 25 and the government will pay Rs 30. At the age of 60 they will receive Rs 2 lakh, along with pension.

Girls recieve Rs 25,000 at the age of 18 to pursue higher education. From April we are launching the ‘Ruposhree’ scheme. Government will give Rs 25,000 to families with annual income less than Rs 1.5 lakh to assist in their daughter’s wedding. Girls are our pride.

We have increased Kanyashree stipend to Rs 1000. We have launched K-3 for university students. They will receive Rs 2000 for studying humanities, and Rs 2500 for studying science.

We have given scholarships to 1.7 lakh minority students, 57 lakh SC/ST students and 45 lakh girls. We have started a pension scheme for the physically handicapped.

Farmers’ pension has been increased from Rs 750 to Rs 1000. 1.94 lakh folk artistes have been registered under Lok Prasar scheme and they receive monthly stipend of Rs 1000. They also perform at government functions.

The government has stopped 90% funds for the ICDS scheme, yet we are running this project with our own funds.

The term of contractual and casual workers has been increased till 60 years of age.

70 lakh students of Classes IX-XII have been given free cycles. We also provide free uniform, free test papers to students. My best wishes to all those who are appearing for board exams.

I urge everyone to celebrate Ram Nabami peacefully. Celebrate Annapura Pujo, Basanti Pujo. Good Friday is around the corner, so is Mahavir Jayanti. We must ensure that the politics of religion should not hurt people of other faiths.

We were, we are and we will always be with the people. Maa-Mati-Manush are our biggest strength.

Medinipur is the district that produced Bir Singha, Matangini Hazra, Satish Samanta. You lead the way for other districts of Bengal.

Our actions speak louder than words. Others only beat their own drums and try to incite tension between different religions.

 

আমরা কথা কম বলি, কাজ বেশী করি: মুখ্যমন্ত্রী  

আজ পশ্চিম মেদিনীপুর জেলার ডেবরায় পরিষেবা প্রদান অনুষ্ঠানের মঞ্চ থেকে একগুচ্ছ প্রকল্পের উদ্বোধন করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। তিনি বিভিন্ন প্রকল্পের শিলান্যাসও করেন।

মুখ্যমন্ত্রী যে সকল প্রকল্পের উদ্বোধন করেন, তার কয়েকটি হল, প্রাথমিক স্বাস্থ্য কেন্দ্র, অঙ্গনওয়াড়ি কেন্দ্র, ক্ষুদ্র সেচ প্রকল্প, নতুন রাস্তা, খালের ওপর সেতু ইত্যাদি।

তিনি যে সকল প্রকল্পের শিলান্যাস করেন, তার কয়েকটি হল, ছাত্রাবাস, জল সরবরাহ প্রকল্প, সেন্ট্রাল নার্সারির সম্প্রসারন  ইত্যাদি। এছাড়াও তিনি কন্যাশ্রী, সবুজশ্রী, শিক্ষাশ্রী, সবুজসাথী, আনন্দধারা ইত্যাদি পরিষেবা প্রদান করেন।

তাঁর বক্তব্যের কিছু অংশঃ-

কৃষকদের রক্ষা করতে হবে, তাদের ভালবাসতে হবে। আগে বন্যায় জমির ক্ষতি হলে সরকার তাকিয়েও দেখত না। আমরা ৩০ লক্ষ কৃষক পরিবারকে প্রায় ১২০০ কোটি টাকা ক্ষতিপূরণ দিয়েছি

কেন্দ্রীয় সরকার আমাদের প্রাপ্য টাকা টুকুও দেয় না। রাজ্য থেকে যে কর কেন্দ্র আদায় করে নিয়ে যায় সেই টাকা থেকে থেকে ৬০% রাজ্যকে দেওয়ার কথা কিন্তু ওরা ৪০% দেয়। তাও ঠিক করে দেয় না। কোনরকম দয়া নয়, আমাদের টাকাই আমাদের দেওয়ার কথা। তাও বাংলা কেন বঞ্চিত হবে?

আগের সরকারের দেনা শোধ করতে হচ্ছে। এ বছরও ৪৮ হাজার কোটি টাকা দেনা শোধ করেছি। এত দেনা শোধ করে কেউ যদি এত সরকারী প্রকল্প করতে পারে তাহলে আমি মাথা নত করে নেব। বাংলায় যত প্রকল্প আছে সারা ভারতের কোথাও নেই।

একমাত্র বাংলায় কৃষকদের কৃষিজমির খাজনা মুকুব করে দেওয়া হয়েছে।কৃষিজমির মিউটেশন ফি দিতে হয় না। বাংলায় কৃষকদের রোজগার দ্বিগুন হয়েছে। বাংলা পরপর ৫ বছর ‘কৃষি কর্মন’ পুরস্কার পেয়েছে।

১০০ দিনের কাজে সারা ভারতের মধ্যে এক নম্বরে বাংলা। ও এমএসএমই তেও বাংলা এক নম্বরে।

২১ টি স্টেট ইউনিভার্সিটির মধ্যে যাদবপুর বিশ্ববিদ্যালয় ১ নম্বরে। বাংলার মুকুটে আরও একটা পালক যোগ হল।

৬ বছরে ৪৩ টি মাল্টি সুপার স্পেশ্যালিটি হসপিটাল নির্মাণ করা হয়েছে।কেন্দ্রীয় সরকার এখন স্বাস্থ্যবীমা করছে। আর বাংলায় ইতিমধ্যেই বিনামূল্যে সরকারী চিকিৎসা পাওয়া যায়। আমরা ‘স্বাস্থ্য সাথী’ প্রকল্প চালু করেছি। আইসিডিএস ও আশার কর্মী, সিভিক ভলেন্টিয়ার, হোম গার্ড, অস্থায়ী ও চুক্তিভিত্তিক কর্মী, গ্রিন পুলিশ, পঞ্চায়েত ও মিউনিসিপালিটি কর্মী দের ও এই প্রকল্পের আওতায় নিয়ে আসা হয়েছে।

সাড়ে ৮ কোটি লোককে আমরা ২ টাকা কিলো চাল দিই। জঙ্গলমহলে আদিবাসীরা ৩৫ কেজি চাল পায়, চা বাগানের শ্রমিকরা ৪৭ পয়সায় এক কেজি চাল পায়।

ক্রিটিক্যাল কেয়ার ইউনিট, ট্রমা কেয়ার ইউনিট, মাদার অ্যান্ড চাইল্ড হাব তৈরী করা হয়েছে। ৮০ টি SNCU ও ৩০০ টি SNSU তৈরি করা হয়েছে। গর্ভবতী মহিলা ও সদ্যজাত শিশুদের জন্য ‘নিশ্চয় যান’ ও ‘মাতৃযান’ এর ব্যবস্থা করা হয়েছে। সমগ্র বাংলায় ১০০০ মাতৃযান দেওয়া হয়েছে।

যারা কন্সট্রাকশানের কাজ করেন,  গৃহস্থালিরর কাজ করেন,  অটো চালক সহ অসংগঠিত ক্ষেত্রের শ্রমিক দের জন্য ‘সামাজিক সুরক্ষা’ প্রকল্প চালু করা হয়েছে (১৮ বছর বয়সে একটি কার্ড করতে হয়। শ্রমিকরা দেয় ২৫ টাকা আর সরকার দেয় ৩০ টাকা) ৬০ বছর বয়সের পর সরকার তাদের ২ লক্ষ টাকা দেবে এবং সাথে তারা পেনশনও পাবেন।

‘কন্যাশ্রী’ প্রকল্পের আওতায় মেয়েদের পড়াশোনার জন্য ২৫০০০ টাকা দেওয়া হয়। আগামী এপ্রিল থেকে একটি নতুন প্রকল্প চালু হবে যার নাম

‘রূপশ্রী’। যে সব পরিবারের বার্ষিক ইনকাম দেড় লক্ষ টাকার কম তাদের মেয়েদের বিবাহের জন্য (১৮ বছর বয়সের পর) সরকার ২৫০০০ টাকা আর্থিক সহায়তা দেবে। মা বোনেরা সমাজের সম্পদ। তারা আমাদের গর্ব।

‘কন্যাশ্রী’ প্রকল্পের ভাতা ৭৫০ টাকা থেকে বারিয়ে ১০০০ টাকা করা হয়েছে। কন্যাশ্রী-১ ও কন্যাশ্রী-২ এর পর কন্যাশ্রী-৩ চালু করা হয়েছে এর মাধ্যমে মেয়েরা বিশ্ববিদ্যালয়ে পড়াশোনা করার সুযোগ পাবে। ‘শিক্ষাশ্রী’ প্রকল্পের আওতায় উচ্চ শিক্ষার জন্য স্কলারশিপ দিচ্ছে সরকার।

১.৭১ কোটি সংখ্যালঘু ছেলেমেয়ে, ৫৭ লক্ষ তপসিলি জাতি ও উপজাতি ছেলেমেয়ে ও ৪৫ লক্ষ মেয়েকে স্কলারশিপ দেওয়া হয়েছে। আমরা প্রতিবন্ধীদের জন্যও প্রকল্প চালু করেছি।

কৃষক ভাতা ৭৫০ টাকা থেকে বারিয়ে ১০০০ টাকা করে দেওয়া হয়েছে। ১ লক্ষ ৯৪ হাজার শিল্পীকে ‘লোকপ্রসার’ প্রকল্পের আওতায় মাসে ১০০০ টাকা আর্থিক সাহায্য দেওয়া হয়, পাশাপাশি সরকারী বিজ্ঞাপন ও অনুষ্ঠানেও কাজ করার সুযোগ দেওয়া হয় তাদের।

আইসিডিএস-এর ৯০% টাকা দিল্লী সরকার বন্ধ করে দিয়েছে। আমরা কষ্ট করে এই স্কিম চালিয়ে যাচ্ছি।

ক্যাসুয়াল ও কন্ট্রাকচুয়াল ওয়ার্কারদের চাকরির মেয়াদ ৬০ বছর পর্যন্ত করে দেওয়া হয়েছে।

ছাত্রছাত্রীরা ক্লাস ৯-এ উঠলেই সবুজ সাথীর সাইকেল পাচ্ছে, এর আগে ক্লাস ১০, ১১, ১২-এ দিয়েছি। এছাড়া বিনা পয়সায় পড়াশোনা, স্কুল ড্রেস, মাধ্যমিকের ছাত্রছাত্রীদের বিনা পয়সায় টেস্ট পেপারও দেওয়া হয়। পরীক্ষার্থীদের জন্য আমার অনেক অভিনন্দন রইল।

সবাই সুন্দর করে রামনবমী পালন করুন। অন্নপূর্ণা উৎসব পালন করুন। বাসন্তী পুজো পালন করুন। গুড ফ্রাইডে, মহাবীর জয়ন্তীও ভালো করে পালন করুন। রাজনীতির নাম করে ধর্মীয় উন্মাদনা নিয়ে কোনও মানুষ যেন কাউকে আঘাত না করতে পারে, সেদিকে লক্ষ্য রাখতে হবে।

আমরা মানুষের সাথে ছিলাম, আছি, থাকবো। মা মাটি মানুষ আমাদের বড় শক্তি।

মেদিনীপুর জেলা স্বাধীনতা সংগ্রামের জেলা, বীর সিংহের জেলা, মাতঙ্গিনী হাজরার জেলা, সতীশ সামন্তর জেলা। আপনারা বাংলাকে পথ দেখান।

আমরা কথা কম বলি, কাজ বেশী করি। অনেকে কাজ করে না, মন্দির মসজিদ নিয়ে গণ্ডগোল লাগায়, হিন্দু-মুসলিম, শিখ-খৃষ্টানের মধ্যে ঝগড়া লাগিয়ে দেয়।
