As a result of the hurried manner in which the Goods and Services Tax (GST) was introduced, the taxation rates are being changed repeatedly by the Central Government, which is proving to be a hindrance in the smooth implementation of the system. This was stated recently by the Bengal Finance and Industries Minister, Dr Amit Mitra at a seminar held at the India International Trade Fair 2017 at Pragati Maidan in New Delhi.

He said, with so frequent changes, businesses, especially the small businesses, which cannot afford to hire qualified chartered accountants to be explained all the complexities, are finding it very difficult to follow the rules and regulations of the system while filing their income tax reports.

Even GST Network, the organisation responsible for writing the software for the fully-online system, is failing to cope with the changes, according to the minister. As a result of these difficulties, the tax collection by both the Centre as well as the states has taken a hit.

মসৃণ জিএসটির পথে বাধা ঘন-ঘন করের হার বদল। বিপত্তি বাঁধছে নিয়ম-কানুন লাগাতার পাল্টাতে থাকার জেরেও। কারণ, বারবার ওই বদলের সঙ্গে তাল মেলানো কঠিন হচ্ছে জিএসটি নেটওয়ার্কের(জিএসটিএন) পক্ষে। যা নতুন কর-ব্যবস্থার মেরুদণ্ড। তাই হয়রান ব্যবসায়ীরা। ঘুম ছুটছে নেটওয়ার্ক সামলানো লোকেদেরও। তড়িঘড়ি জিএসটি চালুর মাসুল গোনা নিয়ে এ ভাবেই কেন্দ্রের দিকে ফের তোপদাগলেন রাজ্যের অর্থমন্ত্রী অমিত মিত্র।
দিল্লির প্রগতি ময়দানে আন্তর্জাতিক শিল্প-বাণিজ্য মেলায় অমিতবাবুর অভিযোগ, তাড়াহুড়োয় জিএসটি চালু করার জন্যই এখন এত ঘন ঘন করের হার বদলাতে হচ্ছে। ঘাম ছুটছে আমজনতা, ব্যবসায়ীএমনকী জিএসটিএন সামাল দেওয়া লোকেদেরও। তাঁর দাবি, এর খেসারতে কর সংগ্রহ কমেছে কেন্দ্র-রাজ্য উভয়েরই।

অমিতবাবুর কথায়, ‘‘ঘন ঘন করের হার বদলানোয় জিএসটি নেটওয়ার্ক নিয়ে যাঁরা কাজ করছেন তাঁরাও সমস্যায় পড়ছেন। পণ্যে কর কমানো সমর্থন করি। কিন্তু তার পিছনে নির্দিষ্ট নীতি থাকা প্রয়োজন। ইচ্ছে মতো করা অনুচিত।’’

এ ছাড়া অমিতবাবুর অভিযোগ, জিএসটিতে রাজস্ব আদায় বৃদ্ধির যে আশা করা হয়েছিল, তা মেটেনি। তাঁর দাবি, অগস্ট-সেপ্টেম্বরে কেন্দ্রের কোষাগারে প্রায় ৬৫ হাজার কোটি টাকা কম ঢুকেছে। রাজ্যগুলিরক্ষেত্রে তা প্রায় ৩০ হাজার কোটি। তাঁর মতে, এটিরও অন্যতম কারণ জিএসটিএনে সমস্যা। সেখানে রিফান্ডের সমস্যাও যথেষ্ট বলে তাঁর দাবি।

Bengal Chief Minister Mamata Banerjee today inaugurated and laid the foundation stones for a slew of projects for North 24 Parganas district. She also addressed a public meeting at Haroa.

The CM said that Basirhat would soon become a new district. She highlighted that communal harmony was Bengal’s culture and attempts to create divisions among people will not be tolerated.

 

Highlights of the Chief Minister’s speech:

  • This region is river-centric. People have to travel long distances to reach district headquarters. We have decided to create a separate district in Basirhat. Another new district will be set up in Sundarbans.
  • Some people question me why I work for minorities, why I work for Dalits, why I work for backward classes, why I work for the poor, why I work for the common people. It is my responsibility and duty to work for people. We never discriminate between people.
  • It is our pride that everyone lives in harmony in Bengal. ‘Sarva Dharma Samannay’ is our motto. Riots are not our culture.
  • I saw a tweet that Narendra Modi stopped his speech at an election rally during azaan. That is good. But why does his party create a divide between Hindus and Muslims? Why this tokenism only during polls?
  • This government is giving diktats on what to eat, or what to wear. A government must work for all. I participate in Durga Puja as well as Eid or Christmas. Why should I not? I also participate in Gurpurab.
  • Ramakrishna Paramhansa had said ‘joto mot, toto poth’. Swami Vivekananda had visited muslim households. Should we follow Swami Ji or their (BJP) version of Hinduism? We will follow the path shown by our icons like Tagore, Nazrul, Netaji, Swami Ji. Not their divisive politics.
  • They are in power for four years. What have they done? How much black money has been recovered from abroad? Instead, there is flight of capital from the country because of the Centre’s policies.
  • We give free books, uniforms, bags, shoes to primary students. We have Sikshashree scholarship for SC/ST students. We have Kanyashree for girl students. We have distributed 70,000 ‘Sabuj Sathi’ cycles to students of Classes IX-XII. We have set up 17 new universities, 5 more are being set up.
  • Roads, bridges, Kisan Mandis, ITIs, polytechnic colleges – we are creating new infrastructure. Although the Centre is not sending us funds, we are still working for people.
  • We have started Jaladhara scheme for renovation of jetties and ferries. We have Gatidhara scheme for road transport and Jaladhara for water transport. We provided identity cards to fishermen.
  • We have given land pattas to 3 lakh people. We have waived all tax on agricultural land. We have allotted Rs 268 crore fund for giving pension after Centre stopped giving funds. They have stopped sending funds to Bengal because we dared to protest against their anti-people decisions.
  • Eight crore people receive Rs 2/kg rice and wheat. Healthcare is free in hospitals. Fair price medicine shops and diagnostic centres offer services at a very low cost. We have the Samabyathi scheme to provide financial assistance to poor people for cremation/burial of their near and dear ones.
  • We have expanded the medical insurance scheme and included ASHA workers, contractual workers, municipal workers, civic volunteers, self-help groups also. Even panchayat workers have been included.
  • We have inherited a huge legacy of debt. We have to pay an instalment of Rs 40,000 crore every year. Despite that we are running all schemes. Our actions speak louder than words. Match our performance and then talk about cutting my nose.
  • I will continue to serve people as long as I am alive. I will never bow down before divisive forces. I urge you all to be careful and prevent any attempts to create communal tension. Members of both Hindu and Muslim communities lose their lives and property in riots.
  • We may not be a rich party, but we are always with the people. We have created 81 lakh employment in six years and 100 crore man-days.
  • We are not against Aadhaar cards. But why link them to bank accounts? We have heard of cases of bank frauds using Aadhaar. Will the Centre guarantee the safety of our bank accounts? I have also said I will not link my mobile with Aadhaar.
  • They want to control everything. They cannot silence me by coercion.

 

বসিরহাট নতুন জেলা হবেঃ মুখ্যমন্ত্রী

 

আজ উত্তর ২৪ পরগনার একগুচ্ছ প্রকল্পের উদ্বোধন ও শিলান্যাস করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। এদিন হাড়োয়ায় একটি জনসভা করেন তিনি।

এদিন তিনি জানান খুব শীঘ্রই বসিরহাট নতুন জেলা হবে। তিনি বলেন, সাম্প্রদায়িক সম্প্রীতি বাংলার সংস্কৃতি। কেউ যদি বিভেদের রাজনীতি করে তাহলে তা বরদাস্ত করা হবে না।

তাঁর বক্তব্যের কিছু বিষয়ঃ

  • এই অঞ্চলটি নদীমাতৃক। আগে মানুষকে অনেক দূর যেতে হত সরকারি কাজের জন্য। তাই আমরা বসিরহাট নতুন জেলা তৈরির সিদ্ধান্ত নিয়েছি। এর ফলে মানুষের কাজের অনেক সুবিধা হবে।
  • কেউ কেউ প্রশ্ন করে কেন আমি তপশিলিদের পক্ষে, কেন আমি দলিতদের পক্ষে, কেন আমি সাধারণ মানুষের পক্ষে। সাধারণ মানুষের জন্য কাজ করা আমার দায়িত্ব, আমার নৈতিক কর্তব্য। আমরা কখনো মানুষে মানুষে ভেদাভেদ করি না।
  • সবাইকে নিয়ে চলতে হবে, সবাই মিলেই একটা পরিবার হয়। আমাদের লক্ষ্য সর্ব ধর্ম সমন্বয়। আমাদের কাজ দাঙ্গা লাগানো নয়, শান্তি রক্ষা করা।
  • আমি সেদিন একটা টুইটে দেখলাম প্রধানমন্ত্রী আজানের সময় বক্তৃতা বন্ধ করে দিয়েছিলেন। এটা খুব ভালো। নির্বাচনের সময় বলে এটা করতে পারেন আর অন্য সময় হিন্দু-মুসলিম আলাদা করেন। কেন এই চালাকি?
  • কে কি খাবে? কি পড়বে এই সরকার সেটা ঠিক করে দেব। সরকার প্রকৃত অর্থে জনগণের কথা বলে। আমি দুর্গা পুজো, বড়দিন, গুরু পরব সবেতেই আমি যাই। কেন যাব না?
  • রামকৃষ্ণ পরমহংস দেব বলেছেন যত মত তত পথ। স্বামী বিবেকানন্দ মুসলিমদের বাড়ি যেতেন। আমি আমাদের মনিষীদের কথা অনুসরণ করে চলি।
  • ৪ বছর ধরে ওরা ক্ষমতায় রয়েছে। কি কাজ করেছে? বিদেশ থেকে কালো টাকা ফেরত আনতে পারেনি তাঁর বদলে দেশ থেকে অনেক টাকা চলে গেছে। আর শিল্পপতিরা সব দেশ ছেড়ে চলে গেছে।
  • আমরা প্রাইমারি ছাত্রছাত্রীদের বিনামূল্যে বই, ব্যাগ, জুতো ও পোশাক দিচ্ছি। তপশিলি জাতি ও উপজাতি ছাত্রছাত্রীদের জন্য আমরা শিক্ষাশ্রী স্কলারশিপ চালু করেছি। মেয়েদের ক্ষমতায়নের জন্য আমরা কন্যাশ্রী প্রকল্প চালু করেছি। সবুজ সাথী প্রকল্পের আওতায় আমরা নবম ও দশম শ্রেণির ছাত্রছাত্রীদের ৭০ লক্ষ সাইকেল দিয়েছি। ১৭ টি নতুন বিশ্ববিদ্যালয় তৈরি হয়েছে, আরও ৫ টির কাজ চলছে।
  • রাস্তা, ব্রিজ, কিষাণ মাণ্ডি, আই টি আই, পলিটেকনিক কলেজ থেকে শুরু করে সবরকম পরিকাঠামো আমরা তৈরি করে দিয়েছি। কেন্দ্র আমাদের পাওনা টাকা দিচ্ছে না তাও আমরা মানুষের জন্য কাজ করে যাচ্ছি।
  • জল পরিবহনের জন্য আমরা জলধারা প্রকল্প চালু করেছি। এই প্রকল্পের আওতায় সব জেটি ও ফেরিগুলির সংস্কার করা হচ্ছে। সড়ক পরিবহনের জন্য আমরা গতিধারা প্রকল্প চালু করেছি।মৎস্যজীবীদের পরিচয় পত্র করে দিয়েছে রাজ্য সরকার।
  • কৃষি জমিতে সব খাজনা মুকুব করে দিয়েছে আমাদের সরকার। আমরা তিন লক্ষ গরীব লোককে জমির পাট্টা দিয়েছি। আড়াই লক্ষ মানুষের বার্ধক্য ভাতা বন্ধ হয়ে গিয়েছিল। কেন্দ্রীয় সরকার ওই টাকা দেয় নি। আমরা পশ্চিমবঙ্গ সরকারের পক্ষ থেকে ২৫৮ কোটি টাকা দিয়েছি।
  • আমাদের রাজ্যের আট কোটি লোক ২ টাকা কিলো দরে চাল পায়, গম পায়। বিনা পয়সায় চিকিৎসা আগে কখনও পেয়েছেন? সরকারি হাসপাতালে চিকিৎসা করতে গেলে টাকা লাগে না। ন্যায্য মূল্যের ওষুধের দোকান হুয়েছে, ডায়াগনিস্টিক সেন্টার হয়েছে, ৪৭ থেকে ৭০ শতাংশ পর্যন্ত সুবিধে পাওয়া যায়। কেউ মারা গেলে, কফন দেওয়ার, সাদা কাপড় কেনার টাকা না থাকে, কবর দেওয়ার পয়সা না থাকে, তাঁদের জন্যও স্কিম করে দিয়েছি, সেই স্কিম টার নাম সমব্যাথী।
  • আইসিডিএস, আশার কর্মীদেরও স্বাস্থ্য সাথীর মধ্যে ঢুকিয়ে দিয়েছি। চুক্তিভিত্তিক কর্মী, পৌরকর্মী, সিভিক ভলেন্টিয়ার, স্বনির্ভর গোষ্ঠীর সকলকে স্বাস্থ্য বীমার আওতায় আনা হয়েছে। এমনকি পঞ্চায়েত কর্মীদেরও আনা হয়েছে এই আওতায়। সিভিক ভলেন্টিয়ার, হোম গার্ডদের ঢোকানো হয়েছে, গ্রিন পুলিশদের ঢোকানো হয়েছে, কন্ট্রাকচুয়াল ওয়ার্কারদের ঢোকানো হয়েছে, ক্যাসুয়াল ওয়ার্কারদের ঢোকানো হয়েছে।, পঞ্চায়েতের কর্মীদের ঢোকানো হয়েছে, মিউনিসিপালিটি কর্মীদের ঢোকানো হয়েছে। প্রেস মিডিয়ার জন্যও মাভৈ স্কিম তৈরি করা হয়েছে।
  • ৪০,০০০ কোটি টাকা দেনা শোধ করতে হয়, মানুষের কিছু করে যায়নি, দেনা করে গেছে। ৪০,০০০ কোটি টাকা দেনা দিয়েও সব প্রকল্প চালিয়ে যাচ্ছি। এই কাজটা করে যদি আমায় কেউ নাক কাটার কথা বলতেন, কান কাটার কথা বলতেন, আমি মাথা নত করে মেনে নিতাম। আমরা কথায় বড় না, কাজে বড়।
  • যতদিন বাঁচব, মানুষের জন্য কাজ করে যাব। আমরা ভয় পাই না। উগ্রপন্থার কাছে দেশ বিক্রি করব না। সমস্ত প্ল্যানিঙের বিরুদ্ধে রুখে দাঁড়ান। দাঙ্গা নিজেও করবেন না, কাউকে করতে দেবেন না । দাঙ্গার আগুন থেকে কেউ বাঁচতে পারে না।
  • আধার কার্ড হোক, কিন্তু ব্যাঙ্ক ও মোবাইলে লিঙ্ক কেন? অনেক জায়গায় আধারের নাম করে একাউন্ট থেকে টাকা তুলে নিচ্ছে। কেন্দ্রীয় সরকার গ্যারান্টি দিক আমার টাকা যদি কেউ তুলে নেয়, সেটা তারা ফেরত দিতে বাধ্য থাকবে।

Bengal Chief Minister Mamata Banerjee attacked the Centre for holding its policy of “unlimited export of onion”, which in turn is responsible for the hike in onion prices.

In a tweet on Thursday evening, the Chief Minister stated: “By encouraging unlimited export of onions, the Central Government has created a huge crisis in the domestic market leading to skyrocketing of onion prices.”

Stating the quantity of onion that is exported, she maintained in the tweet: “In 2016, export of onions was 7 LMT. In 2017, it went up to 12 LMT. Now, to defuse the crisis, the Central Government is planning to import onions.”

Criticising the Centre for such an unplanned move, Banerjee stated: “Imagine the farce and how such an unplanned action has put the common people in great distress. “Look before you leap’ seems to be a forgotten thing now.”

She also slammed the Centre over GDP figures. “GDP figures out. Again no growth. No jobs.Effects of note ban scam & unplanned GST continue to damage economy. Only talking. No performance. Last year Q2 GDP growth was 7.5% and this year it is 6.3%. This Govt only bhashan, no action.”

 

পেঁয়াজের মূল্যবৃদ্ধি নিয়ে ক্ষুব্ধ মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়

কেন্দ্রের ভুল নীতির জন্য পেঁয়াজের দাম ক্রমশ বাড়ছে। চারদিকে সঙ্কট তৈরি হয়েছে। ভাষণসর্বস্ব সরকারের কোনও কাজ নেই।

বৃহস্পতিবার এভাবেই টুইটে প্রতিবাদ জানিয়েছেন বাংলার মুখ্যমন্ত্রী মমতা ব্যানার্জি।তাঁর অভিযোগ, পেঁয়াজ রপ্তানির ক্ষেত্রে কেন্দ্রের কোনও নির্দিষ্ট নীতি না থাকার ফলে যা হওয়ার তা–ই হয়েছে। সঙ্কটের মূল কারণ এটাই। রপ্তানির ক্ষেত্রে কোনও নিয়ন্ত্রণ ছিল না বলে মুখ্যমন্ত্রী মনে করেন।
যাঁরা রপ্তানি করেন, তাঁদের অবাধ সুযোগ করে দেওয়া হয়েছে। যার ফলে দেশের বাজারে পেঁয়াজের দাম আকাশছোঁয়া হয়েছে। এই সঙ্কট তৈরি করেছে কেন্দ্রের সরকার। এর ফলে সাধারণ মানুষ সমস্যায় পড়েছেন। তাঁদের দুর্দশা কমাতে কেন্দ্র নাকি পেঁয়াজ আমদানি করবে। এটা প্রহসন ছাড়া আর কিছু নয়।

মুখ্যমন্ত্রী বলেছেন, ২০১৬ সালে পেঁয়াজ রপ্তানি করা হয়েছিল ৭ লক্ষ মেট্রিক টন। ২০১৭–য় তা বেড়ে দাঁড়িয়েছে ১২ লক্ষ মেট্রিক টনে। সাধারণ মানুষকে দুর্দশার মধ্যে ফেলে দিয়েছে কেন্দ্র।

এদিন কেন্দ্রের সমালোচনা করে তিনি বলেছেন, এই সরকারের নির্দিষ্ট কোনও পরিকল্পনা নেই। মমতা এদিন কেন্দ্রের জিডিপি নিয়েও সমালোচনা করেছেন। বলেছেন, জিডিপি–র পরিসংখ্যান নেই। উৎপাদন নেই। চাকরি নেই। নোটবন্দীর মতো বড় কেলেঙ্কারির প্রভাব পড়েছে সাধারণ মানুষের ওপর।পরিকল্পনাহীন জিএসটি ক্রমাগত দেশের অর্থনীতিকে ধ্বংস করছে। কাজ না করে এই সরকার শুধু ভাষণ দিচ্ছে। মমতা এ–ও উল্লেখ করেছেন, গত বছর জিডিপি ছিল ৭.‌৫ শতাংশ। এবার তা কমে হয়েছে ৬.‌৩ শতাংশ।

The Bengal Government has recently set up safety and security monitoring committees in government-run and government-aided schools, one of whose primary objectives is to treat cases of bullying with special importance.

Through this measure, the government has made it clear that it would not tolerate any form of bullying in schools. The government wants all schools in the state to ensure that no student suffers (and the suffering can often lead to serious consequences, both physical and psychological) due to bullying.

According to a senior official of the School Education Department, if incidents of bullying occur, the school needs to take firm steps. A report on the steps taken has to be then submitted to the government.

The Education Department plans to compile these reports and use the expertise gained to develop a policy for tackling bullying in the near future.

 

স্কুলে বুলিং-এর বিরুদ্ধে করা পদক্ষেপ রাজ্যের

রাজ্য সরকারের উদ্যোগে সরকার চালিত ও সরকারি অনুদান প্রাপ্ত স্কুলগুলিতে চালু হয়েছে নিরাপত্তা পর্যবেক্ষণ কমিটি। এই কমিটির প্রধান উদ্দেশ্য স্কুলে স্কুলে বুলিং-এর ঘটনাগুলি গুরুত্ব সহকারে দেখা।

এই পদক্ষেপের সঙ্গে সরকার পরিষ্কার বার্তা দিয়েছে, স্কুলে কোনওরকম বুলিং-এর ঘটনা বরদাস্ত করা হবে না। রাজ্য সরকার চায় রাজ্যের কোনও স্কুলে কোনও পড়ুয়া বুলিং-এর জন্যও কোনও রকম মানসিক বা শারীরিক যন্ত্রণার স্বীকার না হয়।

স্কুল শিক্ষা দপ্তরের এক আধিকারিকের কথায়, স্কুলে বুলিং-এর কোনও ঘটনা ঘটলে কড়া পদক্ষেপ নিতে হবে। কি পদক্ষেপ নেওয়া হয়েছে, তা রিপোর্ট করে সরকারকে পাঠাতে হবে।
শিক্ষা দপ্তর এই রিপোর্ট গুলি একত্র করে পরিকল্পনা তৈরি করতে চায় যাতে ভবিষ্যতে এরম ঘটনা আর না ঘটে।

The Bengal Government will be spending Rs 70 crore to improve safety infrastructure in schools.

Developing sound infrastructure in schools with good hygiene and clean environment dominates the State Government’s agenda, said a senior official of the School Education Department at a recent gathering of more than 100 school teachers, including 45 principals, at the CII School Excellence Conclave in Kolkata.

The government is forming safety committees in schools. A total of 25 safety issues have been identified, which includes healthy food, nutrition, protection from outsiders, stopping use of tobacco and drugs in the campus and safeguarding against cyber threats.

The government is also committed to end the practice of bullying by a section of students, according to the official.

রাজ্যের স্কুলগুলির নিরাপত্তা পরিকাঠামো উন্নয়নে রাজ্য সরকার ব্যয় করবে ৭০ কোটি টাকা।

সদ্য অনুষ্ঠিত সিআইআই স্কুল এক্সসেলেন্স কনক্লেভে ১০০টিরও বেশী স্কুল শিক্ষক ও ৪৫টি স্কুল প্রিন্সিপালদের উপস্থিতিতে স্কুল শিক্ষা দপ্তরের এক আধিকারিক বলেন, প্রত্যেকটি স্কুলে পরিচ্ছন্ন পরিবেশ তৈরী করতে উদ্যোগী রাজ্য।

রাজ্য সরকার স্কুলে স্কুলে গড়ে তুলছে নিরাপত্তা কমিটি। মোট ২৫টি নিরাপত্তা-সম্বন্ধীয় বিষয় চূড়ান্ত করা হয়েছে। এর মধ্যে যেমন আছে পরিষ্কার খাবার, পুষ্টিকর খাবার, তেমনই বহিরাগতদের থেকে সুরক্ষা, তামাক ও মাদক দ্রব্যের ব্যবহার নিষিদ্ধ করা ও সাইবার থ্রেটের বিরুদ্ধে তৈরী থাকার বিষয়েও নজর রাখবে এই কমিটি।

The Bengal Government provides subsidised rice at Rs 2 per kg to poor HIV patients in the state, including sex workers.

The Food Department carried out surveys last year on the basis of which it is distributing the foodgrains. Since there is stigma attached to such people, the department has ensured that the details about these people are available only to its officials. Neither the ration shop owner of the locality nor the local food inspector and officials are privy to the details.

All schools run under the West Bengal Board of Secondary Education (WBBSE) have been instructed to include students living with or diagnosed with HIV as ‘child belonging to disadvantaged group’.

The student will get similar nature of facilities that SC/ ST or minority students get, including government grants, reservation, scholarships and hostel facility.

Sex workers are a vulnerable group who are at risk of contracting HIV. The Bengal Government has launched a scheme ‘Muktir Alo’ for the rehabilitation of women who have been trafficked for prostitution.

This scheme, a brainchild of Chief Minister Mamata Banerjee, was inaugurated by her in September 2015. It has been successful in providing succor to such women in its own small way. One such beneficiary, after receiving training, has opened a cafeteria named Mukti near the entrance of Alipore Zoo.

Similar cafeterias by beneficiaries have also been opened at other places in Kolkata – at Munshiganj in Khidderpore and at the court premises in Alipore. Another is slated to open at Bikash Bhavan in Salt Lake.

Clearly, the Bengal Government is committed to the well-being of all, and does not discriminate among beneficiaries while distributing services to people.

 

এইডস আক্রান্তদের কল্যাণসাধনের প্রতি দায়বদ্ধ বাংলার সরকার

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের অনুপ্রেরণায় রাজ্যবাসীদের জন্য বহু প্রকল্প চালু হয়েছে গত ছয় বছরে। এই প্রকল্পগুলির সুবিধা যেমন পাচ্ছেন সাধারণ মানুষ, রাজ্যের এইডস আক্রান্তরাও পান এদের সুফল।

রাজ্যে ২ টাকা কিলো দরে চাল দেওয়া হচ্ছে এইডস আক্রান্তদের এবং যৌনকর্মীদের। গত বছর খাদ্য দপ্তর সমীক্ষা করে যার ভিত্তিতে তারা খাদ্য শস্য বিতরণ করছে। যেহেতু এইডস রোগীরা সমাজে কিছুটা হলেও বঞ্চিত, তাই, তাদের ব্যক্তিগত তথ্য শুধুমাত্র এই দপ্তরের আধিকারিকদের কাছে সংরক্ষিত থাকবে। রেশন দোকান, স্থানীয় ফুড ইন্সপেক্টর, আধিকারিক – কেউই এই তথ্য জানতে পারবেন না।

এছাড়াও, পশ্চিমবঙ্গ মধ্যশিক্ষা পর্ষদের অধীনস্থ সমস্ত স্কুলগুলিকে নির্দেশ দেওয়া হয়েছে এইডস আক্রান্ত পড়ুয়াদের ‘চাইল্ড বিলঙ্গিং টু ডিসএডভান্টেজ গ্রুপ’ হিসেবে চিহ্নিত করতে। তফসিলি জাতি ও উপজাতি বা সংখ্যালঘু পড়ুয়ারা যা সুযোগ সুবিধা পেয়ে থাকে – যেমন, অনুদান, সংরক্ষণ, বৃত্তি ও হোস্টেলের সুবিধা – এরাও সেই সকল সুবিধা পায়।

যৌনকর্মীদের মধ্যে এইডস সংক্রমণ হওয়ার সম্ভাবনা প্রবল। তাদের সমাজের মূল স্রোতে ফিরিয়ে আনতে ২০১৫ সালের ৪ সেপ্টেম্বর ‘মুক্তির আলো’ প্রকল্পের সূচনা করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। এই প্রকল্পের মাধ্যমে স্বনির্ভর হয়ে ক্যাফেটেরিয়া খুলেছেন এক পাহাড়ি কন্যা। আলিপুর চিড়িয়াখানার প্রবেশের ঠিক মুখেই খোলা হয়েছে এই ক্যাফেটেরিয়া – নাম দেওয়া হয়েছে ‘মুক্তি’।

এই উদাহরণগুলি থেকেই বোঝা যায় এইডস আক্রান্তদের কল্যাণসাধনের প্রতি দায়বদ্ধ মমতা বন্দ্যোপাধ্যায়ের নেতৃত্বাধীন মা, মাটি, মানুষের সরকার।

Bengal Chief Minister Mamata Banerjee today inaugurated a slew of projects for South 24 Parganas district. She also addressed a public meeting at Gosaba, where she declared Sunderbans will become a full-fledged district soon.

The CM said that the government is committed to developing the infrastructure in Sunderbans, and announced a new bridge will come up at Pathankhali. She also laid stress on home tourism in the region.

Highlights of the Chief Minister’s speech:

Fishermen are our assets. We are working for their welfare. They have been given identity cards already. District administration will work towards addressing their problems.

We have never taken any decision that will cause pain and suffering to common people, Dalits, tribals, poor and downtrodden or the minorities.

We have schemes for every phase of life – from birth till death. We distribute saplings (Sabuj Shree) when a baby is born. We have scholarships for students. We also provide financial assistance to the poor (Samabyathi) to help them cremate their near and dear ones.

We provide Sikshashree scholarships to SC/ST students. Kanyashree girls are our pride. Kanyashree is now a model for the world. For general students, we have Swami Vivekananda Merit Scholarship. We provide loans upto Rs 10 lakh to students from backward classes for pursuing higher education (Rs 20 lakh for pursuing studies outside India).

Farmers are our assets. They provide us with our food. We have taken a historic decision for their welfare and waived off all tax on agricultural land.

We provide rice at Rs 2/kg. Healthcare is free in Bengal. We have set up transit camps for pregnant women in districts. We have set up SNCU, SNSU, ITIs, polytechnic colleges. We have created 81 lakh employment in the last six years. About 2 lakh folk artists receive pension.

Despite the huge legacy of debt, we are fulfilling our social responsibilities. Ninety per cent people in the State receive direct benefits from the government. The government at Centre only gives bhashans. Our actions speak louder than words. We always fulfill the promises we make.

Bengal Government is always with the people. We have never taken any anti-people decision. The Centre had stopped the pension of 2.5 lakh people; we have allotted Rs 268 crore to provide them their pension.

We keep track of all incidents. Do not fall into the communal trap laid by BJP. They incite riots for political benefits. Riots are a threat to the society. It is easy to cause trouble but difficult to douse them. Be alert and keep track of strangers in your areas.

Bengal will show the way to the world. Our new generation will take our State to new heights of glory.

 

সুন্দরবন খুব শীঘ্রই পৃথক জেলা হবেঃ মুখ্যমন্ত্রী

দক্ষিণ ২৪ পরগনা জেলায় আজ একগুচ্ছ প্রকল্পের উদ্বোধন ও শিলান্যাস করেন মুখ্যমন্ত্রী। গোসাবায় তিনি এক জনসভায় বক্তব্যও রাখেন। তিনি বলেন, সুন্দরবন খুব শীঘ্রই পৃথক জেলা হিসেবে আত্মপ্রকাশ করতে চলেছে।

তাঁর কথায়, সুন্দরবনের পরিকাঠামো উন্নয়ন করতে রাজ্য সরকার বদ্ধপরিকর। পাঠানখালিতে তৈরি হবে নতুন সেতু। এই অঞ্চলে হোম ট্যুরিসম পরিকাঠামো তৈরীতেও আগ্রহী সরকার।

তাঁর বক্তব্যের কিছু অংশঃ

মৎস্যজীবীদের জন্য পরিচয়পত্র করে দিয়েছে রাজ্য সরকার, ওরা আমাদের সম্পদ।

মা-মাটি-মানুষের সরকার এই সাড়ে ছয় বছরে এমন কোন কাজ করেনি যাতে মানুষ দুঃখ পায়।এমন কোন কাজ আমরা করিনি যাতে গরীব মানুষের মনে হয় এই সরকার তাদের পক্ষে নয়।

আমাদের সরকার জন্ম (সবুজশ্রী) থেকে মৃত্যু (সমব্যাথি) পর্যন্ত প্রকল্প চালু করেছে। দিল্লিতে বিজেপির সরকার আছে। কোনওদিন গরীব মানুষের জন্য এরা কোন কাজ করে না।ওরা শুধু ভাষণ দিয়ে বেড়ায়।

ছাত্রছাত্রীদের উচ্চ শিক্ষার জন্য স্কলারশিপ, প্রাইমারি স্কুলের ছাত্রছাত্রীদের বিনামূল্যে বই,খাতা,ব্যাগ,জুতো দেওয়া হচ্ছে।

মেয়েরা আমাদের ঘরের সম্পদ। তাদের এগিয়ে নিয়ে যাওয়ার জন্য চালু হয়েছে কন্যাশ্রী প্রকল্প যা আজ সারা পৃথিবীকে পথ দেখিয়েছে।

ছাত্রছাত্রীদের জন্য স্বামী বিবেকাননদ স্কলারশিপ চালু করা হয়েছে। তপশিলি ও আদিবাসী ভাইবোনেরা দেশে উচ্চ শিক্ষার জন্য ১০ লক্ষ টাকা এবং বিদেশে উচ্চ শিক্ষার জন্য ২০ লক্ষ টাকা পর্যন্ত ঋণ পায় সরকারের থেকে।

কৃষকরা আমাদের সম্পদ। বন্যায় তাদের ফসলের ক্ষতি হলে আমরা তাদের ক্ষতিপূরণ দিয়েছি। আমরা সব কৃষি জমির খাজনা মুকুব করে দিয়েছি। ২ লক্ষ শিল্পীকে পেনশন দেওয়া হচ্ছে।

৮ কোটি মানুষকে আমরা ২ টাকা কেজি দরে চাল দিই। বিনামূল্যে মানুষ চিকিৎসা পাচ্ছেন। SNCU, SNSU তৈরি হয়েছে। গর্ভবতী মহিলাদের জন্য ট্রানজিট ক্যাম্প তৈরি করা হয়েছে। পলিটেকনিক কলেজ, বিশ্ববিদ্যালয় তৈরি হয়েছে। বিনামূল্যে হার্ট অপারেশন হচ্ছে। কম খরচায় কিডনি ট্রান্সপ্ল্যান্ট হচ্ছে।

কোথাও একটা ছোট গণ্ডগোল হলেও তা আমার নজরে আসে, আমি প্রতিদিন খবর রাখি। কারো কোন কোথায় প্ররোচনায় কান দেবেন না। দাঙ্গা লাগিয়ে রাজনৈতিক ফায়দা তোলা বিজেপির কাজ। দাঙ্গা দেশের শত্রু, জাতির শত্রু, বাংলার শত্রু, সকলের শত্রু। বাইরের অজানা লোককে এলাকায় ঢুকতে দেবেন না।

৬ বছরে আমরা ৮১ লক্ষ ছেলেমেয়েকে চাকরি দিয়েছি, ১০০ কোটি শ্রম দিবস তৈরি হয়েছে। ডায়মন্ড হারবারে মহিলা বিশ্ববিদ্যালয় তৈরি হয়েছে।

সিপিএমের করে যাওয়া ৪০ কোটি টাকার দেনা শোধ করেও আমরা ৯০ শতাংশ মানুষের কাছে পরিষেবা পৌঁছে দিচ্ছি।

কেন্দ্রীয় সরকারের বঞ্চনার জন্য আড়াই লক্ষ মানুষ পেনশন পাচ্ছিলেন না, তাদের পেনশন দেওয়ার জন্য ২৬৮ কোটি টাকা দেবে রাজ্য সরকার।

মানুষ বিরোধী কাজ আমরা করব না এটুকু ভরসা রাখবেন।

Reacting to the white paper by TRAI, upholding net neutrality, Bengal Chief Minister Mamata Banerjee posted a tweet saying, “We welcome today’s news on net neutrality. Trinamool was the very first party to raise this issue strongly in Parliament & on all platforms. A big win for all who use internet.”

Trinamool was the first party to raise the issue of net neutrality on the floor of the Parliament, way back in 2015. Leader of the party in Rajya Sabha, Derek O’Brien had raised a Calling Attention Motion, which led to the Union telecom minister to take a stand in favour of net neutrality on the floor of the House.

Trinamool has also vocally supported net neutrality in various meetings of the Parliament standing committee on IT and telecom.

 

 

নেট নিউট্রালিটি – ইন্টারনেট ব্যবহারকারীদের বিশাল জয়, বললেন মুখ্যমন্ত্রী

 

নেট নিউট্রালিটি সংক্রান্ত যে শ্বেতপত্র আজ ট্রাই প্রকাশ করেছে, তার পরিপ্রেক্ষিতে আজ মুখ্যমন্ত্রী টুইট করে বলেন, “নেট নিউট্রালিটি নিয়ে আজকের সিদ্ধান্তকে স্বাগত জানাই। সংসদের ভেতরে ও বাইরে তৃণমূলই প্রথম বিষয়টি নিয়ে সরব হয়। যারা ইন্টারনেট ব্যবহার করেন, তাদের জন্য এটি বিরাট জয়।”

তৃনামূলই দেশের প্রথম রাজনৈতিক দল যারা সংসদের ভেতরে ও বাইরে এই বিষয়টি নিয়ে সরব হয়। রাজ্যসভায় তৃণমূল কংগ্রেসের দলনেতা ডেরেক ও’ব্রায়েন ২০১৫ সালে ‘কলিং এটেনশন মোশন’ আনেন, যার প্রত্যুত্তরে টেলিকম মন্ত্রীকে সংসদে নেট নিউট্রালিটির পক্ষে বিবৃতি দিতে হয়।

আইটি ও টেলিকম বিষয়ক সংসদীয় স্ট্যান্ডিং কমিটির বিভিন্ন মিটিংয়েও তৃণমূল নেট নিউট্রালিটির পক্ষে জোরালো সওয়াল করে।

Honourable President of India, Shri Ramnath Kovind was felicitated by the State Government today at a cultural programme at Netaji Indoor Stadium.

Hon. Governor Shri Kesari Nath Tripathi, Speaker of Bengal Assembly, and Chief Minister Mamata Banerjee, along with luminaries from various fields, felicitated the President.

Speaking on the occasion, the CM said: “We are privileged by the august presence of Shri Kovind. We are honoured that he accepted our invitation, and has visited Bengal within weeks of assuming office.”

She reminisced the days when they were parliamentary colleagues. Mamata Banerjee said, “When I was a member of the Lok Sabha, you were a member of the Rajya Sabha. You always maintained a low profile and were always immersed in your work.”

The Constitutional post of the President is above religion and deserves respect, maintained the CM. She wished the President a long and healthy life.

 

মাননীয় রাষ্ট্রপতিকে সংবর্ধনা দিল রাজ্য সরকার

আজ মাননীয় রাষ্ট্রপতি শ্রী রামনাথ কোভিন্দকে সংবর্ধনা দিল রাজ্য সরকার। নেতাজি ইনডোর স্টেডিয়ামে পালিত হয় এই সংবর্ধনা অনুষ্ঠান। এদিন রাষ্ট্রপতিকে সংবর্ধনা দেন রাজ্যপাল কেশরীনাথ ত্রিপাঠি, বিধানসভার অধ্যক্ষ বিমান বন্দ্যোপাধ্যায়, মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় সহ বিভিন্ন ক্ষেত্রের বিশিষ্টজনেরা।

মুখ্যমন্ত্রী বলেন, “রাষ্ট্রপতি আমাদের আমন্ত্রন গ্রহণ করে বাংলায় এসেছেন সেজন্য আমরা আপ্লুত। দায়িত্বভার গ্রহণ করার কিছু সপ্তাহের মধ্যেই উনি আমাদের আমন্ত্রন গ্রহণ করে এখানে এসেছেন, সেজন্য আমি কৃতজ্ঞ। আজ বাংলা রাষ্ট্রপতিকে সম্মান জানিয়ে অভিভূত। বাংলায় এসে বাংলাকে যে সম্মান দিয়েছেন সেজন্য আমরা সম্মানিত।”

তিনি আরও বলেন, “রাষ্ট্রপতির পদ খুবই গুরুত্বপূর্ণ, এটি একটি সাংবিধানিক পদ যা রাজনীতির উর্ধ্বে। উনি শুধু আমাদের রাষ্ট্রপতি নন, আমাদের friend, philosopher and guide ও বটে।”

মমতা বন্দ্যোপাধ্যায় বলেন, “যখন আমি লোকসভার সাংসদ ছিলাম তখন উনি রাজ্যসভার সাংসদ ছিলেন; এর আগে উনি বিহারের রাজ্যপাল হয়েছিলেন। উনি ভালো থাকুন, সুস্থ থাকুন আমরা ওনার দীর্ঘায়ু কামনা করি।”

Bengal Chief Minister Mamata Banerjee today addressed a special international session at the 2017 edition of Horasis Asia Meeting, Asia’s foremost gathering of senior leaders from businesses and governments.

It is being co-hosted by the Bengal Government and the Indian Chamber of Commerce (ICC).

This is the first time that this prestigious business summit is being held in India. Horasis is a Zurich-based think tank. About 350 delegates from 65 countries, other than from India are participating in the event.

Highlights of the Chief Minister’s speech:

Bengal is progressing like never before. It is emerging as the industrial destination.

Six and half years ago, the 34-year old Left Front rule came to an end. During their rule, perception about Bengal was not good; but now it has changed.

Our work culture has changed. Earlier, the mandays lost was about 78 lakh. Now it is absolutely zero. There are no strikes in Bengal. We maintain best of relations with the industry, working class and the people at large.

In Bengal, we have our own infrastructural facilities. We have built flyovers, bridges, power stations. From social sector to health, education sector to youth, agriculture to industry sector – we are surging ahead.

You will be happy to know, in the parameter of ‘ease of doing business’, Bengal was earlier ranked 30. Three years ago, the rank improved to 15. Now, we are third in India. Out of 372 parameters, we have fulfilled 336 and in a few months we will fulfill the rest.

We are facing a legacy and it takes time to undo it. I believe, there is no substitute to hard work, dedication, devotion, sincerity, punctuality. We have the vision, the mission and we show it in our action.

We met the Chairman of Horasis in Munich and they had made a commitment to come to India. But why will you choose Bengal? Strategically, geographically, economically, politically, Bengal is safe and sound.

Bengal is a gateway to south-east Asia. From here you can expand your business to Bangladesh – our neighbouring country, who we love so much. From Bengal you can expand to the eight north-eastern States. You can reach Bhutan and Nepal also. They are just half-an-hour away via flight from Bengal. There is easy access to Thailand, Malaysia and Kuala Lumpur.

Bengal believes in unity and togetherness – people of all castes, creed, religions live here in peace. We believe there can never be any geographical boundary for art or culture.

Advantage of Bengal is our skill, our talented young generation. The new generation is our asset. I am proud of our young generation. In skill development, we are No. 1 for four years. In small scale industries, we are No. 1 in India. We have started e-services in every sphere.

Our industrial growth is not bad. We are trying. GDP growth rate of India for 2016-17 was 7.1%. The GSDP growth of Bengal was 9.1%. In the industry sector also, India’s growth rate was 5.6%, and that of Bengal was 7.2%.

Bengal has the potential. We have lent investable capital to the tune of Rs 1.82 lakh crore. When we came in our GDP was 4.5 lakh crores. It has doubled. Our revenue earnings has doubled now. We have created 81 lakh new employment in six years and more than 100 crore mandays.

Bengal has several advantages – a strategic location, geographical advantage, peaceful situation in the State. We have best of relations with bordering countries. In Bengal, we are all united. We do not believe in divisive politics.

We have the land bank. We do not capture land forcefully. We have land map and land use policy. We have a surplus power bank. We give all facilities and support to the industry.

We have recently hosted the Under-17 FIFA World Cup football. The quarter final, semi final and final matches were held in Kolkata. FIFA showered us with praises for the superb and excellent arrangement.

In Bengal, we are committed to social empowerment also. Ninety per cent people in the State receive direct benefits from the State. We take care of the poor and disadvantaged people. This year, our flagship ‘Kanyashree’ scheme for the empowerment of girls, received the first prize at UN Public Service Award.

We have set up 46 new multi super speciality hospitals within six years. We have set up Mother and Child Hubs. We give free cycles, books and scholarships to the students.

If you want to invest, enough scope is there in every sector – engineering, jute, textile, servicing, IT, mining, transportation, agricultural marketing, manufacturing. We have deep forests, deep sea, even the Hills. There is enough scope for tourism. If you invest in Bengal, you will definitely go for re-investment.

I will request all the delegates present here to come and join the Bengal Global Business Summit on 16-17 January 2018. More than 30 countries are coming to this summit. We have set up an international convention centre, an eco-tourism park. Even a Financial Hub has been set up.

We believe in sweet relations with the industry. Our captains of industry will tell you the advantages of doing business in Bengal. We can take concrete decisions for investments in Bengal at the Bengal Global Business Summit in January.

My earnest request to you is that do not forget Bengal. Make this State your ultimate destination.

 

শিল্প গড়ার সুবিধা – ৩০ থেকে ৩ নম্বরে উঠে এসেছে বাংলা: মুখ্যমন্ত্রী

শিল্পের বিষয়ে সুইজারল্যান্ডের আন্তর্জাতিক ‘থিঙ্ক ট্যাঙ্ক’, হোরাসিস ভারতে তাদের প্রথম এশিয়া সম্মেলন করছে। এই সম্মেলন শুরু হয় কাল। এই বৈঠক হচ্ছে কলকাতায়, যা নিঃসন্দেহে রাজ্যের শিল্পে লগ্নি সম্ভাবনার ক্ষেত্রে এক বিরাট উদ্দীপকের কাজ করবে। বিশেষ করে আর দেড় মাস পরেই যখন বিশ্ব বঙ্গ বাণিজ্য সম্মেলন।

সম্মেলনের দ্বিতীয় দিনে আজ একটি বিশেষ সেশনে মূল বক্তা ছিলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

এই সম্মেলনে ৬৫টি দেশের ৩৫০র বেশী কর্পোরেট লিডাররা যোগ দিচ্ছেন, যারা প্রতিষ্ঠাতা, মালিক, ম্যানেজিং ডিরেক্টর, প্রেসিডেন্টের মত মর্যাদাসম্পন্ন।

মুখ্যমন্ত্রীর বক্তব্যের কিছু অংশ:

বাংলায় এখন পরিবর্তন এসেছে। শিল্পের গন্তব্য হয়ে উঠেছে বাংলা – এখানে রয়েছে শিল্পের জন্য উন্নততর পরিকাঠামো।

৩৪ বছরের বাম শাসনের পর বাংলায় পরিবর্তন এসেছে। বাম আমলে শিল্প নিয়ে দৃষ্টি ভঙ্গিতে গলদ ছিল, এখন তার পরিবর্তন হয়েছে।

আমাদের কর্মসংস্কৃতির পরিবর্তন হয়েছে। আগে ৭৮ লক্ষ শ্রম দিবস নষ্ট হয়েছে, এখন এই সংখ্যা শূন্য। এখন বাংলায় কোন বনধ হয়না। আমরা শিল্পপতি থেকে শ্রমিক – সব শ্রেণির মানুষের সঙ্গে সুসম্পর্ক বজায় রেখে চলি।

বাংলায় আমাদের সবরকম পরিকাঠামো রয়েছে। আমরা ফ্লাইওভার, সেতু, পাওয়ার স্টেশন নির্মাণ করেছি। সামাজিক খাত থেকে স্বাস্থ্য, শিক্ষা, কৃষি, শিল্প – সব ক্ষেত্রেই আমরা এগিয়ে চলেছি।

শিল্প গড়ার সুবিধার মাপকাঠিতে(ease of doing business) দেশের মধ্যে আগে বাংলার স্থান ছিল ৩০ নম্বরে। তিন বছর আগেও বাংলার স্থান ছিল ১৫ নম্বরে। আপনারা জেনে খুশি হবেন, এখন দেশের মধ্যে বাংলার স্থান তৃতীয়। ৩৭২টি প্যারামিটারের মধ্যে আমরা ৩৩৬টি পূরণ করেছি, কয়েক মাসের মধ্যেই আমরা বাকিগুলোও পূরণ করব।

আমি বিশ্বাস করি কঠোর পরিশ্রম, ডেডিকেশন, নিষ্ঠা, আন্তরিকতার কোন বিকল্প হয় না। আমাদের ভিশন ও মিশন আমরা আমাদের কাজের মাধ্যমে দেখাই।

আমরা মিউনিখে হোরেসিসের সভাপতির সাথে সাক্ষাত করেছিলাম এবং তারা ভারতে আসার প্রতিশ্রুতি দিয়েছিলেন। কেন আপনারা বাংলাকে বেছে নেবেন? কারণ, কৌশলগতভাবে, ভৌগোলিকভাবে, অর্থনৈতিকভাবে, রাজনৈতিকভাবে বাংলা সেফ অ্যান্ড সাউণ্ড।

বাংলার দক্ষিণ-পূর্ব এশিয়ার গেটওয়ে। এখান থেকে বাংলাদেশে ব্যবসা প্রসারিত করতে পারবেন। বাংলা থেকে উত্তর পূর্বের ৮ টি রাজ্যে ব্যবসা প্রসারিত করতে পারবেন। এমনকি নেপাল ও ভুটানেও ফ্লাইটের মাধ্যমে মাত্র আধ ঘণ্টায় পৌঁছে যাওয়া যায়। বাংলা থেকে থাইল্যান্ড, মালয়েশিয়া এবং কুয়ালালামপুরে সহজেই পৌঁছে যেতে পারবেন।

বাংলা একতা ও ঐক্যবদ্ধতায় বিশ্বাস করে – সকল সম্প্রদায়ের মানুষ এখানে শান্তিতে বাস করে। আমরা বিশ্বাস করি শিল্প বা সংস্কৃতির কোনও ভৌগোলিক সীমানা নেই।

দক্ষতা বিকাশে এক নম্বরে বাংলা। বাংলায় অনেক মেধা আছে। তরুণ প্রজন্ম আমাদের সম্পদ, ওদের জন্য আমি গর্বিত। গত ৪ বছরে দক্ষতা বিকাশে বাংলা ১ নম্বরে। ক্ষুদ্র ও মাঝারি শিল্পে বাংলা ১ নম্বরে। আমরা প্রতিটি ক্ষেত্রে ই-পরিষেবা চালু করেছি।

আমাদের ইন্ডাস্ট্রিয়াল গ্রোথ খারাপ নয়। আমরা চেষ্টা করছি। ২০১৬-১৭ তে ভারতের জিডিপি বৃদ্ধির হার ছিল ৭.১% আর বাংলার জিএসডিপি বৃদ্ধির হার ছিল ৯.১%। শিল্পের ক্ষেত্রেও, ভারতের বৃদ্ধির হার ছিল ৫.৬% এবং বাংলার বৃদ্ধির হার ছিল ৭.২%।

বাংলায় প্রচুর সম্ভাবনা রয়েছে। আমরা ১.৮২ লক্ষ কোটি টাকা বিনিয়োগযোগ্য মূলধন ঋণ দিয়েছি। আমরা যখন ক্ষমতায় আসি, রাজ্যের জিডিপি ছিল ৪.৫ লক্ষ কোটি টাকা, এখন তা দ্বিগুন হয়েছে। আমাদের রাজস্ব আয় দ্বিগুন বেড়েছে। আমরা ৬ বছরে ৮১ লক্ষ নতুন কর্মসংস্থান তৈরি করেছি, ১০০ কোটির বেশী শ্রমদিবস তৈরি করেছি।

বিনিয়োগের জন্য বাংলার অনেক সুবিধা আছে – অবস্থানগত এবং ভৌগলিক সুবিধা, শিল্পবান্ধব ও শান্তিপূর্ণ পরিবেশ, পার্শ্ববর্তী দেশগুলোর সঙ্গে সুসম্পর্ক। আমরা বিভাজনের রাজনীতিতে বিশ্বাসী না।

আমাদের ল্যান্ড ব্যাঙ্ক আছে। আমরা বলপূর্বক জমি অধিগ্রহণ করি না। আমাদের ল্যান্ড ম্যাপ ও সুনির্দিষ্ট জমি নীতি আছে। আমাদের অতিরিক্ত বিদ্যুৎ ব্যাঙ্ক আছে। আমরা পরিকাঠামোগত সবরকম সাহায্য করতে প্রস্তুত।

কিছুদিন আগেই ফিফার অনূর্ধ্ব ১৭ ফুটবল বিশ্বকাপ অনুষ্ঠিত হল কলকাতায়। কোয়ার্টার ফাইনাল, সেমি ফাইনাল ও ফাইনাল ম্যাচ কলকাতায় হয়। ফিফা কর্তৃপক্ষ আমাদের আয়োজনের ভূয়সী প্রশংসা করেছেন।

শিল্পের পাশাপাশি বাংলায় আমরা সামাজিক ক্ষেত্রেও নজর দিই। রাজ্যের ৯০ শতাংশ মানুষ বিভিন্ন প্রকল্পের সরাসরি সুবিধা পান। গরীব ও পিছিয়ে পড়া মানুষদের উন্নয়নের প্রতি আমরা দায়বদ্ধ। মেয়েদের উন্নয়নের জন্য আমাদের চালু করা কন্যাশ্রী প্রকল্প এবছর জন পরিষেবার জন্য রাষ্ট্রসংঘের প্রথম পুরস্কার পেয়েছে।

গত ৬ বছরে ৪৬টি সুপার স্পেশ্যালিটি হাসপাতাল গড়েছি আমরা। মাদার ও চাইল্ড হাব তৈরী করেছি। আমরা বিনামূল্যে সাইকেল, বই দিই ছাত্রছাত্রীদের। বিভিন্ন স্কলারশিপের সুবিধাও পায় তারা।

এখানে উপস্থিত সকল অতিথিকে আগামী ১৬-১৭ই জানুয়ারী ২০১৮য় অনুষ্ঠিত হতে চলা বিশ্ব বঙ্গ বাণিজ্য সম্মেলনে আসার জন্য আহ্বান জানাচ্ছি। ৩০টিরও বেশি দেশ থেকে অতিথিরা আসবেন। আমরা একটি আন্তর্জাতিক মানের কনভেনশন সেন্টার গড়েছি। একটি ইকো-ট্যুরিজম পার্ক তৈরী হয়েছে এখানে। একটি ফিনান্সিয়াল হাবও তৈরী করা হয়েছে।

বাংলায় বিভিন্ন ক্ষেত্রে বিনিয়োগের সম্ভাবনা বিপুল। কারিগরি, পাট, বস্ত্র, পরিষেবা, তথ্যপ্রযুক্তি, খনি, পরিবহন, কৃষি বিপণন – সব ক্ষেত্রেই অনেক সম্ভাবনা। আমাদের জঙ্গল, সমুদ্র, পাহাড় – সব আছে। পর্যটন ক্ষেত্রেও বিশাল সুযোগ। একবার বাংলায় বিনিয়োগ করলে, নিজেরাই পুনরায় বিনিয়োগ করবেন।
