Bangla CM to give away Tele Academy Awards today

Chief Minister Mamata Banerjee will be giving away the Tele Academy Awards today. The prize distribution will be followed by a colourful cultural programme with performances by television artistes.

Actors and technicians working in the television industry will be awarded for their outstanding performances throughout their career as well as over the last year. A Hall of Fame recognition has also been instituted since 2015.

The West Bengal Tele Academy Awards cover the entire array of television productions, rewarding excellence in production, programming, photography and technology, among others.

Teachers are the ones who inculcate values and humanism in us and society: Didi

Chief Minister Mamata Banerjee today gave away the Shiksha Ratna Awards on the occasion of Teachers’ Day. A total of 62 awards were given to 13 schools and their teachers.

On the role of teachers:

Teachers are our guardians, who help us grow up.They play a vital role in our growing up – just like turning saplings into big trees.

Education creates society; society builds civilisation, culture, our conscience; growth of our conscience brings about unity, which in turn creates harmony in society.

Teachers are the architects of society – the more education fills up society, the more will the light of knowledge fill up our lives.

Government programmes:

Our Government is working in difficult conditions. This year too we have to pay off a debt of Rs 55,000 crore.

We have worked in a united, dedicated and determined way. I welcome my criticisers and their constructive criticism, which helps us improve our work.

Bangla is the best state in many areas now; I feel proud when Bangla is taken as a model for the country.

It is our pride that the State Government received a top prize from the United Nations for Kanyashree Prakalpa. The Sabooj Sathi and Utkarsh Bangla schemes also won awards from the United Nations.

All girls are covered by Kanyashree Prakalpa now, by which they are encouraged to complete high school and go in for higher studies.

In many schemes, the Centre stops funding after a few years. We are running schemes like ICDS, Sarva Shiksha Abhiyan, Crop Insurance Scheme with funds from our own coffers. The full premium for the Crop Insurance Scheme is paid by us.

No tax has been imposed on the people for using water. Free treatment, rice at Rs 2 per kilo is being provided.

The Reserve Bank is under the control of the Central Government and so the latter can have funds transferred whenever it feels like, which it has done recently.

The Centre mops up a lot of money from the States in the form of tax; the former is supposed to give back to the latter a big amount, but it does not.

In the last eight years, 42 universities and 7,000 primary schools have been set up in Bangla. The Hindi University Bill was passed in the Assembly today.

About 1,800 schools have been made higher secondary schools; 1 lakh school teachers, 6,500 professors and 264 principals were recruited.

The posts of full-time, part-time and guest lecturers in Government-aided colleges have been converted into category 1 and 2 posts.

At all stages of education, students should always respect teachers.

Salary – Category 1: UGC qualification
Working more than 10 years: Rs 30,000 per month
Working less than 10 years: Rs 26,000 per month

Salary – Category 2: UGC qualification
Working more than 10 years: Rs 20,000 per month
Working less than 10 years: Rs 15,000 per month, to increase by 3% every year
Entitlement of a Rs 3-lakh gratuity if worked for more than 3 years.

Many States have abolished pension, we are continuing with it.

Grade pay
Trained graduate teachers: Increased from Rs 26,000 to Rs 36,000 per month
Graduate teachers: Increased from Rs 25,000 to Rs 29,000 per month
Primary school para-teachers: Increased to Rs 10,000
Upper primary school para-teachers: Increased to Rs 13,000

Pension and e-pension given to retired teachers at the beginning of every month

Over 13 lakh school teachers have been trained.

Swasthya Sathi: Government school, college and university teachers included in the scheme.

Child care leave extended to 730 days, till the child turns 18. Paternal-cum-child care leave introduced.

Maximum age of recruitment of college teachers increased from 37 to 40, age of retirement increased from 60 to 65.

Paid leave introduced for college teachers to pursue higher education

Leave travel concession introduced for college teachers for foreign travel.

It is through teachers that values and humanism are inculcated in society.

Bharat today is not the same Bharat that it was earlier. Teachers need to be aware and remember always that the Constitution, history, traditions, cultures of our country cannot be changed.

Bangla will show the way for India, and in this, the role of teachers is of primary importance.

Respect and support for teachers an integral part of Didi’s Govt

The Trinamool Congress Government, right since it came to power in Bangla in 2011, has been working tirelessly for the betterment of teachers. Chief Minister Mamata Banerjee has always ensured that the Government does its best for teachers.

Among other things, the Government introduced the Siksha Ratna Award for successful teachers in 2011. Mamata Banerjee herself gives away the awards every year.

Today, on the occasion of Teachers’ Day, let us take a look at the various schemes and programmes that the State Government has instituted for teachers.

Recruitment: Over the seven years till May 2018, 50,426 primary teachers and 27,572 upper primary, secondary and higher secondary teachers recruited; post-recruitment training given to 7,56,912 teachers

Siksha Ratna: Started in 2011, right after coming to power, to honour successful teachers from Bangla

Swasthya Sathi: From 2017, all teachers – permanent (full-time), temporary, contractual full-time and para-teachers – brought under the Swasthya Sathi group health insurance scheme

Retirement age: From January 2017, retirement age of college and university teachers increased from 60 to 62

Child-related leave: Fully paid cumulative leave periods for all teachers – school, college and university – 180 days’ maternity leave, 45 days’ paternity-cum-child care leave, 42 days’ (6 weeks) leave in case of miscarriage or abortion, 730 days of child care leave for female teachers for entire period of service and 135 days’ child adoption leave for female teachers

LTC: Leave travel concession (LTC) introduced for college and university teachers

Teacher status for librarians: Status of teacher for librarians, deputy librarians and assistant librarians in all government colleges

Career advancement: Paid study leaves for temporary and contractual government college teachers for studying for PhD; 300 days’ paid study leave and other career assistance for graduate laboratory assistants and laboratory assistants

Student guides: Approval of introduction of UGC Regulations 2016 wherein professors can act as guides for MPhil and PhD candidates

West Bengal University and Colleges (Administration and Regulation) Act, 2017: A host of regulations – composition of management committees of government colleges, provident fund for teaching and non-teaching staff paid by State Government, better transfer facilities for government universities, increasing the quality of education

E-learning: E-learning space created in every State-funded higher education institution where free Wi-Fi/internet facility has been made available for both teachers and students during working hours

 

Bangla the best in financing SHGs

Bangla is number one in the country in financing self-help groups (SHG) in the cooperative sector, said the State Cooperation Minister recently at the first conference of the West Bengal Co-operative Bank Employees’ Sangha in Kolkata.

The minister said that the government is very happy in being able to empower the rural populace, especially women (since they make up the composition of most of the SHGs) across the State.

He said that in financial year 2018-19, the State provided credit to 97,000 SHGs, far ahead of the number two State. Currently there are 2.2 lakh SHGs which are beneficiaries of loans provided by cooperative banks.

At an earlier government function in August, the minister had said that the State Government would be distributing a total loan amount of Rs 180 crore to about one lakh women from rural self-help groups (SHG) so that they can rear goats, cows and hens for poultry products.

Special cell and helplines for backward communities launched by State Govt

The State Backward Classes Welfare (BCW) Department recently launched several initiatives for the redressal of grievances of the people belonging to the backward communities of the State.

A special cell was launched, along with two helplines – a toll-free number and a number for WhatsApp and text messaging. The toll-free number is 1800 5727 730, while the number for text messaging and WhatsApp is 85829 56555.

This measure was adopted in light of the directives provided to the department by Chief Minister Mamata Banerjee to ensure that the SC, ST, tribal and other backward class communities do not encounter any harassment in attaining their caste certificates.

At a meeting held on July 2, 2019 with the Chief Minister and all 84 SC and ST MLAs, irrespective of their political affiliation, the State Assembly had instructed the concerned officials to expedite the process of disbursement of SC/ST certificates since backward class communities require them for admission into schools and universities as well as for jobs in reserved posts in both the State and Central Government.

It may also be mentioned that the BCW Department has delivered more than 90,000 caste certificates to beneficiaries in the last three weeks, via camps across districts.

State Govt giving ‘Career Talk’ in schools and colleges

The Labour Department has started giving ‘Career Talk’ in schools and colleges across the State. The aim is to reach out to students and guide those who are at the threshold of entering the job market.

Motivation, counselling and guidance for career building are being given to the job-seekers. The workshops are meant for creating awareness about employment trends in the job market.

In the last financial year (2018-19), around 494 such sessions have been organised, in which as many as 37,683 candidates have taken part. The department has spent Rs 10.9 lakh for organising such programmes.

Damaged houses to be rebuilt, cracked ones to be repaired: Didi

A meeting was called at Nabanna by Chief Minister Mamata Banerjee today in the aftermath of several houses either crashing or developing major cracks and their residents having to evacuate following water and mud leakage in the East-West Metro tunnel.

A core group headed by the chief secretary has been set up by the Chief Minister to deal with all issues. The other members of the committee are the home secretary, police commissioner, Mayor, MP Sudip Bandyopadhyay, representatives of the affected families and a few officers from Metro Railway.

Experts would be consulted to ensure that people do not have to face such a situation in future. In all, people from 52 houses have been evacuated and would have to be given accommodation till their houses are rebuilt or repaired. The Government would be helping the Metro Railway, the Chief Minister said.

Residents can go back to the houses still intact to recover important documents, taking one person each from the KMC, police, Metro Railway and Disaster Management & Civil Defence Department.

CCTV cameras to be set up at and near evacuated houses to ensure no documents/items get stolen

Those who have lost Aadhaar, Voter ID or ration cards, or certificates, should get in touch with the Govt control room and/or police

As a humanitarian gesture, affected families should be given Rs 5 lakh each immediately

People keeping faith on their Didi: Abhishek Banerjee

Mamata Banerjee inaugurated the ‘Didike Bolo’ mass communication campaign on July 29. Taking the youths of the State along, All India Trinamool Youth Congress President Abhishek Banerjee today began a programme of deepening the impact of the campaign.

Towards that end, the youth president has asked the youth to take a more active part in the Didike Bolo campaign.

Not just solving their own problems, even for knowing the methods for applying for the benefits of developmental schemes like Yuvashree, Sikshashree, Sabooj Sathi, Swasthya Sathi or the numerous others, people are relying on Didike Bolo. Everyone, from various State Government administrative heads to the ordinary people, is hoping for Didi to solve their problems.

Keeping their faiths on their own Didi, in only one month, more than 10 lakh people have dialled 91370 91370, and their faith in Didi has paid off, as proven by the smiles on the faces of the people, said Abhishek Banerjee.

That Didi is always there for the Maa-Mati-Manush of Bangla has been proved once again. The next step is to spread Didike Bolo more widely among the youth and students, and it is they themselves who have to carry this project forward.

The ultimate aim of Didi is to keep the citizens of the State happy and contented – this is the message that the youth under the leadership of Abhsihek Banerjee is trying to deliver to the people.
