Sudip Bandyopadhyay speaks on Union Budget 2014 | Transcript

Hon’ble Chairman Sir, I have two budgets in my hands: one in my left hand is the budget estimate placed by Mr Chidambaram and another one in my right hand is the budget at a glance of this year and this is by Mr Jaitley this year. The size of the budget speeches, the colour of the budget speeches is same and if I exchange them from one hand to the other, nobody could guess which is of Arun Jaitley and which is of Mr P Chidambaram. And even the contents also are same. I will try to show both have very many similarities; as it appears both are the two sides of the same coin.

Sir, I will take up Budget at a Glance of Mr Arun Jaitley ji… in this it is very categorically mentioned that revenue receipt in this budget is Rs 11,89,763 crore and capital receipt is Rs 6,50,129 crore. That is Rs 17,94,892 crores total. Now this is to be divided into plan outlay and non plan outlay. So, what is the plan outlay? It is Rs 5,75,000 crore… this includes new projects, new plans, new innovative ideas to be implemented in reality. And what is non plan? It is the amount we need to meet our day to day expenditure of the setup, of the establishment how the departments will run and function. So,that part it is non plan Rs 12,19,892 crore. So revenue receipt and expenditure is now at par and total cash receipt of the government is 13,64,524 crore.

The fiscal deficit is becoming 4.1% of GDP. I want to know from hon. Finance Minister that whether to achieve this 4.1% GDP is challenging task to you are not? And in what way you are going to implement it when revenue deficit also will be 2.9% of the GDP.

Sir what appeared to me that even after independence eastern region – Bengal, Bihar, Orissa, Tripura, Assam – are the sufferers of the regional imbalances after independence. Jharkhand is also now included. And according to our assessment, West Bengal is the worst sufferer of the regional imbalances after independence. We should urge upon you to consider a few of our demands, which we will place upon you while I am taking part in the debate.

Firstly, you know that in Bengal a government ruled for 34 long years, a communist rule was there and they left behind a massive burden of over Rs 2 lakh crore throwing West Bengal into a debt trap. It is also known that the finance commission had indicated that states Kerala, Punjab and West Bengal were severely debt stressed and in urgent need of rescuing from fiscal distress. For Kerala and Punjab debt to GSDP rate stood at 27.86% and 29.91% whereas the corresponding figure of Bengal was at staggering 38%. Sir, the budget was an occasion when the States of the India and the nation expected that the central government will address debt stressed states of India – at least for West Bengal, Kerala and Punjab. In Bengal over 9 crore of people are looking forward to a waiver of the outstanding debt. Sir we made this appeal when UPA government was also there, they didn’t bother nor give any importance. We met during that time with hon. the then Prime Minister, with the Finance Minister but got no response. Our appeal to you is that make this debt waived – this is a very positive demand that we are making today.

You have made some proposals, Sir, of Rs 100 crore proposals for 28 schemes. Beti padhao beti bachao for 100 crores, madrasha upliftment for 100 crore, tribal welfare for 100 crore. Mr Thambidurai has given you some suggestions, some ideas to follow which Jayalalitha ji has implemented. In West Bengal there is a Kanyashree Prokolpo launched by the state government and our Chief Minister Ms Mamata Banerjee allotted Rs 1000 crore for this project. This project has been appreciated by all the people of Bengal, including all political parties. Nobody dared to criticize the Kanyashree Prokolpo where the girl students were actually benefitted. We request you Sir to consult the Chief Minister of Bengal and take some idea from that Kanyashree Prokolpo which can be implemented in the Centre also.

Sir Rs 200 crore has been allotted for Sardar Ballavbhai Patelji we have no objection but why not another statue can be built of Swami Vivekananda? Every year on 12th of January we observe in India the National Youth Day. Hon. Prime Minister Narendra Modiji also visited Belur Math, Ramkrishna Mission which was created by Swami Vivekananda. He went to take blessings from Swami Atwasthanandaji Maharaj the present President of Belur Math. In election campaign also the BJP Party took the help and shelter of Swami Vivekananda – from statues to pictures. Even according to a press statement made by Modiji, he was advised by the Belur Math President to keep his beard uncut. So, I would request you to take the proposal and one statute of Swami Vivekananda may also be installed in the city of Kolkata.

Next, Sir, I would raise the FDI issue. .Arun ji, BJP was known as a party of national feelings, national ethos, national sentiments and I don’t know how BJP party transferred into a party of FDI. Whether it is a total change of philosophy of BJP, I am interested in to know. FDI has been increased to 49% in our defense sector. We are afraid if foreign groups enter into our defense sector and go through it whether our country will be benefited from it. Similarly you have introduced FDI in insurance sector. We oppose this. We request you to withdraw this 49% FDI, even Mr Thambidurai was making such a request.

When we were minister of the centre, I was also a minister, we resigned. One of the reasons for the resignation was the introduction of FDI into the retail market. We came out from UPA. You people were extending the full support to the traders and said FDI should not be allowed to invade our retail market. So what is your stand now? If it is installed, is allowed in insurance sector, defense sector, are you welcoming the decision of FDI in retail sector also? You have to make it clear in the floor of the house… whether you are in favour of the FDI in retail sector in our country or not…

Next, black money. I would rather say than India has a parallel economy of black money. It was most inspiring when this government came to power and announced that they would take all positive measures to bring back black money which are lying abroad. But in this budget speech very surprisingly nothing was mentioned about this, why this silence? This black money issue… whole country is keen to know… we would expect that the government will announce its ideas and policies… what is their thinking and ideas about black money…

You have announced one programme Namami Ganga… you have said reforms, renovation and beautification. You have taken Kedarnath, Hardwar, Kanpur Allahabad and Delhi and I will like you to add Kolkata also, maybe West Bengal… kahawat hai, sab tirtha bar bar, gangasagar ekbar…. Kaviguru Rabindranath Tagore was cremated at the banks of the river Ganges in Kolkata. Swami Vivekananda was cremated at the banks of the river Ganga. Ramakrishna Paramhansa Deb was cremated by the side of the river Ganges in Kolkata. Iam elected from that constituency in Kolkata as MP. So, Calcutta must be added for this development, beautification renovation of the Ganga, for which I would make a request before you.

Why the Government is silent about jute industry? A tussle is going on between jute and plastic industries. In jute industry there is an involvement of more than two crores of people. Similarly tea is an industry. Finance Minister, I think I want your attention more actively. I am just making a request. I know, tea is another subject where ministry of commerce government looks after it. Darjeeling tea is known as the world famous tea and still the best tea in the world but the export of the Darjeeling tea is gradually diminishing. We are not in No.1 position in tea and other countries are invading us. So tea sector needs to be given all out protection. Regarding royalty for jute we have categorically said give our share be given more, and don’t run only behind plastic industry… we are asking for the revenue share of royalty of coal also.

You are going to setup 8 textile mega clusters. We want you to make one mega cluster in our state of West Bengal because West Bengal is a hub of a textile sector which has several products. So we feel that it is a tragedy and cruel joke on the people of West Bengal and we hope our weavers attain new textile clusters which have been announced in the budget. Along with that I urge upon you with other request that how did you allot Rs 35 crore rural youth of India? It comes to only Rs 2 per youth. What would be a bigger mockery than this.

If I go for a Budget comparison between 2013-14 and 2014-15 it will be:

Education 79451 crore in 2013-14 and now 83 thousand crore.

Health and family welfare budget allocation was Rs 83000 crores – these are all poor people’s departments – it is now Rs 34000 crore only,

Rural development – it was Rs 74000 crore and now it is Rs 78000 crore.

Women and child development – it was Rs 20000 crore and now it is Rs 21000 crore.

Agriculture cooperation was Rs 19000 crore and it is now Rs 22000 crore.

Drinking water and sanitation was Rs 15000 crore and now it is same. Rs 15 thousand.

Environment was Rs 2000 crore and this year also it is Rs 2000 crore

So, I find that compared to the last two years, the allocations are the same.

Price rise and unemployment are at sky-high. How can we manage it? I will give you a proposal. During our younger days, we launched a movement on the street that essential commodities be distributed through PDA system.

I am telling proposing the following essential commodities be supplied through PDA system. In your economic survey you have mentioned that at page no. 138 that record production of food grains and oil seeds has taken place this year. I propose the following essential commodities be supplied through PDA system:

1. Rice 2. Wheat 3. Pulses 4. Sugar 5. Kerosene oil 6. Maize 7. Bajra 8. Groundnut 9. Rapeseed and mustard seed 10. Cotton 11. Tea 12. Salt, and last, Milk

In our country the PDS and postal system carry out their responsibilities with huge efficiency. If we can utilize this PDS properly, that can be the most vibrant step which will be acceptable and common people will really benefit from it. I want a positive response from your end because I think this idea is a positive suggestion from the Opposition. Not only are we criticizing your Budget but we are giving some ideas also. Let this Budget have some pro-people ideas. Also set a precedent that you accept some suggestions beneficial for the hungry people.

In our country, there are still many instances of people fighting with hunger. They are not finding any ways to get benefitted. I request you to increase the wages for 100 days jobs scheme. Increase the number of days to 200. This will send a positive message to those unemployed. They will be benefitted. This is also a positive request.

We want to assure the Government whenever a pro-people decision will be taken, Trinamool Congress will extend a hand of support to the Government. Those decisions which will provide shelter and protection to the poor people, we will give protection to the Government. Our leader Mamata Banerjee has shown how pro-people policies can be taken. Mr Thambidurai is here… there Government in Tamil Nadu has also taken pro-people steps. That is why they have 37 seats and in Bengal out of 42 we have 34.

Whenever any anti-people decision is taken, we do not even think twice before coming out of ministries. It is only Trinamool Congress whose six ministers resigned from the previous Government for increasing the prices of domestic gas, lifting of subsidies from fertilizers and introduction of FDI.

There is a new Government after 10 long years. It is not that the Government must always be criticized. Wherever you will go for a better step, we will standby you. But we will not support any Government which will be of the FDI, by the FDI and for the FDI. I hope the matters about Bengal that I raised will be considered. The UPA Government did not take any step, I hope this Government will take some positive step and will announce the debt waiver for West Bengal Government where we have been kept debt-trapped due 34 years of misrule of the Left Front regime.

WB Govt to provide financial assistance to workers of sick tea gardens

A day before Chief Minister Mamata Banerjee`svisit to Darjeeling Hills, four members of her Cabinet on Tuesday announced thestate government`s `historic` decision to pay FAWLOI (Financial Assistance tothe Workers in Locked Out Industrial Units) to jobless tea workers.

The payment will be effective from threemonths from the date of the plantations` closure. Workers of closed industrialunits used to get FAWLOI after one year from the date of its closure.

Ms Banerjee will be arriving at Bagdograairport at around 2 PM today and leave for Darjeeling Hills.

North Bengal Development Minister GautamDeb, Labour Minister Moloy Ghatak, Food and Supplies Minister Jyotipriyo Mullickand Minister of State for Health Chandrima Bhattacharya today held a meeting atUttarkanya, the branch secretariat in North Bengal, with department authoritiesconcerned, including the district magistrates of the two districts ofJalpaiguri and Alipurduar.

Mr Deb said a coordination committeecomprising top officials of four departments – North Bengal DevelopmentDepartment, Labour Department, Food and Supplies Department and HealthDepartment – two district magistrates in the tea belt and other officials hasbeen constituted to monitor the closed and sick tea plantations.

Mr Mullick said they have asked thecommittee to review the position of those tea plantations and implementation ofthe government`s decision to provide succour and send a weekly report to thestate government.

Notably, the state government took upprompt measures in a bid to stop death of tea workers, following the recentdeath of five workers at Raipur Tea Estate in Jalpaiguri.

Addressing the media at Uttarkanya, Mr Debsaid: “Chief Minister Ms Mamata Banerjee has decided to provide FAWLOI justafter three months from the date of closure of a tea plantation. Earlier,workers used to get the payment only after a year from the date of closure.Workers are also entitled to FAWLOI up to a certain period (three to fivemonths) after reopening of a tea estate. This is a historic decision taken by MsBanerjee.”

According to Mr Deb, workers of Raipur TeaEstate, which is opening almost after 10 months, will be getting FAWLOI forseven months as arrears and that it will continue for some time.

He said 20 beds have been earmarked inNorth Bengal Medical College and Hospital for ailing tea workers who are atpresent undergoing treatment in different hospitals in the tea belt.

At present, five tea estates in the Dooarsand three in the Hills are closed. A total of 23 tea estates, including eightclosed plantations, have been identified as sick and the state would providefood grains to 98,000 workers and their families at Rs 2 per kg under the Antadaya Yojana.

According to the ministers, the state willcontinue to provide cooked food under the SahayProkolpo to jobless workers, build houses under the Indira Awas Yojana and the state`s Geetanjali scheme and supply electricity for minimum use.

West Bengal State Electricity DistributionCompany Ltd has suspended power supply to labourers` quarters in the closed teaestates where electricity bill has been pending for a long time.

Mr Deb said a total of Rs 1.75 crore waspending, according to records at the WBSEDCL. “We will discuss the matter withstate power minister Manish Gupta. A special package would be formulated tosupply minimum power to tea workers,” Mr Deb added.

WB CM writes to Central Govt regarding the plight of tea garden workers

West Bengal Chief Minister Ms MamataBanerjee has written to the Central Minister of State (Independent Charge) forMinistry of Commerce & Industry, Ms Nirmala Sitharaman to address theproblems of the closed tea gardens in the state. She urged the Union Ministerto take necessary steps rejuvenate the tea industry.

The West Bengal Chief Minister has requestfor a financial package which may benefit around three thousand tea workers.The state Government has already stood by the side of the workers in theseclosed tea gardens. A delegation of ministers – including the state FoodMinister, MoS Health, North Bengal Development Minister and Labour Minister – hasalready visited the gardens, clearing several hurdles on spot.

Under the instructions of the ChiefMinister, government officials and engineers have visited the tea garden toassess the condition of the labourers` quarters and repair them throughgovernment schemes like Indira AwasYojana. State government is also distributing cooked food to the joblessworkers of the closed garden and has strengthened the ICDS centres to provide nutritiousto the children.  The workers have alsobeen receiving rice at Rs 2 per kg under the instructions of the ChiefMinister.

WB Govt launches five-point programme to handle rogue taxi drivers

The State government announced a five-pointprogramme to handle rogue taxi drivers and cases of taxi refusals in and aroundthe Kolkata. Transport Minister Mr Madan Mitra laid down the five tenets aftermeeting police officers and taxi union representatives.

  • Taxi owners have tosend details of the drivers to local police stations – The details will includea copy of the driver`s ID card. “The owner can`t justmake money. He has to be responsible as well,” Mr Mitra said. The details willhelp the cops track down errant drivers.
  • Drivers to beslapped a spot fine of Rs 3,000 for refusing passengers – The minister said an errant driver would be arrested if he failed to pay thefine. “Why should an owner face the music for an offence committed by thedriver? The drivers should feel the pinch,” Mr Mitra said. “If a driver refusesfive times in a day, he would be fined on as many occasions.”
  • Crackdown orderedon shuttle cabs – “The police should seize shuttle cabs and arrest thedrivers,” said Mr Mitra.
  • Driving schools tohave a government representative each – 'The representatives will keep tabs onthe training,” Mr Mitra said.
  • Orientation campfor taxi drivers – Kolkata Police has been organizing such camps.

Sudip Bandyopadhyay speaks in Lok Sabha on the Union Budget 2014

Leader of the party in Lok Sabha, ShriSudip Bandyopadhyay today spoke on behalf of the party on the Union Budget2014. At the very outset he began by comparing the Interim Budget by UPA and the Union Budget by NDA and said that the two documents were indistinguishable.

Saying that he was offering constructive criticism and not opposing forthe sake of opposing, Sudip Banerjee went on to detail out the demands ofBengal in his speech. He said that that eastern India, specially, Bengal hasbeen a “sufferer of regional imbalances”.

He said that due to the 34 year old rule ofthe Left, Bengal has become a debt-trapped state. He also cited the FinanceCommission report which classified Bengal, Punjab and Kerala and debt-stressedstates. He demanded that provisions for waiving debt instalments be made in theBudget.

On the allocation of funds for variousprojects, he cited the example of Kanyashree scheme. He informed the House thatKanyashree scheme of the West Bengal Government, which has receivedinternational acclaim, was allocated Rs 1000 crore by the State Govt while theunion finance minister only allocated Rs 100 crore for a similar project `BetiBachao, Beti Padhao`.

Sudip Bandyopadhyay attacked the Centreover the FDI issue. He cautioned them over raising FDI limit in Defence, sayingit will jeopardise national security. He also demanded that 49% FDI ininsurance be withdrawn. He questioned the Finance Minister if he would introduceFDI in retail too.

Mr Banerjee also requested the Centre tomake provisions for the ailing jute and tea industry in Bengal. He urged theFinance Minister to include Bengal in the proposal to set up textile clustersas well as the Namami Ganga project.

“We want to assure the Govt whenever apro-people decision will be taken, Trinamool will extend a hand of support” theleader of the party in Lok Sabha said. He concluded saying, “The previous Govtdid nothing to help Bengal overcome the debt-stress. Hope the new Govt come tothe aid of WB Govt.”

Derek O’Brien speaks on TRAI (Amendment) Bill | Transcript

Sir, when you have a simple, clear, transparent point to make you don’t need 6 minutes. I think we have been granted 6 minutes, we will make it in three or four minutes. The simple point here, Sir, is that on behalf of my party, the Trinamool Congress, we want to call a spade a spade, because we believe, in true Trinamool style, it always helps to be transparent and straight talking.

There are two sides to this argument Sir. The first we heard from the government that there are other statutory bodies which have certain other requirements; so they wanted to provide some logic to match TRAI and the Chairman of TRAI. This is one way of looking at it, and that is why they have brought an Ordinance and a Bill. The first good thing they did… they did not bypass the Parliament

The first point that this side is making is, yes, there are other statutory bodies and we want to bring them up to level playing field. The second point, on the other side which is being made – I am sharing this with you because this is the way we debated it within the party – the second point being made is that this has only been done for one person and this would never happen if this wasn’t for that one person.

Sir to be frank…let us not be coy, let us not be bashful, this was done for one person. If it was done for one person, who was this person? This person is no less a person than the Principal Secretary to the Prime Minister. Now here, unlike some people who generally feel that Trinamool Congress will play a role of a destructive Opposition – you show us the flag and we will say no no – no Sir, we are a constructive Opposition. We are going to give you at the end of it all three good reasons why we are behind this.

Because at the end of it, it is not about statutory bodies; that is all hogwash. It is not about one person bending a rule, it is about having one person, a key person you need to have there, the Prime Minister needs this person and why does he need this person? Our simple understanding is he needs him for three reasons… and the three reasons will only take me ten seconds…

First reason is good governance. The second reason is good governance and third reason is good governance. I will leave it at that Sir. Thank you

 

Industrial sector on a process of rejuvenation in Bengal, shows Economic Review

The West Bengal Government under the ableleadership of Chief Minister Ms Mamata Banerjee has shown positive intentionsto revive the state of industries in West Bengal. Recently, the Changhi AirportAuthority, which is instrumental in setting up the Andal Airport has said thatthe environment for industries in West Bengal is perfect. The Chief Ministermay visit Singapore after an official invitation from the Singapore Government.

The state of industries in West Bengal ison a process of rejuvenation. According to Economic Review (2013-14), theperiod from April 2013 to January 2014 saw an investment of Rs 17732.01 crorein 150 units in the State. The total employment during this period is 129364.The State Government has also undertaken some specific steps like givingHolding Land clearances above Ceiling Limit. Seven companies have alreadyreceived such clearances. Rs 7125.62 crore have been invested in the State as aresult. The Economic Review states that the rate of industrial development inthe State is higher than the national average.

It is absolutely certain that therejuvenation process for Bengal`s industrial sector is going on in full swing. What itneeds is more time. It may be pointed out that the Trinamool Government had tostart from scratch as there was no proper industrial infrastructure in most ofthe places. The state Government is inclined to fit in its own resources andskills to bring in more industry, rather than depending upon the aids of theCentral Government, which is denying even the rightful claims.

From the bottom of the table, Bengal has risen to the top now: WB CM at Kolaghat

West Bengal Chief Minister Ms MamataBanerjee chaired an administrative meeting today at Kolaghat to review thedevelopmental works being taken up in Purba Medinipur. Administrativeofficials from the district as well as the State Secretariat were present atthe meeting. 

The review meetings are innovative measures where the CM takesstock of ongoing projects, clears hurdles by taking immediate decision andplans for newer developmental processes by inspecting the needs of the regionat a firsthand basis.

The Chief Minister also addressed a publicmeeting at Kolaghat KTPS Ground where she inaugurated several projects. Thecompleted projects include new roads, polytechnic colleges, barracks forhome-guards, irrigation projects, pipelined water supply projects, girl`sschools and hostels, a 33/11 KV power station at Jinandapur, SNCU unit in Egra MahakumaHospital and other such projects.

West Bengal Chief Minister also laid the foundation stones for projects like new roads, carpet clusters, marketing hubs,hostels for boys and girls. She also distributed benefits like Kanyashree, Yuvashree, Indiara Awas Yojna,Nijo Bhumi Nijo Griha, land pattas,agro-machineries and various other such grants and loans.

Excerpts from the Chief Minister`s speech:

I welcome all my brothers and sisters whoare present here. Today we will conduct a block and panchayat leveladministrative review meeting for this district. This will be our 65thadministrative review meeting in different districts of the State. The peoplefrom districts no longer need to go to Kolkata for official work; theSecretariat visits the districts now. We will complete such meetings in rest ofthe districts by mid-August. We will celebrate Kanyashree Dibas on August 14 at block level. We will complete registration of 13 lakh Kanyashree beneficiaries by August 14.

We are setting up several polytechniccolleges, ITIs, Kisan Mandis and marketing hubs for this district. We aresetting up 500 marketing hubs across Bengal. One lakh people will getemployment. We are calling this project KarmaTirtha. Fifty such hubs have been inaugurated already.

We have opened 6 fair price medicine shopsin this district. Work for Kisan Mandis is going on in 5 blocks. 2 new fairprice medicine shops will start operating at Egra and Digha. We offer 60-70%discount at fair price medicine shops. Two new fair price diagnostic centreswill come up at Nandigram and Tamluk. A Critical Care Unit will startfunctioning at Tamluk district hospital. Twenty SNSUs are also coming up there.We are setting up an IT hub and Industrial Hub in Haldia.

Floods are the biggest concern for thisdistrict. We have undertaken a project for flood control. We have asked IITKharagpur to prepare a project report regarding Ghatal Master Plan for floodcontrol. Kolaghat bridge was in utter disarray earlier. Roads were in badshape. We have repaired them.

As Rail Minister I did a lot for thisdistrict. The Centre has deprived Bengal in this year`s Budget. Both UPA andNDA have deprived Bengal in their Railway Budgets. We do not want alms. We willsurvive on our own. Nijera korbo, NijeraLorbo, Nijera Gorbo.

We have made Nandigram a health district.We are against forceful acquisition of land. We have land banks. We will allotland for projects from our bank. This region has huge tourism potential. DighaDevelopment Corporation is doing a good job in boosting the infrastructure.

We are setting up a women`s college inTamluk named after Matangini Hazra. Till 2011 Bengal had only 38 Govt colleges.In 3 years, we have set up 31 new Govt colleges. The Left Front Govt set uponly 3 universities in 34 years. We set up 8 new universities in 3 years. TheMCI cancelled 1045 medical seats in Bengal. We fought and got all seatsrestored.

From 17th rank we have come to the rank 1in 100 Days Work Scheme. Welfare of poor people is our responsibility. Thisdistrict has achieved 100% coverage of mid-day meal scheme. Our Govt. has evenbrought out schemes to help poor folk artistes so that they can earn alivelihood.

We have increased the revenue of our State.Our GSDP and growth in industrial as well as service sector are more thannational average. We have to pay huge amount as debt interest. In spite of thefinancial crunch, we have instituted projects like Kanyashree and Yuvashree

Central Government has allotted Rs 3 crore for each state in their project foryoung girls, our population in WB is 8 crore. What will each girl get? We haveallotted Rs 1000 crore for our Kanyashreescheme. Every work should be done in a proper manner. From the bottom of the table, Bengal has risen to the top in a number of sectors.

I will not leave the side of the people; Iwill fight for their respect. I will fight for our Maa, Mati, Manush. This is the land of Rabindranath, Nazrul,Dwijendralal, Atulprasad and Matangini Hazra. We will fight for our soil; wewill not let anybody to disrespect it.

Trinamool MPs Dinesh Trivedi and Suvendu Adhikari oppose the Railway Budget in Lok Sabha

Trinamool Congress on Monday launched averbal protest in Lok Sabha against the deprivation of Bengal in Railway Budget.During a debate on Rail Budget 2014, Trinamool MPs Mr Suvendu Adhkari and MrDinesh Trivedi protested against the Rail Budget with facts and figures.

In the Lok Sabha, Trinamool MP Mr SuvenduAdhikari said that the 2014 Rail Budget was aimless, visionless, baseless andanti-people. He pointed out that several metro projects for Kolkata – the MetroExtension Project from Howrah Maidan to Salt Lake Sector V, BBD Bag to Joka,Noapara to Barasat, New Garia to Netaji Subhas Chandra Bose InternationalAirport – were declared in 2009-10 and sanctioned by the Railway Board and thePlanning Commission. The cost of the projects was Rs 11,257 crore. Thebudgetary allocation in 2014-15 has been only Rs 538 crore whereas the balancerequired to complete the work is Rs 10,719 crore. 

He also pointed out that thewagon industry in Haldia, which was announced in 2011-12 needed Rs 36.36 crorewhere as the allotment in Budget has been only Rs 24.80 crore and it stillneeds Rs 11.56 crore. He gave many other such examples where the State has beencompletely ignored in cases of most of the ongoing projects. He pointed outthat the Central Government is trying to destroy all the thirty four projectsin the State.

Suvendu Adhikari also said that West Bengaldoes not need any projects as alms. The Railway Ministry should concentrate oncomplete the ongoing projects within the stipulated time, he said. He added thatwhen the party Chairperson Ms Mamata Banerjee was the Union Rail Minister shemade it sure that the common people are not burdened. She had started the Izzattickets for the backward classes. 

Former Railway Minister and Trinamool MP MrDinesh Trivedi in his speech said that the idea of Bullet trains were a part ofVision 2020 document made by former Railway Minister Ms Mamata Banerjee. Healso urged the Rail Minister to share the revenue model of the PPP projectsthat are to be undertaken. Mr Trivedi strongly protested the introduction ofFDI in Indian Railways. He argued that the budgetary allocation of Govt ofIndia should be increased. He cited the example of China and Japan where majorshare of the expenses of Railways came from the Government. He added that Railwaysshould be run as a medium of social welfare rather than thinking aboutcommercial viability.

WB Govt to form a welfare board for transgenders

West Bengal Government is going to set up aseparate welfare board for transgenders, Minister for Women and Social Welfare,Dr Shashi Panja told reporters. The board will function under her department,she added. The Minister said that the State Government is very much inclined tohelp the transgender people and protect their rights.

The Government is taking steps to draw aplan for the welfare of the transgender people by roping in NGOs. Initially theGovernment will ascertain the number of people belonging to the third genderand provide them with the required health facilities.

The Department will also organise discussionprogrammes on various transgender issues. The minister said that all NGOsworking for transgenders will be asked to share their suggestions and opinionsregarding the functioning and working areas of the board.

Once the board starts functioning, peoplebelonging to transgender community will be given identification cards and willbe entitled to government schemes like IndiaraAwas Yojna, government grants, ration cards, health services and other suchfacilities.
