It will Take Years to Wash Away Filth Left Behind by Communists

West Bengal chief minister Mamata Banerjee says her government will pursue Expressions of Interest worth over 95,000 crore received from business houses, to take Bengal forward from hope to reality in her second year in office. In her first interview with the Indian media since completing her tumultuous first year, she talks to Basistha Basu about her plan to turn around the state, her penchant for staying in headlines for all the wrong reasons and more. Excerpts:

Are you satisfied with your government`s performance in its first year? 

I can only humbly state that our achievements have been multi-dimensional, covering a whole range of areas, and personally very satisfying. West Bengal was in a state of complete rot, courtesy 34 years of Marxist misrule. We started the reforms deep down, taking a bottom-up approach. No flashy moves would suffice. If Bengal is to be restored to its old glory, one had to start deep down in the system. For the effects to show on the surface, it will take time. Our success in curbing Left-wing extremism in Jangalmahal has begun to show results already. We achieved this through a two pronged strategy of intelligence based security action and a massive development in the region. We have attempted to correct the deep structural problem that had arisen due to CPM`s heinous policy of upholding narrow partisan interests over professional governance. We are trying to rectify deep-rooted maladies in law enforcement, health care, water resource development, power generation, education, technical training and skill development. I can go on listing all the measures we have introduced to benefit people, but briefly, let me assure you that work is going on at a dizzying pace.

Do you sometimes feel you were better off during your campaigning days than as the chief minister of a near-bankrupt state?

(Smiles) It used to be said that if Bengal were to be auctioned, no one would pay even a rupee for it! But seriously, when we took over, Bengal was in a mess. It will take years to wash away all the filth left behind by the communists, to make Bengal shine once again. This is a huge challenge for me and my team. I have personally never shied away from a challenge, and we will succeed in this too.

Do you feel let down by the Centre`s response to your demands for the state? 

That is there for all to see. We have asked them many times, but we are not beggars. No one from Bengal will go (to Delhi) with a begging bowl. We have a strong case. Everyone knows we have not been granted any special favours.

Do you have an alternate plan in place, in case the Centre does not provide debt relief to the state? 

I wish I could tell you, oh yes, don`t worry, but I can`t because the problem is so huge. The outstanding debt is about 2.3 lakh crore. Of this, the Left Front government had left an uncovered debt of 2 lakh crore. It did not pass the Fiscal Responsibility and Budget Management Act, and yet each time it borrowed additional funds, it got the Centre�s permission to do so. So, why shouldn`t the Centre take some responsibility for the financial mess that Bengal is in today? The debt to GSDP ratio of Bengal is the highest, at 38%, according to the finance commission, while it is less than 30% in both Kerala and Punjab. My government isn`t responsible for this; we inherited this. The Centre gave moratorium on interest repayment to Punjab twice and also looked at debt write-off. That`s all we are asking for such a moratorium for three years, so that we can recover a bit.

Meanwhile, to tide over things here, we have raised additional revenue of 4,000 crore in 2011-12, and plan to raise another 6,000 crore in 2012-13. Our e-governance reform has led to much higher compliance. We are doing our best, but we simply cannot handle a 2.3 lakh crore debt burden ourselves. This debt trap is a vicious cycle and we cannot do without some legitimate relief. After all, we are accountable to over 90 million people of this state who have placed their trust in us.

Do you believe the UPA needs you more than you need it? 

(Smiles) It is not about needing more or less. It is about the political reality. After Congress, the Trinamool is the largest

party in the UPA-II. We want UPA-II to last its full term, but we must be given respect. Let me tell you something frankly. When it comes to appointments of governors or nominated members etc, we have never made any demands. That, the Congress decides. We have our manifesto and we may be a small party, but to us, self-respect and love of the people is everything.

Among the names doing the rounds as possible candidates for the upcoming presidential election, who, in your view, will make the best President?

(A big smile breaks on her face) I am talking to ET, right? So, let us resist speculation (laughing). Whom the Congress party will name is its internal matter. Let us be patient. There is still time.

There is a perception that your party and government begin and end with you. Do you plan to keep it that way?

(With a fleeting frown) I can see you asking the same question to Sonia ji, Nitish Kumar or Jayalalithaa. Yes, it is true that our party is like a big family and my colleagues treat me as the head of the family. We have our systems, our talent, our resources. We have a totally democratic set-up, but very often the party authorises me to take the final call. This is our party matter, so please�(somewhat reflectively) I am not any golden girl born with a golden spoon. My years of struggle and commitment to the people are my strength. Let people judge, no problem. I am always with the people.

A year ago, many people looked upon you as a messiah. Do you believe that perception has taken a knock?

That`s understandable. People expected me to change Bengal perhaps overnight, which was not possible. I did deliver Bengal once, driving the Marxists out of power, and I hope to do so again by pulling it up from the morass it is in. But this will take time. Look at the unemployment scenario, for example. The communists left behind 10 million jobless. Over the past year, we have created 500,000 jobs, and our target for 2012-13 is one million. We hope to accelerate the pace, so that at least by the end of our first five years we succeed in wiping the backlog to a large extent.

You have been getting a lot of bad press of late. Does that worry you? 

The media will write what it has to and I have always said that I do not mind constructive criticism. But what I do mind is motivated and planned vilification, or outright character assassination by a small group of people and a section of the media which has deep vested interests.

Among your decisions that drew flak in the media was the removal of railway minister Dinesh Trivedi. Were you angry with him because he raised fares, or because he did so without your approval?

The Trinamool Congress believes in the Vision 2020 document, outlined by the Indian Railways three years ago. Any attempt to derail this vision is unacceptable. Also, we are committed to the safety and welfare of the common man. A hike in fares is not the solution. Other options have to be explored. The Railways have to find the right balance between commercial viability and social responsibility. It is the lifeline of the nation.

Then, you were accused of intolerance over the cartoon controversy. Would you like to tell us whether (a) you laugh at yourself; (b) you can tolerate criticism; and (c) you have a habit of taking every comment to heart?

(a) I can and I do so often; (b) I can, if such criticism is constructive; and (c) No, not always. (She puts her phone away and looks straight) Now if that has answered your three questions, let me tell you that the Trinamool Congress, more than many other parties, has benefited tremendously from its partnership with the social media. As such, we don�t just tolerate social media, we cherish it. Having said that, we also realise the anarchic nature of its universe. It is impossible to police it 24×7. Social media plays by certain rules, some unique to its ecosystem and still evolving, while others are more universal. One may need to be careful about these. We have, in recent days, come across some material on the social media, which I want to tell you about. There was, for example, a blog post that incited hate against other ethnic groups, an image that portrayed a deity with the face of a dog, and a social media account that was hacked into by someone impersonating a schoolmate and using this account to tell a college in the USA that the account-holder was not interested in the college�s admission offer. It may be difficult to pre-empt uploading of such material, but it is potentially very dangerous. Calling for steps to check the damage from such material is, I think, perfectly legitimate.

Looking back at your recent interaction with students at the Town Hall, do you think you could have handled the situation differently than walking out of the event abruptly? 

The audience was supposed to reflect a cross section of Bengal, but it was more like a planted gathering. I was shocked to hear later that there was an allegation of authoritarianism against me � against someone who has fought for 40 long years against the authoritarianism of the Marxists, the super fascists. But, talking about hindsight, well, as you know, I am an emotional person. It is better to be transparent and emotional, because I have nothing to hide. People know that. Maybe that is my minus point (laughs).

What do you regard as your major achievements over the past year? 

Betterment of conditions for the minorities, who form a large part of the state�s population and have been neglected for long. Then, e-governance; public-private partnerships for highways, feeder road construction and 34 multi-speciality hospitals; single-window application system and reduction of red tape to start new businesses in the state; ongoing reforms in the education sector and the appointment of 46,000 new teachers; creation of four new police commissionerates in densely populated areas to strengthen law and order and recruitment of about 35,000 police personnel. Last, but not least, resolution of the Jangalmahal crisis and cooling of the Darjeeling hills. Look at the number of tourists flocking to the Dooars and Darjeeling this year. Besides, of course, we took steps to boost agriculture and manufacturing.

What specific steps have you taken for agriculture and manufacturing?

Let me first point out that the average annual agricultural growth in the state had declined sharply from 17% in 1965-76 to 8% in 2000-07. Now, we have a 70% rural population, which we need to look after. Over the next four years, we plan to restore agricultural growth to its earlier pace at a sustainable basis. From 2011-12, we first started building cold storages in all 341 administrative blocks and a kisan mandi alongside each. Much more is on the cards. Similarly, manufacturing in Bengal had declined from 12% in 1976-77 to a mere 3% in 2008-09. We are determined to reverse this trend.

Do you plan to woo the big guns of India Inc as well, or do you envision growth only through small and medium scale enterprises? 

Big guns or small bullets, I do not know. But what I do know is that we have already received Expressions of Interest worth over 95,000 crore.

Could you please elaborate on this? 

Let me just name a few – TVS, a GAIL joint venture in Greater Calcutta Gas Supply Company, a SAIL JV with Indian Railways to manufacture wagons in Asansol, a Frito Lay project, which is a unique case of aggregating small potato farmers. This is just the beginning.

What are your priorities for 2012-13?

We had to spend our first three months just fishing out files from the various departments at Writers� Buildings. So, all the work that we did was actually done in the balance nine months. In our second year, we will focus only on plan implementation. On the industry front, we will concentrate on the EoIs to take Bengal forward from hope to reality. These are exciting times.

Chief Minister pays tributes to `Bidrohi Kobi`, lays foundation stone of Nazrul Tirtha

`I am pleased to inform you that we have taken a series of projects to honour the poet, we are going to build a state-of-the-art study centre `Nazrul Tirtha`, were the words of West Bengal Chief Minister Ms. Mamata Banerjee who inaugurated who was at a special programme organized by the Ministry of Culture, West Bengal Government to commemorate the 113th birth anniversary of Kazi Nazrul Islam at Nazrul Manch.

Kazi Nazrul Islam who was also called Bidrohi Kobi (Rebel Poet) had lived an eventful life. A secular in true sense, Nazrul Islam was born into a Muslim Quazi (justice) family in India, received religious education and worked as a Muezzin at a local mosque. Nazrul is officially recognised as the national poet of Bangladesh. After serving in the British Indian Army as `Havildar`, Nazrul established himself as a journalist in Kolkata (then Calcutta). He learned of poetry, drama, and literature while working with theatrical groups. Kazi Nazrul was a poet, musician and revolutionary who pioneered poetic works espousing intense spiritual rebellion against fascism and oppression. He wrote and composed music for nearly 4,000 songs (including gramophone records), collectively known as Nazrulgeeti (Nazrul songs). The poet did not stop at this but started composing the very first ghazals in Bengali, transforming a form of poetry written mainly in Persian and Urdu. Nazrul Islam became the first person to introduce Islam into the larger mainstream tradition of Bengali music. He had penned numerous Shyama Sangeet (devotional songs in praise of Goddess Kali). His famous writing `Mora ekti brinte duti kusum Hindu Musalman, ekti tar noyonmoni onno ti tar praan` (We are like two buds on a tree ready to blossom, Hindu and Muslim, if one is considered to be its vision then later is the heart) was more than enough to prove what a great philosopher and secular person he was and he could solve the age old communal issue by just penning down these few beautiful and meaningful lines.

Speaking on this occasion Ms. Mamata Banerjee said, `I am pleased to inform you that we have taken a series of projects to honour the poet, we are going to build a state-of-the-art study centre `Nazrul Tirtha`. This will be a place which will enable those willing to study or read on Nazrul Islam to gather important material`. Chief Minister said that she strongly feels the need to apprise the young people of these big people and their contributions. `I am really ashamed to think that the previous government did nothing to honour Nazrul Islam, nothing has been done. I had myself been to Churulia in Asansol and have seen the place where Kazi Nazrul was born, the place which should have been development and restored into a monument lay in oblivion. Those residing there have not maintained. I have decided to do the needful`, said Ms. Banerjee who reiterated that if the government don`t take initiatives to restore such places then how will the next generation com to know about them. `I have decided to link the place with rail root and I have already given the instruction to concerned authority`, added Chief Minister.

`Today rather just now we will lay the foundation of the Nazrul Tirtha and I want you all to stand up when we do so as a mark of respect to the poet. After being through many locations finally we have marked the place to build the Centre in Rajarhat opposite HIDCO office. Initially though, I planned to the Centre at Indira Bhawan in Salt Lake as the place is laying vacant and this would have make the place worth mentioning but I have changed my mind and decided to build it at the new location owing to so much criticisms`, said the Chief Minister who lay the foundation stone of the building by pulling the curtains. `However, let me make one thing very clear that under no circumstances I will tolerate any mud slinging in the name of Rabindranath Tagore, Kazi Nazrul Islam or Swami Vivekananda and therefore I will not build the Nazrul Tirtha in Salt Lake`, added Ms. Banerjee The architectural style of the proposed Nazrul Academy will be similar to the aesthetic European-style heritage buildings. The academy will be a complete educational and research centre on Kazi Nazrul Islam. It will have an archive, an audio-visual arena, a library, a reading room and a research centre. It will be meant for anyone with an interest in Nazrul, including students and research scholars. Nazrul's works will also be on display and people will be able to purchase his books.  

Earlier in the day Chief Minister paid her floral tributes to Kazi Nazrul Islam by garlanding the portrait of the poet at the Writers Building. Poet's daughter-in-law Kalyani Kazi alongwith the grand son and grand daughter were present on this occasion. Noted Nazrulgeeti exponent and Trinamool Congress MLA Dr. Anup Ghosal sang a few popular songs.

Chief Minister aggrieved over the petroleum price hike, says unacceptable

West Bengal Chief Minister Ms. Mamata Banerjee held a Press conference on Wednesday evening to express her dissatisfaction over the sudden petroleum price hike.

Reacting to the issue she said that she was unable to understand that on what grounds the United Progressive Alliance (UPA) government was hell-bent on increasing the petroleum prices especially when there has been a steady downfall in the price of crude oil in the international market, `I want to show you this graphic which shows that the price of crude oil in the international market has come down to $108 which was $125 earlier, I am showing you a report of March this year`. Ms. Mamata Banerjee who has raised her voice in the past too over the same issue compelling the UPA to withdraw the hike, on Wednesday again she reiterated her stand and said, `I am not going to accept in any circumstances a hike when the prices have gone down in the international market, will not accept this ploy to burden the common man`.

`I am concerned over the hike and I feel that this is due to the devaluation of Indian rupee in the market which has compelled investors to withdraw from the market and result is gross mismanagement showing on the Indian economy, I feel days are going to be very hard`. She asked if such was the situation then why was the UPA keeping silent on the issue and did not do anything to counter the situation in the past.

`I am not  a economist and I don`t understand this better but I at the same time condemn the this ploy to increase money as I regard this is the easy option and this is unacceptable`, said Ms. Mamata Banerjee, `I will not accept this as increasing price and putting all the burden on the masses is not done`, said the Chief Minister.

 
`Even if I agree for an argument sake that there is a problem then why did the UPA government not discussed this with all the member parties, they should always remember that the UPA is an alliance government and that they are not running the government on their own. They must understand like them other parties too have some say in the government and they should make it a point to take all the alliance parties into account and discuss an issue before, `I am totally in a dark. As you all are aware we are an alliance at the Centre. In all perspective they will have to take all the parties into account and I want express my dissatisfaction for not being consulted or discussed`, added Chief Minister. 

`Walking out of the UPA could be an easy preposition but the implications could be severe as that will lead to instability and I cannot allow that to happen either. I am not like the CPI(M) party, we do respect stability. I consider political and economic stability is most important element for a country to prosper.  We are committed to this government and I will not topple the government. However, I will not accept such a decision either. being in an alliance government does not mean that I cannot express my views or raise my voice against the increase. I will certainly protest against the wrong and I am doing this in the interest of the masses`.  
 
Lastly, she said asked in astonishment that why the UPA government did not raise the price hike issue in the Parliament when the house was in session till yesterday, as this could have enabled the members to discuss all the possibilities in a debate but she said that the UPA did not care to raise the issue. `Why are they doing this every time, I sincerely;y want to understand. I am really worried about the way UPA government is treating its alliances and would only request the UPA to think for the masses which is already under so much financial constraints and another jolt will simply make them out of balance`, said Chief Minister.
 
` We are aggrieved, sad and angry over this decision. However, I am ready to talk over the issue if they want to have a dialogue but why should I call if they are not willing to talk, added Ms. Mamata Banerjee.

Pragati Mela focuses all the developmental work under one roof

The West Bengal government organized `Pragati Utsav` at the Milan Mela complex to commemorate one-year of Maa, Mati Manush government in office. On this occasion West Bengal Chief Minister Ms. Mamata Banerjee greeted all and said, `I express my gratitude and simultaneously congratulate you all on the occasion of one-year completion. I want you to judge the past year and tell me if you felt `poriborton`. Bengal will again look up and I promise you that I will continue to work towards it. I have dedicated my life for Bengal, every moment is important and we cannot afford to lose time`.                                                             

The fair which will be on till May 26, 2012 will depict various achievement of the government within a span of one year. `There is a need to know our culture and heritage even more as they are the backbone of our society. I want my children to read and learn English as the past government was instrumental in taking back our state on the education front but I feel now it is the time of change and  Bengal will gain the lost glory again`, added Chief Minister. 

Speaking on the issue of Singur, Chief Minister Ms. Mamata Banerjee expressing her concern, ` The farmers of Singur have been waiting for land since 2006. Several of them who did not accept compensation cheques are in distress`. `I am committed to the people of Singur and I will see that they get justice. Though we have acquired the plot, we have not been able to give it back to farmers as the matter is sub-judice. The government has decided to give each of these families a monthly stipend of 1,000 till they get the land`. Assuring her full cooperation to the hapless people in the area she reiterates that the Maa, Mati, Manush government will distribute rice to the `affected families` in Singur at 2/kg, similar to a rice subsidy scheme for cyclone-affected people in the Sunderbans also`, says Chief Minister.

Apprising of the achievements Ms. Banerjee says that her government is instrumental in creating five-lakh government jobs, three-lakh jobs generated in private sector, 1.5 lakh jobs in small scale units. Kisan Mandi in rural areas 341 cold storages to come up in 341 blocks 5000 new schools and 100 technical institutes established 500 additional seats created in medical colleges in one year 2% drop in infant mortality rate in 10 months.  She maintains that ushering in e-governance in multiple spheres, revitalizing industry by setting up 16 railway units, attracting investment worth Rs 95,000 crore, improving agricultural productivity, reducing infant mortality and augmenting health infrastructure.
Chief Minister also mentions her idea to initiate a `fuelled all round development` by taking the Writers’ to the districts.

Referring to two biggest achievements during the past one-year, Hills and Jangalmahal, she said that when she took over as the Chief Minister of the state she was terrified to find out the lawlessness across various districts and regions and realised that the challenges were immense but after completion of one-year she is happy that many of them have been sorted out. `Bengal is witnessing a new awakening. When the new government came to power, it faced several challenges. Today I can tell you that my darling Darjeeling is smiling and my Jangalmahal laughing`, says the Chief Minister referring to her two biggest achievements during the past one-year.

`We have started the Swarna Sarak Yojona, the idea came after seeing the success of Golden Quadrilateral, as this will improve communication and ignite development. We can and we will. Bengal will regain its lost glory. Bengal will once again emerge as the frontrunner. The idiom ‘What Bengal thinks today, India thinks tomorrow’ will once again ring true. Maa, Mati , Manush is my concern and under no circumstances I will  tolerate any harassment to the people`, says Chief Minister.

RETURN OF FORCIBLY ACQUIRED LAND IN SINGUR

The disputed Singur land has already been taken back by the new Government. `Singur Land Rehabilation & Development Act` has been enacted to retrieve the land forcibly taken from the farmers by the erstwhile Government. The issue is sub-judice now. The Government is making all efforts to resolve the issue at the earliest.

NO MORE FORCIBLE ACQUSITION OF LAND

  • Government has adopted a new land use policy. There will be no `forcible acquisition of land`.
  • A Land Bank to ensure better utilization of the land are being formulated by the new Government. A Land Use Map is being prepared.

SUPPORT TO FARMERS TO GROW CROPS

  • Institutional finance arranged through Kisan Credit Cards at very low interest. Seven Lacs KCCs issued.
  • 20 lac tons higher production of cereals has been achieved than the previous year.
  • For the first time, more than 20 lac tons of paddy has been produced at Minimum support Price (MSP) against cheque payments to the farmers.

MARKETING SUPPORT

  • 341 Kisan Mandis being created.
  • 341 Cold Stores to be established.
  • Market promotion of Bengal Aromatic Rice, viz. Gobindabhog, Tulaipanji and other food products are being undertaken within and outside the country. The Standing Committee of Rajya Sabha has recommended to export these rice varieties consequent to the initiatives taken by the Agri. Marketing Deptt.
  • Through close monitoring and supervision of agricultural market by the Task Force, since October 2011; potato farmers have realized highest ever remunerative price in 2012.
  • Agriculture produces are being sold through Mother Dairy Booths from farmers to consumers. Farmers are realizing better price while consumers are getting those at reasonable prices.
  • ARD Department turned around operations of Mother Dairy from a loss of 6 crore to a profit of 1 crore per month.
  • 20,000 persons were helped by Mother Dairy through �self-help group� activity.

BENGAL ATTRACTS INVESTMENT

  • 95,000 crore worth of investment attracted.

IMPROVEMENT IN LAW ENFORCEMENT

  • Four new police commissionerates have been created.
  • 65 Lady Police Stations planned; 10 already opened.
  • 19 Human Rights Courts in 19 Districts established and 6 CBI Courts established.
  • With the effective dual strategy adopted by the new Government, violence has decreased substantially in the Jangalmahal areas. The number of violent incidents during June�11 and april�12 has drastically reduced to 13 from 183 during the corresponding period in the previous year.

BETTER HEALTH CARE

  • 34 new Super Speciality Hospitals to be opened.
  • 7 new Health Districts being created � 2 completed.
  • 20 new Health Sick Newborn Care Units opened and 20 more to be opened.
  • About 3000 beds in hospital have been added.
  • Medical seats increased by 536.
  • Tie – up of peripheral hospitals with medical colleges in order to disseminate skills and tertiary care support.

NEW EMPLOYMENT OPPURTUNITIES CREATED

  • 15 crore job days created in MGNREGA.
  • 3 lakh job opportunities created in private sector and industries..85 lakh job opportunities created in Govt. Sector.
  • Additional 1.25 lakh jobs in Small Scale Industries Sector.
  • Age eligibility for Govt. jobs enhanced from 32 years to 40 years for General Caste 42 years to 45 years for SCs and STs and 40 years to 43 years for OBC�s.
  • Employment bank is being created.

WATER RESOURCE DEVELOPMENT

  • Under �Jal Dharo Jal Bharo� programme, 18500 ponds already excavated. Target has been fixed to excavate 50,000 ponds in 5 years.

IMPROVED POWER GENERATION AND SUPPLY

  • For the first time the State has experienced round the clock power surplus situation in the summer on sustained basis.

UNPRECEDENTED CARE FOR MINORITIES

  • 10,000 Madrasahs to be recognized
  • Monthly honorarium of Rs. 2500 to Imams and Rs. 1000 to Muazins to be paid through Wakf Board.
  • 19 new minority Bhavans to be opened in 19 districts.
  • For A new Haj Tower, 5 acres land has been allotted.
  • For new campus of the Aliah University , 20 acres has been allotted at Rajarhat.

  • Under Backward Region Grant Fund (BRGF) a total of 141 schemes (of roads and bridges) have been taken up, covering an approximate length of 1770.1 KM in 11 districts at a total cost of Rs. 1474 crore.

PANCHAYAT AND RURAL DEVELOPMENT

Return of forcibly acquired land in Singur

The disputed Singur land has already been taken back by the new government. `Singur Land Rehabilitation & Development Act` has been enacted to retrieve the land forcibly taken from the farmers by the erstwhile government. The issue is sub-judice now. The government is making all efforts to resolve the issue at the earliest.

No more forcible acquisition of land

Government has adopted a new land use policy. There will be no `forcible acquisition of land`.

A land bank to ensure better utilization of the land are being formulated by the new government. A land use map is being prepared.

Support to farmers to grow more crops

Institutional finance arranged through `Kishan` credit cards at very low interest. Seven lac KCCs issued.

20 lac tons higher production of cereals has been achieved than the previous year.

For the first time, more than 20 lac tons of paddy has been procured at minimum support price (msp) against cheque payments to the farmers.

Huge rally takes place from Hazra to Rajabazar under the leadership of Ms. Mamata Banerjee to commemorate the victory of Maa, Mati, Manush

Marking the anniversary of the end of 34-year-old Marxist rule in the
state, West Bengal Chief Minister Ms. Mamata Banerjee, flanked by her
supporters, on Sunday took out a march and said that her Government had
fulfilled most of the poll promises.

Ms. Mamata Banerjee, who walked for two hours non-stop, was accompanied by a large number of supporters and party workers in a10-km procession which started from the busy Hazra crossing in south Kolkata to Muslim-dominated Rajabazar in the eastern part of the city.

“Today was the day last year when a momentous change was brought about in
West Bengal after a lot of sacrifices. There was enormous torture during
the CPI(M) rule for over three decades when 55,000 people lost there lives.
Democracy was restored in the state after the ouster of the CPI(M) and the
Ma, Mati, Manush government was formed,” she said in a brief speech at
Rajabazar.

Asking party leaders and workers to work for the people in a selfless
manner, she warned “if anyone is found working in self-interst, he or she
would have no place in the party”.

Briefly speaking about her Government’s performance the Chief Minister
said that her Government had created six lakh jobs till date in the
state and pointed out that 50 per cent reservation for women had been
introduced in the panchayats.

She declared that peace had been restored in Maoist-hit Jangalmahal and in
Darjeeling hills where the Gorkha Janmukti Morcha had signed an agreement
with the Centre and the state government to set up a hill council with
greater autonmy.

She also said that almost a hundred per cent of the commitments made before
the assembly election last year had been fulfilled by her Government in the
nearly 12 months in office.

“The rest we will accomplish in the coming days,” she promised.

Chief Minister`s guidelines to party leaders to improve images

West Bengal Chief Minister Ms. Mamata Banerjee asked her party leaders to abide by certain ‘guidelines’. Speaking on the occasion Ms. Banerjee requested the party leaders to work closely with the masses and always remember that Maa, Mati, Manush should be given top priority. Reiterating her stand she said, “If an MLA says reluctance to work for people, or for that matter any MP or councillor says the same, then I would like to make it clear that there is no place for them in the party. We should not forget that people are our resource. You have to work for them. You have to take them into confidence. Do this and leave the rest to me and my government. When people said CPM can’t be ousted from power, we took it as a political challenge. People believed in us and therefore we are here. Never belittle elections”.

 

While encouraging the party leaders for the good work, she maintained, “Political leaders should not intervene in everything and abstain from visiting schools, colleges, police stations, block development offices etc. I want you to understand and analyse every situation and if need then talk among the party and act accordingly. You are political people and have intelligence, so use it and do whatever is the best in the interests of the party. However, in a clear message to the party leaders she said, “I want to make it clear that the party cannot afford to get a bad name for the one or two individuals. I will not let that happen and will not tolerate this in the party”.

 

Some of the guidelines:

 

  • Follow the masses and work with them. Never disappoint them and always remember that Maa, Mati, Manush is above everything.
  • If required talk to people in the party and discuss before taking decision and always think from the party’s interest point of view.
  • Political leaders should not intervene in everything and abstain from visiting schools, colleges, police stations, block development offices etc.
  • Stop indiscriminate use of party letterheads.
  • Don’t misuse your power, stop and abide by the traffic rules. Stop at red signals, when I can follow the same why can’t you.
  • In case of any problem, contact senior party leaders like Mr. Saugata Roy, Mr. Firhad (Bobby) Hakim, Mr. Madan Mitra, Mr. Purnendu Bose or Mr. Malay Ghatak. They will convey the message to me.
  • Please don’t harass masses in any circumstances, I will not tolerate.

US Secretary of State praises West Bengal Paribartan

Terming her trip to Kolkata as remarkable, US Secretary of State Hillary Clinton was all praise for West Bengal Chief Minister Ms. Mamata Banerjee saying despite being a women she successfully ended 34-year-old Left rule in the state.

"I went last week to West Bengal in East India and had two remarkable experiences – meeting the newly elected chief minister, a woman, who on her own started a new political party and built that political party over many years, and just successfully ousted incumbent Communist Party that had been in office for 30, 34 years or so, and who is trying now to govern a state with 90 million people in it," Clinton said.

This was the first-ever visit by a US Secretary of State to Writers' Buildings to hold a meeting with a Chief Minister.

Mrs. Clinton and Ms. Banerjee are listed among the 100 top influential people in world by Time magazine.
