The ‘Pathadisha’ app introduced by the state Transport department to help commuters to get real time location of state run buses has become immensely successful within a day.

A large section of commuters possessing smart phones have downloaded the app.

Alapan Bandyopadhyay, Principal Secretary of the Transport department, said this is a major leap taken towards the electronic and smart governance system.

The app is helpful for people as they could easily track the route of a particular bus through which it will pass. Moreover, one can also plan which bus he or she must take to reach his or her destination.

The Transport department has also introduced an online tracking system to keep a tab on the movement of such buses. Steps will also be taken to introduce similar sort of apps for trams and vessels.

It may be mentioned that the name ‘Pathadisha’ was given by Chief Minister Mamata Banerjee.

 

একদিনেই জনপ্রিয়তার শিখরে ‘পথদিশা‘ অ্যাপ

রাজ্য পরিবহণ দপ্তর ‘পথদিশা’ অ্যাপ চালু করেছে যা একদিনের মধ্যে অভূতপূর্ব সাফল্য পেয়েছে। এই অ্যাপের মাধ্যমে ঘরে বসে সরকারি বাসের রিয়েল টাইম যাতায়াতের খবর পাওয়া যাবে।

অনেকেই ইতিমধ্যেই তাদের স্মার্ট ফোনে এই অ্যাপ ডাউনলোড করেছে।

WBTC –র ‘AC’ ও ‘S’ বাসগুলিতে আপাতত এই সুবিধা চালু হচ্ছে। এছাড়া, যাত্রীরা নিজেদের গন্তব্যস্থলে যাওয়ার জন্য কোন বাসে যাবেন সেটাও নিজেরা পছন্দ করতে পারবেন।

পরিবহণ দপ্তর একটি অনলাইন ট্র্যাকিং সিস্টেম চালু করেছে এই সব বাসগুলির গতিবিধির ওপর নজর রাখতে। আসতে আসতে এই পরিষেবা বেসরকারি বাস, ট্রাম ও ফেরির ক্ষেত্রেও চালু করা হবে।

উল্লেখ্য এই ‘পথদিশা’ নামটিও মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের দেওয়া।

The World Bank has given a soft loan of Rs 2,000 crore under the Institutional Strengthening of Gram Panchayat Programme to Bengal to help in the development of rural Bengal. All the 3,342 gram panchayats in Bengal had been brought under the programme. The loan has been given for five years starting from April 1, 2017 to December 2022. The state government will not have to pay any interest on the loan amount but just a service charge will be levied.

Under the programme, all panchayat members and officials will be given intense training which includes transparent management of funds, making proper planning and the like. The projects taken up by the panchayats will be assessed by a third party and the best maintained panchayats will be given performance grants. With this money, the panchayats will be able to set up infrastructure like building of toilets, taking up beautification programmes etc.

There are strict parameters that have been set by the funding agency to get the awards that include transparency  in maintaining the accounts and timely completion of projects. The World Bank and the Panchayat and Rural Development department have given special emphasis on timely completion of projects as a part of cost control measures.

The Panchayat and Rural Development department has constructed nearly 14,000-km roads since the Trinamool Congress government came to power in 2011. Projects like the Nirmal Bangla Mission has been taken up to ensure toilets in every rural household by March 2019.

 

গ্রামীণ বাংলার উন্নয়নের জন্য ২০০০ কোটি টাকা দিল বিশ্ব ব্যাঙ্ক

গ্রামীণ বাংলার উন্নয়নের লক্ষ্যে বাংলাকে সাহায্যের হাত বাড়িয়ে দিল বিশ্ব ব্যাঙ্ক। এই খাতে রাজ্যকে ২০০০ কোটি টাকা দিল তারা। রাজ্যের ৩৩৪২টি গ্রাম পঞ্চায়েতকেই এই প্রকল্পের আওতায় আনা হয়েছে। এই লোন দেওয়া হয়েছে ৫ বছরের জন্য। ১লা এপ্রিল ২০১৭ থেকে ২০২২ সালের ডিসেম্বর মাস পর্যন্ত উন্নয়নের জন্য এই লোন দেওয়া হয়েছে।

এই প্রকল্পের মাধ্যমে সকল পঞ্চায়েত সদস্য ও আধিকারিকদের প্রশিক্ষণ দেওয়া হবে তহবিলের স্বচ্ছ হিসেব রাখা, যথাযথ পরিকল্পনা করা এবং উন্নয়ন সংক্রান্ত অন্যান্য বিষয়ে। পঞ্চায়েতগুলি যে সকল প্রকল্পে কাজ করবে তা নিরীক্ষণ করবে এক তৃতীয় সংস্থা। যে পঞ্চায়েত সব থেকে ভাল কাজ করবে, তাদের আরও অনুদান দেওয়া হবে। তহবিলের হিসাবের সচ্ছতা রাখলে ও সময়মত কাজ শেষ করলে পঞ্চায়েতগুলো আরও বেশি অনুদান পেতে পারে।

উল্লেখ্য, ২০১১ সালে তৃণমূল কংগ্রেস সরকার গঠন করার পর এখন পর্যন্ত মোট ১৪,০০০ কিঃ মিঃ গ্রামীণ রাস্তা নির্মাণ করেছে। ২০১৩ সালে রাজ্য সরকার চালু করেছে নির্মল বাংলা প্রকল্প।

Today, Trinamool Congress MPs raised a variety of issues of public importance in Parliament ranging from medical negligence in private hospitals to the issue of farmer suicides, from manual scavenging to the Union Budget.

In the Rajya Sabha, Md Nadimul Haque raised the issue of medical negligence in private hospitals. He pointed out to the fact that the West Bengal Government has passed an Act which seeks to bring more transparency in healthcare, and urged the Central Government and other States to pass a similar law.

In the same House, Vivek Gupta raised the issue of alleged reports of the shifting of the headquarters of Hindustan Paper Corporation from Kolkata to Guwahati. Later, Vivek Gupta raised another important issue – that of compensation for manual scavengers.

In the Lok Sabha, Ratna De Nag spoke on the Demands for Grants for the Agriculture Ministry, raising the issue of the increase in the number of suicides by farmers in the last three years, and urging the Ministry for adequate financial assistance for farmers under various heads.

Cooch Behar MP Partha Pratim Roy asked a Supplementary Question on the electrification of villages during Question Hour.

Sugata Bose, in his erudition, took the government to task for not allocating enough funds for defence modernisation. He also rued the lack of initiatives on part of the government for defence manufacturing. He called for a strategic vision rather than jingoism in defence sector.

Later in the Rajya Sabha, during a discussion of the Union Budget, Vivek Gupta spoke on some important issues related to the Finance Ministry, like bringing the illegal black money stashed abroad back to the country and depriving States of revenue collected from various cess and surcharge.

Bengal Transport Minister today flagged off bike-taxi service in the Rajarhat-Newtown area. The service, described as Last Mile Connectivity, is a pilot project and will be introduced elsewhere soon.

The bike-taxis, which will ferry a single passenger by trained motorcyclists, can be booked through a mobile-based app. The trained motorcyclists will maintain safe speed thus providing pace as well as safety to its passenger.

Techies who have problems in reaching their workplaces on time in Sector V and Rajarhat, where the majority of the software firms are in place,  or find difficult to return home at wee hours will be hugely benefited.

 

রাজারহাট-নিউটাউনে চালু হল ‘বাইক-ট্যাক্সি’ পরিষেবা

রাজ্য পরিবহন দপ্তরের উদ্যোগে রাজারহাট নিউটাউনে উদ্বোধন হল বাইক-ট্যাক্সি পরিষেবার। এই পাইলট প্রকল্পের উদ্বোধন করেন পরিবহন মন্ত্রী শুভেন্দু অধিকারী।

মোবাইল অ্যাপের মাধ্যমে এই পরিষেবা বুকিং করা যাবে। সুদক্ষ এক বাইক চালক বাইক নিয়ে এসে যাত্রীকে তার গন্তব্যে পৌঁছে দেবে। এই প্রশিক্ষিত বাইক চালক বাইকের গতি নিয়ন্ত্রণ রাখার পাশাপাশি যাত্রীর নিরাপত্তারও খেয়াল রাখবে।

রাজারহাট ও সেক্টর ৫-এর তথ্যপ্রযুক্তি ক্ষেত্রের কর্মীরা প্রায়ই নির্দিষ্ট সময় নিজেদের কর্মস্থলে পৌছতে সমস্যায় পড়েন বা বাড়ি ফিরতে অসুবিধায় পড়েন। তারা এই পরিষেবার ফলে খুব উপকৃত হবেন।

রাজ্যের অন্যান্য জায়গাতেও এই পরিষেবা চালু করার পরিকল্পনা রয়েছে।

Sir, in the absence of doctors and due to dissatisfaction with quality standards at State-run or public hospitals, an increasing proportion of people are using private healthcare facilities, though they are more expensive. In 2014, the average cost of hospital care by a public utility was Rs 6,120 while private institutions were four times more costly at Rs 25,850. Sir, in the last decade, while the cost of treatment has more or less doubled, insurance cover is still less than 15 per cent.

However, recent cases in multi-speciality hospitals across the country show an abysmal state of private healthcare. Private hospitals lack transparency, often resulting in an increase in medical negligence amounting to severe injuries and even deaths.

A case in point is that of Sanjay Roy, a Dankuni resident, at a world-famous private hospital in Kolkata. He sadly died due to alleged medical negligence. Sir, here I want all honourable Members to listen, and listen with feelings, because only then will you understand what pains his family had to go through. The point that I want to highlight is that hospitals authorities refused to release his body unless the hospital dues were cleared. His family had to keep their fixed deposit certificates as a security, only then his body was released.

Sir, the West Bengal Government has passed an Act which seeks to bring more transparency in healthcare, ending harassment of patients and checking medical negligence in private hospitals and nursing homes. Private hospitals will now have to pay compensation in cases of medical negligence with fines as high as Rs 10 lakh or more.

Sir, similarly, there ought to be a Central law regulating private hospitals in terms of over-pricing of medical treatment, cancellation of licenses and payment of compensations in cases of medical negligence. Other States may want to enact law following the example set by Bengal. Finally, what we all need to understand is that health service is not a commercial proposition; it is a service which needs to be delivered with humility and a human touch.

The Bengal government has taken up a plan to develop new tourism circuits covering places of historical interest on priority basis, Tourism Minister Goutam Deb said.

The Tourism Minister told the Assembly last week that the state government has plans to develop a tourism circuit covering places in Bankura district like Bishnupur, famous for terracotta temples belonging to 17th and 18th centuries and Mukutmanipur, where the second biggest earth dam of the country is located.

The Minister said another circuit covering Plassey in Nadia, where the British won a decisive battle in 1757 and historical sites of Hazar Duari and Lal Bagh in Murshidabad was also being planned.

The state tourism department decided to start various degree and diploma courses on tourism and hotel management at various institutions across the state.

গত সপ্তাহে রাজ্য বিধানসভায় প্রশ্নোত্তর পর্বে পর্যটন মন্ত্রী গৌতম দেব বিধায়কদের জানান রাজ্যের ঐতিহাসিক স্থানগুলিকে নিয়ে একটি পর্যটন সার্কিট তৈরি করছে রাজ্য সরকার। এর মধ্যে থাকবে যেমন থাকবে বিষ্ণুপুরের শতাব্দী-প্রাচীণ টেরাকোটার মন্দির, তেমনই থাকবে মুকুটমণিপুরে পৃথিবীর দ্বিতীয় বৃহত্তম মাটির বাঁধ।

আরেকটি পর্যটন সার্কিট গড়া হবে নদীয়া জেলার পলাশী ও মুর্শিদাবাদের হাজার দুয়ারি-লালবাগ কে নিয়ে।

রাজ্য পর্যটন দপ্তর সিদ্ধান্ত নিয়েছে যে রাজ্যের বিভিন্ন শিক্ষা প্রতিষ্ঠানে হোটেল ম্যানেজমেন্ট ও পর্যটনের ওপর ডিগ্রী ও ডিপ্লোমা কোর্স চালু করা হবে।

The Mamata Banerjee government will procure potatoes from farmers across the state.

“The government will directly purchase 28,000 tonnes from farmers at Rs 4.60 a kg for mid-day meal and Integrated Child Development Services (ICDS),“ the CM said on Tuesday.

The CM also announced a 50 paisa subsidy for every kilo of potato exported by railways and ship given the demand for Bengal potatoes in Sri Lanka and Bangladesh.

The government also said the government has provided soil health cards to 20 lakh farmers. “We test the soil to ascertain properties and give them to farmers so that they can choose the crops suitable for the soil of their land. This would also make optimum use of fertilizer and pesticides,“ the CM said.

 

আলু চাষিদের পাশে রাজ্য সরকার

আলু চাষিদের পাশে দাঁড়াতে উদ্যোগী হলো রাজ্য সরকার। মুখ্যমন্ত্রী সিদ্ধান্ত নিয়েছেন যে এখন থেকে মিড ডে মিলের জন্য আলু সরাসরি কৃষকদের কাছ থেকে কিনবে সরকার। রাজ্যের বাইরে রপ্তানির ক্ষেত্রেও মিলবে সরকারি ভর্তুকি।

মিড ডে মিলের জন্য প্রয়োজনীয় আঠাশ হাজার মেট্রিক টন আলু সরাসরি কৃষকদের থেকে কিনে নেবে সরকার। সিদ্ধান্ত হয়েছে চার টাকা ষাট পয়সা কিলো দরে কেনা হবে এই আলু।

মাননীয়া মুখ্যমন্ত্রী আরও বলেন যে ২০ লক্ষ কৃষককে রাজ্যে ‘সয়েল হেলথ কার্ড’ দেওয়া হচ্ছে যার মাধ্যমে তারা মাটির গুণমান সম্বন্ধে অবগত হতে পারবেন। মাটি পরীক্ষা করে সেই মাটিতে কি কি চাষ করা যেতে পারে, এই তথ্যও পাওয়া যাবে এই কার্ডের মাধ্যমে।

Gone are those days when you wasted precious minutes waiting for the bus to your workplace. Thanks to ‘Pathadisha’ – an app the state transport minister will launch on Wednesday – you will get to track your bus from your home and plan your journey accordingly.

The transport department is also introducing a smart card for the commuters – quite similar to the Metro card – that would help a commuter get rid of the perpetual problem of change. For every recharge, there will be some free rides as promotional offer.

“To begin with, commuters will get to track and use smart cards on 700 government buses but gradually , all private buses, trams and vessels will be covered by the Vehicle Tracking System (VTS),“ said the Transport Minister.

Once the smart card is introduced, commuters will be able to swipe the card with a machine available with the bus conductor. It will help us in curbing revenue pilferage.

 

 

বাসযাত্রীদের জন্য ‘পথদিশা’ অ্যাপ ও স্মার্ট কার্ড নিয়ে এল রাজ্য সরকার

কর্মস্থলে যাওয়ার জন্য এখন আর বাসের জন্য রাস্তায় দাঁড়িয়ে মূল্যবান সময় নষ্ট করতে হবে না। বাস যাত্রীদের জন্য রাজ্য পরিবহন দপ্তর নিয়ে এল ‘পথ দিশা’ অ্যাপ। আজ এই অ্যাপ চালু করবেন পরিবহন মন্ত্রী।

স্মার্ট ফোনে ‘পথ দিশা’ অ্যাপের মাধ্যমে ঘরে বসে সরকারি বাসে রিয়েল টাইম যাতায়াতের খবর পাওয়া যাবে। WBTC –র ‘AC’ ও ‘S’ বাসগুলিতে আপাতত এই সুবিধা চালু হচ্ছে।

পরিবহন দপ্তর একটি ট্রান্সপোর্ট কার্ড চালু করছে। এটি মেট্রোর স্মার্ট কার্ডের মতো। এবার প্রি-পেড ইলেক্ট্রনিক কার্ডের মাধ্যমে ভাড়া দিয়ে WBTC –র বাসে যাতায়াত করা যাবে।  প্রতি রিচার্জে প্রমোশনাল অফার হিসেবে বেশ কিছু ফ্রি রাইড থাকবে।

পরিবহন মন্ত্রী জানান, “এই পরিষেবা চালু হলে যাত্রীরা যেমন সবকিছু ট্র্যাক করতে পারবে তার সঙ্গে সঙ্গে সরকারী বাসে এই ট্রান্সপোর্ট কার্ডও ব্যবহার করতে পারবে। আসতে আসতে এই পরিষেবা বেসরকারি বাস, ট্রাম ও জলযানের ক্ষেত্রেও চালু করা হবে”।

একবার স্মার্ট কার্ড চালু হয়ে গেলে যাত্রীরা বাস কন্ডাক্টরের কাছে থাকা মেশিনে সোয়াইপ করতে পারবেন।

In the ongoing operation to replace the totos plying in the state, one thousand e-rickshaws were introduced in North 24 Parganas on Friday.

State Transport minister Suvendu Adhikari officially introduced the vehicles at an event in Barasat. So far, 4,000 totos have been replaced by e-rickshaws all over Bengal.

This is a major step by the state government towards promoting e-vehicles. There are around one lakh totos and another one lakh vanos, both of which are indigenously-built passenger ferrying vehicles, in the state. Steps have already been taken to replace the vanos by e-carts.

Chief Minister Mamata Banerjee had asked the Minister to ensure that no toto driver is rendered jobless after the totos are replaced.

 

টোটোর জায়গায় ই-রিক্সা চালু করবে রাজ্য সরকার

টোটোর জায়গায় ই-রিক্সা চালু করার যে সিদ্ধান্ত নিয়েছিল রাজ্য সরকার, সেই লক্ষ্যে গতকাল উত্তর ২৪ পরগনার বারাসাতে ১০০০টি ই-রিক্সা চালু করলেন রাজ্যের পরিবহণ মন্ত্রী শুভেন্দু অধিকারী। সমগ্র বাংলায় ৪০০০ টোটোর বদলে ই-রিক্সা নামানো হয়েছে।

সারা রাজ্য জুড়ে ১ লক্ষ টোটো এবং ১ লক্ষ ভ্যানো চলাচল করে। ভ্যানোর জায়গায় ই-কার্ট চালু করার পদক্ষেপ নেওয়া হয়েছে। পথ নিরাপত্তার স্বার্থেই চালু করা হয়েছে এই ই-রিক্সা।

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের উদ্যোগ ছিল টোটোচালকদের স্বার্থ রক্ষা হবে এবং কেউ রোজগার হারাবেন না।

The second leg of the 2017 Budget Session of Parliament began with the Members of Parliament (MP) of the Trinamool Congress staging a protest near the statue of Mahatma Gandhi inside the Parliament complex on the issue of the killing of two Indians in America.

Inside Parliament also, the party played the role of a responsible Opposition by raising important issues, speaking on key legislations and opposing the Government where required.

On March 10, it staged a walkout in protest against the inadequate discussion before the passing of The Enemy (Amendment & Validation) Bill, 2016. The party’s MPs also raised various issues of local as well as regional and national importance through during the Question Hours and Zero Hours.
