A recent study has ranked Kolkata among the top 100 destination cities for the year 2016. The study, undertaken by a major multinational financial services corporation, titled ‘Global Destination Cities Index’ for 2016, placed Kolkata at number 62.

The sixth edition of the Global Destinations Cities Index provides a ranking of 132 most visited cities around the world by projecting ‘visitor volume’ and ‘spend estimates’ for the particular calendar year.

Bengal government has given a special attention to tourism as a way of revenue generation. Several steps have already been taken up to woo overseas tourists.

The state government has initiated a ‘Teresa Tour’ project, eyeing overseas tourists’ volume in Kolkata, and will formulate a home-stay policy soon for better accommodation of foreign tourists.

The Bengal hills – comprising Darjeeling, Kurseong, Kalimpong, Pedong, Mirik, Sandakphu, Siliguri, Samsing, Dooars Valley, Lava and many others – have proven to be unforgettable for foreigners.

 

‘গ্লোবাল ডেস্টিনেশন’ হিসেবে বিশ্বে ৬২তম স্থান কলকাতার

সাম্প্রতিক এক সার্ভেতে দেখা গেছে যে বিশ্বের সেরা গন্তব্য শহরগুলির মধ্যে কলকাতা ৬২তম স্থান অধিকার করেছে।
নামী বহুজাতিক ফিনান্সিয়াল সার্ভিসেস কর্পোরেশনের উদ্যোগে করা হয় “গ্লোবাল ডেস্টিনেশন সিটিস ইন্ডেক্স” শীর্ষক এই সার্ভে। পর্যটকের সংখ্যা ও খরচের ভিত্তিতে বিচার করা হয়েছে বিশ্বের ১৩২ টি শহরকে ।
২০১১ সাল থেকেই পশ্চিমবঙ্গ সরকার পর্যটনের ওপর খুব জোর দিচ্ছে । বিদেশী পর্যটক টানতেও বিভিন্ন ব্যবস্থা নেয়া হচ্ছে। ‘টেরেসা ট্যুর’ চালু করা হয়েছে বিদেশী পর্যটকদের আরও আকৃষ্ট করতে। হোমস্টে পর্যটনের ওপরেও জোর দেওয়া হয়েছে।
দার্জিলিঙ, কার্শিয়াং, কালিম্পঙ, পেডং, মিরিক, সান্দাকফু, শিলিগুড়ি, সামসিং, ডুয়ার্স উপত্যকা সহ সারা রাজ্যজুড়েই বিদেশী পর্যটকদের ভিড় প্রমান করে দিচ্ছে যে বিশ্বের পর্যটন মানচিত্রে জায়গা করে নিয়েছে বাংলা।

West Bengal Housing and Infrastructure Development Corporation (WBHIDCO) will inaugurate the second phase of Mother’s Wax Museum in New Town after the Puja. Chief Minister Mamata Banerjee inaugurated the only museum of its kind in the state at a function at Netaji Indoor Stadium on Nov 10, 2014.

Over a period of time, the Wax Museum has become an important tourist destination. There will be a Hollywood section where the wax statues of great stars of recent past will be kept. The visitors will be able to go to the new arena after visiting the existing museum.

Taking selfies with friends and acquaintances in the backdrop of some importance person, scenes, statues of famous persons, historical monuments or buildings has become quite popular among the youth.

There will be a zone where there will be statues of great personalities of Bengal in the 19th and 20th century. Then there will be a children’s section where there will be statues of Harry Potter, Mr Bean which are very popular among children.

There will be a zone for aliens like the characters created by famous film director Steven Spielberg in series of films like Close Encounters of the third kind or ET.

There will be a scary zone or screaming zone where a visitor can suddenly find a figure appearing beside them. There will be special light effects and the ambience will be artificially created for the zone. The visitor can also have a wax casting of their hands.

 

মাদার্স ওয়াক্স মিউজিয়ামের দ্বিতীয় পর্যায়ের উদ্বোধন পুজোর পর

দুর্গাপুজোর পরেই হিডকো নিউটাউনে মাদার্স ওয়াক্স মিউজিয়ামের দ্বিতীয় পর্যায়ের উদ্বোধন করবে। ২০১৪ সালের ১০ই নভেম্বর নেতাজি ইন্ডোর স্টেডিয়াম থেকে এই মিউজিয়ামটির উদ্বোধন করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। এটি রাজ্যের প্রথম ওয়াক্স মিউজিয়াম।

অল্প সময়ের মধ্যেই মিউজিয়ামটি খুবই জনপ্রিয়  হয়ে উঠেছে। এবার এখানে হলিউডের বিখ্যাত অভিনেতাদের মোমের প্রতিকৃতিও থাকবে।

যে নতুন অংশ উদ্বোধন হবে সেখানে  বাংলার বিখ্যাত মনিষীদের প্রতিকৃতি থাকবে।  শিশুদের জন্য থাকবে জনপ্রিয় চরিত্রদের প্রতিকৃতি, যেমন-  মিস্টার বিন, হ্যারি পটার ও স্পিলবার্গের বিখ্যাত ET। লোকেরা এখানে সেলফিও তুলতে পারবে।

এছাড়াও কৃত্রিম ভৌতিক পরিবেশও তৈরি করা হবে এই মিউজিয়ামে।

এছাড়াও থাকবে নিজের হাতের তৈরি ‘wax casting’ করার সুযোগ।

The state government will confer Banga Bibhusan award to Lata Mangeshkar on October 20. Chief Minister Mamata Banerjee will go to Lata ji’s Mumbai residence and hand over the award.

The nightingale of India has agreed to the proposal, Mamata Banerjee wrote on her FB page. The singer will celebrate her 87th birthday on September 28.

“The love, respect and admiration that Lata ji has for Bengal and the way she cherishes her wonderful memories with the State and different iconic personalities of the State, as reflected in her letter, has touched me very deeply,” the CM said.

 

২০ অক্টোবর লতা মঙ্গেশকরের হাতে বঙ্গ বিভূষণ সম্মান তুলে দেবেন মমতা

আগামী ২০ অক্টোবর রাজ্য সরকার কিংবদন্তি সঙ্গীত শিল্পী লতা মঙ্গেশকরকে বঙ্গ বিভূষণ সম্মানে ভূষিত করবে।

মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় সঙ্গীত সম্রাজ্ঞীর মুম্বাইয়ের বাসভবনে গিয়ে তাঁর হাতে পুরস্কার তুলে দেবেন।

‘দ্য নাইটিংগেল অফ ইন্ডিয়া’ মুখ্যমন্ত্রীর এই প্রস্তাবে সম্মত হয়েছেন, মুখ্যমন্ত্রী একথা তাঁর ফেসবুক পেজে জানিয়েছেন। আগামী ২৮ সেপ্টেম্বর এই প্রবাদ প্রতিম গায়িকার ৮৭তম জন্মদিন।

মুখ্যমন্ত্রী বলেন, চিঠিতে লতা-জি বাংলার সঙ্গে তাঁর অসংখ্য সঙ্গীত-স্মৃতি, বাংলার প্রতি ভালোবাসা, শ্রদ্ধা এবং বহু বিখ্যাত সঙ্গীত-ব্যক্তিত্বের উল্লেখ করেছেন, যা ওনাকে গভীরভাবে স্পর্শ করেছে।

In a stern warning to the Gorkha Janmukti Morcha (GJM), Bengal Chief Minister Mamata Banerjee on Friday said her government would not tolerate any attempt to foment trouble in the Darjeeling hills.

“Whenever there is an election, they talk of violence and bandhs. We will not tolerate this,” she said at a programme of Tamang development board.

The Chief Minister said that instead of working for development, they are indulging in politics. “We want peace in hills. We will not allow violence. Enough is enough. We must work for development. We have developed Lamahatta, Mirik, Tiger Hill, Lava Lolegaon. But they want to destroy it all by violence,” she said.

“We will not stop the process of development in the hills. We want people to get employment. We are here to address the issues of the hills. If the hills smile, we will smile,” she said.

Referring to her frequent visit to the hills which some Opposition parties had objected to, the Chief Minister expressed surprise why they are “angry” over her visits to the hills. “We never feel angry if they visit Siliguri,” she pointed out.

She said that bandh politics should stop in the hills as it would stall all the development projects. Praising the work done by Lepcha board she said that the board had worked for the development of the Lepchas and asked why the GTA hadn’t done anything.

The CM said she wanted the hills to develop and youth to get employment. She made it clear that if the boards worked for the people then more assistance would be made available.

 

পাহাড়ের শান্তি নষ্ট হতে দেব না: মমতা বন্দ্যোপাধ্যায়

আবারও গোর্খা জনমুক্তি মোর্চাকে সতর্ক করে মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় বলেন, পাহাড়ে কেউ কোনরকম সমস্যা সৃষ্টি করলে রাজ্য সরকার তা বরদাস্ত করবে না।

এদিন তামাং উন্নয়ন পর্ষদের বর্ষপূর্তি  অনুষ্ঠানে মুখ্যমন্ত্রী বলেন, “যখনই নির্বাচন আসে তখনই ওরা বনধ্‌ ও হিংসার রাজনীতি শুরু করে, আমরা এসব সহ্য করব না”।

মুখ্যমন্ত্রী বলেন, উন্নয়নমূলক কাজের বদলে তারা রাজনীতি করছে। তিনি বলেন, “আমরা পাহাড়ে শান্তি চাই। হিংসা আমরা বরদাস্ত করব না। যথেষ্ট হয়েছে। উন্নয়নমূলক কাজ করতে হবে আমাদের। লামাহাটা, মিরিক, টাইগার হিল, লাভা, লোলেগাঁও  এর উন্নয়ন করেছি আমরা। কিন্তু ওরা এসব নষ্ট করে দিচ্ছে”।

তিনি আরও জানান, “পাহাড়ের উন্নয়নের কাজ আমরা বন্ধ হতে দেব না। আমরা চাই পাহাড়ের মানুষের কর্মসংস্থান হোক। পাহাড়ের সব সমস্যা সমাধান করতে প্রস্তুত সরকার”।

“যদি আমি পাহাড়ে আসি তাতে ওদের রাগ কিসের? ওরা শিলিগুড়ি গেলে আমরা তো রাগ করি না”। তিনি বলেন, “পাহাড়ে বনধে্‌র রাজনীতি বন্ধ হওয়া উচিত, এতে পাহাড়ের উন্নয়নের কাজ বাধাপ্রাপ্ত হচ্ছে।

এদিন তিনি লেপচা বোর্ডের কাজের জন্য অনেক প্রশংসা করেন। তিনি আরও বলেন, সরকার পাহাড়ের উন্নয়নের জন্য অনেক কাজ করেছে, কিন্তু জিটিএ কোনও কাজ করেনি কেন।

মুখ্যমন্ত্রী জানান, তিনি চান পাহাড়ে আরও উন্নয়নমূলক কাজ হোক, এবং সেজন্য সরকার সবরকম সহযোগিতা করতে প্রস্তুত।

Bengal has given a very good account of itself at the Incredible India Tourism Investors’ Summit 2016, held in New Delhi. The summit was held with the aim of attracting more investment into the tourism sector, involve MSMEs in the tourism sector, improve core infrastructure for tourism and encourage and start-ups to facilitate tourism.

According to the Union Ministry of Tourism, as of 2015, Bengal is ranked 5th in terms of foreign tourist arrivals and 8th in terms of domestic tourist arrivals. There has been a steady improvement on both the fronts since the Trinamool Congress Government came to power in 2011.

The Trinamool Government has made tourism into one of its main focus sectors to improve the economy of the State; and the rewards are there for everyone to see.

For 2015-16, the budget for the Tourism Department was Rs 257 crore. For 2016-17, budget for the department has been increased to Rs 295 crore.

The results were obvious. In 2015, a total of 71.6 million tourists visited Bengal. About 2,200 rooms were made available for tourists in 2015-16. The room occupancy rate in Kolkata during the same period was an impressive 67%.

As per plans of the State Government, by 2020, 10,000 rooms would be made available for tourists.

This improvement in the tourism climate of the State has been the result of the impressive economic and infrastructural growths in recent years.

The unprecedented increase in State Plan Expenditure and Capital Expenditure has resulted in phenomenal increase in the State GSDP (gross state domestic product). At current prices, the State GSDP in 2010-11 was Rs 4,60,959 crore which has doubled in 2015-16 to Rs 9,20,083 crore, one of the highest in India. The per capita income, as of 2014-15, was Rs 78,903.

Kolkata and most big places in Bengal has excellent railway and road connectivity to the rest of India. As for air connectivity, Kolkata has excellent connectivity to the rest of India as well as internationally, with new destinations and flights being added constantly. Many smaller places in Bengal are being gradually connected to the grid.

Thus, with such facilities, there is no doubt that the State is gradually becoming one of the best tourism destinations in India.

 

দিল্লিতে বাংলার পর্যটনকে তুলে ধরল রাজ্য সরকার

Incredible India Tourism Investors’ Summit 2016 অনুষ্ঠিত হয়েছিল দিল্লিতে। সেখানে বাংলা পর্যটনের বিকাশের জন্য নিজেদের অবস্থা খুব ভালোভাবে তুলে ধরেছে। পর্যটন কেন্দ্রে আরও বিনিয়োগ, পর্যটনকে ক্ষুদ্র ও মাঝারি শিল্পে যুক্ত করা, পর্যটনের পরিকাঠামোকে আরও উন্নত করার জন্য এই সামিটের আয়োজন করা হয়েছিল।

পর্যটন মন্ত্রণালয়ের মতে, ২০১৫ সালে বিদেশী পর্যটক আগমনের ক্ষেত্রে বাংলার স্থান ছিল পঞ্চম এবং দেশি পর্যটক আগমনের ক্ষেত্রে এই স্থান ছিল অষ্টম। ২০১১ সালে তৃণমূল সরকার ক্ষমতায় আসার পর উভয় ক্ষেত্রেই অভূতপূর্ব উন্নতি হয়েছে।

রাজ্যের অর্থ দপ্তরের উন্নতির সঙ্গে সঙ্গে পর্যটন দপ্তরের উন্নতিও তৃণমূল সরকারের মূল লক্ষ্য ছিল এবং তা  লক্ষ্যনীয়।

২০১৫-১৬ বাজেটে পর্যটন দপ্তরের বরাদ্দ অর্থের পরিমাণ ছিল ২৫৭ কোটি, ২০১৬-১৭ তে এই দপ্তরের বরাদ্দ অর্থের পরিমাণ বেড়ে হয়েছে ২৯৫ কোটি।

পরিবর্তন লক্ষ্যনীয়। ২০১৫ সালে ৭১.৬ মিলিয়ন পর্যটক এসেছে বাংলায়। ২০১৫-১৬ সালে পর্যটকদের থাকার জন্য প্রায় ২,২০০ টি ঘর তৈরি করা হয়েছিল।

রাজ্য সরকারের পরিকল্পনা অনুযায়ী ২০২০ সালের মধ্যে পর্যটকদের জন্য ১০,০০০ ঘর তৈরি হয়ে যাবে।

রাজ্যের পরিকল্পনা ব্যয় এবং মূলধনী ব্যয় অভূতপূর্বভাবে বৃদ্ধি পেয়েছে। ২০১০-১১ সালে রাজ্যের GSDP ছিল ৪,৬০,৯৫৯ কোটি টাকা। ২০১৫-১৬ সালে এই হার হয়েছে ৯,২০,০৮৩ কোটি (প্রায় দ্বিগুন) যা ভারতের মধ্যে সর্বোচ্চ। ২০১৪-১৫ সালে রাজ্যের মাথাপিছু আয় ছিল ৭৮,৯০৩ কোটি টাকা।

সমগ্র ভারতের মধ্যে কলকাতা এবং বাংলার অধিকাংশ জায়গায় সড়ক ও রেলপথ যোগাযোগ ব্যবস্থা খুব উন্নত। কলকাতা থেকে ভারতের অন্যান্য জায়গায় বিমান পরিষেবাও খুব ভাল। বাংলার অনেক ছোট জায়গাকেও ধীরে ধীরে এই গ্রিডের সঙ্গে সংযুক্ত করা হচ্ছে।

সুতরাং, এইসব পরিষেবার সঙ্গে বাংলা যে এখন ভারতের শ্রেষ্ঠ পর্যটন গন্তব্যস্থলগুলির মধ্যে একটি সে ব্যাপারে কোন সন্দেহ নেই।

Q: Your state has been one of the biggest proponents of goods and services tax (GST). What happened, what went wrong, why did the state backtrack on the GST bill?

Dr Mitra: I don’t think that the state backtracked at all. There was a special session called for a very difficult and important subject—changing the name of the state—and that involved 3-4 hours of discussion. There was also a dengue issue which the opposition wanted to raise and Mamata Banerjee was gracious in having discussed at the democratic level that required several hours. We had a third topic which related to centre-state relations vis-àvis flow of funds.

Now if you have to do a GST in the middle of that one-day session it will require at least 2-3 hours of discussion, according to demands made by both sides of the floor. West Bengal led by Mamata Banerjee has been the biggest supporter of GST. It was we who helped the most not only in the Lok Sabha, but in the Rajya Sabha as well.

In 2009 in our manifesto we had GST. I believe you only need 50% states to ratify and it has been ratified and after the assembly session where we could not accommodate because of the local serious pressures of name change of the state, I have chaired an empowered committee meeting as finance minister of West Bengal where we called all the industry associations, company secretaries, chartered accountants and small and medium enterprises. So this is a work in progress.

Q: By when do you think would this be passed by your assembly?

Dr Mitra: Well, it is a matter of the next assembly meeting, whenever it comes, we will bring it up, but at this time there is practically no need to go through this process as a binding issue, because the President has already given assent. We are the most important supporters of the GST for the people of India.

Q: Which is why it came as a surprise to many and they said that possibly there are some issues that you want to sort out before you pass the bill.

Dr Mitra: Issues are parallel issues, issues which relate to federalism in India …. nothing to do with GST. For example, over Rs6,000 crore has not been received by the state including 100 days work compensation, so it is an ongoing process.

We have taken 26% equity in a deep sea port. We are also building our own state ports, there is a conversation going on.

In centre-state relations, we stand for federalism, this is an ongoing process. It is a different track altogether. As far as we are concerned, the government-to-government relawhat tionship goes on with its processes.

GST is for national interest and therefore Mamata Banerjee stood in support of it. That will continue and I continue to chair the empowered committee of finance ministers on behalf of my state. What is happening as far as the empowered panel meetings are concerned in terms of the discussion or rather the differences as far as a rate is concerned? Some states say it should be raised up to as much as to 24%, some say it should be around

Q: 18%. How are those discussions going; where do you think it will settle?

Dr Mitra: I think the key point is there are multiple rates given by researchers, so the chief economic advisor to the government of India suggested 15-15.5% in the average rate, then you had at one time National Institute of Public Finance and Policy suggesting 27% and there is the Vijay Kelkar committee report, which came as the first report on GST, suggesting 12%. This is a matter of revenue neutrality so that state revenue is preserved. Different states may have different views but has happened is the empowered committee has fully given support unanimously to the fact that we have two principles.

Principle one: GST rate should not be such that common people get inflationary pressure. What’s the point of GST, which at the end of the day is for the people?

Principle two: it should not be so low that states do not get revenue, centre has to compensate for 5 years and they don’t have the money to compensate. Despite constitutional process they may get into a problem, so it should be an optimal rate, not a maximal rate.

Q: Where is that optimal rate coming up to?

Dr Mitra: This is exactly what the GST council will debate in the coming weeks. I am sure it will be a full debate.

Q: Do you think between 20-22% is where it should land in terms of a cap?

Dr Mitra: It would be very difficult for me to hazard a number as a guess. It would be pre-empting the views of other state finance ministers.

Q: If I talk to you as the finance minister of Bengal, what would your view be?

Dr Mitra: I would not present the view here. I would present it at the GST council. The reason is, we have to discuss it, we have to listen to each other, only then after listening to arguments of each other along with the Union finance minister who is the chair of the GST council, will we arrive at a decision. It is too pre-emptive today for me to just give you a rate. It would be unfair and wrong.

I am not asking you to give me a rate and say that this is the rate that we will finalize because obviously it is a discussion, there are so many states and Union territories that would be discussing it. But from the perspective of a finance minister of a state, if you look at your revenue, if you look at the taxation system and stuff, where do you think the cap could come up to?

I don’t think I can hazard a number for you because as chairman of the empowered committee I cannot say, I just cannot give you a number. Let it come up in the GST council which is happening very soon, let it be discussed.

It is a national issue, this is a very serious issue. I have given you the principle which the empowered committee has defined unanimously—not so high that the industry passes that on to the consumer and there is inflationary pressure. In fact, during the discussion of the empowered committee with the chambers of commerce, one of the questions raised by finance ministers was, when taxes are raised industry tends to pass on those taxes to the consumers and why should they bear it?

Q: When taxes get lowered, will the industry pass this on to the consumers?

Dr Mitra: So, I would say that we have defined the principles at the empowered committee of all finance ministers across political parties and across states.

Q: For the panel there are two months to discuss and come up with a consensus as far as all the issues are concerned. Do you think that is a fair enough time?

Dr Mitra: It depends on the intensity with which this is conducted. If you are going to do it on a war footing every day, every week where everybody becomes available, attempt will be to see how this can come up within a certain space of time. Also it will depend on the number of industrial issues that come up. For example, today an industry has 5% value added tax (VAT) and now it is going to face X percent revenue neutral rate (RNR), that industry may be employing 20 million people, that industry will come up and say to you please don’t change my 5% to a much higher number.

So, that has to be discussed in the GST council. There may be categorization of areas, where there are sin goods, there are luxury goods, there are non-luxury goods, all this has to be defined to the satisfaction of the entire GST council.

So, all this will come on the table and already the empowered committee has received many representations. It will go into 6,000-7,000 pages of representations from the industry because we invited that as there should be dialogue. All this has to be collated, structured, made into some kind of a framework and then on principles this will be discussed at the GST council.

Come 2020, the Kolkata Municipal Corporation will introduce a 24X 7 water supply for the citizens.

This was announced on Wednesday after a marathon meeting between the Asian Development Bank officials and a KMC delegation led by city mayor Sovan Chatterjee.

The ADB officials from Manila are currently touring the city with a view to study city’s water supply infrastructure. KMC would take all measures to ensure that the water distribution network is strengthened to meet the 2020 deadline.

The KMC also has plans to map the city’s water distribution network. The digitized mapping will be stored in a centralized server to help it locate vulnerable points and plug the loopholes.

 

২০২০ থেকে ২৪ ঘন্টা জল সরবরাহ করবে কলকাতা পুরসভা

কলকাতার নাগরিকদের জন্য সুসংবাদ – আগামী ২০২০ সাল থেকে ২৪ ঘন্টা জল সরবরাহ করবে কলকাতা পুরসভা।

গত বুধবার মাননীয় মেয়র শোভন চ্যাটার্জীর উপস্থিতিতে এশিয়ান ডেভেলপমেন্ট ব্যাংকের এক প্রতিনিধিদল বৈঠক করেন পুরসভার কর্তাদের সাথে। সেখানেই এই সিদ্ধান্ত নেওয়া হয়।

আপাতত ওই ব্যাংকের আধিকারিকরা কলকাতার বিভিন্ন অঞ্চল ঘুরে জল সরবরাহের পরিকাঠামো খতিয়ে দেখছেন। ২০২০ সালের মধ্যে যাবতীয় পরিকাঠামো উন্নয়নের কাজ শেষ হয়ে যাবে, জানিয়েছে পুরসভা।

কলকাতা পুরসভা এর পর কলকাতা শহরের জল সরবরাহের একটি মানচিত্র তৈরী করবে বলে জানিয়েছে। এই ডিজিটাল মানচিত্রটি তৈরী হলে তা একটি সেন্ট্রাল সার্ভারে রাখা হবে যাতে যে কোনও সময় যে কোনও ত্রুটি খুব অল্প সময়ে সরিয়ে ফেলা যায়।

On the second day of her three-day trip to the Hills, Bengal Chief Minister Mamata Banerjee inaugurated a number of developmental projects.

Among the projects inaugurated today were the eight new cottages of the Kalimpong Tourist Lodge at Morgan House, a treasury building in Kalimpong, a marketing hub at Suruk-Samther in Kalimpong Block –I, the HDU unit at Kalimpong sub-divisional hospital, the office of DSP (Traffic) and police barracks in Vimbore (Bidhannagar), police station and force barracks in Sukhiapokhri, a hall at the Darjeeling minority centre, roads in Phansidewa, beautification project around Jalpaiguri Sadar Hospital, and the office of the Tea Directorate on Hill Cart Road.

The Chief Minister also laid the foundation stones of the New Jalpaiguri police station and the community hall at Lorungdhura in Jorbungalow .

She also distributed services like cheques for Geetanjali scheme and scholarships for Kanyashree, among others.

The Chief Minister began her speech by extending her greetings to the members of the development boards of the various Hills communities. She congratulated the Lepcha Board, whose foundation day it was today, for its great work in the last four years.  She mentioned the 3,000 homes for the poor which have been built by the Lepcha Board, adding that another 1,000 would be built.

She said that the various development boards must promote cultural activities and make Darjeeling clean and green. “We want the Darjeeling Hills region to prosper and become the best”.

Mamata Banerjee has always supported holistic development, to bring about changes both on the social and infrastructural fronts. She reminded people that “the more you work for development, the more funds we will allocate.” She promised to bring “more tribes under SC/ST list and set up more development boards”.

Keeping the impending municipal elections in the region in mind, she added, “Those who win must work for development”.

She mentioned the fact that her Government has sanctioned “ITIs, polytechnic colleges, medical college and education hub for Darjeeling Hills”.

On shoring up the tourism infrastructure in the Hills too, the Trinamool Congress Government has done a lot: as she said, “We want the tourism industry in the Hills to flourish”. Tourism infrastructure at Tiger Hill and its surrounding areas would be given a boost too.

She pointed out her Government’s efforts towards the welfare of all those linked with the crucial tea industry, the lifeline of the economy of the Hills, too: “We have set a separate tea directorate for north Bengal”. 

She made a crucial announcement during her speech. She announced that Kalimpong will become a new district, adding, her Government has “allotted Rs 6 crore for building infrastructure” for the new district.

The many splendid missionary schools in the Hills region have always attracted students from far and wide. She said, “We are proud of them”.

All-round development of Bengal, taking everyone along – be it her supporters or those opposed to her – has been the fulcrum of Chief Minister Mamata Banerjee’s message of development ever since she came to power in 2011. She made it clear that it is not to change when she said, “So what if you did not vote for us in the elections? We will keep working for the development of Hills”.

She said the development of the Hills region is integral to the development of the State: “If the Hills do not progress, Bengal cannot progress”. 

The Chief Minister turned on her famous charm, that immediately draws everyone towards her, by saying “I am like your sister. We have to live in harmony in the Hills. I will keep coming here”.

She concluded her speech by calling everyone once again to work for the development of the Hills, reminding everyone that “there is no substitute for good work”, and not forgetting to add, “Keep working and we will extend all cooperation”.

 

উন্নয়ন নিয়ে কোন রাজনীতি নয়ঃ কালিম্পঙে মুখ্যমন্ত্রী

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের উদ্যোগে আজ পাহাড় ও সমতল জুড়ে একগুচ্ছ উন্নয়নমূলক প্রকল্পের সূচনা হল।

কালিম্পঙের মরগ্যান হাউস ট্যুরিস্ট লজ কম্পাউন্ডের আটটি কটেজের, কালিম্পঙের ট্রেজারি বিল্ডিং, কালিম্পং-১ ব্লকের সুরুক সাম্থারে মার্কেটিং হাব, কালিম্পং মহকুমা হাসপাতালে এইচ ডি এউ, সুখিয়াপোখরিতে পুলিশ স্টেশন ও ফোর্স ব্যারাক, ভিম্বরে বিধাননগর ইনভেস্টিগেশন সেন্টারে ডি এস পি ট্রাফিকের কার্যালয় ও পুলিশ ফোর্স ব্যারাক, দার্জিলিঙে সংখ্যালঘু ভবনের সভাকক্ষ, ফাঁসিদেওয়া ব্লকের রাস্তা উদ্বোধন করেন মুখ্যমন্ত্রী।

জলপাইগুড়ি সদর হাসপাতাল সংলগ্ন এলাকার সৌন্দর্যায়ন প্রকল্পেরও উদ্বোধন করেন তিনি। এছাড়া শিলান্যাস করেন নিউ জলপাইগুড়ি থানা ও জোড়বাংলো সুখিয়াপোখরির লোবুংধুরায় কমিউনিটি হলের।এছাড়াও তিনি নানা পরিষেবা প্রদান করেন। যেমন, গীতাঞ্জলি প্রকল্পের আওতায় গৃহ নির্মাণের জন্য চেক এবং কন্যাশ্রী প্রকল্পের আওতায় ছাত্রীদের বৃত্তি।

বিভিন্ন বোর্ডের সকল সদস্যদের শুভেচ্ছা জানিয়ে তিনি তাঁর বক্তব্য শুরু করেন।

মুখ্যমন্ত্রী বলেন, “গত ৪ বছরে লেপচা বোর্ড অনেক ভালো কাজ করেছে, তাই তাদের আমার অভিনন্দন। লেপচা উন্নয়ন বোর্ড প্রায় ৩০০০ বাড়ি তৈরি করেছে, গরীবদের জন্য আরও ১০০০ টি বাড়ি তৈরি করা হবে।বিভিন্ন উন্নয়ন পর্ষদ গুলির উচিত সাংস্কৃতিক বিকাশে জোর দেওয়া এবং দার্জিলিং- কে ‘ক্লিন অ্যান্ড গ্রিন’ বানাতে হবে। আমরা চাই দার্জিলিঙের আরও উন্নয়ন হোক এবং দার্জিলিং সেরা হোক। উন্নয়নমূলক কাজ করলে আমরা বরাদ্দ অর্থের পরিমাণ আরও বৃদ্ধি করব”।

তিনি আরও জানান যে অন্যান্য উপজাতিদের তপসিলি জাতি ও উপজাতি তালিকাভুক্ত করা হবে এবং আরও উন্নয়ন পর্ষদ গঠন করা হবে। সামনেই পাহাড়ের কর্পোরেশন নির্বাচন, যারা জিতবে তাদের অবশ্যই উন্নয়নমূলক কাজ করতে হবে।

ইতিমধ্যেই পাহাড়ের জন্য অনেক উন্নয়নমূলক কাজ করেছে সরকার। পাহাড়ের জন্য আই টি আই, পলিটেকনিক কলেজ, মেডিক্যাল কলেজ, এডুকেশন হাব তৈরি করা হয়েছে।

আমরা চাই পাহাড়ে পর্যটন শিল্পের আরও প্রসার ঘটুক। উত্তরবঙ্গের জন্য একটি আলাদা টি ডিক্টেটরেট তৈরি করা হয়েছে।

মুখ্যমন্ত্রী বলেন, “কালিম্পং নতুন জেলা হবে এবং নতুন জেলার পরিকাঠামো তৈরির জন্য ৬ কোটি টাকা বরাদ্দ করেছে রাজ্য সরকার। টাইগার হিলের পর্যটন পরিকাঠামোকে আরও উন্নত করার পরিকল্পনা রয়েছে।  পাহাড়ের উন্নয়ন না হলে বাংলার উন্নয়ন সম্ভব নয়। পাহাড়ে আমাদের শান্তি বজায় রাখতে হবে, আমি বার বার এখানে আসব।আপনারা আমাদের ভোট দেননি তো কি হয়েছে? তা সত্ত্বেও আমরা দার্জিলিঙের উন্নয়নের জন্য কাজ করে যাব। ভালো কাজের কোন বিকল্প নেই। কাজ করে যান, আমরা আপনাদের সহযোগিতা করব”।

On her third trip to north Bengal since she was re-elected as chief minister, Mamata Banerjee, welcomed as ‘Pahari Ma’, spoke of “development for the hills”.

“We have always wanted development for the hills. Previous governments have failed in this, but our government’s focus is clear — development for the hills. Hills must keep smiling,” said Mamata Banerjee as she reached Kalimpong last evening.

The chief minister met representatives of different tribes in the hills after her arrival. People from all walks of life gathered on the way to welcome her. Banners, festoons and hoardings were put up at every street corner in her honour.

 

পাহাড়ের হাসি অটুট থাকুক: মুখ্যমন্ত্রী

দ্বিতীয়বার ক্ষমতায় আসার পর তৃতীয় উত্তরবঙ্গ সফরে এসে মুখ্যমন্ত্রী বললেন পাহাড়ের উন্নয়ন আগামীদিনেও চলবে।

“আমরা চিরকাল পাহাড়ের উন্নয়নের পক্ষে ছিলাম। আগের সরকার সেটা করতে ব্যর্থ হয়েছিল কিন্তু আমাদের একটাই লক্ষ্য – উন্নয়ন। পাহাড়ের হাসি অটুট থাকুক,” তিনি বলেন।

এদিন বিকেলে কালিম্পঙ পৌঁছে মুখ্যমন্ত্রী নানা গোষ্ঠীর প্রতিনিধিদের সাথে দেখা করেন। ওনাকে অভ্যর্থনা করতে রাস্তার মোড়ে মোড়ে মানুষের ঢল নেমেছিল।

State Agriculture Marketing Minister has instructed cold storage owners to sell off whatever they are storing by November in a measure to rein in prices of potatoes, onions and vegetables.

The Minister said that this will automatically cool the prices in the next few days.

According to the Minister, there are 544 cold storages across the state and in every cold storage officers will give surprise visits to take stock of the situation. At the same time, they will also visit the markets to get details of the retail price.

 

পুজোর আগেই খাদ্যদ্রব্য মূল্য নিয়ন্ত্রণে তৎপর রাজ্য সরকার

রাজ্য কৃষি বিপণন মন্ত্রী সমস্ত হিমঘরের মালিকদের নির্দেশ দিয়েছেন আগামী নভেম্বর মাসের মধ্যে তাদের হিমঘরে মজুত রাখা সব খাদ্যদ্রব্য বাজারে বিক্রি করতে হবে, যাতে আলু, পেঁয়াজ ও অন্যান্য শাকসবজির দাম নিয়ন্ত্রণে আসে।

মন্ত্রী জানান, এই পদক্ষেপের ফলে কয়েকদিনের মধ্যেই শাকসবজির দাম কিছুটা নিয়ন্ত্রণে আসবে।

মন্ত্রীর কথা অনুযায়ী এই মুহূর্তে রাজ্যে ৫৪৪টি হিমঘর আছে, যাতে সংশ্লিষ্ট আধিকারিকরা মাঝে মাঝেই ‘সারপ্রাইজ ভিসিটে’ যাবেন। সেই সঙ্গে তারা বাজারে গিয়েও মূল্যবৃদ্ধির খোঁজ নেবেন।
