The special achievers in various fields during 2016-17 among the beneficiaries of the Kanyashree Scheme were felicitated at the Kanyashree Utsav held at the Netaji Indoor Stadium on Friday, July 28 to celebrate the United Nations Public Service Award given to the scheme recently.

Bengal Chief MInister Mamata Banerjee, the main brain behind the scheme, congratulated the outstanding performers, divided into six broad categories. The first to be called on stage were 20 Kanyashree beneficiaries who had shone in their respective fields.

 

The top 20 recipients:

  • Mamoni Bauri from Bankura district – first in shot put at the state-level games
  • Tania Ambali from Hooghly district – ranked well in the national school taekwondo championship
  • Indrani Banerjee from Hooghly district – scored 85.6% in the Madhyamik exams
  • Pratima Chhetri from Jalpaiguri district – scored 85% in the Madhyamik exams and also ranked third in the national school taekwondo championship
  • Debolina Gope from Nadia district – excelled in gymnastics
  • Debasmrita Mondal from Nadia district – excelled in gymnastics
  • Tamalika Dutta from Purba Bardhaman district – excelled in gymnastics
  • Pratistha Samantha from Howrah district – excelled in gymnastics
  • Monalisa Dey from Howrah district – excelled in kabaddi
  • Anubha Mandal from Howrah district – first in state-level yoga championship
  • Chandrani Karmakar from Alipurduar district – fourth in the Madhyamik exams
  • Rokeya Khatoon from North 24 Parganas district – first in the Alim exams
  • Arjina Khatoon from North 24 Parganas – fifth in the Alim exams
  • Bidisha Gayen from South 24 Parganas – excelled in gymnastics
  • Budhorani Deb Sharma from Uttar Dinajpur district – excelled in shot put
  • Koel Saha from Uttar Dinajpur district – third in state-level dance competition
  • Triparna Debnath of Kolkata
  • Trisha Puryakayastha of Kolkata
  • Anjali Goshai of Kolkata
  • Kuheli Basak from Nadia district – for contributing to her household income by running a cyber cafe-cum-photocopy shop

The top three schools to best implement the Kanyashree Scheme:

  • Loreto St Mary’s Girls’ High School
  • Bansdroni Binay Balika VidyalayaGarden Reach Notubihari Girls’ High School received a special recognition

 

The top three colleges best implement the Kanyashree Scheme:

  • Sammilani College
  • Vidyasagar College
  • Sarsuna College

 

At the end, the top five districts for best overall performance in implementing the scheme during 2016-17 were awarded. They were:

  • Bankura
  • Alipurduar
  • Cooch Behar
  • North 24 Parganas
  • Dakshin Dinajpur

 

All the students awarded were given books and special-mention certificates, while the institutions and districts, whose representatives were called on stage, received certificates of honour.

 

কৃতি কন্যাশ্রীদের পুরস্কৃত করা হল

শুক্রবার ২৮শে জুলাই নেতাজি ইনডোর স্টেডিয়ামে অনুষ্ঠিত হয় কন্যাশ্রী উৎসব। ২০১৭ সালে ৬২টি দেশের ৫৫২টি সামাজিক প্রকল্পকে পিছনে ফেলে সেরার শিরোপা পায় আমাদের রাজ্যের “কন্যাশ্রী”। সেই ঐতিহাসিক জয়ের উৎসবই পালন করা হয় এই দিন। এদিন অনেক কৃতি কন্যাশ্রীকে পুরস্কৃত করা হয়।
মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় যিনি এই প্রকল্পের রূপকার ও প্রধান উদ্যোগী, তিনি প্রধান ৬টি বিভাগে কৃতিদের সম্মান প্রদান করেন। ২০জন কন্যাশ্রী যারা বিভিন্ন ক্ষেত্রে নজির গড়েছে, তাদের ডেকে নেওয়া হয় মঞ্চে।
১. বাঁকুড়া জেলার মামনি বাউরি, যিনি রাজ্য স্তরে সট-পাটে প্রথম স্থানাধিকারী
২. হুগলী জেলার তানিয়া আম্বালি, যিনি জাতীয় তাইকুন্ডু প্রতিযোগিতায় ভালো ফল করে
৩. হুগলী জেলার ইন্দ্রাণী বন্দ্যোপাধ্যায়, যিনি মাধ্যমিক পরীক্ষায় ৮৫.৬ শতাংশ নম্বর পেয়েছেন
৪. জলপাইগুড়ি জেলার প্রতিমা ছেত্রী, যিনি মাধ্যমিকে ৮৫ শতাংশ নম্বর পাওয়ার পাশাপাশি তাইকুন্ডুতে জাতীয় স্তরে স্কুলের মধ্যে তৃতীয় হয়েছেন

The Bengal Government is taking special steps to bring jatra back to the places where they were once very popular. The jatra palas or jatra operas (as the jatra groups are called) of Chitpore are slowly going back to seeing the face of profit.

Packed shows are again being organised in the districts of the two Medinipurs and the two 24 Parganas, and in those in north Bengal. Groups have been booked for 20 to 30 nights.

From last year, remuneration is also being provided to poor jatra artistes, at the rate of Rs 9,000 each. In 2016, 399 artistes were given this aid.

Jatra is a heritage entertainment and communication medium of Bengal, something unique to the state, especially in rural areas. Hence, the steps being taken by the State Government are very welcome.

মুখ্যমন্ত্রীর উদ্যোগে সুদিন ফিরছে চিতপুরের যাত্রাপাড়ায়, বাড়ছে বায়না

 

একসময় যে জেলাগুলি থেকে লাভের অঙ্ক ঘরে ঢুকত, সেখানে কোনও অজ্ঞাত কারণে যাত্রাপালা হয়নি সেভাবে। এবার সেখান থেকেও যাত্রাপালার হাত ধরে ফের লক্ষ্মী ফিরছে চিতপুরে। তিনদিক খোলা মঞ্চে ফের মজছে দুই মেদিনীপুর, দুই ২৪ পরগনা, উত্তরবঙ্গের বিভিন্ন জেলা।

যাত্রাপালার জয়যাত্রায় বাড়তি অক্সিজেন জোগাচ্ছে মমতা বন্দ্যোপাধ্যায়কে কেন্দ্র করে রচিত যাত্রাপালাগুলি। যাত্রাশিল্পের অনিশ্চয়তার অন্ধকার মুছে দিতে মুখ্যমন্ত্রীর নিরলস প্রচেষ্টায় এ রাজ্যে যাত্রাশিল্পে জোয়ার এসেছে বলে মনে করেন এই শিল্পের সঙ্গে যুক্ত মানুষজন। এবার অন্যান্য বছরের তুলনায় চিতপুর যাত্রাপাড়ার শিল্পীদের গায়ে লেগেছে খুশির হাওয়া। বিভিন্ন যাত্রাসংস্থার বক্তব্য, ইতিমধ্যেই কোনও কোনও অপেরা ২০, ২৫ এমনকি ৩০ রজনীর বেশী যাত্রাপালার বুকিং হয়ে গিয়েছে। অথচ অন্যান্য বছরে এই সময়ে এত বুকিং হয়নি।

চিতপুরের যাত্রাশিল্পের সঙ্গে যুক্ত লোকজনের বক্তব্য, বাম সরকারের চূড়ান্ত উদাসীনতা এবং বিমাতৃসুলভ আচরণে এই ‘লোকশিক্ষা’র শিল্পটি ক্রমশ পিছনের সারিতে চলে যাচ্ছিল। নতুন সরকার ক্ষমতায় আসার পর এই শিল্প ফের মাথা তুলে দাঁড়ানোর চেষ্টা করছে।

শুধু এই শিল্পই নন, যাত্রার সঙ্গে যুক্ত দুঃস্থ শিল্পী এবং কলাকুশলীদের বিষয়েও রাজ্য সরকার বেশ কিছু উদ্যোগ গ্রহণ করেছে। সরকারি সূত্রের খবর, ২০১৩ সাল থেকে দুঃস্থ শিল্পী এবং কলাকুশলীদের অনুদান বৃদ্ধি করা হয়েছে। পাশাপাশি এমন প্রাপকের সংখ্যাও বাড়ানো হয়েছে। জানা গিয়েছে, ২০১৬-৭ অর্থবর্ষে ৩৯৯ জন দুঃস্থ শিল্পী ও কলাকুশলীকে ৯ হাজার টাকা হারে অনুদান দেওয়ার সিদ্ধান্ত নেওয়া হয়েছে।

চিতপুর যাত্রাপাড়া সূত্রে জানা গিয়েছে, যাত্রাদলের সংখ্যাও বাড়ছে। বিভিন্ন অপেরার লোকজনের বক্তব্য, বর্তমানে বিভিন্ন জেলাতেও নতুন নতুন যাত্রা কোম্পানি তৈরি হচ্ছে।

চলতি বছরে কন্যাশ্রী প্রকল্পের সাফল্য নিয়ে তৈরি ‘বিশ্ব আজ মমতাময়’ যাত্রাপালা সুপার-ডুপার হিট হবে বলে সংশ্লিষ্ট অপেরা কর্তৃপক্ষের আশা।

Secondly, my area is a border area (adjacent to the Bangladesh border), and within the jurisdiction of the Central Government, the roads are in a very dilapidated condition, toh woh raaste koh bhi maramat karna chaihiye.

Bengal Chief Minister Mamata Banerjee today visited Amta, Khanakul and Joypur to monitor the flood situation in these areas. She spoke to the local people.

The Chief Minister said, “Every year farmers suffer crop losses due to floods. Houses are destroyed, cattle and animals die. The loss of property is huge.”

She added, “We have been asking the DVC to release water in lesser quantities so that the adverse effects here are minimised. Every time it rains, they release water from Jharkhand and Bengal suffers. Had dredging been carried out, more than 2 lakh cusecs of water could have been held in the reservoirs. There would not have been flood-like situation.”

“We have been vocal on this issue since 2012. We had talked to Manmohan Singh when he was the PM; we have also talked to Narendra Modi, but to no avail. Even day before yesterday, when I was in Delhi, I spoke to him about the situation and requested him to ensure DVC does not release any more water. They say water is released by regulatory commission not the DVC. They do not understand the problems of common people. This is dangerous. They do not bother to inform us,” the Chief Minister added.

This is a man-made flood, she commented. The Chief Minister assured that the administration was taking every measure for flood relief. She said that the Government is always with the people.

আজ খানাকুল, জয়পুর ও আমতায় বন্যা পরিস্থিতি পরিদর্শনে যান মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। সেখানে তিনি সাধারণ মানুষের সঙ্গে কথা বলেন।

এদিন আমতায় মুখ্যমন্ত্রী বলেন, প্রতি বছর কৃষকদের ফসল জলে তলায় চলে যায়। মানুষের ঘর বাড়ি নষ্ট হয়ে যায়। গবাদি পশু ও মানুষের মৃত্যু হয়। সম্পত্তির ক্ষয় ক্ষতি হয়।

আজ ৭ দিন ধরে যুদ্ধ করছি ওদের (ডিভিসি) সাথে। যখনই বর্ষা হচ্ছে ওরা ঝাড়খণ্ড থেকে জল ছেড়ে দিচ্ছে। আমরা অনুরোধ করেছিলাম অল্প জল ছাড়ার জন্য যাতে অল্প ক্ষয়-ক্ষতি হয়। পশ্চিমবঙ্গ দেখতে অনেকটা নৌকার মত, ওপর থেকে ওরা জল ছাড়ছে আর আমরা ডুবে যাচ্ছি। আমার মনে হয় ডিভিসি ২ লক্ষ কিউসেকের বেশি জল রাখতে পারে যদি ড্রেজিং করা হয়। তাহলে কোথাও এই বন্যা পরিস্থিতির সৃষ্টি হয় না।

২০১২ সাল থেকে আমরা এই নিয়ে লড়াই করছি। আমি মনমোহন সিং কেও জানিয়েছিলাম , নরেন্দ্র মোদীকেও চিঠি দিয়েছি। প্রতিবার এমনকি গত পরশু দিনেও যখন দিল্লি গেছিলাম তখনও আবার বলেছি। ওরা বলেছে ডিভিসি জল ছাড়ে না, রেগুলেটরি কমিশন জল ছাড়ে। ওরা সাধারণ মানুষের ব্যাপারটা দেখে না, বোঝেও না। এটা আরও বিপজ্জনক। আমাদের একবারও জানাবার প্রয়োজন মনে করে না। এটা পুরোপুরি ম্যান মেড বন্যা।

সরকার অনেক গুলি বাঁধ সংস্কার করেছে। জেলা প্রশাসনের তরফ থেকে সব রকম ব্যবস্থা নেওয়া হচ্ছে। ত্রাণ পৌঁছে দেওয়া হচ্ছে। মানুষের বিপদে মানুষের পাশে দাঁড়াতে হবে।

Sir, I rise to speak on The Indian Institutes of Information Technology (Public-Private Partnership) Bill, 2017.

Sir, I would like to raise few issues about the Bill for further consideration by the Minister and also seek clarification about the clauses of the Bill.

Sir, in this Bill, it is mentioned ‘the investment of capital required to establish the proposed institute will be borne by the Central Government, the concerned State Government and industry partners in the ratio of 50:35:15. The recurring expenditure in the first five years of operation will be made available by the Central Government’.

What about the recurring expenditure after the completion of the first five years? Who exactly is responsible if some recurring expenditure still exists? Are those costs transferred on to students via fees? The Government needs to bring in some clarification on this point.

If the chairperson of an institute is appointed by the Central Government which makes them work directly for the Government and its interests, this could violate the privilege of being an autonomous institution and also result in too much Government interference.

The Government has to clarify the vetting process of inviting industry partners into the PPP. They would be actively participating in the governance of the institute as well as co-creating programmes. Vested interests should not stifle the growth of the institute or the careers of the students.

In the Bill, ‘the Industry peers would look into the funding and mentoring of start-ups’. Again, vested interests should not come to the fore and it should be ensured that start-ups are encouraged and allowed to function on their own without any external pressures.

It is proposed in the Bill for the creation of a corpus fund by an institute for its working. The corpus fund’s and other fund’s accountability has to be sacrosanct. There should be a mechanism in place, including regular audits, to ensure that the funds have not been misappropriated.

Sir, I would like to raise two very important points which have also been raised by my colleague and friend Ms Pratima Mondal in the Lok Sabha –

1. Many IIITs, including IIIT, Kalyani in Bengal, do not have their own building and occupy rental premises, resulting in operational problems.
2. Standardisation of fee structure amongst all the different IIITs would help in promoting equality and attracting an assortment of merit.

I would request the Honorary Human Resource Development Minister to please take all this into consideration.

In recent times, we have seen massive lay-offs plaguing the IT sector. It is because the IT sector is going through turbulent times. The numbers of employees who have lost their jobs in the current year is more than the last three years.

Sir, there are an increasing number of incidents in the premier institutions of the country involving allegations of harassment and humiliation, illegal promotions, and gender discrimination. These are very serious issues which are to be addressed. Therefore, a proper grievance redressal mechanism has to be developed in all the 20 IIITs and also in the new ones which are to be set up.

Sir, another very important point which needs to be addressed is the rising number of suicides in college campuses. We need to look at the underlying reasons behind this. Counsellors must be available at all campuses to provide psychological support to all students. Professors must ensure that students are nurtured in a stress-free environment.

Within one hour of External Affairs Minister’s statement we saw pictures in the media that mass graves have been found around the Badush Jail. We appreciate the statement of External Affairs Minister. But, she also could have appreciated the work of a woman reporter from India who had sent the investigative report from the ground, telling us that the Badush Jail was in ruins.

So, I would urge the External Affairs Minister to provide an update to her statement and also provide the full circumstantial evidence of what is going on in Mosul and Badush area. We want to hear from the Government. We do not want to rely only on media reports. There should be an authoritative statement from the Government about the full and detailed position in Mosul.

Madam, I think the Government must agree to take part in the debate and discussion on the issue of mob lynchings. A meeting of the Business Advisory Committee has been called today at 1 PM. Let a discussion be scheduled soon so that the House can run smoothly.

This is an appeal from the Opposition to the Government; let the discussion today itself.
The issue of mob lynchings is of vital importance. Trinamool Congress has given a Notice; we want to take part in the debate.

Thank you, Sir, for giving me the opportunity. I think The Indian Institutes of Information Technology (Amendment) Bill, 2017 is primarily brought before the House to amend the Act of 2014 by way of declaring the Indian Institute of Technology, Manufacturing and Design in Kurnool (Andhra Pradesh) as an Institute of National Importance. I welcome this prima facie.

I will request to the Hon Minister to set up an Indian Institute of Technology, Manufacturing and Design in West Bengal in my Parliamentary Constituency which includes Singur. I know it is a very difficult task but I hope the Hon Minister would give serious thought to my request.

Declaring an existing institute as an institute of national importance is welcome but it should be done with the noble vision of spreading knowledge and information to all parts of the country and to be vested with the best of infrastructure like laboratories, trusts, paraphernalia, faculty with PhD. If possible, bring faculty from foreign and best universities. Only then declaring these existing universities and institutes as institutes of national importance will serve the purpose.

Sir, I rise to speak on the Indian Institutes of Information Technology (Amendment) Bill, 2017. I would have been very happy to speak in support of the Bill if the House had been in order. Unfortunately the House is not in order since six members have been suspended. We have appealed for the withdrawal of their suspension; it has fallen on deaf ears. And today we saw another case of injustice: for the same offense that (Bhagwant) Mann was suspended for two sessions, one ruling party member has been let off with a warning. Sir, I have said that there should be justice whether in the case of the Mann or the case of ruling party members.

As far as the Bill is concerned, there is nothing to take exception to. A new Indian Institute of Information Technology is being set up at Kurnool in Andhra Pradesh. Actually it was there already and it was called Indian Institute of Technology, Manufacturing and Design. But now the name is being changed and it is being subsumed as the Indian Institute of Information Technology, in addition to the four Government funded IIITs that are already there. So, the Minister is coming up with a bigger Bill on this issue.

All I want to say is that IT education is in a bad shape in the country. New engineering colleges, claiming to impart IT education, are coming up. They have three or four computers and they say they have a course in IT. Students passing out from there have no idea of hardware. They learn a little bit of software.

So, a national course or curriculum for all information technology courses all over the country should be enunciated so that there is standardisation of information technology education in the country and students are not taken for a ride.

Information technology in our country consists of software. Software is mainly making programmes. But, hardly we are manufacturing any hardware in this country. The chips, the circuits, the large scale integrated circuits are not being manufactured. We must give emphasis to hardware manufacturing and hardware development in this country.

The other issue is about the information technology companies like Wipro, Infosys and TCS; they are normally doing body-shopping. They are taking fresh engineering graduates. They are sometimes paying them for third year. They do not take IT graduates; they are taking students from any engineering course, they are training them in their softwares and asking them to design programmes.

We want these companies to employ the properly educated IT students who have had experience in both softwares and hardwares. With that I say that we have no objection to IIIT at Kurnool; we are happy Andhra will have an IIIT. I hope there is an IIIT at Kalyani.

With that Sir, I again repeat my appeal; please withdraw the suspension of the six MPs and also met out equal justice to Mr Mann and the member of the ruling party who has violated the rules.
