Bengal Chief Minister Mamata Banerjee today attended the inaugural ceremony of Infocom 2017. She announced that the new IT Policy of the State will be unveiled at Bengal Global Business Summit, 2018.

The CM highlighted the role played by Bengal in driving the digital transformation in India. She spoke at length about e-governance initiatives of the State. Mamata Banerjee invited industrialists to invest in Bengal.

 

Highlights of Mamata Banerjee’s speech:

  • Bengal is the flag-bearer of digital transformation in India. This transformation began six years ago. Bengal has shown the way to the rest of the country, and for that has won the first prize from the Central Government.
  • E-governance and e-taxation have been started. Bengal was the first state to integrate online customisation in work related to customs, for which we have received awards. Bengal is doing a lot of work but silently, and leading the country in various aspects.
  • The previous government was not interested in implementing IT processes. On the other hand, we have been stressing on that from day one. Many companies are opening up facilities in the state; they are doing good work.
  • We have set up a IIIT in Kalyani. Other IT parks have been set up in Siliguri, Rajarhat and Sonarpur.
  • We will announce a new IT Policy at Bengal Global Business Summit, 2018, which will be held on 16-17 January, 2018.
  • Bengal is now a global destination. There is ideal condition to set up industry. Come, invest in Bengal; we will provide all necessary help. Bengal is a digital platform.
  • Bengal is the destination for investment in the future. Economically, geographically, politically – in all aspects – Bengal is stable.
  • We are proud of our youths. They are very talented. The youth are our driving force. Bengal’s talent is famous worldwide.
  • We have doubled our revenue income in six years. 80 lakh mandays were lost due to bandhs in the past; now the number is zero. We do not support bandhs.
  • Bengal is ahead of the national average in terms of GDP growth, agricultural growth, industrial growth. We have created 81 lakh employment in six years.
  • Our actions speak louder than words. We believe in doing rather than making empty promises.

 

 

বিশ্ববঙ্গ বাণিজ্য সম্মেলনে ঘোষণা হবে বাংলার নুতুন আই টি পলিসিঃ মুখ্যমন্ত্রী

 

আজ ইনফোকম -২০১৭ র উদ্বোধনী অনুষ্ঠানে উপস্থিত ছিলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। সেখানে তিনি বলেন যে বিশ্ববঙ্গ বাণিজ্য সম্মেলনে ঘোষণা হবে বাংলার নুতুন আই টি পলিসি (তথ্যপ্রযুক্তি নীতি) ঘোষিত হবে।

এদিন শিল্পপতিদের বাংলায় বিনিয়োগের আহ্বান জানান মুখ্যমন্ত্রী।

 

তাঁর বক্তব্যের কিছু অংশঃ

  • ডিজিটাল ট্রান্সফরমেশনের পথিকৃৎ বাংলা। ৬ বছর আগে বাংলায় এই প্রক্রিয়া শুরু হয়েছে। বাংলাই সকলকে পথ দেখিয়েছে এবং ডিজিটাল ট্রান্সফরমেশনে বাংলা ভারতের মধ্যে প্রথম পুরস্কার পেয়েছে।
  • ই–গভর্ন্যান্স, ই-ট্যাক্সেশন প্রক্রিয়া চালু হয়েছে। আবগারি দপ্তরও আমাদের পুরস্কার দিয়েছে। সারা ভারতবর্ষে বাংলা একমাত্র রাজ্য যারা প্রথম এই প্রক্রিয়া শুরু করে। বাংলা নীরবে কাজ করে যাচ্ছে। বাংলাই দেশকে পথ দেখিয়েছে।
  • আগের সরকার এই বিষয়ে উৎসাহী ছিল না। কিন্তু আমরা আসার পর এই নিয়ে ভাবনা চিন্তা শুরু করেছি। বিভিন্ন শিল্প সংস্থা রাজ্যে একের পর এক ভালো কাজ করে যাচ্ছে।
  • আমরা কল্যাণীতে ট্রিপল আই টি চালু করেছি। এছাড়া শিলিগুড়ি, বর্ধমান, রাজারহাট, সোনারপুরে আই টি সেক্টর রয়েছে।
  • আগামী জানুয়ারি মাসের ১৬-১৭ তারিখে বিশ্ববঙ্গ বাণিজ্য সম্মেলন অনুষ্ঠিত হবে, আমরা সিদ্ধান্ত নিয়েছি সেখানে আমরা নতুন আই টি পলিসি ঘোষণা করব।
  • বাংলা এখন শিল্পের গন্তব্যস্থল। বাংলায় শিল্পের অনুকূল পরিবেশ রয়েছে। আসুন বাংলায় বিনিয়োগ করুন, আমরা আপনাদের সব রকম সহযোগিতা করব। বাংলা একটি ডিজিটাল প্ল্যাটফর্ম।
  • বাংলাই ভবিষ্যতে বিনিয়োগের ঠিকানা। অর্থনৈতিক, ভৌগোলিক, রাজনৈতিক সব দিক থেকে বাংলা স্টেবল।
  • আমরা আমাদের যুব সপ্রদায়ের জন্য গর্বিত, তারা খুবই মেধাবী এবং তারাই আমাদের শক্তি। বাংলার প্রতিভা সারা বিশ্বে স্বীকৃত।
  • ৬ বছরে আমাদের রাজ্যস্ব দ্বিগুন বৃদ্ধি পেয়েছে। আগে ৮০ লক্ষ শ্রম দিবস নষ্ট হতো এখন সেই সংখ্যা শূন্য । আমরা বনধ সমর্থন করি না।
  • ভারতের তুলনায় বাংলার জি ডি পি গ্রোথ অনেক ভালো, আর্থিক বৃদ্ধি দ্বিগুন হয়েছে। এছাড়া কৃষি, শিল্প সবেতেই বৃদ্ধি বেশ ভালো হয়েছে। এই ৬ বছরে ৮১ লক্ষ কর্মসংস্থান হয়েছে।
  • আমরা অনেক কাজ করছি। আমি কথায় নয়, কাজে বিশ্বাস করি।

Chief Minister Mamata Banerjee attended a function of the Minority Affairs and Madrasah Education Department at Netaji Indoor Stadium today, giving out scholarships to children.

Salient points of her speech:

Five lakh children from minority communities were presented scholarships today. In 2011, the annual budget of the Minorities Development & Finance Corporation was Rs 472 crore. In six years, the budget has been increased nearly eight times to Rs 3717 crore (and this despite having to pay Rs 40,000 crore per year, the debt legacy of the CPM).

During the last six years, 1.71 crore children have received scholarships, which is a record. The Centre takes money due as taxes from us, but does not give us what is our due. It has stopped funding minorities’ scholarships. The State Government is giving it from its own treasury.

The State Government has allotted Rs 258 crore for giving pension to 2.5 lakh people.

Those who have no work the whole day sit in front of televisions. Their aim is to devise ways to instigate people.

We have given education loans worth Rs 63 crore to more than 18,000 children belonging to the minority communities. Loans for starting businesses have been given to 7 lakh youths. Opportunities to pursue higher education have been given to 1.65 lakh people. People from the minority community are becoming doctors and engineers now.

Burial places and cremations grounds have been renovated. Minority Bhavans have been constructed in every district. We have set up Aliah University, Haj Houses, hostels for the minority communities, ITIs and polytechnic colleges.

All the people of Bengal are our pride. We do not see Hindus and Muslims as being different, we all belong together. This is what humanity is all about. We have to take everyone along, including the Dalits, Adivasis and minorities, on the road to progress.

In some areas, certain people are trying to divide the communities and instigating conflagration. These people are inciting others by bribing them with money. Do not give any importance to them. If you see such people, inform the authorities immediately.

What has happened at GD Birla School is not correct. Teachers are our pride, they are our guardians. Only a few teachers may be bad, but that doesn’t mean the teaching profession should be denigrated. Along with the schools, the teachers should also take up more responsibilities.

I also appeal to the media to follow their responsibilities properly. Some of them publish the wrong news. Those who commit a crime would be punished; there would be no compromise on that. Guardians have the right to protest; but at the same time it has to be kept in mind that children must not miss school.

A person who can take everyone along is a leader. The one who divides a country can never become any sort of leader, let alone lead a country. People do not remember them.

The spirit of Hinduism is about unity; it takes everyone along. It does not teach to divide. We do not agree with those who want to follow only their own rules of religion. Hinduism teaches people to love those from other religions too.

What is the harm in taking everyone along? Some persons ask who do I work for and support? Well, I work for everyone. The evil elements in society – those who spread hatred and rumours, conspire and plot – want to divide people. But the influence of such people is temporary. Keep faith. We ourselves are our biggest strength.

 

সবাইকে নিয়ে চলার নাম মানবিকতাঃ মুখ্যমন্ত্রী

 

আজ নেতাজি ইনডোরে সংখ্যালঘু উন্নয়ন পর্ষদের অনুষ্ঠানে উপস্থিত ছিলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। সেখান থেকে সংখ্যালঘু ছেলেমেয়েদের হাতে স্কলারশিপ তুলে দেন মুখ্যমন্ত্রী।

তাঁর বক্তব্যের কিছু বিষয়ঃ

৫ লক্ষ সংখ্যালঘু ছেলেমেয়েকে আজ স্কলারশিপ দেওয়া হল। ২০১১ সালে সংখ্যালঘু উন্নয়ন পর্ষদের বাজেট ছিল ৪৭২ কোটি টাকা, ৬ বছরে এই বাজেট ৮ গুণ বাড়িয়ে ৩৭১৭ কোটি টাকা করা হয়েছে (সিপিএমের ৪০ হাজার কোটি টাকা দেনা শোধ করেও)।

এই ৬ বছরে ১ কোটি ৭১ লক্ষ ছেলেমেয়ে স্কলারশিপ পেয়েছে যা রেকর্ড। বাংলা থেকে কর আদায় করে নিয়ে যায় অথচ পাওনা টাকা দেয় না। সংখ্যালঘুদের স্কলারশিপের টাকা দেওয়া বন্ধ করে দিয়েছে। রাজ্য নিজের কোষাগার থেকে তাদের স্কলারশিপের টাকা দিচ্ছে।

রাজ্য সরকার ২৫৮ কোটি টাকা বরাদ্দ করেছি আড়াই লক্ষ লোককে পেনশন দেওয়ার জন্য।

যাদের কোন কাজ নেই সকাল থেকে টিভির সামনে বসে পড়ে ছবি তোলার জন্য। কোন কাজ করে না, শুধু আগুন লাগায়।
১৮ হাজারের বেশি সংখ্যালঘু ছেলেমেয়েকে আমরা শিক্ষা ঋণ দিয়েছি ৬৩ কোটি টাকা। ৭ লক্ষ ছেলেমেয়েকে ব্যবসা করার জন্য ঋণ দিয়েছি। আমরা ওবিসি রিজার্ভেশন করেছি। ১ লক্ষ ৬৫ হাজারের বেশি ছেলেমেয়েরা উচ্চ শিক্ষার সুযোগ পেয়েছে।

কবরস্থান, শশ্মান ঘাটগুলির ও সংস্কার করা হচ্ছে। সব জেলায় মাইনরিটি ভবন তৈরি হয়েছে। আলিয়া বিশ্ববিদ্যালয়, হজ, হোস্টেল, আইটিআই, পলিটেকনিক কলেজ নির্মাণ করা হয়েছে।

বাংলার সব মানুষ আমাদের গর্ব। আমরা হিন্দু-মুসলমান ভাগাভাগি করি না, সকলে একসাথে চলি। সবাইকে নিয়ে চলার নাম মানবিকতা, সর্বধর্ম। দলিত,আদিবাসী, সংখ্যালঘু সবাইকে ভালবেসে এগিয়ে যেতে হবে।

বিভিন্ন এলাকায় কেউ কেউ বন্ধু সেজে মানুষের মধ্যে দাঙ্গা লাগানোর চেষ্টা করছে, ভাগাভাগি করার চেষ্টা করছে। এইসব অজানা অচেনা লোক টাকার থলি নিয়ে বসে আছে, এদের গুরুত্ব দেবেন না। এরকম লোক দেখতে পেলে সাথে সাথে পুলিশের কাছে অভিযোগ জানাবেন।

সংবাদমাধ্যমকে আমার অনুরোধ তারা সঠিকভাবে যেন তাদের ভূমিকা পালন করেন। কেউ কেউ বাজে ঘটনাকে প্রচার করে। অপরাধ করলে তার শাস্তি হবে, সেখানে কোনরকম কম্প্রোমাইজ করা হবে না।

যে দেশের সবাইকে নিয়ে চলবে সেই হবে দেশ নেতা। যারা দেশকে ভাঙ্গে তারা দেশের নয়, কোন চেয়ারের নেতাও হতে পারে না। তাদের কোন স্থায়িত্ব থাকে না।

হিন্দুধর্ম সর্বজনীন, সবাইকে গ্রহণ করে। হিন্দু ধর্ম ভাগাভাগি করতে শেখায় না। কেউ যদি নিজের ইচ্ছেমতো ধর্ম পালন করে তাঁর সঙ্গে আমরা একমত নই। নিজের ধর্মের সঙ্গে সঙ্গে অন্য ধর্মকেও ভালোবাসতে শেখায় হিন্দু ধর্ম।

সবাইকে নিয়ে চললে আপত্তিটা কোথায়? ওরা আমায় বলে আমি কাদের জন্য কাজ করব, কাদের সঙ্গে কথা বলব? আমি সবার জন্য কাজ করি। যারা সমাজের দুষ্টু লোক, যারা কুৎসা, চক্রান্ত, ষড়যন্ত্র ও চক্রান্ত করে তারা ভাগাভাগি চায়। এটা সাময়িক, ভরসা রাখুন। আমরা নিজেরাই আমাদের সবচেয়ে বড় ভরসা।

Three universities to be set up in Bengal

Three Bills were passed this week in the Bengal Assembly for the creation of three universities – The West Bengal Green University Bill, The Purba Medinipur University Bill and The Jhargram University Bill. All three universities would be State Government-funded.

West Bengal Green University would be set up in Hooghly district. It would be a centre of excellence for studies and research in subjects related to environment, surface management, bio-diversity, etc. Both graduate and postgraduate courses would be conducted here. The courses would be job-oriented. All types of pollution – land, water, surface and noise – would be studied here. This would be the first state university here.

The Chief Minister Mamata Banerjee-led Trinamool Congress Government has taken several steps for facilitating the holistic development of the education sector. Seventeen universities have already been set up over the last six years, five more are in process, as a result of which many more students have been able to go for higher education.

বাংলা পাবে আরও তিনটি নতুন বিশ্ববিদ্যালয়

পশ্চিমবঙ্গ বিধানসভায় পাস হল রাজ্যে তিনটি নতুন বিশ্ববিদ্যালয় গড়ার জন্য প্ৰয়োজনীয় বিল। এই নতুন বিশ্ববিদ্যালয় হল, ওয়েস্ট বেঙ্গল গ্রিন ইউনিভার্সিটি, ঝাড়গ্রাম ইউনিভার্সিটি, ও পূর্ব মেদিনীপুর ইউনিভার্সিটি। তিনটি বিশ্ববিদ্যালয়ই হবে সরকারি।

হুগলীতে তৈরি হতে চলা ওয়েস্ট বেঙ্গল গ্রিন ইউনিভার্সিটিতে বিভিন্ন শাখায় পড়াশোনা ও গবেষণার সুযোগ থাকবে। এই বিশ্ববিদ্যালয়টি হবে একটি সেন্টার ও এক্সসেলেন্স। এখানে স্নাতক ও স্নাতকোত্তর স্তরে পড়াশোনা করা যাবে। হুগলী জেলার প্রথম সরকারি বিশ্ববিদ্যালয় এটি।

পাশাপাশি নব নির্মিত জেলা ঝাড়গ্রাম ও পূর্ব মেদিনীপুর জেলাও পেতে চলেছে নতুন বিশ্ববিদ্যালয়। এছাড়াও, সিস্টার নিবেদিতার নামে একটি বেসরকারি বিশ্ববিদ্যালয়ও গড়ে উঠছে রাজ্যে।

শিক্ষাব্যবস্থার উন্নয়নে ক্ষমতায় আসার পর থেকেই উদ্যোগী মুখ্যমন্ত্রী। গত ছয় বছরে ১৭টি বিশ্ববিদ্যালয় তৈরী হয়েছে রাজ্যে; আরও ৫টি নির্মাণের পথে। নতুন বিশ্ববিদ্যালয় তৈরী হলে রাজ্যের আগামী প্রজন্ম উপকৃত হবে বিপুলভাবে।

A new avenue for investment in Bengal is going to open up soon, with the ambassador of South Korea to India meeting Chief Minister Mamata Banerjee on November 27, on the sidelines of the Horasis Asia Summit held in Kolkata.

After the meeting, the ambassador said that South Korea is appreciative of the fact that the Chief Minister has shown a lot of interest in strengthening the economic engagement between Bengal and his country. She also agreed to provide all possible help in setting up industries in the state.

Mamata Banerjee has invited investment in manufacturing and tourism, as well as showed a keen interest in cultural exchanges.

The ambassador said that Bengal was chosen because of the fact that the state has a vibrant market. Secondly, the state serves as a gateway to countries like Bhutan and Thailand. On top of these, Bengal has a glorious tradition in many fields.

Another welcome news is that KOTRA (Korea Trade-Investment Promotion Agency), the South Korean Government’s trade and investment promotion organisation, is opening an office in Kolkata in December, to help in the coordination of trade and investment opportunities and partnerships between the governments and industries of South Korea and Bengal.

Recently, for the first time in Kolkata, the Government of South Korea organised the Korean Caravan, a unique forum where representatives of Korean companies got the opportunity to interact with officials of industrial houses in Bengal. Officials of West Bengal Industrial Development Corporation (WBIDC) and Federation of Indian Chambers of Commerce and Industry (FICCI) were also present there.

দক্ষিণ কোরিয়া বিনিয়োগ করবে রাজ্যে

 

কলকাতায় অনুষ্ঠিত হোরাসিস সম্মেলন থেকে প্রাপ্তি হিসেবে এল বিনিয়োগের বার্তা। দক্ষিণ কোরিয়ার রাষ্ট্রদূত মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের সঙ্গে বৈঠক করে একথা জানান।

ওই সম্মেলনে রাজ্য থেকে যে প্রতিনিধি দল অংশ নিয়েছিল, সরকারি বেসরকারি ক্ষেত্র থেকে, তারা এ রাজ্যে বিনিয়োগে প্রবল সম্ভাবনার কথা তুলে ধরেন। এছাড়াও সরকারের উৎসাহের ফলে এখানে সফল কি কি শিল্প তৈরি হয়েছে, তাও তুলে ধরা হয়।

দক্ষিণ কোরিয়ার রাষ্ট্রদূত বলেন, মুখ্যমন্ত্রী এ রাজ্যের সঙ্গে তার দেশের অর্থনৈতিক যোগাযোগ তৈরীতে যে পরিমাণ আগ্রহ দেখিয়েছেন, তাতে তিনি অভীভুত। এছাড়া মুখ্যমন্ত্রী আশ্বাস দিয়েছেন রাজ্য সরকার সব রকম সহায়তা করবে এ রাজ্যে শিল্প করতে চাইলে।

মমতা বন্দ্যোপাধ্যায় নির্মাণ শিল্প ও পর্যটনের পাশাপাশি সাংস্কৃতিক আদানপ্রদানেও খুব উৎসাহ দেখিয়েছেন।

রাষ্ট্রদূত বলেন তারা বাংলাকে বেছে নিয়েছেন কারণ, এখানের বাজার খুব আকর্ষণীয়। এছাড়া এরাজ্যকে ভুটান বা থাইল্যান্ডের মতো দেশগুলির গেটওয়ে বলা যায়। এছাড়া বাংলার ঐতিহ্যবাহী ইতিহাস আছে নানা ক্ষেত্রে।

এছাড়াও, ডিসেম্বর মাসে দক্ষিণ কোরিয়ার সরকারের বাণিজ্য ও বিনিয়োগের প্রোমোশান সংস্থা কলকাতায় তাদের অফিস খুলছে। এই দপ্তরটি দক্ষিণ কোরিয়ার ও বাংলার, সরকার ও শিল্পকে নানারকম সাহায্য করবে।

এই প্রথম দক্ষিণ কোরিয়ার সরকার কলকাতায় আয়োজন করে করিয়ান কারাভান-এর। এটি একটি আলোচনার জায়গা যেখানে কোরিয়ান কোম্পানিগুলির প্রতিনিধিরা রাজ্যের শিল্পের আধিকারিকদের সঙ্গে আলোচনার সুযোগ পাবে। ওয়েস্ট বেঙ্গল ইন্ডাস্ট্রিয়াল ডেভেলপমেন্ট কর্পোরেশনের আধিকারিকরা ও ফেডারেশন অফ ইন্ডিয়ান চেম্বার অফ কমার্স-এর আধিকারিকরাও উপস্থিত ছিলেন।

The traditional handicrafts and cottage industry of Bengal are quite well-known, even outside India.

Over the last six years, the Trinamool Congress Government has made extensive efforts to promote these arts and crafts, both inside and outside the country, through trade fairs, craft hubs, online marketing and selling, etc.

The latest craft hub – for objects made of shells (shankha), shola (pith of the shola plant) and jewellery box – is coming up in Ashoknagar in North 24 Parganas district. It is coming up an area of 5 acres, and is being set up by Micro, Small and Medium Enterprises Department of the Bengal Government.

The area for the hub has been identified and work is on in full swing. It would be inaugurated within the next few months.

Shankha and shola objects are required for many pujas, and are in high demand especially during the Durga Puja season. Almost every idol-maker in and around Kolkata, the nerve centre of the Durga Puja market, acquire shola jewellery for adorning the idols.

Jewellery boxes made in and around Ashoknagar by rural artisans has demand even in West Asia, besides of course in the domestic markets. But demand is not commensurate with supply.

To ensure proper supply and to enable artisans to earn a respectable living from practicing their age-old crafts, the State Government has thought of this hub.

শঙ্খ, শোলা ও গয়নার বাক্স তৈরীর হাব হবে অশোকনগরে

 

পশ্চিমবঙ্গের চিরাচরিত হস্তশিল্প ও কুটির শিল্প শুধু দেশ বা রাজ্য না, সারা বিশ্বে জনপ্রিয়। গত ছয় বছরে এই হস্তশিল্পকে দেশ ও বিদেশে তুলে ধরতে তৃণমূল সরকার প্রচুর পদক্ষেপ নিয়েছে। আয়োজন করেছে শিল্প মেলা, তৈরী করেছে হস্তশিল্প হাব, ব্যবস্থা করেছে অনলাইন বিপণনের।

এই উদ্যোগে সাম্প্রতিকতম সংযোজন শঙ্খ ও শোলা দিয়ে তৈরি বিভিন্ন জিনিস ও গয়নার বাক্সর হাব, যা গড়া হবে উত্তর ২৪ পরগনার অশোকনগরে। এই হাবটি হবে ৫ একর জমির ওপর। এই হাবটি তৈরী করছে রাজ্য সরকারের ক্ষুদ্র, কুটির ও মাঝারি শিল্প দপ্তর।

এই হাবের জমি চিহ্নিত হয়েছে ও পুরোদমে কাজ চলছে। আগামী কয়েক মাসের মধ্যে এটির উদ্বোধন হবে।

হস্তশিল্পীদের জীবন স্বচ্ছল করে তোলার লক্ষ্যে রাজ্য সরকারের এই হাব তৈরীর সিদ্ধান্ত।

In order to create more job opportunities, it has been decided in Monday’s Cabinet meeting that 1,200 new posts will be made in different departments of the state government.

Partha Chatterjee, the state Parliamentary Affairs minister, said: “It has been passed in the Cabinet to create a 1,000 more posts in different offices and colleges. As many as 200 drivers and helpers will be recruited for assistance by the state Transport department.”

It may be mentioned that the state government has created thousands of job opportunities in the past six years. In June, the state government had announced 3,754 new posts. The decision to create new posts was passed in the Cabinet meeting and Chief Minister Mamata Banerjee has directed the state to complete the recruitment process as soon as possible.

As many as 267 posts were created for eight coastal police stations as a step to ensure security and safety of thousands of tourists visiting Digha and Mandarmoni. Around 444 posts were also created at Health and Family Welfare department and it included 187 posts at the new medical college at Raiganj.

As many as 158 posts have been created at Ramrick Das Harlalka Hospital, which is an annexure to Bangur Institute of Neuroscience. Ninety-nine posts were created at Tufanganj Mental Health Hospital, where the number of beds was increased to 150 from 33. To create job opportunities for women, as many as 2700 lady constable posts were created.

 

১২০০ নতুন পদ তৈরী করবে রাজ্য সরকার

রাজ্যে আরও কর্মসংস্থান তৈরীর লক্ষ্যে ১২০০ নতুন পদ তৈরী করছে রাজ্য সরকার।

পরিষদ বিষয়ক মন্ত্রী পার্থ চট্টোপাধ্যায় বলেন, বিভিন্ন কলেজ ও অফিসে আরও নতুন ১০০০টি পদ তৈরীর সিদ্ধান্ত নিয়েছে মন্ত্রিসভা। এছাড়া আরও ২০০টি ড্রাইভার ও হেল্পারের পদ তৈরী করা হয়েছে রাজ্য পরিবহন দপ্তরে।

প্রসঙ্গত, রাজ্য সরকার গত জুন মাসে ৩৭৫৪টি নতুন পদ সৃষ্টির কথা ঘোষণা করে। মুখ্যমন্ত্রী নির্দেশ দিয়েছেন ওই প্রক্রিয়া খুব তাড়াতাড়ি সম্পন্ন করতে।

দীঘা ও মন্দারমণিতে আগত পর্যটকদের সুরক্ষার জন্য ২৬৭টি পদ সৃষ্টি করা হয়েছে আটটি উপকূলীয় থানার জন্য। স্বাস্থ্য ও পরিবার কল্যাণ দপ্তরে ৪৪৪টি পদ তৈরী হয়েছে। এর মধ্যে রায়গঞ্জের নতুন মেডিক্যাল কলেজের জন্য ১৮৭টি পদ তৈরী হয়েছে।

রামরিক দাস হরলালকা হাসপাতালে সৃষ্টি করা হয়েছে ১৫৮টি নতুন পদ। তুফানগঞ্জ মেন্টাল হেলথ হাসপাতালে ৯৯টি পদ তৈরী হয়েছে। এখানে শয্যা সংখ্যাও ৩৩ থেকে বেড়ে ১৫০ হয়েছে।

মহিলাদের কর্মসংস্থানকে নজর রেখে ২৭০০টি কনস্টেবল পদ তৈরী হয়েছে।

Reacting to the white paper by TRAI, upholding net neutrality, Bengal Chief Minister Mamata Banerjee posted a tweet saying, “We welcome today’s news on net neutrality. Trinamool was the very first party to raise this issue strongly in Parliament & on all platforms. A big win for all who use internet.”

Trinamool was the first party to raise the issue of net neutrality on the floor of the Parliament, way back in 2015. Leader of the party in Rajya Sabha, Derek O’Brien had raised a Calling Attention Motion, which led to the Union telecom minister to take a stand in favour of net neutrality on the floor of the House.

Trinamool has also vocally supported net neutrality in various meetings of the Parliament standing committee on IT and telecom.

নেট নিউট্রালিটি সংক্রান্ত যে শ্বেতপত্র আজ ট্রাই প্রকাশ করেছে, তার পরিপ্রেক্ষিতে আজ মুখ্যমন্ত্রী টুইট করে বলেন, “নেট নিউট্রালিটি নিয়ে আজকের সিদ্ধান্তকে স্বাগত জানাই। সংসদের ভেতরে ও বাইরে তৃণমূলই প্রথম বিষয়টি নিয়ে সরব হয়। যারা ইন্টারনেট ব্যবহার করেন, তাদের জন্য এটি বিরাট জয়।”

তৃনামূলই দেশের প্রথম রাজনৈতিক দল যারা সংসদের ভেতরে ও বাইরে এই বিষয়টি নিয়ে সরব হয়। রাজ্যসভায় তৃণমূল কংগ্রেসের দলনেতা ডেরেক ও’ব্রায়েন ২০১৫ সালে ‘কলিং এটেনশন মোশন’ আনেন, যার প্রত্যুত্তরে টেলিকম মন্ত্রীকে সংসদে নেট নিউট্রালিটির পক্ষে বিবৃতি দিতে হয়।

1. Bengal is back on the map. We are growing in every sector, whether it is GDP, ease of doing business, agriculture or industry. Despite a legacy of 34 years, we are moving ahead.

2. Historically, irrespective of which party is in power, the Centre has given priority to western Indian States. We are not begging. We want what is rightfully ours. On the one hand, there is a State with 47 ports while our request for permission to build two ports in Bengal is falling on deaf ears.

3. There is no cooperative federalism in the country now. It is ‘super emergency’ now. The Centre is telling industrialists not to invest in Bengal. Democracy is finished.

4. Industrialists are under threat. More than 12,000 farmers have died. The media is under the scanner and cannot raise its voice. In fact, a section of the Delhi-based media has become His Master’s Voice for the BJP.

5. I do not have any personal vendetta against anyone. It is our responsibility to collectively fight for issues concerning the people. We must work together for the greater interest.

6. The BJP has no chance in Bengal. They only have a propaganda machinery and sponsored social media. They believe in divide and rule. They incite riots because they cannot fight us politically.

7. When I am on the chair, I work for all. It is wrong to say there is appeasement of minorities in Bengal. It is a propaganda by the BJP and a section of the national media. I am proud of the people of Bengal. The festive season passed off peacefully without any untoward incident.

8. We inherited a huge legacy of debt from the Left. Yet, we doubled our GDP and revenue earnings. We are running so many social schemes despite the debt. I have personally met the Prime Minister and the Finance Minister for the restructuring of debt of not just Bengal but other States too.

9. Narendra Modi is behaving like Tughlaq. They listed three targets for demonetisation – recovering black money, stopping terrorist activities and bringing in transparency. They have failed on all three counts. Even GST was passed hurriedly. Amit Mitra’s voice was not heard in the GST Council.

10. They conducted elections in Bengal by imposing curfew and Section 144. In Gujarat, Central forces, state forces and various agencies are all working together.

11. I have not changed at all. Politics is not a piece of cloth that you change three times a day. I am always with the people. Their trust matters the most in a democracy.

12. Today, union ministers are busy in expanding their party in different States. There is no development. This government believes only in bhashan, not action. They gave funds towards flood relief to BJP-ruled States but Bengal did not receive a penny.

13. The Centre, with their MP from the region, played a dirty game in the Hills. A conspiracy was hatched based on a rumour. Now peace has returned to the Hills.

14. Our ideology has always been pro-people, come what may. We are ready to go to jail; we won’t do any ‘understanding’ with them (BJP).

15. In Bengal, the income of farmers has doubled in six years. We have given employment to 81 lakh people. More than 100 crore man-days have been created. Despite non-cooperation by the Centre, we are focussed on growth in infrastructure. Bengal will lead the country in future.

১. উন্নয়ন ও প্রগতির পথে এগোচ্ছে বাংলা। জিডিপি থেকে শুরু করে ease of doing business, শিল্প, কৃষি সবেতেই এগিয়ে বাংলা। গত ৫-৬ বছরে বাংলার অভূতপূর্ব উন্নতি হয়েছে।

২. রাজনৈতিক দল নির্বিশেষে কেন্দ্র পশ্চিম ভারতীয় রাজ্যগুলিকে প্রাধান্য দিয়েছে। আমরা কেউ ভিক্ষা চাইছি না। আমরা আমাদের অধিকার দাবি করছি। একটা রাজ্যে ৪৭ টি বন্দর রয়েছে আর আমরা ২ টি বন্দর গড়তে অনুমতি চাইছি, কিন্তু ওরা পাত্তাই দিচ্ছে না।

৩. দেশে এখন ‘সুপার এমারজেন্সি’ চলছে। কেন্দ্র শিল্পপতিদের বাংলায় বিনিয়োগ করতে বারণ করছে। দেশের গণতন্ত্র ধ্বংস হয়ে গেছে।

৪. শিল্পপতিদের ভয় দেখানো হচ্ছে। ১২০০০ এর বেশি কৃষক প্রাণ হারিয়েছে। সংবাদমাধ্যমও চাপের মধ্যে রয়েছে যাতে ওরা কথা বলতে না পারে। এমনকি, সংবাদমাধ্যমের একাংশ বিজেপির মুখপাত্রতে রূপান্তরিত হয়েছে।

৫. ব্যক্তিগতভাবে আমার কারো ওপর কোন রাগ নেই। মানুষের স্বার্থে আমাদের একসাথে কাজ করতে হবে। বৃহত্তর স্বার্থে আমাদের একজোট হতে হবে।

৬. বিজেপি বাংলায় কোন জায়গা করে নিতে পারবে না। ওরা শুধু সোশ্যাল মিডিয়ায় কুৎসা ও অপপ্রচার করে। ওরা বিভাজনের রাজনীতিতে বিশ্বাস করে। ওরা আমাদের সঙ্গে রাজনৈতিকভাবে লড়াই করতে পারে না তাই ওরা দাঙ্গা লাগায়।

৭. আমি যেহেতু মুখ্যমন্ত্রীর চেয়ারে বসি আমার দায়িত্ব সকলের জন্য কাজ করা। বাংলায় সংখ্যালঘুদের তোষণ করা হচ্ছে এটা ভুল ধারণা। এটা বিজেপি এবং সংবাদমাধ্যমের একটা অংশের অপপ্রচার। আমি বাংলার মানুষের জন্য গর্বিত। কোনও রকম অপ্রীতিকর ঘটনা ছাড়াই উত্সবের দিনগুলো শান্তিপূর্ণভাবে কেটেছে।

৮. বাম আমলের বিপুল ঋণের বোঝা আমাদের ওপর। তা সত্ত্বেও আমরা আমাদের জিডিপি ও রাজস্ব দ্বিগুন করেছি। বিপুল আর্থিক বোঝা থাকা সত্ত্বেও আমরা সব সামাজিক প্রকল্পগুলি চালু রেখেছি। আমি ব্যক্তিগতভাবে প্রধানমন্ত্রী ও অর্থমন্ত্রীর সঙ্গে দেখা করেছি এবং
শুধু বাংলা নয় অন্য রাজ্য গুলির বিপুল ঋণের বোঝা লাঘব করার কথা বলেছি।

৯. নরেন্দ্র মোদী মহম্মদ বিন তুঘলকের মতন আচরণ করছেন। নোট বাতিলের তিনটি উদ্দেশ্য ছিল – কালো টাকা ফেরত আনা, সন্ত্রাসী কার্যকলাপ বন্ধ এবং স্বচ্ছতা। সব ক্ষেত্রেই ওরা ব্যর্থ হয়েছে। এমনকি জি এস টি তাড়াহুড়ো করে পাশ করানো হয়েছে। জি এস টি কাউন্সিল বৈঠকে অমিত মিত্রর বক্তব্য কেউ শোনেনি।

১০. ওরা ১৪৪ ধারা জারি করে নির্বাচন করিয়েছে বাংলায়। গুজরাতে কেন্দ্রীয় বাহিনী, রাজ্যের বাহিনী এবং বিভিন্ন সংস্থাগুলি একসঙ্গে কাজ করছে।

১১. আমি একদমই বদলাইনি। রাজনৈতিক আদর্শ জামাকাপড়ের মত সকাল, বিকেল, সন্ধ্যে বদলানো যায় না। আমি মানুষের পাশে আছি। তাদের আস্থা জয় করাটাই আমার কর্তব্য।

১২. কেন্দ্রীয় মন্ত্রীরা উন্নয়নের কাজ না করে রাজ্যে রাজ্যে নিজেদের দলের বিস্তার করে বেড়াচ্ছেন। এই সরকার কাজ করে না, শুধু ভাষণ দেয়। ওরা বিজেপি শাসিত রাজ্যগুলিকে বন্যাট্রনের জন্য টাকা দিল, কিন্তু বাংলা কানাকড়িও পেল না।

১৩. পাহাড়ে কেন্দ্র, ও তাদের ওখানকার সাংসদ, নোংরা রাজনীতি করেছে। গুজব রটিয়ে পাহাড়ে আগুন লাগানোর চক্রান্ত হয়েছে। এখন পাহাড়ে শান্তি ফিরে এসেছে।

১৪. মানুষের পক্ষে থাকাটাই আমাদের আদর্শ। আমরা জেলে যেতেও প্রস্তুত কিন্তু ওদের সাথে কোনও আপস করব না।

১৫. গত ছয় বছরে বাংলার কৃষকদের যায় দ্বিগুন হয়েছে। আমরা ৮১ লক্ষ কর্মসংস্থান করেছি। ১০০ কোটি শ্রমদিবস সৃষ্টি করা হয়েছে বাংলায় আমাদের আমলে। কেন্দ্রের চরম অসহযোগিতা সত্ত্বেও আমরা পরিকাঠামো উন্নয়নে জোর দিচ্ছি। আগামী দিনে বাংলাই দেশ কে পথ দেখাবে।

Bengal Chief Minister Mamata Banerjee today charged that the controversy over Sanjay Leela Bhansali’s Padmavati was a “calculated plan” of a political party to destroy freedom of expression.

She urged film industry members to come out in support of Bhansali and his film.

“The Padmavati controversy is not only unfortunate but also a calculated plan of a political party to destroy the freedom to express ourselves.

“We condemn this super emergency. All in the film industry must come together and protest in one voice,” she said in a tweet.

পদ্মাবতী বিতর্ক নিয়ে সরব হলেন পশ্চিমবঙ্গের মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। এই ছবি নিয়ে এই বিতর্ককে দুর্ভাগ্যজনক আখ্যা দিলেন মুখ্যমন্ত্রী।

আজ একটি টুইট করে মুখ্যমন্ত্রী জানালেন, একটি রাজনৈতিক দলের স্বার্থ সিদ্ধির জন্য সুপরিকল্পিতভাবে মত প্রকাশের স্বাধীনতাকে এভাবে ধ্বংস করা হচ্ছে।

On November 20, Chief Minister Mamata Banerjee is going to lay the foundation stone of a museum inside the Assembly premises. The museum will depict the rich history of the Legislative Assembly, and through it, the immense contribution of Bengal to the freedom struggle of the country.

It will be housed inside a five-storied building, which will have, among other facilities, a state-of-the-art auditorium.

The history of the Bengal Legislature can be traced back to January 18, 1862 when, under the Indian Councils Act of 1861, a twelve-member Legislative Council for Bengal Presidency was established by the Governor-General of British India, with the Lt Governor of Bengal and some nominated members.

Under the provisions of the Government of India Act 1935, the Bengal Provincial Legislature, as it was named later, was made bicameral – housing the Legislative Council and the Legislative Assembly.

The Legislative Council was abolished in 1969 through the enactment of the West Bengal Legislative Council (Abolition) Act.

At present, the Legislative Assembly has 295 members, which includes 294 members directly elected from single-seat constituencies and one nominated from the Anglo-Indian community. Its term is five years, unless sooner dissolved.

রাজ্য বিধানসভায় তৈরী হচ্ছে একটি সংগ্রহশালা

পশ্চিমবঙ্গ বিধানসভায় এবার তৈরী হবে একটি সংগ্রহশালা। ২০শে নভেম্বর বিধানসভার শীতকালীন অধিবেশন শুরু হতে চলেছে। মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় সেদিনই শিলন্যাস করবেন।

রাজ্য বিধানসভার সোনালী ইতিহাসের সরণি হয়ে উঠবে এই সংগ্রহশালা। দেশের স্বাধীনতা সংগ্রামে পশ্চিমবঙ্গ বিধানসভার যে ভূমিকা ছিল তাও ধরা থাকবে এই সংগ্রহশালায়।

একটি পাঁচতলা ভবনে তৈরী হবে এই সংগ্রহশালাটি। এখানে থাকবে একটি প্রেক্ষাগৃহও।

রাজ্যের বিধানসভার সূচনা হয় ১৮৬২ সালের ১৮ই জানুয়ারী। ইন্ডিয়ান কাউন্সিল অ্যাক্ট ১৮৬১ অনুসারে ব্রিটিশ ভারতের গভর্নর জেনারেল, লেফট্যানেন্ট গভর্নর অফ বেঙ্গল ও কিছু মনোনীত সদস্যদের নিয়ে একটি ১২ সদস্যের বিধানপরিষদ গঠন করা হয়।

গভর্মেন্ট অফ ইন্ডিয়া অ্যাক্ট ১৯৩৫ অনুসারে বেঙ্গল প্রভিন্সিয়াল লেজিসলেচারকে দ্বিকাক্ষিক করা হয় (বিধানসভা ও বিধানপরিষদ)। ১৯৬৯ সালে অবশ্য রাজ্যের বিধানপরিষদকে তুলে দেওয়া হয় ওয়েস্ট বেঙ্গল লেজিসলেটিভ (অ্যাবলিশন) অ্যাক্টের মাধ্যমে।

এই মুহূর্তে বিধানসভার সদস্য সংখ্যা ২৯৫ (২৯৪ জন নির্বাচিত এবং ১ জন মনোনীত সদস্য থাকেন আংলো ইন্ডিয়ান সম্প্রদায় থেকে)। বিধানসভার মেয়াদ ৫ বছর।
