The past four-and-a-half-years have witnessed a huge developmental wave sweeping through the district of Jalpaiguri.
Uttarkanya, the new mini-secretariat for North Bengal has been a boon for the people of the region. It is no longer necessary to rush to the State secretariat, Nabanna for getting official work done. Eighty-six per cent of the people in the district are covered under different Government schemes.
Lets us take a look at the achievement of the different departments:
Health and Family Welfare
- 4 Fair price shops set up at Jalpaiguri Zilla Hospital, and Mal, Dhupguri and Mainaguri Hospitals
- More than 3 lakh people have received a total discount worth more than Rs 7 crore
- 2 multi super-specialty hospitals in Jalpaiguri and Malbazar
Education
- Banarhat Hindi Medium Government College and Women’s College in Dhupguri have started functioning
- Numerous polytechnics and industrial training institutes (ITIs) set up
- Sabuj Sathi bicycles distributed to 78,000 students
Land reforms, Agriculture, Animal Husbandry
- 16,000 families given patta under Nijo Griho Nijo Bhumi Scheme
- 6 Krishak Bazaars set up in Belakoba, Moinaguri, Matiali, Nagrakata, Dhupguri and Malbazar
- Broiler Breeding Farm and Hatchery being set up at Jatiakhali
- More than 6 lakh chickens and ducklings distributed for rearing
Panchayat and Rural Development
- Rs 777 crore spent to create 3.86 crore of man-days in the 100 Days’ Work Scheme.
- 180 km of rural roads constructed
- State Government has facilitated the construction of 41,000 houses under Indira Awaas Yojana
- 1.96 lakh toilets constructed under Mission Nirmal Banga
Minority Development
- 1.27 lakh minority community students received scholarships worth Rs 24 crore
- Loans to the tune of Rs 10 crore given to youth belonging to minority communities for setting up businesses
Backward Class Welfare and Tribal Development
- 72,000 students received scholarships under Shikshashree Scheme
- 2.9 lakh people given SC/ST/OBC certificates
Women and Child Development
- 1.43 lakh girls brought under the Kanyashree Scheme
Khadya Sathi
- 17 lakh people brought under Khadya Sathi
- The system of paying minimum support price for crops has been successfully instituted in the district, helping the farmers to get their deserving price.
Tea Gardens
- Around 1,500 tea garden workers brought under Workers in Locked-Out Industrial Units (FAWLOI) and are getting an allowance of Rs 1,500 every month.
- Ration shops set up in 106 tea gardens with the help of self-help groups.
Industry
- 2 Industrial Growth Centres set up in Raninagar and Dabgram, and an Industrial Estate in Falakata
- A Plastic Cluster set up in Dabgram, with 124 small and micro industries attached to it
- Rs 2,000 crore of bank loans provided to micro industries
Public Works and Transport
- Construction of Asian Highway (AH) 2, connecting West Bengal, Nepal and Bangladesh and AH 48, connecting Bhutan and Bangladesh with West Bengal, have started.
- Bangladesh, Bhutan, India and Nepal (BBIN) Treaty, easing movement of vehicles between India, Bangladesh, Nepal and Bhutan, signed at the behest of the State Government.
Power and Public Health Engineering
- Sabar Ghare Alo project to reach out to every household in the district has achieved 100% success
Irrigation
- 130 km of irrigation embankments restored and 35 km of irrigation canals constructed
- 27,000 hectares of newer areas brought under irrigation projects
- 28 drinking water supply projects completed, benefitting almost 4 lakh people
Tourism
- North Bengal Wild Animals Park renovated to Siliguri Wildlife Park
- Work on Dooars Mega-Tourism Circuit complete

Labour
- 1,274 youths in the district getting allowance under Yuvashree Scheme
- Around 1 lakh workers belonging to unorganised sectors brought under SASPFUW whereas 1 lakh construction workers brought under BOCWA
Self-Help Groups (SHGs), Municipal, Urban Development and Information & Culture
- Over 3 lakh SHGs constituted under the Anandadhara Scheme
- Two Karma Tirtha functioning
- More than 1,500 houses built for the urban poor
- More than 2,500 artistes brought under Lok Prasar Prokolpo
Housing, Youth Affairs and Home
- 5,500 housing schemes under Gitanjali and other schemes completed
- Rs 52 lakh given out for constructing 26 multi-gyms

গত পাঁচ বছরে জলপাইগুড়ি জেলার উন্নয়নের খতিয়ান
গত সাড়ে চার বছরে বিপুল উন্নয়নের সাক্ষী জলপাইগুড়ি জেলা। জলপাইগুড়ির প্রায় ৮৬% লোকের কাছে সরকারি পরিষেবা পৌঁছে গেছে।
উত্তরকন্যা – রাজ্য সরকারের শাখা সচিবালয়-‘উত্তরকন্যা’ তৈরি করা হয়েছে। ফলস্বরূপ, উত্তরবঙ্গের মানুষকে আর সরকারি কাজের জন্য কলকাতায় ছুটে আসতে হয় না।
স্বাস্থ্য ও পরিবার কল্যান – ৪টি ন্যায্য মূল্যের ওষুধের দোকান জলপাইগুড়ি জেলা হাসপাতাল, মাল, ধূপগুড়ি ও ময়নাগুড়ি হাসপাতালে চালু হয়ে গেছে। প্রায় ৩ লক্ষ মানুষ ৭কোটি ৩৩ লক্ষ টাকার ছাড় পেয়েছেন। জলপাইগুড়ি ও মালবাজারে ২টি সুপার স্পেশালিটি হাসপাতাল চালু হবে ২০১৬ সালের মার্চ মাসে।
শিক্ষা – বানারহাট হিন্দী মিডিয়াম সরকারী ডিগ্রি কলেজ ও ধুপগুড়ি মহিলা কলেজে পড়াশোনা শুরু হয়ে গেছে। অনেকগুলি পলিটেকনিক কলেজ ও আইটিআই গড়ে উঠেছে এবং অনেকগুলিতে পড়াশোনাও শুরু হয়ে গেছে।
ভূমি সংস্কার, কৃষি ও পশুপালন – নিজ গৃহ নিজ ভূমি প্রকল্পের আওতায় ১৬ হাজার যোগ্য ভূমিহীন পরিবারের হাতে পাট্টা তুলে দেওয়া হয়েছে। ৬টি কিষাণ মাণ্ডি তৈরির কাজ সম্পূর্ণ হয়েছে। এগুলি হল – বেলাকোবা, ময়নাগুড়ি, মাটিয়ালি, নাগরাকাটা, ধুপগুড়ি ও মালবাজার। জেলা প্রাণী সম্পদ উন্নয়ন দপ্তর ৬ লক্ষ ২০ হাজারেরও বেশি হাঁস ও মুরগীর বাচ্চা বিভিন্ন স্বনির্ভর দলের মধ্যে বিতরণ করেছে।
পঞ্চায়েত ও গ্রামোন্নয়ন – ১০০ দিনের কাজে প্রায় ৭৭৭ কোটি টাকা ব্যয় করে ৩ কোটি ৮৬ লক্ষ শ্রম দিবস সৃষ্টি হয়েছে। গ্রামীণ সড়ক যোজনায় ১৮০ কিমি রাস্তা তৈরির কাজ শেষ হয়ে গেছে। ইন্দিরা আবাস যোজনায় ৪১০০০ ঘর তৈরি করা হয়েছে। মিশন নির্মল বাংলা প্রকল্পে প্রায় ১ লক্ষ ৯৬ হাজার শৌচালয় নির্মাণ সম্পূর্ণ হয়েছে।
সংখ্যালঘু উন্নয়ন – ১ লক্ষ ২৭ হাজার ছাত্র-ছাত্রীকে প্রায় ২৪ কোটি টাকা স্কলারশিপ দেওয়া হয়েছে। এছাড়া স্বনির্ভরতার জন্য সংখ্যালঘু যুবক-যুবতীদের ১০ কোটি টাকা ঋণ প্রদান করা হয়েছে।
অনগ্রসর কল্যাণ ও আদিবাসী উন্নয়ন – প্রায় ৭২ হাজার ছাত্রছাত্রী ‘শিক্ষাশ্রী’ প্রকল্পে সহায়তা পাচ্ছে। বিগত সাড়ে চার বছরে প্রায় ২ লক্ষ ৯ হাজার SC/ST/OBC সার্টিফিকেট দেওয়া হয়েছে।
নারী ও শিশু উন্নয়ন – জেলায় ১ লক্ষ ৪৩ হাজারেরও বেশি ছাত্রী কন্যাশ্রীর আওতায় এসেছে।
খাদ্য সুরক্ষা কর্মসূচী – ‘খাদ্য সাথী’ প্রকল্পের আওতায় ১৭ লক্ষ মানুষ ২ টাকা কেজি দরে খাদ্যশস্য পাচ্ছেন।
চা বাগান – প্রায় ১২ লক্ষ চা শ্রমিক আবাসন, পানীয় জল সরবরাহ, রেশন, চিকিৎসা ও স্বাস্থ্যব্যবস্থা সহ সবরকম পরিষেবা পেয়েছে। FAWLOI প্রকল্পের আওতায় প্রায় দেড় হাজার শ্রমিক মাসে ১৫০০/- টাকা করে ভাতা পাচ্ছেন। ১০৬টি চা বাগানে রেশন দোকান স্বনির্ভর গোষ্ঠীর মাধ্যমে চালানোর কাজ শুরু হয়েছে।
শিল্প – রাণীনগর ও ডাবগ্রামে প্রায় ৩০০ একর জমির ওপর ২টি Industrial Growth Centre গড়ে উঠেছে। আমবাড়ি ফালাকাটাতে একটি ইন্ডাস্ট্রিয়াল এস্টেট গড়ে উঠেছে। ডাবগ্রামে ৪ কোটি টাকা ব্যয়ে একটি প্লাস্টিক ক্লাস্টার তৈরি হয়েছে। ১২৪টি অতিক্ষুদ্র ও ক্ষুদ্র ইউনিট এর সঙ্গে যুক্ত আছে।
পূর্ত ও পরিবহণ – ২টি এশিয়ান হাইওয়ে (AH-1 and AH-48) তৈরির কাজ চলছে। ৫৬৩ কিমি রাস্তা নির্মাণ ও সম্প্রসারণের কাজ শেষ হয়ে গেছে।

বিদ্যুৎ ও অচিরাচরিত শক্তি – সবার ঘরে আলো প্রকল্পে ১০০% গ্রামীণ বৈদ্যুতিকরণের কাজ সম্পন্ন হয়েছে।
সেচ – ১৩০ কিমি দৈর্ঘ্যের বাঁধ সংরক্ষণের কাজ সম্পন্ন হয়েছে। ৩৫ কিমি সেচ নালা নির্মাণের কাজ সম্পন্ন হয়েছে। প্রায় ২৭ হাজার হেক্টর নতুন এলাকা সেচ সেবিত করা হয়েছে। ৩৯টি জল প্রকল্পের মধ্যে ২৮টি প্রকল্পের কাজ শেষ হয়ে গেছে।
পর্যটন – উত্তরবঙ্গের বেঙ্গল সাফারি পার্ক খুলে দেওয়া হয়েছে। ডুয়ার্স মেগা সার্কিট প্রজেক্টের কাজ সম্পন্ন হয়ে গেছে। পিপিপি মডেলে প্রায় ১০০ কোটি টাকা ব্যয় করে গাজোলডোবা ইকো ট্যুরিজম পার্ক গড়ে তোলা হয়েছে।
শ্রম – ‘যুবশ্রী’ প্রকল্পে ১২৭৪জন যুবক-যুবতী উপকৃত হয়েছে। BOCWA প্রকল্পে এখনও পর্যন্ত প্রায় ১ লক্ষ নির্মাণ কর্মী নথিভুক্ত হয়েছেন। SASPFUW প্রকল্পে এখনও পর্যন্ত প্রায় ১ লক্ষ অসংগঠিত নির্মাণ কর্মী নথিভুক্ত হয়েছেন।
স্বনির্ভর দল ও স্বনির্ভর কর্মসূচি, পুর ও নগরোন্নয়ন, তথ্য ও সংস্কৃতি
আনন্দধারা প্রকল্পে ৩ হাজার স্বনির্ভর দল গঠিত হয়েছে।
৬টি কর্মতীর্থর মধ্যে ইতিমধ্যেই ৩টি কাজ শুরু করছে।
২৫০০-র বেশি লোকশিল্পীকে আনা হয়েছে ‘লোক প্রসার’ প্রকল্পের আওতায়।
স্বনির্ভর দল ও স্বনির্ভর কর্মসূচি – আনন্দধারা প্রকল্পে ৩ হাজার স্বনির্ভর দল গঠিত হয়েছে।
আবাসন, ক্রীড়া ও যুব কল্যান – জলপাইগুড়ি জেলায় গীতাঞ্জলী প্রকল্পের আওতায় ৮ হাজারেরও বেশি বাসস্থান নির্মিত হয়েছে, এর মধ্যে ৫৫০০-র বেশি বাসস্থান নির্মাণের কাজ ইতিমধ্যেই সম্পন্ন হয়ে গেছে।
এই জেলায় ২৬টি মাল্টি জিম সেন্টার গড়ে তুলতে ৫২ লক্ষ টাকা প্রদান করা হয়েছে।
এই জেলায় নতুন মহিলা থানা স্থাপন করা হয়েছে।
