The State Panchayats and Rural Development Department has been steadily increasing its budget. For 2018-19, the amount allotted is Rs 19,174 crore, up from Rs 16,974 crore for 2017-18, which was, in turn, a hike from the Rs 14,275 crore allotted for 2016-17.

This was stated by the concerned minister during the presentation of the department’s budget in the Assembly. He said that the increase in budget will enable the Department to carry out more developmental work in the rural parts of the state.

The minister maintained that several steps have been taken during the past seven years to ensure overall growth of the rural areas of the state. He said that till January of the 2017-18 financial year, a total of 3.67 lakh houses were being built under different schemes. It has been proposed to construct 3.75 lakh more houses during the 2018-19 fiscal.

২০১৮-১৯ সালের বাজেটে পঞ্চায়েত ও গ্রামোন্নয়ন দপ্তরের বরাদ্দ বাড়িয়ে ১৯১৭৪ কোটি টাকা করা হয়েছে। বর্তমানে কেন্দ্রীয় সরকার বিভিন্ন প্রকল্পে তাদের অনুদানের হার লক্ষ্যনীয় হারে কমিয়ে দিয়েছে। এইসব প্রকল্প রাজ্য সরকারের পঞ্চায়েত ও গ্রামোন্নয়ন দপ্তর প্রণয়ন করে।

প্রসঙ্গত, ২০১৬-১৭ সালে এই দপ্তরের বাজেট ছিল ১৪২৭৫ কোটি টাকা, যা ২০১৭-১৮ সালে বেড়ে হয় ১৬৯৭৪ কোটি টাকা।

পঞ্চায়েত ও গ্রামোন্নয়ন মন্ত্রী বলেন, এই বাজেট বৃদ্ধি করার ফলে গ্রামাঞ্চলে আরও অনেক উন্নয়নমূলক কাজ করা সম্ভব হবে।

বিভিন্ন উন্নয়নমূলক খাতে অনুদান কমিয়ে দেওয়ার জন্য কেন্দ্রের নিন্দা করেন মন্ত্রী। তিনি বলেন, ১ কিঃমিঃ রাস্তা নির্মাণে আনুমানিক খরচ হয় ৬০ লক্ষ টাকা। আগে কেন্দ্রীয় সরকার পুরো খরচ বহন করত, এখন রাজ্যের থেকে ৫০ শতাংশ আদায় করে।

তিনি পূর্বতন বাম সরকারকেও কটাক্ষ করেন। তিনি বলেন, বাম আমলে পঞ্চায়েত দপ্তরগুলো পার্টি অফিসে পরিণত হয়েছিল। গত ছয় বছরে গ্রামাঞ্চলের সার্বিক উন্নয়নের জন্য প্রচুর পদক্ষেপ নেওয়া হয়েছে।

তিনি আরও বলেন, ২০১৭-১৮ বর্ষের জানুয়ারি পর্যন্ত মোট ৩.৬৭ লক্ষ বাড়ি তৈরী করা হয়েছে বিভিন্ন প্রকল্পের অধীনে। ২০১৮-১৯ সালে আরও ৩.৭৫ লক্ষ বাড়ি তৈরীর প্রস্তাব আছে।

Chairperson Mamata Banerjee today announced the names of four Rajya Sabha candidates from Bengal at the extended core committee meeting of the party.

The candidates are: Nadimul Haque, Subhashish Chakraborty, Abir Ranjan Biswas and Dr Santanu Sen.

The party will support Congress candidate Abhishek Manu Singhvi for the fifth seat, Mamata Banerjee said, adding that the decision was taken keeping larger interests in mind.

আজ নজরুল মঞ্চে তৃণমূলের বর্ধিত কোর কমিটির বৈঠকে বাংলা থেকে রাজ্যসভার চারটি আসনের প্রার্থীর নাম ঘোষণা করেন দলনেত্রী মমতা বন্দ্যোপাধ্যায়।

দল যাদের মনোনয়ন দেবে তারা হলেন: নাদিমুল হক, শুভাশীষ চক্রবর্তী, আবির বিশ্বাস ও ডঃ শান্তনু সেন।

পঞ্চম আসনে কংগ্রেস প্রার্থী অভিষেক মনু সিংভিকেই সমর্থন করবে দল, ঘোষণা করেন মমতা বন্দ্যোপাধ্যায়। বৃহত্তর স্বার্থের কথা মাথায় রেখেই এই সিদ্ধান্ত, বলেন তিনি।

Trinamool Chairperson Mamata Banerjee today addressed the party workers at an extended core committee meeting of the party at Nazrul Mancha. At the meeting, she gave directions to the party to fight the BJP at the Centre, and also prepare for the upcoming Panchayat Polls.

Here’s what the Chairperson said:

  • Some parties claim they are the true representatives of Hinduism. Hindu religion is ancient, much before BJP was formed.
  • We believe in Swami Vivekananda, Ramakrishna Paramhansa. Not the ideology of BJP.
  • Do not use loudspeakers during board exams. We must ensure peace for the sake of students.
  • Ram Navami rallies should be held in peaceful manner, without arms. Board exams will be going on at that time.
  • A core group of Subrata Bakshi, Partha Chatterjee, Abhishek Banerjee and Aroop Biswas must ensure old workers of Trinamool are not neglected.
  • Workers are our assets. Party is above all. There is no place for individualism.
  • Digital platforms are of significance today. We must motivate our younger generation to use social media seriously. BJP spends crores on digital propaganda. We must counter them effectively.
  • There was a time when tribals in Jangalmahal used to survive on insect eggs. Now 8 crore people receive rice at Rs 2/kg. This is a matter of pride.
  • 45 lakh Kanyashree scholarships, 57 lakh SC/ST scholarships, and 1.71 crore minority scholarships have been distributed.
  • 30 lakh ‘Banglar Bari’ have been constructed, 3 lakh land pattas have been distributed. 70 lakh cycles have been given to students.
  • We had promised to construct 50 lakh water bodies under Jal Dharo Jal Bharo scheme. We have constructed 15 lakh water bodies.
  • We have increased the honorarium for ICDS scheme. Retirement age of contractual and casual workers has been set at 60 years.
  • Car drivers, auto drivers, construction workers, kendu leaf collectors, bidi workers have been brought under social security scheme.
  • We have to pay instalments worth Rs 48,000 crore for the debt incurred by the Left. We have not imposed any burden on people. Instead, we have waived off khajna tax on agricultural land.
  • We have increased pension of farmers. We give monthly stipend to nearly 2 lakh folk artistes. We have started a new pension scheme for the handicapped.
  • We have started a new scheme called ‘Ruposhree’. Poor families with income upto Rs 1.5 lakh receive Rs 25,000 for the wedding of their daughters (18 years and older).
  • They are talking of ‘Achhe Din’. But in reality, people are in great pain. Their savings are not safe in banks.
  • They won in Tripura by merely 0.3% and they are behaving as if they won the world. Had some people not betrayed us, we would have won in Tripura. They used money and muscle power to win. I feel there was an understanding between CPI(M) and Congress.
  • CPI(M), Congress and BJP will unite during Panchayat polls to defeat us.
  • We will never ally with BJP. There was a semblance of liberal thinking during Atal Ji’s time. The discourse has reached its lowest ebb now. Look at the kind of language they use. They only appear on TV to grab eyeballs.
  • TDP, an alliance partner of BJP, has resigned from Union Govt. TRS has decided to go its own way. Shiv Sena has also left the BJP. Even their allies do not trust them anymore.
  • This fight is not trivial. UP will fight its own way. Bihar will fight its own way. Odisha will fight its own way. Rajasthan will fight its own way. Bengal will fights its own way.
  • They have spent crores on their party office. Don’t they have any shame?
  • Majority of the bank frauds happened during demonetisation. Agencies are being used to intimidate opponents. We are not afraid of the fear tactics.
  • Chit funds were formed during CPI(M) rule. But our people were harassed.
  • After a history of riots they captured power in Delhi. And now they are clearing their names. Today they are in office. Tomorrow they may not have power. We believe in politics of culture and courtesy. Our courtesy is not our weakness.
  • We will give our lives, but we will never bow our heads.
  • You have to be strong. You have to be cool. You have to be straight-forward.
  • Du hajar unish (2019), BJP finish. Aage Dilli samla, tarpor dekhbi Bangla (First manage Delhi, then focus on Bengal).
  • We came to power after 34 years of struggle. But our fight is not over. Centre does not cooperate with us. We have a huge debt burden. They treat different States differently.
  • Centre wants to send two officials to oversee our finances. How can they do so in federal structure? We are also democratically elected like them.
  • There is super-emergency in the country. People are not safe. Someone has to bell the cat. We want all Opposition parties to work together to defeat BJP.
  • The party has to focus on Panchayat elections. I will focus on Lok Sabha elections.
  • New frontal organisation will be formed ‘Adivasi Trinamool Congress’. James Kujur will be the President. Bachchu Hansda, Sandhya Tudu, Shrikanta Mahato and others will be members.

লক্ষ্য পঞ্চায়েত ভোট, কোর কমিটি বৈঠকে বললেন তৃণমূলনেত্রী

আজ দলের বর্ধিত কোর কমিটির বৈঠকে কর্মীদের পঞ্চায়েত ভোটের জন্য প্রস্তুতি নিতে বলেন জননেত্রী মমতা বন্দ্যোপাধ্যায়। নজরুল মঞ্চে এই বৈঠকে তিনি দলের কর্মীদের বার্তা দেন বিজেপির অপশাসনের বিরুদ্ধে সরব হতে।

ওনার বক্তব্যের কিছু অংশ:

  • কেউ কেউ মনে করে তারাই হিন্দু ধর্মের দায়িত্ব নিয়ে বসে আছে। তাদের কে দায়িত্ব দিয়েছে কেউ জানে না। বিজেপি দল তৈরির অনেক আগেই হিন্দু ধর্মের জন্ম হয়েছিল।
  • আমরা স্বামী বিবেকানন্দ, রামকৃষ্ণ পরমহংসদেবকে মানি। অন্য কাউকে মানি না।
  • পরীক্ষা চলবে তাই রাম নবমীর মিছিল শান্তিপূর্ণভাবে করবেন। পরীক্ষার সময় ছাত্রছাত্রীদের যাতে কোনরকম অসুবিধা না হয় সেদিকে আমাদের নজর রাখতে হবে। মাইক, অস্ত্র ছাড়া শান্তিপূর্ণভাবে মিছিল করবেন।কারণ সেই সময় বোর্ডের পরীক্ষা চলবে।
  • সুব্রত বক্সি, পার্থ চট্টোপাধ্যায়, অভিষেক বন্দ্যোপাধ্যায় ও অরূপ বিশ্বাসকে নিয়ে একটি কোর গ্রুপ গঠন করা হয়েছে। তারা লক্ষ্য রাখবেন যাতে আমাদের পুরনো কর্মীরা (যারা দীর্ঘদিন ধরে তৃণমূল করছেন) কোনভাবেই বঞ্চিত না হয়।
  • কর্মীরাই আমাদের সম্পদ। কোন একজনের কথামতো নয়, দলের কথামতো দল চলবে। তৃণমূল মা মাটি মানুষের দল।
  • আজ সোশ্যাল নেটওয়ার্ক, ডিজিটাল প্ল্যাটফর্ম গুরুত্বপূর্ণ বিষয়। আমাদের যুব সমাজকে সোশ্যাল মিডিয়ায় আরও সক্রিয় হতে হবে। বিজেপি এর পিছনে হাজার হাজার কোটি টাকা খরচ করে। আমাদের সেই টাকা নেই, তাই আমাদের পরিশ্রম করে সেই কাজটা করতে হবে যাতে একতরফা মিথ্যে কথা, কুৎসা, অপপ্রচার না হয়।
  • একটা সময় ছিল যখন এই বাংলায় জঙ্গলমহলের মানুষরা পিঁপড়ের ডিম খেয়ে বেঁচে থাকত। আজ এই রাজ্যের ৮ কোটি লোক ২ টাকা কেজি চাল পায়। এটা গর্বের বিষয়।
  • ৪৫ লক্ষ মেয়েকে কন্যাশ্রী স্কলারশিপ, ৫৭ লক্ষ SC/ST ছেলেমেয়েদের এবং ১.৭১ কোটি সংখ্যালঘু ছেলেমেয়েদের স্কলারশিপ দেওয়া হয়েছে।
  • ৩০ লক্ষ ‘বাংলার বাড়ি’ নির্মাণ করা হয়েছে। ৩ লক্ষ লোককে জমির পাট্টা দেওয়া হয়েছে। ৭০ লক্ষ ‘সবুজ সাথী’ সাইকেল দেওয়া হয়েছে।
  • ‘জল ধরো, জল ভরো’ প্রকল্পে আমরা ৫০ লক্ষ পুকুর কাটার প্রতিশ্রুতি দিয়েছিলাম। ইতিমধ্যেই ১৫ লক্ষ পুকুর কাটার কাজ সম্পূর্ণ হয়ে গেছে।
  • আমরা আইসিডিএস কর্মীদের মাইনে বাড়িয়েছি। চুক্তিভিত্তিক কর্মীদের চাকরির বয়স ৬০ বছর পর্যন্ত করে দেওয়া হয়েছে।
  • কেন্দুপাতা সংগ্রহকারী, গাড়ির ড্রাইভার, অটোর ড্রাইভার, কন্সট্রাকশন কর্মী, বিড়ি কর্মীদের স্বাস্থ্যসাথী প্রকল্পে আনা হয়েছে।
  • সিপিএম-এর করা দেনার ফলে আমাদের বছরে ৪৮০০০ কোটি টাকা শোধ করতে হচ্ছে। জনগণের ওপর কোনও বোঝা বাড়ানো হয়নি। বরং, কৃষিজমির খাজনাও মুকুব করে দেওয়া হয়েছে।
  • আমরা কৃষকদের বার্ধক্য ভাতা বাড়িয়েছি, ১ লক্ষ ৯২ হাজার লোকপ্রসার শিল্পীকে ১০০০ টাকা করে পেনশন দিই। কন্যাশ্রী স্কলারশিপের টাকা বাড়ানো হয়েছে। ২ লক্ষ প্রতিবন্ধীকে ১০০০ টাকা করে দেব বলে ঠিক করা হয়েছে।
  • রুপশ্রী পরিকল্পনা চালু হচ্ছে ১লা এপ্রিল থেকে, যে মেয়েদের ১৮ বছর বা তার বেশী বয়স, কিন্তু, বাবা মা’রা বিয়ে দিতে পারবে না, ১.৫ লক্ষ টাকার কম বছরে আয় যাদের, তারা আবেদন করলে সরকার ২৫০০০ টাকা করে তাদের মেয়ের বিয়েতে দেবে।
  • দিল্লীর স্লোগান আচ্ছে দিন, এমন আচ্ছে দিন জনগণকে বাদ দিন। বিজেপি আনল আচ্ছে দিন, জনগণের টাকা লুটে নিন।
  • ত্রিপুরায় জিতেছে ০.৩% ভোটে। এমন করছে যেন পৃথিবী জয় করে ফেলেছে। কিছু লোক গদ্দারি করেছে, নয়তো ত্রিপুরাটা আমরাই জিততাম। তৈরী জায়গায় টাকা ঢেলেছে আর সেন্ট্রাল এজেন্সিকে দিয়ে টাকা ডিস্ট্রিবিউশন করিয়ে জিতেছে, সিপিএম আত্মসমর্পণ করেছে। এটা মনে হয়ে সিপিএম বিজেপির বোঝাপড়া।
  • সিপিএম, কংগ্রেস, বিজেপি আমাদের বিরুদ্ধে এক হয়ে যায়, পঞ্চায়েতেও হবে।
  • একমাত্র তৃণমূল কংগ্রেস বলতে পারে, বিজেপির সঙ্গে আমাদের কোনও সম্পর্ক নেই। আমরা ওদের সাম্প্রদায়িক রাজনৈতিক দল মনে করি। অটল বিহারী বাজপেয়ীর সময় আমরা ওদের কিছুটা লিবারাল দেখেছিলাম। এখনকার বিজেপি দল সাম্প্রদায়িকতার নিম্নতম স্তরের দল। ভাষার কোনও সৌন্দর্য নেই, যা ইচ্ছে বলে যাচ্ছে। রোজ টিভিতে মুখ দেখাতে হয় আর ভাষণ দিতে হয়।
  • টিডিপি দল একসময় বিজেপিকে সাপোর্ট দিত, মিনিস্ট্রি থেকে রিজাইন করেছে। টিআরএস ও বলছে আমরা আলাদা হব। শিবসেনা বলছে আমরা দরকার হলে একা লড়ব। কোনও জোটসঙ্গী  ওদের সাথী নেই।
  • দেশের রাজনৈতিক মানচিত্র দ্রুত বদলাচ্ছে । ইউপি ইউপির মতো, বিহার বিহারের মতো, ওড়িশা ওড়িশার মতো লড়বে। বাংলা বাংলার মতো লড়বে।
  • পার্টি অফিস তৈরী করেছে ৬০০ কোটি টাকা দিয়ে। লজ্জা করে না?
  • আমি আজও বলছি, ব্যাঙ্কের যত কোরাপশান হয়েছে, তার বেশিরভাগটাই নোটবন্দির সময় হয়েছে। এজেন্সি দিয়ে ভয় দেখাচ্ছে। মনে রাখবেন, আমরা ভয় পাই নি।
  • চিট ফান্ড তৈরি হয়েছে সিপিএম-র আমলে অথচ আমাদের লোকেদের অনেক হেনস্থা হতে হয়েছে।
  • দাঙ্গা করে, হত্যা করে, মানুষ মেরে আজকে ওরা বসে আছে দিল্লীর গদিতে। নিজেদের কেস গুলো ক্লীয়ার করছে আর অন্যদের পেছনে এজেন্সি লাগিয়ে দিয়ে অ্যারেস্ট করছে। আগামীদিন কী হবে? আমি মনে করি রাজনীতিতে একটা সৌজন্যতা থাকা উচিত, একটা সীমাবধ্যতা থাকা উচিত, একটা লক্ষ্মণের গন্ডী থাকা উচিত। আমার হাতেও অনেক কেস আছে, তা সত্ত্বেও ভদ্রতা রক্ষা করি, কিন্তু ভদ্রতাটা দুর্বলতা নয়।
  • আমরা মরে যাব তাও মনে রাখবেন আমাদের মাথা কোনদিন বিক্রী হবে না।
  • আপনাদের শক্ত হতে হবে, মাথা ঠান্ডা রাখতে হবে এবং এগিয়ে যেতে হবে।
  • দু হাজার উনিশ, বিজেপি ফিনিশ। আগে দিল্লী সামলা, তারপর দেখবি বাংলা।
  • আমরা ক্ষমতায় এসেছি ৩৪ বছরের সংগ্রামের পর। আজও লড়াই চলছে আমাদের। দিল্লী পয়সা দেয় না। কেন্দ্র আমাদের সাহায্য করে না। আমাদের টাকা কেটে নিয়েছে বছরের পর বছর। একেক রাজ্যের জন্য একেক রকম নিয়ম।
  • কেন্দ্র হঠাৎ বলল আমার ফাইনান্সিয়াল লোকেরা এসে তোমার ফাইনান্স ডিপার্টমেন্ট দেখবে।যুক্তরাষ্ট্রীয় কাঠামোয় তা কি করে তা সম্ভব? তুমিও ইলেকটেড, আমরাও ইলেকটেড, যাও তুমি তোমার কাজ কর।
  • সম্পুর্ণভাবে একটা অরাজকতা চলছে দেশে। মানুষের নিড়াপত্তা নেই। কৃষক, শ্রমিকদের জীবনের নিরাপত্তা নেই। সেই জায়গায় দাঁড়িয়ে, কাউকে না কাউকে বিড়ালের গলায় ঘন্টা বাঁধতে হবে। আমরা চাই সবাই এক হয়ে কাজ করুক।
  • পঞ্চায়েতটা আপনারা করবেন আর দিল্লীটা আমি করব।
  • আমি ‘আদিবাসী তৃণমূল কংগ্রেস’ তৈরী করে দিচ্ছি। সভাপতি হবেন জেমস কুজুর; বাচ্চু হাঁসদা, সন্ধ্যা টুডু, শ্রীকান্ত মাহাতো এবং অন্যদের রাখা হবে।

West Bengal Municipal Corporation (Amendment) Bill, 2018, has been passed in the Assembly that would allow the imposition of a penalty if steps are not taken to prevent mosquito breeding.

Besides the West Bengal Municipal Corporation (Amendment) Bill, 2018, the Howrah Municipal Corporation (Amendment) Bill 2018 and the West Bengal Municipal (Amendment) Bill 2018 were also passed in the Assembly on Wednesday.

While discussing the Bills, state Urban Development and Municipal Affairs minister Firhad Hakim said the main intention is not to impose a penalty on anyone but the move will make people aware to do the needful in order to check mosquito breeding.

It may be mentioned that “if the owner or occupier or any person…fails or refuses to take measures…the Commissioner himself or any officer duly authorised by him may take measures and recover the cost of doing the same from the owner or the occupier…and shall also be liable to a penalty which shall not be less than Rs 1,000 but which may extend to Rs 1 lakh only.”

 

মশা নিয়ন্ত্রণে ব্যবস্থা নিচ্ছেন না? হতে পারে জরিমানা

মশা দমনে কোনও পদক্ষেপ না নিলে, দিতে হবে জরিমানা। এই মর্মে বিধানসভায় পাস হল দি ওয়েস্ট বেঙ্গল মিউনিসিপাল কর্পোরেশন (অ্যামেন্ডমেন্ট) বিল, ২০১৮।

এছাড়া, হাওড়া মিউনিসিপাল কর্পোরেশন (অ্যামেন্ডমেন্ট) বিল, ২০১৮ এবং ওয়েস্ট বেঙ্গল মিউনিসিপাল (অ্যামেন্ডমেন্ট) বিল, ২০১৮-ও একই দিনে বিধানসভায় পাস হয়। এই বিলগুলি নিয়ে আলোচনার সময় পৌর ও নগরোন্নয়ন মন্ত্রী বলেন, এই আইনের উদ্দেশ্য মানুষের থেকে জরিমানা আদায় নয়। এই পদক্ষেপের ফলে মশা দমনে কি কি পদক্ষেপ নেওয়া উচিত সেই ব্যাপারে মানুষের মধ্যে সচেতনতা বৃদ্ধি পাবে।

আইনে বলা হয়েছে, যদি কোনও বাড়ির মালিক নিজে মশা দমনে কোনও ব্যবস্থা না নেন, পুর কমিশনার নিজে বা তাঁর নিয়োগ করা কোনও পুর আধিকারিক ওই স্থানে মশা দমনের জন্য যথাযথ ব্যবস্থা নেবেন। পাশাপাশি ওই জমির মালিককে জরিমানা দিতে হবে। এই জরিমানার অঙ্ক ১ হাজার টাকা থেকে ১ লক্ষ টাকার মধ্যে হবে।

To spot the tiger that has strayed into the forests around Lalgarh in Paschim Medinipur district, Chief Minister Mamata Banerjee has advised the use of drones. The tiger has been eluding Forest Department officials for the past many days, and hence the measure suggested by the Chief Minister would be a very effective one.

Mamata Banerjee gave this advice to Forest Department officials during an administrative review meeting on March 7 in Bankura district.

The tiger has has also been spotted near Medinipur town; its pug marks have been seen in the outskirts, in Mukarta and Muchiberia villages, less than 10 km away.

The department has already placed a cage in the Chandra Range area, said the divisional forest officer (DFO) of Medinipur. Other measures include the placing of traps in Madhupur in Lalgarh, which was done on March 2.

Earlier, on February 27, the department had installed cameras after villagers complained of cattle vanishing in the area.

According to forest officials, the Royal Bengal tiger is an adult male, and that it might have strayed from Odisha’s Simlipal that is about 190 km away.

গাছে লাগানো ক্যামেরা তো থাকছেই, এবার রয়্যাল বেঙ্গল টাইগারের সন্ধানে ড্রোন ওড়ানোর নির্দেশ দিলেন মুখ্যমন্ত্রী। বাঁকুড়া জেলার প্রশাসনিক বৈঠকে পশ্চিম মেদিনীপুর সীমানা বরাবর এলাকার বিডিও এবং বনাধিকারিকদের নির্দেশ দেন, প্রয়োজনে জঙ্গলজুড়ে যেন ড্রোনের নজরদারি চালানো হয়।

প্রসঙ্গত, গত ২রা মার্চ দক্ষিণবঙ্গের লালগড় জঙ্গলে প্রথম বাঘ থাকার প্রমাণ মেলে। এরপর তাকে লক্ষ্য করা গিয়েছিল ধেড়ুয়ার সিয়ারবনিতে। কিন্তু, প্রায় ৭ দিন নজরদারি করেও মেলেনি সেই বাঘের দেখা, অথচ, মিলেছে বাঘের অস্তিত্বের বহু প্রমাণ। এবার এই আতঙ্ক থেকে সাধারন মানুষকে মুক্তি দিতে উদ্যোগী হলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

এর আগেও বিভিন্ন সময়ে দুষ্কৃতীদের সন্ধানে, চোরাচালান আটকাতে ড্রোনের নজরদারিতে এসেছে সাফল্য।

Finance Minister Dr Amit Mitra, while replying to a debate in the State Assembly, said that the Trinamool Congress Government has done a lot to help small and medium businesses, and farmers, among others, and elaborated on the statement.

He said that the government has done away with the requirement for businesses with an annual turnover of less than Rs 20 lakh to pay the goods and services tax (GST). This would benefit 1 lakh 27 thousand 45 small and medium-scale businesses.

And for those with an annual turnover of less than Rs 1.5 lakh, there is the single control system (SCS), which would benefit 1.87 lakh businesses. Additionally, there is the Composition Scheme for such businesses, through which businesses are being able to improve their bottomline by paying much less tax. This is benefitting 1.87 lakh businesses.

Dr Mitra then spelt out the measures taken for farmers by the Maa-Mati-Manush Government led by Chief Minister Mamata Banerjee.

The State Government has created a fund of Rs 100 crore for buying farmers’ products at the minimum support price (MSP) so that even when there is excess production, farmers do not suffer because of the fall in prices. He said that no other state has been able to create such a fund and that this would immensely help the farmers of Bengal.

Then, the government has also done away with the mutation fee paid by farmers to give them relief. This would benefit seven to eight lakh farmers.

২০ লক্ষ টাকার নীচে যে সমস্ত প্রতিষ্ঠানের বার্ষিক টার্নওভার, তাদের জন্য কোনও জিএসটি নয়। এর ফলে রাজ্যের ১ লক্ষ ২৭ হাজার ৪৫টি ক্ষুদ্র ও ছোট ব্যাবসায়ী প্রতিষ্ঠান লাভ করেছে এবং তারা ব্যাবসা করছে। বিধানসভায় একথাই জানান অর্থমন্ত্রী অমিত মিত্র। তিনি বলেন, ‘ক্ষুদ্র ও ছোট ব্যবসায়ীদের স্বার্থকে বিশেষ গুরুত্ব দিয়ে দেখছে রাজ্য সরকার।’ এছাড়াও অর্থমন্ত্রী জানান, কম্পোজিশন স্কিম চালু করা হয়েছে। অল্প ট্যাক্স দিয়ে ব্যাবসার শ্রীবৃদ্ধি ঘটাচ্ছেন ব্যাবসায়ীরা। এই স্কিমে উপকৃত হয়েছেন ৮০ হাজার।

এছাড়াও দেড় লক্ষ টাকার নীচে যাদের ব্যাবসায়িক টার্নওভার তাদের জন্য রয়েছে সিঙ্গল কন্ট্রোল সিস্টেম। এতে উপকৃত ১.৮৭ লক্ষ ব্যাবসায়ী।

মাঝারি ব্যাবসায়ীদের এন্ট্রি ট্যাক্স সুদ ও জরিমানা মুকুব, কৃষকদের মিউটেশনে ছাড় সহ রাজ্য সরকার সাধারন মানুষের জন্য যে সকল পদক্ষেপ নিয়েছে তা তিনি বিধানসভায় জানান।

কৃষকদের সহায়তায় বিশেষ তহবিল গঠন করা হয়েছে। অধিক ফলনে দাম পড়বে, এই অবস্থা থেকে কৃষকদের পাশে দাড়াতেই এই পদক্ষেপ। ১০০ কোটি টাকা আছে এই তহবিলে। অধিক ফলন হলেও যাতে কৃষকরা ন্যায্য মূল্য পান, তাই এই বিশেষ তহবিল গঠন। যা এই রাজ্যে একমাত্র আছে দেশের মধ্যে। মিউটেশন ফি মুকুব করায় লাভবান হয়েছে ৭-৮ লক্ষ কৃষক।

On the occasion of International Women’s Day, a historic women’s rally was organised by Trinamool in Kolkata near the Gandhi statue on Mayo Road.

Women from all walks of life participated in the rally.

The main speaker at the event was Mamata Banerjee. In her 30-minute odd speech, she called upon women in Bengal to unite in protest against the misrule by BJP at Centre. She also asked them to prepare for the upcoming Panchayat polls.

Highlights of her speech:

  • We must work together, for people from all walks of life. Our sisters, as well as brothers, are society’s assets.
  • We celebrate March 8 as International Women’s Day. This day is dedicated to our mothers and sisters.
  • We reserved 50% seats in Panchayats for women after coming to power.
  • Trinamool is the only party to have 34% female MPs, even without Women’s Reservation Bill.
  • We provide 730 days of child care leave.
  • 48% women are employed under 100 Days’ Work. 48% female candidates got a chance under College Service Commission.
  • ‘Beti Bachao, Beti Bachao’ programme by the Centre is actually ‘Beti Hatao’. The budget is 100 crore, which comes to Rs 3 crore per State. We spent Rs 6,000 crore for Bengal’s Kanyashree scheme.
  • 45 lakh girls have received Kanyashree scholarship. We have extended the scheme to university students also (Rs 2,000 for humanities, Rs 2,500 crore for science). Make this a national model.
  • We have also started a new scheme called ‘Ruposhree’. Poor families with income upto Rs 1.5 lakh receive Rs 25,000 for the wedding of their daughters (18 years and older). This scheme will be launched from April 1.
  • When we came to power, rate of institutional delivery was 65%. Now the rate has gone up to 95%.
  • We have started transit hubs for pregnant women at remote areas.
  • Infant mortality rate has come down in Bengal in the last six years.
  • In six years, we have set up 300 SNSUs, 75 SNCUs, 17 Mother and Child Hubs. ICCUs, HDUs, multi super speciality hospitals have also been set up.
  • We provide rice at Rs 2/kg to 8 crore people. We provide the subsidy for this scheme.
  • We carry out developmental programmes with the revenue we collect from taxes. We have not imposed any burden on the people. We are paying instalments for the debt incurred by the Left. We are working for the people despite our financial burden.
  • We have distributed 70 lakh cycles under Sabuj Sathi scheme. We have given scholarships to minorities as well as SC/ST students.
  • We work for all, irrespective of their background. We do not practice divisive politics.
  • The language used by a person is their identity. The kind of language some politicians use is shameful. This is not the culture of Bengal. We believe in civilized culture.
  • Indecent language can get you two minutes of fame on TV. But people will reject you. Politicians must choose the words they use carefully.
  • An incident took place. BJP set the precedent in Tripura by vandalising Lenin’s statue. Even in Tamil Nadu, the statue of a Dalit leader was vandalised. We strongly condemn these incidents.
  • SP Mukherjee was born in Bengal. We do not believe in his ideology but we respect him. Those who put black paint on his statue are a shame for Bengal.
  • This culture of bulldozing statues of icons of another ideology is dangerous. Do not even try to defame Bengal.
  • We have to fight for the labourers, farmers, peasants and people of all sections of the society.
  • Bengal is No. 1 in creating rural employment, agriculture, ease of doing business, small scale industries.
  • Bengal was known for Bandhs earlier. The perception has changed.
  • Kanyashree, uninterrupted power supply, rural jobs, new roads, better hospitals – this is poriborton.
  • BJP won in Tripura by a margin of 0.3% only. They played divisive politics. They promised separate state in Darjeeling and applied the same formula in Tripura. They have won. Fine, but don’t overestimate yourself. Your target is Bengal. Our target is Lal Quila.
  • Their alliance partners – TDP and Shiv Sena – have walked out of alliance. The writing is clear on the wall. They will lose in Karnataka, Rajasthan, Madhya Pradesh. Do not even dream of winning in Odisha and Bengal.
  • In Tripura, BJP spent money like water flowing through a hosepipe. The CPI(M) surrendered itself to the BJP. They did not put up any fight.
  • Centre is using agencies against those who speak against them.
  • All regional parties have to work together. We have to put up a fight together.
  • Women have to take a lead in the protests against the Centre. If you want to save the country and the society, remove BJP from power. Hindu-Muslim divisions will not bear any fruits.
  • People’s savings are not safe in banks. ‘Gobar’ (cow dung) has become ‘dhan’ (asset) for this government.
  • Mohila ra dichhe daak, BJP chole jaak. Du hajar unish, BJP hobe finish. Put an end to their arrogance.
  • A section of media is sold out to the BJP. There is an atmosphere of fear among journalists.
  • Bengal has always led the way whenever social/political movements started in India.
  • Self-confidence is the biggest strength of a person. Women will lead this fight – they manage homes, as well as outside.

 

কেন্দ্রের অপশাসনের বিরুদ্ধে প্রতিবাদে অগ্রণী ভূমিকা মহিলাদের: মমতা বন্দ্যোপাধ্যায়

আজ আন্তর্জাতিক নারী দিবস। ২০১১ সালে ক্ষমতায় আসার পর থেকেই মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় নারী ক্ষমতায়নে জোর দিয়েছেন। চালু করেছেন বহু প্রকল্প এবং কর্মসূচী। দিদির মস্তিস্কপ্রসূত কন্যাশ্রী প্রকল্প পেয়েছে আন্তর্জাতিক স্বীকৃতি।

প্রতিবছর নারী দিবস উপলক্ষে বিশাল মিছিল করেন মমতা বন্দ্যোপাধ্যায়। আজ কলকাতায় এক ঐতিহাসিক মহিলা সম্মেলন অনুষ্ঠিত হয় মেয়ো রোডে গান্ধী মূর্তির পাদদেশে।

আজকের অনুষ্ঠান মঞ্চ থেকে মমতা বন্দ্যোপাধ্যায় মহিলাদের পঞ্চায়েত ভোটে অগ্রণী ভূমিকা নিতে ডাক দেন। তিনি বলেন মহিলাদের সঙ্গবদ্ধ হয়ে কেন্দ্রের অপশাসনের বিরুদ্ধে লড়তে হবে।

মুখ্যমন্ত্রীর বক্তব্যের কিছু অংশঃ

  • আমি বিশ্বাস করি সকলকে নিয়ে একসাথে চলতে হবে। ভাই বোন সকলেই সমাজের সম্পদ।
  • আজকের দিনটি ৮ই মার্চ আমরা আন্তর্জাতিক মহিলা দিবস হিসেবে পালন করি। আজকের দিনটি আমাদের মা বোনেদের। পৃথিবীব্যাপী এই দিনটি মেয়েদের জন্য পালন করা হয়।
  • বাংলায় আমাদের সরকার আসার পর পঞ্চায়েত ও মিউনিসিপালিটিতে মহিলাদের জন্য ৫০% সংরক্ষণ করা হয়েছে।
  • একমাত্র আমাদের দলের মহিলা নির্বাচিত প্রতিনিধি ৩৩% এর বেশি।
  • আমাদের রাজ্যে চাইল্ড কেয়ার লিভ দেওয়া হয় ৭৩০ দিন।
  • বাংলায় ৪৮% মেয়ে ১০০ দিনের কাজ করছে। কলেজ সার্ভিস কমিশনে ৪৮% মেয়েরা সুযোগ পেয়েছে, ওরা আমাদের রাজ্যের গর্ব।
  • কেন্দ্রীয় সরকারের ‘বেটি বাঁচাও বেটি পড়াও’ প্রকল্প আসলে ‘বেটি হাটাও’ প্রোগ্রাম।সমগ্র ভারতবর্ষের জন্য ওদের বাজেট ১০০ কোটি টাকা। মানে রাজ্য প্রতি ভাগ ৩ কোটি টাকা। আর বাংলায় কন্যাশ্রী প্রকল্পের জন্য ৬০০০ কোটি টাকা খরচ করেছি।পারলে এটাকে মডেল কর।
  • ৪৫ লক্ষ মেয়েকে এই স্কলারশিপ দেওয়া হয়েছে। তাদের বিশ্ববিদ্যালয়ে পড়াশোনা করার সুযোগ করে দেওয়া হচ্ছে। এই প্রকল্পের লক্ষ্য মেয়েদের এগিয়ে নিয়ে আসা।
  • আমরা একটি নতুন প্রকল্প চালু করেছি যার নাম – রূপশ্রী। গরীব পরিবারের (যাদের বছরে আয় দেড় লক্ষ টাকা) মেয়েদের ১৮ বছর বয়সের পর তাদের বিয়ের জন্য ২৫ হাজার টাকা দেবে সরকার। ১ লা এপ্রিল থেকে শুরু হবে এই প্রকল্প।
  • আমরা যখন ক্ষমতায় এসেছিলাম তখন ইন্সটিটিউশন ডেলিভারি ছিল ৬৫%। আমাদের সময় এই পরিমাণ ৯৫%।
  • যে সব এলাকায় হাসপাতাল নেই সেখানে আমরা গর্ভবতী মহিলাদের জন্য মাদার ট্রানজিট হাব করেছি।
  • ৬ বছরে শিশু মৃত্যুর হার কমেছে বাংলায়।
  • আমরা ৬ বছরে ৩০০ টি SNSU, ৭৫ টি SNCU, ১৭ টি মাদার ও চাইল্ড হাব, আই সি সি ইউ, এইচ ডি ইউ সহ মাল্টি সুপার হাসপাতাল তৈরি করেছি। একমাত্র বাংলায় বিনামূল্যে চিকিৎসা দেওয়া হয়।
  • বাংলার ৮ কোটি মানুষ ২ টাকা কিলো চাল পায়। আর সেই চালের সাবসিডি দেয় রাজ্য সরকার।
  • সরকারের টাকা আসে জনগণের দেওয়া ট্যাক্স থেকে, কিন্তু আমরা ট্যাক্স বাড়িয়ে দিইনি। সিপিএমএর দেনার টাকা শোধ করতে হচ্ছে। ৪৮ হাজার কোটি টাকা কেটে নিয়ে যাচ্ছে কেন্দ্র। তা সত্ত্বেও আমরা মানুষের জন্য কাজ করে যাচ্ছি।
  • আমরা ৭০ লক্ষ ছেলেমেয়েদের সবুজ সাথী সাইকেল দিয়েছি, সংখ্যালঘু ছেলেমেয়েদের স্কলারশিপ দিয়েছি।
  • আমরা সবাইকে নিয়ে চলতে ভালোবাসি। কাউকে ভাগাভাগি করতে দেব না।
  • মানুষের ভাষাই তার পরিচয়। কেউ কেউ যে ভাষায় কথা বলছে তা শুনে লজ্জা হয়। বাংলার মানুষ এই ভাষায় কথা বলে না। বাংলার মানুষ সুন্দর ভদ্র ভাষায় কথা বলে।
  • অকথা, কুকথা বলে টিভি তে পাবলিসিটি পাওয়া যায়।কিন্তু মানুষের কাছে এই ভাষার জায়গা নেই। রাজনীতিবিদদের ভেবেচিন্তে ভাষা প্রয়োগ করা উচিত।
  • একটা ঘটনা ঘটেছে ত্রিপুরায়, বিজেপিই শুরু করেছে, লেনিনের মূর্তি ভেঙে। তামিল নাড়ুতেও একজন দলিত নেতার মূর্তি ভাঙা হয়েছে। আমরা এর তীব্র প্রতিবাদ জানাচ্ছি।
  • শ্যামাপ্রসাদ মুখার্জি বাংলায় জন্মেছেন, আমরা তাঁকে সম্মান করি, তিনি অন্য দলের সমর্থক হতেই পারেন, তাই বলে আমি তাঁর মূর্তিতে কালি মাখিয়ে দিয়ে আসব? যারা এখানে শ্যামাপ্রসাদ মুখার্জির মুখে কালি  লাগিয়েছেন, তারা বাংলার কলঙ্ক।
  • এই কালচার কেন হবে যে কাউকে পছন্দ না হলে তার মূর্তি বুল্ডোজার দিয়ে ভাঙ্গা হবে? বাংলাকে কলঙ্কিত করার চেষ্টা করবেন না।
  • পঞ্চায়েতে তৃণমূল স্তরে আরও ভালো কাজ করতে হবে। মানুষকে পরিষেবা দিতে হবে, গরীব মানুষের পাশে দাঁড়াতে হবে। সব মানুষকে পাশে নিয়ে লড়াই করতে হবে।
  • ১০০ দিনের কাজে, গ্রামীণ কর্মসংস্থান তৈরীতে, স্কিল ইন্ডাস্ট্রিতে, স্মল স্কেল ইন্ডাস্ট্রিতে, কৃষিতে , ইজ অফ ডুইং বিজনেসে ভারতবর্ষে আমরা এক নম্বরে।
  • আগে বাংলা বললে মানুষ ভাবত শুধু বন্ধ, স্ট্রাইক, অত্যাচার, অপপ্রচার। এখন মানুষ বাইরে থেকে এসে বলে কলকাতাটা পুরো বদলে গেছে।
  • পরিবর্তন মানে কন্যাশ্রী, রুপশ্রী, সবার ঘরে আলো, কৃষিকর্মন অ্যাওয়ার্ড, গ্রামীণ কর্মসংস্থানে নাম্বার ওয়ান, নতুন রাস্তা, নতুন হাসপাতাল।
  • বিজেপি ত্রিপুরার মতো রাজ্যে জিতেছে ০.৩% মার্জিনে। দার্জিলিং-এ যেমন প্রচার করেছিল ভোটের আগে যে জিতলে আলাদা রাজ্য দেবে, ত্রিপুরাতেও সেম গেম খেলেছে। তাও জিতেছ যখন কাজ কর, এতো নাচানাচির কিছু নেই। কথায় কথায় বলে এবার বাংলাকে জয় করব, বাংলা দিল্লী জয় করে দেখিয়ে দেবে।
  • বিজেপির জোটসঙ্গী টিডিপি জোট ছেড়ে বেড়িয়ে এল, শিব সেনা, কে সি রাও-রা বিজেপির জোটসঙ্গী… শুনতে পাচ্ছো না বিদ্রোহের কন্ঠ? শুনতে পাচ্ছো উত্তর প্রদেশ, রাজস্থান, কর্নাটক, মধ্য প্রদেশ কি বলছে? উড়িষ্যা, বাংলার দিকে ভুলেও তাকিয়ে দেখো না।
  • সিপিএম তো আত্মসমর্পণ করেছে বলে হেরে গেল ত্রিপুরাতে। ওরা তো ঠিকমত কথাও বলতে পারেনি। হোসপাইপের মত টাকা খরচ করেছে, সিপিএম কিছু বলেনি, মাথা নত করে ছিল। ভয় পেয়ে আত্মসমর্পণ করে ফেলেছিল।
  • যারা বিরোধিতা করছে তাদের পেছনে কেন্দ্রীয় সরকারের এজেন্সিগুলোকে কাজে লাগাচ্ছে বিজেপি।
  • তৃণমূল কংগ্রেস আগেও বলেছে, এখনও বলছে, সব আঞ্চলিক দল একসঙ্গে কাজ করবে। একসাথে দল করব, একসাথে সঙ্ঘবদ্ধ হয়ে প্রতিরোধ করব।
  • মা-বোনেদের একটা বড় ভূমিকা পালন করতে হবে। যদি আপনারা দেশ ও সমাজকে বাঁচাতে চান তবে বিজেপিকে ক্ষমতা থেকে সরিয়ে ফেলুন। শুধু হিন্দু-মুসলমান ভাগাভাগি করে দেশ চলে না।
  • মানুষের ব্যাঙ্কে রাখা সব টাকা নিয়ে নিচ্ছে। বিজেপি সরকার এখন বলছে, তোমরা ব্যাঙ্কে ‘গোবর’ রাখো।‘গোবর’ হচ্ছে ধন।ওটা এখন ওদের ধন- ‘গোবর্ধন’, মানে ‘গোবর’-টা হচ্ছে এখন সরকারের ধন।
  • দিল্লীর মিডিয়া তো পুরো কিনে নিয়েছে। এজেন্সিগুলোকে পুরো কিনে নিয়েছে।ভাবছে এটাই চলবে- কিন্তু এটা চলবে না।
  • আজ মহিলারা দিচ্ছে ডাক- বিজেপি চলে যাক। দু হাজার উনিশ, বিজেপি হবে ফিনিশ। ঔদ্ধত্য, অহঙ্কার, দম্ভ হবে ফিনিশ।
  • মনে রাখবেন, বাংলার মাটি এই লড়াইটা চিরকাল করেছে আর করবে।বাংলা সব সময় নেতৃত্ব দেবে।
  • আমাদের মনে যে শক্তি ও আত্মবিশ্বাস, সেটাই আমাদের সবচেয়ে বড় পরিচয়। আমার মা-বোনেরা নিজেদের ঘর সামলাতেও জানে, বাইরেও লড়তে জানে।

Yesterday, a day before International Women’s Day, a fashion show took place at the Uttirna open-air stage. It was the culmination of a months-long effort towards the empowerment of the inmates of Liluah Girls’ Home.

The project is called ‘Bangali’, a name coined by none other than Chief Minister Mamata Banerjee. This is yet another effort by the Trinamool Congress Government to put women at the forefront of development. The programme was organised by the State Commission for Protection of Child Rights.

The inmates walked the ramp in clothes made by their fellow inmates. Internationally-renowned fashion designer of Bangladesh, Bibi Russell provided the training to the girls, which took place for eight months.

The traditional towel of Bengal, gamcha, featured prominently in the show, being converted into garments of various hues and designs. Sarees, other garments, jewels and accessories featured in the show.

For now, the articles would be available in Biswa Bangla stores. Later they would be made available in other stores and would be exported too.

In the audience were famous names from the world of fashion and entertainment as well as senior State Government ministers, and their thunderous applause put a further stamp of approval on the inmates’ efforts towards a life of dignity and self-respect.

The venue was appropriate too – an open-air stage, to symbolise the freedom of opportunity that the fashion show heralded for these women.

The Women and Child Development & Social Welfare Minister, who was also in the audience, said after that show that similar efforts would be replicated in the other homes run by the State Government.

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের অনুপ্রেরণায় আন্তর্জাতিক খ্যাতিসম্পন্ন ডিজাইনার বিবি রাসেলের প্রশিক্ষণে লিলুয়া হোমের আবাসিকদের তৈরি পোশাক ও সজ্জাসম্ভারই ‘বঙ্গালি ’ ব্র্যান্ডের আওতায় দেশবিদেশের বাজারে বিপণন করতে চায় রাজ্য সরকার৷ যা লিলুয়া হোম কন্যাদের জীবনের পথে স্বয়ম্ভর করতেও অনুঘটকের কাজ করবে৷

বলা ভালো, এই ব্র্যান্ডটি নিজে হাতেই এঁকেছেন মমতা বন্দ্যোপাধ্যায়৷ গত এপ্রিল থেকেই রাজ্য সরকারের আহ্বানে লিলুয়া হোমের ৫০ জন আবাসিককে পোশাক বানানোর প্রশিক্ষণ দেওয়া শুরু করেন বিবি রাসেল৷ তাঁর কথায় , ‘প্রথম প্রথম ওরা বলছিল, এ কাজ তো আমরা করতে জানি না৷ তাঁত বুনব কী করে৷ কয়েকজন মহিলা তাঁতিকে দিয়ে ওদের তাঁত বুনতে শেখার কাজটা শুরু করানো হয়৷ পরে অবশ্য সব জড়তা কেটে যায়৷

শুধু অবশ্য পোশাক বানানো নয় , বিবি রাসেলের কাছে এই আবাসিকরা সাদামাটা জিনিসপত্র দিয়ে নানা ধরনের গয়না বানানোর কাজটিও শিখেছেও৷ পোশাকের মতই গয়নাগুলিও আন্তর্জাতিক মানের৷ নারী ও শিশু উন্নয়ন এবং সমাজ কল্যাণ দন্তরের পক্ষ থেকে ‘বঙ্গালি ’ ব্র্যান্ডের উন্মোচনে এই অনুষ্ঠানটির আয়োজন করা হয়েছিল৷

হোম কন্যাদের বানানো পোশাক ও গয়না বিশ্ববাংলার বিপণিগুলিতে মিলবে৷ বিভাগীয় মন্ত্রী বলেন , ‘লিলুয়া হোমের মতো অন্যান্য হোমেও আমরা নানা ধরনের প্রশিক্ষণের ব্যবস্থা করছি৷ কিন্ত্ত, আজ যা হল, তা এক অবিশ্বাস্য ঘটনা৷ ছিলেন শিশু অধিকার রক্ষা কমিশনের চেয়ারপার্সন ৷

Sir, I didn’t give my name to speak because I think men need to speak more on issues concerning women. I agree with what Anu Agha ji said, that this cannot be just one day.

I have two practical suggestions to offer, which goes beyond a speech.

Sir, my party – the All India Trinamool Congress – without any reservation bill, has 34 per cent female MPs. We all want the Bill, but this is a practical way and Mamata Di has shown the way.

Sir, in Bengal, we have the Kanyashree scheme, which has benefitted 47 lakh girls. It’s a tried and tested programme. In this atmosphere of federalism, I suggest that we implement this programme nationally.

Good wishes and good luck to not just women but to all men, to treat women better. There is an old saying that ‘behind every successful man, there is a woman’. This is cliche. Today’s it’s changed. The new saying is, behind every successful man, there is a nationalised bank.

After coming to power in 2011, the Chief Minister Mamata Banerjee-led Trinamool Congress Government has brought about several measures for the safety and security of women.

Five key schemes are given below:

Kanyashree Scheme

It was started on October 1, 2013 with the inspiration of the Chief Minister to put an end to child marriages in the state.

More than 45 lakh girls from about 15,500 institutions – schools, madrasahs, colleges, universities including open universities, vocational training schools, and even sports training centres – have benefitted till now.

More than 5,000 girls have been provided training in self-defence.

In North 24 Parganas district, a special educational and self-awareness programme called Kanyashree Dishari (meaning ‘Kanyashree path-finders’) has been started, involving Kanyashree Scheme beneficiaries.

Many Kanyashree beneficiaries are being given training for getting scholarships and for skill development.

Swabalamban and Swabalamban Special

This scheme is being implemented through NGOs and private companies. It is meant to empower women on the fringes of society, including prostitutes, by training and placing them in quality jobs as well as training them to make things like food items so that they may set up independent business ventures.

The age group is from 18 to 35 years. The upper limit can be relaxed to 45 years.

Trained women have been successfully placed in Wow! Momo, Pantaloons, Kothari Hospital and other reputed organisations.

30 Kanyashree beneficiaries have been trained by Brainware as security personnel, of which 16 have been successfully placed.

As part of Swabalamban Scheme is Swabalamban Special, through which selected former sex workers are given stipend-inclusive training in making food items and other things so that they may set up businesses.

Also, as part of Swabalamban Special, 25 women have been successfully placed as junior artistes with television production houses.

Muktir Aalo

Muktir Aalo was inaugurated by Chief Minister Mamata Banerjee on September 4, 2015 to rehabilitate sex workers and trafficked women.

With the help of Women’s Interlink Foundation, 50 such women have been trained in training and making spices.

Commercial sex workers from the Munshiganj area of Khidderpore have been trained by the NGO, Divine Script Society – 12 in a recycled tyre products manufacturing unit and 12 placed in placed at self-manned kiosks.

Sabla (for adolescent girls, that is, those between 11 and 18 years)

Through the Sabla Scheme, adolescent girls are being equipped with life skills training in the districts of Cooch Behar, Jalpaiguri, Alipurduar, Malda, Nadia, Kolkata and Purulia on a pilot basis since July 2011 – 29,444 anganwadi centres (AWC) have been set up in 141 ICDS projects.

12.72 lakh adolescent girls have received the benefits of the Sabla Scheme SABLA and have been equipped with life skills and knowledge on family welfare, health and hygiene, information and guidance on existing public services

About 1.6 lakh out-of-school adolescent girls received supplementary nutrition

School dropout among adolescent girls declined from 2.8 lakhs during 2010-11 to 92,000 during 2016-17.

About 41,000 girls aged 16-18 years were trained through NGOs/VTPs in different trades like beautician,handicrafts, knitting, printing and dying, and food processing during the last six years in all the districts.

In convergence with Kanyashree Scheme during financial year 2015-16, Sabla has been able to provide supplementary nutrition plans (SNP) to about 98,820 Kanyashree beneficiaries during the last two years.

About 1,600 out-of-school girls were re-admitted to the formal and informal education system and 50 per cent of them were linked with the Kanyashree Scheme.

Ruposhree Scheme

Continuing on the path of empowerment for women, during the presentation of the Budget in 2018, a new scheme was launched – Ruposhree.

Through this scheme, the State Government would stand beside families which are too poor to arrange for the weddings of their daughters. For all families in Bengal whose annual income is less than Rs 1.5 lakh, the government would provide a one-time grant of Rs 25,000 in lieu of the marriage expenses, provided the girl gets married after crossing the age of 18.

Rs 1,500 crore has been allotted for this scheme, through which 6 lakh families are expected to be benefitted.
The forms for enrolling in this scheme would be available from the BDO offices from March 30.

 

নারী ক্ষমতায়নে মমতা বন্দ্যোপাধ্যায়ের যুগান্তকারী পাঁচটি প্রকল্প

২০১১ সালে ক্ষমতায় আসে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের নেতৃত্বাধীন তৃণমূল কংগ্রেস সরকার। তারপর থেকে প্রতি ক্ষেত্রে বাংলা এগিয়ে চলেছে উল্লেখযোগ্য ভাবে। নারীদের ওপর অপরাধ দেশের অন্যান্য অঞ্চলে যেখানে বেড়েই চলেছে, সেখানে এ রাজ্যে সরকার নারীদের উন্নয়নে নিয়েছে অসাধারন প্রকল্প সমুহ। এবং এই সকল প্রকল্পগুলির অসাধারন সাফল্যও মাত্র এই ছ’বছরেই দেখা গেছে।

নারী কল্যাণ দপ্তরের গত ছয় বছরের সাফল্য:

১. কন্যাশ্রী প্রকল্প

মুখ্যমন্ত্রীর অনুপ্রেরণায় ২০১৩ সালের ১লা অক্টোবর এই প্রকল্প চালু হয়। এই প্রকল্পের উদ্দেশ্য বাল্যবিবাহ রোধ করা

রাজ্যের প্রতি অঞ্চলের প্রায় ১৫,৫০০ প্রতিষ্ঠান – প্রথা বহির্ভূত বিদ্যালয়, মাদ্রাসা, কলেজ, মুক্ত বিশ্ববিদ্যালয় এবং বিশ্ব বিদ্যালয় বৃত্তিমূলক প্রশিক্ষণ কেন্দ্র, শিল্প প্রশিক্ষণ, এমনকি ক্রীড়া প্রশিক্ষণ কেন্দ্রের প্রায় ৪৫লক্ষ কিশোরীকে এই প্রকল্পের অধীনে আনা হয়েছে।

৫০০০-এরও বেশী মেয়েকে আত্মরক্ষার প্রশিক্ষণ দেওয়া হয়েছে।

কন্যাশ্রী দিশারি’ নামে উত্তর ২৪ পরগনা জেলায় কন্যাশ্রী প্রকল্পভুক্ত মেয়েদের একটি বিশেষ শিক্ষামূলক এবং সচেতনতামূলক প্রচার কর্মসূচী চালু করা হয়েছে।

বহু সংখ্যক কন্যাশ্রী প্রকল্পভুক্ত মেয়েকে বৃত্তিমূলক এবং অন্যান্য দক্ষতা উন্নয়ন প্রশিক্ষণ দেওয়া হচ্ছে।

২. স্বাবলম্বন ও স্বাবলম্বন স্পেশ্যাল প্রকল্প

স্বাবলম্বন প্রকল্পটি বেসরকারি সংস্থা (এনজিও) অথবা কোম্পানির মাধ্যমে রূপায়িত হচ্ছে। স্বাবলম্বন সমাজের প্রান্তিক, অসহায় মহিলা, নারীপ্রচার চক্র থেকে উদ্ধার হওয়া মহিলা, যৌনকর্মী, রূপান্তরকামী সম্প্রদায় এবং ১৮ থেকে ৩৫ বছর বয়সী ও নৈতিক বিপদের সম্মুখীন মহিলাদের বৃত্তিমূলক প্রশিক্ষণ দিচ্ছে। প্রয়োজনে অবশ্য বয়স ৪৫বছর পর্যন্ত শিথিলযোগ্য

প্রশিক্ষণ প্রাপকেরা ওয়াও মোমো, প্যান্টালুন্স, কোঠারি, অউ বোঁ পে প্রভৃতি বিভিন্ন প্রখ্যাত বিপণিতে সফলভাবে কাজ করছেন।

৩০ জন কন্যাশ্রী মেয়েকে ব্রেইনওয়্যার-এর ব্যবস্থাপনায় এই স্বাবলম্বন প্রকল্পের অধীন আনআর্মড সিকিউরিটি গার্ড-এর প্রশিক্ষণ দেওয়া হয়েছে, যাদের মধ্যে ১৬জন বিভিন্ন প্রতিষ্ঠানে কর্মরত।

বর্তমানে চালু থাকা স্বাবলম্বন প্রকল্পের অধীন আর একটি প্রকল্প হল স্বাবলম্বন স্পেশ্যাল, যার উদ্দেশ্যে কলকাতা অঞ্চলের যৌনকর্মী এবং তাদের ঝুঁকি-নির্ভর সন্তানদের বিকল্প জীবিকার মাধ্যমে সমাজের মূলস্রোতে নিয়ে আসতে বৃত্তিমূলক প্রশিক্ষণের ব্যবস্থা করা।

স্বাবলম্বন স্পেশ্যাল প্রকল্পের ২৫ জন সুবিধাপ্রাপক ইতিমধ্যে ‘জুনিয়র আর্টিস্ট’ হিসেবে অভিনয়ে প্রশিক্ষণের পাশাপাশি বিভিন্ন টেলিভিশন প্রোডাকশন হাউসের টেলিসিরিয়াল প্রোডাকশনের নানা কর্মকাণ্ডের প্রশিক্ষণ নিয়েছে (গোল ইন্ডিয়া নামের একটি বেসরকারি প্রতিষ্ঠানের ব্যবস্থাপনায় তিন মাসের এক প্রশিক্ষণ কর্মসূচীর মাধ্যমে)। তারা সকলেই বিভিন্ন টেলি-হাউসের কাজে যোগদান করেছেন।

৩. মুক্তির আলো

২০১৫ সালের ৪ সেপ্টেম্বর মুখ্যমন্ত্রী কর্তৃক যৌনকর্মী ও পাচার থেকে উদ্ধার হওয়া মেয়েদের পুনর্বাসনের এই প্রকল্প চালু হয়।

উইমেন্স ইন্টারলিংক ফাউন্ডেশন-এর সহায়তায় ৫০ জনকে ব্লক প্রিন্টিং এবং মশ্লা গুঁড়ো করার প্রশিক্ষণ দেওয়া হচ্ছে।

কলকাতার মুনশিগঞ্জ নিষিদ্ধ এলাকার ২৬জন পেশাদার যৌনকর্মীকে ডিভাইন স্ক্রিপ্ট সোসাইটি নামে একটি বেসরকারি প্রতিষ্ঠানের সহায়তায় ‘টায়ারজাত দ্রব্যাদির পুনর্ব্যবহার’ এবং ‘ক্যাফেটেরিয়া পরিচালনা’-র প্রশিক্ষণ দেওয়া হয়েছে। এদের মধ্যে ১২ জন স্ব-পরিচালিত কিয়স্ক-এ কাজ করছেন।

৪. কিশোরী মেয়েদের প্রকল্প (সবলা)

২০১১ সালের জুলাই মাস থেকে রাজ্যের সাতটি জেলা- কোচবিহার, আলিপুরদুয়ার, মালদা, নদীয়া, কলকাতা এবং পুরুলিয়ায় পাইলট ভিত্তিতে ১৪১টি আইসিডিএস প্রজেক্ট থেকে ২৯৪৪৪টি অঙ্গনওয়াড়ি কেন্দ্রে সবলা প্রকল্পটি চলছে কিশোরী মেয়েদের জন্য (যার উদ্দেশ্যে ১১-১৮বছর বয়সী মেয়েদের পুষ্টিগত ও স্বাস্থ্যগত অবস্থার উন্নতি এবং জীবনের বিভিন্ন ক্ষেত্রে দক্ষতা অর্জনে প্রশিক্ষণ দিয়ে যোগ্য করে তোলা)।

১১-১৮ বছর বয়সী ১২.৭২ লক্ষ কিশোরী মেয়ে সবলা প্রকল্পের মাধ্যমে সুবিধা পাচ্ছে এবং জীবনের বিভিন্ন ক্ষেত্রে দক্ষতা অর্জন এবং পরিবার কল্যাণ, স্বাস্থ্য এবং পরিষ্কার পরিচ্ছন্নতা সম্পর্কে জ্ঞান অর্জন, বর্তমান পরিষেবাগুলি সম্পর্কে তথ্য ও নির্দেশ পাচ্ছে।

প্রায় ১.৬ লক্ষ বিদ্যালয়-বহির্ভূত কিশোরী মেয়ে পরিপূরক পুষ্টি পাচ্ছে।

কিশোরী মেয়েদের মধ্যে বিদ্যালয় ছুটের সংখ্যা ২০১০-১১ সালে ২.৮লক্ষ থেকে কমে ২০১৬-১৭ সালে হয়েছে ৯২০০০।

গত ছয় বছরে বিভিন্ন জেলায় প্রায় ৪১ হাজার বিদ্যালয় বহির্ভূত কিশোরী মেয়ে যাদের বয়স ১৬ থেকে ১৮, বিভিন্ন বেসরকারি সংস্থা/স্বেচ্ছাসেবী প্রশিক্ষিত ব্যক্তিদের (ভিটিপিএস) মাধ্যমে বিউটিশিয়ান, হস্তশিল্প, সেলাই, ছাপাখানা এবং ডাইং, খাদ্য প্রক্রিয়াকরণ-এর মতো বিভিন্ন পেশার বৃত্তিমূলক প্রশিক্ষণ দেওয়া হয়েছে।

২০১৫-১৬ অর্থবর্ষে কন্যাশ্রী প্রকল্পের সঙ্গে সমন্বয়ের মাধ্যমে সবলা ৯৮,৮২০ জন কন্যাশ্রী প্রকল্পের আওতাভুক্ত মেয়েকে সবলা দ্বারা পরিপূরক পুষ্টি কর্মসূচী (এসএনপি) প্রদান করা হয়েছে।

প্রায় ১৬০০ বিদ্যালয় বহির্ভূত মেয়ে প্রথাগত/প্রথাবহির্ভূত শিক্ষা ব্যবস্থায় পুনরায় যুক্ত (ভর্তি) হয়েছে এবং এদের মধ্যে ৫০শতাংশই কন্যাশ্রী প্রকল্পের আওতায় আছে।

৫. রূপশ্রী প্রকল্প

২০১৮-১৯ সালের রাজ্য বাজেটে ঘোষণা করা হয় এক নতুন প্রকল্পের। মাননীয়া মুখ্যমন্ত্রীর এই স্বপ্নের প্রকল্পের নাম ‘রূপশ্রী’।

অনেক গরীব পরিবার মেয়ের বিবাহের খরচ জোগাড় করতে অসুবিধায় পড়েন। রাজ্য সরকার সেইসব অসহায় পরিবারের পাশে দাঁড়িয়ে তাদের ভার লাঘব করতে অঙ্গীকারবদ্ধ।

যে সকল পরিবারের বার্ষিক আয় দেড় লক্ষ টাকার কম তাদের মেয়েদের ১৮ বছর বয়সের পর বিবাহ হলে আরও একাকালীন ২৫০০০ টাকা সহায়তা পাবে।

এই প্রকল্পের জন্য ১৫০০ কোটি টাকা বরাদ্দ করা হল। এর মাধ্যমে ৬ লক্ষ পরিবার উপকৃত হবে।

এই জন্য স্থানীয় বিডিও অফিস থেকে ৩০শে মার্চ থেকে ফর্ম পাওয়া যাবে।
