Bengal Chief Minister Mamata Banerjee had voiced her concern within an hour of the announcement of ‘demonetisation’ on November 8, 2016, that the country would have to face severe loss of jobs and drastic decline in productivity due to demonetisation. She had been leading the protest ever since. The recent figures announced by the RBI on Wednesday, June 7 are clear indicators that the Bengal Chief Minister had been right:

Here are the figures:

  • Real GVA pegged at 6.6% for 2016-17, lower than second advance estimates released in February 2017. This despite good monsoon and record foodgrain production.
  • Fall in GVA due to underperformance in construction, financial and professional services, and real estate during Q4 (Oct-Dec ’16).
  • Slowdown in activity in both industry and services set in as early as Q1 of 2016-17 and became pronounced in Q4.
  • Components of aggregate demand reflect a contraction in gross fixed investment, and production of capital goods in Q4.
  • Prices of vegetables fell markedly from July and bottomed out in January 2017, with fire sales during the demonetisation period accentuating the fall. RBI is admitting that demonetisation was behind the hardship faced by farmers.
  • All Mandis have reverted back to cash transactions. So what was the point in forcing people to go digital?
  • Monetary Policy Committee noted that effects of demonetisation have lingered on in price formations with respect to fruits and vegetables, pulses and cereals. Farmers not getting proper value for their produce.
  • Manufacturing purchasing managers’ index (PMI) moderated sequentially in May ’17 as employment contracted and new orders, both domestic and exports, slowed down.
  • Sales of commercial vehicles, two-wheelers and three-wheelers contracted.
  • Both steel consumption and cement production sluggish, pointing to continuing weakness in construction activity.

 

 

Tourism Hub to come up in Tiger Hill

Bengal Chief Minister Mamata Banerjee today marked the setting up of a Tourism Hub at Tiger Hill in Darjeeling. The Hub will be a boost to people of the area with more and more tourists being attracted to the place, famous for observing sunrise. Once this Hub is complete, people of the Hills living in the surrounding areas will be financially benefited, directly or indirectly.

The Bengal Government under Mamata Banerjee has provided primary focus on the tourism industry. New infrastructure has been created and as a result, the state has gain an increase in revenue through the increasing number 0f footfalls by the tourists, national and international.

The Bengal Chief Minister is on a visit to the Hills. On Monday, she held a meeting in Mirik and today she will be holding the State Cabinet meeting in the Hills for the first time.

 

পর্যটন হাব হবে টাইগার হিলে

বুধবার টাইগার হিল পরিদর্শনে যান মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। সেখানে চালু হয়া প্রকল্পগুলির কাজ খতিয়ে দেখার পাশাপাশি নিজের হাতে চারাগাছও রোপণ করেন মুখ্যমন্ত্রী।

এদিন তিনি ঘোষণা করেন পর্যটন হাব হবে টাইগার হিলে । এই হাবটি তৈরী হলে শুধু যে উত্তরবঙ্গ বা রাজ্যের পর্যটন শিল্পে রাজ্যের আয় বাড়বে তাই নয়, পাশাপাশি আর্থিক সচ্ছলতা পাবে মিরিকবাসি ও পাহাড়ের অন্যান্য মানুষ জন যারা প্রত্যক্ষ বা পরোক্ষ ভাবে এই পর্যটন শিল্পে জড়িত।

২০১১ সাল থেকে ক্ষমতায় আসার পর থেকেই সমগ্র পশ্চিমবঙ্গে বিশেষ করে উত্তরবঙ্গে পর্যটন শিল্পে জোর দিয়েছেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। আর তার ফলস্বরূপ পশ্চিমবঙ্গে পর্যটন শিল্পের মাধ্যমে এসেছে প্রচুর রাজস্ব ও পাশাপাশি দেশী ও বিদেশী পর্যটকের সংখ্যাও এ রাজ্যে উল্লেখযোগ্য ভাবে বেড়েছে। সদ্যসমাপ্ত মিরিকে পৌর নির্বাচনে বোর্ড গড়েছে তৃণমূল কংগ্রেস।

ঠিক তার পরেই মুখ্যমন্ত্রী মিরিকে যান পাহাড়বাসীকে অভিনন্দন জানাতে। গত সোমবার তিনি মিরিকে জনসভা করেন ও মিরিকের উন্নয়নের জন্যও বহু কর্মসূচীর কথা ঘোষণা করেন। পাশাপাশি মিরিকবাসীকে অর্থনৈতিক ভাবে উন্নত করতে  জোর দেন পর্যটন শিল্পে।

After holding administrative meetings in different districts across the State, the Bengal Government today held its first Cabinet meeting in the Hills region, in Darjeeling.

From now on, every year, four Cabinet meetings would be held outside Kolkata – two in the Hills and two in Jangalmahal

On May 29, Chief Minister Mamata Banerjee, during a press meet in Nabanna, had said, “Every year, two Cabinet meetings will be held in the Hills and two in different districts of Jangalmahal. Therefore, both the northern and the southern districts will be covered,” she told.

“In Jangalmahal, we will hold the meetings in Birbhum, Bankura, Purulia, Jhargram and Paschim Medinipur districts.”

She met the press after the Cabinet meeting ended.

 

Salient points from the press meet:

  • Today is a historic day – the first Cabinet meeting in the Hills was held today.
  • Every year, two Cabinet meets would be held in the Hills and two in Jangalmahal. The next is in Jangalmahal.
  • A secretariat like the Uttarkanya would be built in the Hills, to be named Tenzing Norgay Bhawan.
  • From now on, all Cabinet meetings in the Hills would be held here.
  • The people of the Hills have been neglected for a long time.
  • The people of the Hills are very nice; we want development of the Hills.
  • A polytechnic college would be built in Mirik.
  • A Skill Development Centre would come up in Mirik, which would train 3,000 youths.
  • A police commissionerate is being set up in Chandannagar; this was finalised today.
  • The period for getting promotion in civil service has been decreased to every eight years.
  • We want that the people of the Hills to live well.
  • We want that Jangalmahal keeps smiling, the whole of Bengal keeps smiling.
  • Today’s Cabinet meeting was the first of the two meetings to be held in the Hills.
  • No one can stop good work from happening.
  • For 34 years nothing was done for the Hills. We should be given respect for the work we have re-started.
  • Students of the Hills can study whatever they want. Bengali has not been made compulsory.
  • The people of the Hills want that we come back again and again.

 

 

আমরা পাহাড়ের উন্নয়ন চাইঃ মমতা বন্দ্যোপাধ্যায়

আজ পাহাড়ে মন্ত্রীসভার বৈঠক করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। সিদ্ধার্থশঙ্কর রায়ের আমলে ১৯৭৪ সালে দার্জিলিঙে রাজ্য মন্ত্রীসভার বৈঠক হয়েছিল। ৩৩ বছর পর আবার শৈলশহরে মন্ত্রীসভার বৈঠক হল।

গত ২৯ মে নবান্নে সাংবাদিক বৈঠকে পাহাড় ও জঙ্গলমহলে মন্ত্রীসভার বৈঠকের কথা ঘোষণা করেন মুখ্যমন্ত্রী। তিনি জানান, বছরে ২ টি বৈঠক হবে। এছাড়া জঙ্গল্মহলের বিভিন্ন জেলায় প্রশাসনিক বৈঠকও হবে।

আজ দুপুরে দার্জিলিঙের রাজভবনে হয় এই বৈঠক। বিভিন্ন মন্ত্রীসহ প্রশাসনিক আধিকারিকরা উপস্থিত ছিলেন এই বৈঠকে।

গত ৫ জুন উত্তরেবঙ্গ সফরে যান মুখ্যমন্ত্রী। সেদিন মিরিকে একটি জনসভা করেন মুখ্যমন্ত্রী, সেখানে বিভিন্ন সরকারী পরিষেবা তুলে দেন সাধারণ মানুষের হাতে। আগামী ৯ জুন কলকাতা ফেরার কথা মুখ্যমন্ত্রী।

 

তাঁর বক্তব্যের কিছু বিষয়ঃ

  • আজ পাহাড়ে প্রথম মন্ত্রীসভার বৈঠক হল। আজকের দিনটি ঐতিহাসিক দিন
  • এখন থেকে বছরে পাহাড়ে ২টি এবং জঙ্গলমহলে ২টি বৈঠক হবে, পরবর্তী বৈঠক হবে জঙ্গলমহলে
  • উত্তরকন্যার মত পাহাড়ে নতুন সচিবালয় তৈরি হবে যার নাম হবে তেনজিং নোরগে ভবন

  • দীর্ঘদিন ধরে পাহাড়ের মানুষ অবহেলিত

  • প্রতিযোগিতা হোক উন্নয়নের মধ্যে দিয়ে, কাজের মধ্যে দিয়ে
  • আমরা কোন বিরোধ চাই না, আমরা চাই পাহাড়ের মানুষ ভালো ভাবে থাকুক
  • আমি চাই জঙ্গলমহল ভালো থাকুক, সারা বাংলা ভালো থাকুক
  • আজকের এই বৈঠক দার্জিলিঙের গর্ব
  • ভালো কাজ কেউ রুখতে পারে না
  • ৩৪ বছর কোন কাজ করেনি, আমরা যা কাজ করছি, সেজন্য ওদের তো আমাদের সম্মান করা উচিত

The Bengal government has brought around 1 crore workers from unorganised sectors under the social security scheme — Samajik Surakshya Yojana — in the past six years, said state Labour minister, Moloy Ghatak. The minister further added that these 1 crore people will be given educational benefits for their children, support for marriage of their two daughters, health cards and other benefits. He said this is a scheme that has not been introduced in any other state apart from Bengal and would be a model in giving social security to workers from unorganised sectors before other states take the same route in the country.

The Labour department of the Bengal government has achieved a milestone by providing benefits worth Rs 880 crore till March 2017.

In April 2017, the state government has merged all the five schemes to one and named it Samajik Suraksha Yojana. The convergence of the schemes has benefitted the people from different unorganised sectors and self employed youth, said the Minister adding that total 4 crore people are being benefitted with 1 crore coming under the scheme as on an average there are four family members in each of the houses. Samajik Suraksha Yojana was introduced converging State Assistance Schemefor Provident Fund for Unorganised Sector, West Bengal Unorganised Sector Workers’ Health Security Scheme, Social Security Scheme for Construction Workers, West Bengal Transport Workers’ Social Security Scheme and West Bengal Bidi Workers’ Welfare Scheme.

In the programme at Utsav Mancha in Kankurgachi on Tuesday in which the state Self Help Group minister Sadhan Pande was also present, benefits worth Rs 2,12,48,584 was distributed among as many as 1,669 beneficiaries. Pande said that members of Self Help Groups (SHGs) get different insurance facilities only by depositing Rs 25 per month. He further said that the Chief Minister will also be invited to the newly constructed Utsav Mancha.

 

“সামাজিক সুরক্ষা যোজনা” প্রকল্পের আওতায় আনা হল ১ কোটি মানুষকে

গত ছয় বছরে অসংগঠিত ক্ষেত্রের এক কোটি শ্রমিক রাজ্য সরকারের “সামাজিক সুরক্ষা যোজনা”প্রকল্পের আওতায় এসেছেন। গতকাল একথা জানান শ্রমমন্ত্রী মলয় ঘটক। তিনি আরও বলেন, এই প্রকল্পের আওতায় শ্রমিকরা স্বাস্থ্য কার্ড এবং অন্যান্য সুবিধার পাশাপাশি পাবেন সন্তানদের শিক্ষার ক্ষেত্রে বিভিন্ন সুযোগ ও দুই কন্যা পর্যন্ত বিবাহে সরকারি সাহায্য। উল্লেখযোগ্য ব্যাপার হল, অসংগঠিত ক্ষেত্রের শ্রমিকদের জন্য রাজ্য সরকারের এরম প্রকল্প সারা দেশে নজিরবিহীন।

রাজ্য সরকারের শ্রম দপ্তর ২০১৭ সালের মার্চ মাস পর্যন্ত এযাবৎ এই প্রকল্পে ব্যায় করেছে ৮৮০ কোটি টাকা। ২০১৭ সালের এপ্রিল মাসে রাজ্য সরকার পাঁচটি প্রকল্প একত্রিত করে একটাই প্রকল্প করেন, ও নাম দেন “সামাজিক সুরক্ষা যোজনা”প্রকল্প। প্রকল্পগুলি হল, স্টেট আসিস্টেন্স স্কিম ফর প্রভিডেন্ট ফান্ড ফর আনঅর্গানাইসড সেক্টর, ওয়েস্ট বেঙ্গল আনঅর্গানাইসড সেক্টর ওয়ার্কার্স হেলথ সিকিউরিটি স্কিম, সোশ্যাল সিকিউরিটি স্কিম ফর কনস্ট্রাকশন ওয়ার্কার্স, ওয়েস্ট বেঙ্গল ট্রান্সপোর্ট ওয়ার্কার্স সোশ্যাল সিকিউরিটি স্কিম এবং ওয়েস্ট বেঙ্গল বিড়ি ওয়ার্কার্স ওয়েলফেয়ার স্কিম।

এই সংযোজনের ফলে অসংগঠিত ক্ষেত্রের এক কোটি শ্রমিকের পাশাপাশি উপকৃত হয়েছে স্বনির্ভর যুবরাও। মন্ত্রী বলেন, সরাসরি ১ কোটি মানুষ উপকৃত হলেও, যেহেতু প্রতি শ্রমিকের গড় পরিবারের সদস্য সংখ্যা অন্তত চার, তাই, এই প্রকল্পে উপকৃত মানুষের সংখ্যা সেই অর্থে চার কোটি।

এই প্রকল্পে উপকৃত ১৬৬৯ মানুষকে মোট ২,১২,৪৮,৫৮৪ টাকা মূল্যের নানান সুযোগ সুবিধা বিতরন করা হয়। মন্ত্রী আরও বলেন, স্বনির্ভর গোষ্ঠীর সদস্যরা মাসিক মাত্র ২৫ টাকা জমা করার বিনিময়ে বিভিন্ন বীমার সুবিধা পাবে।

The Bengal Global Business Summits have been a big success story for the State. The book, Let’s Unite to Grow Together, published by the Trinamool Congress Government on the occasion of its sixth anniversary, has published data proving the success of the summits.

Combining the 2015 and 2016 summits, Rs 1,87,441.63 crore worth investment is being implemented – Rs 1,08,837 crore of the investment committed to in 2015 and Rs 78,604.63 crore of the amount committed to in 2016. This makes up 38 per cent of the investments promised combining the two years.

At the 2017 Bengal Global Business Summit, investment proposals worth Rs 2,35,290.03 crore came to the State Government. This was despite the draconian policy of demonetisation implemented by the Central Government.

Japan, Italy, Poland and Germany were partner countries. Besides from these countries, big business delegations also came from South Africa, Russia and China.

Companies in the sectors of cement, footwear, chemicals, spirits, fertilisers, etc. are already following up on their investment decisions presented at the 2017 summit. Among the companies are Mahindra and Mahindra, Matix Fertilisers Limited, OCL Cement, Farida Group, ITC, Future Group, Exide Limited, Globus Spirits, etc.

 

বিশ্ব বঙ্গ বাণিজ্য সম্মেলন রাজ্যের একটি সফল অধ্যায়

মমতা বন্দ্যোপাধ্যায় সরকারের ষষ্ঠ বর্ষপূর্তিতে রাজ্য সরকারের পক্ষ থেকে প্রকাশিত বইয়ে বেঙ্গল গ্লোবাল বিজনেস সামিটের শিল্পায়নের প্রস্তাব ও বাস্তবায়নের বিস্তারিত তথ্য উল্লেখ করা হয়েছে। ২০১৫ সালের ৮ এবং ৯ জানুয়ারি মিলনমেলায় বিশ্ববঙ্গ গ্লোবাল সামিট হয়েছিল। যেখানে ২০টি দেশ অংশগ্রহণ করেছিল। হাজির হয়েছিলেন দেশের বিভিন্ন শিল্পসংস্থার প্রধানরা। শিল্প বিনিয়োগের প্রস্তাব জমা পড়েছিল ২ লক্ষ ৪৩ হাজার ১০০ কোটি টাকার। তার মধ্যে ১ লক্ষ ৮ হাজার ৮৩৭ কোটি টাকার শিল্পস্থাপনের প্রস্তাব এখন বাস্তবায়নের পথে।

পরের বছর ১৬ এবং ১৭ জানুয়ারি মিলনমেলা প্রাঙ্গণে অনুরূপ শিল্প সম্মেলন হয়। সেই সম্মেলনে হাজির হয়েছিলেন ২৬টি দেশের প্রতিনিধিরা। সেই শিল্প সম্মেলনে ২ লক্ষ ৫০ হাজার ২৫৩ কোটি ৭৪ লক্ষ টাকার বিনিয়োগের প্রস্তাব দেওয়া হয়। যার মধ্যে ৭৮ হাজার ৬০৪ কোটি ৬৩ লক্ষ টাকার বিনিয়োগের প্রস্তাব বাস্তবায়নের পথে।

এবছরের বেঙ্গল গ্লোবাল বিজনেস সামিটে বিনিয়োগের প্রস্তাব এসেছে ২ লক্ষ ৩৫ হাজার ২৯০ কোটি ৩ লক্ষ টাকা। এবারের সম্মেলনে জাপান, ইতালি, পোলান্ড, জার্মানি পার্টনার দেশ ছিল। রাশিয়া, দক্ষিণ কোরিয়া, চীন থেকে বড় বাণিজ্য প্রতিনিধিদল এসেছিল। এবারের প্রস্তাব নিয়ে এখনও সেভাবে না এগোলেও ২০১৫ এবং ২০১৬ সালে বিনিয়োগের প্রস্তাবের মধ্যে প্রায় ৪০ শতাংশ বাস্তবায়িত হতে চলেছে। বাস্তবায়িত হওয়া শিল্পসংস্থাগুলির মধ্যে সিমেন্ট, জুতো, কেমিকেলস, স্পিরিট, ফার্টিলাইজার প্রভৃতি সেক্টর রয়েছে।

June 5 was the third anniversary of the All India Trinamool Congress’ Members of Parliament (MP) taking oath for the 16th Lok Sabha. It has been three eventful years (since June 5, 2014) for the party in Parliament. Speeches by the party’s MPs have had a major impact on national politics. The strategies adopted, and debates participated in, in Parliament, by the MPs have left a lasting impression on parliamentary politics in this largest democracy in the world.

Bengal again no. 1 in 100-Days’ Work

Another feather has been added to the cap of Bengal as the State has recently been declared the country’s number one in 100-Days’ Work, in the aspect of convergence and livelihood augmentation, for financial year 2015-16.

This was conveyed to the State Government by the Union Ministry of Rural Development on June 2. The fact was announced to by Chief Minister Mamata Banerjee in a Facebook post.

This is not the first time though. Bengal has consistently performed very well in the 100-Days’ Work Scheme, formally known as Mahatma Gandhi National Rural Employment Guarantee Scheme.

Another achievement, along with being overall number one, is that the districts of Nadia and Cooch Behar have won awards under different categories for performing especially well.

The way Mamata Banerjee and her Government has driven the scheme forward in the State and, as a result, brought a huge change to the rural landscape of Bengal has been acknowledged as exemplary across the country.

Also among the districts in the country for awards under various categories of 100-days work are our Nadia and Cooch Behar districts.

১০০ দিনের কাজে ১ নম্বরে বাংলা

১০০ দিনের কাজে আর একবার সাফল্য অর্জন করল রাজ্য। ২০১৫-১৬ অর্থবর্ষে ১০০ দিনের কাজের খাতে বরাদ্দ অর্থসম্পদের যথোপযুক্ত ব্যবহার ও সম্পদ বৃদ্ধির হিসাবে দেশের সব রাজ্যকে পিছনে ফেলে এক নম্বরে পশ্চিমবঙ্গ। শুক্রবার এ বিষয়ে ঘোষণা করেছে কেন্দ্রীয় গ্রামোন্নয়ন মন্ত্রক।

মমতা বন্দ্যোপাধ্যায় পরিচালিত তৃণমূল সরকার ক্ষমতায় আসার পর থেকে বরাবরই ১০০ দিনের কাজের খাতে বরাদ্দ অর্থ যথোপযুক্ত ব্যবহার করায় শীর্ষস্থানে পশ্চিমবঙ্গ। আবারও এই ঐতিহ্য বজায় রাখা সম্ভব হয়েছে।

এই উপলক্ষে রাজ্যবাসীকে শুভেচ্ছা জানালেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। এদিন ফেসবুকে মুখ্যমন্ত্রী লেখেন, “আর একবার আমরা এক নম্বরে”।

To ensure better connectivity between different points in tourist spots, the Bengal  Transport department has decided to introduce a set of new buses in Darjeeling, Dooars and Murshidabad.

Suvendu Adhjikari, the state Transport minister, said in the Assembly: “Decision has been taken to buy a total number of 270 buses. Out of these buses, eight will be plying in Darjeeling and four each in Dooars and Murshidabad.”

The 270 buses will be operated by the West Bengal Transport Corporation (WBTC), South Bengal State Transport Corporation (SBSTC) and North Bengal State Transport Corporation (NBSTC). The 270 buses include air-conditioned mini-buses, air-conditioned deluxe buses, 10 CNG buses and four electric buses. Mainly mini-buses that can easily ply on the hilly terrain will be bought for Darjeeling.

Thousands of people visit the places round the year and with several steps taken by the state government in the past six years, these locations have become immensely popular among people from different states and even abroad. The footfall has increased in all the these places and at the same time, Chief Minister Mamata Banerjee has taken different measures to ensure an overall development of the Hills.

Thus, beside tourists, common people of the area will also be immensely benefitted with the decision to introduce the additional fleet of buses. It may be mentioned that most of the buses will be having all modern arrangements to avoid any untoward incident in the bus. There will be panic button using which a passenger can alert policemen or concerned authorities if he or she falls in any untoward situation while travelling or if there is any emergency situation in the bus. There will also be CCTV cameras inside the buses. Notably, the buses will be GPS-enabled. Thus tracking of the realtime location of the buses will be an added advantage.

যোগাযোগ ব্যবস্থা আরও উন্নত করার জন্য বিভিন্ন পর্যটন কেন্দ্র যেমন দার্জিলিং, ডুয়ার্স ও মুর্শিদাবাদের জন্য বেশ কিছু নতুন বাস নামানোর সিদ্ধান্ত নিয়েছে রাজ্য পরিবহণ দপ্তর।

বুধবার বিধানসভায় পরিবহণ মন্ত্রী জানান, সব মিলিয়ে ২৭০ টি নতুন বাস চালু হবে। এর মধ্যে ৮ টি বাস চলবে দার্জিলিং-এ, ৪টি ডুয়ার্স ও ৪টি মুর্শিদাবাদে চালানো হবে।

২৭০ টি বাসের মধ্যে বেশ কয়েকটি শীততাপ নিয়ন্ত্রিত মিনি বাস, শীততাপ নিয়ন্ত্রিত ডিলাক্স বাস ও ১০ টি CNG বাস এবং ৪ টি ইলেকট্রিক বাস রয়েছে। পাহাড়ি এলাকায় মিনি বাস সহজেই চলাচল করতে পারে।

মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় ক্ষমতায় আসার পর পাহাড়ের অনেক উন্নয়নমূলক প্রকল্প নিয়েছেন এর ফলে পর্যটকদের সংখ্যাও বৃদ্ধি পেয়েছে। শুরু থেকেই পাহাড়ের সার্বিক উন্নয়নের ওপর জোর দিয়েছে মমতা বন্দ্যোপাধ্যায় পরিচালিত সরকার। এই নতুন সিদ্ধান্তের ফলে পর্যটকদের পাশাপাশি এলাকার সাধারণ মানুষও অনেক উপকৃত হবেন।

উল্লেখ্য, দুর্ঘটনা এড়ানোর জন্য বাসগুলির আধুনিকিকরণও করা হয়েছে। যাত্রীদের সুরক্ষার জন্য একটা করে প্যানিক বাটন থাকবে। সিসিটিভি ক্যামেরাও থাকবে বাসগুলিতে। বাসগুলিতে জিপিএস ও বসানো হবে।

The state Irrigation and Waterways department has taken a slew of measures to avoid even flood-like situations during the forthcoming monsoon. Rajib Banerjee, the state Irrigation minister, has decided to hold meetings separately with district magistrates of each of the flood-prone districts to take stock of the situation and to know whether any further work needs to be done to ensure that not a single person gets affected if any flood-like situation arises.

On Monday, the State Irrigation Minister held a meeting with District Magistrates of Howrah, Hooghly, North and South 24 Parganas. Soon, he will be going to other districts including Burdwan to assess the situation.

This is the first time when the state Irrigation department is planning to install big screens at five different places on which live video footages of water level in different reservoirs will be shown. At the same time, different data related to those reservoirs will also be made available on the screens. Plans have been made so that the screens could be at places including Nabanna, Jalosampad Bhavan and Malda. CCTV cameras will be installed at all the reservoirs in the state from where live footages will be made available on the screens so that people can easily realise the situation at a particular time.

One round-the-clock control room each in North and South Bengal has already started functioning. There are toll free numbers in which people can contact for any queries. Separate groups comprising officials of the department have been formed and they are keeping watch on the dams. Moreover, a system has been developed using which 333 officials of the department including junior level engineers will keep getting updates on the situation at different reservoirs through SMSs in every 15 minutes. The step has been taken to ensure better communication among the officials and fast execution of the needed task at a moment of emergency.

The state Irrigation department has also developed a cell phone app to help people get related information. Since some parts of North Bengal get more affected due to floods, the state Irrigation department has taken all necessary steps. During Monday’s meeting, the Irrigation minister has also taken stock of the present preparation to check flood-like situations from the respective District Magistrates.

 

বন্যার পরিস্থিতি নিয়ন্ত্রণের জন্য বেশ কিছু পদক্ষেপ নিল সেচ দপ্তর

আগামী বর্ষায় যাতে রাজ্যের কোথাও বন্যার পরিস্থিতি না হয়, সেজন্য বেশ কিছু পদক্ষেপ নিচ্ছে রাজ্য সেচ দপ্তর।

তার জন্য নিয়েছে প্রচুর পদক্ষেপ। রাজ্যের যে সমস্ত অঞ্চলে বন্যার পরিস্থিতি সাধারণত হয়, সেসব অঞ্চলের জেলা শাসকদের সঙ্গে বৈঠক করেন সেচ মন্ত্রী রাজীব বন্দ্যোপাধ্যায়। সোমবার হাওড়া, হুগলী ও দক্ষিণ ২৪ পরগণার জেলাশাসকদের সঙ্গে মন্ত্রী বৈঠক করেন। পরিস্থতির সরেজমিনে তদন্ত করতে শীঘ্রই তিনি বর্ধমান সহ অন্যান্য জেলায় যাবেন।

এই প্রথম পাঁচটি জায়গায় পাঁচটি বড় স্ক্রিন লাগানোর পরিকল্পনা নিয়েছে সেচ দপ্তর। যেখানে বিভিন্ন রিজার্ভারের জলের স্তরের ভিডিও ফুটেজ দেখানো হবে। এ ছাড়া ওই রিজার্ভার সংক্রান্ত আর যাবতীয় তথ্যও দেখানো হবে ওই স্ক্রিনে। ওই স্ক্রিনগুলি লাগানো হবে নবান্ন, জলসম্পদ ভবন ও মালদায়। প্রতিটি রিজার্ভারে সিসিটিভি ক্যামেরা লাগানো হবে।

ইতিমধ্যেই ২৪ ঘণ্টার কন্ট্রোল রুম খোলা হয়েছে উত্তর ও দক্ষিণ বঙ্গে। জনসাধারণের সুবিধার্থে রয়েছে টোল ফ্রি নম্বর, যেখানে তাঁরা যাবতীয় তথ্য পেতে পারবেন। দপ্তরের আধিকারিকদের নিয়ে আলাদা টীম তৈরি হয়েছে যারা বাঁধের পরিস্থিতির ওপর নজর রাখবেন। একটি সিস্টেমও তৈরি হয়েছে যেখানে আধিকারিক ও নতুন ইঞ্জিনিয়র নিয়ে ৩৩৩ জনের একটি দল প্রতি ১৫ মিনিটে এসএমএসের মাধ্যমে পরিস্থিতির খবর পাবেন। বিপদের সময় যাতে সব আধিকারিকরা নিজেদের মধ্যে খুব সহজে যোগাযোগ রাখতে পারেন ও খুব শীঘ্রই সব প্রতিকূল অবস্থার সমাধান করতে পারেন, তাঁর জন্যও নেওয়া হয়েছে প্রচুর পদক্ষেপ।

একটি মোবাইল অ্যাপ তৈরী করা হয়েছে যাতে সাধারন মানুষ সব ধরনের তথ্য পেতে পারেন। যেহেতু উত্তরবঙ্গের কিছু অঞ্চল অতিরিক্ত ক্ষতিগ্রস্ত হয়, তার জন্যও বেশ কিছু পদক্ষেপ নেওয়া হয়েছে।

The Bengal Department of Forests manages 11,879 sq km of forests in the State, which is 13.38% of the total geographical area.

Some of the notable achievements between 2011 and 2017 are:

 

 

 

  • The forest cover of the State has been on the increase – it has gone up by 3810 sq km, or 4.29%, which is the highest in the country. Incidentally, the forestry management in Bengal is 150 years old; the Directorate of Forests came out with a commemorative volume, 150 years of Forestry – 1864-2014 in December 2014.

 

  • Between 2011 and 2017, the department has afforested 72,697 ha of forest area, besides doing extensive soil and moisture conservation work. It has also created a production capacity of 2 crore planting stock through modern nurseries, thereby replacing almost the entire capacity of conventional nurseries.

 

  • Under the Joint Forest Management initiative, the Directorate has distributed Rs 114.03 crore of Forest Protection Committee (FPC) shares to members of these committees during the period of 2011 to 2017, and has come out with the most progressive Joint Forest Management Committee (JFMC) notification in the country.

 

  • Inspired by Chief Minister Mamata Banerjee, the Sabujshree programme was launched with effect from May 27, 2011 to provide a sapling to every new born child in the State to inculcate emotional bonding between the child and nature and also to provide an incentive of economic benefit for the future. It is being implemented at the block level throughout the State. Up to March 2017, more than 2 lakh seedlings were distributed.

 

  • Forestry intervention programmes worth Rs 534 crore have been sanctioned for the Clean Ganga project for the State, which was launched towards the end of 2016.

 

  • The Wildlife Wing of the Forest Directorate manages a network of 4,692 sq km of protected areas, or 5.28% of the geographical area of the State, up from 4.56% prior to 2013. Emphasising the importance of conservation, two new wildlife sanctuaries have been created – West Sunderbans Wildlife Sanctuary in 2013, over an area of 556 sq km in South 24 Parganas district for protection of the keystone species of the Sunderbans, and Pakhibitan Wildlife Sanctuary, over the 14.09 sq km water body in Gajaldobha in Jalpaiguri district in North Bengal, for protection of aquatic and migratory birds.

 

  • The biggest success story is the conservation of rhinoceros and elephant habitats. The rhinoceros population has reached 255 (2015 estimate) and the elephant population has reached 708 (2014 estimate), the highest in the last few decades. Camera trap technology introduced in recent years has showed a healthy population of tigers in the wild. For the first time in the State, a census of crocodiles was done in 2012.

 

  • The Japan International Cooperation Agency (JICA)-assisted West Bengal Forest and Biodiversity Conservation Project (WBFBCP) commenced on August 24, 2012 with an outlay of Rs 406 crore. The Project Management Unit (PMU) of the project is implementing the project in 600 JFMCs. Till financial year 2016-17, the total plantation raised is 12,358 ha of forest and 934 ha under social forestry. Under this project, the Forest Directorate has expanded and renovated the West Bengal Forest School in Dow Hill in Kurseong town, and the West Bengal State Forest Training Institute in Hijli was inaugurated on February 11, 2016 with the intention of creating infrastructure facilities for human resource development.

 

  • The West Bengal Forest Development Corporation Limited (WBFDCL) has achieved new heights of physical and financial parameters. Online booking of eco-tourism facilities under WBFDCL was started in 2014. E-auction of forest produce, a major initiative, was started in 2017.

 

  • The West Bengal Zoo Authority (WBZA) was institutionalised in April 2012 with the transfer of the management of 11 zoos of the State. It started modernisation of animal housings at Alipore Zoo and transformed Padmaja Naidu Himalayan Zoological Park, Darjeeling, considered the best zoological parks in the country. Rebuilding of Bengal Natural History Museum in Darjeeling was completed and Bengal Safari, Siliguri was inaugurated on January 21, 2016. New enclosures for the conservation and breeding of red panda and snow leopard were commissioned in Topkey Dara in Darjeeling district. The Sunderbans Wild Animals Park and Tiger Rescue Centre was commissioned in Jharkhali in South 24 Parganas.

 

  • The West Bengal State Forest Development Agency (WBSFDA) was institutionalised in 2014. Along with others, it is implementing the plantation programme of West Bengal Pollution Control Board and the MPLAD (Members of Parliament Local Area Development Scheme) funding programme in the forestry sector. Online reservation and payment gateway for 20 eco-tourism centres in the State was started in May 2015. Eco-tourism units have been commissioned in Takdha, Pokhriatar and Chimney in Darjeeling district.

 

  • The West Bengal Wasteland Development Corporation Ltd. (WBWDCL), has, over the last few years, taken up landscaping works for Eastern Coalfields Limited (ECL), Raghunathpur Power Station, Department of Sports and Youth Affairs, Howrah Road and Bridge Corporation, Department of Technical Education, Kolkata Municipal Development Authority (KMDA), Land Port Authority, Swami Vivekananda Yuva Bharati Krirangan (Salt lake Stadium), Coal India Complex office in Rajarhat and the Coast Guard. It has also contributed towards the development of Eco Park in Rajarhat as well as the Harinalaya Park inside, and conducted the livelihood generation programme under Paschimanchal Unnayan Parishad in Garbeta in Paschim Medinipur distirct.
