Sir, I have a point of order. My point of order is under Rule 110. It says that the Member, whoever is speaking, has to speak on the Bill and you, within your right, can stop the Member when he is not speaking on the Bill. You have every right if he is going off the topic. My simple submission to you is that the title of this Bill has these two words, namely, ‘National’ and ‘Security’. There is one word in Hindi in this Bill, which is okay. But there are some words in English. To my knowledge, national security is an issue which is handled by the Home Ministry.
