Bengal Chief Minister Mamata Banerjee on Monday dubbed as an “eyewash announcement” the hike in daily ATM withdrawal limits announced by the RBI and demanded all restrictions be lifted.

She maintained money is not available in banks.

“Government eye wash announcement. Money not available in banks. All restrictions should be withdrawn immediately,” tweeted Mamata Banerjee.

The RBI hiked the daily ATM withdrawal limit from Rs 4,500 to Rs 10,000 and doubled the weekly Current Account withdrawal limit to Rs 1 lakh.

তিনি ট্যুইট করে বলেন, “এটা সরকারের লোক দেখানো ঘোষণা, ব্যাঙ্কে টাকা নেই। এখনই সমস্ত বিধিনিষেধ প্রত্যাহার করা উচিত”

Sitalpati from Cooch Behar district of Bengal has been recognised as an ‘Intangible Cultural Heritage’ by the United Nations Educational, Scientific and Cultural Organisation (UNESCO).

Bengal Chief Minister Mamata Banerjee’s untiring effort towards reviving the cultural heritage of the State and bringing it to the notice of the world has played a major role behind this recognition.

Weaving sitalpati mats (‘sitalpati’ translates to ‘cool mat’, from the fact that it helps to keep cool, be it as a mat for sitting on or to hang on doors or windows during summer) is an age-old cultural tradition of Cooch Behar region. It consists of weaving together the green cane slips of the murta plants, indigenous to the region. The gradual decline of sitalpati weaving was arrested by the proactive efforts of the Chief Minister to gain for it global recognition and thus, funds for its revival.

As a result, sitalpati has found a place in the UNESCO-sponsored Rural Craft Hub project, under which, at 10 locations in nine districts of the State, training and marketing centres and museums have been set up to help promote and market crafts indigenous to those regions, to national and international tourists.

Now, the traditional sitalpati-weaving families have earned respect and renown. Through 50 self-help groups (SHGs), promoted by the Department of Micro, Small and Medium Enterprises (MSME) of the State Government, the weavers have access to loans on easy terms.

They are given training to improve on the technical and marketing aspects. A museum showcasing the various types of sitalpati has been set up in Ghughumari, a well-known centre for the craft in Cooch Behar district. Importantly, the State Government is also promoting tourism centred on sitalpati.

Through these measures, the State Government is acting as a facilitator between the artistes and their crafts, and helping in bringing long-term stability to the craft and the craftspeople.

ইউনেস্কোর প্রশংসা পেল রাজ্যের মাদুর

ঐতিহ্যের পুনরুজ্জীবন করেছে রাজ্য। আর সেই উদ্যোগকে স্বীকৃতি দিল আন্তর্জাতিক সংস্থা ইউনেস্কো।

বর্তমানে ক্ষুদ্র, মাঝারি ও কুটির শিল্প দফতরের উদ্যোগে। এক বছর ধরে এই শিল্পের সঙ্গে জড়িত অন্তত ছয় হাজার কারিগর ঋণ পাচ্ছেন ব্যাঙ্ক থেকে। সরাসরি যাতে বিক্রি করা যায়, সেই ব্যাবস্থাও হয়েছে। আর এমন ঘটনাকেই দরাজ স্বীকৃতি দিয়েছে আন্তর্জাতিক সংস্থা ইউনেস্কো।

‘ঐতিহ্যশালী কুটিরশিল্প’ হিসেবে স্বীকৃতি দিয়ে দফতরকে জানিয়েছে। বাংলার শীতলপাটি এখন বিদেশে পাড়ি দিচ্ছে। কারিগররা শীতলপাটি, মাদুর বিক্রি করে আর্থিকভাবে লাভবান। মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের উদ্যোগেই এই জোয়ার এসেছে। শীতলপাটি, মাদুর বা শালপাতার থালা, প্লেট এখন লাভজনক ব্যাবসা। এই শিল্পকে স্বীকৃতি জানিয়ে বার্তা পাঠিয়েছে ইউনেস্কো। বস্তুত, বিদেশের বাজারে এই শিল্পকে তুলে ধরতে ব্যাপক সাহায্য করছে ইউনেস্কো।”

কোচবিহারের বিভিন্ন অংশে পাটি চাষ হয়। মাদুর কাঠির চাষ হয় পূর্ব ও পশ্চিম মেদিনীপুরে। কিন্তু ঘটনা হল, চাষের শুরুতেই একশ্রেণির মহাজন আগাম অর্থ দিয়ে কিনে নিত। মাদুর কাঠি বা শীতল পাটি শুকিয়ে গেলে সেই মহাজনরা কিনে নেন। একরকম বাধ্য হয়েই কম দামে পাটি, মাদুর বিক্রি করতে বাধ্য হতেন কারিগররা। কিন্তু সরকারি সাহায্য মেলায় সেই সমস্যা মিটেছে।

অন্তত ৫০টি স্বনির্ভর গোষ্ঠী তৈরি করে তাঁদের সহজে ব্যাঙ্ক ঋণ পাওয়ারও ব্যাবস্থা করে দেওয়া হয়েছে। প্রশিক্ষণ ও যন্ত্রসামগ্রীও দেওয়া হয়েছে। আবার সহজে বিক্রির জন্যও সরকারি সংস্থা এগিয়ে এসেছে।

কোচবিহারে শীতলপাটির সংগ্রহশালা তৈরি হয়েছে সরকারি উদ্যোগে। সংগ্রহশালাতে তুলে ধরা হয়েছে বিভিন্ন ধরনের শীতলপাটি। এই শীতলপাটিকে কেন্দ্র করে পর্যটকদের আনাগোনাও বাড়ছে।

Transgender people in the state who are willing to change their sex will be able to get medical assistance from the state government for sex reassignment surgery at the RG Kar Medical College and Hospital.

Under this unique initiative of the state government, the surgery would be conducted on the people whose gender could not be determined from their childhood. The surgeries would be conducted free of cost. It is a very lengthy and critical process involving many surgeries. In case one is willing to become a girl, surgeries namely, facial feminisation, breast augmentation, voice feminisation, must be done. The candidates must undergo hormone replacement therapy.

People aged between 17 and 25 and whose sex could not be determined will get the opportunity of availing the surgery if they desire to change their gender. Those having gender identity disorder will mostly be covered under this new scheme that the health department is going to launch.

RG Kar Medical College and Hospital is the first state run hospital in the state where such surgery would be conducted. State health department has also planned to introduce the facility in the SSKM Hospital, the only state run super-specialty hospital in Bengal. It was learnt that initially, specialist doctors from the SSKM will provide assistance to RG Kar Hospital.

If a person belonging to the third gender appeals to the state health department, a special review committee will examine the candidature and consider every aspect before allowing the applicant to undertake the sex-change surgery. The review committee will go through the candidature to check if the pre requisite criteria were met. Counseling would be given to those who will apply for sex change to prepare them mentally so that they can accept the sudden changes in their bodies.

A nodal committee has been formed with representatives from various departments of the hospital which is examining various aspects of the new initiative. The health department has asked the RG Kar Hospital authorities to put in place the necessary infrastructure for the project. The state government will bear the entire cost of the project.

রুপান্তরকামীদের লিঙ্গ পরিবর্তন করার অস্ত্রোপচার করতে সহায়তা করবে রাজ্য সরকার

যে রুপান্তরকামীরা নিজেদের লিঙ্গ পরিবর্তনে ইচ্ছুক, তাদের অস্ত্রোপচারে সাহায্য করবে রাজ্য সরকার। আর জি কর মেডিক্যাল কলেজ ও হাসপাতালে এই লিঙ্গ পরিবর্তনের অস্ত্রোপচার করা হবে বলে সিদ্ধান্ত নেওয়া হয়েছে। ১৭ থেকে ২৫ বয়স পর্যন্ত সকল রুপান্তরকামীদের এই সহায়তা দেওয়া হবে

রাজ্য সরকার পরিচালিত আর জি কর মেডিক্যাল কলেজ ও হাসপাতালে এই প্রথম এই রকমের সার্জারি হবে। স্বাস্থ্য দপ্তরের আরও পরিকল্পনা আছে পরবর্তীকালে এই সার্জারি রাজ্য সরকার পরিচালিত বাংলার সুপার স্পেসালিটি হাসপাতাল, এসএসকেএমে’ও করার। প্রথমে এসএসকেএমে’র অভিজ্ঞ ডাক্তাররা আর জি কর মেডিক্যাল কলেজ ও হাসপাতালের সার্জারিতে সহায়তা করবেন।

যদি কোনও তৃতীয় লিঙ্গের ব্যাক্তি রাজ্য স্বাস্থ্য দপ্তরের কাছে আবেদন জানান, একটি বিশেষ কমিটি ব্যাপারটি খতিয়ে দেখবে। আবেদনকারীদের কাউন্সেলিং করা হবে যাতে তারা মানসিক ভাবে প্রস্তুত হতে পারে শরীরের এই বিপুল পরিবর্তনকে গ্রহন করার জন্য।

এই নতুন উদ্যোগের জন্য একটি নোডাল কমিটি গঠন করা হয়েছে।

India’s first eco-friendly bus to run on biogas is going to debut in Kolkata in a few months.

As many as 12 60-seater non-AC buses running on human and animal waste would ply 12 routes in the city, starting with the 17.5-km Ultadanga-Garia route. Two other routes that have been decided are Ultadanga-Tollygunge and Ultadanga-Sector V (Salt Lake). Nine other routes are yet to be finalised.

The State Transport Department would run these buses, which are part of a Central project. Once the pilot run is successful, these biogas-run buses would be introduced on a bigger scale, across the country.

The buses would initially charge a nominal fare of Re 1, irrespective of the distance covered. Even later, the fares are expected to be extremely low, given a kg of biogas costs only Rs 30.

Biogas is a non-toxic, colourless and flammable gas that can be used as fuel for vehicles, cooking and generating electricity. It principally consists of methane.

 

কলকাতায় চালু হচ্ছে বায়োগ্যাস চালিত বাস

লাগামহীন দূষণ থেকে তিলোত্তমাকে মুক্তি দিতে এবার বায়োগ্যাস চালিত বাস নামাচ্ছে রাজ্য পরিবহন দপ্তর। দেশের মধ্যে কলকাতাতেই এই ধরনের বাস প্রথম যাত্রা শুরু করছে। ৩০ মার্চ থেকে এই বাসে চড়তে পারবেন শহরবাসী।

উল্টোডাঙা থেকে গড়িয়া – প্রায় ১৭.৫ কিলোমিটার রুটে চলবে এই বাস। উল্টোডাঙা-টালিগঞ্জ ও উল্টোডাঙা-সেক্টর ৫ পর্যন্ত দুটি রুট আপাতত চিহ্নিত হয়েছে। যে পথে বাসভাড়া বর্তমানে ১২ টাকা, বায়োগ্যাস চালিত বাসে সেই রুটের ভাড়া হবে ১ টাকা।

প্রথমে একটি, পরে ধীরে ধীরে এক ডজন বাস নামানো হবে শহরে। বর্জ্য পদার্থ থেকে উৎপাদিত জ্বালানিতে চলবে এই বাস। এক কিলোগ্রাম বায়োগ্যাসে নতুন বাসগুলি ২০ কিলোমিটার পর্যন্ত চলতে পারবে। এর জন্য খরচ হবে মাত্র ৩০ টাকা। নতুন ও বিকল্প জ্বালানি শক্তি মন্ত্রকের ভর্তুকিতে এই উদ্যোগ নেওয়া হয়েছে।

কলকাতায় পরীক্ষামূলক যাত্রা সফল হলে রাজ্যজুড়েও এই পরিষেবার সূচনা হবে। বীরভূমের দুবরাজপুরে ফিনিক্স যে  বায়োগ্যাস প্ল্যান্ট স্থাপন করেছে সেখান থেকে ট্যাঙ্কারে করে ওই গ্যাস কলকাতায় এনে পাম্পে রাখা হবে। আপাতত ১০টি পাম্প বসানোর অনুমতি পাওয়া গেছে। প্রথম পাম্পটি হবে উল্টোডাঙায়। তবে এই বায়োগ্যাস চালিত বাসে কোনও এসি মেশিন থাকবে না।

Bengal Chief Minister Mamata Banerjee urged jatra artistes to come forward and protest against demonetisation while inaugurating Jatra Utsav in Barasat. “Jatra artistes are also suffering, they have lost their happiness. I urge everyone to come forward and protest”, she said.

“Our MPs staged protests in Delhi for three days against demonetisation. It is important that people get to work “, she said. She raised the question of why the Centre did not ban only Rs 1000 notes. “Why did they cause so much suffering to people?” she asked.

Mamata Banerjee asked the jatra artistes whether they are getting same number of bookings for shows as before post-demonetisation and the crowd, in a chorus, said, “No”.

She said, micro and small-scale artisans who showcase their products in fairs have also been affected as many programmes have been cancelled. Bookings of shows for jatra festivals have also been cancelled causing serious inconveniences to the people involved in this sector.

 

 

নোট বাতিলের বিরুদ্ধে যাত্রা শিল্পীদের প্রতিবাদ করার আহ্বান জানালেন মমতা বন্দ্যোপাধ্যায়

বারাসাতে যাত্রা উৎসবের উদ্বোধন করতে গিয়ে বাংলার মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় নোট বাতিলের বিরুদ্ধে যাত্রা শিল্পীদের প্রতিবাদ করার আহ্বান জানালেন। “যাত্রা শিল্পীরাও নোট বাতিলের ফলে ক্ষতিগ্রস্ত। আমি সকলকেই আহ্বান জানাচ্ছি এই নোট বাতিলের বিরুদ্ধে প্রতিবাদ জানানোর”, তিনি বলেন।

মুখ্যমন্ত্রী বলেন, “আমাদের সাংসদরা দিল্লীতে তিন দিন নোট বাতিলের বিরুদ্ধে প্রতিবাদ করেন। মানুষের জন্য কাজ করা খুব জরুরি।” তিনি প্রশ্ন তোলেন, কেন কেন্দ্রীয় সরকার শুধুমাত্র ১০০০ টাকার নোট বাতিল করল না, কেন তারা সমস্ত জনসাধারণকে এত কষ্টের মধ্যে ফেলল।

তিনি প্রশ্ন করেন, “যাত্রা শিল্পীরা কি নোট বাতিলের পর এখনও আগের মতই ডাক পাচ্ছেন?” উপস্থিত সকলে সমস্বরে জবাব দেয়, “না”।

মুখ্যমন্ত্রী বলেন, মাঝারি ও ক্ষুদ্র শিল্পীরা যারা বিভিন্ন মেলায় নিজেদের তৈরি জিনিসপত্র বিপনন করে থাকেন তারাও ক্ষতিগ্রস্ত হয়েছেন। পাশাপাশি যাত্রার অনেক অনুষ্ঠান বাতিল হয়ে যাওয়ায় যাত্রা শিল্পীরাও চরম ক্ষতিগ্রস্ত হয়েছেন।

Bengal Chief Minister Mamata Banerjee has wished the people on the occasions of the harvest festivals of various communities.

Over today and yesterday, she has wished the people, through Twitter, on the occasions of Nabanna (Poush Sankranti), Lohri, Bihu (Magh or Bhogali Bihu) and Pongal.

Yesterday, she had also extended her best wishes to all pilgrims who had arrived in Bengal to travel to the island of Ganga Sagar, to take a holy dip at the confluence of the river Ganga and the Bay of Bengal and offer prayers in the Kapil Muni Temple, on the occasion of Makar Sankranti (called Poush Sankranti in Bengal).

In a statement on Twitter today, Bengal Chief Minister Mamata Banerjee condemned the replacement of the picture of the ‘Father of the Nation’, Mahatma Gandhi and the symbol charkha with the Prime Minister’s picture in the 2017 wall calendar and table diary published by the Khadi Village Industries Commission (KVIC).

She wrote: “The great symbol of charka and Mahatma Gandhi now gets replaced by Modi babu”.

She went on to write: “In the calendar and diary of Khadi (KVIC) 2017 Modi replaced Mahatma Gandhi ji. Gandhiji is the Father of the Nation. Modi ji what???”

খাদি গ্রামোদ্যোগ কমিশনের ওয়াল ক্যালেন্ডার ও টেবিল ডায়েরিতে মহাত্মা গান্ধীর বদলে এ বছর জায়গা করে নিয়েছেন নরেন্দ্র মোদি। এই ইস্যুতে টুইটারে ক্ষোভ প্রকাশ করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

Pilgrims who have arrived in Sagar Island to take a holy dip in the confluence of river Ganga expressed their satisfaction with the arrangement made by the state government.

The state government made an elaborate arrangement to help the pilgrims reach their destination and return safely without facing any trouble. Chief Minister Mamata Banerjee held a review meeting on January 5 over the preparation for Ganga Sagar Mela where more than 14 lakh pilgrims visit every year.

Subrata Mukehrjee, the state PHE minister, and Sobhandeb Chatterjee, the state Power minister, had visited the Sagar Island to take a stock of the preparation of the mela. The state PHE department is the nodal agency to organise the mela, but many departments had worked together to ensure that pilgrims could safely reach the venue.

The Transport department had ensured additional bus services both in the mainland and the island. There are more buses this time to take people from the transit points in Sagar Island to the mela ground.

Thousands of civil volunteers, all local youth, have been deployed in the mela to keep the area clean. They will ask people to avoid open defecation. Their main task would be to keep the mela premises clean. Steps have also been taken to ensure uninterrupted power supply in the mela premises.

 

গঙ্গাসাগর মেলার ব্যবস্থাপনায় রাজ্য সকারের প্রশংসা করলো পুণ্যার্থীরা

প্রতি বছরের মত এবছরও গঙ্গাসাগরের পুন্যার্থীদের নিরাপত্তার জন্য সবরকম ব্যবস্থা করেছে রাজ্য সরকার। গত ৫ জানুয়ারি মাননীয়া মুখ্যমন্ত্রী গঙ্গাসাগর মেলা নিয়ে একটি বৈঠক করেন, যেখানে প্রায় প্রতি বছর ১৪ লক্ষ পুন্যার্থীর সমাগম হয়।

সাধারণ মানুষের নিরাপত্তার জন্য গোটা এলাকা সিসিটিভি দিয়ে মুড়ে ফেলা হয়েছে।

পঞ্চায়েত মন্ত্রী সুব্রত মুখোপাধ্যায় এবং বিদ্যু९ মন্ত্রী শোভনদেব চট্টোপাধ্যায় মেলার প্রস্তুতি খতিয়ে দেখার জন্য গঙ্গাসাগর পরিদর্শনে গিয়েছিলেন। রাজ্য জনস্বাস্থ্য কারিগরি বিভাগ এই মেলার আয়োজন করে। তবে পুন্যার্থীরা যাতে নিরাপদে পৌঁছতে পারে এবং সেখানে তাদের নিরাপত্তা নিশ্চিত করার জন্য অনেক বিভাগ একসঙ্গে কাজ করেছে।

ট্রানজিট পয়েন্ট থেকে সাগর মেলায় মানুষকে পৌঁছে দেওয়ার জন্য পরিবহন দপ্তর অতিরিক্ত বাস পরিষেবা চালু করেছে।

মেলা প্রাঙ্গন পরিষ্কার পরিচ্ছন্ন রাখার জন্য হাজার হাজার সিভিল ভলেন্টিয়ার, স্থানীয় যুবকদের মেলায় মোতায়েন করা হয়েছে। বিপর্যয় মোকাবিলা দল ও ডুবুরিও রাখা হয়েছে। এবার ১০ হাজার অতিরিক্ত শৌচাগার তৈরি করা হয়েছে। কি কি করণীয় ও কি কি করণীয় নয় এমন নির্দেশিকা সম্বলিত বিভিন্ন ভাষার লিফলেট বিলি করছে প্রশাসন। এছাড়াও মেলা প্রাঙ্গণে নিরবচ্ছিন্ন বিদ্যু९ সরবরাহ নিশ্চিত করার ব্যবস্থা নেওয়া হয়েছে।

Within two days after Chief Minister Mamata Banerjee announced that Mishti Hub in Burdwan will be inaugurated in the next two months, traders have started receiving orders for traditional sweets which will be prepared in the under-construction hub.

On January 9, the Chief Minister announced that the proposed Mishti Hub will be inaugurated on March 14. She made the announcement from the inaugural ceremony of Mati Utsav.

The decision to set up the hub was taken considering the business potential of the locally made traditional sweets and it was decided to sell the sweets in small packets in all the outlets of Biswa Bangla. She had also announced that the same sweets will be marketed abroad.

বর্ধমানে ‘মিষ্টি হাব’ উদ্বোধন হবে ১৪ই মার্চ

কয়েকদিন আগে মুখ্যমন্ত্রী ঘোষণা করেন যে আগামী দুমাসের মধ্যে উদ্বোধন হবে বর্ধমানের মিষ্টি হাবের। মুখ্যমন্ত্রীর ঘোষণার দুদিনের মধ্যে কারিগররা মিষ্টি তৈরির অর্ডার পেতে শুরু করেছেন।

গত ৯ জানুয়ারি মাটি উৎসবের অনুষ্ঠান থেকে মুখ্যমন্ত্রী ঘোষণা করেন আগামী ১৪ তারিখ ‘মিষ্টি হাব’ এর উদ্বোধন হবে।

বাংলার জনপ্রিয় মিষ্টিগুলোই এখানে তৈরি হবে।বিশ্ব বাংলা স্টলগুলিতে প্যাকেটে করে এই মিষ্টি বিক্রি হবে। একইসঙ্গে তিনি ঘোষণা করেন যে একই মিষ্টি বিদেশেও বাজারজাত করা হবে।

Bengal Chief Minister Mamata Banerjee today accused him of “removing crucial files” related to the notes ban. She also alleged that demonetisation was a “ploy to transform white money into black and black money into white”.

“They (Modi government) have turned the CBI into the Conspiracy Bureau of India and are using it for pursuing vendetta politics. The CBI has created a back office to come up with false evidence against our leaders to implicate them in chit fund cases,” she alleged.

Mamata Banerjee alleged that the CPI(M) had entered into a “political match-fixing” with the BJP as it was “under the Left rule that the chit funds had mushroomed in the state”.

“It was during the CPI(M) regime that Rose Valley and Saradha chit funds came into being. What were the SEBI and RBI doing then? Several top CPI(M) leaders were involved in the chit fund business but none of them was summoned. It only shows that the CPI(M) and the BJP have teamed up in Bengal,” she said.

নোট বাতিল সংক্রান্ত গুরুত্বপূর্ণ সব ফাইল সরিয়ে ফেলা হয়েছে বলে এদিন অভিযোগ করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। তাঁর অভিযোগ নোট বাতিল সাদা টাকাকে কালো টাকায় রুপান্তরিত করার এক কৌশল।

তিনি বলেন, “ওরা সিবিআই কে কন্সপিরেসি ব্যুরো অফ ইন্ডিয়ায় পরিণত করে তা রাজনৈতিক প্রতিহিংসা চরিতার্থ করার কাজে লাগাচ্ছে।  একটা ব্যাক অফিস তৈরি করেছে সেখানে আমাদের নেতাদের বিরুদ্ধে মিথ্যে অভিযোগের প্রমাণ তৈরি করছে”।

সিপিএমএর সঙ্গে বিজেপির ম্যাচ ফিক্সিং হয়েছে। বাম আমলে রাজ্যে যখন চিট ফান্দ তৈরি হয়েছিল তখন ওরা কি করছিল?কেন পদক্ষেপ নেয়নি এই প্রশ্নও তুলেছেন মুখ্যমন্ত্রী।

তিনি আরও বলেন, “রোজ ভ্যালি, সারদা তৈরি হয়েছে সিপিএমের আমলে। সেই সময় আরবিআই, সেবি কেন চিট ফাণ্ড ব্যবসা করতে দিয়েছিল? অনেক সিপিএম নেতা এই চিট ফান্ডের সঙ্গে জড়িত। তাদের কেন তলব করা হচ্ছে না? এর থেকেই স্পষ্ট সিপিএম-বিজেপি বাংলায় একজোট হয়েছে”।
