Madam, with your permission, I want to raise the issue of the misuse of CBI for political purposes by the Central government.
Madam, as you know, the Leader of our party in Lok Sabha, Sudip Bandyopadhyay was arrested on January 3, 2017. The CBI is a caged parrot. Also, another MP of our party, Shri Tapas Pal was arrested on December 30, 2016.

Let me first respond to the Point of Order by Hon’ble Finance Minister. He, not having been ever a Member of this House, is not aware of the Rules of Procedure of this House. Madam, please allow me.
“If a leave to introduce a Bill is opposed, the Speaker, if he thinks fit, after permitting brief statements from the Member who opposes the motion and the Member who moved the motion, may without further debate put the question.”
The rule is up to this. The Finance Minister, the clever lawyer that he is, read the proviso. The proviso is not connected with this. Any member can say ‘I oppose the introduction of this Bill’. Whether I am questioning the legislative competence or not comes later, that is part of the provision. Just read the first paragraph of section 72(1), any member may oppose the introduction of the Bill. I am not raising question on the legislative competence, so let me now be allowed to raise my objection.
Madam, this Bill is actually illegal because the basic statement by the Prime Minister, without any notification, on the November 8, 2016, announcing demonetisation was illegal. No reference was made to the Parliament.
And again Madam, you see Sub-Section 1 of Section 34 of the Reserve Bank of India Act, 1934, on the liabilities of the Reserve Bank. The RBI writes on the note ‘I promise to pay the bearer the sum of rupees 1000 or 500’.
The notification of demonetisation should not have been given by the government, rather than the RBI. What happened in this case is that the government wrote to the RBI to hold a meeting because the Prime Minister wanted to announce a demonetisation, a disruptive step overnight, that’s why the RBI wrote back to the government.
The notification should have been issued under Sec 34(1) of the Reserve Bank of India Act, 1934 and Sec 26(1) of the Reserve Bank of India Act, 1934. That’s why I think that this is outside of the minister’s competence and legislative competence to bring this rule.
This notification should have come from the RBI because according to the Act, RBI is the ultimate authority which will guarantee the safety of the legal tender. It is the RBI that should be saying that they are notifying. That is why this ordinance is illegal and the government has imposed a disruptive step on the whole economy and the whole country, disrupting rights of millions and crores of people, they have put everybody to shame. This is totally illegal and unparliamentary and I oppose the introduction of this Bill.
Bengal Chief Minister Mamata Banerjee today cautioned people against people who indulge in rumour mongering to incite communal violence.
She was speaking at the inauguration of a two day-long conference of the Panchayat and Rural Development Department today at Netaji Indoor stadium.
Panchayats that had performed well were rewarded by the Chief Minister at the conference. She announced hikes in honoriums for the three tier panchayat workers. She said that they will be included in the Swasthya Sathi scheme.
In her speech, the Chief Minister said that trust, efficiency, innovation and transparency are the keys to effective governance. She asked the audience to keep working for the people and take the State to new heights of progress.
She praised Coochbehar and Hooghly for performing well in 100 Days’ Work, Nadia in cleanliness mission, Murshidabad in Anandadhara scheme. She also praised the Hooghly district for returning land to Singur farmers in record time in cultivable condition.
The Chief Minister highlighted the plight of the handicraft workers due to demonetisation. She also said that had the government not inherited a huge debt legacy much more work could have been done.
Bengal Chief Minister Mamata Banerjee in a series of tweets expressed her concern over the issue regarding H-1B visas.
She said that the IT companies and professionals must be protected and given full support.
She tweeted that it is the nation’s duty to secure their interests as India is proud of the world-class talent of its IT techies.

Bengal Chief Minister Mamata Banerjee today called the Union Budget as “clueless, useless, baseless, missionless and actionless”.
Slamming the Central Government, she tweeted: “A controversial Budget which is clueless, useless, baseless, missionless and actionless. Heartless. No roadmap for the country or the future from a government that has lost all its credibility”
She added, “Tax payers still have restrictions on withdrawals. Remove all restrictions. And where are the figures for demonetisation? Misleading. Full of jugglery of numbers and hollow words which mean nothing.”
বাংলার মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় কেন্দ্রীয় সরকারের বাজেটকে “অনর্থক, ভিত্তিহীন, উদ্দেশ্যহীন কর্মহীন ও হৃদয়হীন” বলে আখ্যা দিয়েছেন।
কেন্দ্রীয় সরকারের বাজেটের সমালোচনা করে তিনি টুইট করে জানান, “কেন্দ্রীয় সরকারের এই বিতর্কিত বাজেট আদপে অনর্থক, ভিত্তিহীন, উদ্দেশ্যহীন কর্মহীন ও হৃদয়হীন। দেশের ভবিষ্যতের কোনও পথনির্দেশ দেননি কেন্দ্রীয় সরকার। এই সরকার সব ধরনের বিশ্বাসযোগ্যতা হারিয়েছে। এই বাজেট বিভ্রান্তিকর।”
তিনি আরও বলেন, “কর প্রদানকারীদের টাকা তোলার ক্ষেত্রে এখনও নিষেধাজ্ঞা বহাল রয়েছে। সব ধরনের নিষেধাজ্ঞা এই মুহূর্তে তুলে নেওয়া হোক। নোটবাতিল সংক্রান্ত কোনও তথ্য কেন বাজেটে নেই? শুধুমাত্র পরিসংখ্যানের ভেলকি ও ফাঁকা আওয়াজ, যার কোনও অর্থ নেই।”
Bengal Government is soon going to launch ‘gender budgeting’. Speaking at seminar on condition of women in workplace, Dr Shashi Panja, the Minister for Women and Child Welfare, said that the government would soon launch ‘gender budgeting’.
Through this exercise the government would ascertain how many women are benefiting from various women-centric schemes, the number of female government employees, how much money is being spent on women welfare by various departments, among other things.
The data will help the government chart goals for the future and continue to work for the upliftment of women in society.
রাজ্যে সরকারি চাকরি ও সরকারি প্রকল্প থেকে কত মহিলা উপকৃত হচ্ছেন তা জানতে উদ্যোগী হল রাজ্য সরকার। শনিবার একটি আলোচনাসভায় এই কথা জানান নারী ও শিশুকল্যাণ মন্ত্রী শশী পাঁজা।
তিনি বলেন, রাজ্যের বিভিন্ন দপ্তরে জেন্ডার বাজেটিং এর উদ্যোগ নেওয়া হয়েছে।
কি এই জেন্ডার বাজেটিং? কন্যাশ্রী, বিধবা ভাতা, সবুজ সাথী, স্বনির্ভর যোজনার মত নানা প্রকল্পে কত মহিলা উপকৃত এবং রাজ্যের সরকারি পরিকাঠামোয় কত মহিলা কাজ করছেন, তা জানতেই এই উদ্যোগ। নানা প্রকল্পের লক্ষ্যমাত্রা কতটা পূরণ হয়েছে এবং সেটি পূরণ করতে কি কি প্লানিং দরকার সেটি ঠিক করতে পারবে সরকার।
A unique sculpture garden which is coming up at Eco Park will be inaugurated in March. The garden will portray through murals and paintings, the history of Bengal from Sri Chaitanya to Satyajit Ray.
There will be 12 murals associated with great movements that had taken place in Bengal from Sri Chaitanya’s time. There will be a mural on the Battle of Plassey. The contribution of Raja Ram Mohan Roy and Bankim Chandra will also be displayed. There will be murals on the Santal and Indigo revolution.
Swami Vivekananda’s call to the youth will also be displayed along with the contribution of Sri Aurobindo, the revolutionary who later became a saint. The contribution of Netaji Subhas Chandra and INA will be displayed. There will be murals on the history of Bengal’s cultural evolution from Lalan Fakir to Kazi Nazrul Islam.
Life of Rabindranath Tagore and setting up of Visva Bharati will also be displayed. There will be a mural of Satyajit Roy and his world of films. Besides the murals, there will be 52 portraits of great personalities coming from different walks of life. There will be portraits of Sri Chaitanya up to Begum Rokeya.

It was a cakewalk for Trinamool Congress Chhatra Parishad (TMCP) in the Calcutta University union elections held on Saturday across the four campuses of College Street, Rajabazar, Ballygunge and Alipore.
In the 140 seats contested, SFI and DSO won 15 seats and 14 seats respectively. TMCP won the remaining seats.
In all, there are 840 seats on eight campuses of CU. Of which 673 were won uncontested by the TMCP.

বালিগঞ্জ ক্যাম্পাসে ৭৬টি আসনে বিনা প্রতিদ্বন্দ্বিতায় জয়ী হয়েছে টিএমসিপি। ১১টি আসনে জিতেছে সংগঠন। হোম সায়েন্সে টিএমসিপি বিনা প্রতিদ্বন্দ্বিতায় ৩২টি আসনে জয়ী হয়েছে। ল ক্যাম্পাসে ৪৫টি আসনে, সল্টলেক ক্যাম্পাসে ৫৩টি আসনে, কঁাটাকল ক্যাম্পাসে (অর্থনীতি) ২৯টি আসনে বিনা প্রতিদ্বন্দ্বিতায় জয়ী তৃণমূলের ছাত্র সংগঠন।
রাজাবাজার ক্যাম্পাসে ১২৭টি আসনে বিনা প্রতিদ্বন্দ্বিতায় জিতেছে তারা। কলেজ স্ট্রিট ক্যাম্পাসে টিএমসিপি ভোটে জিতেছে ৭২টি আসনে। বিনা প্রতিদ্বন্দ্বিতায় জয়ী ১৮৬টি আসনে। আলিপুর ক্যাম্পাসে ভোটে ৩৯টি আসনে ও বিনা প্রতিদ্বন্দ্বিতায় জয়ী ১০০টি আসনে। জুট বিভাগে ভোটে ২টি ও বিনা প্রতিদ্বন্দ্বিতায় জয়ী ১২টি আসনে।
Over 10,000 workers attended the Shramik Mela 2017 that made them aware of the facilities and schemes they are entitled to avail. An initiative by the state labour department, the Shramik Mela has been a yearly feature of the Mamata Banerjee government, creating awareness among workers.
The programme informs participants of the different labour schemes and benefits that they are entitled to avail. It also allows them to interact with industry owners and government authorities. About 30 stalls were set up in the mela this year. Issues related to labour laws and schemes, including minimum labour wages, were discussed at the mela.
The state labour department has been working to provide ‘Samajik Mukti’ card to about 1.5 crore workers of the unorganised sector in Bengal.
A lot of issues related to roll out of Goods and Services Tax are yet to be resolved, feels Bengal finance minister Amit Mitra, chairman of the GST committee of state finance ministers.
“A lot of issues have not been discussed, without which GST cannot be rolled out,“ he told reporters after a pre-state budget meeting with industry bodies and chambers. The Centre has fixed a revised deadline for GST roll out on July 1.
Dr Mitra added that there are at least 15 areas where differences need to be ironed out. According to him, there is no meeting between state revenue officials and their counterparts at the Centre on fitment (fixation of tax slabs for different goods and services).
“In GST, there are tax brack ets like 12% or 18%. But a lot of products are now in the 15% bracket. So it will go to 12% or to 18%. But these issues yet to be discussed.“
Dr Mitra said due to constant efforts by West Bengal, the Centre had admitted single control in GST for tax payers who have a turnover below Rs 1.5 crore.
“As per the revised guidelines, 90% of the dealers (tax payers) in this category will be under state control,“ he added. There are 22.71 lakh tax payers in this category in the country . The number of such tax payers in West Bengal is around 90,000.
