On Friday, after inaugurating a new district in Paschim Bardhaman, Chief Minister Mamata Banerjee inaugurated a Misti Hub in Bardhaman with a remote control from the Asansol Police Line.

The Misti Hub has come up at an approximate cost of around Rs 2.51 crore. The Misti Hub will have 15 shops. Banerjee had announced the Misti Hub while inaugurating Maati Utsav in Bardhaman in 2016. She had directed the concerned officials to take necessary steps so that the construction work could be completed on time. Following the Chief Minister’s instructions, the construction work was done on a war footing. Ever since the announcement, the members of Bardhaman Sitabhog Mihidana Traders’ Welfare Association (BSMTWA) started receiving orders for sweets including langcha, mihidana and sitabhog.

The announcement of constructing of Misti Hub has already seen a tremendous response from the people across the state. The decision of constructing a Misti Hub was taken after considering the business potential of the locally-made traditional sweets in various parts of the state. The traditional sweets of Bardhaman would be sold in small packets in all the outlets of Biswa Bangla.

The Bengal Chief Minister also announced that the same sweets will also be marketed abroad. A member of the BSMTWA said that a particular standard will be maintained to prepare the sweets in the hub. He also said that they have also got the GI certification that will allow no one else to use the technique to prepare sitabhog and mihidana.

 

বর্ধমানে মিষ্টি হাবের উদ্বোধন করলেন মুখ্যমন্ত্রী

শুক্রবার আসানসোলের এক জনসভায় পশ্চিম বর্ধমানকে রাজ্যের ২৩তম জেলা হিসেবে স্বীকৃতি দেন মুখ্যমন্ত্রী। এরপর তিনি আসানসোল পুলিশ লাইন থেকে রিমোট কন্ট্রোলের মাধ্যমে বর্ধমানের মিষ্টি হাবের উদ্বোধন করেন।

এই মিষ্টি হাবটি তৈরী করতে আনুমানিক খরচ হয়েছে ২.৫১ কোটি টাকা। এই মিষ্টি হাবে থাকছে ১৫টি দোকান। ২০১৬ সালে বর্ধমানে মাটি উৎসবের উদ্বোধনের সময়ই মুখ্যমন্ত্রী এই মিষ্টি হাব তৈরীর কথা ঘোষণা করেন। তিনি আধিকারিকদের নির্দেশ দেন নির্ধারিত সময়ের মধ্যে মিষ্টি হাবের নির্মাণ সম্পূর্ণ করার। মুখ্যমন্ত্রীর নির্দেশে তাই যুদ্ধকালীন তৎপরতায় তৈরি হয়েছে মিষ্টি হাব। উদ্বোধনের পর থেকেই বর্ধমান সীতাভোগ মিহিদানা ট্রেডার্স ওয়েলফেয়ার অ্যাসোসিয়েসন ল্যাংচা, মিহিদানা ও সীতাভোগের অর্ডার পাওয়া শুরু করেছে।

মিষ্টি হাব তৈরীর কথা ঘোষণার পর থেকেই সারা রাজ্যের মানুষের মধ্যে ব্যাপক সাড়া মিলেছে। রাজ্যের বিভিন্ন অঞ্চলের ঐতিহ্যবাহী ও জনপ্রিয় মিষ্টিগুলোর ব্যাবসার প্রবল সম্ভবনা দেখেই তিনি রাজ্যের বিভিন্ন অঞ্চলে মিষ্টি হাব নির্মাণের সিদ্ধান্ত নেন। ছোট ছোট প্যাকেট করে বর্ধমানের ঐতিহ্যবাহী মিষ্টি বিশ্ব বাংলার স্টলে পাওয়া যাবে।

তিনি আরও বলেন, বিদেশেও পাড়ি দেবে এই মিষ্টি। বর্ধমান সীতাভোগ মিহিদানা ট্রেডার্স ওয়েলফেয়ার অ্যাসোসিয়েসনের এক সদস্য বলেন, এই হাবে যে মিষ্টি তৈরি করা হবে, তার গুনমান বিচারের জন্য থাকবে সুনির্দিষ্ট মাপকাঠি। তারা জিআই সার্টিফিকেটও পেয়ে গেছেন, যার ফলে সীতাভোগ ও মিহিদানা তৈরীতে তাঁরা যে পদ্ধতি অবলম্বন করবেন, সেটা আর কেউ করতে পারবে না।

The rich culture of the Adivasis of the Jangalmahal region of Bengal is now helping many of them earn a livelihood. Handicrafts made by artistes of the region have become a hit with customers at the Biswa Bangla stores, a brainchild of Chief Minister Mamata Banerjee. In fact, the idea of selling these particular handicrafts at the stores is also the idea of the Chief Minister.

The development of the Jangalmahal region has been one of her priorities. The long-neglected region, once the hotbed of insurgency, has been seeing the face of development every since the Trinamool Congress-led Government came to power in 2011.

Over the last four months, since the eight Biswa Bangla stores spread over Bengal and in New Delhi began selling the handicrafts made in the Jangalmahal region, products worth Rs 3 lakh have been sold, which is a big achievement, according to State Government officials.

This success has prompted the Government to connect 80 to 100 artistes from Paschim Medinipur, Purulia and Bankura districts permanently with this work. The money earned from the sales is directly debited to the bank accounts of the artistes who have created them.

The Government is fully paying for transporting the products to the showrooms. Now it has also decided to provide training to artistes in the use of machinery so that more can be made is less time.

The handicrafts are primarily made of bamboo, cane, grass, wood and stone; some are made using the terracotta technique too. In fact, items made of the latter are among the best-selling ones, along with plates, bowls and glasses made of black stone.

The range of products available at the Biswa Bangla stores – various types of sari, ornaments, accessories, handicrafts, instruments used by folk artistes, paintings, handmade toys, terracotta products, edibles like nolen gur, honey, pickles and others – caters to the widest variety of tastes.

In a short span of a little more than three years, since the first store opened at Kolkata International Airport on February 22, 2014, the Biswa Bangla stores have been making a world of difference to Bengal’s traditional craftsmen and weavers, earning them rich dividends and thus enabling respectable livelihoods, as well as the preservation and the propagation of the rich traditions of Bengal.

 

 

হস্তশিল্পে বিশ্ব বাংলা মাতাচ্ছে জঙ্গলমহল 

জঙ্গলমহলের হস্তশিল্পীদের তৈরি রকমারি জিনিসপত্র ইতিমধ্যেই দেশ-বিদেশে যথেষ্ট জনপ্রিয়। বিশ্ব বাংলা বিপণন কেন্দ্রগুলির হিসেব অনুযায়ী মাত্র চার মাসের উদ্যোগে ওই অঞ্চলে তৈরি তিন লক্ষ টাকার সামগ্রী বিক্রি হয়েছে।

পশ্চিম মেদিনীপুর, পুরুলিয়া, বাঁকুড়া-সহ জঙ্গলমহলের প্রায় ১৫ জন শিল্পী দেড় বছরের কাজের বরাত পেয়েছেন। তার মধ্যে তিন মাসের কাজের অগ্রিম দেওয়া হয়েছে শিল্পীদের, যা নজিরবিহীন। আরও ৮০ থেকে ১০০ জন শিল্পীকে এই কাজের সঙ্গে পাকাপাকি ভাবে যুক্ত করার পরিকল্পনা রয়েছে।

বাঁশ, বেত, ঘাস, কাঠ-সহ বিভিন্ন উপকরণ দিয়ে ঘর সাজানো এবং দৈনন্দিন জীবনে কাজে লাগার মতো হাতে তৈরি শিল্পসামগ্রী তৈরি করেন জঙ্গলমহলের আদিবাসীরা। এই সব পণ্য ছাড়াও নজর কেড়েছে পাথরের তৈরি কালো রঙের থালা, বাটি, গ্লাস, টেরাকোটাও। বিশ্ব বাংলার বিপণন কেন্দ্রগুলিতে এখন এই সব পণ্যের চাহিদাই বেশি।

যে-সব শিল্পী বরাত পাচ্ছেন, তাঁদের তৈরি শিল্পপণ্য বিপণন কেন্দ্রে পৌঁছে দেওয়ার জন্য যাবতীয় খরচ দিচ্ছে রাজ্য সরকার। আর পণ্যের দাম সরাসরি চলে যাচ্ছে শিল্পীর ব্যাঙ্ক অ্যাকাউন্টে। এছাড়া আদিবাসী শিল্পীদের কাজে উৎসাহ দিতে যন্ত্র ব্যবহারের প্রশিক্ষণ দেওয়া হবে।

এই মুহূর্তে পশ্চিমবঙ্গ, দিল্লি-সহ বিভিন্ন জায়গায় বিশ্ব বাংলার আটটি বিপণন কেন্দ্র রয়েছে। সেখানে বাংলার শিল্পীদের তৈরি বিভিন্ন ধরনের শাড়ি, লোকশিল্পীদের ব্যবহৃত যন্ত্র, হস্তশিল্পসামগ্রী, এমনকী নলেন গুড়ও রাখা হয়।

উল্লেখ্য, বিপণন কেন্দ্রগুলিতে আদিবাসীদের তৈরি হস্তশিল্প রাখার পরামর্শ দিয়েছিলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

Sir, I am raising an issue which is very important for the country’s agriculture. Sir, a deadly fungus for wheat crops is severely affecting wheat cultivation in two districts of West Bengal, namely, Nadia and Murshidabad. At least 1,000 hectares of cultivated wheat have already been burnt to stop an infectious and dangerous disease called wheat blast. Burning of the affected crop is the only way open for the Agriculture Department to prevent this fungus-related disease of wheat crops from spreading to the other areas of the State and the country. 

Sir, once infected by wheat blast disease, there is no way to cure the affected crops. Agriculture experts say that this disease was first identified in 1985 in Brazil and thereafter in Bolivia and Paraguay. Here it has come from Bangladesh.

Sir, the West Bengal Government under the inspiring leadership of the Hon. Chief Minister Mamata Banerjee is giving compensation to the farmers as far as possible.I would request the Agriculture and other concern ministries of the Central Government to take up the issue seriously as it is an issue for the entire country. Measures should be taken by the Central Government so that wheat blast disease does not spread to the other parts of the country. The Centre should also create an adequate fund for the affected farmers of West Bengal, those whose crops had to be burnt for the national interest, Sir.

Today Bengal Chief Minister Mamata Banerjee declared Paschim Bardhaman as a district at a public meeting in Asansol.

On April 4, Jhargram began its journey as a district. In February, Kalimpong was declared as a district by the CM. Earlier, in 2014, Alipurduar became the 20th district of the State. Two more districts – Basirhar and Sunderbans – will be carved out of North and South 24 Parganas districts.

The CM also inaugurated 34 projects worth Rs 190 crores today. She also distributed the benefits of various government schemes.

 

Highlights of her speech:

  • Every year, April 7 will be celebrated as the birthday of Paschim Bardhaman district
  • The new district comprises Bardhaman Paschim, Asansol and Durgapur
  • People do not have to go to Kolkata for administrative work anymore
  • Today, Mishti Hub in Bardhaman has also been inaugurated
  • Rs 302 cr has been given to Kulti Municipality by the PHE Dept
  • A Rs 143.65 cr proposal for Asansol and Agnibina Township has been sent by the Asansol Municipal Corp
  • Rs 173 cr has been granted for water supply
  • Industrial parks have been set up on 1,500 acres in the district
  • 100% electrification has been achieved in this district
  • 5 polytechnic colleges, 2 ITIs, Kazi Nazrul University set up
  • We have enabled India’s first greenfield airport at Andal, named after Kazi Nazrul
  • Rs 1,012 cr spent on setting up small-scale industries in the district

২৩ তম জেলা হিসেবে আত্মপ্রকাশ করল ‘পশ্চিম বর্ধমান’

আজ ২৩ তম জেলা হিসেবে আত্মপ্রকাশ করল বর্ধমান জেলা। আসানসোলের একটি জনসভা থেকে বর্ধমানকে নতুন জেলা হিসেবে ঘোষণা করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। এছাড়া মিষ্টি হাব সহ একাধিক প্রকল্পের উদ্বোধন ও শিলান্যাস করেন তিনি।

আসানসোল ও দুর্গাপুরকে নিয়ে তৈরী এই নতুন জেলা ‘পশ্চিম বর্ধমান’। ১৯০ কোটি ২৯ লক্ষ টাকার ৩৪টি প্রকল্পের উদ্বোধন এবং ৩৯৭ কোটি টাকার ৪৮টি প্রকল্পের শিলান্যাস করেন মুখ্যমন্ত্রী।

বর্ধমান মেডিক্যাল কলেজ ও হাসপাতালে অত্যাধুনিক আটতলা বিশিষ্ট নতুন প্রশাসনিক ভবনের শিলান্যাস  করার পাশাপাশি জেলার বিভিন্ন স্বনির্ভর গোষ্ঠীর হাতে নানা সরকারি প্রকল্পের পরিষেবাও তুলে দেন মুখ্যমন্ত্রী।

 

তাঁর বক্তব্যের কিছু বিষয়ঃ

Bengal Chief Minister on Thursday Mamata Banerjee hit out at the BJP for brandishing swords during Ram Navami procession.

At a public rally in Purulia, the CM said: “It is not the culture of the Hindus to carry swords in religious processions and some BJP leaders and workers were found carrying swords and other weapons in the Ram Navami procession on Wednesday. The law will take its course as carrying weapons in Hindu religious processions is illegal. What will happen if people belonging to other religions want to carry weapons in processions,”

She added, “As BJP is in power at the Centre, its followers in the state feel that they can do whatever they like. But this will not be tolerated and law will take its own course as no one is above law,” Mamata Banerjee said the way BJP had carried out Ram Navami procession it appeared as if they had some sort of monopoly over Lord Rama. “For generations, Rama Navami has been observed in Ramrajatala in Howrah and I observed Basanta Puja before I left my home in Kolkata,” the Chief Minister said.

Didi said, “The weapons look good in the hands of Goddess Durga as she used them to kill evil. But, they do not look good and proper in the hands of those who are using religion to divide people.” She added: “Lord Rama had used flowers to worship and his so called followers are using weapons to scare people.”

The CM said people in Bengal believed in the philosophy of love and cooperation. “If I meet with an accident and two men run to the blood bank to donate blood for me then will the doctor ask them which religion they belong to,” she asked. She said the people would foil any effort to divide Bengal on the basis of religion. She asked people not to get provoked by those who “use religion for political benefit.”

 

অস্ত্রের হুঙ্কার বাংলার সংস্কৃতি নয়: মমতা বন্দ্যোপাধ্যায়

পুরুলিয়ায় মুখ্যমন্ত্রী মমতা ব্যানার্জি বিজেপিকে তীব্র আক্রমণ করলেন। বুধবার বাংলার বিভিন্ন জায়গায় অস্ত্র নিয়ে যে সব মিছিল করা হয়েছে সে সম্পর্কে মমতা বলেন, ‘‌এবার থেকে রাজনৈতিক নেতারা অস্ত্র নিয়ে মিছিল করলে, আইন আইনের মতো ব্যবস্থা নেবে। তরোয়াল দেখিয়ে মিছিল করা চলবে না। রাম রাবণ বধ করেছিলেন তরোয়াল দিয়ে নয়। রাম পুজো করেছিলেন ফুল দিয়ে।’‌

মমতা বলেন, ‘‌এরা ধমকাতে এবং চমকাতে মিছিল করেছেন। আমাদের ভদ্রতার সুযোগ নিয়েছেন। কাল যদি অন্য ধর্মের মানুষ তরোয়াল নিয়ে মিছিল করেন তখন কী হবে?‌ দুজনের মধ্যে তো তখন মারামারি লেগে যাবে। ঘরে ঘরে আগুন লাগবে। শিখদের সঙ্গে কৃপাণ, সেটা আমরা বহুকাল ধরে দেখে এসেছি। তঁাদের কখনও এভাবে রাস্তায় দেখিনি। ওটা তো ওঁদের ধর্মের একটা প্রতীক। মা দুর্গার হাতে যে অস্ত্র শোভা পায়, আজ যে নেতারা রাস্তায় সন্ত্রাস করতে নেমেছেন, তাঁদের হাতে অস্ত্র শোভা পায় না।’‌

মমতা আক্রমণ করেন সিপিএম, বিজেপি ও কংগ্রেস–‌কে। তিনি বলেন, ‘‌এরা কিন্তু একে অপরের কোলে বসে দুলছে। সিপিএম, বিজেপি বাংলা থেকে শেষ হয়ে যাবে। ভবিষ্যতে বিজেপিও ভারত থেকে নিশ্চিহ্ন হয়ে যাবে। গেরুয়া ফেট্টি পরে দলের সংগঠন বাড়ানো যায় না। বাংলার সংস্কৃতিকে আগে চিনতে হবে। বাংলার মানুষ এদের ক্ষমা করবে না।’‌ মমতা বলেন, আমার বাড়িতেও রামনবমীর দিন পুজো হয়েছে। কোথাও আমি আমার বাড়ির পুজোর কথা তো বলিনি। লোকের বাড়িতে বাড়িতে অন্নপূর্ণা পুজো হয়েছে। রামনবমীর দিন বিজেপি কোনও পুজো করল না। গেরুয়া ফেট্টি লাগিয়ে স্লোগান দিল, চিৎকার করল। মিছিল করে বলল, আমরা কারা— দাঙ্গা করি। আমরা কারা—ভেদাভেদ করি।’‌

মমতা রামকৃষ্ণ ও বিবেকানন্দের প্রসঙ্গ আনেন। তিনি বলেন, ‘‌এরা যখন বাংলার সংস্কৃতি শিখিয়েছেন, তখন বিজেপি কোথায় ছিল?‌ তখন তো ওদের দলটাই ছিল না। আমরা কেউ কখনই বলি না যে, আমরাই একমাত্র পুজো করি। এটা আমাদের ধর্ম নয়। আমি হিন্দু ধর্ম নিয়ে গর্ববোধ করি। শুধু তাই নয়, শিখ, মুসলিম, খ্রিস্টান, বৌদ্ধ সমস্ত ধর্ম নিয়ে আমি গর্ববোধ করি। আমি যেমন দুর্গাপুজোর উদ্বোধনে যাই, ঠিক তেমনি বড়দিনে গির্জায় যাই, ইদে যাই। এটাই তো বাংলার সংস্কৃতি। রামকৃষ্ণ, বিবেকানন্দ শিখিয়েছেন সকলকে ভালবাসতে হয়। সব ধর্মকে সম্মান করতে।’‌

মমতা এদিন বলেন কংগ্রেস, সিপিএম ও বিজেপি বিধানসভা নির্বাচনে আমার বিরুদ্ধে কুৎসা অপপ্রচার করে শেষ পর্যন্ত কিছুই করতে পারেনি। রাম যেমন অশুভ শক্তি রাবণকে পরাজিত করেছিলেন, আসুন আমরা সকলে মিলে এই রাবণদের (‌গেরুয়াধারীদের)‌ ধ্বংস করার কাজে নামি। আপনারা ঐক্যবদ্ধ হন। ভয় পাবেন না। আদিবাসী ভাই ও বোনেরা কোনও গুজবে কান দেবেন না। আমার ওপর ভরসা রাখুন।

Gram panchayats are the cornerstones of the Panchayati Raj system. From the time of our country’s independence, Gandhi ji and Nehru ji had envisioned gram swaraj along with purna swaraj. The hallmark of an efficient and transparent gram panchayat is when it attains decentralised and participatory local self-governance. The gram panchayat system of Bengal has been able to deliver the highest standard of services in terms of e-governance, general working and financial management, even in areas outside the purview of the regular work. This has been acknowledged by the World Bank which said, in a letter from its South Asia vice-president that in terms of transparency, the State panchayat system can be easily compared to the best governed institutions in the world, and that this has been maintained for the last six years. to bring transparency to the working of gram panchayats, the Panchayat Department of the State brought an app. The details of all panchayat work carried out by the gram panchayats including the costs incurred as well as photographic evidence are logged in the app which are then verified by the department. In the interest of transparency too, it has been made mandatory by the Bengal Government that all tenders published by the zilla parishads have to be published online in the form of e-tenders. Under the leadership of the Chief Minister of West Bengal, Hon. Mamata Banerjee, the gram panchayats of the State are most transparent and efficient, bringing prosperity to all corners of rural Bengal. I therefore urge the Government to follow the Bengal model to bring transparency and efficiency in the working of all gram panchayats.

Sir, I do not know from whose mind it has come and it has been changed, but I give you thanks for Clause 2, that is, the extended meaning, after the words “the area of a Customs station”, the words “or a warehouse” shall be inserted. And in your objects and reasons, you said that, in Clause 3 … it is proposed to amend this again to include ‘warehouse’ in the definition of ‘customs area’ to ensure that an importer will not be required to pay the proposed integrated goods and service tax at the time of removal of goods from customs station to warehouse.

This grey area existed for a long period of time and so many interpretations have been made but today you have really clarified and have made a very definite definition and that’s the reason I feel that this part is really very good.

I would like to come to the next point, which is Clause 3, 108A. A person who is responsible for maintaining records of registration or statements of account holding, any other information – it is a liability that they have to maintain this. My second point is about the part where the proper officer considers that the information furnished under sub-section 1 is defective. I would like to know, who is the proper officer? This proper officer has not been defined. You cannot appoint a ‘proper officer’ according to your wish and terms, by any notification.

So far, you have given a chance of giving a reply to them, in case of any defect. But so far 108B is concerned, where you have imposed that if you fail to give the information to the proper officer, every day they have to pay a fine of only Rs 100, which, according to me, a lesser punishment. The punishment should be increased. Why would an authority specified under 108A (1) be failing to discharge statutory duties? If someone fails to discharge statutory duties, that person should be penalised more. All high-ranking officers have been defined under 108 (a) and they are been paid by the State Exchequer, so should they be committing any delay? If they delay, why should there be only a Rs 100 penalty? Why should you not start disciplinary proceedings against them? Why should they not be liable? The officer should give the information immediately. If the penalty is not increased, nobody would be aware of the implications of these statutory things. The officers are bound to do it.

Now, I point out to you the Central Excise Act, as far as Clause 8 is concerned, where the Section A has been amended and Section Survey inserted; wherein, in respect of any goods, if the Central Government is satisfied that the duty to be levied under Section 3 may be increased and that circumstances exist to render immediate action. I say this is an excessive delegation. There cannot be arbitrary exercise of power. In law it is said that absolute power corrupts absolutely. Now, why should you give such an unlimited power, unlimited discretionary power? What are the objective determinations behind the purpose of that? This part gives excessive power, excessive delegatory power, and hence is capable to be abused. Now, so far this part is concerned – Part 3 (b) (i) – this, according to us, gives excessive delegatory power. This should not be there. We are all for constructive criticism; but we are not as such opposing the Bill.

Sir, we understand, this is the Bill and it is the consequential one; these four Bills which have been given in the list, and these Bills are needed. Despite our objections and our Amendments, we have to accept whatever is there, excepting a few things which I have pointed out, and I hope the Hon. Minister of State, who is here, will take care of the points which I have said. You have to understand what the stark reality is at the ground-level. The stark reality is the power with the Central Excise officers, the customs officers, police, etc. If you give them absolute power, with no restrictions, then that power will be abused. Therefore, I request you to keep some safeguards there. One who has committed a fault should be penalised. In my speech I have said so. However, no officer should arbitrarily exercise power. Kindly keep this safeguard in mind.

There is tremendous scope for the energy from the ocean as we have a long coastline of more than about 7,500 km and 336 islands in the Bay of Bengal and in Arabian Sea. Scientists of the Council of Scientific and Industrial Research (CSIR) have done a few successful pilot projects on marine, tidal and wave mechanical energy projects.

Presently the Central Government wants to set up tidal power plants with economic potential in the Gulf of Cambay, the Gulf of Kutch and the Durgaduani region in the Sunderbans in the Ganges Delta.

My question, through you, Madam, is whether the Government has a proper institutional policy framework and adequate infrastructure with proposals  for funding to achieve the success in the tidal water power sector.

Thank you Hon. Deputy Chairman Sir.

Sir, the population of senior citizens in our country is 10.38 crore, which is about 8.6 per cent of the total population. Recently, the interest rates on major savings schemes like Public Provident Fund (PPF), Kisan Vikas Patra and Senior Citizens Saving Scheme were cut by 10 basis points. The interest on PPF is now at 7.9 per cent, which is the lowest since 1980.

When bank fixed deposits offer much less returns, these types of savings schemes are the only feasible options for senior citizens and retired persons. The Government has said that this is necessary because Government bond yields fall due to market fluctuations.

Sir, small savings have two important incentives – one, it has tax benefits, and two, it is safe when compared to the market.

This type of market-influenced small savings is hurting investors, especially old people, farmers and women. 1.61 lakh senior citizens’ savings schemes are in operation. About 85 lakh Sukanya Samriddhi Yojana accounts have been opened, with more than 5 lakh in Bengal itself.

This step is causing hardship to them as their savings are being hugely hit. There are apprehensions that these rates will fall more sharply in the future as they are linked to the market.

The Government has also changed the process by revising rates every quarter instead of annual revisions. People are being forced to invest directly in the market, which is risky. The Government is in favour of corporates rather than its people.

Savings are the backbone of the Indian economy, and hence the Government’s policy should be towards encouraging and incentivising the same. I hope the Government will take into consideration the distress caused by this move to the people and take a decision on the revision of rates so that lakhs of people do not lose on their return on savings.

The Government should take the example of West Bengal and set up a toll-free senior citizens’ helpline to raise awareness and help them in such matters. The National Policy for Senior Citizens must be revised at the earliest.

Like the White Revolution and the Pink Revolution, we should introduce a Grey Revolution to protect the senior citizens of our country, who have dedicated their lives to its welfare.

Trinamool Youth Congress President and Lok Sabha MP Abhishek Banerjee today addressed a mega rally at Barasat Kacchari Maidan. This was his second public rally after recovering from the frightful car accident in October, 2016.

The first rally, which Abhishek termed as the beginning of a ‘second innings’, was held at Diamond Harbour SDO ground on April 2, 2017.

Abhishek slammed the Opposition calling the CPI(M) ideology-less, Congress as directionless and BJP as issue-less power greedy party. He said that more the attempts are made to malign Mamata Banerjee, the stronger Trinamool will become.

“We will not allow any communal violence in Bengal. We will not allow the peace and harmony of the State to be destroyed,” he said. He asked party workers to prepare posters warning people to beware of ‘chhoddobeshi’ CPI(M) and ‘poddobeshi’ BJP. He slammed the BJP saying Modi promised development but his party is full of rioters and child traffickers. He also said what someone wears or eats is their personal choice and no one should interfered.

On demonetisation he said that Trinamool wants black money to be recovered but not at the cost of the poor people. He slammed the BJP for not allowing obituary references in Parliament to those who died due to demonetisation. “People do not have the right to access their own money. What times are we living in? Our leader held protests across the country on this issue”.

Calling the BJP “Bangla Jalao Party” and “Bachcha Jharo Party”, Abhishek Banerjee said, Trinamool has fulfilled the promises made in the Manifesto and is working towards turning Bengal around. He asked the party workers to start preparing for Panchayat elections.

নীতিহিন সিপিএম, চরিত্রহীন কংগ্রেস আর উদ্দেশ্যহীন-ক্ষমতালোভী বিজেপিকে বাতিল করবে মানুষঃ অভিষেক বন্দ্যোপাধ্যায়

আজ বারাসাতের কাছারি ময়দানে এক বিশাল জনসভায় অংশগ্রহণ করেন তৃণমূল যুব কংগ্রেস সভাপতি তথা লোকসভা সাংসদ অভিষেক বন্দ্যোপাধ্যায়। গত বছর অক্টোবর মাসের দুর্ঘটনার পর এটা হবে তাঁর দ্বিতীয় জনসভা।

গত রবিবার ডায়মন্ড হারবারের এসডিও মাঠে অভিষেক নিজের রাজনৈতিক জীবনের “দ্বিতীয় অধ্যায়” শুরু করেন। সেই সভায় বিজেপির বিভাজনের রাজনীতির বিরুদ্ধে সরব হন অভিষেক।

“বাংলা কারো কাছে মাথা নত করে নি। যা করার করুক, আমরা দিল্লীর সামনে হারব না। ইস্যুহীন কংগ্রেস, চরিত্রহীন সিপিএম ও দিশাহীন ক্ষমতা লোভী বিজেপি একসঙ্গে হয়েছে,” বলেন তিনি।

তাঁর বক্তব্যের কিছু বিষয়ঃ 

  • আপনাদের আশীর্বাদ দোয়া, প্রার্থনার জন্য আজ আমি আপনাদের সামনে এসেছি। উন্নয়নের রথ অব্যাহত রয়েছে সেটা আপনাদের জনসমুদ্রতেই প্রমাণিত
  • তৃণমূল সাধারণ মানুষের অহংকার, অলংকার, জেদ ও আবেগ। তৃণমূলের বিরুদ্ধে যত কুৎসা হয় দল ততই শক্তিশালী হয়
  • আগামী পঞ্চায়েত নির্বাচনে পর উত্তর ২৪ পরগনার কোন গ্রামে সিপিএম-বিজেপি-কংগ্রেস কে খুঁজে পাওয়া যাবে না। এই রাজ্যে নীতিহিন সিপিএম, চরিত্রহীন কংগ্রেস আর উদ্দেশ্যহীন-ক্ষমতালোভী বিজেপি এক হয়ে তৃণমূল নেত্রীকে কলঙ্কিত করে চলেছে। মানুষ এটা মেনে নেয়নি আর নেবেও না
  • সিবিআই, ইডি দেখিয়ে তৃণমূলকে দমানো যাবে না। এই বাংলাকে ভাগ হতে দেব না। কোন রকম সাম্প্রদায়িকতা বরদাস্ত করব না
  • নেতাজি বলেছিলেন, ‘তোমরা আমাকে রক্ত দাও। আমি তোমাদের স্বাধীনতা দেব’।  বিজেপি বলে আমাকে কুর্সি দাও, আমরা বাংলায় রক্তের বন্যা বইয়ে দেব।
  • আগে ছদ্মবেশী সিপিএম মুখে লাল কাপড় বেঁধে মানুষকে অত্যাচার করত, এখন মুখে গেরুয়া কাপর বেঁধে পদ্মবেশী বিজেপি এই বাংলাকে হিন্দু-মুস্লিমে ভেঙে দিতে চাইছে।
  • যতই সিপিএম জঘন্য ভাষায় আমাদের আক্রমণ করুক, আমি আমাদের দলের কর্মীদের বলব ‘সংযত থাকো উত্তরটা ব্যালট বাক্সে ওরা পেয়ে যাবে’।
  • পোস্টার বানান, ‘ছদ্মবেশী ও পদ্মবেশী হইতে সাবধান’। বাংলাকে ভাতে মারার চক্রান্ত করছে কেন্দ্র। কেন্দ্র কোন টাকা পাঠাচ্ছে না।
  • মোদী প্রতিশ্রুতি দিয়েছিল উন্নয়ন করবে। কিন্তু তিনি বাংলায় দুটি জিনিস দিয়েছেন। দাঙ্গাবাজ ও বাচ্চা চোর। শিশু পাচারে যারা জড়িত তার পূর্ণ তদন্ত হওয়া উচিত।
  • আমাদের সরকার কন্যাশ্রী, সবুজ সাথী, নতুন রাস্তা, খাদ্য সাথী, স্কলারশিপ, গীতাঞ্জলী, হাসপাতাল সব করেছে। আমাদের লক্ষ্য বাংলার মানুষের পাশে থাকা এবং বাংলার মানুষের হয়ে লড়াই করা।
  • আমাদের কর্মীরা আমাদের সম্পদ, পুরনো যেসব কর্মীরা লড়াই করে রক্ত দিয়ে সংগ্রাম করেছে, তাদেরকে সম্মান দিতে হবে। তৃণমূল যারা করবে তাদের দিদির সংগ্রামকে পাথেয় করে চলতে হবে।
  • কে কি পরবে, কে কি খাবে সেটা তাদের পার্সোনাল চয়েস, আমার টাকা আমার কাছে থাকতে পারছে না। এরকম খারাপ দিন আগে কখনও আসেনি। ২০১৯-এ বিজেপি এসবের ফল পেয়ে যাবে।
  • বিজেপি মানে বাংলা জ্বালাও পার্টি আর বাচ্ছা ঝাড়ো পার্টি। আমরা চাই কালো টাকা ধ্বংস হোক কিন্তু গরীবের চোখের জল ফেলে নয়। আমাদের নেত্রীর নেতৃত্বে আমরা একাধিক আন্দোলন করেছি সারা দেশে। ডেরেক ও ব্রায়েন রাজ্যসভাতে এক মিনিট নীরবতা চেয়েছিলেন যারা মারা গেছেন তাদের উদ্দেশ্যে, কিন্তু, বিজেপি সে প্রস্তাব হেসে উড়িয়ে দিয়েছে।
  • আমাদের ইস্তেহারে যা বলা ছিল, আমরা তা করেছি। যেমন সিঙ্গুরের জমি আমরা ফেরত দিয়েছি। কিন্তু, বিজেপি তাদের কথা অনুযায়ী কালো টাকা ফেরত আনতে পারেনি।
  • আমাদের লড়াই বাংলার সোনালী দিন ফিরিয়ে আনার লড়াই। বিরোধীরা সব কিছুতেই কোর্টে চলে যায়, ওরা কোর্টে থাকুক আর আমরা ভোটে থাকবো। তৃণমূল বাংলার মানুষের মনের মধ্যে রয়েছে।
  • আপনারা এমন ভাবে লড়াই করুন যাতে আগামী পঞ্চায়েতে সিপিএম কংগ্রেস বা বিজেপি কোথাও মাথা তুলে না দাঁড়াতে পারে। সততার কোনও বিকল্প হয় না। উন্নয়নের বার্তাকে ঘরে ঘরে পৌঁছে দিন। সবাইকে শুভ নববর্ষ।
