The State Government has finalised the design of the monument to be built in Singur to honour the 14 people who were martyred in 2006 while protesting against the forceful acquisition of land for the small car factory of the Tatas. The monument will consist of a statue surrounded by a park.

According to government sources, Chief Minister Mamata Banerjee gave her seal of approval on April 3 to one of the several designs presented. An undertaking company of the State Government will be developing the monument.

She had announced the building of the monument in 2016 during her visit to Singur, following the Supreme Court judgement on August 31 of that year, after a fight of 10 long years, which gave the unwilling farmers back their land, stating that the acquisition was unjustified.

The monument will be developed on a one-acre plot off National Highway 2 at Singer Bheri, close to the 997 acres taken away forcefully. The height of the statue will be 25 to 30 feet and it will be placed on a 15 feet high pedestal. It will be surrounded by a beautiful park.

Among the 14 martyrs of Singur are Tapasi Malik and Rajkumar Bhul. Tapasi, a teenage girl, was burnt to death after being raped 26-year-old Bhul succumbed to his injuries after being beaten up by the police.

The Mamata Banerjee government had provided all support to the land losers to get back their land and make it cultivable again. The Singur Movement has also been included in the history book of Class VIII meant for State Government schools.

 

 

সিঙ্গুরে শহীদদের স্মৃতিতে সৌধ

২০০৬ সালে একটি গাড়ি কোম্পানির ফ্যাক্টরি তৈরী করার অছিলায় সিঙ্গুরে বাম সরকারের অসাংবিধানিক, বলপূর্বক জমি অধিগ্রহণের বিরুদ্ধে রুখে দাঁড়ায় সাধারণ মানুষ। সিঙ্গুরের মানুষের জমি আন্দোলন ও আন্দোলনে শহীদদের স্মরণে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের নির্দেশে সিঙ্গুরের সিঙের ভেড়িতে তৈরী হচ্ছে একটি স্মৃতি সৌধ। এই সৌধকে কেন্দ্র করে একটি সুদৃশ্য পার্কও তৈরী করা হয়েছে।

দুর্গাপুর এক্সপ্রেসওয়ের পাশে সিঙের ভেড়ি অঞ্চলের ১ একর জমি চিহ্নিত করা হয়েছে এই পার্কটির জন্য। পার্কের মাঝে থাকবে ৪০ ফিটের সৌধ। সেরা তিনটি নক্সার মধ্যে একটি বাছা হয়েছে। পুরো সৌধটি হবে ফাইবার ঢালাইয়ে। মূল সৌধটির উচ্চতা হবে ২৫ থেকে ৩০ ফিট। ১৫ ফুটের একটি মঞ্চের ওপর বসানো হবে।

প্রথমে একটি রেপ্লিকা তৈরী করে মঞ্চের ওপর বসানো হবে, মুখ্যমন্ত্রী চূড়ান্ত অনুমোদন দিলে তারপরেই মূল সৌধটি স্থাপন করা হবে। সুদৃশ্য আলো দিয়ে ‘নাইট ভিশন’ এর ব্যবস্থা করা হবে। ভিতরে বসার আয়োজনও করা হবে।

That Chief Minister Mamata Banerjee has always place a lot of importance on agricultural production is well known. As a result of that, over the last few years, Bengal has been creating records in terms of production of various crops.

As per an answer given by the Union Agriculture Ministry in the Lok Sabha, over the last four financial years, that is, 2014-15 to 2017-18 (for 2017-18, as per as per Second Advance Estimates), Bengal has been the leading producer of rice in the country.

The production of rice over the four years is as follows:

  • 2014-15: 146,77,20,000 tonnes
  • 2015-16: 159,53,90,000 tonnes
  • 2016-17: 153,02,50,000 tonnes
  • 2017-18: 149,90,00,000 tonnes

The Central Government has also given the state the Krishi Karman Award for various feats of agricultural production for five consecutive years.

২০১১ সালে ক্ষমতায় আসার পর থেকেই মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় কৃষি উন্নয়নের ওপর জোর দিয়ে এসেছেন । এর ফলস্বরূপ, গত কয়েক বছর ধরেই বিভিন্ন ফসল উৎপাদনে বাংলা রেকর্ড তৈরী করেছে।

এবার বাংলার মুকুটে যুক্ত হল নতুন পালক। লোকসভায় কেন্দ্রীয় কৃষি মন্ত্রীর পেশ করা তথ্য অনুযায়ী, গত চার অর্থবর্ষে – অর্থাৎ ২০১৪-১৫ থেকে ২০১৭-১৮ (দ্বিতীয় অ্যাডভান্স এস্টিমেট) -বাংলা চাল উৎপাদনে দেশের মধ্যে শীর্ষে।

গত চার বছরে বাংলায় উৎপন্ন হওয়া চালের পরিমানঃ

  • ২০১৪-১৫: ১৪৬,৭৭,২০,০০০ টন
  • ২০১৫-১৬: ১৫৯,৫৩,৯০,০০০ টন
  • ২০১৬-১৭: ১৫৩,০২,৫০,০০০ টন
  • ২০১৭-১৮: ১৪৯,৯০,০০,০০০ টন

উল্লেখ্য, কৃষিতে অসামান্য সাফল্যের জন্য পর পর পাঁচ বছর কেন্দ্রের কাছ থেকে কৃষি কর্মণ পুরস্কার পেয়েছে বাংলা।

The State Transport Department has set a record by achieving 100 per cent (and more) implementation of the Gatidhara Scheme in the financial year (FY) 2017-18. Gatidhara is a dream project of Chief Minister Mamata Banerjee, to help unemployed youths get a means of livelihood.

The department had set a target of bringing in 10,000 unemployed youths under the Gatidhara Scheme, and with timely steps taken it, has managed to extend the benefits of the scheme to 10,553 unemployed youths.

It may be mentioned that in the previous two fiscals too, the State Government had achieved 100 per cent implementation of the scheme, and the number of beneficiaries has been steadily increasing. It was 5,200 unemployed youths during FY 2015-16 and 8,500 during 2016-17.

This scheme has come up as a source of income for the youths and it has also created a new dimension for the state’s transport sector.

 

গতিধারা প্রকল্পের লক্ষ্যমাত্রা ছাড়িয়ে গেল পরিবহণ দপ্তর

 

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের মস্তিষ্কপ্রসুত গতিধারা প্রকল্পের মুকুটে নয়া পালক। ২০১৭-১৮ অর্থবর্ষে যে লক্ষ্যমাত্রা ধার্য করা হয়েছিল, তা ছাড়িয়ে গেছে পরিবহণ দপ্তর।

পরিবহণ দপ্তর সিদ্ধান্ত নিয়েছিল ২০১৮ সালের মার্চ মাসের মধ্যে ১০,০০০ যুবকে এই প্রকল্পের আওতায় নিয়ে আসা হবে। হিসেবে মত, এই অর্থবর্ষে গতিধারা প্রকল্পের আওয়তায় এসেছেন ১০,৫৫৩ জন।

প্রসঙ্গত, গত দুই অর্থবর্ষেও দপ্তর এই প্রকল্পের লক্ষ্যমাত্রা পূরণ করেছিল দপ্তর। উত্তরোত্তর বৃদ্ধি পেয়েছে উপকৃতের সংখ্যাও। ২০১৫-১৬ সালে এই প্রকল্পে উপকৃতের সংখ্যা ছিল ৫২০০। ২০১৬-১৭ তে তা বেড়ে হয় ৮৫০০।

এই প্রকল্পের ফলে বেকার যুবদের যেমন আয়ের এক পথ খুলে গেছে, তেমনই রাজ্যের পরিবহণ ব্যবস্থা পেয়েছে এক নতুন মাত্রা।

The Bengal Government has decided to give cooperative societies in villages where there are no banks all the facilities of banks. Through this move, 2,600 societies would be turned into banks.

Chief Minister Mamata Banerjee gave instructions in this regard on March 30. The State Cooperation Department has allotted Rs 396 crore for this purpose.

The cooperative society-turned-banks would have all the facilities of regular banks, including those related to loans and money transfer. For example, money can be transferred through NEFT and RTGS. The banks would have their own ATMs too. These banks would start operating from the next financial year.

According to the Cooperation Minister, who gave these details while announcing the formation of the banks, the 2,600 cooperative societies have been selected on the basis of better track records from among the approximately 6,000 cooperative societies in Bengal.

 

২৬০০ ঋণদানকারী সমবায় সমিতিকে ব্যাঙ্কের মর্যাদা দিচ্ছে রাজ্য সরকার

রাজ্যের যে সমস্ত গ্রামে কোনও ব্যাঙ্কের শাখা নেই, সেখানে ঋণদানকারী সমবায় সমিতিগুলিকে ব্যাঙ্কের মর্যাদা দিচ্ছে রাজ্য সমবায় দপ্তর। মোট ২৬০০টি সমিতি ব্যাঙ্কের মর্যাদা পাবে। ওই সমিতিগুলি থেকে ঋণের পাশাপাশি ব্যাঙ্কের যাবতীয় সুযোগ-সুবিধা মিলবে।

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের নির্দেশে ৩০শে মার্চেই এই নির্দেশিকা জারি হয়েছে। এজন্য রাজ্য সমবায় দপ্তর ৩৯৬ কোটি টাকা বরাদ্দ করেছে। সমবায় দপ্তর সূত্রে জানা গিয়েছে, ব্যাঙ্কের মতো এখানেও এক অ্যাকাউন্ট থেকে অন্য অ্যাকাউন্টে টাকা পাঠাতে আরটিজিএস বা এনইএফটি করা যাবে। সমিতিগুলির নিজস্ব এটিএমও চালু হবে। আগামী আর্থিক বছরের প্রথম থেকেই এই ব্যবস্থা চালু হবে।

রাজ্যের সমবায়মন্ত্রী বলেন, রাজ্যের ২৫০টি গ্রাম পঞ্চায়েতে কোনও ব্যাঙ্কেরই শাখা নেই। তাই মুখ্যমন্ত্রীর নির্দেশে এই ব্যবস্থা। রাজ্যে প্রায় ৬০০০ সমবায় সমিতি আছে। তার মধ্যে থেকে আমরা ট্র্যাক রেকর্ড ভালো থাকা ২৬০০টি সমবায় সমিতি বাছাই করেছি। আমরা ২৫০টি জেলা সমবায় ব্যাঙ্কের শাখা করব বলে আগেই সিদ্ধান্ত নিয়েছিলাম। তার কাজও চলছে।

দ্রুত বাছাই করা সমবায় সমিতিগুলিকে ব্যাঙ্কের পরিকাঠামো তৈরী করতে নির্দেশ দেওয়া হয়েছে। সমবায় দপ্তর সূত্রের খবর, প্রতিটি গ্রামে এটিএম কাউন্টার তৈরির পাশাপাশি এনইএফটি বা আরটিজিএস করার জন্য অনলাইন লিঙ্ক চালু করা থেকে শুরু করে প্রযুক্তিগত সমস্ত ব্যবস্থা দ্রুত করতে নির্দেশ দেওয়া হয়েছে। কোনও শহরের সমবায় সমিতিকে ব্যাঙ্কের মর্যাদা দেওয়া হচ্ছে না।

The State Government has formed a committee for commemorating 100 years of Bengali cinema. Chief Minister Mamata Banerjee is the patron of the 18-member committee.

The committee is comprised of senior film personalities from the Bengali film industry, with Soumitra Chatterjee as the chief advisor and Goutam Ghose as the chairman.

The committee will chalk out a plan to organise various programmes to celebrate 100 years of Bengali cinema. The committee will prepare a calendar of events to gift a unique programme on the completion of a century of Bengali cinema.

It may be mentioned that the initiative of the Chief Minister has taken the Kolkata International Film Festival (KIFF) to new heights in the past six years. She has made it possible for people from all walks of life to witness the grandeur of the film festival, with steps taken to ensure that it doesn’t remain bound only within Nandan.

বাংলা সিনেমার ১০০ বছর উদযাপন করতে কমিটি গড়ল রাজ্য সরকার

বাংলা সিনেমার ১০০ বছর পূর্তি উদযাপন করতে কমিটি গঠন করল রাজ্য সরকার। এই ১৮ সদস্যের কমিটির মূল উদ্যোক্তা তথা পৃষ্ঠপোষক হলেন মুখ্যমন্ত্রী স্বয়ং।
এই কমিটিতে আছেন বাংলা চলচ্চিত্রের প্রবাদপ্রতিম ব্যাক্তিত্বেরা। সৌমিত্র চট্টোপাধ্যায় যেমন এই কমিটির মুখ্য উপদেষ্টা, তেমন গৌতম ঘোষ হলেন কমিটির চেয়ারম্যান।
এই কমিটি বাংলা সিনেমার ১০০ বছর উদযাপনের উদ্দেশ্যে বিভিন্ন অনুষ্ঠানের পরিকল্পনা করবে। তারা এই অনুষ্ঠানের একটি ক্যালেন্ডার তৈরী করবে।

প্রসঙ্গত, গত ছয় বছরে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের ঐকান্তিক সহযোগিতায় কলকাতা আন্তর্জাতিক চলচ্চিত্র উৎসব পেয়েছে এক নতুন মাত্রা। তাঁর উদ্যোগে সকল শ্রেণীর মানুষের কাছে আজ আপন হয়েছে কলকাতা চলচ্চিত্র উৎসব। নন্দনের গণ্ডী পেরিয়ে চলচ্চিত্র উৎসব স্থান করে নিয়েছে জনমানসে।

Eco Park in New Town, one of the most popular weekend destinations in Bengal, now boasts of yet another attraction – Banglar Gram (Bengal Village). Chief Minister Mamata Banerjee recently visited the place and christened the project.

Eco Park has become one of the most popular tourist destinations in Kolkata and one of the finest urban parks in the country. Covering 482 acres, Mamata Banerjee has termed it a Prakriti Tirtha, or ‘nature’s pilgrimage’.

The latest addition, Banglar Gram, is a re-creation of a model village of Bengal. It has come up on three acres and is situated between the herbal garden and the musical fountain. It will be opened to the public before the Bengali New Year in mid-April.

The place will be an oasis far from the hustle and bustle of urban life. The peacefulness and serenity of the area are bound to attract the visitors.

A palki or palanquin, an ancient mode of transport in villages, and a rath or chariot, once kept in many villages and pulled during the festival of Rath Yatra, will adorn the village.

Almost every hut in the village will have a ‘tulsi mandap’, as is still found in many rural households, where a tulsi plant is worshipped every day. A chandi mandap will be set up in every locality, where the idols of various gods and goddesses will be kept and worshipped during different pujas and fairs, like the Charak festival.

Mud houses with replicas of farmers holding ploughs made of fibreglass have been set up. The houses have seasonal vegetables planted in the surrounding open spaces. Gardeners have been engaged for their cultivation. Steps have been taken to ensure that the houses are actual replicas of those in rural Bengal.

Banglar Gram will give an idea of actual village life. This will be a big attraction for tourists not only from Bengal but from other parts of the country and from other countries too.

 

ইকো পার্কে তৈরী হল মুখ্যমন্ত্রীর ‘বাংলার গ্রাম’

ইকো পার্কে তৈরী হওয়া গ্রাম্য পরিবেশের নতুন নামকরণ করলেন মুখ্যমন্ত্রী। নাম দিলেন, ‘বাংলার গ্রাম’। ইংরাজিতেও নাম দেওয়া হয়েছে ‘বেঙ্গল ভিলেজ’। ২০১৬ সাল থেকে এই পরিবেশ তৈরী করার উদ্যোগ নেওয়া হয়।

শিল্পীরা এখানে গড়ে তুলেছেন তুলসিতোলা থেকে লাঙল, বাজার, গ্রাম্য বাড়ি, কৃষকের মূর্তি, কুমোরের মূর্তি। এই গ্রামে ঢুকতে গেলে কুলোর তৈরী গেট পাড় হতে হবে। চারধারে আছে তালপাতার পাখা। এক একটি বিশাল পাখা দিয়ে সেই গেটের সৌন্দর্য ফুটিয়ে তোলা হয়েছে।

ইকো পার্কের উত্তর-পশ্চিম কোণে ইকো পার্ক অফিস সংলগ্ন জায়গায় প্রায় ৫ একর জায়গায় তৈরী করা হয়েছে এই গ্রাম। এখানে আগের মতোই ধান চাষ করা হচ্ছে, তাই, গ্রামের দৃশ্য ফোটাতে অসুবিধে হয়নি। ফাইবার গ্লাস দিয়ে তৈরী হয়েছে মানুষের মূর্তি। শহরের যান্ত্রিক জীবনের তাড়াহুড়োর মধ্যে এই গ্রাম যেন মানুষকে তাপমুক্ত হতে সহায়তা করবে।

সারা বিশ্বের কাছে পরিচিত এই ইকো পার্কে সারা বছরই বহু বিদেশী মানুষ এসে থাকেন। তবে আগামী দিনে এই জায়গায় প্রবেশ করতে কিঞ্চিৎ অর্থ খরচ করতে হতে পারে।

The Bengal Government is soon going to buy sea scooters for rescuing swimmers stuck in high waters. These scooters would be operated by the coastal police force, whose officers would patrol the coastal areas on these scooters.

Along with the popularity of coastal tourism has come the attendant problem of marine accidents. People sometimes wrongly gauge the depth of water, direction of current, tidal situations, and fall in trouble. The sea scooters would prevent fatalities from these accidents.

The scooters would be of use not only for rescuing swimmers but also fishermen whose boats and trawlers may overturn due to strong currents or storms.

Kolkata Police has six such scooters at present. For patrolling the coasts, the coastal police has 10 all-terrain vehicles (ATV).

 

পর্যটকদের উদ্ধারের জন্য ‘সি স্কুটার’ কিনবে রাজ্য

সমুদ্রে আপৎকালীন অবস্থায় পর্যটকদের উদ্ধারের জন্য ‘সি স্কুটার’ কিনবে রাজ্য সরকার। যেগুলি তুলে দেওয়া হবে রাজ্য সরকারের উপকূল পুলিশের হাতে। প্রাথমিকভাবে দশটির মত ‘সি স্কুটার’ কেনার ব্যাপারে ভাবনা চিন্তা চলছে।

রাজ্য জুড়ে পর্যটন শিল্পের বৃদ্ধির সঙ্গে সঙ্গে সামু্দ্রিক এলাকাগুলিতে প্রতিবছর পর্যটকদের সংখ্যা বাড়ছে। বিশেষ করে ভরা মরসুমে পাহাড় বা জঙ্গল দেখতে যেমন পর্যটকরা ভিড় করেন, তেমনই সমুদ্রের ধারগুলি যেমন দীঘা, মন্দারমনি এলাকায় প্রচুর পর্যটক যান।

আপৎকালীন অবস্থায় যাতে দ্রুত পর্যটকদের কাছে পৌঁছে তাদের উদ্ধার করা যায় সেকারণেই এই ‘সি স্কুটার’ কেনার পরিকল্পনা করা হয়েছে। বাংলা ছাড়াও দেশের অন্যান্য রাজ্য এবং বিদেশ থেকেও পর্যটকরা নানাসময় সমুদ্রের পাড়ে ভিড় করেন। ফলে নিরাপত্তার দিকটি চিন্তা করেই এই ধরনের যান কেনার কথা ভেবেছে রাজ্য।

এই ‘সি স্কুটারে’ যারা দায়িত্ব থাকবেন, তাদের কাছে থাকবে ওয়াকি টকি। অল্প এবং গভীর, দু’রকম জলেই এই স্কুটার নিয়ে ঘোরা যাবে। বিচে কর্তব্যরত পুলিসকর্মী এবং ওয়াচ টাওয়ারে যারা পাহারায় থাকবেন তাদের সঙ্গে যোগাযোগ রেখে চলবেন এঁরা। রাজ্যে আপাতত ১৪টি উপকূল পুলিশ থানা থাকলেও মূলত সমুদ্রের যে জায়গাগুলিতে পর্যটকরা নামেন সেই জায়গাগুলিতেই এই ‘সি স্কুটার’ ব্যবহার করা হবে। পর্যটকদের লক্ষ্য রাখার জন্য মাঝে মাঝে ‘সি স্কুটার’ নিয়ে এঁরা চক্কর কাটবেন।

শুধুমাত্র স্নান যারা করবেন তাদের ক্ষেত্রেই নয়, সমুদ্রে যারা মাছ ধরতে যান তাদের যদি কখনও নৌকাডুবি হয়, তবে সেক্ষেত্রেও কাজে লাগতে পারে এই ‘সি স্কুটার’। উদ্ধারকারী নৌকা বা লঞ্চ যেমন ছুটবে ডুবন্ত যাত্রীদের উদ্ধারের জন্য, তেমনি ছুটবে এই ‘সি স্কুটার’। যাতে দ্রুত উদ্ধারের কাজ চালানো যায়। কলকাতা পুলিসের কাছে আপাতত এই ধরনের ছ’টি যান আছে।

ইতিমধ্যেই উপকূল পুলিশের হাতে এসেছে ‘অল টেরেন ভেহিক্যাল’, যা যে কোনও রুক্ষ অঞ্চল দিয়েও চলাচল করতে পারবে। মূলত নদী এবং সমুদ্রের পাড় দ্রুত চলাচলের কথা চিন্তা করেই এগুলি কেনা হয়েছে। উপকূল পুলিশের হাতে এমন গাড়ি আছে ১০টি। বিচে নজরদারি চালাতেই ওই গাড়িগুলি ব্যবহার করা হয়।

The Bengal Government will be setting up an integrated production and promotion hub for small and micro enterprises, called Biswa Khudra Bazar, near Santiniketan in Birbhum district on a 50-acre plot. This is another dream project of Chief Minister Mamata Banerjee.

The West Bengal Small Industries Development Corporation (WBSIDC), under the Micro, Small and Medium Enterprises (MSME) and Textiles Department, is developing it, a project that will take around two years to complete.

This is the State Government’s newest gift to Birbhum and another indication of Mamata Banerjee’s commitment towards the development of tens of lakhs of small businesses which are an economic backbone of the State. The Government’s efforts for promoting MSMEs has been lauded in many quarters, including the Central Government.

As per the plan, there will be three separate units in the state-of-the-art Biswa Khudra Bazar – one for production of goods, another for the promotion and sale of the same products, and the third one dedicated to developing newer markets for those products.

The Entrepreneurs’ Hub, where the production will take place, will come up on 5 acres, while the Business Hub, where the goods will be promoted and sold, will be spread across 25 acres.

The third unit of the integrated market will be spread over the remaining 20 acres. Here, visitors can directly purchase goods from local artisans as well as pick up techniques of making the world-famous handicraft products of the district and its surroundings, which they can then use to set up businesses elsewhere. Of course, there will be adequate safeguards to protect the artisans from exploitation.

According to an official of the MSME and Textiles Department, Biswa Khudra Bazar is a one-of-its-kind project in the State. At no other site do units of production and promotion exist side by side. The existing ones like Biswa Bangla Haat, Urban Haat and Rural Haat do not have production units.

Bringing both units in one campus will help in reduction of transportation costs and hence will enable products to be priced lower. Also, it will automatically ensure an increase in sales and entrepreneurs can make a good profit, despite selling the same product at a cheaper price, according to the departmental official.

Local products are already popular as souvenirs. Biswa Khudra Bazar will set up an integrated unit for handicrafts, which will enable the artisans to serve a much wider market.

বীরভূমে তৈরী হবে বিশ্ব ক্ষুদ্র বাজার

বীরভূমে ক্ষুদ্র ও কুটির শিল্পের একটি উৎপাদন ও বিপণন কেন্দ্র তৈরী করার উদ্যোগ নিয়েছে রাজ্য সরকার। নাম দেওয়া হয়েছে বিশ্ব ক্ষুদ্র বাজার।

এখানে তিনটি আলাদা ইউনিট থাকবে। প্রথম ইউনিটটিতে তৈরী হবে নানা হস্তশিল্প। এর আয়তন হবে ৫ একর। দ্বিতীয় ইউনিটে হবে বিপণন; আয়তন হবে ২৫ একর। ২০ একর জমি জুড়ে তৈরী হবে তৃতীয় ইউনিট যেখানে গড়ে উঠবে একটি ইন্টিগ্রেটেড ইউনিট। এখানে যেমন একদিকে গ্রাহকরা সরাসরি শিল্পীদের থেকে নানা দ্রব্য কিনতে পারবেন, একই সাথে তারা হস্তশিল্পীদের থেকে বিভিন্ন দ্রব্য বানানোর প্রশিক্ষণও নিতে পারবেন।

মুখ্যমন্ত্রীর স্বপ্নের এই প্রকল্প বাস্তবায়নের দায়িত্বে আছে পশ্চিমবঙ্গ ক্ষুদ্র শিল্প উন্নয়ন নিগম। শান্তিনিকেতনের কাছে এই যে বাজার তৈরী হবে, এটি এ’রাজ্যে এই প্রথম।

এই বাজার তৈরী হওয়ার ফলে শিল্পীদের অনেকটাই সুবিধে হবে। পরিবহণের খরচ কমবে। ফলে কম দামে গ্রাহকরা এই সব হস্তশিল্পজাত দ্রব্য কিনতে পারবেন। শিল্পীদের লাভের পরিমাণও বাড়বে।
শান্তিনিকেতনে সারা বছর বহু পর্যটক আসেন। বিক্রি হয় নানা স্যুভেনির। এই বাজারটি তৈরী হলে স্থানীয় হস্তশিল্পীরা উপকৃত হবেন।

Bengal’s success in the construction of rural toilets – through Mission Nirmal Bangla, a brainchild of Chief Minister Mamata Banerjee – is now being considered as a model by the Central Government.

The work of constructing toilets in the areas under the various panchayats of the state has been 95 per cent completes in the state over the past two years, in comparison to 68 t0 70 per cent for the other states.

The panchayats have not just stopped at just constructing toilets. They have undertaken extensive public awareness campaigns to ensure that people get fully rid of their habit of defecating in the open.

Even a few days back, officials of the Union Rural Development Ministry visited the state and closely observed the work being done in this regard by some of the panchayats. They were very impressed and gave glowing tributes to the state in their report to the Central Government.

The State Panchayats and Rural Development Minister, Subrata Mukherjee has said 100 per cent of the work of constructing toilets in rural households would be completed by the end of financial year (FY) 2018-19. Eight districts have been made fully open defecation free (ODF) while six more would become so soon.

And now like with other projects of the State Government, it has been decided to use the services of artistes enlisted with the Lok Prasar Prakalpa for spreading word on the benefits of using permanent toilets at homes.

Through various types of folk songs and folk dances, performed according to the region, trained artistes would help in convincing people towards proper toilet habits. Recently, for example, 120 folk artistes in Howrah district were recently trained on the messages to be conveyed. Along with them, posters, festoons and banners would also be used for the purpose.

পঞ্চায়েত এলাকায় শৌচালয় তৈরী ও ব্যবহারে দেশের সব রাজ্যকে পিছনে ফেলে প্রথম সারিতে জায়গা করে নিয়েছে পশ্চিমবঙ্গের ‘মিশন নির্মল বাংলা’। এক্ষেত্রে বাংলাকে ‘মডেল’ করতে চলেছে কেন্দ্রীয় সরকার। পঞ্চায়েতের উদ্যোগে একশো শতাংশ সাফল্যের লক্ষ্যে এবার লোকশিল্পকে পাশে নিয়ে গ্রামের মানুষকে পাকা শৌচালয়ের প্রয়োজনীয়তা বোঝানোর চেষ্টা করছে।

ছৌ, ভাওয়াইয়া, কীর্তনের মতো লোকগানের মাধ্যমে প্রচার চালাবে পঞ্চায়েত দপ্তর। হাওড়ার অক্ষয়নগরে রাজ্যের সব জেলা থেকে বাছাই করা ১২০জন লোকশিল্পীকে নিয়ে পাঁচদিনের একটি কর্মশালা অনুষ্ঠিত হয়েছে। এই প্রশিক্ষিত শিল্পীরা গ্রামে গ্রামে শৌচালয়ের ব্যবহারের উপকারিতা প্রচারের পাশাপাশি স্থানীয় লোকশিল্পীদের প্রশিক্ষণ দেবেন। এছাড়া নির্মল বাংলা মিশনের সার্বিক সাফল্যের জন্য পাশাপাশি চলছে পঞ্চায়েত দপ্তরের ধারাবাহিক নজরদারি। চলবে পোস্টার, ফেস্টুন, ব্যানারের মাধ্যমে নির্মল বাংলার প্রচার।

গত দুবছরে পশ্চিমবঙ্গের পঞ্চায়েত এলাকায় ৯৫ শতাংশ বাড়িতে শৌচালয়ের তৈরীর কাজ শেষ হয়েছে। অন্যান্য রাজ্যে এই কাজ হয়েছে গড়ে ৬৮-৭০ শতাংশ। পঞ্চায়েতের উদ্যোগে শুধু শৌচালয় তৈরীই নয়, বনে বাদাড়ে শৌচকর্ম করার মতো পুরনো অভ্যাস ত্যাগ করেছে বহু গ্রামবাসী। কয়েকদিন আগে গ্রামোন্নয়ন দপ্তরের আধিকারিকরা রাজ্যে এসে পঞ্চায়েত দপ্তরের এই সাফল্যকে মান্যতা দিয়ে গেছেন। পঞ্চায়েত মন্ত্রী বলেছেন, আগামী অর্থবর্ষের মধ্যেই নির্মল বাংলা প্রকল্পের আওতায় সব গ্রামবাসী শৌচালয়ের সুযোগ পাবেন।

Chief Minister Mamata Banerjee introduced the hugely popularly Swasthya Sathi Scheme in 2016. The notification for the group insurance scheme was issued on February 25 of that year. Almost all State Government employees, including part-time and contractual workers, have been included in this scheme.

Like many other schemes, Swasthya Sathi is entirely information technology (IT)-based. It is a paperless, cashless, smart card-based scheme. Online e-health records (e-HR) are captured and kept accessible for future reference.

The scheme has enrolled 44.5 lakh government employees and their families so far, who have been provided 64KB smart cards. So far, 96,088 patients have availed of this cashless healthcare benefit scheme from the network of about 850 hospitals and nursing homes in the state.

The total estimate approved by the Finance Department for the group insurance scheme is Rs 1,363.72 crore.

Bengal has also performed remarkably under the Rashtriya Swasthya Bima Yojana (RSBY). The scheme is active in all the districts. The number of beneficiaries who have availed healthcare using the RSBY Smart Cards is 2,86,027.

 

 

স্বাস্থ্য সাথী – এক দৃষ্টান্তমূলক স্বাস্থ্যবীমা প্রকল্প

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় ২০১৬ সালে জনপ্রিয় স্বাস্থ্য সাথী প্রকল্প চালু করেন। ওই বছরেরই ২৫ শে ফেব্রুয়ারি এই বীমার জন্য বিজ্ঞপ্তি জারি করা হয়। প্রায় সমস্ত সরকারি কর্মী, অস্থায়ী কর্মী, চুক্তিভিত্তিক কর্মী সকলকেই এই বীমার আওতায় আনা হয়।

অন্যান্য প্রকল্পের মতো এই স্বাস্থ্য সাথী প্রকল্পও তথ্য প্রযুক্তি নির্ভর। এই প্রকল্প কাগজপত্র বিহীন, ক্যাশলেস, স্মার্ট-কার্ড নির্ভর। অনলাইনে ই-হেলথ রেকর্ডে সমস্ত তথ্য সংরক্ষিত থাকবে যা পরে দেখা যাবে। এই প্রকল্পের সুবিধা পাওয়া যাবে রাজ্যের ৮৫০ সরকারি হাসপাতাল ও নার্সিং হোমে।

এই প্রকল্পের আওতায় ৪৪.৫ লক্ষ সরকারি কর্মী ও তাদের পরিবারকে আনা হয়েছে এখন পর্যন্ত। তাদের ৬৪ কিলোবাইটের স্মার্ট কার্ড দেওয়া হয়েছে। এখন পর্যন্ত ৯৬০৮৮ জন এই প্রকল্পে সুবিধা নিয়েছেন।

এই প্রকল্পের জন্য অর্থ দপ্তর ১৩৬৩.৭২ কোটি টাকা বরাদ্দ করেছে।বাংলা রাষ্ট্রীয় স্বাস্থ্য বীমা যোজনাতেও ব্যাপক সফলতার সঙ্গে কাজ করেছে। এই প্রকল্পের সুবিধা রাজ্যের সবকটি জেলায় পাওয়া যায়। রাষ্ট্রীয় স্বাস্থ্য বীমা যোজনাতে উপকৃত মানুষ যারা ইতিমধ্যেই স্মার্ট কার্ড পেয়েছেন, তার সংখ্যা ২৮৬০২৭।
