Bengal Chief Minister Mamata Banerjee today inaugurated and laid foundation stones for a bouquet of developmental projects for Dakshin Dinajpur during a public meeting at Narayanpur High School Maidan in Buniyadpur.

The projects inaugurated today by the Bengal Chief Minister includes the new outdoor unit of Tapan block hospital, the Hili polytechnic college, Karma Tirthas, government buildings, road projects, water supply projects, anganwadi centres, girls’ hostels, waste management projects among others.

The Bengal Chief Minister also laid the foundation stones for several projects including a waiting hub for pregnant women, administrative buildings, godowns and water supply projects.

The Bengal Chief Minister distributed benefits like Kanyashree, cycles under Sabuj Sathi, Kisan Credit Cards, Gatidhara, assistance to purchase agricultural equipments, Geetanjali, Swastha Sathi and other such projects.

Speaking on the occasion she said, “Development cannot be achieved only by speeches. Earlier people had to go to Kolkata for administrative work, now Nabanna comes to the districts.” She added that direct benefits of various government schemes were distributed to 1.2 lakh people today, which is a record in itself.

Highlights of her speech:

  • We give govt job to families of police personnel who are martyred in the line of duty
  • We have given jobs to 35000 youths in Maoist-infested areas of Jangalmahal. We have given jobs to Maoists who came back to mainstream
  • 2 new multi super speciality hospitals, 2 SNSUs, 6 SNCUs have been set up in Dakshin Dinajpur. We have set up CCUs and HDUs
  • We have set up 2 fair price medicine shops and fair price diagnostic centre in Dakshin Dinajpur
  • We are setting up waiting hubs for pregnant women in Dakshin Dinajpur
  • We are also monitoring private hospitals so that they provide quality healthcare to people. Healthcare is a service not business
  • We have set up two new colleges, 6 new ITIs, one new polytechnic in Dakshin Dinajpur
  • Dakshin Dinajpur is famous for its rice production. Tulaipanji rice is famous across the world
  • We have done away with khajna tax on agricultural land
  • We have given recognition to Hindi, Gurmukhi, Nepali, Ol Chiki, Urdu. We have formed committee for Rajbongshi and Kamtapuri
  • We have started Samabyathi scheme to help poor people cremate/bury their relatives with dignity

দক্ষিণ দিনাজপুরে উন্নয়নের ঢেউ

আজ দক্ষিণ দিনাজপুরের জনসভা থেকে একগুচ্ছ প্রকল্পের উদ্বোধন করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। বুনিয়াদপুরের নারায়ণপুর হাই স্কুল ময়দানে জনসভা থেকে বিভিন্ন সরকারি প্রকল্পের পরিষেবা প্রদান করেন তিনি।

তপন ব্লক হাসপাতালের নতুন আউটডোর ইউনিট, হিলি পলিটেকনিক কলেজ, কর্ম তীর্থ, সরকারি ভবন, সড়ক প্রকল্প, জল সরবরাহ প্রকল্প, অঙ্গনওয়াড়ী কেন্দ্র,  ছাত্রীআবাস, বর্জ্য ব্যবস্থাপনা প্রকল্প সহ বিভিন্ন প্রকল্পের উদ্বোধন করেন মুখ্যমন্ত্রী।

গর্ভবতী মহিলাদের ওয়েটিং রুম, মডেল স্কুল, বিদ্যুৎ কেন্দ্র, বর্জ্য ব্যবস্থাপনা প্রকল্প, অঙ্গনওয়াড়ী কেন্দ্র,  সরকারি ভবন, গোডাউন, জল সরবরাহ প্রকল্প সহ বিভিন্ন প্রকল্পের ভিত্তি প্রস্তর স্থাপন করেন।

মুখ্যমন্ত্রী বলেন, “আগে মানুষকে সরকারী কাজের জন্য কলকাতা ছুটে যেতে হত, এখন নবান্ন আসে সব জেলায়। উন্নয়ন একদিনে হয় না, ভাষণ দিয়ে উন্নয়ন হয় না। দাঙ্গা আর হিংসা করে উন্নয়ন হয় না।”

তিনি আরও বলেন, এই জেলার ১০০% মানুষের কাছে সরকারী পরিষেবা পৌঁছে দিয়েছি আমরা। আজ দক্ষিণ দিনাজপুরের ১.২ লক্ষ মানুষের হাতে বিভিন্ন সরকারী পরিষেবা তুলে দেওয়া হল। এটা একটা রেকর্ড।

মুখ্যমন্ত্রীর বক্তব্যের কিছু অংশ:

  • পুলিশে চাকরিরত কেউ মারা গেলে তাদের পরিবারকে আমরা সরকারী চাকরি দিই
  • জঙ্গলমহলে ৩৫০০০ জনকে আমরা চাকরি দিয়েছি
  • মাওবাদীরা যাতে সমাজের মূল স্রোতে ফিরে আসে তাই তাদের কর্মসংস্থানের সুযোগ দেওয়া হচ্ছে
  • আমরা সেফ ড্রাইভ সেভ লাইফ কর্মসূচি শুরু করেছি। দ্রুত গতিতে গাড়ি চালিয়ে এক্সিডেন্ট করলে তার লাইসেন্স বাতিল করা হবে
  • ২ টি মাল্টি সুপার স্পেশালিটি হাসপাতাল, ২ টি SNSU, ৬ টি SNCU তৈরী হয়েছে এই জেলায়। CCU, HDU তৈরী হয়েছে
  • ২টি ন্যায্য মূল্যের ওষুধের দোকান ও ন্যায্য মূল্যের ডায়াগনস্টিক সেন্টার তৈরী হয়েছে এই জেলায়
  • দক্ষিণ দিনাজপুরে গর্ভবতী মহিলাদের জন্য আমরা একটি ওয়েটিং হাব তৈরী করছি
  • বেসরকারি হাসপাতালগুলিকে মানবিকভাবে পরিষেবা দিতে হবে। আমরা নতুন আইন করেছি। চিকিৎসা কোনো ব্যবসা নয়
  • ২ টি নতুন কলেজ, ৬ টি নতুন আইটিআই, একটি পলিটেকনিক কলেজ তৈরী হয়েছে এই জেলায়
  • ধান উৎপাদনের জন্য বিখ্যাত দক্ষিণ দিনাজপুর জেলা। তুলাইপঞ্জি চাল বিশ্ব বিখ্যাত
  • কৃষি জমির খাজনা মুকুব করে দিয়েছি আমরা
  • হিন্দি, গুরুমুখী, নেপালি, অল চিকি, উর্দু ভাষাকে আমরা স্বীকৃতি দিয়েছি। রাজবংশি ও কামতাপুরি ভাষার জন্য আমরা কমিটি গঠন করেছি
  • গরীব মানুষরা যাতে প্রিয়জনদের দাহ করতে পারে তাদের সাহায্যের জন্য আমরা সমব্যাথী প্রকল্প চালু করেছি

The State’s Agriculture Department, in collaboration with Central Potato Research Institute, is going to produce certified higher grade seeds for potato plants.

Production of potato from seeds produced in the State itself would help in reducing the price of the vegetable. Additionally, crops produced from these certified seeds would also be resistant to diseases, unlike the crops produced from the stored tubers.

The higher grade seeds would be certified as such in nationally accredited research laboratories. One laboratory is coming up at Anandapur in Purba Medinipur district, inside the premises of a State Agriculture Department potato research farm. Such laboratories would be gradually set up at the other Government-owned potato research farms of the State too.

The production of these higher grade seeds is a three-step process. The first step would be the production of breeder seeds, which would be the done during the next breeding season. An intermediate stage seed would be produced the season after that, and finally, during the third season, the certified seed.

The State Government has plans to produce one-third of the required amount of potato seeds during the first stage.

Bengal is the second highest producer of potatoes in the country.

 

রাজ্যেই উন্নত মানের আলু বীজ উৎপাদনের উদ্যোগ

রাজ্যেই উন্নতমানের সার্টিফায়েড আলুর বীজ উৎপাদনের প্রক্রিয়া শুরু করতে চলেছে রাজ্য কৃষি দপ্তর।

রাজ্যে আলুর বীজ উৎপাদন হলে দামও কিছুটা কমবে। এছাড়া, সার্টিফায়েড বীজ ব্যবহার করলে আলু গাছের রোগে আক্রান্ত হওয়ার আশঙ্কাও কমে যাবে।

পূর্ব মেদিনীপুরের আনন্দপুরে কৃষি দপ্তরের খামারে রয়েছে আলু গবেষণা কেন্দ্র। সেন্ট্রাল পটাটো রিসার্চ ইন্সটিটিউটের সঙ্গে চুক্তির পর ওই গবেষণা কেন্দ্রেই ব্রিডার সিড তৈরী করা হবে। আগামী মরশুমেই রাজ্য সরকারের গবেষণা কেন্দ্রে ব্রিডার সিড তৈরী হয়ে যাবে।

 

প্রথম দফায় রাজ্যের এক তৃতীয়াংশ আলু চাষে প্রয়োজনীয় সার্টিফায়েড বীজ উৎপাদনের পরিকল্পনা রয়েছে রাজ্য সরকারের।

আলু উৎপাদনের নিরিখে দেশের মধ্যে বাংলার স্থান দ্বিতীয়।

তিন বছরের মধ্যে কৃষকদের কাছে রাজ্যে উৎপাদিত সার্টিফায়েড আলুর বীজ পৌঁছে যাবে। আগামী মরশুমেই রাজ্য সরকারের গবেষণা কেন্দ্রে ব্রিডার সিড তৈরী হয়ে যাবে। তারপর আরও দুটি পর্যায়ের শেষে তৈরী হবে চাষযোগ্য আলুর বীজ।

Eco Park, or Prakriti Tirtha, in New Town, Kolkata has crossed another milestone by getting highlighted by World Urban Parks, a Wellington, New Zealand-based international organisation dedicated to sharing knowledge and providing a platform for people and organisations engaged in green cities, open spaces and related activities.

The ecological garden is the only urban park in the country that has been accommodated in the World Parks Week 2017 event, being held from April 29 to May 7 across the globe.

The organisation has mentioned that “Eco Park is a large urban park in India” on its official Facebook page.

World Urban Parks champions urban park outcomes for city liveability, conservation and access. It provides networking services by connecting and supporting diverse countries across urban parks, open space and recreation communities, and allied sectors.

At Eco Park, the World Parks Week celebrations were inaugurated on Saturday, April 29, with an angling completion that received overwhelming success.

All through the nine days of World Parks Week, various events have been lined up.

The events already held are a kayaking race on April 30 and a photography competition on May 1.

Today, that is, on May 2, a paddle boat competition is going to be held. From May 3 to May 7, the events to be held are sit-and-draw competition, slow cycling competition, segway tour, speed skating competition, and a speed cycling competition and a cultural programme, respectively.

There are prizes for the best competitors.

Eco Park stands on 480 acres of land and contains a large water body as well. It was inaugurated by Chief Minister Mamata Banerjee in January 2013, who renamed it Prakriti Tirtha. It was declared the first-of-its-kind ecological garden in eastern India.

Since then, it has recorded a footfall of over 75 lakh, and has become a favourite weekend destination for people from Kolkata and its suburbs.

কংক্রিটের জঙ্গলে হারিয়ে যাচ্ছে সবুজ। মাথা তুলছে বড় বড় ইমারত। শহর কলকাতাকে ঘিরে ফেলছে ইট-কাঠ-পাথরের দঙ্গল। অক্সিজেনের খোঁজে হন্যে শহুরে জীবন। তার মাঝেই একফালি জল-জঙ্গলের আস্তানা। সুস্থ নিঃশ্বাসের দমকা হাওয়া। ইকো ট্যুরিজম পার্ক।

আন্তর্জাতিক আঙিনায় পা রাখল কল্লোলিনী তিলোত্তমার সাধের সবুজ। বিশ্ব পার্ক মানচিত্রে স্থান করে নিল ইকো ট্যুরিজম পার্ক। ভারত থেকে একমাত্র পার্ক। অনন্য স্বীকৃতি। জাপান, চিন, ব্রিটেনের অনন্যসুন্দরের মাঝে অনাসায়ে পা ফেলছে ইকো ট্যুরিজম পার্ক।
আল্পস আজুমিনো পার্ক, মুসাশি কুর্য পার্ক, কোনানের ফ্লাওয়ার পার্ক, সিলেসিয়া পার্ক, মিচিনকু পার্ক, টাকিনো সুজুরান হিলসাইড পার্ক- বিশ্বের সেরা এই শহুরে পার্কগুলির সঙ্গে একই সারিতে জায়গা করে নিল ইকো ট্যুরিজম পার্ক। ২৯ এপ্রিল থেকে ৭ মে। বিশ্ব পার্ক সপ্তাহ। বিশ্বের সেরা পার্কগুলির সঙ্গে সেলিব্রেশনে মেতেছে ইকো পার্কও। একঝাঁক প্রতিযোগিতা। ছুটির রবিবারে ঝড় উঠল ইকো পার্কের জলে। কায়াকিং প্রতিযোগিতায় মেতে উঠল কলকাতা। দুনিয়ার সেরা পার্কের তালিকায় জায়গা করে নেওয়াটা কি চাট্টিখানি কথা। খুশিতে তো ভাসবেই কলকাতা। মাতবেই সাত থেকে সত্তর।

The Bengal Government has decided to bring 16 lakh more beneficiaries under the Khadya Sathi Scheme, under which rice is made available rice at Rs 2 per kg per month.

Under the scheme, run by the Food and Supplies Department, these 16 lakh people would get 5 kg of rice each every month. So, for example, if a family has five members, it would get 25 kg of rice per month.

The 16 lakh new beneficiaries are from within the BPL category.

The State Government will now be spending Rs 4,500 crore for the entire scheme now.

Chief Minister Mamata Banerjee had initiated the Khadya Sathi food security scheme to provide rice and wheat at Rs 2 per kg to around seven crore people, which is almost 90 per cent of the State’s population. It had initially aimed to ensure that 70 lakh people in the State get food and cereals at half the market price while over seven crore people get 5 kg of food grain every month at Rs 2 per kg.

Now, the State is trying to extend the benefits of this scheme to more and more people.

 

খাদ্য সাথী প্রকল্পে উপকৃত হবেন আরও ১৬ লক্ষ মানুষ

রাজ্য সরকারের খাদ্য সাথী প্রকল্পে আরও ১৬ লক্ষ মানুষ পেতে চলেছেন ২ টাকা কিলো দরে চাল।

খাদ্য সরবরাহ দপ্তর পরিকল্পনা নিয়েছেন এই প্রকল্পের আওতায় অন্তর্ভুক্ত প্রতি পরিবারের প্রত্যেক সদস্যকে মাসে ৫ কিলো করে চাল দেওয়ার। তারা অর্থ দপ্তরে নথিপত্র ইতিমধ্যেই পাঠিয়ে দিয়েছে খাদ্য সাথী প্রকল্পে এই নতুন অন্তর্ভুক্তি সংক্রান্ত।

অর্থ দপ্তরও তাদের সম্মতি জানিয়েছে এই কাজের জন্য প্রয়োজনীয় অর্থ প্রদানের। এই প্রকল্পের জন্য রাজ্য সরকারের খরচ হবে ৪,৫০০ কোটি টাকা। এই প্রকল্প শুরুর আগেই খাদ্য সরবরাহ দপ্তর সব জেলার জেলা শাসকদের এই প্রকল্পের অন্তর্ভুক্ত মানুষদের তালিকা তৈরির নির্দেশ দিয়েছিল।

ক্ষমতায় আসার পরেই মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় খাদ্য ও সরবরাহ দপ্তরকে নির্দেশ দেন রাজ্যের ৭ কোটি মানুষকে ২ টাকা কিলো দরে চাল ও গম সরবরাহ করার।খাদ্য সাথী প্রকল্প পেয়েছে অভূতপূর্ব সাফল্য পেয়েছে।

মমতা বন্দ্যোপাধ্যায়ের সরকারের আমলে জনবন্টন পদ্ধতি পেয়েছে এক নতুন মাত্রা। এই মুহূর্তে রাজ্যের প্রায় ৯০ শতাংশ মানুষ এই প্রকল্পের আওতায় অন্তর্ভুক্ত। এবার রাজ্য পদক্ষেপ নিয়েছে আরও ১৬ লক্ষ মানুষকে এই প্রকল্পের আওতায় নিয়ে আসার।

খাদ্য সরবরাহ দপ্তরের এক উচ্চ আধিকারিকের বক্তব্য অনুযায়ী, এই নতুন প্রকল্প এ বছরের মে মাস থেকেই শুরু হওয়ার কথা। ১৬ লক্ষ রেশন কার্ড প্রাপকরা এই প্রকল্পে উপকৃত হবেন। এই মুহূর্তে দপ্তরের কাছে নতুন প্রকল্পের জন্য পর্যাপ্ত চাল মজুদ আছে।

On April 30, 2015, Bengal Chief Minister Mamata Banerjee declared, at a function in Krishnanagar, Nadia as India’s first open defecation-free (ODF) district. Henceforth, April 30 has been celebrated as Nirmal Bangla Dibas in Bengal.

This was the first milestone of Mission Nirmal Bangla, meant to make Bengal open defecation-free in order to make for a cleanlier environment and consequently, a healthier life.

For Nadia to achieve ODF status, the district administration, under the aegis of the State Government, had adopted a programme called ‘Sabar Souchagar’ (Toilets for All). This initiative of the State Government achieved international recognition when it was selected as the first place winner for the 2015 United Nations Public Service Award in the category of ‘Improving the Delivery of Public Services’.

Since then, a total of five districts of Bengal have achieved the ODF status – Nadia, Hooghly, North 24 Parganas, Purba Medinipur and Cooch Behar.

Two more are going to be declared as ODF districts soon – South 24 Parganas and Bardhaman.

Mission Nirmal Bangla has truly been leading the way for India. Among the first four districts in India to be declared as ODF districts, three were from Bengal. With Chief Minister Mamata Banerjee at the helm of affairs, Bengal is achieving distinctions galore.

The Bengal Government under Chief Minister Mamata Banerjee has been placing a lot of effort on achieving an open defecation-free (ODF) status for Bengal.

Till financial year 2016-17, Bengal has achieved almost 90 per cent (89.63%) of its ODF target, which is the second highest in the country, constructing 1,35,94,762 toilets. Not just that, of the number of toilets constructed, almost 12 per cent (11.8%) have been constructed in Bengal alone, which is also the second highest in the country.

Data from the Union Ministry of Drinking Water and Sanitation shows that 52,03,490 toilets for family dwellings, which is almost 40 per cent (38.28%) of the number of toilets constructed since 1999, were built during the four financial years from 2013-14 to 2016-17 – that is, from the time Mission Nirmal Bangla was adopted on November 19, 2013 (celebrated as World Toilet Day) by the Chief Minister Mamata Banerjee-led Trinamool Congress Government.

Not just that, this 52.03 lakh achieved during these four financial years has made Bengal the number one in the number of toilet units constructed for family dwellings (considering separately, number one during 2013-14 and 2014-15 and number two during 2015-16 and for 2016-17).

Nadia district has been the flag-bearer of the open defecation-free (ODF) movement, becoming, on April 30, 2015, the first district in the country to get the ODF status. Among the first four districts of the country be declared ODF, three were from Bengal.

A Japanese restaurant will be launched at the Japanese Forest that has come up at Eco Park today. The Japanese garden is the only-of-its-kind in eastern India. The restaurant is the first-of-its kind in New Town and adds to the few Japanese restaurants in the city. Mouth-watering sushi will be served to the guests.

Eco Park, renamed as Prakriti Tirtha by Chief Minister Mamata Banerjee which has already become a major tourist attraction with the footfall crossing 75 lakh since its opening in January 2013, is also gaining popularity among the foodies in the city who love the cuisine served at Café Ekante and the house boat restaurant.

The Japanese Garden, which is one of the 500 such gardens outside Japan, has a wish pond and a pagoda along with an area where people meditate. Japanese experts had visited the garden before its inauguration and appreciated the venture.

The Japanese Garden had been constructed keeping in mind the ambience so that the people could have a taste of Japan. Now, replicas of seven wonders of the world are being constructed at Eco Park.

আজ নিউটাউনে ইকো পার্কার জাপানী গার্ডেনে উদ্বোধন হতে চলেছে জাপানী রেস্তরাঁর । এই ধরনের বাগান পূর্ব ভারতে এই প্রথম তৈরী হয়েছে। এই শহরে গুটিকয় জাপানী রেস্তরাঁর সঙ্গে নিউটাউনের এই রেস্তরাঁটিও যুক্ত হল। জিভে জল আনা সুসি পাওয়া যাবে এখানে।

২০১৩ সালের জানুয়ারি মাসে উদ্বোধন হয় ইকো পার্কের। এখন পর্যন্ত ৭৫ লক্ষেরও বেশী মানুষ এসেছেন এখানে; ইকো পার্ক এখন কলকাতার অন্যতম জনপ্রিয় পর্যটন কেন্দ্র। মুখ্যমন্ত্রী এর নামকরণ করেছেন প্রকৃতি তীর্থ।

এখানকার ক্যাফে একান্তে ও হাউস বোট রেস্তোরাঁ ইতিমধ্যেই ভোজনরসিক বাঙালির মন জয় করেছে।

Bengal is soon to get a Rice Museum. The State Government is building the museum at Phulia in Nadia district.

The museum, which is under construction, would store 450 varieties of rice, including the aromatic varieties (like randhuni pagal, radha tilak, kanakchur, badshah bhog and others), those on the verge of extinction as well as those newly created in the State Government’s agricultural laboratories, for example, rice with more iron content, rice beneficial for anaemic women and children, etc.

The specialised rice varieties of the Sunderbans region, which are resistant to saline soil, would also find a place in the museum.

Each variety would have detailed information about it, like data on nutritional, production, the right environment to grow it, etc.

 

 

রাজ্যে তৈরী হচ্ছে ধানের অভিনব সংগ্রহশালা

এই প্রথম বাংলায় তৈরী হচ্ছে ধানের সংগ্রহশালা (মিউজিয়াম)। নদিয়া জেলার ফুলিয়াতে তৈরী হবে রাইস মিউজিয়াম। এর জন্য ৭১ লক্ষ টাকা বরাদ্দ করেছে কৃষি দপ্তর।

বিলুপ্ত হয়ে যাওয়া প্রায় ৪৫০ প্রজাতির ধান রাখা হবে এই সংগ্রহশালাটিতে। পুরনো ও স্থানীয় ধানগুলিকে ফিরিয়ে আনতে এই পদক্ষেপ রাজ্য সরকারের। এছাড়া পরিবেশ ও জলবায়ুর সঙ্গে সামঞ্জস্য রেখে রাজ্য কৃষি গবেষণাগারগুলিতে যে নতুন প্রজাতির ধান উৎপাদন করা হচ্ছে সেগুলোও পাওয়া যাবে এই সংগ্রহশালায়।

রাঁধুনি পাগল, রাধা তিলক, কনকচূড়, বাদশাভোগের মত সুগন্ধি ধান যেমন থাকবে তেমনই থাকবে সদ্য তৈরী গোসাবা – ১ নতুন প্রজাতির ধান। সুন্দরবন অঞ্চলের উৎকৃষ্ট মানের এই ধানের সংগ্রহও জায়গা পাবে এই সংগ্রহশালায়।

কৃষি দপ্তরের এক আধিকারিক জানান, সংগ্রহশালায় প্রত্যেক প্রজাতির ধানের খাদ্যগুণ, উৎপত্তি, কোন জলবায়ুতে উৎপাদন বেশি হতে পারে, কিভাবে এইসব প্রসিদ্ধ চালের গুনমান ভালো করা যায়, কিভাবে ধানের বীজ সংরক্ষণ করা হয়, কিভাবে উৎপাদনশীলতা বাড়ানো যায় এই সংক্রান্ত গবেষণালব্ধ বর্ণনাও থাকবে এই সংগ্রহশালায়।

কিছু প্রজাতির চাল আছে যাতে লোহার উপাদান বেশি। মহিলা ও শিশুদের মধ্যে যারা রক্তাল্পতায় ভুগছে তাদের জন্য এই চাল খুব উপকারী। এইসব চালও থাকবে সংগ্রহশালায়।

The Trinamool Congress-run Kolkata Municipal Corporation (KMC) is soon going to light up 16 parks with environment-friendly solar energy.

In the first phase, 10 parks are going to be lit up with solar lights: Deshbandhu Park, Maddox Square, Jatin Das Park, Sukumar Ray Udyan, Mohammed Ali Park, Santosh Mitra Square, College Square, Mohini Kunja Park in Behala and at a park each in Patuli and Sarsuna.

The use of solar energy for lighting up the parks would result in a saving on electricity from 80 to 85 per cent. Energy-saving 130 watt LED lamps are going to be set up in the parks.

The Bengal Government has sanctioned Rs 52 crore for the first 10 solar parks, the work for which is going to be completed within three months.

 

 

শহরের ১৬টি পার্কে বিদ্যুতের গ্রিড বসাবে পৌরসভা

 

সৌরবিদ্যুৎ ব্যাবহার করে বিদ্যুৎের বিল কমানোর নজির গড়ল পুরসভা। সৌরবিদ্যুৎ ব্যাবহার করে দেশপ্রিয় পার্কে বিদ্যুৎের বিল প্রায় ছয়গুন কমালো পুরসভা। সাশ্রয়ের পথ দেখায় সৌরবিদ্যুৎ চালিত আলোকসজ্জা।

দেশপ্রিয় পার্কের সাশ্রয় দেখে আরও ১৬টি পার্ক চিহ্নিত করেন পুর আধিকারিকরা, যেখানে সৌরবিদ্যুৎ চালিত গ্রিড লাগানো হবে। শুধু সাশ্রয়ই নয়, পার্কে পর্যাপ্ত আলোকসজ্জা প্রয়োজন বলে জানিয়েছেন বহু ওয়ার্ডের কাউন্সিলাররা।

পুরসভার একটি কমিটি দেশবন্ধু পার্ক, ম্যাডক্স স্কোয়ার, যতীন দাস পার্ক, সুকুমার রায় উদ্যান, পাটুলি, সরশুনার একটি পার্ক, বেহালার মোহিনী কুঞ্জ পার্ক, মহম্মদ আলি পার্ক, সন্তোষ মিত্র স্কোয়ার এবং কলেজ স্কোয়ারকে চিহ্নিত করে গ্রিড বসানোর জন্য।

যে সমস্ত পার্ক সম্পূর্ণ ভাবে সৌরবিদ্যুৎ চালিত হবে, সেগুলির প্রতিটি থেকে পুরসভার গড়ে প্রায় ৮০-৮৫% বিদ্যুৎ খরচে সাশ্রয় হবে। রাজ্য সরকার প্রায় ৫২ কোটি টাকা মঞ্জুর করেছে প্রথম ধাপে এই ১০টি পার্কে কাজ সম্পূর্ণ করতে।

Bengal Chief Minister Mamata Banerjee’s dream project of introducing Group Health Insurance Scheme to cover around 3 crore population and issuing Swasthya Sathi cards to the beneficiaries for availing the services is expected to be completed within this month.

Around 93 percent of the work has already been completed as 40 lakh families across the state have already been given the Swasthya Sathi Card as a result of which, more than 2 crore people are already getting the benefits of the health insurance scheme.

The Health department officials believe that the remaining 5 lakh families will soon be covered under the scheme. A total of 3 crore population or 45 lakh families would be included in the scheme as the Chief Minister had announced in February 2016. She announced that people working in self help groups, ICDS workers, ASHA workers, civic volunteers, civil defence volunteers and various other workers would be covered under the health insurance scheme.

Under the Swasthya Sathi scheme, the state government provides basic health coverage for secondary and tertiary care up to Rs 1.5 lakh per annum to each worker. In case of critical illnesses and surgeries like cancer, neurosurgeries, cardiothoracic surgeries, liver diseases and blood disorders, the patients are entitled to get up to Rs 5 lakh for each patient or their family members. All pre-existing diseases are covered under this scheme. The state government will bear the entire premium and the beneficiaries need not contribute to avail the benefit.

The Swasthya Sathi cards will have detail information about the beneficiaries and their names. Distribution of smart cards was started in December last year when the Chief Minister handed over Swasthy Sathi Crards to 20 beneficiaries. It was learnt, that there will be no cap on the family size and parents of both the spouses will be covered. All newborns will be covered whereas all pre-existing diseases will be covered from day one.

The state government has decided to give health insurances to people. The state government has already tied up with 700 hospitals both public and private which are brought under the coverage of health scheme. After seeing the success of the Bengal’s Group Health Insurance Scheme, the Centre is trying to introduce the National Health Protection Scheme (NHPS) to provide better healthcare facilities to people.

 

চলতি মাসেই শেষ হবে মুখ্যমন্ত্রীর স্বপ্নের ‘স্বাস্থ্য সাথী’ প্রকল্পের কাজ

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের স্বপ্নের স্বাস্থ্য বিমা প্রকল্প ‘স্বাস্থ্য সাথী’। প্রায় ৩ কোটি মানুষ এই প্রকল্পের অধীনে উপকৃত হবেন। এই প্রকল্পের আওতার সকল উপভোক্তাদের স্বাস্থ্য সাথী কার্ড প্রদান করা হবে যার মাধ্যমে তাঁরা সকল পরিষেবা গ্রহণ করতে পারবেন, সেই প্রক্রিয়াও এমাসের মধ্যে শেষ হয়ে যাবে।

ইতিমধ্যেই ৯৩% কাজ সম্পূর্ণ হয়ে গেছে, রাজ্যের প্রায় ৪০ লক্ষ পরিবারকে ইতিমধ্যেই স্বাস্থ সাথী কার্ড দেওয়া হয়েছে। ২ কোটিরও বেশি মানুষ এই স্বাস্থ্য বীমা প্রকল্পের আওতায় বিভিন্ন সুযোগ সুবিধা পাচ্ছেন।

স্বাস্থ্য দপ্তরের আধিকারিকরা মনে করছেন বাকি ৫ লক্ষ মানুষকেও এই প্রকল্পের আওতায় খুব শীঘ্রই আনতে পারা যাবে। ২০১৬ সালের ফেব্রুয়ারি মাসে মুখ্যমন্ত্রীর ঘোষণা অনুসারে ৪৫ লক্ষ পরিবার বা তিন কোটি মানুষ এই প্রকল্পের আওতায় আসবেন। তিনি ঘোষণা করেন স্বনির্ভর গোষ্ঠীর কর্মী, ICDS কর্মী, আশা কর্মী, সিভিক ভলেন্টিয়ার, ও অন্যান্য কর্মীরা সকলেই এই স্বাস্থ্য বীমা প্রকল্পের সুবিধা পাবেন।

স্বাস্থ্যসাথী প্রকল্প

বছরে মোট সাড়ে ছয় লাখ টাকা পর্যন্ত স্বাস্থ্য বিমার সুবিধা থাকছে স্বাস্থ্যসাথী প্রকল্পে। আর এই বিমার আওতায় আসছে রাজ্যের সমস্ত সরকারি হাসপাতাল ও তার বড় বড় সরকারি ক্লিনিক। রাজ্য সরকারের যে সমস্ত চুক্তি ভিত্তিক কর্মীরা আছে তাদেরও এই স্বাস্থ্য বিমার আওতায় আনা হয়েছে। এর ফলে এই স্বাস্থ্য বিমার সুবিধা সুবিধা পাবেন স্বাস্থ্য দপ্তরের আশা কর্মী, অঙ্গনওয়ারি কর্মী, সিভিক পুলিশ, ভিলেজ পুলিশ, বিপর্যয় মোকাবিলা বিভাগ, হোমগার্ড, অর্থদপ্তরের চুক্তিবদ্ধ কর্মী, গ্রিন পুলিশ, সিভিল ডিফেন্স, NVF, ICDS,পৌরসভার অন্তর্গত স্বনির্ভর গোষ্ঠী, অসংগঠিত শ্রমিক সহ আরও অনেক বিভাগের কর্মীরা।প্রতি বছর দেড় লাখ টাকা পর্যন্ত বিনামূল্যে সরকারি হাসপাতালে চিকিৎসা মিলবে। অন্যদিকে ক্যান্সার, নিউরো সার্জারি, হৃদরোগজনিত অস্ত্রোপচার, লিভার সংক্রান্ত অসুখ এবং রক্তের সমস্যার চিকিৎসার জন্য এই প্রকল্পে ৫ লাখ টাকা পর্যন্ত সাহায্য পাওয়া যাবে। রাজ্য সরকার সমস্ত প্রিমিয়াম দেবে।

স্বাস্থ্যসাথী কার্ড

স্বাস্থ্যসাথী বিমার অন্তর্গতদের দেওয়া হবে ‘স্বাস্থ্যসাথী কার্ড’। এই কার্ডে ব্যক্তির নাম সহ সমস্ত বিস্তারিত তথ্য থাকবে। গত বছর ডিসেম্বর মাসে মুখ্যমন্ত্রী ২০ জনের হাতে তুলে দিয়েছেন এই স্বাস্থ্য সাথী কার্ড, তারপর থেকেই এই কার্ড দেওয়ার প্রক্রিয়া চালু হয়ে গেছে। এই কার্ডের মাধ্যমে ব্যক্তির পরিবারের সমস্ত সদস্যরাই এই পরিষেবা পাবেন।  সদ্যোজাত শিশুরাও এই বীমার সুবিধা পাবেন, আগের কোনও রোগ থাকলে সেটির চিকিৎসাও এই বীমার মাধ্যমে হবে।

রাজ্য সরকার সাধারন মানুষকেও স্বাস্থ্য বীমার আওতায় আনার সিদ্ধান্ত নিয়েছেন। ইতিমধ্যেই ৭০০ সরকারী ও বেসরকারী হাসপাতালকে এই প্রকল্পের আওতায় আনা হয়েছে। রাজ্যে জন স্বাস্থ্য বীমা প্রকল্পের অভূতপূর্ব সাফল্য দেখার পর কেন্দ্র সরকারও সিদ্ধান্ত নিয়েছে জনগণের জন্য জাতীয় স্বাস্থ্য বীমা প্রকল্প শুরু করার।
