To boost the production of eggs in the state, the Bengal Government has decided to start incentive schemes for rearing chicken and ducks, including an one-time subsidy of up to Rs 8 lakh.

Bengal currently has a production of 1.7 crore eggs per day. The State Government is eager to become self-sufficient in egg production, and hence the special incentives have been decided upon at a recent meeting.

These incentives would also enable the creation of employment opportunities.

For those setting up poultry farms, a large part of the amount spent on electricity and land registration would be given back in the form of incentives. Additionally, for every 10,000 chickens and/or ducks that are raised in a farm, a subsidy of Rs 8 lakh would be provided.

 

 

হাঁস-মুরগি পালনে লগ্নি করলে ভর্তুকি

হাঁস-মুরগি পালন বা পোলট্রি শিল্পের জন্য বিশেষ উৎসাহ প্রকল্প (ইনসেন্টিভ স্কিম) ঘোষণা করল রাজ্য সরকার।

রাজ্যে প্রতিদিন প্রায় ১.৭ কোটি ডিম উৎপন্ন হয়। কিন্তু চাহিদা ২.৬ কোটির মতো। চাহিদা মেটাতে ভিন্‌ রাজ্য থেকে প্রতিদিন প্রায় এক লক্ষ ডিম আমদানি করতে হয়। উৎসাহ প্রকল্প চালু করে যদি বেকারদের এই শিল্পে আনা যায়, তাতে ডিমের চাহিদা মেটানো যাবে, আবার কর্মসংস্থানও হবে।

ডিম উৎপাদনের জন্য পোলট্রি ফার্ম তৈরি করলে বিদ্যুতের বিল এবং জমি রেজিস্ট্রেশন বাবদ খরচের একটি বড় অংশ ভর্তুকি হিসেবে পাবেন ব্যবসায়ী। এ ছাড়াও প্রতি ১০ হাজার মুরগি বা হাঁস পালনে ফার্ম-পিছু এককালীন আট লক্ষ টাকা ভর্তুকি দেবে সরকার।

The Bengal Public Works Department (PWD) has decided to create a set of rules for collecting tax against the commercial hoardings set up along roads under its control. This is a big step towards increasing the income of the department.

Under the PWD’s control are 4,000 km of State Highways (numbering 18 highways), 8,000 km of roads spread across all the districts and 6,000 km of rural roads. The PWD is also responsible for the maintenance of the 3,000 km of National Highways crisscrossing the state.

In the first phase, tax would be charged for hoardings along the State Highways.

Currently, advertising agencies putting up the hoardings have to pay only a minimal fee for the hoardings to the local civic body or panchayat. The new rule would enable the department to collect an annual tax in lieu of the hoardings.

A meeting held at the state secretariat, Nabanna involving senior officials of the PWD on August 28 set the ball rolling for taking this plan to fruition.

First, a detailed report on the hoardings beside the highways in the state would be sent to the State Government. The report would also enable the administration to identify the illegal hoardings.

After the report is submitted, tenders would be called from agencies for putting up hoardings. The whole process of setting up the rules would be over by September, after which the tax collection would begin.

 

 

এবার সড়কের ধারের বাণিজ্যিক হোর্ডিং থেকে কর নেবে পূর্ত দপ্তর

 

 

নিজেদের নিয়ন্ত্রণে থাকা সড়কের ধারে থাকা বানিকঝিক হোডিং থেকে এবার কর আদায় করবে পূর্ত দপ্তর।  মূলত দপ্তরের আয়  বাড়ানোর লক্ষ্যেই এই সিদ্ধাথ নেওয়া হয়েছে। তাদের নিয়ন্ত্রণে এই মুহূর্তে ১৮ টি  রাজ্য সড়ক ছড়িয়ে ছিটিয়ে রয়েছে বিভিন্ন জেলার প্রায় ৮০০০ কিলোমিটার গ্রামীণ সড়ক।  

পাশাপাশি এ রাজ্যে প্রায় ৩০০০ কিলোমিটার জাতীয় সড়কের দেখভাল করে পূর্ত দপ্তর। প্রথম পর্যায়ে আপাতত রাজ্যসড়কের ধারে  থাকা বানিকজিক হোডিং থেকেই কর আদায় করার পরিকল্পনা নিয়েছে পূর্ত দফ্তর। এতদিন পূর্ত দপ্তর  এবং পূর্ত (সড়ক) দপ্প্তরের   নিয়ন্ত্রণে থাকা সড়কগুলির ধারে যে সমস্ত বানিকজিক হোডিং টাঙানো হত ,তার জন্য সংশ্লিষ্ট সংস্থানকে খুবই সামান্য অর্থ মেটাতে হত স্থানীয় পুরসভা কিংবা পঞ্চায়েতকে।

 

পূর্ত দপ্তরের  এই নতুন নিয়ম লাগু হলে , বিজ্ঞাপন সংস্থাগুলিকে সরকার নিধারিত হারে হোডিং বাবদ কর দিতে হবে। বানিকজিক হোডিং থেকে বছরে প্রায় ৫০ কোটি টাকা আয় করে কলকাতা পুরসভা।  অনেকটা সেই আদলেই সড়কের ধারের হোডিংয়ের নিয়ন্ত্রন  নিতে চাওয়া হচ্ছে বলে ওই সূত্রটি জানিয়েছে। গত সোমবার (২৮ আগস্ট ) নবান্নে হোডিং সংক্রান্ত একটি জরুরি বৈঠকে এই সিদ্ধান্ত নেওয়া হয়েছে।

 

দপ্তরের  নিয়ন্ত্রণে যতগুলি সড়ক রয়েছে গোটা রাজ্যে ,তার ধারে থাকা হোডিংগুলির সম্পৰ্কে দ্রুত রিপোর্ট পাঠাতে বলা হয়েছে নবান্নে। সেই হিসাব এবার মিলবে। অবৈধভাবে থাকা হোডিংয়ের বিষয়ে ও সমস্ত হিসাব আসার পরই বিজ্ঞপনদাতাদের জন্য এলাকাভিত্তিক হোডিং টাঙানোর বিষয়ে টেন্ডার ডাকা হবে। আগামী সেপ্টেম্বর মাসের মধ্যেই গোটা প্রক্রিয়া শেষ করে হোডিং থেকে কর আদায় চালু করবে পূর্ত দপ্তররের ।

A census for tigers and other animals across Bengal will begin this November, to be conducted by the West Bengal Forest Department.

The department recently concluded its elephant census, whose report concluded that there are 490 of the pachyderms in the northern region of the state and 200 in the southern region. Counting of both elephants and tigers is carried out every four years, while for other animals it is done once in two years in the state.

The reason for this census is that the Forest Department believes that there are more tigers and other animals like deer (naturally, since they form the primary prey base of the tiger) than that enumerated under the protocols set up by the Centre.

This programme has been developed by the Forest Department with the help of the Global Tiger Forum and the National Tiger Conservation Authority.
 

রাজ্য সরকারের উদ্যোগে বাঘের শুমারি শুরু হবে নভেম্বরে

 

রাজ্য সরকারের বন দপ্তরের উদ্যোগে আগামী নভেম্বর মাস থেকে রাজ্য জুড়ে বাঘ ও অন্যান্য প্রাণীর গণনা শুরু করা হবে।

এই দপ্তর সদ্য হাতির গণনা সম্পন্ন করেছে। রিপোর্টে দেখা গেছে উত্তরবঙ্গে হাতির সংখ্যা ৪৯০ ও দক্ষিণবঙ্গে হাতির সংখ্যা ২০০। প্রতি চার বছরে হাতি ও বাঘের গণনা করা হয়। অন্যান্য প্রাণীদের গণনা করা হয় প্রতি দুই বছরে।

রাজ্য সরকার এই গণনাটি করবে গ্লোবাল টাইগার ফোরাম ও ন্যাশানাল টাইগার কন্সারভেশন অথরিটি’র সহযোগিতায়।

The Bengal Government is setting up a state-of-the-art laboratory for testing the quality of foodgrains. This would be the largest such library in eastern India. It would be located at Khadya Bhavan in Kolkata.

Testing instruments would be imported for this laboratory. Qualities of all types of foodgrains and foodgrain-derived foods, including rice, wheat, flour, refined flour and others, can be tested here.

Bengal has stacked up a lot of achievements in the last six years, during the period of the Chief Minister Mamata Banerjee-led Trinamool Congress Government.

Some of the principal achievements are:

Of the state’s total population, 90.6 per cent have been brought under the Khadya Sathi Scheme of 5 kg of rice per month at Rs 2 per kg. Currently, 8.66 crore people benefit from this scheme.

From financial year 2014-15 onwards, it has been decided to provide free services to 4,000 children and their mothers suffering from severe malnutrition, as a part of which they are given 5 kg rice, 2.5 kg wheat, 1 kg masoor dal and 1 kg chana dal per month).

For the 2016-17 kharif season, the money farmers got from the State Government from selling their crops was directly transferred to their bank accounts through NEFT.

The storage capacity of foodgrains in the state has been massively increased, from 61,000 metric tonnes in 2011 to 5.99 lakh metric tonnes till May 2017.

The Non-Plan Expenditure with respect to the public distribution system (PDS) for 2011-12 was Rs 33 crore, which has increased to Rs 270.3 crore for 2017-18, an increase of 800 per cent.

The profit of the State Warehousing Corporation during 2011-12 was Rs 3.58 crore, which increased to Rs 37.41 crore during 2016-17, which is an increase by more than 10 times.

খাদ্যশস্যের গুণগত মান পরীক্ষার জন্য অত্যাধুনিক ল্যাবরেটরি

 

খাদ্যশস্যের গুণমান পরীক্ষার জন্য অত্যাধুনিক ল্যাবরেটরি হচ্ছে রাজ্যে। এটি হবে পূর্বাঞ্চলের মধ্যে এটি সব থেকে বড় ল্যাবরেটরি। নতুন খাদ্যভবনে এই ল্যাবরেটরির জন্য জায়গা রাখা হয়েছে।

অত্যাধুনিক এই ল্যাবরেটরির জন্য প্রয়োজনে বিদেশ থেকে যন্ত্রপাতি আনা হবে। এখানে চাল, গম, আটা-ময়দা সহ বিভিন্ন খাদ্যশস্যের গুণগত মান পরীক্ষা করা হবে।

গত ৬ বছরে খাদ্য ও সরবরাহ দপ্তর অনেক সাফল্য অর্জন করেছে। এর মধ্যে উল্লেখযোগ্য হলঃ

•খাদ্য সাথী প্রকল্পের আওতায় ৯০.৬% উপভোক্তাকে ২ টাকা কিলো দরে ৫ কিলো খাদ্যশস্য সরবরাহ করা হয়। বর্তমানে প্রায় ৮.৬৬ কোটি মানুষকে এই প্রকল্পের আওতায় আনা হয়েছে।

• ২০১৪-১৫ সাল থেকে প্রায় ৪০০০ তীব্র অপুষ্টির শিকার শিসু ও তাদের মায়েদের বিনামূল্যে পুষ্টিগত সহায়তা (প্রতি মাসে ৫ কিলো চাল, ২.৫ কিলো গম, ১ কিলো মুসুর ডাল ও ১ কিলো ছোলার ডাল)দেওয়ার উদ্যোগ নেওয়া হয়েছে।

• ২০১৬-১৭ খারিফ মরশুমে নেফটের মাধ্যমে কৃষকদের ব্যাঙ্ক অ্যাকাউন্টে বিক্রয়মূল্য সরাসরি প্রদানের ব্যবস্থা করা হয়েছে।

• মজুত ক্ষমতার সম্প্রসারনঃ ২০১১ সালের মে মাসে মজুত ক্ষমতা ছিল ৬২০০০ মেট্রিক টন। ২০১৭ সালের মে মাসে এই মজুত ক্ষমতা বেড়ে হয়েছে ৫.৯৯ লক্ষ মেট্রিক টন।

• পরিকল্পনা খাতে ব্যয় বৃদ্ধিঃ ২০১১-১২ সালে গণ বণ্টন ব্যবস্থার জন্য পরিকল্পনাধীন ব্যয়ের মোট পরিমাণ ছিল ৩৩ কোটি টাকা, ২০১৭-১৮ সালে ঐ পরিমাণ বেড়ে হয়েছে ২৭০.৩ কোটি টাকা। বৃদ্ধির এই পরিমাণ ৮০০% এর ও বেশি।

• ২০১১-১২ সালে পশ্চিমবঙ্গ পণ্যাগার নিগমের লাভের পরিমাণ ছিল ৩.৫৮ কোটি টাকা, ২০১৬-১৭ সালে এই লাভের পরিমাণ প্রায় ১০ গুন বেড়ে হয়েছে ৩৭.৪১ কোটি টাকা।

Bengal Chief Minister Mamata Banerjee has urged the people of the state to maintain peace and harmony during Durga Puja and Muharram. Formally announcing that visarjan on Dashami will now be allowed up to 10 pm, but will not be allowed the next day because of Muharram, she said some persons had been deliberately twisting the festive spirit and efforts to maintain peace by spreading misinformation and mischievous aspersions.

They had tried to say that Bengal and Kolkata police were unable to manage the two occasions, and that the police in Mumbai were more efficient. But it must be remembered that no state other than Bengal holds Durga Puja on such a large scale. If Ganesh Puja immersion and Muharram happened together, maintaining order would not have been easy. For the last five years, Bengal has been successfully holding immersion of Durga and Muharram together.

A few people are spreading canards and indulging in dirty politics. They take out processions carrying weapons, which is illegal. But they must realise that Bengal is different. We are a peace-loving, wise and mature people and will not give in to attempts to disrupt law and order or create tension. Those who cannot tackle us politically are resorting to CBI, ED and other agencies. They are even trying to create tension and riot-like situations. But Bengal is different. We will not yield to such attempts, the chief minister said.

Durga Puja is a festival of joy. Some have said the Government was curbing the tradition of bidding farewell to the Goddess with the smearing of vermilion. That can never be…the festive spirit cannot be curtailed. Wives can smear vermilion as much as they want on Vijaya Dashami, followed by immersion. Then, with a break of one day, immersions will again resume, culminating in the Carnival on Red Road on October 3.

The festive season starts tomorrow with Viswakarma Puja, followed two days later by Mahalaya. Let the days of Durga Puja be spent in joy; let there be no false propaganda, no spreading of hatred, she said, requesting everyone to maintain harmony, good spirits, and respect for each other.

 

 

দুর্গাপুজো ও মহরমে শান্তি শৃঙ্খলা বজায় রাখার আর্জি মুখ্যমন্ত্রীর

 

বাংলার মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় রাজ্যবাসীর কাছে দুর্গাপুজো ও মহরমে শান্তি শৃঙ্খলা বজায় রাখার আর্জি জানান। তিনি বলেন- “জনসাধারণের আবেদন মেনে দশমীর দিন সন্ধে ৬টার বদলে সময় বাড়িয়ে করা হল রাত ১০ টা । ১ তারিখ মহরম পড়েছে তাই কোনও বিসর্জন হবে না, আর আমাদের তিথি অনুযায়ী একাদশী পড়েছে, একাদশীর দিন আমরা কোনও ঘরের ঠাকুর বিসর্জন দিয়ি না, এমনকি পাড়ার গুলোও দেয় না। কেউ যদি মনে করেন বাংলার শান্তি, সংস্কৃতি কেড়ে নেবেন, তাঁদের বলতে চাই, আগুন নিয়ে খেলবেন না, আপনারাও ভালো থাকুন, ভালো ভাবে পুজো কাটান।

কেউ কেউ নোংরামি, চক্রান্ত করে বলছে মুম্বইয়ের পুলিশ দক্ষ, বাংলার পুলিশ দক্ষ নয়। বাংলার মত কোন রাজ্যে এত ব্যাপকভাবে দুর্গা পুজো হয় না। এক একটা রাজ্যের এক একটা উৎসব। মুম্বইয়ে গণেশ পুজো বড় করে পালন করা হয়। মুম্বইয়ে যদি গণপতি বিসর্জন আর মহরম একদিনে হলে ওরা সামলাতে পারত না। গত ৫ বছর ধরে আমরা পুজো ও মহরম একসাথে সামলাচ্ছি দক্ষতার সাথে।

অস্ত্র নিয়ে কোনও মিছিল করা যাবে না। অস্ত্র রাখতে গেলে লাইসেন্স লাগে। অস্ত্র নিয়ে মিছিল বেআইনি। অস্ত্র নিয়ে মিছিল করার চেষ্টা হলে সরকার কঠোর পদক্ষেপ করবে। মনে রাখতে হবে বাংলাটা একটু অন্যরকম, বাংলা- বাংলার মতো চলে, বাংলার মানুষ এসব পছন্দ করে না, বাংলার মানুষ শান্তিপ্রিয়, সচেতন নাগরিক। যারা রাজনীতিটা রাজনীতি দিয়ে করতে পারে না, তারা সিবিআই দিয়ে ইডি দিয়ে দাঙ্গা লাগিয়ে, চক্রান্ত করে, দিস ইস দেয়ার গেম প্ল্যান। দাঙ্গা সবসময় কঠোর হস্তে মোকাবিলা হবে, পুজো তেও মানুষ শান্তিতে থাকতে পারবে না? এই পলিটিক্স কেন? রাজনীতিটা রাজনীতি দিয়ে করা ভালো।

আমাদের যেমন জাতীয় উৎসব দুর্গাপুজো, তারপরে আসে লক্ষ্মী পুজো, কালী পুজো, জগদ্ধাত্রী পুজো, হিন্দুস্তানি ভাই বোনেদের ছট পুজো আসে। দুর্গাপুজো হচ্ছে আনন্দের উৎসব। দশমীর দিন, ২তারিখ, ৩তারিখ, ৪তারিখ ও বিসর্জন হবে- আর তার মধ্যে আমাদের পুজা কার্নিভাল আছে ৩ তারিখে রেড রোডে।

আগামী কালই বিশ্বকর্মা পুজো, আর তার ১ দিন পর মহালয়া। ১৮তারিখ থেকে আমারও পুজো উদ্বোধন শুরু হচ্ছে। আমি সকলকে অনুরোধ করব শান্তিপূর্ণ ভাবে পুজো কাটান এবং ‘সর্বধর্ম সমন্বয়’ রামকৃষ্ণ পরমহংসদেব যে কথা বলে গিয়েছেন, স্বামী বিবেকানন্দ যে কথা বলে গিয়েছেন, আমরা তাঁদের সকলকে মর্যাদা দিয়ে আমরা সবাই সবার মতো করে এই পুজো পালন করব, আমরা যেন কোনও প্ররোচনায় পা না দিই। মিথ্যা প্রচার করে নয়, কুৎসা নয়, আমাদের উৎসবের দিনগুলো যাতে ভালো করে কাটে,
সকলকে শারদ শুভেচ্ছা অভিনন্দন জানাচ্ছি।”

In a major push to infrastructure development in Bengal, the Trinamool Congress Government has decided to spend Rs 12,180 crore in addition to the Rs 20,155 crore allocated in this year’s budget for the purpose.

This was stated by Chief Minister Mamata Banerjee at a media interaction at the state secretariat, Nabanna yesterday. The amount, she said, would be spent for the construction of roads, bridges, flyovers, water and electrification projects, and warehouses for the storage of foodgrains in the next two to three years. A committee has been formed under the chief secretary for monitoring them.

As many as 12 flyovers will be built along with a complete overhaul of the power distribution system, bridges, flyovers and various other projects. She further said that the government had sent a proposal to the Railway Ministry for a bullet train linking Andal to Kolkata.

The government is allocating Rs 6,195 crore extra to the State Public Works Department (PWD) and an additional Rs 2,862 crore to the Urban Development and Municipal Affairs Department. Rs 850 crore will be given to West Bengal Warehouse Corporation for constructing warehouses to store foodgrain.

The projects that will be taken up by the PWD include four-laning of the Kalyani Expressway and Belgharia Expressway connectivity, Bankura-Durgapur Road and Kolkata-Basanti Road up to Ghatakpukur, and flyovers at Manicktala crossing along AJC Bose Road, over Ganesh Chandra Avenue, at New Market towards MG Road crossing and from Tartala to Jadavpur Phanri via Prince Anwar Shah Road.

Work to be undertaken by the Urban Development Department includes the construction of a giant wheel at the riverside Millenium Park in Kolkata, and trans-municipal water supply schemes for Dankuni, Uttarpara, Konnagar, Rishra, Sreerampore and Baidyabati.

In the power sector, the government is allocating as much as Rs 2,273 crore, including for three units of the Kolaghat Thermal Power Station, which will be renovated and modernised along with two units of Sagardighi and Kolaghat (Unit 1).

Bengal is developing Andal Airport in Durgapur to take a part of the load off the airport in Kolkata. The Chief Minister said that the State Government had sent a proposal to the Centre for a bullet train connecting Andal with the city. A passenger from the Andal airport can commute within 45 minutes to the city by a bullet train.

She maintained that Bengal has been marching ahead despite financial constraints. She said that development cannot take place without infrastructure. Once these projects are complete, Bengal will attain the golden era, she added.

পরিকাঠামো উন্নয়নে আরও ১২,১৮০ কোটি টাকা বরাদ্দ করল রাজ্য সরকার

 

রাজ্যে পরিকাঠামো উন্নয়নের ওপর আরও জোর দিতে অতিরিক্ত ১২ হাজার কোটি টাকা বরাদ্দ করল সরকার। শুক্রবার নবান্নে সাংবাদিক বৈঠক করে একথা ঘোষণা করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়৷ ২০১৭-১৮ অর্থবর্ষে পরিকাঠামো উন্নয়নে আরও ১২,১৮০ কোটি টাকা বরাদ্দ করল রাজ্য সরকার।
এদিন মুখ্যমন্ত্রী জানান, অন্ডাল বিমানবন্দর থেকে কলকাতা বিমানবন্দর পর্যন্ত বুলেট ট্রেন চালু করার জন্য রাজ্য সরকার একটি প্রস্তাব কেন্দ্রের কাছে পাঠিয়েছে। তিনি বলেন, “রাজ্যে পরিকাঠামো বাড়লে বিনিয়োগ বাড়বে। গত ছ’‌বছরে বাংলা অনেক এগিয়ে গেছে। ভারত সেরা থেকে বিশ্ব সেরা হয়েছে। আর্থিক সমস্যা রয়েছে। তবু রাজ্য জুড়ে খাদ্য, বিদ্যুৎ, রাস্তাঘাট, পানীয় জল–সহ সবক্ষেত্রেই আরও উন্নত পরিকাঠামো গড়ে তোলার সিদ্ধান্ত নেওয়া হয়েছে। আগামী তিন বছরে এই প্রকল্পগুলি শেষ হয়ে গেলে বাংলায় স্বর্ণযুগ আসবে”।
সড়ক প্রকল্পে উন্নয়ন:

মিলেনিয়াম পার্কে কলকাতা আই প্রকল্পের জন্য ২৯০ কোটি টাকা বরাদ্দ করা হয়েছে। এছাড়া ইএম বাইপাস থেকে নিউ টাউন পর্যন্ত এলিভেটেড ক‌রিডর,গড়িয়াহাট রোড দক্ষিণে উড়ালপুল, কল্যাণী এক্সপ্রেসওয়ের ৪২ কিলোমিটার এবং বেলঘরিয়া এক্সপ্রেসওয়ের সংযোগকারী চার কিলোমিটার রাস্তা চার লেন, কলকাতা–বাসন্তী রোডের ঘটকপুকুর পর্যন্ত ২৫ কিলোমিটার রাস্তা চার লেন করার পরিকল্পনা নেওয়া হয়েছে।

পরিকাঠামোয় অতিরিক্ত বরাদ্দঃ

আগে বরাদ্দ ছিল ২০,১৫৫.৬১ কোটি টাকা। অতিরিক্ত ১২,১৮০ কোটি টাকা বরাদ্দ করা হল।
পানীয় জল প্রকল্পঃ

জলের সমস্যার কথা মাথায় রেখে ১৩৬৮ কোটি টাকার একটি প্রকল্প নেওয়া হয়েছে। এর ফলে ডানকুনি, উত্তরপাড়া, কোন্নগর, রিষড়া, শ্রীরামপুর, বৈদ্যবাটি,চাপদানি পুরসভা এবং তার সংলগ্ন এলাকায় পানীয় জলের সমস্যা মিটবে।
বিদ্যুৎ:

বিদ্যুতের সমস্যা সমাধান করতে ২২৭৩ কোটি টাকার অতিরিক্ত বাজেট বরাদ্দ করা হয়েছে। এই প্রকল্পে সাগরদিঘি তিন এবং চার নম্বর ইউনিট, কোলাঘাটের এক নম্বর ইউনিট সংস্কার করা হবে। নিউ টাউনে উন্নত বিদ্যুৎ পরিষেবা দেওয়া হবে।

এছাড়াও বেহালা, বালুরঘাট, কোচবিহার, মালদায় ছোট ছোট বিমানবন্দরগুলি ঢেলে সাজা হচ্ছে। ইতিমধ্যে ২৬টি হেলিপ্যাডও তৈরি করা হয়েছে। খাদ্যশস্য মজুত করতে গুদাম তৈরির জন্য ৮৫০ কোটি টাকা বরাদ্দ করা হয়েছে। সমস্ত প্রকল্প শেষ হলে রাজ্যে সুবর্ণযুগ আসবে। বাড়বে বিনিয়োগ।

The Bengal Transport department has introduced the ‘Yatrik’ mobile phone app to help in the easy booking of traditional meter taxis in Kolkata. The app has been developed by the Bengal Chamber of Commerce and Industry (BCCI).

One needs to get registered after downloading the app. Once logged in, the person can type a location to get a taxi. The user will get an SMS containing the taxi number and driver’s details. The payment will be made as per the reading on the meter.

Both yellow and blue-and-white taxis can be hailed through the app. The service has been initiated with 300 taxis. Gradually, all taxis would be made available through the app.

Introduction of the app will immensely support the drivers as it will help them in getting a good business. It will also be beneficial to commuters as there will be no taxi refusal problems.

ট্যাক্সি বুকিংএ এল ‘যাত্রিক’ অ্যাপ

কলকাতার চিরাচরিত হলুদ ট্যাক্সি বা হালফিলের নীল-সাদা ট্যাক্সিকে অনলাইনে বুক করার সুবিধা করে দিল রাজ্য পরিবহণ দপ্তর। বেঙ্গল চেম্বার অফ কমার্স অ্যান্ড ইন্ডাস্ট্রির সহযোগিতায় একটি মোবাইল অ্যাপটি তৈরী করা হয়েছে। এই অ্যাপটির নাম ‘যাত্রিক’।

এই অ্যাপটির উদ্বোধন করে পরিবহণমন্ত্রী বলেন, “ট্যাক্সি সাধারণ মানুষের জন্য খুবই দরকারি। আজকের দিনে অ্যাপ নির্ভর ট্যাক্সির প্রচলন হওয়ার ফলে এই ট্যাক্সিরও প্রযুক্তিগত উন্নয়ন প্রয়োজন। আজকের এই অ্যাপটির ফলে ড্রাইভার ও পরিষেবা প্রদানকারীরা উপকৃত হবেন।”

এই অ্যাপটি ডাউনলোড করার পর ব্যবহারকারীকে রেজিস্টার করতে হবে। লগ ইন করতে ব্যবহারকারীকে নিজের অনেক তথ্য দিতে হবে। একবার লগ ইন হয়ে গেলে, ব্যবহারকারী নিজের জায়গায় ট্যাক্সি খুঁজে নিতে পারবেন।

আপাতত এই অ্যাপের আওতায় আছে নীল-সাদা ও হলুদ ট্যাক্সি মিলিয়ে মোট ৩০০ ট্যাক্সি। এর পর আরও ট্যাক্সিকে এই অ্যাপের আওতায় আনা হবে। এই অ্যাপের মাধ্যমে খুব সহজেই পাওয়া যাবে ট্যাক্সি, তাঁর পর গন্তব্যে পৌঁছে মিটার অনুযায়ী ভাড়া মিটিয়ে দিলেই হবে ও এর ফলে ট্যাক্সি ড্রাইভারদের রিফিউস করাও কমবে।

Bengal’s Finance and Industry Minister Dr Amit Mitra, addressing the annual general meeting of Bengal Chamber of Commerce and Industry (BCCI) on September 12, said that the country is still searching for ‘Acche Din’ that was promised by the Prime Minister.

He buttressed his statement by presenting statistics about the fall in gross domestic product (GDP), gross value added (GVA), bank credit growth and other parameters at the national level during the financial year 2016-17.

Attributing demonetisation as one of the main causes for the decline in different growth parameters, Dr Mitra said that the GDP growth has declined from 8 per cent in the fourth quarter of 2015-16 to 7.1 per cent in 2016-17. The GVA has also fallen from 8.7 per cent in 2015-16 to 5.6 per cent in 2016-17.

The bank credit growth has been the lowest in the last 20 years, which is a clear indication that small traders have bore the brunt of demonetisation. From 10.3 per cent in the 2015-16 fiscal, the parameter has abruptly declined to 1.7 per cent in 2016-17.

The non-performing assets (NPAs) of public sector banks have also risen to a disturbing level during the 2016-17 fiscal. During 2015-16, NPA was 5.17 per cent, while during 2016-17 it rose to 11.97 per cent.

The figure for farmers’ suicide rose from 11,772 in 2013 to 12,602 in 2016.

The minister said that economists have predicted that the GDP in the next fiscal, that is, 2017-18, will fall further and will be in the range of 6.8 to 7.3 per cent.

মঙ্গলবার এক অনুষ্ঠানে বক্তব্য রাখতে গিয়ে রাজ্যের শিল্প ও বাণিজ্য মন্ত্রী অমিত মিত্র বলেন, দেশের মানুষ এখনও প্রধানমন্ত্রীর বর্ণনা করা “আচ্ছে দিন”-এর খোঁজ করছে। তিনি ২০১৬-১৭ সালের দেশের জিডিপি, জিভিএ, ব্যাঙ্ক ক্রেডিট গ্রোথ ও অন্যান্য তথ্য দিয়ে বলেন দেশের অর্থনীতি নিম্নমুখী।

অর্থনীতির এই হালের জন্য তিনি নোটবাতিলের সিদ্ধান্তকেই মূল কারণ হিসেবে চিহ্নিত করেন। তিনি বলেন, ২০১৫-১৬ সালের চতুর্থ কোয়ার্টারের জিডিপি গ্রোথ ছিল ৮ শতাংশ যা ২০১৬-১৭তে কমে দাঁড়িয়েছে ৭.১ শতাংশে। ২০১৫-১৬ সালে জিভিএ গ্রোথ ছিল ৮.৭ শতাংশ যা ২০১৬-১৭ তে কমে দাঁড়িয়েছে ৫.৬ শতাংশে।

“ব্যাঙ্ক ক্রেডিট গ্রোথ ২০ বছরের সর্বনিম্ন স্থানে এসে পৌঁছেছে। ছোট ব্যবসায়ীরা চূড়ান্ত ক্ষতিগ্রস্ত হয়েছেন। ব্যাঙ্ক ক্রেডিট গ্রোথ ২০১৫-১৬ সালে ছিল ১০.৩ শতাংশ যা ২০১৬-১৭তে ১.৭ শতাংশে এসে দাঁড়িয়েছে” মন্ত্রী বলেন।

রাষ্ট্রায়ত্ত ব্যাঙ্কগুলির এনপিএ বেড়েছে অত্যাধিক হারে, যা ২০১৫-১৬সালে ছিল ৫.১৭ শতাংশ তা ১৬-১৭ তে বেড়ে হয়েছে ১১.৯৭ শতাংশ।

কৃষক আত্মহত্যার সংখ্যা ২০১৩ তে ছিল ১১৭৭২ টি যা ২০১৬ সালে বেড়ে হয়েছে ১২৬০২টি।

অমিত মিত্র বলেন, ২০১৭-১৮ সালে জিডিপি গ্রোথ কমে ৬.৮ থেকে ৭.৩ এর মধ্যে থাকবে। তিনি রিজার্ভ ব্যাঙ্কের পূর্ব গভর্নরকে উদ্ধৃত করে বলেন, এই সাময়িক ক্ষতিগুলো এত বিশাল আকার ধারন করেছে যে ভবিষ্যতের লাভ গুলো ঢাকা পরে যেতে পারে।

The State Government has started encouraging the use of lead-free paints for painting idols. The move has been made to save the aquatic animals in the river Hooghly and other water bodies, which get negatively affected when idols are immersed and the paints get mixed up with water.

This initiative has been taken up across Bengal. The active push by the government during this time is meant to coincide with the time when the idols to be used for Durga Puja are painted.

The State Environment Department has started distributing lead-free paints among the artisans of Kumartuli in Kolkata. All the artisans of Kumartuli will be ultimately given the new colours.

According to the Environment Minister, who distributed the first batch of these environment-friendly paints, the lead-free colours are as bright as any other colour and so the Durga idols that will be painted with these will be as bright. To convince artisans about this fact, the department has also carried out sustained campaigns.

The minister said that several steps have already been taken to make Ganga pollution-free to save the aquatic animals and that similar steps will be taken to ensure that waterbodies in the districts are saved.

 

সীসা রঙের ব্যবহারে নিষেধাজ্ঞা জারির ভাবনা রাজ্য সরকারের

সীসাযুক্ত রঙের ব্যবহারের উপর নিষেধাজ্ঞা আনার জন্য চিন্তাভাবনা শুরু করল পরিবেশ দপ্তর ও রাজ্য দূষণ নিয়ন্ত্রণ পর্ষদ। এর জন্য দূষণ নিয়ন্ত্রণ পর্ষদের চেয়ারম্যানকেও উদ্যোগী হতে নির্দেশ দিয়েছেন পরিবেশমন্ত্রী।

তিনি বলেন, ‘প্রতিমা তৈরির জন্য যে সীসা মুক্ত রঙের ব্যবহার করা হচ্ছে সে বিষয়ে যেমন সচেতনতা গড়ে তোলা হচ্ছে তেমনই আগামী ভবিষ্যতে সীসাযুক্ত রঙের ব্যবহার ও তার তৈরির ক্ষেত্রে যাতে নিষেধাজ্ঞা আনা যায় তাঁর পরিকল্পনা করা হবে। শুধু দুর্গাপুজো নয়। বিশ্বকর্মা পুজো, কালীপুজো থেকে জগদ্ধাত্রী পুজো সবেতেই জোর দেওয়া হবে এই সীসাযুক্ত রঙের ব্যবহারে।’

বেশ কয়েক বছর ধরেই সীসামুক্ত রঙের ব্যবহার নিয়ে কাজ করছে রাজ্য দূষণ নিয়ন্ত্রণ পর্ষদ। সেই মতো মৃৎশিল্পীদের নিয়েও হয়েছে একাধিক শিবির। শুধু কলকাতার নয়, চন্দননগর, শিলিগুড়ি, দুর্গাপুরের শিল্পীদেরও এই রঙের ব্যবহার নিয়ে সচেতনতা বাড়ানো হবে পুজোর আগে। মূলত গঙ্গা দূষণ রোধে এই উদ্যোগ দেওয়া হয়।

দূষণ নিয়ন্ত্রণ পর্ষদের কর্তা সীসামুক্ত রঙ্গেও যে সমান উজ্জ্বলতা পাওয়া যায় তা প্রমাণ করে দিয়েছে। এটা জানাতে কলকাতা থেকে জেলায় জেলায় প্রচারও করা হচ্ছে।

The Bengal Government has decided to empower 8,000 more youths by December 31, 2017 through its Gatidhara Scheme. Thus many more among the unemployed would find a sustainable source of living.

Through the scheme, the government provides loans on easy instalment basis to enable people to buy cars, small trucks, etc. for commercial use. The State Transport Department, which runs the scheme, has set the deadline of December 31.

Gatidhara Scheme is one of the dream projects of Chief Minister Mamata Banerjee. So far, 15,700 people have benefitted out of it. This includes the 2,000 who received their sanction letters on September 13.

A target has been set to benefit 10,000 unemployed youth through the Gatidhara Scheme during the financial year 2017-18, for which Rs 94 lakh has been sanctioned. This would be the first time since the scheme was launched during the 2015-16 fiscal that 10,000 people would be benefitted.

It may be recalled that during the 2015-16 fiscal, 5,200 people were benefitted, which rose to 8,500 during the 2016-17.

Under the scheme, the State Government gives a financial assistance of Rs 1 lakh to a beneficiary to buy a vehicle. The process of the sanctioning of Rs 1 lakh starts once the road permit is given after an interview at the STA. The beneficiary usually deposits the amount as the initial payment to a bank that provides the rest of the amount as loan for the vehicle that has to be used for commercial purposes.

Moreover, the Transport Department, under the Gatidhara Scheme, has also made it possible to go for online applications to get luxury car permits from the State Transport Authority (STA), making the process of application simpler.

 

গতিধারা প্রকল্পে আরও গাড়ি নামানোর সুযোগ দিচ্ছে রাজ্য

গতিধারা প্রকল্পে বেকার যুবক-যুবতীদের গাড়ি নামানোর আরও বেশী করে সুযোগ করে দিচ্ছে রাজ্য সরকার। আরও ২০০০ বেকার যুবক-যুবতী এই স্কিমে গাড়ি নামানোর অনুমোদনপত্র পেলেন।

পরিবহণমন্ত্রী বলেন, “চেষ্টা চালানো হচ্ছে ডিসেম্বর মাসের মধ্যে ১০ হাজার বেকার যুবক যুবতীকে এই স্কিমের আওতায় স্বনির্ভর করার। আগে আবেদনকারীদের হাতে চেক দেওয়া হত। কিন্তু, এখন সরাসরি ডিলারদের কাছে আবেদনকারীর নামে টাকা চলে যাচ্ছে। এর ফলে বেকার যুবক-যুবতীরা যেমন স্বনির্ভর হচ্ছেন, তেমনই রাস্তায় গাড়ির সংখ্যাও বাড়ছে।”

সম্প্রতি একটি অ্যাপের মাধ্যমে হলুদ ও নীল-সাদা ট্যাক্সি পরিষেবার উদ্বোধন করেন পরিবহণমন্ত্রী। এই অ্যাপের মাধ্যমে বুক করা যাবে সাধারন ট্যাক্সি। পাশাপাশি টাইগার অ্যাপেও হলুদ ট্যাক্সি বুক করার সুবিধা বৃদ্ধি করা হল। এই অ্যাপ চালু হওয়ার সাধারণ যাত্রীদের হলুদ ট্যাক্সি পেতে অনেক সুবিধা হবে।
