The West Bengal Finance Minister Amit Mitra presented the 2016-17 Vote-on-Account statement today. This would be the last Budget presentation during the first term of the Trinamool Congress Government.

During the five years of the Trinamool Congress administration, led by Chief Minister Mamata Banerjee, West Bengal has taken long strides forward. West Bengal is one of the best-performing economies of India. What Trinamool Congress has done for the State in the last five years, the Left Front could not achieve even in 34 years.

Through prudent financial management, including taking many processes online, the West Bengal Government has improved revenue augmenting capacity to an extent where even the RBI and Central government has appreciated the State. The State’s model of e-governance has been awarded by the Central government. Over the years, the State has also cut down the fiscal deficit as a percentage of gross state domestic product (GDP).

Despite the huge debt burden that the State is facing, which is a result of the 34-year-misrule of the Left Front, and which load the Centre has refused to make easy, it has made commendable progress. West Bengal now has the best performance in the whole of the country, even outperforming the country’s performances on parameters like (state) gross domestic product, gross value-added growth, per capita income and increase industry.

Highlights of Dr Amit Mitra’s Vote-on-Account speech:

• Bengal’s growth rate in industry is 10.5% while that of India is 5%.

• Capital expenditure of Bengal has increased 6 times. Plan expenditure has increased 3 times.

• Bengal has set records in expenditure in social sector.

• We have increased the rural development budget 4 times.

• We have increased health budget by 3 times.

• Budget for minority development has increased by 5 times.

• The agricultural budget of Bengal has increased 3 times.

• The planned expenditure for women and child welfare has increased three-fold.

• The planned expenditure for education has increased three times.

• Even after considering inflation, the increase in budgetary allocation is unprecedented.

• More than Rs 1 lakh crore has been deducted from our treasury due to debt incurred by the Left Front.

• The Centre did not offer us any help in terms of debt moratorium.

• In the name of reorganising funding for Central schemes, the Centre has stopped giving us money for several schemes like ICDS, BRGF, police modernisation, etc.

• We have faced all the challenges and scaled new heights in development and progress.

• In agriculture and allied services, we have surpassed all records. Since 2011, we have won the Krishi Karman Award for 4 years consecutively.

• Till 2011, only 26 lakh Kisan Credit Cards (KCC) were distributed. In the last 5, years we have distributed 69 lakh KCC.

• We have set up 176 Kisan Bazaars.

•  64 cold storages have been set up for storing 8 lakh metric tonnes of food grains.

• Number of Mother’s Dairy kiosks has increased to 1509, a four-fold increase since 2006-11.

•  85,000 fishermen are getting monthly pension.

•  A research centre for hilsa has been set up in South 24-Parganas district.

• 5 lakh metric tonnes of food grains have been stored in godowns, a 64-fold increase from 2006-11.

•  The Khadya Sathi Scheme ensures food grains at Rs 2/kg for 8 crore people, an increase from the 3 crore between 2006 and 2011.

•  Subsidy on food grains was Rs 516 crore between 2006 and 11. It is Rs 6500 crore now.

• Over 1.45 lakh ponds have been dug, while our target was 50,000.

•  We have taken up Jal Tirtha Scheme for Birbhum, Bankura and Purulia districts.

• There has been a three-fold increase in the budget for the  Irrigation Department.

• 98 crore man-days have been created by our government.

• Under Indira Awas Yojana, allocation was over Rs 6,000 crore between 2006 and 2011. Now it is over Rs 11,000 crore.

• Over 11,000 km roads have been laid under PMGSY.

• Nadia has been declared an open defecation free (ODF) district. Bengal is number one among the States in India.

• 1.35 lakh houses have been built under the Gitanjali Scheme.

• Under Nija Griha Nija Bhoomi Scheme, 3 lakh pattas have been distributed between 2011 and 2015. This is a three-fold increase from 2006 to 2011.

• Over 2 lakh mutations (four-fold increase from 2006 to 2011) has been carried out between 2011 and 2016.

• 666 rural pipelined water projects have been taken up.

• Two-fold increase in the number of tube wells set up by the government.

• Deliveries at health centres have increased from 68% to 90% between 2011 and 2016.

• 82 fair price diagnostic centres have been set up.

• 109 fair price medicine shops have been set up.

• In just 4 years, we have set up 308 SNSUs and 48 SNCUs to ensure proper healthcare for children.

• Number of beds in government-run hospitals have increased to 27,000. Number of seats in MBBS/BDS have increased to 2900.

• 9 new medical colleges are being set up across the State along with  41 multi super-specialtiy hospitals.

• Budgetary allocation of health department has increased three-fold compared to 2006-11.

• 65% students were covered by mid-day meals between 2006 and 2011. Now we have 100% coevrage.

• 5851 new high schools have been set up between 2011 and 2016, compared to 500 high schools between 2006 and 2011.

• 33,628 primary schools have been electrified.

• 7 government universities, 8 private universities and 45 new colleges have been set up.

• A women’s degree college has come up at Ekbalpore and a Hindi College has been set up in Jalpaiguri district.

• There were 80 ITIs till 2011. By August 2016, the number will be over 170.

• The government has started Utkarsh Bangla Scheme to train school drop-outs.

• Rs 1835 crore has been allocated (three-fold increase) for skill development.

• 84 lakh minority students have received scholarships.

• 132 marketing hubs are coming up to encourage self-employment.

• 33 lakh girls have been registered under the visionary Kanyashree Scheme

• Kanyashree has received national and international acclaim. UNICEF and DFID have praised the scheme.

• Drop-out rate among girls and early marriage has come down because of Kanyashree.

• Allocation for Kanyashree scheme is Rs 2,000 crore for the upcoming year.

• We have taken up the work of renovating several stadiums and set up 44 new stadiums in the districts.

• 19 youth hostels have been renovated.

• Rs 16.88 crore have been spent for sports infrastructure in the Jangalmahal region.

• Number of labourers from the unorganised sector who were registered between 2007 and 11 was 15.25 lakh. The figure has increased to 26 lakh in the 2011-16 period.

• We have registered over 1 lakh youth under the Yuvashree Scheme in the employment bank.

• 32 lakh Samajik Mukti Cards have been distributed.

• 5212 km of roads have been renovated in 2011-16. The figure was 3,000 in 2007-11.

• 1,12,000 hectares of land is under irrigation now, a 3.5 fold increase.

• 640 km of embankments were done during 2007 to 2011. There has been a three-fold increase in 2011-16 period.

• Asansol and Howrah Municipal Corporations have been reorganised.

• Only 18% BPL households had power supply in March 2011. Now the figure stands at 90%.

• From 52% in 2011, the number of APL households with power supply stands at 98%.

• In the Dooars region, and in Darjeeling and Kalimpong, we are promoting eco-tourism.

• We have started Jungle Safari Park near Siliguri.

• We have started the Gatidhara Scheme to encourage the youth to seek employment.

• E-office has been launched all over the State. Similarly, the E-district project was launched in November, 2015.

• 331 MSME clusters have been set up.

• 48 lakh man-days were created till 2011 in the handloom sector. It has undergone a six-fold increase now.

• We have created the Biswa Bangla brand to promote handloom and handicraft products of the State.

• We are the first State to start a reality show called ‘Egiye Bangla’ to promote entrepreneurship.

• We have reformed the tax collection system. We have introduced e-taxation measures.

• ADB has granted a soft loan to West Bengal, which is a huge achievement.

• The e-Abgari scheme has received recognition from Computer Society of India (CSI).

• I propose to allocate Rs 57,905 crore for Plan outlay.

• We have surpassed all records and created employment opportunities for 20 lakh people in the past one year.

পেশ হল ২০১৬-১৭ সালের ভোট-অন-একাউন্ট

আজ রাজ্য বিধানসভায় ভোট অন অ্যাকাউন্ট  বাজেট পেশ করলেন রাজ্যের অর্থমন্ত্রী ডঃ অমিত মিত্র। গত ৫ বছরে সরকারের সাফল্যকে তুলে ধরা হল এই ভাশনের মাধ্যমে।

মুখ্যমন্ত্রী মমতা ব্যানার্জী নেতৃত্বে পাঁচ বছরে পশ্চিমবঙ্গ অনেক এগিয়ে গিয়েছে। অর্থনীতির ক্ষেত্রে সারা দেশের মধ্যে এগিয়ে পশ্চিমবাংলা। উন্নয়নমূলক অর্থনীতির ক্ষেত্রে মুখ্যমন্ত্রীর বিপুল সাফল্যের জয়জয়কার দেশের ভিতরে ও বাইরে সব জায়গায় প্রশংসিত হয়েছে। গত পাঁচ বছরে তৃণমূল কংগ্রেস যা কাজ করেছে গত ৩৪ বছরে বামফ্রন্ট তার কিছুই করতে পারেনি।

অনেক অনলাইন প্রসেস সহ বিভিন্ন আর্থিক ব্যবস্থাপনার  মাধ্যমে পশ্চিমবঙ্গ সরকার ভারতীয় রিজার্ভ ব্যাংক ও কেন্দ্রীয় সরকারের থেকে অনেক প্রশংসা পেয়েছে। ই-গভর্নেন্স নিয়ে রাজ্য মডেল কেন্দ্রীয় সরকার দ্বারা পুরস্কৃত হয়েছে। সারা বছর ধরে রাজস্ব ঘাটতির জন্য (জিডিপি) শতকরা হিসাবে কাটা হয়েছে।

বাম সরকারের ৩৪ বছর অপশাসনের পর এই সরকার বিশাল ঋণের বোঝার সম্মুখীন হয়েছে, কেন্দ্রীয় সরকার সাহায্য করতে অস্বীকার করা সত্ত্বেও সরকার অগ্রগতির ক্ষেত্রে অনেক প্রশংসা পেয়েছে। সারা দেশের মধ্যে পশ্চিমবঙ্গ  GDP সহ বিভিন্ন ক্ষেত্রে সেরা পারফরমেন্স করেছে।
