Intervention by Sugata Bose during a discussion on Supplementary Demands for Grants

I take your point that we have to optimize our tax revenues both at the Central level and at the level of the State. However, you have correctly identified the problem that our economy is facing right now. There are two engines of growth – FDI flows and public investment in infrastructure.

You have conceded on the floor of this House several times and also today, that there is practically no new domestic private investment. Our captains of industry, our capitalist class had heavily invested in you, the BJP, during the election campaign but they are refusing to invest in India today. Now, if in fact, private investors remain in slumber and you have to make higher levels of public investment particularly for our infrastructure needs, this will have a bearing on the fiscal deficit that you just spoke about.

Therefore, I would like to ask you one question. You announced that you would have an Expert Committee to review the FRBM Act in the course of your Budget speech. Please take this House into confidence as to the status of that Expert Committee because we must spend both at the Central level and also in our States on the vital social sector schemes. We cannot ignore the poor and the downtrodden people in our State.

That is why, we say in West Bengal that we have such a terrible debt burden, yet we have an obligation and the responsibility to provide health, education and social infrastructure.

SS Roy speaks during Short Duration Discussion on the power of the Governor

Sir, with the imposition of President’s Rule in Uttarakhand, it became the 115th instance since 1950. All States except Chhattisgarh and Telangana had to face President’s Rule at least once. In this respect, according to the latest Home Ministry figures, made available through RTI application, UP leads the chart: in UP, President’s Rule was imposed 10 times, followed by Bihar with nine times, Kerala, Manipur, Punjab and Odisha with eight times.

Out of 115 times, Congress and Congress-led coalitions imposed President’s Rule 84 times, that is, 73% of the total number of such instances. The BJP or BJP-led Governments imposed President’s Rule seven times. And interestingly, the Janata Party Government (the BJP’s erstwhile outfit, the Bharatiya Jan Sangh merged with Janata Party) in power from 1977 to ’79, that is, two years, imposed President’s Rule 16 times, on some flimsy and unprecedented grounds.

Sir, all of us know that the makers of our Constitution, to some extent, followed Article IV Section 4 of the American Constitution while incorporating Articles 355 and 356 in our Constitution. Sir, the background is that in 1861, when Abraham Lincoln was the President of the United States, he had to face some internal disturbances on the issue of slavery and the South wanted to secede from the Union. That is why he wanted to use some sweeping powers to checkmate the situation, to arrest the situation. This is how Article IV Section 4 of the American Constitution came into being.

But our Article 355 and 356 are also patterned on Section 93 of the Government of India Act, 1935; the only exception being that, under the Government of India Act, 1935, it was the Governor or the Governor-General, now the powers are vested with the President of India.

Now, the Chairman of the Drafts Committee of our Constitution, Dr BR Ambedkar said – “In short, I share the sentiments that such Articles will never be called into operation and they would remain a dead letter. If at all they are brought into operation, I hope the President, who is endowed with these powers, will take proper precautions before actually suspending the administration of the provinces.”

Sir, We have not learnt from the lessons of Dr BR Ambedkar. Sir, in spite of the nine-judge Constitution Bench judgement of the Supreme Court in the SR Bommai case, no Government at the Centre had abided by the ruling of the Supreme Court and this is how the present Government has burnt its fingers intrhe case of Aruncahal and Uttarkhand.

Sir, insofar as the role of the Governors is concerned – because this discussion has two parts, one is Article 356 and the other is the role of the Governors – it seems that some of them act as agents or agents provocateurs of the ruling party at the Centre in some States. Sir, recent happenings in Arunachal and Uttarakhand have proved this once again.

Sir, now, ek Rajyapal, ek mahamahim Rajyapal, jab ki woh koi rajya mein Mukhya Mantri they, aur ek dharmiya dhancha ko giraya giya – who abhi doosre kahin Governor hain – unhone hamare national anthem ke khilaf publicly bol diya, disgraceful remarks he made against our national anthem in a public function. I made a petition to the Honourable President. I preferred substantial motion here in the House. Twice it was listed as ‘No-Day-Yet-Named-Motion’ during two sessions in quick succession – in the Budget Session and the Winter Session last – but the Government ran away from discussion. That motion was never taken up because I wanted to tell this august House that how a Governor, who has taken an oath under the Constitution, can question our national anthem; they have gone to that extent also.

How these people are appointed as Governors? This is why my party, All India Trinamool Congress, demands that Article 157 of the Constitution, which deals with the appointment of the Governor, must be reviewed and more specific and broad criteria and /or eligibility and/or qualification must be provided in the appointment of Governors if we at all want that this institution should continue.

Sir, to conclude, I would like to refer, with your permission, to one short point from a consultation paper on Article 356 of the Constitution by an Advisory Panel of National Commission to Review the Working of the Constitution. So, it is a Government document. From this Government document I want to refer to only one point, my last point, and then I will conclude:

“We therefore think it advisable to suggest that Article 356 be amended to provide for the following” (there are many suggestions; I am placing only one suggestion here) – “whether the Ministry is a State has lost the confidence of the Legislative Assembly or not should be decided only on the floor of the Assembly and nowhere else. If necessary, the Central Government should take necessary steps to enable the Legislative Assembly to meet and freely transact its business. The Governor should not be allowed to dismiss the Ministry so long as it enjoys the confidence of the House. Only where a Chief Minister of the Ministry refuses to resign after his Ministry is defeated on a motion of no-confidence, should the Governor dismiss the State Government.”

Therefore, even the ruling party at the Centre, did not have any respect for the provisions of the Constitution, for the spirit of the Constitution, on what the Constitution-makers, particularly Dr BR Ambedkar, while drafting the Constitution, had given warning that you should be treated as a dead letter. The dead letter has been alive for 115 times since 1950. If we do not put a stop, it will continue for an indefinite period. The time has come that this august House must decide on this issue.

Yeh tu-tu main-main karne se kuch hone wala nahin. kabhi idhar khushi kabhi udhar gham, kabhi idhar gham udhar khushi. Yeh silsila nahin chalna chahiye. Is mein thora end lana chahiye. Is liye mein aap se nivedan karta hoon, hamare sabhi Honourable Members se, is gambhir vishay ko aur bhi charcha kare, vistar se charcha kare, aur isko review kiya jaaye whether Article 356 should be there or not, and whether the Governors, who are essentially the agents and agents provocateurs of the ruling party at the Centre, should be appointed in the States to curb the democratic elected Governments’ activities.

It must come to an end.

WB CM chairs administrative review meeting for Birbhum

West Bengal Chief Minister, Mamata Banerjee, during her three-day visit to the districts, chaired the administrative review meeting for the Birbhum district at Bolpur today.

This is her first visit to the Birbhum district after taking oath as the Chief Minister for the second term.

Yesterday, after the district review meeting for the Purulia district at Purulia town, the Chief Minister inaugurated two power sub-stations, the Purulia town Bus stand, the Government Engineering College at Joypur, the Manbhum Cultural Academy and a youth hostel.

After the adminsistrative review meeting she paid a visit to Vishva-Bharati University on an invitation received from the authorities.

Here are the highlights of her speech at the end of the administrative review meeting:

  • The progress of development work in the district is very good
  • We are setting up ‘Gitabitan’ film city in Bolpur
  • We will take up housing project at Prantik
  • A lot of IT and other industries are coming up here. This will lead to employment generation

Sir, main aaj ek bahut zaroori subject par baat karna chah raha hoon: adulteration in food. Sir, pehle sabzi ghee mein banti thi. Ab toh aisa ho gaya ki ghee bhi sabzi se banti hain.

Abhi Puja, Dussehra aur Diwali aane wali hain, Jaise hi teohar ka mausam aata hain, jitni mithaiyan hain, sab banna start ho jati hain. Lekin jitni mithaiyan ban rahi hain, uske andar jo ingredients ja rahe hain, us sab mein adulteration hain, Sir. Abhi doodh mein dekhiye, urea se doodh banaya ja raha hain ki mithai me usko lagaya ja sakey.

Ab kisi bhi market mein aap chale jaiyen, toh wahan par jahan par mithai banti hain, sabke haath agar dekhiyega, sab alag alag rang ke hain, jaise lag rahe hain ki Holi ho gayi hain. Kisi ka blue hain, peela hain, sab mithayi mein rang milaya ja raha hain. Aur yeh rang jo hote hain yeh bahut achhe standards ke nahin hote, aur isse aage jakar ke maulik vimari bhi. Sir, abhi TV par dikhaya tha, ki ek drum hain, usme kachhe kela ko dubaya jata aur jab nikala jata doosre din toh pak jata hai.

Toh, Sir, yeh kya ho raha hain? Main bolna chahta hoon ki cigarette mein aap warning dete hain, ki cigarette peene se yeh yeh beemari hoti hain. Toh yeh sab khane par kyon nahin hain? Har khane par bhi de dijiye. Ki wahan par kele par ki mithaiyon par ya iss par bhi, yeh sab khane par aap ko cancer ya aur bimari ho sakti hain.

Sir, healthy people will lead to a healthy nation. Jab nation healthy hogitoh jaise Olympic mein sab hamara contingent gaya hain toh medal bhi jeet ke aayenge.

Sir, one very important issue I want to raise is that of the brand called Maggi. It was recently banned by many States for various reasons, Sir. But only the State of West Bengal gave it a clean chit after examining it. Later on this ban was lifted. Sir, isme jo sabak humko sikhna hain, is that we need to be strict but we should not go on a witch-hunt and genuine manufacturers should not be harassed.

As per the Annual Public Laboratory Testing Report for the year 2014-15, Sir, 17% of the samples tested were adulterated; and it is an increase of 2 to 3% over the previous year. Whereas the conviction rate has gone down – from 3001 in ’75 it has gone down to 1445. Sir, fines collected by the FSSAI has doubled.

 

After Flipkart, Bengal’s Tantuja sarees now available on Amazon

Tantuja sarees will now be available on the multinational online shopping store Amazon. The State Micro Industries Minister Swapan Debanth on Tuesday inaugurated the system at Tantuja Bhavan.

Tantuja had earlier tied up with Flipkart and had sold products worth Rs 50 lakhs in a year.

Tantuja – the State Handloom Weavers Society, continued to be in profit successively for the third year. Starting with a modest profit of Rs 25 lakh in 2013-14 after a gap of 40 years it went on to make an operational profit of Rs. 2.5 crore in 2014-15. In 2015-16 it reached a new high of an operational profit of Rs.3.30 crore against a business turnover of Rs.123 crore.

West Bengal Chief minister Mamata Banerjee had taken huge initiatives to boost Bengal’s tant industry and the weavers. The Tant Sathi scheme has also been launched for the weavers. As a result, the newer platforms have been a blessing to them.

ফ্লিপকার্টের পর এবার থেকে বহুজাতিক অনলাইন শপিং পোর্টাল অ্যামাজনেও মিলবে তন্তুজের শাড়ি। ক্ষুদ্র ও কুটির শিল্পমন্ত্রী স্বপন দেবনাথ মঙ্গলবার সল্টলেকের তন্তুজ ভবনে এই ব্যবস্থার আনুষ্ঠানিক উদ্বোধন করেন। অনুষ্ঠানে উপস্থিত ছিলেন অ্যামাজনের আধিকারিকরাও।

এক বছরে ফ্লিপকার্ট থেকে তন্তুজর ব্যবসা হয়েছে প্রায় ৫০ লক্ষ টাকা।

তন্তুজ – স্টেট হ্যান্ডলুম ওয়েভার সোস্যাইটি গত তিন বছর ধরে লাভের মুখ দেখছে। ৪০ বছর পর ২০১৩-১৪ আর্থিক বর্ষে লাভের পরিমাণ ২৫ লক্ষ টাকা। ২০১৪-১৫ আর্থিক বর্ষে লাভের পরিমাণ ২.৫ কোটি টাকা। ২০১৫-১৬ আর্থিক বর্ষে এই লাভের পরিমাণ পৌঁছেছে ৩.৩০ কোটি টাকা।

পশ্চিমবঙ্গের মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় তাঁত শিল্পের উন্নয়নের জন্য বিশেষ উদ্যোগ গ্রহণ করেছেন। তাঁতিদের জন্য চালু করা হয়েছে ‘তাঁতি সাথী’ প্রকল্প।

WB CM inaugurates Purulia Govt Engineering College

West Bengal Chief Minister Mamata Banerjee chaired an administrative meeting at Purulia district today. During the meeting, she inaugurated a government engineering college at Purulia. This is the first government engineering college in the State in the last 20 years.

The college would have all the required infrastructure (academic block, administrative block, student activity centre, separate hostels for boys and girls among other things). Eighty one teachers and 31 non-teaching staff will be recruited for the college.

Affiliated to Maulana Abul Kalam Azad University of Technology, Purulia Government Engineering College will offer graduate-level courses in civil engineering, mechanical engineering, electrical engineering, Computer Science engineering, electronics and communication engineering.

Classes for the first batch will commence on 10 August with 300 students selected via West Bengal Joint Entrance Examination.

The Chief Minister addressed a press conference after the administrative revie meeting.

Highlights of her speech:

  • Major roads are being constructed in Bankura and Purulia at a cost of Rs 340 Cr, it will benefit people hugely
  • A major industrial corridor is coming up between Amritsar and Kolkata, this will connect Purulia and Bankura as well
  • Out of 12 Kisan Bazars, 6 are ready in this district which will be inaugurated tomorrow
  • We have started youth hostels, cottages and roadways in the Ayodhya Hills area, this will boost tourism in the region
  • We also held discussions on all the social schemes such as Kanyashree, Khadya Sathi, Shikshashree and other schemes

 

আজ পুরুলিয়ায় সরকারি ইঞ্জিনিয়ারিং কলেজের উদ্বোধন করেন মুখ্যমন্ত্রী

আজ পুরুলিয়ায় প্রশাসনিক বৈঠক করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। বৈঠককালে তিনি পুরুলিয়ায় সরকারি ইঞ্জিনিয়ারিং কলেজের উদ্বোধন করেন। গত ২০ বছরে এটি রাজ্যের প্রথম সরকারি ইঞ্জিনিয়ারিং কলেজ।

কলেজ সব প্রয়োজনীয় অবকাঠামো (একাডেমিক ব্লক, প্রশাসনিক ব্লক, ছাত্র কার্যকলাপ কেন্দ্র, ছেলেদের এবং অন্যান্য বিষয়ের মধ্যে মেয়েদের জন্য আলাদা হোস্টেল) রয়েছে। আশি জন শিক্ষক এবং ৩১ জন স্টাফ কলেজের জন্য নিয়োগ করা হবে।

পশ্চিমবঙ্গ জয়েন্ট এন্ট্রান্স পরীক্ষার মাধ্যমে নির্বাচিত ৩০০জন শিক্ষার্থী নিয়ে ১০ই আগস্ট প্রথম ব্যাচের ক্লাস শুরু হবে।

WB CM warns against filling up of water bodies

Chief Minister Mamata Banerjee on Tuesday issued strict instructions to police to take stern steps against promoters and all others filling up water bodies in the state, and said no one should not be spared.

“I have instructed the police to take strong action against any attempts to fill up water bodies for building construction. Previously, there had been many cases of illegal filling up of water bodies. I will not tolerate any such menace in future,” the Chief Minister said at Nabanna on Tuesday.

She said the police have been directed to take action against the offenders responsible for filling up water bodes irrespective of political affiliations. “The police will not spare any offender, whichever party he might be associated with. The offender will not be spared even if he refers to my name. The offender has no political or religious colour,” the chief minister said.

She also said anyone trying to expand his or own business taking the name of Trinamool will not be spared. “I will not allow anyone to use Trinamool’s name for personal benefit,” she said.

 

বেআইনিভাবে জলাশয় ভরাট করার বিরুদ্ধে সোচ্চার হলেন মুখ্যমন্ত্রী

জলাশয় ভরাট ও বেআইনি প্রোমোটিংয়ের বিরু‌দ্ধে অত্যন্ত কড়া মনোভাব নিলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়৷ মঙ্গলবার মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় পুলিশকে কঠোর নির্দেশ দেন যে যারা জলাশয় ভরাট করছে তাদের কঠোর পদক্ষেপ গ্রহণ করার এবং তিনি বলেন কাউকে বরদাস্ত কড়া হবে না।

মুখ্যমন্ত্রী মঙ্গলবার নবান্নে সাংবাদিক বৈঠকে বলেন, “জলাশয় ভরাট করলে পুলিশকে কঠোর ব্যবস্থা নিতে হবে৷ অভিযোগ সত্যি হলে দ্রূত ব্যবস্থা নেবে পুলিশ৷ রাতের অন্ধকারে দুষ্কৃতী পাঠিয়ে জলাশয় ভরাট করে প্রোমোটিং মেনে নেব না”।

“অনেক সময়ই এইসব ক্ষেত্রে তৃণমূলের নাম জড়িয়ে ফেলা হয়৷ কিন্তু অভিযোগ কতটা গ্রহণযোগ্য, তা দেখতে হবে পুলিশকেই। পুলিশকে আরও প্রোঅ্যাকটিভ হতে হবে৷ শান্তি বজায় রাখা পুলিশের কাজ৷” তাঁর কথায়, “অপরাধী অপরাধীই৷ তার কোনও জাত, ধর্ম, বর্ণ নেই৷”

তিনি বলেন, “কেউ কেউ দলের নাম করে নিজের ব্যবস্থা করছে, ব্যক্তিস্বার্থ দেখছে৷ আমি কাউকে ব্যক্তিগত সুবিধার জন্য তৃণমূলের নাম ব্যবহার করার অনুমতি দেব না”।

 

Lok Sabha: Trinamool raises matters of public importance during Zero Hour

Trinamool Congress Member of Parliament (MP) from Ghatal, Deepak Adhikari (Dev) today spoke for the first time in Lok Sabha on an important issue concerning his constituency. Mixing Bangla and English, the MP questioned the Centre on the current status of Ghatal Master Plan and when it will be completed.

“The foundation for the Plan was laid in 1982, the year I was born. I have grown up but the Ghatal Master Plan is yet to be finished,” he said. He added that 20 lakh people in 22 blocks of Paschim and Purba Medinipur districts were suffering due to floods for the last 64 years and requested the Centre to cooperate with the State to complete the Ghatal Master Plan soon.

After Mr Adhikari, Prof Saugata Roy raised the issue of widespread attacks on Dalits across the country and demanded assurance from the Prime Minister about their safety.

Ratna De Nag raised the demand of including Guptipara – which has a rich cultural heritage – in the tourism map of the country.

Vivek Gupta speaks during Zero Hour about the alleged move to shift the Tea Board HQ from Kolkata to Guwahati

Sir, through you, I would like to raise an important issue, the alleged move by the Central Government of trying to shift the Tea Board headquarters from Kolkata to Guwahati.

Sir, as you know, tea is a traditional crop of Bengal. Tea is one of the industries which, by an Act of Parliament, came under the Indian Government. The genesis of the Tea Board of India dates back to 1903 when the Indian Tea Cess Bill was passed. The Tea Board, passed under Section 4 of the Tea Act, 1953, was constituted on April 1, 1954.

But recently we are witnessing, Sir, that the employees are being harassed; they are being shifted to other offices in batches, they are being made to wait compulsorily. There is an alleged move, because a new political party has come to power in Assam, to shift the Tea Board headquarters from Kolkata to Guwahati.

Sir, I have full sympathies with Guwahati, our heart goes out to Guwahati, but this should not be done at the cost of Kolkata; we should not be made to suffer. Tea, with respect to Bengal, is as good as our hand is to our body. So, if you are taking the Tea Board headquarters away from Kolkata, it means you are chopping away our hands.

Sir, another point is, whether this is a part of a bigger design? It can be seen from the fact that the Chairman of Kolkata Port Trust and that of Damodar Valley Corporation are people who are not from Bengal. All such big decisions, whether it is appointing of chairmen or shifting of the Tea Board, are done without consulting the State Government, without taking into account the immense hardship the State Government and other employees will face.

Sir, I would also like to say that Bengal is not only the headquarters of the Tea Board, the Kolkata Port is there, auction houses have been there for centuries, warehouses are there; in fact, a lot of infrastructure is there, hence, a lot of jobs are there. Sir, the shifting of the Tea Board headquarters might be a symbolic shift but the problems as a consequence of it would be tremendous on industries and on everybody else.

State Government to harness solar power for irrigation

As part of a pilot project, the Mamata Banerjee led West Bengal government has decided to harness solar power for irrigation in the seven districts of North Bengal.

During the day, solar power will be tapped to lift water through shallow tube-wells and at night it will be used to light up people’s homes. The project will begin after the rainy season, North Bengal Development Minister Rabindra Nath Ghosh said.

The districts are Darjeeling, Jalpaiguri, Cooch Behar, North Dinajpur, South Dinajpur, Malda and Alipurduar.

This project will be introduced mainly in the tribal areas. The government carried out a test run in Balarampur under Natabari Assembly constituency and after it was successful, a decision was taken to do it on a large scale.

সেচের কাজে সৌর শক্তিকে ব্যবহার করার পরিকল্পনা রাজ্য সরকারের

মমতা বন্দ্যোপাধ্যায়ের নেতৃত্বাধীন পশ্চিমবঙ্গ সরকার উত্তরবঙ্গের সাতটি জেলায় সেচের জন্য সৌর শক্তি ব্যবহার করার সিদ্ধান্ত নিয়েছে। নিঃসন্দেহে এটি একটি পাইলট প্রজেক্ট।

দিনের বেলায়, সৌর শক্তির সাহায্যে অগভীর নলকূপ দিয়ে জল তোলা হবে এবং রাতে মানুষের ঘরবাড়িতে আলো জ্বালানোর জন্য ব্যবহার করা হবে। উত্তরবঙ্গ উন্নয়ন মন্ত্রী রবীন্দ্র নাথ ঘোষ বলেন, বর্ষার পর প্রকল্পের কাজ শুরু হবে।

জেলাগুলি হল দার্জিলিং, জলপাইগুড়ি, কোচবিহার, উত্তর দিনাজপুর, দক্ষিণ দিনাজপুর, মালদহ ও আলিপুরদুয়ার।

এই প্রকল্পটি মূলত উপজাতি এলাকাগুলোতে চালু করা হবে। নাটাবাড়ির অন্তর্গত বলরামপুরে একটি পরীক্ষামূলক কাজ চালানো হচ্ছে এবং এটি সফল হওয়ার পর এই নিয়ে আরও বৃহৎ পরিকল্পনা রয়েছে।
