Sir, it is nice to see a Bill drafted by a Minister of the previous Government is being owned and presented by the next Government for the approval of the House. It only indicates that the Indian democracy has achieved that level of maturity to carry forward any good and pro-people measure notwithstanding the fact that when it was initially brought to the House, the present Government was in the Opposition.

The UN General Assembly has already passed a resolution to adopt such a measure for the benefit of the people of the world; India is a signatory to the declaration. Therefore, it is only proper and correct that the Government should bring this Bill. It is not merely the fulfillment of an international commitment but is also meant to urgently deal with the problems of 2.3 million Indians suffering from the dangerous disease. India has the third highest number of people affected by this deadly disease, and also accounts for four out of every 10 people afflicted in the Asia-Pacific region.

The biggest problem is that more than 50 per cent of the afflicted people are not aware of their ailment. What is more alarming is that treatment coverage is only 36 per cent. People who do not have access to the therapy account for as high as 64 per cent of the afflicted. The provision against discrimination in the Bill is highly commendable. In this context ot is pertinent to point out that the West Bengal Government in 2015 announced a scheme called Muktir Aalo for rehabilitation of sex workers, which included an offer of rice at Rs 2 per kg and provisions for skill and vocational training.

There are certain unsavoury points which I would like to mention. The Bill says that the Government will provide treatment “as far as possible”, a clause that health activists have been protesting very strongly against. Clause 14 (1) of the Bill includes this provision of “as far as possible” regarding the obligation of the State to provide treatment facilities. Thus, instead of providing the seeking of treatment for HIV as the right of a patient, Clause 14 (1) gives the Government an escape route to avoid any responsibility to treat the patient. This clause makes the Bill toothless. This also goes against the 24-year-old commitment of the Government of India.

There is a sociological aspect of the disease too. In the popular mind, this disease is borne out of immoral activities. This social stigma creates further problems for the afflicted. In fact, in earlier years, people afflicted by STD would not even own up to their problem to physicians. Their problem was the fear of being socially ostracised.

Despite some limitations, this Bill provides a step forward in the right direction. After it is passed and becomes operational, perhaps some more deficiencies may come to light, when a thorough revision may be necessary on the basis of the hard evidence. For the present, this is a welcome step. I reiterate my support. Thank you, Sir.

Sunil Mandal asks a Supplementary Question on misleading advertisements

Thank you, Madam. The first question on celebrity endorsements, print and electronic media was good. We have had detailed discussions with Minister Ram Vilas Paswan ji on the issue. The print media does not bear much of the brunt for celebrity endorsements of products.

Despite having laws, many companies get away with it because of a few corrupt officials. There are many safety and warning measures like ISI mark, hallmark on gold, BSI mark but it has been seen that few dishonest businessmen get the necessary certificates in exchange of money.

Madam Speaker, as a member of the Standing Committee on Food and Consumer Affairs, I want to ask the Minister for Food and Public Distribution, does the government take any measures to stop adulteration by dishonest businessmen? Is the government planning any action for the misuse of ISI mark, hallmark on gold, BSI mark? Does the government have any concrete plans; if not, what are they doing?

 

 

73 more fire stations to be set up in different parts of Bengal

The Bengal Fire and Emergency Services department has decided to set up 73 more fire stations across the state in the next one and a half year.

Sovan Chatterjee, the state Fire minister, said that at present, there are 127 fire stations. The figure will be taken up to 200. At present, the work of constructing 18 new fire stations is going on and there are proposals to construct another 50. Land for 38 out of the 50 fire stations has already been identified and the work to set those up will be starting soon. Five fire stations have been commissioned in the current financial year in Madhyamgram, Lalkuthi, Contai, Kakwip and Dankuni.

The Fire department has already started taking steps to recruit 3,000 more employees. It will increase the manpower by around 1,800. Moreover, 90 new fire tenders have been engaged to carry out fire fighting exercises besides taking other initiatives to modernise the entire fire-fighting mechanism.

 

রাজ্যের বিভিন্ন জায়গায় মোট ৭৩ টি দমকল কেন্দ্র তৈরীর সিদ্ধান্ত নিয়েছে রাজ্য সরকার

আগামী দেড় বছরে আরও ৭৩ টি দমকল কেন্দ্র তৈরীর সিদ্ধান্ত নিয়েছে রাজ্য অগ্নি ও জরুরি পরিষেবা দপ্তর।

রাজ্যের দমকল মন্ত্রী শোভন চট্টোপাধ্যায় মঙ্গলবার বিধানসভায় জানান বর্তমানে মোট ১২৭ টি দমকল কেন্দ্র আছে। এই সংখ্যাটি খুব শীঘ্রই ২০০ করা হবে। ১৮টি ফায়ার স্টেশন তৈরীর কাজ চলছে এবং আরও ৫০টি দমকল কেন্দ্র তৈরীর প্রস্তাব এসেছে। এর মধ্যে ৩৮টি দমকল কেন্দ্র তৈরীর জমি চিনহিত হয়ে গেছে এবং খুব শীঘ্রই কাজ শুরু হয়ে যাবে। চলতি আর্থিক বছরে মধ্যমগ্রাম, লালকুঠি, কাকদ্বীপ, কাঁথি এবং ডানকুনি এই পাঁচটি ফায়ার স্টেশন তৈরীর অনুমতি পাওয়া গেছে।

প্রায় ৪০ কোটি টাকা বরাদ্দ করা হয়েছে। ইতিমধ্যে ৩০ কোটি টাকা এই প্রকল্পের কাজে দিয়ে দিয়েছে দমকল বিভাগ। একইসঙ্গে, পুরনো দমকল কেন্দ্রগুলির রক্ষণাবেক্ষণ ও মেরামতির জন্য ৩.৭৪ কোটি টাকা বরাদ্দ করা হয়েছে। ৩০০০ এর বেশি কর্মীকে নিযুক্ত করার জন্য ইতিমধ্যেই বিভিন্ন পদক্ষেপ নেওয়া শুরু করেছে দমকল বিভাগ। এর ফলে কর্মী সংখ্যা বেড়ে হবে প্রায় ১৮০০। অগ্নিনির্বাপণ ব্যবস্থার আধুনিকীকরণ করতে আরও ৯০ টি দমকল ইঞ্জিন নিযুক্ত করা হয়েছে।

 

Bengal PHE dept develops scheme to supply water in 14 blocks

The state Public Health Engineering department has chalked out a comprehensive water supply scheme at an estimated cost of Rs 1011 crore in Bankura.

The scheme will benefit 14 blocks, state minister for Public Health Engineering (PHE) and Panchayat and Rural Development Subrata Mukherjee said. The target population for the scheme is 30 lakh.

In 2011, Chief Minister Mamata Banerjee had given stress on the supply of drinking water in rural areas. PHE also set up 220 water testing laboratories and introduced on-site mobile-based water analysis system to analyse water samples at source.

The department also approved setting up of 221 ayurvedic dispensaries, 1561 homoeopathic dispensaries and six unani dispensaries to be set up in different panchayats.

বাঁকুড়া জেলার ১৪টি ব্লকে পানীয় জলের যোগান দেওয়ার একটি প্রকল্প গ্রহণ করল রাজ্যের জন স্বাস্থ্য কারিগরী দপ্তর । এই প্রকল্পের জন্য বরাদ্দ অর্থের পরিমাণ ১০১১ কোটি টাকা।

রাজ্যের জনস্বাস্থ্য কারিগরী এবং পঞ্চায়েত মন্ত্রী সুব্রত মুখার্জি জানান, এই প্রকল্পের ফলে বাঁকুড়া জেলার ১৪ টি ব্লক উপকৃত হবে। উপকৃত হবেন ৩০ লক্ষ মানুষ।

২০১১ সালে ক্ষমতায় এসে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় প্রত্যন্ত গ্রামীণ অঞ্চলে পানীয় জলের সমস্যা দূর করার ওপর বিশেষ জোর দেন। ২২০টি জল পরীক্ষা কেন্দ্র ও একটি অন-সাইট মোবাইল ভিত্তিক জল পরীক্ষার ব্যাবস্থা চালু করেছে জন স্বাস্থ্য কারিগরী দপ্তর ।

বিভিন্ন পঞ্চায়েতে ২২১টি কবিরাজি চিকিৎসা কেন্দ্র, ১৫৬১ টি হোমিওপাথি চিকিৎসা কেন্দ্র ও ৬টি উনানি চিকিৎসা কেন্দ্র খোলারও অনুমোদন দিয়েছে এই দপ্তর।

 

Arpita Ghosh makes a Zero Hour Mention on the need for increase in salary of artists

Government of India ke Ministry of Culture artists ko Rs 6,000 har mahina aur guru ko Rs 10,000 har mahina tankhwa deti hain. Yahaan pe Labour Minister baithe hain; unko pata hain ek worker ko har mahine Rs 10,000 milta hain aur hum to artist log hain.

Abhi Ministry of Culture ne jo niyam banaya hain, humein apna theatre aur dance chhodke sirf papers aur form fill-up karna padta hain. Main aapke madhyam se Ministry of Culture se vinti karti hoon ki artists ka salary badhaya jaay aur yeh paperwork kam kiya jaay.

Saugata Roy speaks on Supplementary Demand for Grants (General Budget)

Thank you Sir. This is the third batch of supplementary demands; there are altogether 75 demands and three grants in this. Total Supplementary Demand is roughly Rs 11.34 lakh crore. Out of this Rs 14,000 crore are the actual outgoes of the government. The rest is known as the Actual Supplementary Demands. There is also something known as Technical Supplementary Demands for Grants – that is Rs 11.20 lakh crore – where the change in allocations is made by savings or extra income in the department itself. And thirdly there is a token Supplementary Demands for Grants where Rs 1 lakh is allotted to every department. This year the total Budget is Rs 21 lakh crore. So if Rs 14,000 crore is extra outgo in the former Supplementary Demands, one cannot really quarrel with that. So, we do not oppose the Supplementary Demands for Grants.

Having said that let me make a few points about the economics. I do not think that the victory (of ruling party in recent polls) proves that demonetisation is a very good step. May be the PM is a good salesman; he has sold demonetisation as a thing between rich and the poor. But demonetisation has hobbled our economy permanently.

And if actual figures are placed then you will see that the rate of GDP growth has suffered. India has a peculiar matter in which statistics of GDP growth as given by the government does not seem to be genuine. Till today (of course March is not complete) we do not have the figures of GDP growth for the year 2016-17. Many economists are of the impression that growth rate of GDP should fall to at least 6.5% if not lower. So economy is not as hunky dory as it seems.

Small industries and units have been crushed and millions of artisans and workers have suffered. In Bengal, 81 lakh people have been hit by demonetisation. Who they vote for is not important but the fact is that the economy has suffered. After the Rabi crop comes out we shall know how much we have suffered due to demonetisation.

In Bengal Budget, our Chief Minister Mamata Banerjee has allocated special funds for people who are affected by demonetisation. She has also allocated Rs 100 crore for the farmers hit by demonetisation. Unfortunately, in the Supplementary Demands, there is no scope for compensating any of the people – farmers or, artisans – who have been affected by demonetisation.

Today that farmers’ suicide continues to be a big problem in the country and this number will be more in future. As you know Sir, several States are reeling under drought. Where has the Government granted any extra money for those who are hit by drought? The Government has said that they will double the income of farmers in five years. The rate at which the farmers are committing suicide, I do not think the situation will improve. If you notice, Sir, that in five years, agriculture’s contribution to GDP has fallen whereas a large number of people – almost 75% people – are dependent on agriculture. Agriculture’s contribution to GDP has fallen to 25%. It may fall even more. This agrarian distress has not been covered by the Government.

Sir, the Budget, on which I spoke earlier, has been a series of gimmicks and slogans. You moved the Budget date to February 1, you incorporated the Rail Budget into the General Budget. How does it help the Economy? These are all just technical showpieces. Where has the economy got the muscles? I want to cite some figures about the situation.

The rate of growth, if we say Gross Value Added, in manufacturing for 2015-16, was 9.3%. In 2016-17 it came down to 7.4%.

In construction it was 3.9% (2015-16) and it has fallen to 2.9% (2016-17) in trade, hotel, transport and construction.

Growth rate in service related to broadcasting was 9% (2015-16); it has fallen to 6% (2016-17).

In financial, insurance, real estate and professional services, it was 10.3% (2015-16); it has fallen to 9% (2016-17).

So, in Hamlet, as it was said, “All is not well in the State of Denmark”, I am saying something is rotten in the state of the economy. Not enough is being done to correct that. Throughout the world, when economists see statistics coming from China, they say it is not believable. The way this government is giving statistics, soon we will have a reputation like China – that our statistics are not reliable. This is a problem.

Sir, I understood that they could have taken as much money as they wanted if they only implemented Universal Basic Income, which was an idea proposed in the Economic Survey. They have not given Universal Basic Income. They have given a token increase to MGNREGA. But the condition of the rural masses in India still remain very bad.

I have already mentioned how the rate of growth has fallen. May I mention, where is the investment? They are giving slogans like ‘Make In India’, ‘Stand Up India, Startup India’, ‘Swachh Bharat’ etc. But where is the actual investment in the industry? I want the actual figures (that are never available from the government) of the actual investments in 2016-17. The fact is that industrial investment is not rising; we have only slogans.

Sir, I want to make a point on black money; it is not being recovered. Till today, we do not know how much black money was recovered post demonetisation. We do not even know how much money was deposited in the banks between November 8 and December 31, 2016. We are in the dark. Sir, we do not know how much black money has been recovered from abroad. We do not know if people will get Rs 15 lakh in their bank accounts. This is a black spot in the Indian economy.

Since this is the Supplementary Demand for Grants, there is no mention about the banking sector. The banking sector in India is rotting. Rs 8 lakh crore worth of Non-Performing Assets is there. Was demonetisation done to fill up the coffers of the banks so that they have money to give to big industrialists?

Sir, as I said earlier, nobody opposes Supplementary Demand for Grants. These are money already already spent. So, I support the Supplementary Demand for Grants. But I once again sound a word of caution to the government that all in not well in the economy of India.

Us chakkar mein Uber ne kya karna shuru kiya – inko pehle mobile ka paisa milta tha, woh bandh kar diya, commission badha diya jo Uber inse charge karti hain, in par Uber ne apna tarika joh use karti hain, woh badal diya.

Sir, Uber, Ola commercial companies hain, joh marzi kar sakti hain. Magar kya hum log aankh neech ke dekhte rahenge? Kya Sarkar is par koi niyantran nahin karna chahegi, regulation nahin karna chahegi? Sir, mazein ki baat yeh hain, jo taxi drivers Uber aur Ola ke andar kaam karte hain, inke paas jaane ke liye koi daftar nahin kyun ki Uber aur Ola ka India mein daftar hi nahin hain. Aur Government ki kis vibhag ke paas jaye shikayat karne ke liye, Government bhi nahin aati hain saamne is vishay par. Toh yeh jo drivers hain Uber aur Ola ke, inke paas koi sunwayi nahin hain, koi Court unko entertain nahin kar raha, aur Government unko koi support nahin kar rahi hain.

Yeh sab problems thodi thodi dikh rahin hain aaj. Aap sabhiko shayad yaad hoga, thodi din pehle Dilli, Bangalore aur sab jagah mein Uber aur Ola ke drivers strikes pe chale gaye the, is liye taxi ki bahut shortage ho gayi thi. Sir, hamare jaise kayi log hain joh aaj bhi taxi ka vyavhar karte hain airport jaane ke liye, station jaane aane ke liye. Sir, is situation par agar jaldi niyantran nahin paya gaya toh yeh bahut bada situation ho jayega.

Kyun ki yeh driver log gaadi kharidi pichle ek do saal mein Uber ke saath ya Ola ke saath paanch saal ka agreement karne ke baad. Ek ek driver ka 40,000 rupiya kharcha aa jata hain mahine mein, EMI, petrol, diesel ka kharcha mila kar. Aaj jo haalat aa gayi hain, agar woh bees ghante bhi kaam karega, toh bhi who chaalis hazar nahin kama sakta. Sir, unkjo udhaar lene ke liye apne jeevan gyapan kar raha hain aur, Sir, bahut laldh woh jab udhaar na chukka sakega toh woh suicide karne pahunch jayega. Uske baad hum log jagenge.

Is se behtar hain aaj humlog jaage aur is par kuch na kuch karavayi karein. Sir, in logon ke upar airport mein parking charge bhi laga di hain Sarkar ne, 150 rupiya kar ke, jitni baar yeh log airport jaate hain. Sir, inka commission jo badhaya giya hain, Sarkar ke knowledge hain ki nahin mujhe pata hain. Sarkar kya karna chahti mujhe nahin pata. Mein aap ke zariye Mantri saab ko request karna chahta hoon ki is pe kuch spashtikaran de aur in logon ke job mein jo takleefein hain usko nijaat de.

 

Arpita Ghosh asks a Supplementary Question on attacks on Indians in USA

Thank You Madam. The Minister has spoken in great detail. However, we have seen that after the new President took office in USA, the Indians are under attacked regularly. We have given statements on the issue.

Our Prime Minister has visited US several times in the last 3 years. He also welcomed the new President after he took office. However, our friends who are based there are concerned. What is the government doing about this?

They keep saying ‘we are taking up the things with US government’ but I want to know what specific steps are being taken by the Govt of India to ensure the safety of Indians in the USA.

Mantri Ji ne jo aankrein diye hain us mein Assam or Gujarat mein sab se zyada wells sabhi non flowing hain. Dono rajyo mein hazar ke barabar wells nahin function kar raha hain. Assam ke wells bahut purana hain. Digboi mein British zamane mein well hua tha. Lekin Gujarat ka well utna purana nehi hain. Ankelshwar mein oil unko mila tha.

Mantri Ji ne bola hain ke kis kaaran ke liye yeh kam nahin kar raha hain lekin yeh toh ek natural resource ka wastage ho raha hain. Mantri Ji ne kya is per janch kiye hain ki kyun Assam aur Gujarat mein itne wells kaam nahin kar rahe hain? Koi geo-physical study hua hain? Aur yeh wells revive karne ke liye koi foreign tecnology ka istemal karenge kya Mantri Ji?

Bengal Govt to set up leopard, bear safari in north Bengal

After tiger safari, the Bengal government has taken initiatives to set up leopard and bear safari near Siliguri. The two separate Safari Parks would be constructed on 20 hectare of land each.

The tiger Safari Park has already been inaugurated by the Chief Minister. The Forest department has been closely working with the Tourism department to develop the leopard park and a bear park in Siliguri.

The Bengal Safari Park is already a popular tourist destination and the herbivore and tiger safaris are a huge hit among the masses. Lesser cats, fresh water crocodile and gharial and representative birds of North Bengal are also displayed in large enclosures in the park here.

ইতিমধ্যেই বেঙ্গল সাফারি পার্ক জনপ্রিয় পর্যটন কেন্দ্র হয়ে উঠেছে। এছাড়া টাইগার সাফারিও খুব জনপ্রিয়। বন বিড়াল, কুমির, ঘড়িয়াল এবং বিভিন্ন প্রজাতির পাখি রয়েছে এই পার্কে।
