Jhargram to become Bengal’s 22nd district on April 4

Bengal Chief Minister Mamata Banerjee will declare Jhargram as a new district on April 4, 2017. It will become the 22nd district of the State. The occasion will be marked by cultural functions across the newly-formed district.

If everything goes as planned, the CM is scheduled to arrive in Jhargram on April 2 and attend an administrative meeting at Kharagpur of April 3. She will attend a public function at Jhargram Raj College grounds on April 4 at 1 PM where she will make the announcement. She will also inaugurate several projects on the occasion.

Currently, there are 21 districts in the state. The last district to be formed was Kalimpong (carved out of Darjeeling district). Asansol (carved out of Bardhaman) will be declared a new district before Poila Boishakh (April 15, 2017) as well.

The state government has also planned two separate districts of Basirhat by dividing North 24-Parganas and Sunderbans comprising parts from North 24-Parganas and South 24Parganas.

 

৪ঠা এপ্রিল জেলা হিসেবে আত্মপ্রকাশ করবে ঝাড়গ্রাম

আগামী ৪ এপ্রিল ঝাড়গ্রামকে নতুন জেলা হিসেবে ঘোষণা করবেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। রাজ্যের ২২ তম জেলা হিসেবে আত্মপ্রকাশ করবে ঝাড়গ্রাম। এই উপলক্ষে একটি অনুষ্ঠানেরও আয়োজন করা হয়েছে।

আগামী ২ এপ্রিল ঝাড়গ্রাম যাচ্ছেন মুখ্যমন্ত্রী। আগামী ৩ এপ্রিল খড়গপুরে একটি প্রশাসনিক বৈঠক করবেন তিনি। আগামী ৪ এপ্রিল ঝাড়গ্রাম রাজ কলেজ মাঠে একটি অনুষ্ঠানে অংশগ্রহণ করবেন তিনি এবং সেখানে একগুচ্ছ প্রকল্পের উদ্বোধন করবেন।

বর্তমানে রাজ্যে মোট ২১টি জেলা রয়েছে। কয়েকদিন আগে নতুন জেলা হয়েছে কালিম্পং। পয়লা বৈশাখের আগেই আসানসোলকে নতুন জেলা ঘোষণা করা হবে।

আরও দুটি নতুন জেলা তৈরীর পরিকল্পনা রয়েছে রাজ্য সরকারের। উত্তর ২৪ পরগনাকে ভাগ করে বসিরহাট এবং উত্তর ও দক্ষিণ ২৪ পরগনার কিছু অংশ নিয়ে তৈরী হবে সুন্দরবন জেলা।

 

Idris Ali speaks on the Finance Bill

Sir, I am deeply grateful to you for giving me an opportunity to speak on this Bill. Sir, I am also deeply grateful to our Hon. Chief Minister. It is due to her that I have come here. I would like to make four brief points regarding the Finance Bill, for the consideration of the House to include in the Bill.

Point 1. In comparison with the market based personal consumption expenditure with basic price index year as 2005-2006, in this Bill Central Govt proposes to waive only Rs 1000 per month for the individual taxpayer. Sir, those who earn Rs 25,000 per month. This means basix income tax exemption has not been raised for common people. Sir, I propose to the government to raise the limit of exemption per person, per annum from Rs 2.5 lakh to Rs 3.5 lakh (for age group up to 60 years) and Rs 4 lakh for senior citizens (up to 80 years).

Point 2. Maximum ceiling for monthly income scheme, deposited in the post office, may also be raised from Rs 4.5 lakh to Rs 15 lakh (individual) and Rs 9 lakh to Rs 35 lakh (joint accounts).

Point 3. There is a long-cherished demand and a hope of the press people. During the PIB accreditation they were entitled to get CGHS medical facilities. On retirement, they and their families are not getting any medical facilities from the CGHS. Sir, all the CGHS beneficiaries, during their co-terminus tenure, may kindly be included with the CGHS pensioner scheme on termination or on retirement.

Point 4. We are opposing the proposal of disinvestment of mini-ratna companies, particularly those which are in profit for the last 50 years. We request the government, through you, to stop disinvestment and closure of CPSES.

Partha Pratim Ray speaks on the problems faced by people of border enclaves

Madam, thank you for giving me the opportunity to speak. Madam, the enclaves between India and Bangladesh were exchanged recently (in 2015). Most of the Bangladeshi enclaves on the Indo-Bangla border fall under my constituency.

Unfortunately, over 500 residents of Karala II, the then Bangladeshi enclave which was exchanged and now is a part of India, lead an imprisoned life due to fencing which was done before the exchange of enclaves.

After the exchange, the fences now lie 1 km within the Indian land from the zero point. We know that fences should be situated within 150 m from the zero point. Under these circumstances, for the betterment of the inhabitants of former enclave Karala II, the fences should be shifted to within 150 m from the zero point.

Aparupa Poddar speaks on the problems faced by jute farmers

Thank you Madam for allowing me to speak during Zero Hour. Jute is one of the main commercial crops of our country; jute fibre is an industrial product and used to prepare biodegradable bags, eco-friendly cheap bags.

Jute growers in the country are facing a lot of problems and they are not getting proper price for their products. Jute cultivation is turning out to be a non profitable venture for the farmers due to increase in price of jute seeds, fertilizer, pesticides and other inputs.

Due to high investment involved in the cultivation, jute farmers have to go for loans. Being a cash-crop, insurance facilities are not also available for the jute farmers. Jute cultivation is a practice in my constituency Arambagh; it is a flood prone area and during floods, the jute farmers face a great loss in productivity.

Therefore it is the responsibility of the Central Government to

  • fix a remunerative price for jute,
  • provide for free and compulsory insurance for the jute crops,
  • organise workshop programmes to train jute farmers with new technology, and,
  • constitute a jute growers welfare fund to meet the various needs of the jute farmers.

Manish Gupta asks a Supplementary Question on attacks on railway tracks

Mr Chairman Sir, with your kind permission I would like to ask a supplementary question to the Hon. Minister. We all know that when we have a security system, the integrity of the system is efficacious only if the system is able to give advance information.

With regard to railway security, I notice that there are a lot of closed-circuit camera systems, railway stations are being monitored. But I think the involvement of the State Government and the Railways should be more integrated.

Many advanced countries have systems and devices by which they can detect any disturbances on railway tracks. If you have to depend on technology and if you have to build a modern society, we need to adopt these systems.

I would like to ask the Hon. Minister whether the Railways has any plans to install such systems in the Railways. Thank you.

 

 

Kalyan Banerjee asks a Supplementary Question on speedy disposal of cases

Madam, through you I want to remind the Hon. Law Minister that I supported your (National Judicial Appointments) Bill and five times you gave me thanks in your speech. But the point is that we have the power of legislate but the final interpreter of the Constitution is Supreme Court of India and we have to accept it.

Now Supreme Court has declared the Bill as ultra-vires I am not at all saying that the Hon. Prime Minister or Hon. Chief Minister or Hon. Law Minister should not have anything to say about that. But today this is the country’s problem, this have to be resolved.

You have appointed 126 persons. I agree with that. But at the same time you tell me how many retirements have happened during this year? It is more than 150 or 180. In our High Court there is 50% vacancy. Therefore, I want to ask the Hon. Law Minister what is the recourse you have now taken to resolve the problem and to fill up the all vacancies of the High Courts?

 

State Transport Dept to introduce premium Rocket buses

North Bengal State Transport Corporation (NBSTC) is introducing Premium Rocket buses with bio-toilets to ensure better connectivity at a much lesser time from different locations in north Bengal to Kolkata. As Premium Rocket buses will be on the streets soon, the decade-old simple Rocket buses will gradually phase out.

In the first phase, NBSTC will introduce seven such buses. The fleet of the buses will be flagged off by Chief Minister Mamata Banerjee during her visit to north Bengal in the next week. The two chassis air-conditioned buses will be having bio-toilets. The buses have been bought at a cost of Rs 1.98 crore. The transport corporation will be introducing seven more such buses in 2017-18 financial year. E-ticketing system and online reservation will also be introduced soon.

Out of the seven buses, three will be operating between Cooch Behar and Kolkata, two from Malda to Kolkata and the remaining two will be plying between Behrampore and Cooch Behar.

 

প্রিমিয়াম রকেট বাস চালু করবে রাজ্য পরিবহণ দপ্তর

বায়ো টয়লেট সহ প্রিমিয়াম রকেট বাস চালু করবে রাজ্য পরিবহণ দপ্তর। উত্তরবঙ্গের বিভিন্ন অংশের সঙ্গে কলকাতার যোগাযোগ ব্যবস্থা আরও উন্নত করতে এবং যাত্রার সময় কমানোর জন্য চালু হচ্ছে এই ব্যবস্থা।

প্রথম পর্যায়ে সাতটি বাস চালু হবে। আগামী সপ্তাহে উত্তরবঙ্গে এগুলির উদ্বোধন করবেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। শীতাতপ নিয়ন্ত্রিত এই বাস গুলিতে থাকবে বায়ো টয়লেট। বাসগুলি কেনা হয়েছে ১.৯৮ কোটি টাকায়। ২০১৭-১৮ অর্থবর্ষে এই ধরনের আরও সাতটি বাস চালু করবে রাজ্য পরিবহণ দপ্তর। ই-টিকিট সিস্টেম এবং অনলাইন রিজার্ভেশন খুব শীঘ্রই চালু হবে।

সাতটি বাসের মধ্যে তিনটি বাস চলবে কোচবিহার ও কলকাতার মধ্যে। দুটি বাস চলবে কলকাতা-মালদা রুটে এবং বাকি দুটি বাস চলবে বহরমপুর-কোচবিহার রুটে।

 

Rs 112 crore state-of-the-art logistics hub & truck terminal to come up at Serampore

The Bengal Government has given clearance to set up a state-of-the-art logistic hub-cum-truck terminal at Serampore.  The estimated cost of the project is Rs 111.683 crore and it will come up on 143.53 acre of land with the hub being built by the Calcutta Goods Transport Association (CGTA).

Bengal Chief Minister Mamata Banerjee had announced the project at the Bengal Global Business Summit last year and a Memorandum of Understanding (MoU) was signed between the representatives of the CGTA and the state transport.  Accordingly, the CGTA gave a Detailed Project Report (DPR)to the transport department in June 2016.

Once the logistic hub is constructed, heavy trucks will be parked there and small trucks will be used to carry goods to the wholesale markets causing much less traffic in city.  The hub will also provide job opportunities to local youth in the training centre, medical centre and in other amenities.

The hub will have storage and warehousing, long-axle truck parking and allied amenities, auto workshops, administrative buildings, fire stations, post offices along with police check posts.  Weigh bridge and truck parking areas, skill development centres, fuel stations, commercial complexes, common driver dormitory and administrative office complex (CGTA) tower will also be incorporated.

 

শ্রীরামপুরে তৈরী হবে অত্যাধুনিক লজিস্টিক হাব

শ্রীরামপুরে ১১২ কোটি টাকা ব্যয় রাজ্যে অত্যাধুনিক লজিস্টিক হাব ট্রাক টার্মিনাল গড়ে তোলার ছাড়পত্র দিয়েছেন পশ্চিমবঙ্গ সরকার। ১১১.৬৮৩ কোটি টাকা ব্যয়ে ১৪৩.৫৩ একর জমির ওপর ক্যালকাটা গুডস ট্রান্সপোর্ট এসোসিয়েশন এই প্রকল্পটি তৈরি করবে।

এবছর বিশ্ব বঙ্গ বাণিজ্য সম্মেলনে মুখ্যমন্ত্রী মমতা ব্যানার্জী এই প্রকল্প ঘোষণা করেন এবং ক্যালকাটা গুডস ট্রান্সপোর্ট এসোসিয়েশনের সঙ্গে মৌ স্বাক্ষরও করেন। ইতিমধ্যেই প্রকল্পটির বিস্তারিত রিপোর্ট ক্যালকাটা গুডস ট্রান্সপোর্ট এসোসিয়েশন পরিবহণ দপ্তরে জমা দিয়েছেন।

একবার এই লজেস্টিক হাবটি তৈরি হয়ে গেলে সমস্ত বড় ট্রাকগুলি ওখানে পার্ক করতে পারবে এবং খুব অল্প সময়ে ছোট পণ্যবাহী গাড়ির মাধ্যমে মালগুলি সহজেই পাইকারি বাজারে পৌঁছে দেওয়া সম্ভব হবে। এখানে থাকবে পুলিশ চেকপোস্ট ,গুদামঘর ,প্রশাসনিক দপ্তর , লং এক্সেল ট্রাক পার্কিং , ড্রাইভারদের থাকার ব্যবস্থা ,দোকানঘর ,পেট্রোলপাম্প,দক্ষতা উন্নয়ন সেন্টারের এর মত সুবিধা।

 

Bengal Govt to introduce royal Bengal tigers in Buxa and Jaldapara

Buxa and Jaldapara in North Bengal are gearing up to welcome the big cat. In the initial phase, six royal Bengal tigers would be released – three each in Buxa Tiger Reserve and Jaldapara National Park. Later, sic more would be released.

The programme for releasing the felines was recently finalised at a meeting of the Bengal Government, represented by the Forest Minister, with the local people at the Rajabhatkhawa Nature Interpretation Centre in Buxa Tiger Reserve. The Minister said that the locals had no issues with the introduction of tigers. The meeting was also attended by representatives of the National Tiger Conservation Authority.

Since a large population of people resides in the area of Buxa, it was necessary to consult them. The State Government, though, will remove the people from the area only after making adequate provisions for their rehabilitation.

The tigers would be brought in from Assam. Helicopters would be used to transport them so that they remain in good physical shape. Of the six to be released in the first phase, four would be females and two would be males.

 

বক্সা ও জলদাপাড়া রিজার্ভ ফরেস্টে আসছে নতুন অতিথি

উত্তরবঙ্গের বক্সা ও জলদাপাড়ায় রিজার্ভ ফরেস্টে আনা হচ্ছে রয়্যাল বেঙ্গল টাইগার। বক্সা টাইগার রিজার্ভ ও জলদাপাড়া অভয়ারন্যে মোট ১২টি বাঘ ছাড়া হবে ।প্রথম পর্যায়ে ছয়টি বাঘ ছাড়া হবে – তার মধ্যে তিনটি বক্সাতে আর তিনটি জলদাপাড়াতে। পরবর্তী পর্যায়ে আনা হবে আরো ছয়টি বাঘ। প্রথম ছয়টি বাঘের মধ্যে চারটি মহিলা ও দুটি পুরুষ বাঘ।

সম্প্রতি বক্সা ব্যাঘ্র প্রকল্পে রাজাভাতখাওয়ার ইন্টারপিটিশান সেন্টারে বাঘ ছাড়া নিয়ে গ্রামবাসীদের সাথে বৈঠক করেছে রাজ্য সরকার। বৈঠকে উপস্থিত ছিলেন বন মন্ত্রী বিনয় কৃষ্ণ বর্মন । বৈঠক শেষে মন্ত্রী জানান, এলাকাবাসী এই সিদ্ধান্তের সঙ্গে সহমত। বাঘ আনার ব্যাপারের সব রকমের ছাড়পত্র এসে গেছে। ন্যাশনাল টাইগার কনজারভেশন অথরিটির সদস্যও উপস্থিত ছিলেন এই বৈঠকে।

বাঘ গুলোকে হোলিকপ্টারে করে নিয়ে আসা হবে আসাম থেকে। এভাবে আনলে আনলে বাঘের কোন শারীরিক সমস্যা হবে না।

 

 

Saugata Roy speaks on the Finance Bill

Sir, I rise to speak on the Finance Bill on behalf of my party, the All India Trinamool Congress. Sir, this Finance Bill when it was presented on February 1, 2017 had 150 clauses and 7 schedules. But strangely enough the Finance Minister in his series of amendments – which we received today – added 33 new clauses and 2 schedules. This is unprecedented and we have already protested.

The ruling party has done this after the UP victory. They think that they can write-off or overrule all rules, conventions and procedures. Otherwise I do not understand why in Finance Bill – which is supposed to detail the taxation proposals of the government – they have brought in the abolition or uniformisation of the tribunals, which have no relation to taxation proposals directly.

I may read names of some of the tribunals: Copyright Board, Railway Rates Tribunal, National Highways Tribunal, Cyber Appellate Tribunal, Competition Appellate Tribunal. These have no relation with taxation proposals but still the Finance Minister has forcibly overridden  Article 110 of the Constitution and the traditions of the House.

Now as we know that the taxation proposals are mainly related to the different taxes that we have in this country like – Corporation Tax, Income Tax, Customs, Excise Duty and Service Tax. If we see the Budget of this year, 19% of the income of the government comes from Corporation Tax, 16% comes from Income Tax, 9% from Customs, 14% from Excise and 10% from Service Tax. So, the direct taxes are 35% and indirect taxes are 33%.

Now in a properly running economy, Direct Taxes should be much more than indirect taxes because indirect taxes are basically inflationary. We find that in this Budget both are roughly equal.

You also know Sir that there is the Laffer curves in Economics which says, the higher the taxation rate the lower the collection. There has been no significant effort to lower the taxation rate so that collections could be improved. The whole Budget has been formulated in the backdrop of two important steps: one is the reckless demonetisation ordered by the new government on November 8, 2016 and the other is the shadow of the GST.  

The GST is coming into effect from July 1, 2017; both excise duty and service tax will be subsumed within the GST. The government has formed this budget with the expectation that GST would give rise to better collection. For the funding of such expenditure, government has increased money for infrastructure etc. Now where will the money come from?

The funding of such expenditure seems to be left to the mercy of implementation of GST which is likely to bring in more taxes to the Centre and States as also transfer of resources from the tax evaders to the Government through demonetisation. However evidence from cross country studies, Sir, this is important, has pointed to the contractionary effects of GST in the short term, particularly in the year of imposition. Thus tax revenue will be reduced. It is likely that tax revenue will fall this year.

That’s why Mr Jaitley, Sir, has not been revolutionary. Even with UP election he was very careful to give things to the common people. He just gave a mild compensation on Income Tax but people’s expectation was that the exemption limit would be raised to Rs 5 lakh. He did not give that. There was also a talk of farm loan waiver which the government has not given.

Demonetisation was Mr Modi and Arun Jaitley’s big gamble. They expected a bonanza due to demonetisation. People would deposit money and not withdraw and the money would remain with the bank, which they would distribute. However, roughly Rs 15 lakh crore was demonetised but almost Rs 15 lakh crore was deposited. Mr Jaitley or any other Minister will never reply if asked how much of money was deposited because they do not know.

The second question is how much money is required to remonetise i.e printing of new notes. I have not yet got an answer till date from the government. my estimate is that it will be Rs 20,000 crore. For one decision of Mr Modi Rs 20,000 crore will be spent now. How much extra tax did they get through demonetisation, after scrutinising all accounts? Only Rs 6,500 crore. So demonetisation has been a total loss.

The government gambled and it was a risky gamble which crushed the small farmers, the artisans, the daily labourers. One day the government will have to the pay the price, may be not in political terms.

Tax revenues may not perk up in 2017-18 when crude prices may be higher and corporate profits growth weak. The Centre has committed to reimburse State Governments for revenue losses post-GST. It has also guaranteed growth annually. If the initial year of GST is poor in revenue accruals, then where will it get the money? If the first year does not throw up enough money – the Rs 21 lakh crore Budget Mr Jaitley has proposed – where will this money come from? I do not know.

Earlier it was thought that compensation to States would amount to Rs 50,000 crore per year. but after demonetisation, most States have seen a drop in tax revenue and compensation figures may swell to Rs 90,000 crore. The Finance Minister’s pockets are empty. Where will you pay the compensation to the States from is not quite clear from the figures.

The Budget hence was little more than an exercise in damage control. It had a long list of giveaways and Government programmes in the context of demonetisation hurting the economy, but little in the way of job-creating reforms. One million people are joining the job market in India every year. In 2015, only 1.35 lakh new jobs were created in this country. Every year we are creating an army of unemployed.

You look at Mr Jaitley’s speech. Where is the promise for giving employment to the people? You tax, you demonetise, you introduce GST, you talk big, you say infrastructure, but where are the jobs? That is the question. The Budget encourages companies to remain small because they are giving concessions to smaller companies but not to bigger companies. So they are saying, remain small. You need not bother.

The Budget needed to do something to revise investment since private investment showed no signs of recovery. Madam, I’ll end by saying two points. The Government is going for privatisation. Today the Finance Minister announced he is going to disinvest Bridge and Roofs (Kolkata), Bharat Pumps, Scooters India, Hindustan News Mills and eight more companies. They are destroying the basis of the public sector in India. I totally oppose these disinvestment proposals of the government.

Lastly, the Budget does not tell us how much black money has been recovered so far. The Finance Minister in his Budget speech said that India is a tax non-complaint society. He has not shown a way by which he will be able to mop up more resources from the rich and give more relief to the poor so that the economy improves.
