Sukhendu Sekhar Ray‘s Zero Hour mention on the need for safeguarding freedom of expression in higher educational institutions

Hon. Chairman, Sir, Article 19(1)(a) of the Indian Constitution guarantees the Right to Freedom of Speech and Expression to all citizens, including students, faculty and researchers in Universities. Higher Educational Institutions in our country have historically been spaces for vibrant intellectual debate, where diverse political, social and cultural ideas are openly discussed. This environment plays a crucial role in nurturing critical thinking and active citizenship among young people. However, in recent years, the exercise of free expression on campuses has faced several challenges. In the 2025 update, in the Academic Freedom Index, India ranked at 156 out of 179 countries assessed in the Report. Instances of campus protests, restrictions on student gatherings and disciplinary actions against dissenting voices have raised concerns about shrinking spaces for dialogue. Universities encourage debates, seminars and student-led discussions without fear of censorship or retaliation. Strengthening institutional autonomy and reducing undue political interference are also essential steps in maintaining academic independence. Ultimately, preserving freedom of expression in Indian Universities requires a collective effort from administrators and the Government. Sir, the Fundamental Duties of the citizens mandated under Article 51A of the Constitution stipulates, “It shall be the duty of every citizen to develop scientific temper, humanism and the spirit of inquiry and reform.” This balance is vital for preparing informed responsible citizens who can contribute meaningfully to India’s diverse and evolving society. Sir, through you, I urge upon the Government to ensure protection of Fundamental Rights to Speech and Expression in Higher Educational Institutions so that students, academicians and researchers can have their discourses freely and without any fear and also to perform their Fundamental Duties, as enshrined in the Constitution. Thank you.
